Mine One General. The first summer field trip for the purpose of collecting data on open-pit metal mine grounding systems was marred by the fact that the group's ground test instrument was damaged in transit and proved to be inoperative. Fortunately, the mine personnel had a similar instrument which was then used for all tests. System Description. Power is purchased from the utility at either 69 or 100 kV. This is transformed to 4160 V at the pit substations and distributed around the periphery of the pit via a "ring bus." The three phase wires and the safety-ground conductor are carried on a conventional wooden pole and cross-arm support structure. At key loca¬tions, overhead feeders carry power from the ring bus down over the benches and into the pit. Each overhead feeder is terminated at a switchhouse, from which an SHD-GC trailing cable supplies power to the electric loading shovels. Each pit substation has a main or system-ground mat, installed by the utility, and a separate safety-ground mat, which is constructed by mine personnel. Three of the safety-ground mats are quite old, and personnel at the mine could not recall what type of construction was used. However, records are available on the fourth mat and construc¬tion details are shown in Figure 64. Mining did not contribute significantly to the economy of Benin, a small country on the coast of West Africa, during 1978-79. During these years, Benin continued to be rated by the United Nations as one of the 25 least developed countries in the world; its gross domestic product was under $200 3 per person per year. Salt from seawater, sand and gravel, bricks, and imported clinker for cement were the only minerals which contributed to the economy. Minerals were not expected to play an important role in the commercial sector of Benin's economy during the next decade. Joint projects included infrastructure development to create a coordinated road and rail system between Niger and Benin that was begun in 1960 as ?Operation Hirondelle." In 1976, an agreement for the construction of a rail link from Niamey, Niger, to Parakou was signed. At Parakou, the rail line would join the existing line to the port at Cotonou. Construction of the rail line was expected to take 6 years, and the cost was estimated at $287 million in 1979. During late 1979, the Federal Republic of Germany granted Benin a loan of $12 million for reconstruction of the port at Porto Novo. Benin and Nigeria were discussing a joint adventure in crude salt exploitation.

A reduction roasting/magnetic separation/flotation process for beneficiating oxidized taconite from the western Mesabi iron range in Minnesota was evaluated in a Bureau of Mines research program to insure an adequate supply of raw materials for future ironmaking and steelmaking needs. The research was performed on a sample containing 35.4 pct iron and representing a deposit of approximately 2 billion tons of raw materials. An average of 1,419 lb of oxidized taconite and 37 lb of lignite reluctant per hour were fed to a 35 -foot rotary kiln in which the iron oxides were converted to artificial magnetite. The kiln was heated with pulverized lignite and natural gas. Most of the dust collected from the kiln exhaust gas was pelletized and recycled to the kiln. Magnetic separation and cationic flotation of the roasted material in a 900-lb/hr pilot plant produced a concentrate analyzing 67.9 pct iron and 4.9 pct silica and containing 69.2 pct of the iron in the kiln feed.

"In Part 1 of this paper, published in the August 1995 issue of Natural Resources Forum, a review of several mining disasters around the world established the complex nature of their causation and their catastrophic effects. The involvement of human beings, either through acts of commission or omission, was highlighted. In Part 2, a discussion of the various approaches to disaster control, mostly as practised in the USA, is presented. A systems approach to disaster prevention incorporating elements of hazard identification, mine design, emergency response and post-emergency audit is presented.In the USA the role of government in the affairs of its citizens is continually growing. This role is intended to ensure an unimpeded pursuit of happiness and prosperity by the population and to curtail actions which are restrictive or harmful to the citizenry. The passage of a legislation is an indication that it has been decided through the established process that the activities covered by the legislation should receive appropriate consideration. The enactment of the Coal Mine Health and Safety Act of 1969 (The 1969 Coal Act), the Mine Safety and Health Amendment Act of 1977 (The 1977 Mine Act) and the Surface Mining Control and Reclamation Act of 1977 (The 1977 Surface Mining Act), was specifically intended to further the role of government in the health, safety and environmental affairs of the mineral industry.Currently, the federal government's responsibilities for mine safety and health are divided among three agencies: the Mine Safety and Health Administration (MSHA) in the US Department of Labor, the Bureau of Mines (USBM) in the US Department of the Interior and the National Institute for Occupational Safety and Health (NIOSH) in the Department of Health and Human Services (National Research Council, 1981). MSHA is responsible for issuing and enforcing mine safety and health regulations, for training miners and for responding to mine emergencies. The Bureau of Mines is responsible for conducting research on mine safety and on the technological means for reducing health and safety hazards in mines. NIOSH conducts research relating to miner health, and together with MSHA, tests and certifies devices used to detect hazardous materials in mines and protective equipment used by miners. NIOSH also plays a public health role in that its activities in mining include health hazard evalua¬tions, general mining surveillance as mandated by law and medical surveillance including coal miner X-ray and autopsy programmes. MSHA shares with the Bureau of Mines the responsibility for integrating R&D results into operational practice. MSHA implements R&D results either by incorporating them into its own operations or by rule making that requires new practices or equipment to be adopted by the mining industry. In many instances, the Bureau's R&D results have been adopted by the mining industry without rule making."

Gold and precious stones were mined in Egypt in prehistoric times. This mining, carried on at intervals, extended over thousands of years, until about 1300 A. D. Then ensued a dormant period of several hundred yoars. In the mean- time Europe made great rogress in mining practice, metallurgy, and geology and sent out various expeditions during the nineteenth century to investigate ancient mines. But the exploratory work produced no material results, and not until the beginning of the present century did actual mining recommence. The reopening of old gold mines in Rhodesia aroused interest in London and Paris, and these cities provided the capital necessary for the investigation of the ancient minee in West Africa and Egypt. Speculation resulted in the division of most of the uncultivated area of Egypt and the Sudan into huge concessions, and a number of expeditions were made; but after an unprecedented activity in West Africa, roaction set in, and the flow of capital ceased. The effect of oxygen content in the anode metal on titanium electrorefining characteristics was studied. Increasing quantities of oxygen in the anode resulted in increased anode scale formation, decreased anode and cathode current efficiencies, lower titanium recovery efficiencies, and higher oxygen content of the cathode products. The titanium electrorefining process performed best when the anodes did not contain more than 0.5 percent oxygen, although anode dissolution was recorded for alloys containing up to 25 percent oxygen. Back emf affords a useful index of an alloy to electrorefining.

The following is a description of the methods employed at the Eureka-Asteroid mine, which is situated on the Gogebic range, at Ramsey, Mich. The mime is operated by the Castile Mining Co. under the direction of Oglebay Norton & Co. This paper has been prepared in accordance with an outline furbished by the United States Bureau of Mines, and in one of a series, on mining methods and costs covering the principal minim operations throughout the United States. This Bureau of Mines report describes a series of rapid wet chemical methods for the analysis of blast furnace slags. A "complete" analysis for total iron, manganese, silica, lime (calcium oxide), magnesia (magnesium oxide), sulfur, and mixed oxides (R203) can be routinely performed in less than 3 hours. These methods were employed as the analytical control procedures for the Bureau's experimental blast furnace operations and have been satisfactorily applied to the analysis of other slags and calcareous materials.

Drift mining, according to California mining terminology - and it is distinctly a California development - is the blocking out and extraction (breasting) of the auriferous gravels of an ancient buried stream either through tunnels, inclines, or shafts; it is one of the minor divisions of the larger classification known as placer mining. The contribution of each of these divisions and of lode mining to the gross production of gold in California totals as follows:3 [ ] The total amount of gold recovered from the placers of California from 1848, when Marshall discovered the precious metal in the mill race at Coloma, to 1928, was $1,226,515,404. The same period saw a total gold production from all operations of $1,823,562,360.

In recent investigations of chloride Volatilization of gold at the Reno Station, it was found that the addition of small amounts of copper and NaCl to the charge brought about improved volatilization of the gold. The investigations described in this report were concerned with the recovery, in an aqueous medium, of fumes from chloride volatilization of gold. It was attempted to discover a suitable aqueous medium that would permit absorption, solution, or precipitation of all the volatilized gold immediately upon contact with the medium. A simple laboratory apparatus was employed to produce fumes by volatilization. To this furnace was attached an absorption train consisting of a series of chambers containing the aqueous medium, through which the fumes were drawn by suction. A satisfactory synthetic ore that contained metallic, gold in a quartz-matrix was made and utilized, enough. gold being present in a' small amount of material to permit an accurate, metallurgical balance of the volatized values' to be obtained in all the experiments.

Coal-mine officials and those who are preparing to become officials should be familiar with the instruments and devices that are employed rather commonly in and around mines and should know how to use them with safety and efficiency. Among these axe instruments and devices used in determining the pressure, velocity, volume, and certain other conditions of ventilation and in detecting the more common mine gases, such as methane, carbon monoxide, and hydrogen sulphide, or a deficiency of that very important agent, oxygen. Water gages, anemometers, barometers, psychrometers, flame safety lamps, lamp-testing boxes, and methane, carbon monoxide, and hydrogen sulphide detectors are described and their use and operation discussed in this paper.

"This paper discusses the evaluation and application of a portable parked-vehicle tailpipe emissions measurement apparatus (EMA). The EMA consists of an exhaust dilution system and a portable instrument package. The EMA instantaneously dilutes and cools a sample of exhaust with compressed nitrogen or air at a known dilution ratio, thereby presenting it to instruments as it is presented to personnel in the surrounding environment. The operating principles and governing equations of the EMA are presented.A computational method is presented to determine the engine operating and performance parameters from the exhaust CO2 concentrations along with an assumed engine overall volumetric efficiency and brake specific fuel consumption. The parameters determined are fuel / air ratio, mass flow rates of fuel, air and exhaust emissions, and engine brake torque and horsepower. These calculated engine parameters are used to characterize engine load when performing EMA in-field tailpipe sampling without a dynamometer, and to detect deteriorated engines.Evaluations of the EMA by comparison of diesel tailpipe measurements with those made using laboratory-grade instruments showed that the EMA measurements are accurate and reproducible. The results also show that the EMA is capable of detecting emission concentration changes resulting from engine faults. Calculated engine operating and performance parameters correlate and compare well with laboratory-measured values.The EMA in-field engine loading and tailpipe sampling procedures for parked vehicles are presented, and results of the EMA field measurements are also presented. Low coefficients of variation for repeat EMA tailpipe measurements on diesel-powered haulage vehicles in four underground mines indicate that the EMA in-field engine loading and tailpipe sampling procedures are reproducible.An analysis of EMA tailpipe measurements for three haulage vehicles in one mine shows that the EMA can: 1) identify haulage vehicles that emit excessively high pollutant concentrations, and 2) provide data needed to evaluate and determine the efficiency and effectiveness of tailpipe emission control devices.Finally, recommendations for a proposed commercial EMA system are presented. This commercial system would overcome many of the adverse features of the prototype EMA used in these tests."

"INTRODCJCTIONAlveolar macrophages are free lung cells located on the surface of small airways and alveoli. These phagocytes play an important role in the protection of the lung against airborne bacteria and particles.1 However, hyperactivation of pulmonary phagocytes can lead to excessive secretion of enzymes and reactive oxygen species which could result in lung injury, emphysema, or fibrosis.2,3 Analysis of bronchoalveolar lavage effluents for cell types and cellular activity has yielded information concerning the etiology of various pneumoconioses. For example, emphysema associated with inhalation of coal dust or cigarette smoke has been related to enhanced secretion of reactive oxygen species from alveolar macrophages.4-7 In contrast, hypoactivation of alveolar macrophages has been associated with inhalation of diesel particulates"" and has been related to increased susceptibility to pulmonary infection. s Inhalation of cotton dust has been associated with dramatic increases in lavagable polymorphonuclear leukocytes9 while pulmonary sarcoidosis and silicosis have been related with high numbers of lymphocytes in lavage effluentsl0,11The objective of the present study was to obtain lavage effluents from 8 control subjects, 8 healthy power plant workers exposed to fly ash, 1 healthy coal miner, and 1 rock driller with acute silicosis. These effluents were analyzed for total numbers of alveolar macrophages, lymphocytes and neutrophils and for secretory activity of alveolar macrophages. Data were then analyzed to determine what response patterns were characteristic for given dust exposures.METHODSSelection of SubjectsThe 8 control subjectS were all adult males from the area of Morgantown, WV. Two subjects among the controls had smoked cigarettes for approximately three pack-years and had stopped more than ten years ago. The 8 power plant :workers were all healthy adult male employees of a power facility in Hatfield, PA, approximately thirty miles from Morgantown. One of the power plant personnel was a comparable ex-smoker. The remaining subjects were all lifelong non-smokers. The coal miner was a healthy non-smoking male from Morgantown, WV. The rock driller was a patient under treatment with corticosteroids for acute silicosis. He had shown considerable clinical improvement with this treatment but still manifested significant radiologic and pulmonary functional abnonnalities at the time of lavage. The mean age of the 8 control subjects was 36 years (range: 31 to 49 years); the mean age of the remaining subjects studied was 38 years (range: 29 to 53 years)."

As a preliminary step in a recent study4 of the phenols present in a low-temperature tar, the writers prepared the hydroxyacetic derivatives of the simpler available members of the phenol series in order to obtain material to assist in fixing the identity of similar derivatives obtained from the phenols of the tar. When comparing the melting points of the pure derivatives we had made with those given in the literature we were unable to find the characteristics of one of the xylenol derivatives which we had prepared--namely the 1, 3 dimethyl-2-phenoxyacetic acid, In the belief that the compound does not appear in the literature we are presenting these notes on its preparation and its melting point. The hydroxyacetic derivatives are easily prepared and in good yield, and are useful in studying mixtures of phenols. The 1, 3 dimethyl-2-phenoxyacetic acid makes the fifth of the six isomeric derivatives to be reported in the literature. Gluud and Breuer report the preparation of the 1, 3, 4, the 1, 4, 2, and the 1, 2, 4 derivatives. A fourth isomer-¬the symmentrical 1, 3, 5--has been reported by Schutz6, although no record of it occurs in the indexes. The remaining derivative--the 1, 2, 8-has not, been found and it is now being synthesized in the Organic Chemistry Laboratory of the. Pittsburgh Experiment Station. It is true, however, that from a phenolic fraction boiling 215.9 to 2180 isolated from natural petroleum, Tanaka and Kobayashi7 obtained a hydroxyacetic derivative melting at 103.3°. They state that this is the 1, 2, dime ethyl-3-phenoxyacetic acid but present no evidence for the assertion. The known derivatives are summarized in Table 1 following;

In the manufacture of steel by any process the refining period involves the partial elimination of the metalloids carbon, manganese, phosphorus, and silicon, by virtue of their reactions with ferrous oxide. At the end of this refining stage the metal consists chiefly of iron in which small amounts of these materials are dissolved. Unless some deoxidizer is added to the steel at this time, the reaction between carbon and ferrous oxide will continue with such force that it is impossible to form sound steel in the ingot molds. Instead, the product will exhibit a marked porosity due to the formation and trapping of carbon monoxide-the product of the reaction mentioned. However, if deoxidizers are added, steel may be obtained which is dense and free from gas bubbles. At the same time the deoxidation products will remain in the steel as impurities. For example, silicon additions form SiO2 or combinations of SiO2 and FeO. Additions of manganese form deoxidation products consisting of various proportions of MnO and FeO. It is also quite obvious that simultaneous additions of manganese and silicon will form oxide combinations either in the binary system MnO-SiO2 or in the ternary system FeO-MnO-SiO2. Work at the Pittsburgh Experiment Station of the United States Bureau of Mines, in cooperation with the Carnegie Institute of Technology and the Metallurgical Advisory Board, involved the study of such deoxidizing reactions and their products. In this connection considerable information is necessary concerning FeO, MnO, SiO2, and Al2O3, and their various combinations. Some of the most needed data are the melting points of all of these materials. At the outset of this work ordinary methods of melting point determinations were found to be inadequate for various reasons, and the procedure finally selected involved the use of the micropyrometer with occasional corroboration by quenching methods. The reasons for this selection, together with a description of the apparatus, are given in the following pages.

APPENDIX C - HOISTING SYSTEMS - AVAILABLE EQUIPMENT C 1 - Introduction A survey has been made of available hoisting equipment which has applications for use in metal and non-metal mine emergency escape hoist systems. The information was gathered from a number of sources, including representatives in the USBM and MESA, mine operators, personal visits and telephone interviews with manufacturers, field visits to inspect equipment, advertisements, catalogues and indices of manufacturers. Wherever possible, technical specifications and prices were checked out with the manufacturer, or supplier. The sections on individual sub-systems and components, such as automatic control systems, winches and controls, are not intended to be all encompassing surveys. Rather a reasonable number of representative units in each category are discussed. The sample is large enough to provide a general picture of the kind of equipment available, including the abilities and limitations and a reasonable price range. The principles and application of amalgam electrolysis to the recovery of zinc and tin from secondary products were studied; this Bureau of Mines project was one phase of investigating the development of more efficient methods for processing iron-bearing zinc and tin to produce both base metals of high purity. Zinc of 99-99-percent purity was recovered from galvanizer's dross with recovery efficiency of 98 percent. Tin of 99.9-to 99.99-percent purity was recovered from hardhead with recovery efficiency of 81 percent. Both materials were treated by the same method in separate systems. Mercury was used to leach zinc from dross and tin from hardhead to form amalgams of each metal, both of which were subsequently refined electrolytically to produce high-purity metal. Impurities that were contained in both secondary products behaved as theoretically predicted; impurities that were insoluble in mercury remained as sludge in the leaching column. Except for lead, the readily amalgamated impurities were prevented from fouling the electrolyte by the blocking action of the amalgam electrode. Lead impurity in the tin-refining system dissolved and immediately precipitated as the sulfate. The primary advantage of the amalgam refining method lies in direct recovery of the extremely pure base metal from highly contaminated secondary material.

Laboratory measurements by the Bureau of Mines indicate that failure in dry rock specimens measuring approximately 13 cm in length is preceded by tilt anomalies lasting a few milliseconds. The tilt behavior is qualitatively similar to that reported to precede earthquakes. Test results suggest that the time duration of this tilt anomaly for laboratory specimens of this length is independent of rock type, in agreement with theoretical predictions and other experimental data on rock failures including earthquakes.

As a part of its overall program of coal carbonization, the Bureau of Mines is studying the coking properties of coals that may be used for metallurgical purposes. The objectives of this study were given in detail in a previous report.2/ The inherent suitability of coal for metallurgical use depends primarily on (1) chemical composition, (2) preparation characteristics, and (3) carbonization behavior. The first two factors, as well as the available reserves, are considered in selecting coals for carbonization tests.

The main reasons for developing an induction system for signaling from the cage are, first, to increase safety, and second, to effect economies in the operation of cage and ship hoists, especially when work is being done in the shaft. To-day nearly all mines which employ safe methods have installed safety gates on cages, at the different levels, and at the collar of the shaft. Under the old system in some instances signals could only be Given from the station outside the cage, and in other cases, after the signal was given the only method whereby those riding on the cage could control its movements consisted of pulling the bell-rope hanging in the shaft, an uncertain and somewhat hazardous procedure at best. With the system herein described, however, it is possible, without opening the gates, to signal to the engineer from any place in the shaft whether or not the cage is moving, and finder the same conditions it is possible to converse with the engineer by using the telephone. In short, the cage tender has at all times an opportunity either to signal or talk to the engineer without leaving the cage.
