The purchase of coal by the Government under specifications depending on the heating value of the coal, its content of ash and of moisture, and other considerations, rather than upon the reputation or trade name of the coal, was based on the fuel investigations begun by the Technologic Branch of the United States Geological Survey in 1904. The plan was first adopted by the Treasury Department in 1906. Since then the plan, variously modified in form but the same in principle, has been gradually adopted by other departments until at present of the coal used by the Government, the total value of which approximates $8,000,000 annually, more than half is purchased under specifications. The Government publications dealing with the adoption by the Government of the specification plan, the number of contracts awarded on that basis, and the quality of the coal delivered under such contracts in the several fiscal years covered by the reports are given in publications listed at the end of this bulletin. Under the authority of acts of Congress making appropriations for analyzing and testing fuels belonging to or for the use of the United States Government, a laboratory is maintained at the headquarters of the Bureau of Mines, Washington, D. C., where samples represent- ing deliveries of coal purchased under specifications for Government use are analyzed and tested. At this laboratory more than 1,200 samples have been analyzed and tested in one month. With the complete equipment and the efficient force employed, the analytical work has been so perfected that the analyses and heating-value tests of the samples received are as accurate as may be reasonably expected in laboratory work of this nature. One of the serious drawbacks to the general adoption of the speci- fication method for the purchase of coal is the difficulty of obtaining at reasonable cost samples of coal that can be considered fairly repre- sentative of the commercial product delivered in wagons, railroad

The preliminary tests referred to in this report wore made at the Bureau's Experimental Mine under the general supervision of G. S. Rice chief mining engineer, to determine whether rock dust way be used to extinguish or control mine fires. DESCRIPTION OF THE DUST USED The dust used for application by hand was made from draw slate taken from the Experimental Mine. This draw slate was crushed in a hammer-type crusher fitted with 1/16 inch by 2-inch slotted screens. A sizing test of the dust showed 96.5 per cent through 20 mesh, 69.4 per cent through 48 mesh, 46.2 per cent through 100 mesh, end 33.5 per cent through 200 mesh.

Native asphalt was produced in 1980 by six companies in four States. Leading States were Texas and Utah. Output decreased 22% in 1980 to 1.25 million tons while value decreased 2% to $25.0 million. Bituminous limestone was produced by Whites Uvalde Mines and by Uvalde Rock Asphalt Co. in Uvalde County, Tex.; by Southern Stone Co. in Colbert, Ala.; and by Barton County Rock Asphalt Co. in Barton County, Mo. The product was used mainly in street and road repair. Gilsonite was produced by American Gilsonite Co. in Uinta County, Utah, and by Ziegler Chemical and Mineral Corp. in Weber County, Utah. This material was used for purposes other than road repair.

To find solutions for common safety problems encountered in the handling of trailing cables, based on observations at many different surface mining operations. Approach Practices in handling trailing cables were Investigated through personal visits to over 40 mines, supplemented by visits to cable manufacturers and cable repair service companies. The most effective solutions to the safety problems en-countered were noted and are described In the project final report. Examples are given in this Technology News. Accident Experience Most cable-related injuries occur as a result of workers lifting, pulling, tripping, or being struck by the cable. The Table gives the frequency of occurrence for injuries reported during a recent 3 1/2 year period.

The U.S. Bureau of Mines conducted an overcore stress measurement on the 5300 level of the Lucky Friday Mine, Mullan, ID, to investigate the stress regime around an experimental stope in a rock-burst-prone mine. The result indicated a stress field with unexpected magnitude and orientation [F . 135 MPa (19,600 psi) oriented S 80E1W]. An unusual amount of rock-burst activity was encountered during subsequent excavation. A careful review of the overcore data suggested the overcore strain measurements were valid. Moreover, concentrated rock-burst activity suggested that the measured stress field did exist, but was localized and therefore did not represent the far-field in situ stress field.

When explosions have occurred in mines where rock dust has been used to some extent, generally to a very limited extent, the press has immediately characterized those mines as "rock-dusted." To persons familiar with the method of rock-dusting, it is apparent that if rock-dusting is done properly, if all mine surfaces are rock-dusted to within at least 40 feet of the faces of rooms and entries, and if the incombustible content of the dust is more than 65 per cent, there is little likelihood that an explosion of coal-dust will occur. The report that an explosion has occurred in a "rock-dusted" mine immediately conveys to the mind of the alert safety advocate the information that the mine is inadequately rock-dusted or that either dust sampling of the rock-dusted surfaces has not been done or, if done, the mine has not been redusted with sufficient promptness. Rules for Collection of Samples Collection of dust samples is by no means intricate, but a few simple rules must be kept in mind if the results are to be dependable. A sample must represent the true average conditions of the dust in the section or zone in which it is taken, and therefore 'the point at which the sample is to be collected must be selected with care. During an explosion much if not all of the dust on the ribs, roof, timber, and road in the affected region is blown into the air; the sample, therefore, should contain all loose dust and material on: the surfaces to a depth of about 1 inch, if that amount is present. If there is considerable sand locally along the track, care must be taken not to include enough of this material to vitiate the sale and distort the results; however, if the sand is distributed throughout the region being sampled it should be included. Dust should not be collected from recesses in the ribs, such as hitches cut for timber, as the character of the dust in such places is often different from that on the ribs proper. Samples should not be collected at points where the dusting machine has been loaded or at a point where the machine has stopped and discharged for a longer period than at other points on the entry or in the rooms. In short, the sample must represent AVERAGE CONDITIONS, and if there is any doubt as to the character of the dust it is far better to have too much combustible matter than too much incombustible matter in the sample, as it is best to err on the side of safety if it is necessary to err.

The mineral industry in Burundi was a minor contributor to the country's gross domestic product (GDP), which was estimated at just $1 billion for 19812. Coffee and tea continued as the Nation's major export commodities. Mineral exports consisted of small tonnages of wolframite, cassiterite, and baetnasite. Burundi's trade balance of payments situation worsened in 1981, with import payments more than double export revenues. Petroleum imports alone equaled 46% of the export revenue total. By year-end, the only indigenous fossil fuel source to have been found in Burundi was peat, which the Government had been attempting to develop to alleviate some of the petroleum import requirements. In June 1981 the Irish Peat Development Authority, Bord na Mona, signed a 4-year contract with the Burundian Government to supply technical staff for the ongoing peat project work there. Funding for the project was provided by the VS. Agency for International Development and the Government of Ireland. The new contract, which was an extension of ongoing peat research there, represented Burundi's increased awareness of the value of its large peat reserves for both energy and agricultural uses. At yearend, Burundi's Ministry of Public Works and Mines was does to selecting a contractor to study the feasibility of developing Burundi's phosphate deposits. The study would determine the potential for establishing fertilizer production facilities based on the country's phosphate reserves at Matongo-Bandaga, The study's specific objectives are to prove mineral reserve tonnage and grade, draw up mining and processing facility designs, estimate capital and production costs, and conduct a regional market and distribution survey. The cost of the study was estimated at slightly over $1 million, and it should take approximately 16 months to complete. The proposed project will mark the Burundian Government's first step in its plan to exploit on a large scale its natural mineral resources for advancing its agriculture-based economy. Burundi was dependent on imports, which are expensive to transport inland from coastal ports, to supply its domestic requirements for fertilizer. "Education is the one thing which is unanimously regarded as valuable. The growing complexity of modern life, with its intricate organization, the manifold kinds of mechanical equipment that are used, and the constantly growing, necessity for the speedy and accurate interchange of information and ideas, make education an asset that constantly increases in value. The number of things that may profitably be known has grown so large that the field of education has been divided, and attention is often directed to only those things that are most immediately valuable. Modern educational facilities are often directed to what may be called corrective, work; the, providing of people with information that they teed in the conduct of their daily lives, but which for various reasons they have not previously had facilities for acquiring. The value of special education in the industrial world has been so thoroughly demonstrated that far-seeing managers of mining enterprises are always interested in the educational facilities existing in the community where their work is carried on.The educational facilities of a modern community may be classified in several ways. They may be divided into;1. Facilities for general education, for the purpose of increasing the whole field of knowledge of the student.2. Facilities for special education, which are intended to remedy a specific defect, or to give proficiency in some special field. This may be divided as follows;a. Training for work, intended to fit an employee to adequately perform the task assigned to him, this ranges from brief instruction by a foreman or fellow-worker up to definite training courses in which the employee dose nothing but study for a period of several weeks or months, being paid during this period a wage that may range from a nominal amount up to practically full time salary. The student's educational preparation may already be fairly advanced. Some of the manufacturers of electric machinery maintain, a school similar to that just described for graduates of engineering colleges. In other cases the only pre-requisite may be a common school education, as in the schools for operators, maintained by the telephone companies."

"Coal mine dust research throughout the world has been stimulated by the recognition of its importance in the development of coal miners' diseases, particularly coal workers' pneumoconiosis (CWP). A historical look at the problem and the present state of knowledge in this area of importance to the worldwide coal industry is presented. A summary of progress made in this area is provided and some research ideas for the future are discussed.1. INTRODUCTIONI thank Dr. Yong Won John, President of the Korean Institute of Mineral and Mining Engineers, for his invitation to address the International Symposium on Coal Mining and Safety. This presents me with an interesting opportunity to take a broad look at the research in coal mine dust and where we are going. From this broad perspective, we can all view the progress and problems that are apparent in the present state of knowledge of coal mine dust. One important element in the review of coal mine dust research and its role in miners' diseases is that of its history. The existence of diseases attributed to the mine atmosphere is often traced back to Pliny the younger in the first century A.D. His work on natural history mentioned observed human effects attributed to mine fumes and vapors. However, the subject of the effects of dust in the mine was not mentioned in published literature until 1556 when Agricola discussed the ailments of miners in his day (Seaton 1975).For many centuries, many medical ailments of the lungs were often categorized together and distinct diseases were often not recognized until more modern times. The ability to distinguish different lung diseases was limited until the discovery of X-rays in 1986. Nonetheless, Zenker in 1866 applied the term pneumonokoniosis to any disease where dust gathers in the lymphatic depots of the lungs. This term was changed to pneumoconiosis in 1932. While pneumoconiosis was defined in the 1800s, scant attention was paid to control of miners' diseases until recent decades. The first attempt to control disease through control of the mine atmosphere has been attributed to the South Africans who instituted a silica control in 1910 (Drinker and Hatch 1954)."

[The use of vapor-tight tanks has proved so effective in reducing the evaporation losses of petroleum that today practically all operators are using this typo of equipment. It has boon shown, however, that vapor-tight tanks should be supplemented with additional measures which will further reduce evaporation. Probably the most effective use of the supplemental measures are found on the small producing leases where the breathing losses from vapor-tight stock tanks materially affect the volume and gravity of the stored oil. The breathing loss from a vapor-tight stock tank that is filled and emptied daily is a negligible quantity. Also, the filling loss, which on the average varies between 0.1 and 0.2 per cent, usually is not of a sufficient quantity to affect materially the value of the crude. However, the combined breathing and filling losses from a vapor-tight tank requiring several days to fill are of sufficient importance to warrant the use of measures in addition to the vapor-tight tanks. The breathing losses are caused by atmospheric variations. Probably the greatest are the changes in atmospheric temperature which cause changes in temperature of the vapors in the tank. During the day, as the temperature increases, the gasoline-saturated vapors in the tank expand and are forced out into the atmosphere. At night the vapors are cooled and contract, drawing into the tank fresh air, which becomes saturated with gasoline vapor and is forced out of the tank during the following day. In Addition to the maximum and minimums temperature variations there are many smaller variations throughout a twenty-four period caused by showers, clouds, winds, and other atmospheric conditions which likewise cause the tank to breathe. The two mist common measures used by lease operators for reducing breathing losses in vapor-tight tanks are, first, operating; lease tanks under pressure, and second, the use of light colored paints anti tank houses. In this report these two methods are discussed together with their adaptability to lease operation. Results of experimental observations are given which show the reduction of evaporation looses where these supplemental measures have been used.]

"Summary An apparent decline in fuel efficiency at refineries, which first became came evident in 1930 and continued through 1933, was checked in 1933 when the average amount of heat needed to refine a barrel of crude oil amounted to 660,000 B.t.u. This compares with an average requirement of 692,000 B.t.u. In 1932 and with a low of 639,000 B.t.u. in 1929. (See fig. 1.) The improvement in fuel economy in 1933 probably was closely related to the increase of 5 per cent in crude runs to stills. As much of the fuel burned at refineries is utilized for purposes other than under crude-oil stills and in relatively stable amounts, it is evident that a material increase in crude runs will usually reflected in a decrease in average fuel requirements. Another factor which has influences fuel economy at refineries in the past is the trend in cracking, a refining process requiring more than the average expenditure of heat. In 1933 production of gasoline by cracking increased slightly, but no appreciable rise in heat requirements resulted as an equivalent amount of fuel was saved in improved technique, particularly in the field of heat exchange.Since the beginning of the refining industry, the transition in fuels has been from solid to liquid to gaseous; in other words, the leadership was first held by coal, then passed to oil, and is now held by gas. In 1933, 54.7 percent of the total heat units generated came from gas, 39.0 percent from oil (including acid sludge), and 6.3 percent from coal and coke. The principal change in the relative importance of the various refinery fuels in recent years has been the rapid growth in consumption of refinery or still gas at the expense of all the other common fuels. Still gas owes its ascendency to its cheapness and availability, and probably it would have become the primary refinery fuel years ago if recovery methods had been perfected. The relative importance of coal showed a small increase in 1933, the first gain recorded since these surveys were inaugurated in 1925. The increase in use of coal was undoubtedly due to increased operations at plants using it,"

Material used for flame safety lamp gauzes should possess the following qualities: (1) mechanical strength, (2) resistance to corrosion under service con- ditions, (3) a relatively high thermal conductivity, (4) a melting point above the ignition temperature of mine gas. Heretofore, three metals have been used for flame lamp gauzes, namely: steel, brass and copper. While each of these has the requisite qualities to some extent, none of them is an ideal gauze material. Copper gauzes lack mechanical strength, especiall, after they have been heated; brass and copper both have comparatively low melting points so that before the gas ignition is reached the gauze metal is attacked and oxidized under the action of the heat. Steel corrodes readily in damp atmos- pheres and if the lamp stands unused under these conditions for some time, the gauzes become unfit for service. Tests of these three materials have shown that steel offers the highest degree of safety. Manel metal, the natural alloy of nickel and copper, is practically noncor- rodible. Its relting point is approximately the same as that of steel. From time to time it has been suggested that this alloy might be a better gauze material than steel, since gauzes made of Monel metal should have all of the good qualities that steel gauzes possess and, in addition, would not corrode appreciably in ordinary mine atmospheres. One advocate of this use for Monel metal, the International Nickel Co., through their development engineer, Mr. Robert J. McKay, cooperated with the Interior Department, Bureau of ines, to the extent of supplying twelve sets of 30 mesh, Monel-metal gauzes for tests. Those gauzes were made up by the same lamp manufactur- er ho rade the steel gauzes used in the previous investigation. Being made by the same processes as the steel gauzes, these Manel-metal gauzes were needlessly given the same anti-rust coating that is always applied to steel gauzes to prevent any corrosion before the gauzes are used. In previous tests the Bureau of Mines had collected data as to the behavior of steel gauzes. In determining the value of Monel metal as a gauze material, it was planned to obtain similar data with Monel-metal gauzes, and thus make a direct comparison with the steel gauzes. "IntroductionA particle dispersion system has been developed to aerosolize bulk powders or material deposited on surfaces such as filters. The size distribution of the aerosolized particles can then be obtained by sampling the particles with an aerosol sizing instrument such as a TSI aerodynamic particle sizer (APS) or a cascade impactor.Of particular interest is the applicability of using this technique to obtain the size distribution of particles collected on filters. This system has been used to determine the size distribution of coal dust particle collected on membrane filters. The use of this device in this application is quite intriguing in that, if this technique can be shown to accurately determine the size distribution of airborne particles, one can easily collect particle samples using either personal or area particle samplers, determine the mass concentration of the collected material through gravimetric techniques and then use the particle dispersion system coupled with the APS to determine the particle size distribution. With this technique one can determine the particle size of dust in environments, such as underground mines, where it would be inconvenient or impossible to use a particle sizing instrument.Particle Dispersion SystemA prototype particle dispersion system has been developed for aerosolizing particles. A schematic diagram of the system is shown in Figure 1. The system consists of mechanism for advancing the particle sample beneath a dust pickup tube, a venturi for deagglomerating the particles, and a instrument for analyzing the aerosolized particulate matter.The procedure to analyze a particle sample is as follows. The particles to be aerosolized are placed on a sample plate from where the particles are picked up by an air stream flowing upward in a small capillary tube (dust pickup tube). This tube operates as a small vacuum cleaner passing over the sample plate. The air is drawn up the capillary tube at a rate of 2 L/m by a venturi aspirator. This is accomplished by placing the outlet of the capillary tube near the throat of the venturi. The accelerated velocity of the air creates a low pressure in this region which draws flow up the capillary tube. From the outlet of the capillary tube particles are transported to the inlet of the APS where a small fraction are sampled and the aerodynamic diameter of the particles determined. The particles which are not measured by the APS are passed into a HEPA filter."

"The presence of respirable quartz-bearing mineral par-ticles has been well documented in many coal mines, and the Mine Safety and Health Administration regulations address the quartz content of mine dusts. Unfortunately, the correlation between the quantity of respirable quartz-bearing mineral particles and the pathogenicity of the dust is not strong. Work is currently underway by the National Institute for Occupational Safety and Health/U.S. Bureau of Mines and work is being included in the Respirable Dust Center Program by Dr. Seehra to determine the surface availability of quartz in mixed composition mine dusts. However, this paper propose a possible source of surface quartz or a spe¬cial region in the coal that may contribute to the pathogenicity of selected particles in the respirable dust.Assumed in this model is the hypothesis that either the cleat surface is coated with quartz or some cytotoxic sub-stance that in the body is capable of destroying macrophage and thus inducing a fibrotic response (1) that during the frag¬mentation a reasonable proportion of the respirable size coal particles contain some of the original cleat surface and that these particles have the same order of in vivo cytotoxicity as do the quartz particles. It may be that these cleat surfaced respirable size particles are only contributory to the overall pathogenicity of the coal dust, nevertheless, there are enough of these particles to to considered as a potential source of the cytotoxic dust particles.This paper demonstrates that if the cleat surfaces are mineralized with quartz or have a pathogenic coating, then in many mines there will be enough respirable coal dust particles containing some cleat surface to cause a fibrotic reaction. To understand why some of the dust particles contain as part of their surface some of the cleat surface, consider what happens when a beer bottle is broken. While there are a large number of beer bottle fragments, many of the fragments, particularly the larger fragment sizes, will have as a fraction of their surface part of the original beer bottle surface. The model and mathematics of this problem have been worked out by Meloy.(2-4)In the homogeneous IAC model, (2-5) a fragment or par-ticle resulting from comminution is equally likely to occur anywhere in the material being broken. Therefore the probability of a particle of size x having part of the cleat surface in it, p(x), is proportional to x. Thus:"

Pulverized high- volatile A bituminous coal was gasified with oxygen and superheated steam in a pressure - gasification pilot plant equipped for steampickup feeding . The pilot plant operated satisfactorily at relatively high steam- to - coal ratios , but steam- to - coal ratios could not be reduced much below 0.5 lb / lb without condensation of steam or softening of the coal . Carbon gasified , gas composition , and coal and oxygen requirements were essentially the same as for a pilot plant equipped with a fluidized coal feeder . Average results from the pilot plant equipped for steam- pickup feeding were coal requirement , 37.3 lb/M ( 1,000 ) scf of CO + H₂ produced ; oxygen requirement , 358 scf /M scf CO + H₂ produced ; and carbon gasified , 87.7 percent .

Electrochemical machining sludge, a troublesome fluid waste product, was dewatered on a bench-scale basis by three alternative methods tested by the Federal Bureau of Mines. These methods would enable recycling 89 percent or more of the liquid content of the sludge and allow the dewatered solids to be dumped as landfill or processed further to recover contained nickel. Dewatering by vacuum precoat filtration was estimated to be the least expensive. Based on treating 20,000 gallons per day of sludge, precoat filtration costs were estimated as totaling 1.96 cents per gallon of sludge. Two options of an alternative method, comprised of acidification, reprecipitation, thickening, and filtration, were estimated to cost either 3.41 or 3.60 cents per gallon of sludge.

The Bureau of Mines conducted laboratory beneficiation tests on four samples of waste. granite sludge to devise a method of recovering silicon carbide (SiC). Froth flotation using creosote as a collector in an alkaline circuit resulted in concentrates containing over 91 pct SiC from each of the samples. Recoveries ranged from 43.1 to 86.6 pct. Single-stage flotation of sample A using a column flotation cell produced a concentrate containing 92.0 pct SiC with a recovery of 71.4 pct. Flotation using petroleum sulfonate as a collector in an acid circuit resulted in a concentrate containing 95 pct SiC from one of the waste granite products with a recovery of 97.5 pct .?

New mineral activity focused on increased petroleum exploration activities, while the established construction-oriented minerals sector operated without substantial change from previous years. After showing a 1 % real growth in the $154 million II gross domestic product (GDP) for 1983, preliminary estimates for 1984 indicated that the same growth pattern prevailed. The negative trade balance at midyear had worsened over the negative balance for the same period in 1983. An upward trend in import costs partly reflected the impact of Mexican inflation, which made that country's goods more ex-pensive and led to increased imports from North America and Europe. On the other hand, by midyear, the reexport trade with Mexico indicated an upward climb from the 1988 low of $12.7 million.

The Bureau of Mines examined the wellbore of a vertical gas drainage well in the Mary Lee coalbed to determine the results of specific completion procedures in coal. A jet-slotting tool was used to cut four vertical slots through the casing about 1 ft below the coalbed. Even though stimulation treatment pressure was excessive, hydraulically induced channels were contained entirely within the target coal zone. Sand-filled, induced channels were horizontal, inclined, and vertical, and were propagated in directions similar to bedding planes, rock joint, and coal cleat directions measured in the mine. Variable gas flow rates, recorded during the productive life of the well, were attributed to chronic downhole pump malfunction and the slotted casing below the production zone.

Gas samples containing 02, N2, H2, He, CO2, CO, CH4, and trace amounts of C 2 to C6 hydrocarbons are analyzed by a gas chromatographic method that utilizes both thermal conductivity and flame ionization detectors. A porous polymer support and molecular sieve columns are used with argon as the carrier gas. A column selector valve makes it possible to perform a complete analysis either on one 1-ml sample in 40 minutes or on two samples in 20 minutes, one sample for each detector. Samples are introduced either by on-column injection or through a gas sampling valve. By varying operational parameters, the speed, sensitivity, and accuracy of analysis may be modified to suit a particular situation.
