Mountain bumps have been a problem in the coal-mining industry since the 1920's. The problem became severe in the late 40's and early 50's with the introduction of mechanized mining. Fatalities and serious injuries resulted from mountain bumps during this period. Mountain bumps again caused fatalities in the 80 's. Interviews were conducted mostly with retired coal miners having experience in bump conditions with five different coal companies. These men held positions as president, general manager, roof-control specialist, mining engineer, inspector, superintendent, mine foreman, shift foreman, section foreman, miner operator, electrician, and general laborer. Together, their comments give a good idea of the things tried to mitigate mountain bumps in the Appalachian Coal Fields.

Application of ultrasonics in the electrolytic deposition of metallic manganese and manganese dioxide from sulfate electrolytes had several effects. Ultrasonics produced finer-grained deposits of electrolytic manganese at all current densities than obtained in normal cell operation, but at high current densities it resulted in less adherent deposits. Ultrasonic radiation did not affect cell voltage or cathode current efficiency. In the electrodeposition of manganese dioxide at 70° C., ultrasonic-; increased the current efficiency and decreased the cell voltage at a current density of 9 amperes per square foot, but it had little effect at current densities above this. The decrease in cell voltage was caused by the depolarizing action of ultrasonics at both anode and cathode. Ultrasonic radiation produced a smooth, glossy, adherent, and pit-free deposit at all current densities and at each temperature. Radiation had no effect on current efficiency or cell voltage at 90° C. Ultrasonics was more effective than conventional agitation in producing all of these effects.

Output of ore and waste from metal and nonmetal mines in the United States continued an upward trend and established a new high. The tonnage of ore handled increased 6 percent over that moved in 1964 and the tonnage of waste rose almost 10 percent. Earth moving by these two activities exceeded 3.2 billion tons, an increase of 7 percent over the 1964 total. Crude material from which metal or nonmetal products were derived continued to be about 75 percent of the total material handled. In 1965, surface mining methods were used to produce about 93 percent of the ore, 99 percent of the waste, and 95 percent of the total material handled. These percentages have remained almost constant since the beginning of this decade.

This Bureau of Mines report presents information on the origin, collection, movement, and consumption of iron and steel scrap in California and Nevada. As far as practicable, information is presented on a grade basis. The iron and steel scrap industry in California is important from the standpoint of employment, economic essentiality, and dollar value. About 16,000 persons are either directly or indirectly employed on a full- or part- time basis in the collection, preparation, and sale of iron and steel scrap in California; in 1957 about 70 percent of the tonnage of products of California steel mills, valued at $271 million, was derived from scrap; the value of scrap in 1957 ($117 million) is about $10 million greater than the value of portland cement produced in California that year. The iron and steel scrap industry in Nevada is small.

Coal degasification boreholes drilled from the surface have been success - fully hydraulically stimulated to increase the flow of gas from the coal. This Bureau of Mines report describes the hydraulic stimulation procedure for a coalbed, the equipment required, and design criteria for the treatment. Three examples of stimulation treatment show from fivefold to twentyfold increases in gas production. The tests were conducted in the Pocahontas No. 3coalbed, Buchanan County, Va., the Pittsburgh coalbed, Washington County, Pa., and the Mary Lee coalbed, Jefferson County, Ala. Two sites where the coal was hydraulically stimulated and exposed by subsequent mining show no adverse effect on mining operations through the treated zones. The induced vertical partings were confined to the coalbed and did not in any way affect either roof or floor rock.

The National Institute for Occupational Safety and Health (NIOSH), with US Foam Technologies, Inc. and On Site Gas Systems, Inc., conducted research on the remote application of extinguishing agents with the intent of improving deployment strategies to limit miner exposure and to help ensure the best possible outcome during a mine fire. Full-scale in-mine were conducted at the NIOSH Lake Lynn Experimental Mine to determine the flow characteristics, stability and fire-suppression capability of gas-enhanced foam. The in-mine experimental work was designed to evaluate movement of gas-enhanced foam through mine workings closely simulating an underground coal mine environment and how long gas-enhanced foam would remain stable. This paper presents results of the experiments and provides valuable insight into mine fire deployment strategies for gas-enhanced foam technology.

General An important part of any mine power distribution system is its con¬nection to earth or ground. The grounding network serves to protect men and machinery from the hazards associated with electrical equipment which is operating improperly. Since the mine site is determined by the location of the rock or mineral to be extracted, the conditions required for the installation of an adequate grounding system are not always easily met. If annual rainfall is low or soil resistivity is high, an extensive array of buried metallic conductors may be necessary to assure a low-resistance connec¬tion to earth. Measurement of soil parameters can be made before the construction of a grounding grid is begun, and the configuration of a metallic network, which will yield the desired values of earth resistance and potential gradient, thereby ascertained. Proper design at the time the ground bed is installed will save much time and expense in later years. Ground conductors extend from the buried grid to each piece of mo¬bile and portable equipment via overhead lines or multi-conductor cables. In this fashion all machine frames are referenced to the same potential as the grounding medium. Protective circuitry must be installed to monitor\current flow in the ground conductors or the potential drop across the neutral grounding resistor, which is placed between the grounding grid and the neutral point on the distribution transformer secondary. In the U.S. coal mining industry, a large cohort of miners is at or nearing retirement age. As these miners retire, there will be a need to hire and train thousands of new and most likely younger workers. Moreover, a large portion of safety trainers will also require replacement due to retirement. In a speech before the U.S. House of Representatives (2004), Bruce Watzman, Vice President for Safety, Health and Human Resources for the National Mining Association said, “[W]e will need to replace a major portion, approximately 50%, of the underground coal mining workforce within the next 5–7 years.” The large influx of new mine workers, along with the deficit in safety trainers, creates the challenge to provide consistent and effective safety training. Given the expected high turnover of the mining workforce, it is very likely that incoming workers will have much less experience than those leaving the workforce. Unfortunately, inexperienced miners have been shown to incur the highest rate of injuries. The piece of machinery most associated with these injuries is the roof bolting machine, which accounts for 56% of machinery-related injuries in underground coal mining. The National Institute for Occupational Safety and Health (NIOSH) has released a new report entitled “Roof Bolting Machine Operators Skills Training for a Walk-Thru Roof Bolter: Trainer’s Guide” (IC 9489). It is designed to help safety trainers develop struc-tured training for new operators of walk-thru bolting machines. This resource will help trainees learn, understand, and apply knowledge and skills. Included in the trainer’s guide are the following tools: [ ] a six-part DVD video series, a skills check survey, talking points, and a complete job training analysis. Also included is an exercise to help trainees learn more about their mine’s roof control plan, as well as a list of supplemental training and reading materials. On-site trainers can modify this guide to fit their particular mine conditions, machines and equipment, and work procedures. The goal of every coal mine safety professional is to increase safety awareness and make mines a safer place to work. The Walk-Thru Bolting Machine Trainer’s Guide will help teach new miners skills to create a safer working environment that will ultimately prevent or reduce on-the-job injuries. Safety trainers can also use the ideas and concepts from this guide to develop their own training skills for the safe operation of other pieces of underground coal mining equipment.

Investigate and demonstrate the possible use of low-density (45-lb/ft3) foam concrete for sealing abandoned mine openings. Although foam concrete has been used in the construction and geotechnical industries for some decades, it has not previously been used in abandoned mint shaft reclamation. Approach A structurally engineered permanent mine seal for an abandoned coal mine shaft, using low-density foam concrete and other appropriate structural materials, was designed by the Bureau and installed at a field site, the No. 22 Shall in Logan County, West Virginia. The field work was conducted by a private contractor under the supervision of the West Virginia AML Section (WV AML). The No. 22 Shaft is situated immediately adjacent to a frequently traveled county road. A few feet away from the shaft is a branch of Pine Creek. On the other side of the road is a railroad line that serves an active mining operation located several miles away. The shaft measures 9.5 by 9 feet in cross section and is about 300 feet deep. It was used at one time as a dewatering shaft and still contains two large-diameter dewatering pipes with steel drive shafts inside them. Before the beginning of the reclamation, the shaft included a concrete cap a few inches thick, with a 4 - by 5-foot access opening covered by a steel grate. The interior of the shaft was quite humid, and considerable flow of water at the bottom of the shaft could clearly be heard from the surface. Methane tests were conducted that showed the shaft to be clear of this gas.

Researchers at the Spokane Research Laboratory of the National Institute for Occupational Safety and Health, Spokane, WA, have collaborated with three Western longwall coal mines in an on going effort to develop technologies that will aid in providing safe and stable working areas. The goal of the research described here is to develop a stress monitoring system that will provide immediate information to mine managers for making daily safety decisions as areas of poor ground are mined through. Initial work has focused on answering preliminary questions regarding the reliability and use of stress change patterns. Research is concentrated on monitoring horizontal stress because horizontal stress is transmitted over long distances through stiff strata, thus allowing an extended length of entry to be monitored. This paper presents an explanation of the concept, key results from field tests at two mine sites, and a proposed process for implementing a monitoring system. System design layouts, instrument use, data collection and interpretation methods, and processes to present findings to mine staff are described. Additional validation and correlation with actual failure mechanisms are required before this approach can be recommended at ongoing operations. However, initial results indicate that this approach shows promise in mines prone to bumps and roof falls associated with large stress changes. In particular, analyses of measured changes in horizontal stresses appear useful.

The U.S. Bureau of Mines studied the 3,500-acre Winegar Hole study area, Idaho, a legislatively proposed (101st U.s. Congress) addition to the Winegar Hole Wilderness, Wyo.; it adjoins the western boundary of the Wilderness at the Idaho-Wyoming border, about 15 m; east of Ashton, Idaho. The study was part of an Idaho Land Assessment Program to provide minerals information for land-use decisions, and ensure domestic mineral supplies. The study area is an east-west elongated, wooded plateau south of Falls River. Although the area is covered with surficial glacial deposits, it is probably underlain by volcanic flows; light-colored and mafic flow rock were noted in sparse outcrop. No mines, prospects, mineralized areas, or mineral resources were found in the study area during a literature and field search. The only nearby prospects include geothermal and rock aggregate (volcanic cinder) sites, and several placer claims. Although the Winegar Hole study area lies within a region of potential geothermal resources, no evidence of geothermal activity was observed. Rock in the area does not split into flat slabs, which could be useful as dimension stone, and would require crushing to be used 8S aggregate. Alluvium (placer) samples contain less than SO.01 per cubic yard gold (at a $350 per oz price); alluvial deposits are too small to contain gold resources.

Provide an inexpensive, remote actuated, stench-gas system which reduces fire warning time to underground work locations. Approach A mine's pager phone hard-wire network is used to release stench gas from pressurized canisters located near working areas. The release is initiated by placing a coded message into a control phone at some central location. How It Works Currently, in most mines, the decision to release a warning stench gas is made by mine management after communication from the mine of a fire or similar potentially dangerous situation. Stench gas is then released into the ventilation air and/or compressed air lines for dissemination throughout the mine. This can result in significant delays in warning time. Often, surface personnel must travel to distant shafts, or other release points, wasting valuable time. Also, the time for ventilation air to circulate from the surface to working locations can be long and the effectiveness of compressed air as a stench transport agent depends on whether the compressed air is being used at the face. The Bureau of Mines, through a contract with MSA Research Corporation, has designed and tested a warning system which avoids these problems. The system consists of multiple, pressurized stench-gas canisters located under-ground in the mine-ventilation network so as to provide quick dissemination of the released stench gas to working areas. Each stench-gas canister is hard-wire connected to a nearby pager phone and from there to a control phone at the surface or at a central in-mine site. In the event of a mine emergency, the canisters are activitated to release stench gas by placing a coded message into the control phone. A low amperage Signal sent from the control phone to the receiver phone closes a relay, which activates a release mechanism on the canister.

Surface mining operations use large off-road haul trucks extensively to move material at mining properties. Past research, using the United States Environmental Protection Agency’s (EPA) emissions factors for unpaved haul roads, has shown that haul trucks generate the majority of dust emissions from surface mining sites, accounting for approximately 78%-97% of total dust emissions. Observations of dust emissions from haul trucks show that if the dust emissions are uncontrolled, they can be a safety hazard by impairing the operator’s visibility. This increases the probability for haul truck accidents (See photos above). However, the greatest long-term health hazard of dust generated from hauling operations is due to inhalation of the respirable dust [median diameter <4 micrometers (µm)] and tho­racic dust, which is equivalent to the EPA’s definition of PM10 [particulate matter with a median diameter <10 µm]. Exposure to respirable dust has long been considered a health hazard at surface mining operations, especially if silica dust is present. There are two legislative acts that regulate the air quality for mining operations: the Federal Coal Mine Health and Safety Act of 1969 and the Clean Air Act of 1970. The Federal Coal Mine Health and Safety Act of 1969 established the limits for dust in the work place for health and safety pur­poses. The Clean Air Act of 1970 regulates air emissions from facilities from an envi­ronmental perspective.

The personal dust monitor (PDM) is a sampling device developed for measuring the personal exposure to coal mine dust of mine workers. The device is based on proprietary technology known as the tapered element oscillating microbalance (TEOM) originally developed as a fixed- site environmental particulate mass monitor by Rupprecht and Patashnick Co., Inc., Albany, NY. Currently, the monitoring of exposure to coal mine dust relies on periodic samples taken by traditional coal mine dust sampling units that use a cyclone, filter, pump, and laboratory measurement of the filter mass. Better measurement of mine dust levels has been the goal of industry and labor for nearly two decades. PDM technology offers accurate, end-of-shift and near real time assessment of worker dust exposure. Laboratory and underground tests compared measurements taken by a prototype PDM-2 (a two-piece TEOM) to the average of multiple personal dust samplers monitoring the same space. In the range of mass loadings P between 0.5 and 4.0 mg/m the PDM met a 25% accuracy criterion 95% of the time with 95% confidence. However, some questions still exist about potential bias between types of coal. The prototype two-piece device is in the process of being combined into a single unit that also contains the miners&apos; cap lamp creating a more ergonomic dust sampling system.

The need for a large capacity, high speed computer is more apparent in the revised model than in the original one. Core storage requirements for data and model logic have at least tripled. This dictates the use of one of the large modern machines such as the IBM 360-370 series or the Univac 1108 and 1110, which handle the model without the need for extensive program overlay. Computer time is expensive on these machines, however, and comprehensive analysis has gone into optimizing computer execution time consistent with model information flow sensitivity. For example, revised locomotive tramming routines have been developed which will significantly cut execution time compared to the previous version. Transceiver Applications The computer coding for the model has been developed to enable program execution and testing using a remote terminal on a time sharing system. In fact, nearly all of the coding, debugging, testing and modifications have been performed from a terminal during develop¬ment. The gaming options described in the Model Input Section of this report have been designed so that they are easily changed by the user from any remote site. One restriction on remote applications which could arise, however, is where highly detailed output options are specified, resulting in a large amount of output records which could be handled more efficiently on a high speed printer.

This trainer’s guide is designed as a reference manual. The purpose is to offer information and examples to skills trainers to assist them in structuring training for new operators of Walk-Thru roof bolting machines. Trainers can use this manual as a resource for helping trainees learn, understand, and apply knowledge and skills. In this sense, the guide is not prescriptive. It is designed to offer information and trigger ideas on what might be done to accelerate learning to those who are new to the roof-bolting task. On-site trainers can modify this guide to fit their conditions, machines and equipment, and work procedures. They can integrate roof control plans, company policies and procedures, and operators’ manuals from the manufacturers of the original equipment into this guide. Every trainee is different and will come to the job with varying levels of relevant knowledge and skills. The trainer’s decisions on where to start, how to organize the on-the-job and classroom training portions, and when and how to offer different aspects of the training will be based on (1) a pretraining assessment of the trainee’s knowledge and skills and (2) the trainer’s experience in conducting skills training. The “Skill Check” section might be useful for deciding where training should start among miners who have underground experience but limited knowledge of roof-bolting techniques. Every job carries a learning curve and likely has a number of “teachable moments” where significantly new knowledge and skills can be learned. The videos on the DVD that accompany this guide can be shown at the beginning of training to give trainees an idea of what the job entails and related requirements. They can also be used within the training cycle (after the trainee has some experience in the job) to reinforce key points or as a trigger for eliciting questions about particularly difficult parts of the job. The video segments are meant to be visual models of good performance. They are designed to elicit discussion on good (lower risk) ways to do the job. In this context, they can be used very creatively at different times within the training cycle. The section on “Talking Points” offers a number of questions that can be used in the classroom to support and elaborate on certain aspects of the job duties. If the trainee has a fair amount of underground experience, some of the questions can also be used to support the pretraining assessment (i.e., skill check) of knowledge and skills. Likewise, some of the questions can also be used while teaching on the job to reinforce key points affecting safety, production, or maintenance. The section dealing with a mine’s roof control plan should be used at various times in the training cycle to make sure the trainee understands the plan and knows how to apply it in performing the job. The supplemental materials offer additional resources that can be used to support initial job training or follow-up. Learning continues well after an individual has been trained. The supplemental materials can help reinforce good operating skills and provide an opportunity for further discussion on better ways to do the job.

To reduce operator exposure to noise from vibrating screens at coal preparation plants. Background Hearing loss is one of the most common occupational illnesses in the United States. In the U.S. mining industry, hearing loss is 2.5 to 3 times greater than what is expected for the average population that is not exposed to occupational noise. Furthermore, studies by the National Institute for Occupational Safety and Health (NIOSH) showed that by age 50, 90% of coal miners have a hearing impairment versus only 10% of the population that is not exposed to occupational noise. A NIOSH cross-sectional survey of coal preparation plants showed that 43.5% of employees were overexposed to noise. The study also found that vibrating screens were one of the top five loudest types of equipment at these plants?as well as the most numerous?making them a key noise source to address.

Coal is a soft and brittle material. Drilling rates in the Pittsburgh coalbed using a drag bit exceed 3 ft/min at 2,500-pound thrust. However, maintaining the bit on a horizontal trajectory or parallel to bedding planes to attain lengths of 1,000 feet is difficult. This Bureau of Mines report presents a drill string configuration that can be guided through the coalbed. The angle of the borehole is measured periodically and by proper combinations of bit thrust and rotational speed (r/min), bit trajectory can be lifted or dropped to keep the bit in the coalbed. An example of a hole drilled to 2,126 feet is presented to show levels of thrust and rotational speed used to lift or drop the bit, the seemingly unexplainable events that occur, and the strategy used during drilling. Thrust levels during drilling range from 600 to 2,500 pounds. Hydraulic motors powered by a 30-hp, 440-volt motor provide ample power for drilling horizontal holes 2,000 feet long.

Surface mining of coal involves removing soil and rock that overlay coal beds in order to expose the coal. Compared to underground coal mining, surface mining generally costs less, is safer for miners, and usually results in more complete recovery of the coal. However, it also results in much more extensive, though temporary, disturbance of the land surface, which can cause serious environmental problems unless the mined land is carefully reclaimed. The earliest commercial U.S. coal production was in the anthracite region of Pennsylvania. Beginning in 1807, mining became important enough for the federal government to begin keeping statistics on annual production. During those early years of coal mining, reclamation of mine sites and Support facilities was not required by law; however, in the 1930&apos;s, as surface mining became more widespread, the idea of mandatory environmental protection and reclamation started to grow. In 1939 West Virginia enacted the first law to regulate the coal mining industry. Similar laws were enacted by Indiana in 1941, Illinois in 1943, and Pennsylvania in 1945. During that period, coal production accelerated greatly and the surface mining of coal became much more prevalent. During World War 11, the demand for coal took priority over environmental concerns, with little consideration for reclaiming the land after mining. Mining pits were not backfilled. Dangerous highwalls were left exposed. Trees and other vegetation were buried by waste material that was simply dumped down the slopes below mines. Topsoil was buried or allowed to wash away. Landslides formed on unstable hillsides. Slopes eroded rapidly because of the lack of vegetation. Polluted water collected in mine pits. Streams became clogged with sediment. Streams and rivers were frequently polluted by acid mine drainage. This vivid image of surface coal mining remains indelible in the minds of most Americans, who remain unfamiliar with modem surface coal mining methods and the changes brought about by the Surface Mining Control and Reclamation Act. After 1945, more coal-producing states instituted regulatory pro- grams. Many required permits for mining. Some included inspections. A few made operators post performance bonds to guarantee reclamation when mining was completed. However, due to the variations in those individual programs, it cost less to produce coal in states with less stringent reclamation requirements, giving operators in those states an economic advantage, generally at the expense of environmental quality. With the 1970&apos;s came a surge in the demand for coal resulting from the nation&apos;s need for increasing electric power generation and the uncertain supply and increased cost of imported petroleum-based fuels. The resulting increased coal production prompted a series of state laws, primarily in the West, aimed at controlling the environ- mental effects of surface mining. During the late 1960&apos;s and early 1970&apos;s, North Dakota, Wyoming, Colorado, and Montana passed laws to regulate mining and reclamation. The continuing lack of uniformity among the state surface mining programs and the increase in unreclaimed land and associated pollution of water and other resources caused a growing demand for nationwide regulation of surface coal mining, both to remove the economic inequities and to is sure an acceptable standard of reclamation. After many years of debate, Congress passed the Surface Mining Control and Reclamation Act (SMCRA), which was signed into law August 3, 1977. The Act established a coordinated effort between the states and the federal government to prevent the abuses that had characterized surface coal mining in the past. The law also applied to surface disturbances created by underground coal mining.
