This report, summarizing the Bureau of Mines research and technologic work on coal and coal products for the period July 1, 1950, to July 1, 1951, is based largely on publications issued during the year. The sixteenth in an annual series, it gives footnote references to publications giving further details of the research and technologic work described, except in a few cases where research data presented herein has not been published previously. During the year, the national fuels situation was generally one of plentiful supply.3/ Mineral-fuel resources appeared adequate for several hundred years at reasonably increasing rates of supply. Coal-production capacity was in excess of demand; petroleum supplies were adequate; and natural gas use was limited only by pipeline capacity. However, it was pointed out that a world war would drastically change this situation of relative plenty, particularly with regard to supplies of petroleum and its products. Conversion to the use of coal on a large scale would be required, and improved methods of mining and of processing and using coal in solid or fluidized form or converted to liquid fuels could materially contribute to our national safety.

This study forms a part of Bureau of Mines continuing research on thermal fragmentation of rocks. The potential of internal heating techniques for rock fragmentation is discussed. A concept of rock fragmentation with rapid inter¬nal heating of a localized inner volume of rock is advanced The energy required for rock fragmentation is made available by creating a required vol¬ume of localized heating. The fragmentation of rock using the proposed method is analyzed and qualitatively compared with the results of experiments with Charcoal granite, Dresser basalt, and Sioux Quartzite. High frequency dielec¬tric heating below 100 MHz is used in the study as an example to examine the working of the concept. The selection of operating conditions for the experi¬mental heating is explained. Fragmentation of Charcoal granite and Dresser basalt test rock blocks is achieved for localized heating below 550° C. The heated volume required for fragmentation is observed to be less than 2 percent of the test block volume and the electrical energy consumption is in the order of 3.5 to 6 5 kwhr/m3 The method offers a possibility for in situ fragmenta¬tion of rocks, favorable for internal heating. The method is highly dependent on rock properties governing internal heat generation The efficiency of dielectric heating in the experimental study is observed to increase with increasing dielectric loss of the rock material, ranging from about 10 percent in Sioux. OPTICAL PROPERTIES of U.S. coals of differing rank have been investigated by the Bureau of Mines, for about 20 years. These investigations have been remade to further the development of an objective basis for petrographic analysis of coal and to add to knowledge of the structure and composition of coal and coal components by determining their optical constants in various regions of the electromagnetic spectrum. Various experimental techniques have been used in these studies, including determination of reflectance from bulk specimens and transmittance of thin and ultrathin sections, interferometry, electron microscopy, and election diffraction. Similar studies leave also been made of graphite, the end product of coal metamorphism. The bureau of Mines conducted the first U.S. investigation of reflectance properties of coal components, laying the foundation for petrographic analysis based on arbitrary reflectance classes and for automated reflectance analysis of coals. Optical constants of coals of differing rank and of graphite have been determined in the ultraviolet-visible-near infrared spectrum. Maxima in the optical constants of graphite were observed in the ultraviolet region and were interpreted to be related to transitions of electrons between the valence and conduction bands. Similar maxima for coals, especially high-rank coals, appeared to be characteristic of the presence of graphitelike layers. A special application of optical theory to absorbing, anisotropic materials like graphite and high-rank coals has been developed. Electron microscopic and electron diffraction studies of coals have revealed various ultrafine structures in coal components and have shown the evolution of an oriented, crystalline graphite structure in high-rank coals.

Explosions in U.S. coal mines have caused death and injury to miners and destruction of workings since the first reported explosion in 1810. These explosions are caused when buildups of explosive gas and/or dust in the mine are ignited by the presence of a flame or spark. Methane gas is inherently generated and held by adsorption in coal and is normally liberated during mining. Because this gas is explosive in the range of 5%–15% by volume, fresh air is constantly supplied to the working face to prevent the methane/air mixture from reaching this explosive range. The required amount of ventilation air is based on estimates of gas release under normal conditions. Occasionally, unanticipated and unusually high emissions are encountered, which, despite normal ventilation controls, result in an explosive mixture that a spark from a cutting bit or electrical equipment can easily ignite. Investigations have shown that such emissions are often associated with anomalous geologic features or conditions. Although most operators are aware that certain geologic features may adversely affect productivity, few are aware of their potential as a gas emission hazard. This report presents a historical framework detailing the impact of geologic features on excess gas emissions and resultant mine explosions. It also provides operators with specific information on recognizing and alleviating potential hazards from methane emissions related to these geologic features.2

"This paper contains some new thermodynamic data for silicates in the series Mg2SiO4-Fe2siO4 and MgSiO3-FeSiO3 and gives the results of a thermodynamic attack on the problems of stability end parageneses.. Although some data are lacking satisfactory agreement with mineralogical and petrological observations is indicated.The use of thermodynamic methods in mineralogy and petrology has been rather limited, because accurate thermal data, especially for the more complicated and more important rock-forming minerals, have been too scanty to permit any systematic application to problems in those fields. It is, nevertheless, a fascinating task to investigate to what extent the mode of occurrence and the stability relations of the minerals and mineral parageneses, as revealed by petrological and mineralogical observations, agree with predictions of thermodynamics. At the present stage of development calorimetric data are needed for most of the abundant silicate minerals.Measurement of the heats of solution in hydrofluoric acid of minerals in the series Mg2SiO4-Fe2SiO4 and MgSiO3-FeSiO3 affords a ready means of obtaining their heats of formation from the oxides. Combination of such data with entropy and heat-capacity values gives a means of obtaining free energies of formation from the oxides, which, in turn, are connected di¬rectly with stability and paragenoses.The two silicates of magnesium, Mg2SiO4 and MgSi03, occur as rock-forming constituents as forsterite and clinoenstatite or enstatite. The orthosilicate (forsterite) forms a series of isomorphic mixtures with ferrous-orthosilicate (fayalite). The continuity of this series, suggested by petrological observations, has boon proved experimentally by Bowon and Shairer.4/ The present work shows that those minerals constitute a series of perfect solid solutions - that is, a series of solid solutions for which heats of formation from the individual pure silicates, Mg2Si04 and Fe2SiO4, aro negligibly small.The metasilicates of magnesium and iron also form an isomorphic series. However, this series differs from the forstorito-fayalite series in the fact that the most iron-rich mixtures, between about En10Fs90 and pure Fs, appear to be unstable with respect to the paragenesis iron-rich olivine plus quartz. The supposed instability of pure FeSiO3 as a crystalline compound, at least at high and at moderate temperatures, is remarkable, as no crystal struc¬tural reason for such instability is apparent. The present work indicates, also, that these minerals form a perfect series of solid solutions and throws additional light on the instability question.In the following, the samples used in this investigation will be described. For each of the natural olivines and orthopyroxenes, with the exception of sample L, a chemical analysis was made of the purified and actually used fraction. All the analytical work was carried cut by Oleg v. Knorring, and the specific gravity determinations, by moans of a pycnomctcr, by Oiva Joensuu, both of the University of Helsinki, Finland. The determinations of the optical properties were made by Mrs. Toini Mikkola, of the Geological Survey of Finland."

The existing computer programs for the simulation of ventilation systems under normal ventilation conditions are reviewed and a suitable program for including the influence of mine fires is selected. New program parts are written for the consideration of methane productions in coal mines, heat and gas productions of mine fires, temperature and air composition changes in ventilation systems, and the ventilation forces resulting from the latter. Other program parts are provided for the detection of danger zones and reversed air currents and for the inclusion of recirculated air currents in the network analysis. Existing program and new program parts are combined. The resulting new program can be used for a multitude of assignments. It is designed for the practical ventilation engineer and should be applicable to all types of ventilation emergency plans, in particular mine fire plans. The organization of the program and its mathematical basis are described. A FORTRAN IV listing and several flow diagrams are included. Eight executed examples are discussed, input and output for these examples explained. Storage requirements and execution times are estimated.

It is interesting to study the noise standards that have been promulgated in the US over the last decade or so. These regulations are likely to have long-lasting impact. The Occupational Safety and Health Administration (OSHA) Hearing Conservation Amendment (March 1983) continues to have influence not only in the workplace but in the debate over new regulations. Both the Mine Safety and Health Administration (MSHA) and Federal Railroad Administration (FRA) regulatory preamble documents state the desire to be consistent with OSHA. An examination of Table 1, which compares the major components of the three regulations and the 1998 NIOSH “best practices” criteria, depicts the extent to which that intent is met. There has been some regulatory activity in the last decade which may give some hope for evolution and updating based on the wealth of science that has occurred during the last quarter of a century since the OSHA regulation was enacted. However there has also been some “back-sliding” toward more lenient standards. The MSHA noise standard made regulatory progress in September 2000 by emphasizing engineering and administrative controls, followed by personal protective equipment, in the hierarchy of noise intervention. MSHA’s requirement for technician certification (today only available from CAOHC) strengthened the training requirements for audiometric testing in hearing conservation programs and MSHA also added the requirement of dual hearing protection at 105 dB TWA. There were many subtle differences between OSHA and MSHA based on comments and a desire to clarify some of the vague aspects of the OSHA noise standard, and meet the needs of the regulated mining industry. One example pertains to the ceiling for exposures. OSHA says, “no exposures >115 dBA,” which is interpreted to mean no unprotected exposures above that level, giving credit for the assumed effectiveness of hearing conservation programs, hearing protection devices and administrative and engineering controls. MSHA specified that a “P” code1 violation be issued for any protected or unprotected exposures >115 dBA. The Federal Railroad Administration (FRA) noise standard for railroad operating employees, which went The Modern Evolution of Hearing Conservation Regulationsinto effect February 26, 2007, was expressly based on the OSHA standard but also uses MSHA for comparison. The preamble states that the FRA defers to OSHA as the “primary regulator of noise in the workplace,” but also acknowledges the need for some departure from the OSHA regulation (FRA Preamble II.B). As an example, FRA requires testing at 8000 Hz “because it will allow employers to identify hearing loss sooner.” The FRA rejected MSHA’s hierarchy of noise controls in favor of requiring specific engineering interventions and focusing on appropriate hearing protection which would still allow communication and audibility, and identification of excessive noise through employee-filed “excessive noise reports.”2 Where OSHA has no specific mandate requiring employees to take advantage of the employer-paid audiogram, it has been traditionally a condition of employment and is generally accepted that OSHA-covered workers require an annual audiogram. MSHA addressed this issue in its preamble; however, they made no significant change. MSHA employers are required to offer annual audiograms but MSHA stopped short of requiring employees to comply with annual audiometric testing. The MSHA preamble does allow that mine operators can also make audiometric monitoring a condition of employment. FRA requires employees to

Problem: Mining in the United States remains one of the most hazardous industries, despite significant reductions in fatal injury rates over the last century. Coal mine fatality rates, for example, have dropped almost a thousand fold since their peak in 1908. While incidence rates are very important indicators, lost worktime measures offer an alternative metric for evaluating job safety and health performance. The first objective of this study examined the distributions and summary statistics of all injuries reported to the Mine Safety and Health Administration from 1983 through 2004. Over the period studied (1983 2004), there were 31,515,368 lost workdays associated with mining injuries, for an equivalent of 5,700 person years lost annually. The second objective addressed the problem of comparing safety program performance in mines for situations where denominator data were lacking. By examining the consequences of injuries, comparisons can be made between disparate operations without the need for denominators. Total risk in the form of lost workday sums can help to distinguish between lower and higher risk operations or time periods. Method: Our method was to use a beta distribution to model the losses and to compare underground coal mining to underground metal/nonmetal mining from 2000 to 2004. Results: Our results showed the probability of an injury having 10 or more lost workdays was 0.52 for coal mine cases versus 0.35 for metal/nonmetal mine cases. In addition, a comparison of injuries involving continuous mining machines over 2001 2002 versus 2003 2004 showed that the ratio of average losses in the later period to those in the earlier period was approximately 1.08, suggesting increasing risks for such operations. Discussion: This denominator free safety measure will help the mining industry more effectively identify higher risk operations and more realistically evaluate their safety improvement programs. Impact on Industry: Attention to a variety of metrics concerning the performance of a job safety and health program will enhance industry's ability to manage these programs and reduce risk.

"INTRODUCTION In accordance with the outline of investigation described in a previous report 5 of the Bureau of Mines dealing with the use of acrolein for detecting leakage of methyl chloride from unit--type refrigerating systems, the work has been extended to include an investigation of its use in a multiple system, This report gives the results of analysis of samples of the gas from representative units of a multiple system charged with methyl chloride containing approximately 0.9 per cent acrolein by volume, The results furnish a basis for estimating the Warning that would be given in event of leakage. A portable optical instrument for performing multispot laser vibrometry is described. The instrument is capable of measuring arrival times, surface motion frequency, and surface velocity and displaying these quantities in various useful ways. Sigma Research is currently pursuing the development of such optical measuring systems for the evaluation of structures in rock by non-contact interferometry methods. This work was sponsored by the U.S. Department of Interior (U.S. Bureau of Mines) under a Small Business Innovation Research (SBIR) contract number J0145075. The goal of the work was to develop a portable tripod mounted measuring system which can be set up at arbitrary distances (up to 30 meters) from a surface and project four in-line laser sample beams on this surface. A light receiving telescope gathers the scattered light from these four spots and provisions are made to mix this light with a reference beam from the laser. Four photodiodes are employed to determine the resultant interference signals which characterize the motion (particle velocity, frequency, amplitude) of the four illuminated spots on the surface under sudy. Information of this type can then be used to characterize the elastic or mechanical properties of the surface in question. In some cases (if more than four spots are involved) this surface information could be back propagated to draw inferences about the internal state of the material volume bounded by this surface.

This Bureau of Mines report describes the fieldwork and subsequent analysis to determine physical properties, stress distribution, and several aspects of rock behavior as a necessary evaluation for a typical mine opening. All work was done at a test site on the 3300 level, Crescent mine, Coeur d'Alene mining district, Idaho. Free field stress beyond the influence of the opening was also determined. Conventional overcore technique with the three-component borehole deformation gage developed by the Bureau of Mines was used in three drill holes. Three field verification tests were performed using a gage newly developed by the Spokane Mining Research Center in an approach herein termed "initial deformation method." Use of this method validated that aspect of overcore theory which predicts that similar deformation effect occurs in the wall rock around the perimeter of an opening in rock under stress. Also described are all drilling procedures and performances. Physical property determinations were made on rock samples obtained from the three overcore drill holes. Twelve physical properties with a total of [532] values were obtained at various drill hole orientations and depths. Exhaustive statistical tests were utilized in the analysis of these physical properties. Further elaborated are statistical inferences based on these analyses. Extensive analysis and interpretation of Crescent mine geology are also described.

A reconnaissance for sources of scandium and a metallurgical investigation of recovery methods for byproduct scandium from uranium mill solutions were conducted by the Bureau of Mines. The work on scandium was undertaken to obtain information on domestic resources and to explore and develop recovery procedures in consonance with the Bureau's long-range program for conservation and wise utilization of mineral resources. The element scandium is widely distributed in the earth's crust in trace amounts, but it seldom occurs as an important constituent in any mineral. An exception is thortveitite, (Sc,Y)2 Si207) a rare mineral that contains various amounts of scandium and yttrium and may contain up to 42 percent scandium oxide (SC203). Knowledge of the chemistry of scandium has expanded rapidly in recent years (1, 4, 9)4 but only fragmentary information is available about the metal because it is still largely a laboratory curiosity without established uses (2, 3). A recent study shows some of the physical proper-ties of the metal are (1) density of 3.05 grams per cubic centimeter) (2) melting point of 1,540° C, (3) hexagonal close-packed structure) (4) hardness of about 50 Brinell (500-kilogram load), and (5) an alloy behavior similar to yttrium and rare-earth metals (2). The price of $2,850 a pound for scandium oxide of 99.9 percent purity and $2,700 a pound for oxide of 99 percent purity reflects the scarcity and complex chemistry of the element.

To determine the availability of lead and zinc from demonstrated resources, the Bureau of Mines evaluated 235 mines and deposits in 31 market economy countries. Of the 235 mines and deposits evaluated for this study, 186 were evaluated as zinc operations, 30 as lead operations, and 19 as copper operations. Demonstrated lead-zinc resources of market economy countries in 1981 were approximately 4.3 billion metric tons (t) of ore containing 221 million t of zinc and 97 million t of lead. Of these amounts, approximately 154 million t of zinc and 70 million t of lead are estimated to be recoverable. The analyses indicate that demonstrated resources in market economy countries should be sufficient to satisfy projected demand for primary lead and zinc through the balance of the century. The U.S. lead industry will continue to have a comparative advantage over the rest of the world industry, barring any drastic increase in the cost of compliance with pollution control regulations. It appears that the comparative disadvantage faced by the U.S. zinc industry will probably intensify owing to the relative quantity of lower cost zinc resources in other countries, especially Canada, Australia, Mexico, and Peru.

DOMESTIC OUTPUT of white arsenic, As2O3, was derived entirely as a byproduct of smelting arsenic-containing copper ores by The Anaconda Company at Anaconda, Mont., and American Smelting and Refining Company at Tacoma, Wash. Arsenic metal was not produced. Consumption, and Uses.-Most of the white arsenic produced in 1964 was consumed in manufacturing lead and calcium arsenate insecticides. In the 12 year period since 1951 the production of lead arsenate insecticide has varied between 7,800 tons and 4,900 tons, indicating that lead arsenate has maintained its position in competition with organic insecticides.

The disposal of oil-field brines by injection into subsurface formations other than fresh-water-bearing strata is a positive method of eliminating the harmful effects of mineralized water on fresh-water supplies, vegetation, and aquatic and other animal life. The methods used most generally for the disposal of brines produced with oil are (1) impounding in evaporation ponds, (2) controlled diversion into surface streams, and (3) injection into subsurface formations. Various States recognize one or more of the methods as legally authorized procedure. As a general rule, impounding brine in ponds and solar evaporation have not been entirely successful, principally because of the large volumes handled; the porous nature of the soil, and the low rate of evaporation. Likewise, the diversion of brine into freshwater streams by controlled dilution has not proved satisfactory in some areas, especially in parts of Kansas and Oklahoma where the rainfall is relatively low, because it has been impossible to obtain enough fresh water for such dilution.

This chapter summarizes data on crude mineral production for the United States, its island possessions, and the Common-wealth of Puerto Rico. Included also are tables that show the principal mineral commodities exported from and imported into the United States, and that compare world and U.S. mineral production. Except for the mineral fuel commodities, the detailed data from which these tables were derived are contained in the individual commodity chapters of volume I and in the State chapters of volume II of this edition of the Minerals Yearbook. In October 1977, responsibility for the collection of data on mineral fuels-coal, petroleum, natural gas, and natural gas liquids-was transferred to the newly created Department of Energy. Although chapters covering these commodities will no longer appear in Volume I of the Minerals Yearbook, quantity and value data have been included in most of these summary tables to maintain statistical consistency in State and national value of overall crude mineral output. This shift in responsibility has also resulted in changes to the composition of the "Nonmetals" and "Mineral Fuels" groups in table 1 and table 2. The commodities-asphalt and related bitumens (natural), carbon dioxide (natural), helium, and peat-have been removed from the "Mineral Fuels" group, and are now included under the "Nonmetals" group. There has been no change in the components of the "Metals" group.

Development of reliable, portable, low headroom, hard rock crushers would improve the efficiency of most currently operated conveyor systems and make it possible to bring conveyor haulage closer to the face, thus eliminating expensive rock rehandling procedures. A crusher that could be easily moved would permit the more widespread use of lower cost haulage systems, such as conveyors, to transport the ore out of the mine. Such crushers would be installed close to the working areas, resulting in an optium haul from the face to the dump location. A recent contract study by Rapidex, Inc., "Application Study of Portable Underground Hard Pock Crusher" (USBM Contract No. J0265006) provides a survey of industry needs in portable underground crushing, together with conclusions and concepts as to specifications and type of crusher required to serve the greatest number of operations. To fill this need a three phase program has been undertaken by the Bureau of Mines: Phase I - Design: Phase II - Construction and Testing, and Phase III - Production Underground Test. This report covers Phase I only, and includes the complete engineering design and specifications of the Rapidex Rotary Jaw Crusher conceived in the earlier "Applications Study". Also included are the design, construction, and testing of a quarter-scale functional model, utilizing three different types of rock and two different crusher feeder systems.

Brown iron ore resources in Barbour, Butler, Crenshaw, and Pike Counties were investigated in a drilling program and geological study by the Federal Bureau of Mines in cooperation with the Alabama Geological Survey and the University of Alabama. The aggregate footage drilled was 18,010 linear feet. When developed, reserves of 12,664,000 long tons of crude ore were indicated, containing from 26.9 to 29.0 percent iron and 0.2 to 1.6 percent manganese under a maximum overburden of 40 feet. Total inferred crude ore for the four counties was calculated to be 827,700,000 long tons. Beneficiation of samples by simulated log washing and use of a 118-inch screen yielded from 46.8 to 51.7 percent iron and 0.2 to 2.6 percent manganese. Screen-test studies indicated no appreciable interlocking between the iron and manganese minerals and the waste particles of materials retained on a 200-mesh screen. Clay was prominent in micron-size slimes. Silica was deleterious in the minus 20-mesh size. While an indicated 2,198,000 dry long tons of usable iron ore can be recovered, sink-and-float tests show that it may be possible for 4,654,000 dry long tons to be recovered by other than log washing. However, applicable commercial processes have not been demonstrated.

Economic operation of thermal-electric powerplants constructed in the areas of underground-gas production. 6. Release of railroads from the burden of transporting fuel. 7. Extension of the power base of some areas in need of fuel and of the economy as a whole due to use of fuel deposits not amenable to normal mining practices. 8. Reduction of capital investments per unit of energy produced in the form of fuel. 9. Substantial increase in general labor productivity. 10. Possibility of substantial reduction in the cost of fuel produced and of electric power produced from underground gas.
