"The last edition of Tax Notes expressed concern about two proposed tax changes in Finance Minister Paul Martin's 1995 budget that could have detrimental effects on Canada's mining industry. This month, Tax Notes expands on these concerns. This article is based on a paper that the author presented at ClM '95 in HalifaxIntroductionOn a global basis, there are more investment opportunities in the mining industry today than at any other time in history. Countries in Central and South America, Eastern Europe, the CIS, Central Asia, and Asia are competing aggressively to attract investment to all sectors of their domestic mining industries. Today, the demand for investment dollars exceeds the amount of dollars that are available for investment in mining. It is not surprising, then, that the established mineral producing nations are witnessing a decline in spending on exploration and development on their home turf, and an increase in spending in developing countries. In the context of a developed country such as Canada, there are two manifestations of the problem of declining investment: (I) Foreign investors are allocating more of their capital budgets to new opportunities in developing countries; and (2) Canadian juniors and seniors are spending proportionately more abroad. This shift in global spending patterns is the source of some concern for the future of Canada's mining industry, particularly because it is widely believed that the current rate of discovery of ore reserves in this country is too low to replenish depleting reserves.""Government bashing"" has always been a popular pastime in Canada. Invariably, this pastime has focussed, at !east in part, on taxation. In view of the intense competition that Canada faces on the global mining scene, it is important that the role of taxation in the decision-making process be kept in perspective. This paper has been written for presentation at the 103rd Annual General Meeting of the Canadian Institute of Mining, Metallurgy, and Petroleum, April 29 to May 02, 2000. The paper addresses blast pattern fragmentation and diggability versus the blasting technique used. RESUME The author is the Vice President for Thunderbird Mining Systems. In this capacity he manages the mine site installation of surface mining mobile equipment monitoring and navigation systems. These systems are onboard instrumentation and software systems designed to: ??measure and log mobile equipments? production and health; and ??direct the equipment operators via onboard displays that show comprehensive maps and engineering instructions. The author is a mining engineering graduate from the Royal School of Mines. His work experience includes front line supervisor and mining engineer for Hudson Bay Mining & Smelting, mining engineer for Teck Corporation, and mining consultant for PriceWaterhouseCoopers.

Off-gas systems often become the limiting factor in production increase and environmental projects. Any upgrade or new off-gas project needs to address control instability issues, instabilities that can result in safety hazards, significant loss of system capacity and/or emissions to the environment [1]. In addition, the design engineer must optimize system configuration and equipment size for the new operating conditions, to have a technically feasible and economically viable project. Dynamic simulations can be used for addressing both the control stability and the design optimization issues. This paper illustrates how the dynamic simulation of transient processes and of their control system can be used in "real life" situations for these purposes, presenting the example of an electric furnace off-gas system design.

Three novel dextrin polymers of varying functional group chemistry but similar molecular weight have been used to depress talc in single and mixed mineral studies. The mixed mineral system was a model sulphide ore consisting of talc, pentlandite, and chalcopyrite. Adsorption isotherms for the three polymers on both valuable and gangue mineral phases were determined to give initial clues as to the ability of the polymers to depress talc. Flotation testing revealed a distinct hierarchy of effectiveness of the polymers in the depression of talc in the single mineral system (MP Dextrin > CM Dextrin > Dextrin TYM), reflecting the observed adsorption affinity and adsorbed amount of the polymers on talc. However, a different order of effectiveness was observed for talc depression in the mixed mineral system (CM Dextrin > MP Dextrin > Dextrin TYM). Competition between the valuable and gangue mineral phases for uptake of MP Dextrin is responsible for its observed decrease in efficiency in mixed mineral flotation. All three polymers were found to be reasonably selective in their action, although at high dosages the polymers began to affect the flotation of the valuable minerals.

"ABSTRACTSeveral case studies are presented on the use of seismic techniques to map active structures, evaluate changes in stress levels, and identify the conditions leading to large magnitude seismic events and the generation of rock-bursts in Canadian mines. The results suggest that microseismicity can be used to identify the orientation of active fractures; define regions of relatively high and low stress, and those most likely to host a rockburst; determine the role of local stress on observed shear failures; and identify the path of stress transfer associated with the remote triggering of rockbursts. Additionally, the conditions leading to rock-bursts can be characterized by a significant increase in the clustering of microseismic events along the fault plane orientation of an impending event, and an increase in the effective stress levels. It is concluded that the analysis of microseismicity provides the means for remotely monitoring rock mass behaviour as a result of mining."

THE object of this paper is to present the various facts that l1ave been revealed during lengthy investigations into the performance of all types of ropes on different hoisting installations. It then goes on to suggest means by which most of these findings could be usefully employed to obtain more economical rope lives with increased safety. A new technique for the determination of trace levels of uranium in solution has been developed. A compact laser emits short, but intense, ultraviolet pulses to excite the green fluorescence of a uranyl-complex formed by the addition of a proprietary reagent to the sample. Organic species present in most natural waters also fluoresce quite intensely, but their emission does not last appreciably longer than the excitation pulse, in contrast to the relatively long persistence of the uranyl fluorescence . Electronic 'gating' is employed to separate the long-lived contribution, rejecting substantially the organic emission. Results using the laser fluorescence method on many sets of natural waters of various origins have been compared against corresponding values generated by independent laboratories. Correlation has been generally good over a range from less than 0.1 to more than 100 ppb U. Solid samples have also been analyzed after extraction of the uranium into solution. Accuracies adequate for most exploration purposes have been achieved, but further work is required to determine effects of interferences in samples with complex matrices. The transport and deposition of uranium in natural waters is controlled by the organic and inorganic chemistry of the waters involved. It is suggested that interpretation of very low uranium levels will be aided by additional measurements of conductivity and organic content, with subsequent statistical treatment.

Industrial plants located in the province of Quebec, Canada, are subjected to large variations of the ambient air temperature, Building ventilation systems of these plants must have some flexibility in order to meet industrial hygiene standards (TLV for chemical substances, heat stress and cold stress) at any time of the year, The building ventilation of a bath treatment plant of an aluminium smelter in Quebec was examined under summer and winter conditions, Part of the plant has periodic emissions of hydrogen fluoride gas and heat from hot anode butts, CFD modeling was used to optimise the building ventilation of the bath treatment plant, The present study proposes a modified building ventilation system, which improves the internal environment, complies with industrial hygiene standards and also reduces heating costs by 20 % during winter.

"Irgiredmet Institute carried out the study on the development of gold recovery technology from refractory ore from a Russian deposit. The ore contained 1.1 g/t Au, 1.5% of pyrite and 2.4% of pyrrhotite. The recovery of gold achieved was 84.7% using gravity with generation of high grade recoverable gold concentrate and gravity middling. In the course of lime treatment, cyanidation of the middling followed by tailings detoxification the consumption of reagents was 13.0 kg/t CaO, 95 kg/t NaCN and 72 kg/t Ca(OCl)2 of the concentrate. This was capital intensive.In order to decrease the consumption of reagents, magnetic separation of the middling of the concentrates from gravity separation was added to this flow sheet. Pyrrotite recovered to magnetic fraction, which did not contain gold in accordance to this advanced flow sheet. The mass yield of pyrite goldbearing non-magnetic fraction decreased down to 1.5 times in relative to gravity middling. The slurry filtration prior to and after cyanidation allowed the organization of cyanide solution recycling.The results of pilot plant tests using the developed flow sheet showed that the content of pyrrhotite in the non-magnetic fraction decreased from 59.1% to 11.3%. The reagents consumption was 12 kg/t CaO, 3 kg/t NaCN and 16 kg/t Ca(OCl)2 of the pyrite concentrate. The total gold recovery using this flow sheet was 83.4%. Due to a decreased consumption of reagents, cost efficiency of the process was achieved. Based on the results of this research, a project design criteria was developed. A processing plant with the annual throughput of 2.6 million tonnes of ore is being designed."

"The CompanyCardinal River Coals is jointly owned by Luscar Ltd. and the Consolidated Coal Company of Canada (Consol). The Luscar mine is operated by Luscar Ltd. and is located 40 km south of Hinton near Cadomin, Alberta (Fig. 1). The plant sits on the old townsite of Luscar, Alberta, which was founded in order to develop the coal in 1912 (Fig. 2). Initially, the coal was mined by Luscar Ltd. for heating and steam generation and used quite heavily by the railways for their steam locomotives. In 1955, the mine was decommissioned as the demand for coal for tl1ese purposes had dropped off. In 1969, the mine was re-established by Cardinal River to provide metallurgical coking coal for its customers in Japan. The coal is mined from the 13m thick Jewel Seam by open pit methods at a 10 to 1 stripping ratio. The run-of-mine coal is then cleaned to meet customer demands.The PlantThe clean coal preparation facilities at Cardinal River were extended in 1980 in order to increase the feed rate from 450 t/h to 800 t/h. The extension is a separate plant which can be operated on its own or in parallel with the old plant. In addition, modifications have been made to the fine coal circuit (hydrocyclones added), the coarse refuse circuit, (refuse bucks replaced by a refuse conveyor which backfills a pit), and the fine refuse circuit (solid bowl refuse centrifuges, refuse classifying cyclones, and hydra-rake thickener no longer utilized) since the plant was built in 1969. The plant production of 3 M t per year with a yield of 78% is achieved by first screening and breaking the run-of-mine material to a top size of 1 ½ in. The feed is then slurried, sized, and processed in three different washing circuits. The washed coal is mechanically dewatered, thermally dried, and then stored in a 14 500 t capacity silo or on a 300 000 t stockpile. The fine refuse is thickened and pumped to the same pit to which the coarse refuse is being conveyed"

The slag in iron ore pellets allows wet sintering during firing and leads to suitable bounding. The process of slag formation differs whether it takes place in the core or in the external zone of a pellet. In the core, hematite can be reduced to secondary hematite, depending on the temperature and on the carbon monoxide/dioxide partial pressure ratio. The reaction rim that appears at the outskirts of a silica particle in contact with the FeO bearing magnetite is considered as the slag precursor in the core of the pellet. By contrast, in the external zone of a pellet, where O2 is available and CO partial pressure is very low, the first step towards slag formation is flux decomposition, mainly dolomite and limestone. The CaO liberated through this reaction will be available to react with hematite by solid diffusion to form calcioferrites, which play an active part in the slag evolution process. These two slag formation paths will be explained.

"The asbestos orebody is contained within ultrabasic rocks of Precambrian age, being located in the continuous permafrost zone of the Quebec Ungava Peninsula, some 300 miles north of the tree line at approximate latitude 61'49' and longitude 73°58'.The asbestos deposit is at the western tip of a folded ultrabasic sill complex which trends northeast and covers an elliptical area 4.5 miles wide by 15 miles long. Locally. the asbestos occurs in. a completely serpentinized dunite rock. The principal rock types in the vicinity of the ore-body originally consisted of dunite, peridotite and pyroxenite, all of which have experienced at least two periods of alteration, so that no fresh rock now remains.The main ore zone in the open pit is approximately one quarter mile in length, 150 to 200 feet in width, and plunges at 25 to 30 degrees in a northeast direction below surface, to a vertical depth of at least 1,200 feet, Consider¬able tectonic activity resulted in favourable structural conditions which culminated in the formation of the ore zone in its present form.The deposit consists principally of cross-fibre ""gash type"" veins which vary in length from several inches to several feet. The principal fibre vein direction is parallel to the dip of the enclosing serpentinized dunite and sill complex.Some of the problems encountered during diamond drill¬ing in permafrost are briefly discussed."

"The Clarabelle Mill rock tailings have the potential to generate sulphuric acid through chemical and biological oxidation of sulphide minerals. Current rock tailings assay between 0.80 -1.40 %S, with sulphur occurring principally as coarse pyrrhotite. Acid generation within the tailings area can be substantially reduced by segregating pyrrhotite rich tailings in a submerged storage area and by depositing only low sulphur rock tailings in exposed areas. Laboratory tests confirmed that low sulphur tailings could be produced by flotation at reduced pH with a small xanthate addition. A plant test was conducted to evaluate the production of low sulphur tailings in conjunction with INCO's continuing commitment to environmental protection and progressive decommissioning of the metallurgical site.During the plant evaluation, approximately 5% of the mill rock tailings were reprocessed in a line of 100 tt3 Denver flotation cells. Tailing grades below 0.40% S were easily achieved through operation at pH 6 -7, with xanthate addition (dosages up to 0.02 lb/ton) and 10 -15 minutes of nominal retention time. Froth depths between 1 -3 inches combined with relatively liberal amounts of frother were required to pull the lightly mineralized froth into the concentrate which averaged 11% sulphur and less than 5% mass recovery. In addition, three field lysimeters were each filled with two hundred.ton bulk samples of low sulphur tails (0.35% S), standard rock tailings (0.98% S), and mill total tailings (2.30% S) for long term monitoring. The implications for full scale plant design, tailings area decommissioning, the possibility of increased nickel recovery and preliminary field lysimeter data are discussed."

"As open-pit operations expanded at Pine Point, hydraulic aquifer evaluation was undertaken to establish the criteria necessary for the design of a feasible dewatering system.The extreme climate of this northern location dictated that the ore zone under extraction be rendered as dry as possible to minimize freezing effects. The design and implementation of such a system necessitated detailed hydraulic evaluation, and the problems that occurred are typical of those inherent in open-pit mining operations in northern areas.The paper describes the problem solution as approached from a mine engineering point of view, with particular reference to the practical aspects of operation and installation. The hydrological analysis used is simple and readily applicable to most open-pit dewatering problems."

This paper deals with using track-type and rubber-tired machines in the ripping and handling of overburden and ores. The techniques and proper attachments pertaining to the ripping of materials are covered in some detail. Production and relative costs of ripping, as against other methods, are covered in cases pertaining to the mining industry. The use of the refraction seismograph in predetermining the rippability of materials, including a chart relat-ing velocity to rippability, is covered. This operates on the principle that sound waves travel through subsurface materials at different velocities, depending upon the degree of consolidation of the material. It is known that the same factors that affect consolidation also affect rippability. Proper equipping of the tractor to insure maximum efficiency is also covered in some detail. Introduction T HE idea of loosening consolidated materials prior to further handling and processing is probably as old as man. The purpose of ripping is to provide fragmentation of rock and loosening of consolidated materials.

This mine is situated at Point Aconi, Cape Breton , Nova Scotia, and is a replacement for the 100-year-old Princess Collie ry. It is a slope mine which is the continuation of a s trip mine operation. There are fives lopes from the surface driven with Dosco Dintheaders - this marks the first time these machines were used in North America. There are four room -and-pillar sections, each equipped with a Lee Norse HH106 continuous miner, a "Top Dog" roof bolter and two Wagner diesel Teletrams. There are also two Eimco 913 diesel LHD's , which are used for clean-up in the mines. This paper describes the mining operations of this 800,000-tpy mine which, in less than a year and a half , has been developed to the stage where four sections are producing coal at the desired rate.

Previous research has shown that ?Scan-vs-BIM? systems are powerful to provide valuable information for tracking structural works (progress, quality, safety). However, the transferability of this capability to other construction areas such as MEP works has not been assessed so far. Comparatively, the construction of MEP systems, in particular pipes and ducts, tends to be more flexible with respect to the positioning of individual components, so that Scan-vs-BIM systems could be defeated when tracking MEP installation works. This paper presents recent results on the feasibility and performance of using a Scan-vs- BIM system to track MEP works. The approach followed is presented and then tested with two real-life challenging case studies were conducted simultaneously but totally independently in Canada and Italy. The results show that, as expected, pipes and ducts tend to be more loosely positioned than structural elements leading to a poorer performance of the Scan-vs-BIM system. Nonetheless, it appears that the system works well to assess the level of conformance of site installation works, providing valuable information for estimating emerging performance metrics like ?percent built as-designed?. In addition, the proposed system could also be useful to accelerate and thus reduce the cost of delivering as-built BIM models for in the case of new builds.

The production of ferronickel and matte from nickel laterite ores is dominated by the Rotary Kiln, Electric Furnace (RKEF) process. Over time, major improvements have been made to kiln operation. In particular, kilns are now required to perform substantial amounts of reduction of the metallic oxides, thereby reducing the load on the electric furnace and substituting less expensive fossil fuel for electrical energy. To the basic refractory lined cylinder have been added: internal features such as dams and lifters, aimed at changing residence times in different sections of the kiln and enhancing gas/solids interaction, on-board fans to introduce tertiary air and on-board scoop mechanisms to allow reductant coal additions to be made at advantageous locations along the kiln. Many of these advances in design have been made on a trial and error basis and by 'borrowing' technology from related kiln processes, supplemented by proprietary modeling to various levels of sophistication. This paper presents a conceptual review of modeling components for the development of a computational model for granular material flow, combustion and heat and mass transfer in a nickel laterite kiln. These components include: granular material flow and segregation models for the simulation of bed motion, heat transfer models that simulate heat transfer by turbulent diffusion and radiation and the distribution of this thermal energy within the bed, and fluid flow models for the prediction of combustion aerodynamics.

The AG/SAG circuit discharge P80 is now increasingly referred to as the ?Transfer Size? or T80 for short. From the literature it is apparent that in circuit design some approaches to the sizing of AG/SAG mills as well as the ball mills that they feed use this parameter. This paper reviews whether the use of the T80 is appropriate in this context. In the course of the review examples of AG/SAG discharge size distributions measured from range of operating circuits are used to illustrate the arguments made.
