Cyanide is used by the mining and chemical industries in tremendous quantities without attention being given to its hazardous properties. The use of cyanide compounds in mining is one of the most important environmental issues for the mining industry due to the acutely toxic properties of many cyanide compounds to humans and aquatic life. Cyanide tends to react readily with most other chemical elements, producing a wide variety of toxic, cyanide-related compounds and because cyanide is carbon based an organic compound it reacts readily with other carbon-based matter, including living organisms. This research is aimed at investigating a feasible and economical technique for the removal of cyanide from tailing wastewater of Muteh gold mine. In this research, removal from Muteh factory's waste water, was achieved at Tarbiat Modares University's mineral processing laboratory through the oxidation of cyanide by calcium hypochlorite. Cyanide oxidizes and changes to cyanide (CNO-) which is 1000 times less environmentally hazards than cyanide. Cyanide titration was accomplished using Rhodanine solution and silver Nitrate. Cyanide concentration in the wastewater, was 270 mg/L. Cyanide removal was achieved at an optimum pH of 12.3. However, at higher temperatures, cyanide removal was complete at this pH level. Optimum Dosage for complete removal of cyanide using calcium hypochlorite was 1.43g/L.

In this issue, Tax Notes summarizes the 1992 budget proposals of British Columbia, Ontario and Quebec. These budgets reflect the continuing trend of transferring responsibilities and the related costs-from the federal government to the provinces. As well, the budget papers bear witness to the respective governments' political stripes. British Columbia, Ontario and Quebec are seeking higher tax revenues. Only Quebec continues to acknowledge the importance of the mining industry in its annual budget documents."

In the leaching and recovery of gold from copper containing gold ores using cyanidation, some copper minerals also dissolve which can have a detrimental effect on the process efficiency and economics. There are also environmental concerns with current operations discharging cyanide and copper cyanide species into tailings dams, and strict regulations prohibit this for greenfield plants. Cyanide destruction however is not an economic option for new plants treating copper-gold ores. This paper evaluates a potential recovery process to overcome the copper cyanide problem. Despite gold dissolution occurring in copper cyanide solutions having no free cyanide, gold recovery from ores is lower compared to free cyanide. Thus, cyanide addition has to be optimised to maximise the gold recovery whilst endeavouring to eliminate free cyanide at the completion of leaching (CN:Cu less than 3:1). Subsequently, copper cyanide can be recovered using activated carbon. The loaded copper cyanide is easily recovered from the carbon with a cyanide soak and distilled water wash such that the eluted CN :Cu ratio is less than 4:1. The copper could be recovered efficiently by electrowinning, by decreasing the pH of the eluant to 5. The remaining cyanide solution, after electrowinning, is then neutralised to form NaCN and recycled.

WMC Resources' Kalgoorlie Nickel Smelter was commissioned in 1972 at a design capacity of 30,000 tpa of contained Nickel in matte. A series of upgrades and progressive improvements have resulted in a design capacity increase to 110,000 tpa of contained Nickel in matte. The smelter sources nickel-in-concentrate from three Mine / Concentrators and supplies nickel-in-matte to WMC's Nickel Refinery and export customers. The Flash Furnace was last rebuilt in 1999, and is over halfway through the 10-year campaign target. The many modifications over the previous campaigns, including the Integrated Flash Furnace, are reviewed. Recent operation of the smelter and the development of the process during the current campaign are detailed herein. An overview of key interfaces with the Nickel Business Unit Concentrators and Refinery operations is provided.

"IntroductionThe purpose of sampling is to remove a portion of material from a stream which is representative of it in size, moisture and mineral content.To prevent the effects of segregation, generally caused by the way in which a conveyor, pipe or launder is loaded or directed, the sampler should cut proportionally the entire cross section of the stream.If one conveyor transfers to another at a right angle, fines may be dropped on the near side, and the coarse material thrown to the opposite side. Segregation can also occur as a result of the motion of a conveyor belt passing over the idlers causing the coarse material to roll to the sides of the belt.When slurry changes direction of flow in a launder or pipe, the heavier and coarser fraction will centrifuge to the outside of the curve and tend to remain on one side of the stream. Similarly, if two streams joining in a common launder are not mixed at the point of confluence, they will continue down the launder unmixed . This effect is particularly noticeable in a plastic lined launder.Therefore, a proportional sample is usually accomplished by a constant rate of cutter travel across the entire stream, making certain that the cutter is not full or splashing over before reaching the end of travel.The cutter should operate on a constant interval based on time, tonnage and uniformity of flow. The opening should be at least three times the width of the largest piece to be sampled. The cutter width is more critical with ore samples where particle sizes are large. With slurry samples, the opening is usually much larger than the minimum in order to obtain sufficient samples"

"In 1994 McGill and INCO (Sudbury operation) initiated transfer of technology originally developed to detect level in flotation columns to thickeners. A conductivity probe was installed in a concentrate thickener to monitor the mud-line and solids load. The probe consisted in a vertical tube with 32 equally-spaced electrode rings connected in pairs to give 31 conductivity cells. Conductivity was measured as a function of depth (so-called conductivity profile) from which the mud line and % solids could be inferred. The probe was installed in October 1994 and has been successfully detecting profiles since then. This communication includes a description of incidents and experiences during this technology transfer process including: probe installation and start-up; software modifications to accommodate operating conditions and operators' needs; calibration procedures to adjust to changes in performance as a consequence of long term use; and preliminary observations on the last stage, still in progress, signal interpretation and use to facilitate operation, particularly by providing early reaction to upstream disturbances.IntroductionThickening is one of the basic unit operations in mineral processing and hydrometallurgy used to separate suspended solid particles from a solid-liquid dispersion by gravity settling. As the dispersion enters the thickener, the solids settle and clarified water overflows the top. A thickener, which may be continuous or batch, is basically a large vertical cylindrical tank provided with devices to feed the dispersion and to remove the settled solids. The tank provides residence time for the particles to settle. The dispersion enters the thickener through the feedwell whose function is to dissipate the momentum of the feed stream and to create relatively quiescent conditions around the entering point. Rotating rake arms move the settled solids towards the discharge point located at the bottom centre of the tank.There are normally three distinct zones in a thickener: a top layer of clear water, a middle layer called a sedimenting zone in which particles are settling, and a bottom layer called a compression zone in which particles are pressed together as a consequence of the weight of accumulated particles. Proper operation of a thickener requires two simultaneous conditions: no solids in the water overflowing the top and the target solids content in the underflow pulp. To achieve these conditions is difficult because sensors for detecting the sediment line (interface between clear water and sedimenting zone) and the solids content in the compression zone are not commercially available."

"Hat Creek coal was treated by the liquid solvent extraction process in a continuous plant at the U.K. National Coal Board Coal Research Establishment.Extraction levels of over 80 per cent dry-mineral-matter-free (dmmf) coal were achieved.Total light oil yield was around 47 per cent of the dmmf coal. The light oil was shown to be a good feedstock for secondary refining into gasoline, jet fuel and diesel fuel.In spite of the high mineral matter content of the coal the solid residue was successfully removed from the coal extract by filtration.IntroductionBritish Columbia Hydro (BCH) and the National Coal Board of Great Britain (NCB) undertook a joint project to test the Hat Creek coal from British Columbia in the NCB's coal liquefaction process designed to produce transport fuels and feedstocks for the chemical industry by the liquid solvent extraction of coal(1), In this process most of the coal is dissolved in an aromatic solvent and the residual solids consisting of mineral matter and undissolved coal are removed by filtration. The resultant coal extract solution is fed to a hydrocracker for conversion to light liquid products and a fraction suitable for recycling as solvent. The light liquid products can be converted to gasoline and diesel fuel in a secondary refining stage.The dissolution of the coal is effected by heat-treating a slurry at a temperature in the region of 400°C which causes some bonds in the coal to rupture with the formation of radicals(2,3). These radicals are stabilized by hydrogen transfer from the hydroaromatic groups in the solvent, resulting in a reduction in the molecular weight of the coal. In the absence of donor groups the radicals combine to form an insoluble high molecular weight product(4). From studies of the kinetics of these reactions it has been shown that the formation and stabilization of the radicals is rapid at temperatures around 400°C(2,3). The dissolution of the depolymerizing coal is, however, relatively slow and the need to ensure complete dissolution in order to achieve a high extraction restricts the selection of digestion time(5). Further, it is important that digests do not contain depolymerizing coal as it may re-form under the applied stress in the filter cake inhibiting flow through the bed and resulting in low filtration rates(6).Thus, in practice relatively long digestion times are generally required in order to ensure complete dissolution of the depolymerizing coal, while it is also important to avoid depletion of the hydrogen donor groups in the solvent which would lower the rate of hydrogen donation to the coal and thus reduce the extraction yield and adversely affect the filtration(7). Clearly it is desirable to optimize the digestion time and temperature with regard to the extraction yield and filtration properties.The precise control of the distribution of products from the hydro-cracker is important for the composition of the recycle process solvent. The principal functions of the solvent are to provide a source of donatable hydrogen and a vehicle for the dissolution of the depolymerizing coal. Hydrogen transfer from the solvent, achieved by the conversion of hydroaromatic to aromatic groups, stabilizes the radicals formed by thermal cleavage of some of the bonds in the coal resulting in a progressive reduction in the size of the coal molecules(8,9) and dissolution in the solvent. The combination of radicals would result in the formation of insoluble material and a reduced extraction yield of the coal(4). Thus to achieve a high extraction yield the solvent should contain sufficient hydrogen donor groups to prevent extensive radical combination. The composition of the solvent should also be controlled to allow dissolution of the depolymerizing coal and to prevent precipitation of this material during the subsequent processing of the coal digest and extract solution. "INTRODUCTIONThe Upper Canada Mine is located at Dobie, approximately ten miles east of Kirkland Lake, Ontario.The mill contains Upper Canada's cyanide circuit and Upper Beaver's flotation circuit. The combined capacity is 590 tons per day consisting of 415 t.p.d. of Upper Canada gold ore and 175 t.p.d. of Upper Beaver copper-gold ore.The Upper Beaver ore is trucked five miles to the Upper Canada mine site.Crushing:The crushing circuit consists of primary, secondary and tertiary crushing employing one C .A. C. 15 in. x 24 in. Superior jaw crusher, one 4 ft. x 8 ft. Tyler-Niagara double deck screen, one 3 ft. Symons standard cone crusher and one 3 ft. Symons shorthead cone crusher.The -2 in. product from the jaw crusher is fed to the double deck screen. The+ 5/ 8 in. passes over the top deck to the 3 ft. standard cone crusher; the+ 3/ 16 in. material passes over the lower deck to the shorthead cone crusher. The - 3 / 16 in. material pas sing through the lower deck of screens is the product to the mill.The screens used prior to the installation of rubber screen cloths were: one 4 ft. x 4 ft. section with 3/ 4 in. square openings and one 4 ft. x 4 ft. section with 5/ 8 in. square openings on the top deck; two 4 ft. x 4 ft. sections with openings of 3/16 in. x 4 1/2 in. slot on the lower deck. The fine screens were positioned so that the 4 1/ 2 in. slots were parallel to the flow of feed.The crushing circuit is operated on a three shift per day basis by one operator per shift."

Carbon anodes in aluminium reduction cells are continuously consumed during electrolysis. In prebake cells the anodes are replaced at regular intervals. The spent anodes, called butts, are often allowed to cool in air while emitting fluorides into the building from the hot alumina cover and the adhering bath. In modem smelters spent anodes are placed inside enclosures and fluoride emissions during cooling are effectively reduced. Fluoride emissions from spent anodes were estimated by considering the kinetics of fluoride formation, a heat transfer analysis of the cooling anode butt and the ventilation flow from a cavity. Fluoride emissions from large anode butts cooling inside enclosures were compared with those cooling in air. Good agreement with published experimental values was obtained for enclosures having different leakage opemngs, when a hydrofluorination reaction of the spent anodes was included.

Recently, 3D printing technology in the manufacturing field is in the spotlight. In the construction industry, similar rapid prototyping technology that does not use conventional form can be applied to meet the demand on free formed structure that can provide aesthetic value and functionality. Conventional formwork can increase construction cost and period for various structure with complex shapes while it has numerous advantages such as high strength, convenience, accuracy and good quality of surface roughness. To meet the demand on free formed structure, automated freeform construction systems such as Contour Crafting and Concrete Printing have been developed with active collaboration between university and industry in USA and England. However, details on the system have not been fully released in public, so the possibility of its fusion and spin-off technology cannot be expected. In this paper, cost-effective solution for mechanical and control system for constructing a free curved structure without mold are described. As an appropriate material for the system, fiber reinforced mortar was selected by experiments on compressive strength, setting time and fluidity. After performing G-code simulation, transfer and extrusion experiments with the selected mortar mix were performed and the possibility of the development of automated freeform construction system was demonstrated. Based on this research results, it is required to keep the automated freeform construction system improve and extend it into the new application area in construction industry.

The flow behaviour and microstructure development of a near-alpha titanium alloy during beta working has been investigated. Typical cogging conditions were simulated through compression testing of IMI834 at temperatures of 1025°C-1100°C, strain rates of 0.01 s-1 - 1 s-1 and post-deformation heat treatments up to 4h. Using a synthesis of available literature models, a finite element model has been developed and validated through quantitative measures of flow stress-strain data and beta grain characteristics. Flow behaviour was analyzed through a self-consistent method while the microstructure development was considered with regard to the kinetics of beta recrystallization. Deformation at beta or high alpha/beta working temperatures (T>l025°C) produced minor flow softening with complete grain refinement achieved through metadynamic recrystallization.

"This paper describes the automation of Kiena's grinding circuit which comprises an open SAG mill circuit and a closed ball mill circuit with two stages of hydrocyclones. The circuit has been instrumented according to a two level control strategy.The regulatory control strategy is implemented in an industrial controller. This controller does data filtering and calculation (flowrate and solid content) and regulates the pump box levels (2), the water additions: or the pulp percent solids (4) and the fresh ore feed rate.The supervisory control calculates for the industrial controller, the fresh ore feed rate setpoint and the pulp percent solids setpoints in order to optimize the grinding circuit operation. It is made of two modules, one for data filtering and one for control optimization. The filtering program uses modern tools to adjust the measured value and estimate missing data (dynamic material balance, on line estimation of model parameter, etc.). The control program acts as an expert system which combines the benefits of model-based control and rule-based control. A multivariable predictive controller (DMC) is used to maintain the circulating load and the hydrocyclones feed percent solids (which is correlated to particle size) while the rule-based control validates the previous output, detects and avoids the SAG overloads and sump pumps overflows.The system has been operating since MAY 1992 and the benefits obtained are discussed.INTRODUCTIONIn 1990, Les Mines d'Or Kiena decided to go ahead with a project for automating its grinding circuit as proposed by the Centre de recherché minerals (CRM). Its objectives in doing so were to marginally increase production capacity (1 % ) and to create a new challenge for plant staff. The main stages of the project, which involved CRM, Kiena Mines and a consultant, are shown in Table 1. The project was completed in May 1992 with the implementation of a supervisory control system. This text describes the main features of the system with a special focus on its most innovative aspects."

Gipronickel Institute, Saint-Petersburg will The copper concentrate was extracted from copper and nickel matte after its hydrometallurgical treatment and nickel removal. The concentrate containing 60-74% of copper was represented by two principal copper minerals, digenite and covellite. The oxidising leaching of this kind of concentrate was studied at the Gipronickel Institute. The effect of key parameters, such as temperature, oxygen partial pressure and initial solution compound, on the rate of copper dissolution and transfer of sulphur from sulphide to elemental form was investigated. It was shown that at temperatures about 90DC, the sulphur content of covellite converts to elemental form. Under autoclave conditions at 11ODC, the elemental sulphur dissolves as a sulphate-ion. At the temperature range from 50 to 90DC, the copper dissolution rate is in direct relation with temperature. By increasing the temperature to 130DC, this effect is reversed. Based on the research work, a technological flow sheet for the leaching of the copper concentrate was developed.

Since commissioning in 2005, First Quantum Minerals’ Kansanshi Mine in Zambia has produced over three million tons of copper and 1.8 million ounces of gold from a deposit with highly varied copper mineralization. The processing plant is complex with three independent flotation circuits, gold gravity concentration, atmospheric and high pressure leaching, solvent extraction, and electro-winning. For the first ten years of operating the plant, copper mineralogy was inferred from total copper and acid soluble copper assays, and various misconceptions developed about the mineralogy which impacted operational strategy and project decisions. In 2015, an on-site mineralogy section was set up with an Automated Scanning Electron Microscope, the Zeiss MinScan. This instrument has provided detailed mineralogical data that have debunked some of the mineralogy myths that had developed, highlighting the key underlying issues affecting processing performance. This has enabled the development of projects targeting losses of specific copper minerals in defined size classes, unlocking significant value. This paper describes some of the early misconceptions around mineralogy at Kansanshi processing plant, outlining projects that have benefitted from understanding copper mineral distribution. Learnings from Kansanshi are to be applied at other FQM sites, with a similar mineralogy program being set up at the Cobre Panama project. INTRODUCTION The deposit Kansanshi Mine is located in the North Western Province of Zambia, and it has been the largest copper producer in Africa for over a decade. The deposit occurs within a broad northwest trending antiform that can be traced for 12 km, hosted in a zone of complicated faulting, abundant vein injection, breccia development and down-dropped rock units that lies within Kansanshi’s mining license. The copper mineralization within the deposit is predominantly vein-hosted, although some is strata-bound, occurring in thin bands and veinlets parallel to foliation, and some is disseminated associated with albite-carbonate alteration (Gray, 2015). Supergene enrichment has led to significant variety in the copper mineral speciation. This alteration is complex, and has not followed the text-book principles with a neat layer of supergene mineralization overlying fresh hypogene ore. Rather, the occurrence and extent of oxidation and supergene enrichment is highly irregular throughout the deposit, sometimes occurring at significant depth in localized pockets and along fault lines. Gold mineralization tends to follow the copper within the deposit, but it is dominated by coarse-grained, free-milling native gold. The extent of copper oxidation – measured as the fraction of total copper that assays as acid soluble – is used to classify ore into three main ore types, named Sulphide, Mixed, and Oxide, which are then fed to three different primary crushers for processing in independent circuits.

The prospect of obtaining high-grade concentrates from Canadian pyrochlore ores is rather unlikely, and experimental beneficiation pro-cesses ?appear to have yielded products in the range of 3 to 20 per cent N'b205? A possible solution of the problem is to find an economical chemical method for recovering high-purity Nb2?05 from such concentrates. A technically feasible but economically unproved process is outlined in this paper, in which the concentrate is decomposed by an acid attack and the oxides of niobium and tantalum are isolated and then separated by liquid-liquid extraction. The solution of the ore is adjusted to 7 M HF-5 M HNO3 and the niobium and tantalum are extracted from this solution with methyl isobutyl ketone. The mixed oxides of niobium and tantalum are recovered from the oxdanic phase and dissolved in 0.5 M HF-1.0 M HNO3. Tantalum is extracted preferentially from this solution with methyl isobutyl ketone, leaving niobium in the aqueous phase. By the use of this process it is possible to produce niobium pentoxide and tantalum pentoxi.de in 99.5 per cent purity with a recovery of approximately 95 'per cent, under lab-oratory conditions.

In the flotation of Rare Earth Element (REE) bearing minerals, oxalic acid is reportedly acting both as a depressant and pH modifier. Testing has established the significance of oxalic acid in the flotation process however its specific role in either the recovery or selectivity of REE over their gangue minerals is not well understood. Pulp pH reduction trials with alternative acids have not shown the same effect on the REE mineral recovery or the depression of gangue phases. This work examines the effect of oxalic acid on the surface of gangue minerals (quartz and carbonates (dolomite and calcite)) in a series of conditioning tests. Gangue surface analyses by TOF-SIMS indicate that oxalic acid inhibits the transfer of secondary ions generated during the conditioning process from one mineral phase to another. In this regard, the oxalate anion acts to fix ions in solution through chelation, limiting their participation in surface adsorption.

"In the present work, we developed a Smart Process Control Toolkit (SProC) as a single simulation environment for the modelling of materials microstructure and its interaction with the local microchemistry during manufacturing of semi-finished products. This toolkit supports the data communication between sub-sequent processing steps such as casting, homogenization, pre-heating to deformation, etc. The thermo-kinetical simulation software MatCalc of MatCalc Engineering© GmbH was used for modelling of precipitation kinetics, such as formation of primary and secondary phases and their evolution. An import/export functionality of the precipitation distribution after each processing step was implemented to follow the parameter history. For the evolution of the local microstructure, a Mean Dislocation Density based Model (MD2M) was used. This model consists of two parts: (1) Flow Stress Model for calculation of the total strength during the deformation and (2) Static Recrystallization Model for account of the recrystallization and grain growth after the deformation. Validation was done by a comparison of experimental and simulated hot compression tests of a conventional AA2024 alloy.INTRODUCTION Optimization of a semi-finished products quality, elimination of typical production issues and cost savings are of a great demand for supply industries. However, it is currently not feasible to investigate the whole manufacturing process in detail at an industrial level. Concerning the processing parameters, one must understand the correlation mechanisms between macroscopic properties and microscopic material behavior. Numerical simulations, which could reproduce the real processing conditions on the one hand, and employ a physically based modelling on the other, are thus attracting a lot of attention and their power is no longer under the question. It is well known that e.g. the total strength of the material depends directly on distribution of precipitation particles and mean grain size. In order to follow their evolution during the manufacturing process beginning from casting to the final semi-finished product, and thus be able to control the process, one should use the techniques which would at the same time reproduce experimental processing conditions of real size objects (e.g. sheet, extrusions, etc.) and account for the evolution of a local microstructure and its interaction with the microchemistry. A commonly used approach is to implement a model which would describe the evolution of microstructure based on a dislocation density approach into a user defined material subroutine of some finite element solver. There is, however, also an influence of the manufacturing process by e.g. the evolution of a local microchemistry (formation, transformation and dissolution of the precipitation particles) on the microstructure and thus the macroscopic material behavior. Thus, a method is needed to follow the variable history through the simulation of the whole production chain."

SOME years ago the writer had the opportunity to plumb a number of mine-shafts, each of which presented various conditions and difficulties. This afforded the chance to compare several methods of shaft plumbing in the light of ease and rapidity. This comparison led to the development of an adaption of the Weisbach, or approximate alignment, method, to three wires in a single shaft. Professor Weisbach, some time prior to 1850, introduced his method of shaft plumbing by triangulation on but two wires, and was the first to show that a triangle of very narrow shape is the best for this purpose. THE WEISBACH METHOD The two-wire method, using a Weisbach triangle, is described in several .English text-books on mine surveying and is used frequently in various parts of the world, but in Canada it is almost unknown. The writer has described an example of this two-wire method (1), but a brief resumé here may clarify the explanation of its application to three wires. In this two-wire method, instead of endeavouring accurately to align the instrument with the wires, it is set only in approximate alignment, and the small angle formed at the instrument is measured. This is expressed graphically in Figure l, where C represents the position of the instrument and A and B the positions of the wires. The sides of the triangle are measured as well as the angle ACB, and the angles at B and A are found by applying the Sine Rule or the formula

"The 3000 t/d mill at Hernia Gold Mines Inc. was commissioned in March, 1985. By Canadian standards the concentrator is highly automated, however, unlike the retrofit systems in many other plants, the Hernia process control system was installed during plant construction. This paper describes the Hernia control system beginning with system development (justification, architecture, start up, etc.), proceeding to current applications (crushing, grinding, leaching, etc.) and finally discusses some of the short term objectives for system improvement.INTRODUCTIONThe Hernia Gold Mines Inc. operation is located in the Marathon area of Northwestern Ontario. Controlled by Noranda Minerals Inc. (50.1 %), the cost of bringing the mine into production was nearly $300 million. A unique feature of the mine development was the extraordinarily short elapsed time of three years from Noranda's initial involvement to the start of milling operations. Additional background information on this project can be found in the trade literature (e.g. Tinter (1986). Scales (1987).)The Hernia concentrator is designed to process 3000 tpd of ore and commenced operation in March, 1985. Figure 1 provides a general plant flowsheet indicating the major circuits. Typical annual production statistics are included on the figure and these have been extrapolated from the available 1987 year-to-date data. Larsen and Tessier (1986) have previously described the operational aspects of the mill.In a metaphorical sense, the Hernia concentrator is like the traditional bride, ""wearing something old (e.g. the cyanide leach process), something new (e.g. a plant wide digital control system installed during construction), something borrowed (e.g. crushers from Gaspe) and something blue (e.g. the cladding on the surface buildings). While the prospect of fully undressing this bride is of considerable interest, here we choose to focus on something new. In particular, we choose to examine the process control system in some detail since Hernia is one of Canada's more highly autcmated gold mills. The control system is of interest because it has received suostantial credit for maximizing metal production and minimizing operating costs. With reference to the latter, it is worthy of note that Hem lo reports recent operating costs of less than $100 U.S./oz."

Early in my term of office it was announced that my Presidential Address would make particular reference to the subject of Mine Taxation in Canada. With this purpose in view there was drafted a Balance Sheet and Earnings' Statement of a Gold Mining Company. This in turn was submitted to the Dominion Income Tax Authorities in Ottawa and to the Minister of. Mines of each of the several Provinces of Canada. The response to the invitation was not as complete as we had hoped it would be, but the figures that were obtained will be presented during the present meeting, and they constitute, I hope, a sufficient basis for extended study and additional enquiry during the year to come ( 1) . In the form letter that accompanied our request to have the submitted earnings assessed, I made the following assertion: "In this work we have three objects in mind. 1.--We will get direct comparison between the different Provinces in Canada. 2.-We will in this way educate our members concerning taxation as it affects the mining industry. 3.-We will publish the details as to how the assessment is calculated by each body, so that a Mine Manager in the most remote district will have a ready reference to guide him in his annual return to the taxing bodies. As things stand, there is no intention of making this a basis for a critical attack on the present rates assessed. It is intended as an authoritative summary of actual conditions as they presently exist".
