This report describes work performed for the Bureau of Mines to evaluate available portable instruments for their effectiveness in detecting and locating damaged metallic shields in Types SHD and SHC cables. A second phase of the program is also covered wherein several instruments of a type which show promise are purchased for modification and testing to verify their performance.

MORE THAN 30 MILLION EMPLOYEES each year are exposed to hazardous occupational noise, and approximately one-third of them develop permanent hearing loss (NSC, 2000). Possible explanations for the latter statistic include worker regard for noise as a mere nuisance rather than as an occupational safety and health hazard, and consequent neglect of established protective measures (e.g., hearing protection); lack of knowledge concerning noise; improper use of hearing protection; worker indifference; and inadequate training (Bauer & Babich, 2004). Many drill rigs generate high sound levels, which vary according to the type of machine, its location with respect to the physical surroundings, and the location of the sound measured around the rig. A NIOSH study measured noise output from several types of drill rigs during field investigations (Ingram & Matetic, 2003). Two types of data were recorded the actual noise generated by the drill rig at various positions around the rig and the noise to which the drill operator was exposed during the drilling cycle. For the latter, sound level measurements up to 120 dBA were recorded while hammering casing (metal on metal) in drilling a water well (Photo 1). Several types of administrative controls exist to address worker exposure to loud drill rig noise. Rotating duties to decrease exposure time and posting warning signs in high-noise work areas are two such controls. Another is the use of hearing protection. Worker use of hearing protection has been disappointing, however. One study by the University of Michigan found that construction workers used earplugs and earmuffs only between 36% and 61% of the time that they were necessary (Lusk & Kerr, 1998). In a 2001 study, OSHA reported a relatively low rate of 30.4% for use of earplugs among construction workers (Walker, 2001). Why are rates for hearing protection use so low? One explanation may be workers' lack of concern for noise in the workplace. They expect workplace noise to be a loud and in¬ evitable nuisance and, therefore, accept it as part of the job. As a result, they disregard proven measures that can protect their hearing. Other workers may use hearing protection, but do so improperly. They may misguidedly remain in high-noise areas for extended periods thinking they are protected when in fact they are not. Other reasons for low use and/or misuse of hearing protection include poor education, lack of awareness and inadequate training (Nash, 2003). To address the training issue, NIOSH developed two exercises from which drillers can learn about noise, hearing loss and hearing protection. The first is an invisible ink exercise, titled "Drill Rig Incident" (DRI) (Photo 2); the second is a 3-D slide reel training aid, "Wearing Hearing Protection Properly" (WHPP) (Photo 3). This report documents 653 sets of sample data involving 78,366 assays obtained from past exploration for various minerals and metals. Most of these data have been taken from published reports describing exploration projects, conducted jointly by the Bureau of Mines and the Geological Survey, for the Strategic Minerals Program from 1940 through 1949. Means and standard deviations have been computed for the exploration assay data and have been plotted on graphs for 22 minerals and metals. A mathematical model, based on the binomial distribution, has been developed to explain the configuration of the plots of the exploration means and standard deviations. The two statistics, mean and standard deviation, which describe assay data, have been used for simulating probability models. These probability models then have been combined with the binomial model of the exploration assays and related to the sequential decision process associated with exploration drilling for mineral deposits. These probability regions can be used to form the basis for sequentially predicting the probable range of the average grade of mineral or metal that may be expected as an exploration drilling program is continued after the initial discovery of mineralization has been made.

This research project had two main objectives: (1) To identify the smoke limits of gaseous fuel-air mixtures and (2) to obtain and evaluate basic chemical information on the formation of smoke in very rich flames near the smoke limit. Such information would do much to establish the circumstances for car-bon deposition in gas appliances and in other types of combustors. Based on tests with ethylene and propane, these studies showed the following: 1. Smoke limits are related to the yellow-tip limits of the fuel. Previous research established sufficient data to permit prediction of yellow-tip limits on gas burners using a wide variety of fuels. The present study of smoke limits deals only with ethylene-air flames, but the concept that was developed is probably applicable to other fuels.

Southeastern reserves of titanium ores are large, widespread, and ample for anticipated demand. The leading titanium industries are mining and beneficiating sand deposits, principally in Florida, and manufacturing titanium pigments. Most of the mineral output is consumed by the producers themselves. In 1962, 20 percent of the national pigment capacity was in the Southeast.

This U.S. Bureau of Mines report describes a rock mechanics instrumentation program conducted in a shallow underground coal mine in central Illinois. This research program was designed to provide a basic understanding of the structural behavior of entry intersections. A wide variety of instruments and measurement techniques including hydraulic borehole pressure cells, multiple-point borehole extensometers, roof bolt compression pads, and overcoring were employed to monitor roof stresses, pillar loading, strata movement, floor heave, and bolt loading before, during, and after intersection development. A summary of intersection design theories, failure modes, and support techniques is included and instrumentation installation procedures and analysis methods are presented. The study identified two critical parameters that affect intersection stability: in situ horizontal stresses and geological discontinuities. Important design parameters for improving intersection stability are roof span and intersection geometry.

"INTRODUCTION This is the fourth report of investigations dealing with the cooperative tests between the Bureau of Mines and industry on the use of electrolytic manganese in steelmaking. The first report dealt with the use of electrolytic manganese in the manufacture of stainless steel 3/ the second with its use in acid electric steel practice, 4/ and the third with its use in low-carbon basic open-hearth steelmaking. 2/ A résumé of those investigations E7 appeared in the magazine STEEL. 5/ The present report deals with the use of electrolytic manganese in the manufacture of four types of stainless steel and the new Timken 16-25-6 alloy. The Bureau of Mines supplied The Timken Roller Bearing Co. with 62,000 pounds of electrolytic manganese for use in the tests.The electrolytic manganese was produced at the Bureau of Mines pilot plant, Boulder City, Nev., by the process developed by the Bureau and described in Bulletin 463, Operation of Electrolytic Manganese Pilot Plant, Boulder City, Nev., by J. H. Jacobs. J. W. Hunter, W. H. Yarroll, P. E. Churchward, R. G. Knickerbocker, R. W. Lewis, H.A. Heller, and J. H. Linck. The workcarried out under the direction of R. S. Dean, formerly assistant director, Bureau of Mines, and R. G. Head has contributed valuable assistance in the microscopic examination of ores and metallurgical products that did not respond readily to standard treatment methods.

In response to the continuing problem of noise induced hearing loss NIHL among mine workers, the National Institute for Occupational Safety and Health NIOSH has conducted numerous noise surveys in coal preparation plants. The research, consisting of worker dose monitoring, task observations, and equipment noise profiling, was completed in eight separate preparation plants. Worker dose monitoring was conducted for three shifts in most cases. Workers experiencing higher than allowable doses were task-observed for one full shift to correlate dose to noise source(s). Finally, noise levels on all floors, and in lunchrooms and control rooms, were characterized. Results indicate that only workers who routinely spend a significant portion of their shift in the plants (away from the control rooms) are susceptible to overexposure from noise. Certain pieces of equipment (screens, centrifuges, sieve bends) are the loudest primary noise sources responsible for the worker noise exposures.

The rare metals are becoming increasingly important to our industries. Rare-metal alloys have properties which indicate that we are only on the threshold of the possibilities of their utilization, not only in making nonferrous alloys, but also as special steels. Not only are their uses broadening rapidly, but the metals are affecting our industries in other ways. The oxides and some salts are used as pigments; others have medicinal value. The pure metals are made into filaments for incandescent lamps, and targets for X-ray tubes. By their efficient use in alloys, the weight of automobiles is reduced, • and the wear and tear on tires and roads is thus minimized; in machine shops they help to give greater efficiency to tools and reduce production costs. Their development has marked a milestone in the progress of civilization. There has been considerable uncertainty regarding analytical methods for the rare metals. A great deal has been published, but the weak and the strong points of the various methods have not been investigated as carefully as is needed. The Bureau of Mines at its Rare Metals station in Colorado necessarily had to do a great deal of analytical work in connection with the metals covered by this bulletin, which aims to give the results of the experience so acquired. No claim for much originality is made, although some published methods given have been modified, and some new ones have been developed by members of the staff. The principal methods available were studied critically, and it is to be hoped that the work will assist those interested in analytical work in connection with the metals named.

In This Chapter [Geologic features associated with anomalous methane emissions Gas outbursts and blowers Methane drainage strategies for mitigating anomalous methane emissions and General considerations for a methane drainage program] This chapter summarizes how certain geologic features may be associated with unexpected increases in gas emissions during coal mining. These unexpected emissions have the potential to create explosive conditions in the underground workplace. Also discussed are the generally used practices to alleviate potential hazards caused by gas emissions associated with these geologic features. INTRODUCTION Unforeseen mine gas emissions in quantities sufficient to create hazardous conditions have been attributed to sources outside the mined coalbed since the first documentation of methane explosions in coal mines [Payman and Statham 1930]. Geologic features such as faults have long been recognized as conduits for gas flow from strata adjacent to mined coalbeds [Moss 1927; Payman and Statham 1930]. Other features such as sandstone paleochannels, clay veins, and localized folding have also been recognized for their impact on gas emissions into mine work-ings [Darton 1915; Price and Headlee 1943; McCulloch et al. 1975; Ulery and Molinda 1984]. The fact that strata adjacent to mined coalbeds can emit large quantities of methane gas into mine workings is not surprising from a theoretical perspective. Many researchers have recognized that during the burial and diagenesis of the organic matter forming today’s minable coalbeds, similar dispersed organic matter in adjacent strata has produced methane in quantities far exceeding the storage capacity of the coal and surrounding rock [Juntgen and Klein 1975]. It is not surprising then that large quantities of methane can remain trapped in these strata. A potential hazard occurs when mining of a nearby coalbed causes pressure differentials and mining-induced fractures conducive to gas flow into the mine workings from these strata. This gas flow may be facilitated or temporarily impeded by the presence of geologic structures or anomalies.

A belt-wearable self-contained self-rescuer (SCSR) manufactured by the CSE Corp. and designated the "SR-1OO" was evaluated for safety in the underground mine environment by the U.S. Bureau of Mines. The evaluation consisted of laboratory tests on the chemicals contained in the unit and field trials to simulate the mine environment. This report summarizes the test results and compares the results with those from earlier tests with chemical and compressed oxygen self-rescuers. It was concluded that the new SCSR did not pose any different or more severe hazards than the earlier units. In view of the mine-proven safety record of the SCSR's now in service, no reason could be found to disallow use of the belt-wearable unit.

Valley Camp No. 3 mine was the scene of an experimental shortwall introduced in 1973 in an attempt to improve the recovery from the Pittsburgh coalbed in the Ohio Valley area where adverse ground conditions have imposed partial extraction methods with only 40 to 55 percent recovery of the valuable resource. The Bureau of Mines, under a cooperative agreement with Valley Camp Coal Co., monitored ground pressures and caving in the shortwall section in an effort to determine whether the roof strata, notably the limestone main roof, will cave to the extent that roof pressures at the face are relieved and whether the powered roof supports can sustain the roof load. The Bureau's efforts included mapping of clay veins, instrumentation of chain pillars and shortwall panels with encapsulated pressure cells, recording hydraulic pressures in the legs of the shortwall chocks, and core drilling underground and from the :surface. The experimental shortwall was a qualified success. Recovery increased 5.4 percent compared with partial extraction. Pressures in chain pillars and the abutment zone were not excessive. Hydraulic pressures in the chock legs did not approach the yielding pressure. Apparently, the limestone strata caved and the roof pressure at the face was relieved.

This publication contains 14,242 analyses of gas samples from oil and gas wells and natural gas pipelines in 40 States and 24 foreign countries. These gas samples were collected in the period 1917-85 as part of the Bureau of Mines survey for helium occurrences. The gas analyses contained herein were made by several methods over the period covered. Analytical work on samples collected early in the period was done on the Orsat apparatus. The one-cut apparatus and four-cut fractional distillation equipment were added later. A mass spectrometer was acquired in 1949 and used for all gas analyses made after that time. From 1917 to 1978, helium analyses were made on special helium analytical equipment designed and built by the Bureau of Mines Helium Operations Laboratory. In 1978, this apparatus was replaced in the quantitative helium analysis work by a gas chromatograph.

Surveys to establish the quantity and quality of coals available for metallurgical, industrial, and energy use, investigations to develop better mining methods, and studies aimed at improving the health and safety of those who mine the coal highlighted Bureau of Mines research and technologic work on coal in 1968. Also being developed are more efficient methods of coal preparation, transportation, storage, and utilization. Supplementing this effort are projects designed to assure minimum disturbance of land, water, and air resources. Research centers and laboratories of the Bureau of Mines are listed in appendix A. Publications released during 1968 are cited with the various projects and in appendix C. Organizations that cooperated in the work in various ways are cited in appendix B.

Electrical power generation was studied in a laboratory-scale, open-cycle vortex MHD generator, which offers several advantages over straight-channel generators that require separate combustors. Compactness, lower capital cost, and high-energy release are obtained by combining the combustor and generator into one unit in the vortex generator. In addition, the vortex generator uses a simple solenoid rather than the more complex and expensive saddle magnet required for straight channel generators. Although the vortex generator must utilize combustion gases with a low Hall coefficient in order to be efficient in direct comparison to the linear generator, the primary motivation for this experimental device in terms of ultimate objective was to investigate the vortex generator with applications to direct coal firing and with combustion taking place in specially designed expansion nozzles. The vortex device offers one decided advantage over the linear device in this regard because slag deposits do not degrade or short-circuit the coaxial electrodes as is the case for a linear machine. The experimental vortex generator consists of a modified cyclone burner 7 ½ in ID by 21 in long, with the inner wall used as one electrode together with a coaxial center electrode. Power was obtained by impressing an axial field of 3,000 G from an air core solenoid magnet. Tests were conducted by seeding natural gas seeded with potassium acetate and burning with preheated oxygen-enriched air. Power generation was lower than calculated because theoretical plasma velocities were not achieved.

The Bureau of Mines has investigated fumes generated by selected welding electrodes used in mines in order to help determine their relative health hazard potential. Fumes were generated and collected in an enclosed chamber for subsequent generation rate and chemical constituent determination. Shielded metal arc electrodes from the following groups were tested: AWS types E308-16 and E310-16 stainless steel, ECoCr-A Co-Cr hardfacing alloy, ENiCr Ni, an Mn-Cr buildup alloy, E7018 carbon steel, and EII018-M low-alloy steel. Flux-cored wire electrodes of this last group also were tested. Fume generation rates and the chemical composition of the fumes were measured. From these data, exposure in-dices were determined, which give a relative measure of the health hazard potential of using the electrodes. The effect of welding onto build-up alloy layers on the fume composition also was examined for five of the higher alloy groups.

The scope of this paper is such that it was deemed advisable to group the contents into several main sections. They are: Section 1. Geography and Geology. Section II. Historical Review. (a) Mining and Smelting in Alabama. (b) Milling. (c) Summary of Milling Research. These two sections are primarily a bibliography and summary of the research on the Birmingham Red Mountain ores up to the middle 1040's. Section III. Status of the Birmingham Iron Industry. This sect ion points out the extent to which the findings of the iron-ore research have been applied on a commercial scale. Also, a very brief description of the dependent and allied industries is included. The value of the Birmingham iron ore is greatly enhanced by the proximity of coal and dolomite. Thus the coal and coke industry and the dolomite industry are closely allied with and to a large extent dependent upon the possibilities of economic utilization of the Red Mountain iron ores. Section IV. Beneficiation Investigations of the Red Mountain Iron Ores. This is a record of the most recent, hitherto unpublished work of the Southern Experiment Station of the Federal Bureau of Mines, Tuscaloosa, Ala., on the chemical and physical composition not only of the Big seam but of most of the iron-bearing rock strata of Red Mountain.

The Juneau Office of the U.S. Bureau of Mines has undertaken a study of the environmental permitting process for major mines in Alaska to identify the effects ecosystem management has had or could have on the permitting process. To date, ecosystem management affects major mine permitting in Alaska primarily through the NEPA environmental assessment process. In Alaska, only the Forest Service has instituted ecosystem management in an overt and organized manner, while other agencies are doing so less directly. In recent Bureau of Mines publications, the mine permitting process has been described using case studies of several recently permitted mines in Alaska. The insights into the permitting process and the conclusions of these reports are reviewed and summarized. Several ecosystem management issues were identified in the case studies, including the need for: effective communication between agencies; standardization and coordination of NEPA environmental impact assessment and environmental monitoring programs among agencies, and assessment and selection of alternatives based on risks to ecosystems regardless of jurisdictional boundaries or environmental media-specific regulations. Ecosystem management could be used as a way to systematize, organize, standardize, and coordinate permitting and monitoring requirements and management perspectives among government agencies and project proponents.
