This evaluation of the sulfurous acid process for the production of metallurgical-grade alumina is the first of a series concerning various known methods of extracting alumina from low-grade aluminous materials and was undertaken to permit comparison with other processes. In the process with which this Bureau of Mines report is concerned, calcined clay is leached under pressure with 20 percent sulfurous acid and then filtered to remove a siliceous residue. The aluminum sulfite remaining in the filtrate is precipitated as a monobasic sulfite which, together with iron sulfite, is then decomposed under pressure to form a crude alumina hydrate and iron oxide. This intermediate product is purified in a modified Bayer process to yield alumina suitable for electrolytic reduction to aluminum. A study estimate (16)3 is used for these evaluations. The capital cost, not including land, is estimated at $95,701,600 on a Marshall and Stevens index basis of 240.0 for a plant producing 1,000 tons a day of alumina or 350,000 tons a year. The annual operating cost for this size plant is estimated at $22,831,100 or $65.23 per ton of alumina using clay at $1 per ton. Depreciation and local taxes are included in the estimate, but profit and Federal taxes are not considered.

Many oil-producing formations contain significant amounts of clay. Because of the large surface area and reactivity of such surfaces, the response of the formations to various recovery processes may be dominated by the reactions of fine-grained minerals, including clay minerals, in the formations. Thus, the success or failure of enhanced oil recovery (EOR) methods may be controlled to a large extent by the amount and nature of these minerals in the formations to which the methods are being applied. One of the deterrents to the successful application of chemical EOR methods is the loss of chemicals injected into the formation, to non-oil recovery processes. These chemical loss processes include adsorption onto mineral surfaces, chemical reactions with rock and fluids in the formations, possibly leading to precipitation and plugging of the formation, and trapping of chemicals in parts of the rock structure so that they become unavailable for displacing oil. Chemicals that may be injected include surfactants, polymers and caustic solutions which react with organic acids in the crude oil to produce surfactants in-situ. These losses are most pronounced in fine-grained reservoir rocks containing substantial amounts of clays.

A survey was conducted relating to the current practices for the classification of hazardous locations in coal preparation plants. Several plants processing bituminous, anthracite and lignite coal in Pennsylvania, West Virginia, North Dakota, Colorado, Montana and Wyoming were visited. Coal preparation plant operations and designers as well as MESA inspectors were interviewed. The National Electrical Code was discussed with selected members of the NFPA committee and electrical equipment manufacturers. Data provided by MESA on fire and explosion accidents in coal preparation plants were examined. The requirements of the pertinent Federal Regulations, National Electrical Code, National Electrical Manufacturers Association and Underwriters' Laboratories were compared and evaluated. This report consists of two parts. Part I: "Analysis and Review" provides a summary of the findings. Part II: "Recommended Guidelines" consists of recommended uniform guidelines that may be used for interpreting the National Electrical Code as it applies to the classification of hazardous areas in coal preparation plants.

MESA Corporation has completed a four-year program for the Bureau of Mines to develop a technique for measuring roof competence in underground coal mines. The preferred technique employs a tracer gas that is injected into a roof borehole drilled near the working face. The tracer gas performs the dual purpose of determining the pressure loss rate from the borehole and of marking the diffusion pattern of the the escaping gas. The primary detection technique relies upon observation of the rate of pressure drop in a hole drilled in the roof strata under test. If this measurement indicates a significant probability of roof collapse, the gas diffusion pattern is outlined with the Leak-gun tracer-gas detector. These two techniques provide a comprehensive method for predicting the relative probability of roof collapse in operating coal mines.

This paper, describing the various mining methods and practices at Britannia mines, Britannia Beach, British Columbia, is one of a series covering mining practices, methods, and costs in the mining districts of the United States and Canada. The Britannia property has been operated continuously for 30 years, and in that time many diverse methods have been used in exploiting the various types of orebodies worked. Under normal conditions mining methods include surface gloryholes, shrinkage stoping, shrinkage with powder drifts for primary breaking, horizontal cut-and-fill, horizontal and inclined square-setting, and timbered and open rills, the three latter systems being combined with close filling. The Britannia method of mining, a large-scale retreating shrinkage system usually combined with powder drifts for primary breaking, has been developed and applied here very successfully. Each block of ground as developed is studied as a separate problem, and the mining method, or combination of methods best adapted to the work in hand is applied thereto. Operating at, capacity, the series of mines produces 7,000 tons of ore per day.

Electric shocks are a serious problem in the mining environment. Because of extremely wide ranging use of electrically powered equipment in the mining industry, the hazard to personnel due to electrical shock and related injuries are not restricted to any single area but cover the entire spectrum of mining activity. Electrical accidents, resulting in personal injury, due to im- proper or complete lack of grounding of electrically operated mining machines, form a significant percentage of the overall electrical accident picture. The object of this paper is to describe methods of detection of unsafe electrical conditions with respect to the grounding of electrically operated mining equipment. It also includes a discussion of prototype instruments which effectively monitor the condition of the grounding safety devices currently in use on mining equipment and warn of dangerous conditions as soon as they appear. The paper is based on work accomplished under USBM Contract Number 50357115. The contract was initiated under the Pittsburgh Mining and Safety Research Center Program. It was administered under the technical direction of PM and SRC with Mr. Roger L. King as the Technical Project Officer. Mr. Daniel B. Dawkins was the Contract Administrator for the Bureau of Mines.

Regulatory processes associated with development of a world class lead-zinc mine, Red Dog Mine, in northwestern Alaska were reviewed and evaluated. Informal interviews with key project personnel, consultants, and agency field and permitting specialists provided perspective on the regulatory successes and failures of the project. Due to potential impacts to air quality, water quality, wetlands, and National Park lands, an Environmental Impact Statement was required. By developing a comprehensive baseline of information on the existing environment to aid in minimizing impacts during project siting/design and through regular coordination of evolving project plans with regulatory agencies, the mine developers were able to acquire necessary permits in a timely and cost effective manner. The only major exceptions occurred when inadequate information was collected on dispersal of airborne particulates, rates of surface water run-off, and groundwater quality. These deficiencies resulted in the need for design changes, unscheduled construction, additional environmental monitoring costs, and delays in issuance of the NPDES permit.

In this report, recommendations are made for programs to develop workable techniques to stop or prevent acid mine drainage formation in those underground coal mines where acid production could take place. These recommendations include development of mine closure technology, development of surface water infiltration control procedures, study of the effect of roof collapse on mine water characteristics, evaluation of the long-term effects of flooding underground mines above drainage, investigation of the effectiveness of section sealing in active mines, development of a simple model for predicting mine water quality and quantity, preparation of a manual on mine drainage abatement procedures, and development of a program to disseminate information on mine drainage abatement to the coal industry. These recommendations are based on an in-depth evaluation of information acquired over years of research on acid mine drainage formation, on numerous laboratory and field studies of methods of preventing or minimizing acid mine drainage formation, and on review of the geological, hydrological, and mineralogical factors involved. This publication contains highlights of a 4-hour lecture and demonstration by the Bureau of Mines on the fire and explosion hazards of flammable liquids and solids, oxidizing materials, corrosive liquids, and compressed gases. The authors first presented this material as part of a 2-week course given to officers and enlisted men at the U.S. Coast Guard's Dangerous-Cargo Handling School, established at Fort Eustis, Va., in 1959. The Bureau was asked to present the lecture and demonstration because of the extensive experience of its researchers in handling certain harardous commodities.

Direct mass spectrometric determination of alcohols in the presence of hydrocarbons has not been possible because of the similarity of hydrocarbon and alcohol mass spectra. Experiments have demonstrated that by converting the alcohols to their trimethylsilyl derivatives, characteristic mass spectra are obtained free of interference from hydrocarbon ion fragmentation. Hexa- methyldisilazane is the reagent selected for the conversion, An improved method of preparing the reagent is given, Mass spectrometric determination of alcohols as trimethylsilyl ethers now is not only possible without prior separation from other materials, but the range of the room-temperature mass spectrometer is also extended to include the C10 alcohol region. Water does not interfere because it is converted to hexamethyldisiloxane, which has its own distinctive mass spectral peak, Experience indicates that other compounds such as glycols, amines, and phenols probably could also be determined by mass spectrometry of their trimethylsilyl ethers. Studies on the similar detemination of phenols in coal oils have been started, When mass spectrometry is not available, gas-liquid chromatography of alcohols before and after their conversion to the trimethylsilyl derivatives probably could be performed. The preparation and properties of the trimethylsilyl derivatives of 23 alcohols, 2 glycols, 3 amines, and 1 mercaptan are detailed. INRODUCTION During investigations by the Bureau of Mines at the Pittsburgh Coal Research Center relative to the development of Fischer-Tropsch processes, complications were encountered in the mass spectrometric analysis of alcohols in hydrocarbon oils. Preliminary cleaning and separation of the sand and gravel at the dredge site with subsequent transportation to separate plants and the production and disposal of the various grades of aggregate material are also described. "Statistics show3 that in 1927 the United States consumed 60 per cent of the world's production of chromite and produced none. The uses of chromium are rapidly expanding, and a dependable supply is essential to our industries. Since the political and commercial control of our supply of chromite is now in foreign hands it is prudent to determine how this nation can best prepare to supply its need for chromium if the imports were cut off or restricted and whether it is now possible and desirable to stimulate production of chromium from domestic deposits. We have only small amounts of chrome ore of high enough grade to meet present trade requirements. Therefore the Bureau of Mines is making a study of methods for beneficiating our low-grade ores.Chromite (Cr203.Fe0), is the only commercial source of chromium. For refractories, a minimum of 40 per cent Cr203 and a low silica content (5 to 8 per cent) is usually specified. In most instances bricks or lumps having a physical structure that will not crack when heated are required. The only way an inferior ore could be adapted to this use world be to concentrate it and develop a satisfactory binder to make bricks out of the concentrates.For making ferrochrome the requirements are a minimum of 45 per cent Cr203 and an iron content not exceeding one-third of the chromic oxide. On some low-grade ores gravity concentration will give a product meeting these requirements; other ores yield concentrates containing too much iron or other impurities to be saleable."

MORE THAN 30 MILLION EMPLOYEES each year are exposed to hazardous occupational noise, and approximately one-third of them develop permanent hearing loss (NSC, 2000). Possible explanations for the latter statistic include worker regard for noise as a mere nuisance rather than as an occupational safety and health hazard, and consequent neglect of established protective measures (e.g., hearing protection); lack of knowledge concerning noise; improper use of hearing protection; worker indifference; and inadequate training (Bauer & Babich, 2004). Many drill rigs generate high sound levels, which vary according to the type of machine, its location with respect to the physical surroundings, and the location of the sound measured around the rig. A NIOSH study measured noise output from several types of drill rigs during field investigations (Ingram & Matetic, 2003). Two types of data were recorded the actual noise generated by the drill rig at various positions around the rig and the noise to which the drill operator was exposed during the drilling cycle. For the latter, sound level measurements up to 120 dBA were recorded while hammering casing (metal on metal) in drilling a water well (Photo 1). Several types of administrative controls exist to address worker exposure to loud drill rig noise. Rotating duties to decrease exposure time and posting warning signs in high-noise work areas are two such controls. Another is the use of hearing protection. Worker use of hearing protection has been disappointing, however. One study by the University of Michigan found that construction workers used earplugs and earmuffs only between 36% and 61% of the time that they were necessary (Lusk & Kerr, 1998). In a 2001 study, OSHA reported a relatively low rate of 30.4% for use of earplugs among construction workers (Walker, 2001). Why are rates for hearing protection use so low? One explanation may be workers' lack of concern for noise in the workplace. They expect workplace noise to be a loud and in¬ evitable nuisance and, therefore, accept it as part of the job. As a result, they disregard proven measures that can protect their hearing. Other workers may use hearing protection, but do so improperly. They may misguidedly remain in high-noise areas for extended periods thinking they are protected when in fact they are not. Other reasons for low use and/or misuse of hearing protection include poor education, lack of awareness and inadequate training (Nash, 2003). To address the training issue, NIOSH developed two exercises from which drillers can learn about noise, hearing loss and hearing protection. This research project had two main objectives: (1) To identify the smoke limits of gaseous fuel-air mixtures and (2) to obtain and evaluate basic chemical information on the formation of smoke in very rich flames near the smoke limit. Such information would do much to establish the circumstances for car-bon deposition in gas appliances and in other types of combustors. Based on tests with ethylene and propane, these studies showed the following: 1. Smoke limits are related to the yellow-tip limits of the fuel. Previous research established sufficient data to permit prediction of yellow-tip limits on gas burners using a wide variety of fuels. The present study of smoke limits deals only with ethylene-air flames, but the concept that was developed is probably applicable to other fuels.

Under the Heavy Metals Program, investigations were conducted at the old Badger dill placer mini in Nevada County California to collect data and information regarding drilling and sampling methods and deposit characteristics. The studies contributed to a team effort by five Bureau of Mines research groups to develop new or improved placer mining technology in the Tertiary gold-bearing channel gravel of northern California. This report describes the techniques used and the results obtained in the sampling and drilling stage of deposit delineation studies that were conducted by the Denver Mine Systems Engineering Group. Sampling included the collection and processing of 400 tons of largo and small volume samples from drill holes, underground workings, surface pits, and blast hole rounds. A total of 355 samples averaging 2,296 pounds per sample provided reasonably accurate data for analysis of the gold distribution. These studies indicate that the bulk of the gold is within 40 foot of bedrock in stacked, lenticular zones of cemented gravel that are largely confined to the relatively narrow, meandering course of the deepest portion of the bedrock channel. Drilling studies involved the testing of three types of truck-mounted drills including rotary, bucket and vibratory, none of which proved to be a completely versatile tool for sampling quickly and reliably both consolidated and unconsolidated gravel.

This U.S. Bureau of Mines report describes a rock mechanics instrumentation program conducted in a shallow underground coal mine in central Illinois. This research program was designed to provide a basic understanding of the structural behavior of entry intersections. A wide variety of instruments and measurement techniques including hydraulic borehole pressure cells, multiple-point borehole extensometers, roof bolt compression pads, and overcoring were employed to monitor roof stresses, pillar loading, strata movement, floor heave, and bolt loading before, during, and after intersection development. A summary of intersection design theories, failure modes, and support techniques is included and instrumentation installation procedures and analysis methods are presented. The study identified two critical parameters that affect intersection stability: in situ horizontal stresses and geological discontinuities. Important design parameters for improving intersection stability are roof span and intersection geometry.

Southeastern reserves of titanium ores are large, widespread, and ample for anticipated demand. The leading titanium industries are mining and beneficiating sand deposits, principally in Florida, and manufacturing titanium pigments. Most of the mineral output is consumed by the producers themselves. In 1962, 20 percent of the national pigment capacity was in the Southeast.
