The U.S. Bureau of Mines contracted a study to review the air and water monitoring requirements of five Federal environmental acts (the Federal Water Pollution Control Act, the Safe Drinking Water Act, the Clean Air Act, the Surface Mining Control and Reclamation Act, and the Resource Conservation and Recovery Act) and to compile information on the currently available monitoring instruments. A literature review of the acts and their associated regulations was conducted to determine applicability to the mining industry as well as any air and water monitoring requirements. In addition, an industry search and literature review was performed to assess the instrumentation available to comply with the monitoring regulations. Based on this research, the instruments are classified by general applicability to air, surface water, or ground water monitoring, then catalogued by monitoring parameters. A discussion is provided on recommended and innovative monitoring techniques.

Recommendations from 44 mining industry workshops are summarized and reviewed in the context of Bureau of Mines research and development programs on-going during the period 1974-1977. Approximately 1,000 specific recommendations for research and development are summarized in a systematic and comprehensive format appropriate for review by mining research and development program managers. Relevant Bureau of Mines research programs are briefly described and some opportunities for future research and development are identified.

This report describes the development and underground operation of a semi-automatic, raise climber, Man and Supply Hoist System designed for stope access in underground metal and nonmetal mines. Demonstrated capabilities of the system include a 4000-lb payload capacity, control from the traveling cage and from up to five remote stations, operating in vertical or inclined raises 5 ft in diameter and up to 300 ft in length and a travel speed of 50 ft/min. The 'system has the capability of operating in crooked raises because the conveyance climbs two stationary wire ropes suspended down the raise. The drive unit is electrically powered with power and control signals supplied to the drive unit through an armored cable also suspended down the raise. The system has been designed for portability, ease of installation and minimum raise development. The system can be installed by two men in five shifts. The hoist has been demonstrated successfully in two underground applications. The first demonstration was in a 5-ft diam, 60 deg inclined raise over a 2-month period. The second demonstration utilized a vertical 5-ft diam borehole to access a blast-hole stoping area. The system successfully provided two shift-a-day service over a 7-month duration demonstration. This report provides a detailed description of the hoist design and its demonstrated performance in two mine applications.

Standing crib supports have been applied in underground mining programs to resist large roof movements and sustain high-loads. The strength and deformation capability of these systems has been documented under both laboratory and field conditions. The parameter that has not been examined and is not well understood is the effect that a crib or other types of standing support has on the primary and secondary bolting systems. A crib support system with low system stiffness may allow large amounts of closure and deformation and cause the bolting systems to yield or even fail. Conversely, cribs or standing support that are too stiff may experience brittle or buckling failures, negating the advantage of the intrinsic supports previously installed. Utilizing a combination of field measurements and 3-dimensional finite element modeling techniques, the relationship between system stiffness and the subsequent performance of the installed bolting system is evaluated. Additionally, a simple method for calculating the combined system stiffness for standing supports, when using materials with different strengths such as steel, concrete, wood, etc., is presented.

ackleg rock drills are widely used in the mining industry and are known to generate high levels of hand-arm vibration which contribute to the development of the hand-arm vibration syndrome for exposed miners.1-3 To reduce the vibration levels, a prototype of an antivibration handle was developed as part of a previous study.4 To provide some bench marking for this handle prototype and to follow the evolution of its performance over time, a test bench was developed to characterize the vibration emission values of jackleg drills under controlled operating conditions. As the current ISO 8662 series of standards could not apply directly to this type of tool, there was a need to design and validate a test bench to evaluate the vibration emission values of jackleg drills, while taking into account the conditions specific to the operation of this type of tool. Methods A test bench including an energy absorber, was developed for testing jackleg drills based on the ISO 8662-3 standard 5. The energy absorber was bolted to a 3300 kg concrete block to ensure tool stability. A pictorial view of the device is given in Figure 1. For validation purposes, acceleration measurements at the handle of a conventional jackleg drill were taken simultaneously along the three axes (xh, yh and zh) in an underground rock drilling operation as well as on the test bench. The handle accelerations were measured for three different jackleg angles (13º, 28º and 43º) determined with respect to the floor. Moreover, each measurement was repeated at least three times to asses the data repeatability. [ ] Results As a preliminary validation of the test bench, Figure 2 provides a comparison of the frequency weighted rms acceleration spectrum measured along the zh-axis, for both underground drilling and operation on the test bench (28º jackleg angle in both cases). It is shown that the vibration measured on the handle of a jackleg drill operating on the test bench is representative of that recorded during typical rock drilling operations, despite the fact that some harmonics of the percussion frequencies are generated with a higher amplitude on the test bench. West Virginia ranks second in the nation in coal production, surpassed only by Wyoming, and usually accounts for 15 to 20percent of the nation's total annual production. Cod occurs in seams of minable thickness in all but nine of the state's 55 counties. There are two coal- producing regions, the northern field and the southern field. West Virginia coal is mined by both underground and surface methods. Underground mines in West Virginia account for a major portion of its coal production. Surface mines are generally contour operations and, especially in the southern field, are in steep slope areas, with slopes greater than 20 degrees. Many of the surface mines remove multiple seams. Recoverable reserves in West Virginia total in excess of 55 billion tons of bituminous coal. West Virginia's regulatory program was conditionally approved on January 19, 198 1. Its Abandoned Mine Land Program was approved February 23,198 1, with emergency authority granted on August 26,1988.

An earlier Bureau of Mines report4 provided low-temperature heat-capacity and entropy data for three sodium vanadates. This report continues the study of vanadates by presenting analogous data for three crystalline calcium vanadates - calcium metavanadate (CaV206), calcium pyrovanadate (Ca2V2O7), and calcium orthovanadate (Ca3V208). No similar data for these compounds have been published previously. MATERIALS All three vanadate samples were prepared by the Bureau of Mines by heating stoichiometric mixtures of reagent-grade calcium carbonate and vanadium pentoxide.5 Calcium metavanadate was prepared at 610° to 660° C. A stoichiometric mixture was heated for 17 days with intervening grindings, mixings, and adjustments of composition, as shown necessary by chemical analysis. The final analysis gave calcium oxide, 23.48 pct. (theoretical, 23.57 pct.) and vanadium pentoxide, 76.32 pct. (theoretical, 76.43 pct.). The sample also contained 0.11 pct. acid-insoluble matter. The X-ray diffracton pattern showed no lines of free calcium or vanadium oxides. No X-ray diffraction patterns were found in the literature for any of these substances.

Data recently released indicate substantial improvement in mineral industry performance for 1984. Business plans to increase plant and equipment spending in 1984 by 14.8 percent, according to a recent survey conducted by the Commerce Department's Bureau of Economic Analysis (table 1). In contrast, capital spending by all industries declined 4.8 percent in 1983 and 2.3 percent in 1982. The latest estimate of planned expenditures for 1984 is $2.2 billion higher than the comparable estimate based on the survey conducted in late January and February 1984.1/ [ ] Of particular significance to the U.S. mineral industries are the 15.5-percent increase in capital spending planned by manufacturing in 1984 and the planned 18.6-percent increase in spending by durable goods manufacturing, where the largest increases are planned in the transportation equipment (26.4 percent) and electrical machinery sectors (23.5 percent). Capital expenditures in manufacturing declined in both 1982 and 1983.

Long-haul dump (LHD) vehicles used in underground mining are known to expose workers to important levels of whole-body vibration1. These vehicles are generally designed without suspension and may be categorized as small or large LHDs depending on whether their respective load capacities are lower or larger than 3.5 cubic yards. While the majority of older vehicles are equipped with a rigid or unsuspended seat, more recent LHDs often incorporate a suspension seat. The objective of this study was to define the vibration spectral characteristics of most commonly encountered large and small LHD vehicles operating in mining operations. This was done in an effort to categorize the vehicles in terms of vibration spectral classes to be reproduced on a laboratory whole-body vibration simulator to assess the vibration attenuation performance of a typical LHD suspension seat. Methods Vertical vibration measured at the seat attachment point of 8 small and 8 large LHD vehicles operating underground in typical mining operations under loaded and unloaded conditions was considered as the basis for defining the spectral classes. By regrouping the data collected for each LHD vehicle size and load condition, the overall distribution of acceleration power spectral density (PSD) of measured floor vibration was determined over the 0.5 to 20 Hz frequency range. Mean and envelopes of maximum and minimum values of PSD spectra were computed to define the spectral classes, along with the corresponding values of frequency weighted rms acceleration determined in accordance to the ISO 2631-1 standard2. These spectra were further used to calculate the displacements needed to drive a whole-body vibration simulator consisting of a platform supported by two servo-hydraulic actuators having a total stroke of ±100 mm. For validation purposes, the vibration acceleration spectra measured on the simulator were compared with the target spectra representing the spectral classes. Finally, the vibration transmissibility characteristics of a typical suspension seat were determined under sine sweep excitation using both a rigid mass load and a human subject having a mass of 62 kg and 85 kg, respectively. The SEAT value, representing the ratio of seat to base frequency-weighted rms acceleration, was further measured under each of the defined LHD vibration spectral classes by loading the seat with an 85 kg subject. Tests were repeated three times and the mean SEAT values were determined to assess the seat’s ability to reduce exposure to whole-body vibration in LHD vehicles. Results Three spectral classes applicable to both loaded and unloaded conditions were defined as shown in Figure 1: one for large and two for small LHDs. The influence of load on frequency-weighted rms acceleration was found to be negligible for large and Class I small LHDs, while a shift of the peak acceleration PSD to lower frequencies was noted for the loaded vehicles. The importance of controlling respirable dust and methane gas levels in underground coal mining cannot be underestimated. While respirable dust can significantly affect the occupational health of underground coal miners, methane gas accumulations pose significant safety concerns for these same workers. Water sprays and machine mounted dust scrubbers offer effective control of respirable dust exposures and methane gas accumulations. Water must not only be applied carefully to avoid dust rollback to the machine operator but must create sufficient turbulence to remove dead zones that could contain high concentrations of methane gas. While the flooded-bed dust scrubber has been generally responsible for decreased worker exposures to respirable dusts, this device has proved effective in controlling methane levels at the face. This paper reviews practical applications of water sprays and dust scrubbers to control respirable dust and methane gas on continuous miner faces.

This publication is designed to be helpful in promoting health and safety in tunneling and related operations. The format has been selected and arranged to provide a condensed guide for safety personnel, inspection and investigative agencies, design and project engineers, and others responsible for the health and safety of workmen. All the precautionary measures recommended are based on actual conditions observed, from investigations of fatal or serious accidents, and from research conducted to find ways and means of alleviating hazards and unhealthful conditions. Many of the recommended rules are included in State laws and in the general safety requirements of the construction industry. Explanatory, descriptive, and qualifying information has been largely omitted in this publication to keep basic data in more useful and compact form. Included in the appendixes are special precautions for gassy (methane atmospheres) tunnels and tunnels where petroleum products are encountered.

The Thermo-MIE personal DataRAM dust monitor (pDR) is a light-scattering instrument approved for use in gassy underground mines by the U.S. Mine Safety and Health Administration (MSHA). However, the use of light-scattering monitors has been inhibited by concerns about inaccurate readings resulting from changes in dust size distribution and composition, as well as concerns about the impact of moisture in the mine air. Because of this concern, the National Institute for Occupational Safety and Health (NIOSH) evaluated the pDR using available data from laboratory tests and mine surveys. The data show that accuracy can vary widely from test to test and mine to mine. In most cases, the results can be improved by using a companion gravimetric measurement to adjust the pDR data.

Quickly and cheaply consolidate underground slimes to facilitate their use as backfill and permit their easy handling for other reasons. Approach: The slurry containing slimes is pumped into active stopes and electrokinetically dewatered to provide consolidated back fill. How It Works: To densify slimes electro-kinetically two electrodes are placed in the material to be dewatered and densified. Typically, the electrodes are pieces of wire mesh fencing. One is placed on the bottom, and the other is suspended in the slurry near the surface. Figure 1 is a simplified section of a test. A d-c voltage of 100 to 400 volts is applied across the slurry. This causes the solid particles which are in suspension in the water (usually these are negatively charged) to migrate toward the anode; simultaneously, the water moves toward the cathode. Water immediately adjacent to the negatively charged solid particle surfaces contains an excess of dissolved positive ions. Groundfall accidents have been the leading cause of fatalities in the underground coal mining industry for many years. Statistics from the Mine Safety and Health Administration (MSHA) indicate that approximately half of the victims of these fatal accidents were in an area where no devices had been installed to support the mine roof. This report was prepared by the U.S. Bureau of Mines to provide guidance to operators of underground mines concerning the use of techniques that may help to keep miners from going under unsupported mine roof. The report is divided into two major sections. The first section reviews the findings from several areas of empirical research pertaining to strategies for convincing employees to avoid unsafe acts and/or adopt self-protective behaviors. The strategies are (1) incentives and feedback, (2) disciplinary actions, (3) training (primarily fear communications and behavioral modeling), and (4) nondirective techniques. This literature review has a broad focus and should be helpful in making decisions about how to encourage a wide variety of types of self-protective behaviors. The second major section of the report presents an analysis of each strategy's potential for keeping miners away from unsupported roof.

This report describes a field-test program to determine the effectiveness of a polymeric wall sealant to reduce the excape of naturally occurring radio-active gas radon from the walls of an underground uranium mine into the ventilation air. A 75-foot-long, dead-end drift with a surface area of about 6,000 ft2 was used as the test site in which the average natural radon flux from the normally dry rock was 16 fCi/cm2-s. The effect on radon emanation of wetting the walls with water to a depth of 3 inches was tested, after which the rock was completely covered with a coating of dry-mix concrete to provide a base for the sealant, an acrylic latex. Sealant was applied in two coats to about 0.25 mm thick. An overall reduction of average radon flux of about 75 pct was achieved. Radon production and other environmental values were measured continuously and automatically by a Bureau of Mines data acquisition system. A commercial microcomputer was programed to convert raw data to engineering units and to perform other useful operations while recording all data on magnetic diskettes. Direct measurements of radon flux from the rock surface were made by a charcoal adsorption technique.
