Miners, like many skilled blue-collar workers, are not traditional learners. They have not generally been successful in classroom-type settings, preferring to learn on the job in a hands-on environment. U.S. miners are required to have annual safety training, but they rarely view this positively. In fact, it has been called “safety jail” by many of them, who regard it as a time to get a little extra sleep. The challenge then, was to find a way to develop effective safety training for these people, particularly in view of the fact that their work is among the most dangerous of all occupations. Miners are born story tellers. They share “near-miss” stories, stories about master miners they have known, and stories about how things used to be. These stories not only pass along information about what will happen if a miner fails to respect the mining environ-ment, they also instruct listeners in the culture of mining and the values it embraces. Stories, it seems, are a way to get safety messages to miners, especially inexperienced ones, and using older, wiser miners in these stories is an obvious choice. This paper will discuss how the training videos created to get safety messages to miners were developed, how “master miners” and story lines were chosen, and how the resulting videos have been received in the mining industry.

Introduction Research has shown that when an emergency occurs, work-ers often do not get the information they need to take appropriate action. Important information about incidents is either not com-municated effectively or not at all to those affected by the event. The "Emergency Communication Triangle" safety talk focuses on the content of emergency warning messages. It presents a procedure using mental cues that can be used by senders and receivers of emergency warnings. The talk includes graphics for use during the presentation, as well as references for more information. Background Interviews with 48 miners who had escaped one of three different underground mine fires revealed that warning information provided to them was inadequate. Either insufficient information was provided to miners inby the fire areas or they failed to ask the questions needed to let them plan and execute an effective escape. Most of the miners who evacuated from these three mines did not have information that would allow them to make decisions about efficient escapes. The communication breakdown came from two directions: (1) the individuals providing the warning did not offer details about the situations even though some were known and (2) the individuals who received the warnings did not ask for clarification of the situation. The lack of information allowed miners to continue attempting to place cues into normal frameworks after they should have evaluated the situation as abnormal and threatening. The uncertainty created by the lack of information influenced their decision-making and therefore their actions. Approach Researchers at the NIOSH Pittsburgh Research Laboratory have developed a training intervention that can be used by senders and receivers of warnings during a mine emergency. This material was developed for use in short safety training sessions such as start-of-shift safety talks. The information can be presented in about 15 minutes. Although the illustrations were taken from the underground coal mining industry, the training can be tailored to any work setting by substituting appropriate examples. How It Works During the safety talk, miners learn about the six categories of critical information that should be provided during emergency communications: Who, Where, What, Miners, Event, and Response. • Who: When reporting an emergency or receiving a warning, the first thing a miner must do is identify himself or herself. This is important because people react differently based on who gives them information. • Where: Giving or finding out the location of the problem is important. Of the 48 miners interviewed about their escape, only 2 knew where the fire was located. However, this information was known by either the dispatcher or the person who discovered the fire. • What: Miners must tell or ask exactly what is happening. At one mine fire, miners near the phone heard the message to evacuate and went to gather the others on their crew. One worker shouted to a machine operator: "Come on down to the mantrip. We're going out." Because it was close to quitting time, the machine operator thought they were just leaving the section a little early and went through his normal end-of-shift routine, wasting valuable time. After giving or obtaining the three initial pieces of critical information, miners can then give or obtain details about the response in progress. • Miners: Is anyone hurt? Has everyone been accounted for? When and where was a missing person last seen?

Whole body vibration is known to affect movement accuracy [1], however little is known about changes in the organization of movement and movement strategies used to limit the influences of perturbations. The specific aim of this work is to analyze the motion and coordination of upper body segments of seated operators performing reaching tasks under whole-body sinusoidal vibration exposure and simulated vehicle ride motion. The long-term objective is to model reach coordination and predict the dynamic behavior of the upper body motion under vehicle vibration exposure. Method The reach task consisted of pointing with the right hand index finger to targets located on touch screens placed in front of the subject, 45° overhead and 90° to the right in the mockup cabin of an HMMWV placed on a 6 DOF ride motion simulator. The task was performed under stable (no vibration) and vibration (sinusoidal vibration or simulated ride motion) conditions. A motion capture system was used to record kinematic data of reflective markers to recreate body link trajectories. Joint angles (torso, shoulder and elbow; Figure 1) were then computed using quaternions. Coordination between body links was defined as a) the joints angle-versus-angle relationships between the upper arm and lower arm, and b) the joint motion onset relationships between torso, upper arm and lower arm in the time domain. Results Angle–versus-angle relationships. The relationship between upper arm vs. lower arm angle and torso vs. upper arm angle for a far forward reaching movement in the stable (solid lines) and vibration conditions (dotted lines) are illustrated in Figure 2. Fig 2A compares the control condition with a 4 Hz lateral vibration while Fig 2B compares the control condition with a 6 Hz vertical vibration. It appears that under vibration exposure the reduced upper arm extension is compensated by an increase in torso flexion. This effect is seen in the last phase of the movements (encircled areas). In addition, the lower arm extension is delayed under 6 Hz vertical vibration (Fig 2B left panel). Time of joint motion onset. The timing relationship between torso, upper arm and lower arm is largely a function of the target to be reached. Examples of delays between body links are illustrated in Figure 3. The water situation in Nevada mineral and related industries is described in this report. It contains information on the sources and adequacy of supply to current operators, requirements and uses, quality and costs, geography, hydrography, precipitation and evaporation characteristics, and Nevada water laws. Also, information is given on the water requirements of one public utility powerplant, and the source and consumption of water in four major cities. Water distribution at 24 operations is shown on schematic waterflow diagrams. The mineral industries of Nevada in 1962 used 8.6 billion gallons of nee' water and reused 3.8 billion gallons for a total usage of 12.4 billion gal¬lons. The copper industry was the major water user. The 1962 value of all mineral production in Nevada was $85.5 million. The large amount of water required to maintain this high production is obtained principally from ground-water sources in alluvial valleys and the permeable rock formations of some mountain ranges. Some water is also obtained from perennial streams and springs. Sources of water utilized by existing industry ore near most mineral industry operations; however, seven companies are forced to pipe water distances ranging from 2 to 8 miles. Although water supplies of presently operating companies are adequate at most operations, several companies resort to large-scale reuse of water as a matter of conservation and economics. Acquisition of water by new operators is possible but takes considerable negotiation. Water rights, surface and underground, are controlled by the State. The quality of the water is satisfactory for most purposes. Analyses of 19 samples, listed in the appendix, show the range in water quality at various plants throughout the State. Costs of delivering new water to current operations range from 2 to 26 cents per 1,000 gallons with an average of 10 cents per 1,000 gallons for power and maintenance. No firm costs for recirculating water were available; estimated costs range from 1.5 to 2.5 cents per 1,000 gallons. The mineral-product value of the entire Nevada mineral industry in 1962 was equivalent to $10 per 1,000 gallons of new water and $26 per 1,000 gallons consumed. Projection of the 1962 water requirements of the Nevada mineral industry indicates that the demand for new water will increase from 8.6 billion gallons in 1962 to 11.9 billion gallons in 1980, a 43-percent increase. Water requirements ill the year 2000 are estimated as 14.8 billion gallons, an increase over 1962 water demand of 78-percent.

Miners depend most heavily on visual cues to recognize underground mining hazards; consequently, illumination plays a critical role in miners? safety. Some hazards are located in the miners? peripheral field-of-view (10 degrees to about 60 degrees off-axis) or on-axis (0 degrees). The objective of this research was to determine if there were visual performance improvements when using solid-state cap lamps with light-emitting diodes (LEDs) as compared to incandescent light bulbs commonly used in miner cap lamps. Recent research has indicated that an increased short-wavelength content of the spectral power distribution of LEDs relative to incandescent lamps improves peripheral visual performance for low-light (mesopic) conditions. The visual performances of nine subjects were quantified by measuring the subjects? speed and accuracy in detecting floor objects located on axis and at ±20 degrees off axis. The objects were located near field (1.83 meters) and far field (3.66 meters). Upon presentation of the objects, subjects would count and point to each object using a red-laser pointer. The object detection response time and number of missed objects were recorded. The results of the visual performance comparison for an LED, a prototype LED, and an incandescent cap lamp are presented. There we no missed objects when subjects used the LED-based cap lamps but, there were three missed object occurrences when subjects used the incandescent cap lamp. The mean detection time when using the incandescent cap lamp was 55.3% greater than the prototype LED cap lamp and 43.5% greater than the LED cap lamp. It can be inferred from this data that the spectral distribution of LED-based cap lamps could enable significant visual performance improvements as compared to incandescent cap lamps1.

This volume, the first of a six volume final report, provides an executive summary of the research and results carried out under a grant from the U. S. Bureau of Mines on underground coal mine ventilation. Under the project, a mine ventilation simulator was developed. Sensitivity of leakage and friction factors on the total quantity and pressure requirements was studied. The simulator was applied to a new mine under development, and to an operating mine, to demonstrate the usefulness of the simulator in ventilation planning and in evaluating proposed changes to existing ventilation system. Current regulations for fire suppression systems in underground coal mines to protect conveyor belt installations have been in place since the Coal Mine Health and Safety Act of 1969 was enacted. Over time, the coal conveyer equipment being used and ventilation conditions underground have changed significantly, particularly the width of the conveyor belts and the use of belt air at the face. The effect of these new conditions on the effectiveness of suppression systems during a fire is not known. The National Institute of Occupational Safety and Health (NIOSH) conducted a study to evaluate the effect of air velocity, water sprinkler activation temperature, and a limited water application time on the effectiveness of water sprinkler fire suppression systems to extinguish large-scale conveyor belt fires. The fire tests were conducted using both new and used 1.8-m-wide, fire-resistant rubber belt that met the Mine Safety and Health Administration (MSHA) flame resistant requirement specified in Title 30, Code of Federal Regulations, part 18, section 18.65 (also known as the 2G test). Tests were conducted using standard response sprinklers with activation temperatures of 68 °C and 141 °C at air velocities of 0.5 and 5.1 m/s. Two tests were conducted at both air velocities for each sprinkler activation temperature, one using a new belt and one with a used belt. The results showed that the suppression system was able to suppress the fires in ten minutes to the point that a miner could extinguish it with a fire hose. However, in several of the tests, the fire reestablished itself a few minutes after the sprinkler water supply was cut off and quickly grew out of control. This report discusses the large scale experimental configuration, the installation specifications of the fire suppression system, and the results and conclusions regarding the effect of air velocity, sprinkler activation temperature, and limited water application on the suppression system performance.

BACKGROUND A mine shaft is the lifeline to underground mines. Mine operators depend on safe, uninterrupted, and efficient movement of workers and materials. The shaft and hoisting system provides access to the network of openings used to recover the underground resource, provides vertical transport of miners and materials, and serves as an escapeway in case of an emergency. Accidents involving hoisting can be catastrophic. Such was the case in 1973 at the Markham Colliery in Derbyshire, UK when the conveyance overwound and fell to the shaft bottom, resulting in 17 deaths. Hoist and elevator machinery must meet the requirements specified in the Code of Federal Regulations (CFR), Parts 57 and 75. According to the Mine Safety and Health Administration (MSHA) data, many shaft-related accidents in the United States are associated with the hoisting cycle. MSHA statistics show that there were about 1500 shaft- related accidents in the 5-year period between 1992-1996. Most of these accidents resulted from the action, motion, or failure of the hoisting equipment or mechanism and involved movement of the conveyance which includes cages, skips, ore buckets, and elevators. A hoisting hazard may be characterized as an "unsafe hoist operating condition caused by insufficient or inaccurate information available to the hoist operator" (authors' quote). Earlier investigators have defined safety features and operating and maintenance standards for hoists, and reported on monitoring and control systems and sensors for hoists and conveyances [Farley, 1983; Ward, 19931. However, despite the considerable technological progress and hoisting control improvements in recent years, safety- related issues that require further investigation still remain. The hoist operator must constantly be aware of two important hoist-operating conditions: the position of the conveyance and the tension in the hoist rope. If this information is not available or is inaccurate, the hoist becomes unsafe. Current technology provides this information indirectly from sensors and indicators in the hoist room. However, unlike a building elevator hoistway, mine shaft hoistway problems often include: 1. poor ground conditions and excessive shaft wall and guide displacement; 2. rock bursts in deep mines (resulting in large rock movements and fragments blocking the hoist way); 3. water, ice, and salt buildup (impeding the smooth flow of the conveyance); 4. severe vibration from hoisting (resulting in loose guide support brackets, broken welds, or other alignment and conveyance mechanism malfunctions). The second issue relates to dynamic rope loads applied during normal winding, particularly during loading, acceleration, and stopping. Safety factors on wire rope are based on static load. They are artificially high to account for all cases of dynamic loads, even though the total load history on the rope (static and dynamic) during service is unknown. Therefore the tension, and thus the compliance with wire rope load safety factors, is unknown to the hoistman.

Noise induced hearing loss (NIHL) is the most common occupational disease among workers in the mining industry. Previous studies conducted by the National Institute for Occupational Safety and Health (NIOSH) have shown that approximately 90% of coal miners and 49% of metal/non-metal miners have a hearing impairment by age 50. The Mine Safety and Health Administration (MSHA) has determined that continuous mining machines rank first among all equipment in underground coal mining whose operators exceed 100% noise dosage. The conveying system is one of the principal noise sources on continuous mining machines, due to metal on metal impacts that occur between chain flights and the conveyor deck. A highly durable polyurethane coating has been developed for the chain flights to decrease noise generated by these impacts. A continuous mining machine retro-fitted with coated flight bars has achieved overall sound level reductions of 5-7 dB in a laboratory setting. This paper evaluates the effectiveness of this engineering noise control in reducing the noise exposure of continuous mining machine operators in an underground coal mine environment. The results show that the operator of a continuous mining machine utilizing the coated flights receives a predicted 35% reduction in total work shift noise dose.

"INTRODUCTION This report deals with a comparatively simple application of some of the engineering principles involved in the evaluation, installation, and operation of air- or gas-injection projects and well-clean-out and repair methods to increase the producing rates of oil wells in partly depleted pools during the war. The methods suggested for developing gas-injection projects take into consideration that in general no new wells will be drilled because of wartime restrictions of equipment and manpower and that only existing wells and second-hand machinery will be used. Because air will be employed as the injection medium in secondary-recovery operations where natural gas is scarce and expensive, the disadvantages and hazards accompanying, its use are discussed. Engineering techniques recognized as best modern practice are discussed in relation to the effect of simple air-injection development of properties on postwar operations and Probable ultimate recovery of oil. The report is an introduction to where, when, why, and how an air-injection project should be installed and operated; it is not intended to be an engineering manual for technical guidance in the selection, development, and operation of simulative methods of oil recovery.The report is intended mainly for these thousands of operators in the Appalachian region owning a few wells prodding small quantities or oil daily. Many such operators are anxious to increase their production rates by simulative means and to rehabilitate their wells so that they will produce more oil to help win the war but, in general, are unfamiliar with secondary-recovery operations and cannot afford to hire technical assistance."

The primary objective of this program was to determine the toxic fume and fire hazard of materials used in the construction of mine stoppings and in the sealing and reinforcing of mine ribs and roofs. The materials investigated were: silicone, phenolic, and isocyanate-based rigid foams, as well as epoxy and acrylate mine sealants. Of the rigid foams tested, the X-156 urethane foam presented the greatest toxic hazard based on toxic load values hydrogen chloride was the main toxic species evolved by this foam. In 'lone of the isocyanate-based compositions was hydrogen cyanide the major component, but its contribution increased with temperature. The FS-24 urethane and Celotex Max-Seal isocyanurate foams had the lowest toxic load values, although these two foams have different applications for in-mine use. Of the two mine sealants tested, the latex /acrylic coating presented the greater toxic hazard with acetic acid being the main toxic species evolved.

Cameroon's mineral industry continued to be dominated by crude petroleum. The country's economic development depended on the production and export of crude oil. Oil output was estimated to be 56 million barrels in 1984 compared with 47 million barrels in 1983 and 39 million barrels in 1982. The country's only refinery processed approximately 16,000 barrels per day of crude oil in 1984, operating at slightly over 50% capacity. This volume, however, supplied the domestic need for motor fuel and heating oils. Cameroon's economy continued to expand despite problems and setbacks stemming from the attempted coup of April 6, 1984. Gross domestic product (GDP) growth in 1984 was 6.5%, the same rate as in 1983. Offshore crude petroleum production was the chief factor in the sustained economic growth. The country also maintained a relatively strong balance-of-payments position through oil exports. Investment, ranging up to 25% of the GDP, greatly contributed to sustained growth. The oil sector contributed approximately 14% to Cameroon's GDP in both 1983 and 1984.

The fluorescence of many minerals, when excited by different wave lengths, of ultraviolet radiation, has long been recognized as a spectacular laboratory phenomenon. Since the original display in the British Museum, the phenomenon has been used frequently for educational purposes and public demonstrations. Its practical application for the rapid detection of certain minerals in ores and mill products at the zinc mine at Franklin, N. J., has been described.3 Due to technical improvements in ultraviolet-radiation apparatus, fluorescence has found a new field of application in the tungsten-minim; industry. Although fluorescence of scheelite (calcium tungstate) has been known for a number of years, the practical application of the phenomenon is the outgrowth of a program of cooperative research conducted by Ott F. Heizer, manager of the Nevada-Massachusetts Co., Inc. , Mill City, Nev., and Dr. Paul F. Kerr of Columbia University. Special portable lights for fluorescing scheelite have been developed and utilized in underground geological work. Thanks are due Ott F. Heizer for permission to publish data included in this paper.

The thrust of this Bureau of Mines report is to relate the size of automobiles to the price of gasoline, and the use of minerals in automobile manufacture to the size of automobiles. Only one of the many plausible scenarios of public reaction to higher gasoline prices, a switch to economy size automobiles, is developed. No account is taken of other potential impacts such as improvements in public transportation or increased occupancy per vehicle. Furthermore, a gasoline price increase is the only incentive to the greater utilization of economy cars that is considered. A gasoline price increase to $0.60 per gallon would reduce the amount of minerals required to produce the automobiles sold in the United States by an estimated 15 percent. Gasoline prices of $0.80 and $1 per gallon would cause declines in mineral requirements for U.S. automobile sales estimated at 26 percent and 35 percent, respectively.

This report presents a Bureau of Mines study intended to determine if horizontal stress trends exist and if the stresses can be projected for improved mine design in a selected coalfield. The horizontal stresses were determined in three mines in the Yampa Coalfield and one mine in the adjacent Danforth Hills Coalfield of northwestern Colorado. Stresses were determined from stress-relief measurements using a three-component borehole deformation gauge and overcoring techniques developed by the Bureau. A least-squares method of calculating the average rock stress components in the horizontal plane was performed. Physical properties of the rock from the test sites are also included. For the Yampa Coalfield, the maximum horizontal compressive stress in the floor ranged from 363 to 1,956 psi, and the maximum horizontal compressive stress in the roof ranged from 235 to 875 psi. For the Dan-forth Hills Coalfield, the maximum horizontal compressive stress in the floor ranged from 360 to 1,494 psi, and the maximum horizontal compres-sive stress in the roof was 1,033 psi. Results indicated a trend of low horizontal stresses in the Yampa Coalfield that have not impacted ground control conditions in mines less than 1,000 ft deep.

in underground mines to measure worker exposure to various gases such as methane, carbon monoxide, and nitrogen dioxide (NO2). Even in relatively small concentrations, NO2 can produce harmful side effects in underground workers. Mines using equipment powered by diesel engines, carrying out explosive blasting operations, and performing extensive arc welding and/or cutting work will have measurable quantities of NO2 released by these processes. Workers in these areas often use gas monitors to warn of excessive gas concentrations and to help them determine when to increase ventilation air that will dilute these gases, thus minimizing exposures to this gas. Portable gas monitors, used to measure NO2 levels, must be calibrated before each use. Calibration is typically performed using a small portable pressurized cylinder containing a certified gas mixture. The certified NO2 standard mixture, usually 10 ppm NO2 concentration, is diluted with either air or nitrogen gas. To determine the stability of commercially available portable gas standards, two different cylinders containing NO2 in nominal 10-ppm concentrations were examined. One cylinder was diluted in air, the other, in nitrogen. Baseline NO2 mixtures were generated using a standard liquid NO2 permeation tube operated at a constant temperature. Final dilutions of the test gas mixtures were made with air or with nitrogen using a mass flow-controlled gas dilution system. This study showed that, when a permeation-type NO2 generator is used, the electrochemical sensors in portable NO2 monitors provide identical results for gas mixtures whether they are diluted with air or with nitrogen. Two different gas monitors, one with a two-electrode sensor and one with a three-electrode sensor, were used to measure gas concentrations in the two commercially available cylinders. One month after the cylinders were delivered, the NO2-in-nitrogen cylinder, stated to contain 10 ppm NO2, measured 8.13 ppm. The NO2-in-air cylinder, also stated to hold 10 ppm NO2, measured 6.88 ppm. Therefore, before using NO2 gas cylinders to calibrate monitors, it is recommended that their concentrations be verified either by manufacturer recertification or by comparing the stated cylinder gas concentrations to a laboratory-based permeation tube-generated standard.
