Accumulation of cobalt -rich ferromanganese crusts on Pacific seamounts located off-ridge in the Hawaiian EEZ, represents a complex process that involves geologic aging of the seamounts, geographic transportation- of the seamounts on the Pacific plate during the past 80 million years, and geochemical history of the oceans for that period. A comparative study of the building and erosion processes of the young Loihi Submarine Volcano, located south of the Island of Hawaii , and the 80 million year old Cross Seamount, located west of Hawaii , shows that both edifices show wide armchair-shaped talus chutes and intervening ridges of exposed dikes. The similarity between the observed mass wasting process on Loihi and Cross suggests that the slopes of submarine volcanoes are geologically unstable from the time of their origin on the seafloor through their entire geological history. The slopes of Cross are covered by coalesced ferromanganese crust covered talus, steep exposed dike faces, and crust covered dike ridges. A study of the stratigraphy of the crusts shows a range of thicknesses and number of unconformities present. The thickest crusts, up to 8 centimeters, are found preserved within the larger coalesced slabs along the shallower slopes of the talus chutes and along the crests of the ridges between water depths of 400 and 1800 meters. The platinum content was used in stratigraphic correlation between the crusts in the coalesced slabs and those collected from ridges with the PISCES V submersible. Based on analogy with the Clarion-Clipperton zone, three main factors appear to influence the occurrence of potentially economic nodules in the study area, (i) elevated biological productivity, mainly above 50gCm-2y-l, (ii.) sea floor depth near or below the CCD, (iii) an absence of turbidite sedimentation. These conditions are fulfilled in parts of the following basins, where available data indicate that high grade and sometimes abundant nodules occur. i) The East Central Pacific Basin west of the Line Islands extending to the East Central Pacific Basin north and east of the Phoenix Islands ii) The West Central Pacific Basin west and northwest of the Phoenix Islands iii) The North Penrhyn Basin north of Penrhyn Island Notwithstanding the similarities between the environmental conditions under which potentially economic nodules occur in the Clarion-Clipperton zone and in the areas listed above, such similarities may relate only to present day conditions. During the possibly long periods of nodule formation, environmental conditions may have varied, and the deposits formed under conditions different from those prevailing at the present day. However, the fact that both present day conditions and the deposits in the two areas do show similarities suggests that applying the same genetic model to them has some validity. Possibly, any changes in environmental conditions during the period of formation of the deposits has been similar in both areas. Such uncertainties can only be resolved by a much fuller evaluation of the evolution of nodule deposits in both areas throughout recent geological time.

The Neptune Group was established in 1999 to apply for exploration permits within New Zealand’s 200nm EEZ. These applications were to investigate and commercialise hydrothermal Seafloor Massive Sulphide (SMS) deposits identified by international researchers and to locate others. SMS are volcanically related seafloor accumulations of copper, lead and zinc with high levels of gold and silver. Neptune has three granted exploration licenses within the New Zealand EEZ and has application in other jurisdictions. Neptune undertook the world’s first commercial drilling exploration work of SMS in December of 2005.

Recent studies estimate the depletion mid-point (dmp) for conventional natural gas to be reached around year 2022, and for conventional oil to be reached around year 2017. These numbers are based on simplified assumptions of unchanged demand and do not include increasing reserves from discovery of new fields and also do not include a shifting of resources to reserves e.g. due to an increasing oil price (Gerling et al., 2005). Anyhow, these prospects require conventional hydrocarbons to be substituted in the near future.

The first, profitable, marine placer mining started with tin 100 years ago but no major industry developed until the mid-20th. Century. Dredging at sea yielded cassiterite in both South Thailand and Indonesia, and remains an important state-run industry in the latter country. Malaysia and Russia have also contributed production, and the coastal waters of Tasmania and England have been explored. Marine placer deposits of gold have been examined in New Zealand, Chile, Argentina, Russia and West Africa. Philippino deposits were dredged during the 1930s. Fifty years later, at Nome in Alaska, gold was recovered by dredging from the offshore, and the technical/economic benefits of a seabed-deployed crawler were first demonstrated. Off the coast of Namibia placer diamonds were recovered by airlift mining during the 1960’s, but De Beers effectively started the existing marine diamond industry in 1989. The Wirth drill and a crawler continue to be used by the company, and plans recently have been announced for operations in South African waters. Other commodities such as mineral sands, platinum group minerals, and chromite have been investigated offshore in several worldwide localities.

Since becoming a public company in October 2005, Neptune Minerals has continued to advance its primary aims. Major achievements in the last year have been: • Successful completion of two simultaneous New Zealand exploration programs, Kermadec 2007 (K-07) and Colville-Monowai 2007 (CM-07); • New discovery of an inactive SMS field on the Rumble II West seamount; • Focused exploration license applications over quality areas of known SMS mineralization in arc and back-arc settings in Japan, Vanuatu, Papua New Guinea (PNG), Northern Marianas Islands (CNMI), Palau, and Italy; • Granting of licenses covering some 200,326 km2 of arc and back-arc within the EEZ of PNG and the Federated States of Micronesia (FSM); • Targeting of an additional mineralization style with extensive applications in PNG covering Conical Seamount-style Au-rich epithermal mineralization; • Welcoming Newmont Mining, one of the World’s largest mining companies, as a major shareholder; • Commissioning a scoping study to investigate options for mining and processing of SMS; Marine Minerals of the Pacific: Science, Economics and the Environment UMI2007 · The University of Tokyo, Japan Baulch 2 37th Underwater Mining Institute · 15-20 October 2007 • Invitation to contribute to, and participate in, the Meteor M73/2 Tyrrhenian Sea research program. The Norwegian EEZ contains large areas of interest for SMS exploration along the Mid- Atlantic Ridge, from Jan Mayen to Svalbard. At the same time Norwegian companies engaged in oil and gas activities are in the forefront of subsea development. This makes Norway ideally positioned to take a leading role within marine minerals research and commercialization. In the recent minerals strategy from the Norwegian Government marine minerals was pointed out as one of the strategic areas for the future. The Norwegian University of Science and Technology has established a research program in cooperation with Norwegian industry partners to determine the commercial potential of marine minerals in Norwegian EEZ. This presentation will give an overview of the status of marine minerals research and potential in Norway.

The marine minerals program of the Minerals Management Service (MMSI has undergone significant changes during 1991. Formerly the Office of Strategic and International Minerals, the program has been renamed and invested with additional responsibilities. The new name, Office of International Activities and Marine Minerals, (INTERMAR) reflects its dual mission. INTERMAR'S role in the international area was broadened in January 1991 to provide the MMS with a focal point for identifying and coordinating international opportunities of mutual interest and benefit. Opportunities include energy and nonenergy minerals and a broad range of areas such as resource and environmental assessment and management, structural and operational safety, royalty management, regulatory matters and public affairs. Cooperative efforts involving information exchanges, training programs, research, and similar arrangements are receiving particular emphasis. Australia, Canada, France, Japan, Sweden, the United Kingdom and the USSR represent a growing list of countries with whom arrangements have been established. Support has also been lent to other Federal Agencies and the United Nations in areas where MMS expertise and resources can impart a significant contribution. Opportunities will also be explored which involve Pacific insular areas.

The survey of the cobalt-rich crust of the Republic of the Marshall Islands was carried out in 1996 and 1998, as the cooperative study project between Japan and SOPAC member countries, and at the thirteen seamounts, seafloor topographic maps and acoustic reflection intensity distribution images by MBES were obtained, and the collection of samples by dredging was conducted. On the basis of the previous results, three seamounts, MS01, MS11 and MS12 were selected for the 2002 year survey, and drilling by BMS (deep sea boring system) was conducted there, to understand the occurrence of cobalt-rich crust. At the same time, environmental survey was carried out to make clear the environmental characteristics of the area. The summary of the survey will be reported.

Geochemical exploration for marine placers involves the acquisition, processing, and interpretation of geochemical data. Recent technological advances such as in-situ analysis systems and microcomputers have greatly improved our ability to acquire and process data, but their full benefits cannot be realized until we also develop improved methods for reducing and interpreting large amounts of raw geochemical data. Toward this end, our research has sought to identify existing and/or develop new geostatistical techniques for use in marine placer exploration. Each technique has been tested by evaluating its performance in the analysis of existing data sets. The data sets typically include the results of chemical analyses of suites of sediment samples collected from areas of known or suspected platinum and gold placers along the Bering Sea coast of Alaska. Results to date indicate that three geostatistical methods (subpopulation partitioning analysis, comparative factor analysis, and end-member compositional factor analysis) are useful in identifying elemental groups which can serve as "pathfinders" in the search for marine placers, and are also helpful in discerning the generic geochemical basis under lying observed statistical correlations between pathfinder elements and placer minerals.
