Improve the effectiveness of person-wearable self-contained self rescuer (PWSCSR) training by enhancing the memory retention of trainees in proper donning procedures. Background In the fall of 1989, a total of 185 miners and inspectors were trained by Bureau of Mines personnel to don the SR-100 PWSCSR using the Bureau's 3+3 method. With the exception of a few individuals, miners were trained underground in an area set up within their working sections. The instructional protocol was as follows: (1) after placing an SR-100 simulator (equipped with a cleaned and disinfected mouthpiece assembly) on the mine floor in front of the worker, a researcher guided him or her step-by-step through the complete donning procedure, (2) the miner was required to perform each step slowly, methodically, and correctly while being talked through the sequence, (3) following this pre-practice instruction, the apparatus was repacked and the subject donned the device without coaching, while being evaluated, (4) if an error was made, the worker received corrective feedback, the unit was repacked, and the entire donning trial was redone. This procedure was repeated until the miner achieved a perfect 3+3 sequence.

Coal bumps are defined as sudden failures of rock and coal near entries that are of such a magnitude that they expel large amounts of material into a mine opening. Coal bumps are influenced by geologic conditions, the geometric design of coal mine excavations, and the sequence and rate of extraction. Researchers from private industry and the National Institute for Occupational Safety and Health have studied mechanisms of violent failure and have identified individual factors that contribute to coal bumps. In an attempt to develop tools for assessing coal bump potential, the authors initiated a comprehensive study using information from 25 case studies undertaken in U.S. mines. Multiple linear regression and numerical modeling analyses were used to identify the most significant variables contributing to coal bumps (excluding bumps related to fault-slip). Twenty-five geological, geometrical, and geomechanical variables were considered initially. The most important of these variables were then identified as (1) energy as calculated using the mechanical properties of the strata, depth of overburden, and joint density, (2) mining method, (3) pillar factor of safety, and (4) stress gradient and yield characteristics.

Highwall mining continues to grow in importance as a coal production method from U.S. surface mines. It may account for as much as 4% of the total U.S. coal production, according to one recent estimate. Analysis of Mine Safety and Health Administration (MSHA) accident and injury statistics shows that, overall, highwall mining has maintained an admirable safety record. Its fatality and injury rates are comparable to those for other surface mining methods, and are significantly lower than those for underground mining. No mining method is risk free, however. Highwall mining injuries have been associated with handling materials, slips and falls, machinery, powered haulage, and other types of incidents. But perhaps the greatest risk, to both personnel and equipment, is from ground control. The two most significant ground control hazards are rock falls from the highwall and equipment entrapment underground. Highwall Stability Ensuring highwall stability through proper ground control engineering is of paramount importance to safe highwall mining operations. The only fatality to occur during the last five years at a highwall mining operation was due to highwall collapse. There have also been numerous near-misses, several of which have involved extensive damage to equipment. In the central Appalachians, where the majority of highwall mining occurs in the U.S., hillseams are the most prominent geologic structures that affect highwall stability. Hillseams (or mountain cracks) are near vertical fractures in the rock that are formed in response to natural weathering and erosion of hillsides. They extend hundreds of feet down from the surface. They typically run parallel to the hillside, but they can also extend across narrow points or ridge lines. The hazard arises when rock slabs that form along the hillseams detach and fall away from the highwall face (See Figure 1). [ ] Unfortunately, it is impossible to control the location of hillseams or reliably detect their presence within a highwall. There are, however, a number of measures that can be taken to minimize the risk of failure associated with hillseams: Planning-Most operators choose to skip those areas of the highwall where a prominent hillseam daylights (See Figure 2). Existence of such areas is known for several weeks in advance of highwall mining; therefore, planning engineers can adjust the layout of highwall mining panels to locate barrier pillars within areas of questionable highwall stability. [ ] Inspection and monitoring-Daily inspection of the benches above the active highwall mining area is a prudent precautionary measure. A crack in a bench immediately above a highwall miner is shown in Figure 3. Simple displacement monitors may be useful for detecting movement along cracks that may precede a significant life-threatening failure. New tools, such as slope monitoring radar, may also prove useful in detecting motion of the rock slopes above active highwall mining operations. Good blasting practice-Most surface coal miners in the central Appalachians use pre-splitting and the familiar halfbarrels are routinely seen throughout the pits. Shorter delays along the face and longer delays between rows can direct more of the blast force parallel to the face, potentially doing less damage to the wall rock. In addition to pre-splitting, decreasing the burden, spacing and charge weight in drill holes close to the highwall will also decrease damage to the wall rock. Decreasing the highwall slope angle-Decreasing the highwall slope angle from 90° (vertical) to 70°-80°, especially in areas of known hillseam concentration, could eliminate the hillseam hazard (See Figure 4). This information circular presents data for 1960 on individual coke plants in the United States. All oven-coke plants in existence, whether active or idle at the close of the year, are listed in this report. With two exceptions, only beehive plants on which reports were submitted to the Bureau of Mines are included. Although the Bureau was unable to obtain reports from these two active plants in 1960, the number of ovens and annual coke capacity are estimates, based on previous reports filed with the Bureau of Mines. Accordingly, there were 73 oven-coke plants in existence at the end of 1960 of which 70 were active. Reports were received on 44 beehive plants of which only 13 were in operation at year end. Oven-coke plants are listed alphabetically by States in table 1 which shows the name and address of the company, location of plant, classification or type of ownership, number and type of ovens, annual coke capacity, and coal-chemical materials produced. The terms "furnace" and "merchant" plants used in this and all other reports of the Bureau of Mines designate the type of ownership. Furnace plants are those owned by iron and steel companies whose main business is production of coke for use in their own blast furnaces. Merchant plants are those associated with chemical companies, gas utilities, as well as those that produce for sale on the open market metallurgical, industrial, and residential-heating grades of coke and coal-chemical materials. The annual coke capacity shown for each plant in this table is based on the minimum coking time necessary to produce coke with qualities suitable for its intended use. Therefore, the annual capacity of a plant may change from year to year, depending on age and condition of ovens, the character and quality of coal carbonized, the grade of coke required, and other factors. For example, annual coke capacity of a coke plant primarily making foundry coke with longer coking cycles would be lower than one making blast-furnace coke. Also some ovens must be operated at slightly lower than normal flue temperature because of the condition of the refractories and maximum capacity would be somewhat lower than designed capacity. For this reason, the capacity reported to the Bureau of Mines may differ from the designed or rated capacity estimated by the coke-oven builders at the time of construction. For example, if the generally accepted standard coking rate of one inch per hour were used on all ovens to calculate total annual capacity, it would have been 80.4 million tons or 2 percent higher than the capacity reported to the Bureau. Because of the factors mentioned above, the annual coke capacity shown in this table is believed to be a reliable measure of the practical operating capacity of the industry.

"So much has been written on the ore genesis of the Comstock Lode that it is sufficient here to describe the original ores as consisting chiefly of quartz and some calcite. In places .a considerable amount of pyrite appears. There are also minor amounts of galena, chalcopyrite, and sphalerite. The chief silver minerals are argentite, stephanite, and polybasite. Most of the gold is native.A composite analysis of the ore; obtained by averaging the results from the early workings of several mines, is shown in Table 1.The history of the milling of Comstock ores from the Sixties to date would call for a review of the development of precious-metal metallurgy. However, a brief outline of the methods employed will give a better basis for studying the difficulties that are to be expected in the final retreatment of the remaining residues.In the earliest days amalgamation was accepted as the main recovery method. The large tonnage of good-grade ore from the Comstock Lode attracted the best metal¬lurgical talent of the time, and developed there the highest skill in the art of amalgamation, including the auxiliary chemical preparation of the ores and the mechanical operation. In this work 0.5 to 6.0 pounds of mercury was used per ton of ore. The mercury loss probably averaged about 2.5 pounds per ton of ore treated.The better grade of tailings from the ores milled were impounded, often near the works. In many cases the same tailings were reworked several times before they entered the main outflow waste stream that had its course down Seven Mile Canyon to the Carson River. Following the water course down the canyon the tailings were re-impounded, and, as metallurgy advanced, new plants were erected to again re-treat them. The most successful of these plants used forms of amalgamation, chlorination, and cyanide methods of recovery. To the tailings from the re-treatment plants, smaller tonnages of untreated tailings produced by milling lower-grade ore are continually added.Along the stream bed down the canyon a series of blanket runways were constructed, and each was independently operated for years by one or more men. All, or the heavier portion of the stream flow was run over the blankets; in this way much of the heavier concentrate, mostly sulphides and mercury products, was reclaimed.All of the residues finally entered the run-off flow along with the sewage from Virginia City and waste from the gas works, saw mills, and stables. As the accumulation along the bed of the Carson River became a nuisance, the lighter and better grade of tailings was impounded on the banks of the river. This accounts for the large dumps locally known as ""Douglas tailings."""

Tubular Handles can negatively affect the contents of the carpal tunnel. Years of injuries from grasping handles for tools and machines can cause carpal tunnel syndrome, tendonitis and wrist joint injuries. The can cause inability to use a hand and resulted in the longer absences from work than injuries from falls, accidents or fires.1 Cylindrical, tubular and rectangular handles are rolled flat structures. They place the hand on a rolled flat surface where the ends of the middle and ring fingers overlap the index and small fingers. They are pulled along a series of lines that contact the end joint of the index finger, the middle bones of the middle and ring fingers and the end bone of the small finger. Cylinders are pulled diagonally in the hand toward the carpal tunnel (CT) area. Gripping in this manner tenses asymmetric muscle groups in the forearm. Handles could work better if they do not place pressure on the CT and conform to the natural function or neutral hand position where the hand rests or dangles at the side of the body, the finger tips form a diagonal, the palm and fingers form a cup, the thumb rests between the index and middle fingers and the wrist is mildly extended. However, handles designed for the neutral position are pulled by diagonally oriented fingers into the valley between the thenar and hypothenar muscles where they can compress the median nerve and tendons exiting the CT. Seven principles for handles that do not place pressure on the carpal tunnel and employ optimal hand position are presented. First, handles should align the ends of the fingers parallel to the horizontal crease and not diagonally. Second, handles should extend from the cupped fingers to meet the muscles at the base of the thumb on the radial side of the hand and extend further on the other or ulnar side to meet a portion of the small muscles. Third, handles should have a recess on the proximal side to prevent contacting or placing pressure on the carpal tunnel. Fourth, handle design should be based on hand measurements in a position of function. Fifth, handles should come in sizes. Sixth, handles should be placed on tools to maintain the wrist and elbow in neutral position. The seventh is handles should support the maximum area of the hand and absorb, but not direct, vibration to the carpal tunnel. These principles led to prototypes and patents for handles for gripping, pinching and squeezing2,3,4 . The poster will illustrate and explain the principles Bonsil handles. Research, with existing tools, is needed to substantiate claims made for the Bonsil handle.

"Reflector button signs similar to those used to attract the attention of motorists on the public highways at night are now being used to good advantage by a few mining companies in underground workings for danger, warning, direction, and safety signs and signals. Most safety signs and signals used in underground mining are of the electric light painted-board, or enameled or porcelain metal-plate,type, all of which have good features as well as some disadvantages; among the disadvantages are: The filament of electric incandescent lamps is prone to ""burn out"" occasionally anti usually the lamps are not replaced promptly; painted-board and enameled or porcelain metal-plate signs can be seen only a short distance and often are ""passed up"" unintentionally by employees, consequently these signs do not always serve the purposes intended and may be the cause of injury or death through failure to warn the men of danger.The advantage of using reflector button signs in mines or underground workings is that the cap lamps or headlights with which employees and locomotives generally are equipped, if directed at these buttons will reflect the light back to its source, and if they are arranged to spell words of warning or direction, or if suitable symbols are used, they are discernible and can be read at a distance of several hundred feet. The distance the light is reflected depends largely on the color of the buttons used. The reflector buttons also in many instances can be used to good advantage in conjunction with other methods previously mentioned.Several types of reflector buttons are available, among them the flat-lens type with mirrored metallic foil or plate back, the facet-cut-lens type with a mirrored metallic foil or plate back, and a type with a hemispherical smooth lens with a parabolic mirrored metal back. Lenses for the different types are available in several colors. Crystal, amber, red, and green are the colors of the buttons used to the greatest extent in underground signs up to the present time. These buttons may be had in different sizes, also.It has been observed that crystal-colored buttons reflect light the greatest distance (about 1,000 feet) and red-colored buttons the least (about 500 feet); reflection from green and amber colors ranges somewhere between the red and crystal colors in distance.Reflector buttons for underground use should be designed to reflect light a maximum distance; they should be made of materials that resist oxidation and corrosion, especially of the mirrored backs, and should be relatively free of protruding parts or projections that will collect dust.Reflector buttons approximately 3/14 inch in diameter seem best suited for underground use in general because fewer reflector units are required for a signal of given size."

Objective To develop a passive, inexpensive technique for monitoring explosion overpressures within sealed areas in underground coalmines. Background From 1994 to 2000, seven explosions of methane and/or coal dust occurred within the worked-out, sealed areas (gobs) of underground U.S. coal mines. These explosions, believed to have been started by lightning, destroyed many seals and caused much damage external to the sealed area. One gob explosion went undetected until the mine operator reopened the sealed area and discovered the damage. Fortunately, these gob explosions did not cause any fatalities or injuries. Because lightning occurs in just about all mining areas, several questions arise. Could gob gas explosions be occurring in other sealed areas and going undetected? If so, what is the magnitude of the resulting explosion overpressures? The Pittsburgh Research Laboratory (PRL) of the National Institute for Occupational Safety and Health (NIOSH) undertook a study to identify and evaluate passive measuring devices to monitor and quantify the overpressures associated with such explosions. This work was done in parallel with full-scale explosion experiments for evaluating the strength characteristics of seals used for isolating areas in underground coal mines. Approach Evaluation studies were done in PRL's 20-liter explosion test chamber and in the full-scale Experimental Mine at Lake Lynn Laboratory to evaluate the response and accuracy of various commercially available automobile tire pressure gauges to overpressures generated from gas and dust explosions. The first series of tests was done in the 20-liter chamber, which is used to study the explosibility and inerting of fuel dusts and gases. Data from the tire pressure gauge tests were compared to the pressure-time data obtained from the 20-liter chamber 's traditional electronic strain gauge pressure transducer recorded on a high-speed data acquisition system. To evaluate the tire pressure gauges, the valved inlet (tip) of the candidate pressure gauge was removed and the body of the gauge was cemented with epoxy into a 0.25-in pipe elbow and attached to the outside of the test chamber. A second series of tire gauge evaluation tests was done at Lake Lynn during explosion-resistance testing of seals used in underground coal mines. Full-scale seals (20 ft wide by 8 ft high)were constructed as one wall of a 2,000-ft3 chamber and exposed to a series of methane explosions. Average overpressures ranged from20 to 80 psi. The seals were built with various strength materials ranging from 7 to 48 in thick. The modified tire gauges are attached on the outside of the chamber to a 0.25-in NPT pipe that extends into the chamber (figure 1). The axis of the gauge is mounted at a right angle to the plane of the seal to minimize the coupling of any seal movement to the stem of the gauge that may cause inaccurate readings. The internal explosion pressure history is recorded with a strain gauge pressure transducer mounted inside the chamber. Methane is injected into the chamber, mixed with air, and ignited with an electric spark located at the geometric center of the chamber. Maximum explosion overpressures are recorded and compared with the tire gauge pressure.

In an experimental study by the Bureau of Mines, in cooperation with National Lead Co., the roast-flotation process was found to be an effective means of upgrading certain cobalt-nickel stockpiles. The research was undertaken to determine whether the process could yield an enriched feed, with a minimum cobalt content of 6.0 percent, for the company refinery. The stockpiles (products of the company Fredericktown, Mo., milling operations) were essentially complex sulfides of cobalt, nickel, copper, lead, and iron, 1 sample of which contained 2.84 percent Co and 3.57 percent Ni. After a controlled oxidizing roast at 400° C., laboratory flotation with conventional sulfhydric reagents yielded an enriched concentrate analyzing 9.22 percent Co and 11.43 percent Ni, with recoveries of 84.9 and 85.8 percent, respectively. These are typical laboratory data; other data indicated higher grades were possible but at reduced recoveries. A brief, continuous campaign verified the applicability of the process to the raw material in question but was not continued long enough to establish optimum conditions. As a consequence, the results of the large-scale tests did not equal those obtained in the laboratory but definitely confirm the beneficiation possible from the roast-flotation process.

In restricted vertical working heights such as low-seam coal mines, workers are forced to assume kneeling or squatting postures to perform work. These postures are associated with increased risks for the development of significant knee pathologies such as meniscal tears and osteoarthritis [1,2]. Previous research has shown an increased applied knee flexion moment when kneeling in high flexion [3]. However, these models have been applied to flexion up to 140° which neglects contact between the thigh and calf which occurs beyond 140°. In addition to thigh-calf contact, when kneeling near full flexion there may be additional contact between the heel and gluteal muscles. To the author?s knowledge, heel-gluteus contact has not been previously investigated, but thigh-calf contact has received some attention. Zelle (2007) reported thigh-calf contact forces up to 30% bodyweight (BW) [4]. Zelle (2009) reported decreased knee forces when accounting for thigh-calf contact [5]. Caruntu (2003) reported erroneous force and moment estimations when thigh-calf contact was neglected from models to determine muscle and ligament forces [6]. In this study thigh-calf and heel-gluteus contact forces were quantified to determine their effect on the externally applied flexion moment in high flexion.

This is the third of a series of reports on a survey of petroleum prod- ucts manufactured on the Pacific Coast from California crude oils. California crudes differ in many characteristics from the petroleum produced in the other parts of the United States, and the claim has been made that some of the present Federal Specifications for petroleum products tend to discriminate against Cali- fomia products. The purposes of the present survey are to determine what par- ticular specification requirements Califomia petroleum products characteristical ly fail to meet, how widely the products deviate from these requirements, and if possible to show whether the fault lies with the specifications or the products, or along what lines investigation to determine this question should proceed. The first report of the series gave the physical and chemical properties of the samples of gasoline and mineral spirits. A second report**, gave the physical and chemical properties of samples of lubricating oils. The present report deals entirely with burning and fuel oils. The refin ing companies have continued their very cordial and helpful cooperation. Seven samples of kerosene, four samples of Diesel fuel and eight samples of fuel oil were obtained. The methods of analysis used are those adopted by the Interdepartmental Petroleum Specifications Committee, published by the Bureau of Mines in Technical Paper No. 323. The specifications used for corparison are those officially adopted by the Federal Specifications Board for the use of the various Depart- ments and Independent Establishments of the Government, effective February 3, 1923, and published by the Bureau of Mines in Technical Paper No. 323, Part 1. Specific gravity, degrees A.P.I., viscosity and other special tests al- though not required by the specifications have been given for comparison. All temperatures are recorded in degrees Fahrenheit. Tables have been prepared giving data on physical and chemical propertios of the individual samples. Before each table the classification and specifica- tions for the particular class of oil considered in the table are given. Follow- ing each table, brief notes show wherein samples deviate from specification re- quirements.

The Other South Pacific Island states extend from Palau, also called Belau, near the Philippines in the west, to French Polynesia in the east. However, a number of countries and territories have been omitted, from this chapter because their mineral production was insignificant to the local economy. These include the French over-seas territories of French Polynesia and Wallis and Futuna Islands; independent states, including Kiribati, Marshall Islands, Micronesia, Palau, Tonga, Tuvalu, and Vanuatu; the New Zealand freely associated state of the Cook Islands, and the New Zealand dependency of Niue. What mineral production existed in these islands was limited to construction materials such as coral reef limestone, crushed stone, and sand and gravel in minor quantities solely for domestic consumption. FIJI The mineral industry of Fiji continued to be dominated by gold, although this sector contributed less than 1 % to the gross domestic product (GDP) of the country. Gold and silver together ranked second in value among the country's exports. Fiji's economy contracted 11% during the 8-month period following the first, on May 14, of two military coups. Although the island nation had been a member of the British Commonwealth of Nations since its independence on October 10, 1970, Fiji's membership terminated with the emergence of the Republic or Fiji on October 15.

The Bureau of Mines conducted research to simulate in situ leaching of a porphyry copper sulfide ore. The purpose was to determine the effects on copper leaching of additions of NaCI to a conventional sulfate leach system and to analyze the oxidant requirements and the oxidation products that resulted from leaching of the sulfide minerals in the ore. Baseline sulfate and sulfate plus 2-pct-NaCl-leach-solution experiments employing 167-kg (367-lb) and 152-kg (333-lb) charges, respectively, were conducted. The minus 25.4-cm (10-inch) ore was leached at 90° C under flooded conditions with 2.8 MPa (400 psig) of oxygen bubbling through the system. Sixty-seven pct of the copper was extracted in 1,236 days of leaching in the NaCI experiment, whereas 47 pct of the copper was extracted in 913 days of leaching in the baseline experiment. Diffusion into and out of the ore fragments controlled the rate of leaching, which precluded enhancement of the leach rate by the chloride ions. The calculated oxygen consumption was 3.17 kg/kg of copper extracted in the baseline experiment and 3.46 kg/kg of copper extracted in the experiment to determine the effect of chloride ions.

The effect of slag composition on lead losses to slags and on the behavior of associated accessory elements in lead blast furnace smelting has been studied by the Bureau of Mines. Equilibrations of 30 g of lead and synthetic slag doped with Cu, In, TI, and Sb at 1,200° C in CO-C02 atmospheres revealed the importance of the FeO:Si02 ratio and the basicity ratio, (CaO+MgO):SiO2, of the slag. Lead losses to slags increased with an increasing FeO:Si02 ratio and decreased with an in-creasing basicity ratio. Copper and indium distribution coefficients, [Lx =] increased from 15 at the lower basicity ratios to near 60 at higher basicity ratios. LTI values increased from 20 to 150 as slag basicity increased. Lcu, Lin, and LTI were relatively in-dependent of the FeO:Si02 ratio, but increased with greater amounts of accessory elements in the system. Antimony distribution alone was shown to be strongly affected by FeO:Si02 ratio, although data were scattered. LSb values ranged from 20 to 800 and decreased sharply with increasing FeO:Si02 ratios. The basicity ratio and the level of accessory element load did not have any noticeable effect on LSb.

The mineral industry in Burundi continued to be a minor contributor to the 1980 gross domestic product (GDP) estimated at $293 million in constant 1970 prices.2 Mineral export revenues, primarily from cassiterite, increased by a factor of 15 between 1979-80, reaching approximately $434,000 by yearend 1980. Gold, bastnasite, colombite-tantalite, and wolfremite continued to be exploited on a small scale, using manual and semimechanical methods. Despite a sharp decline in mining activities during 1979, attributed to a lack o? profitability and shortage of construction materials, the mining sector exhibited signs of recovery during 1980. The mineral exploration budget grew 32% over 1979 levels and was equivalent to approximately $42,000 in 1980. In addition, the Burundi Geographical Institute (IGE BU) was created in September 1980 and given responsibilities to collect cartographic, topographic, hydrogeologic, and other geomorphological data., SONIBUROM, the Burundian and Romanian Government joint mineral corporation, conducted mineral deposit inventories during 1979-80 and has been charged with exploiting some of these as yet unspecified resource areas. Another Burundian-Romanian effort, called Mabaya-Butahana, was initiated to search for gold deposits. Meanwhile on the Ruzizi plain, alluvial gold prospecting, with an estimated grade between 0.2 to 1.0 gram per ton, was carried out on a small scale.

After an analysis of the hazards of room-and-pillar retreat mining systems, it became apparent that safety could be significantly improved by considerations of (1) human factors, (2) remotely controlled mobile roof supports (MRS=s), (3) mine layout designs, and (4) ground monitoring systems. Initial studies of the effectiveness of MRS=s focused on their interaction with mine strata and evaluations of suitable measurements for detecting roof stability problems during pillar extraction. These studies indicated that overall stress distributions and strata movement were most influenced by the stiffness of coal-measure rocks and the design of mining layouts. Thus, to improve worker safety, mine layouts should be carefully designed and a pillar extraction method chosen for specific geologic and stress conditions. Pillar failure was often associated with an increase in pressure on the hydraulic gauges of the MRS, and roof failure was often preceded by rapid changes in the rate of roof-floor convergence. These studies led to development of a monitoring system that displays loading rate on an MRS in real time. A major MRS manufacturer cooperated in installing and testing the system on an MRS. New field studies focus on evaluating the performance of the system, measuring roof-floor convergence, and optimizing the safety of MRS operations through proper mine layout design.

"The economic features of coal mining must take into account the drain on the man power. Study over a recent 5-year period reveals an average yearly loss of 2,125 underground men, of whom 1,182 are killed by falls of roof and coal, and according to recent data compiled by the Bureau of Mines it is estimated that 54,000 men sustain lost—time disabling injuries from the same cause.Under normal activity of the mines approximately 50 lives are taken by falls of roof during every 10 days the mines are operated, or 5 persons are killed per day, which, at a compensation charge of $5,000 each, amounts to $25,000 per day. Add to this the similar number killed by causes other than by falls of roof and we have $50,000 as an approximate daily fatality charge for each day the mines operate. On the basis of 200 working days per year, this amounts to the alarming figure of $10,000,000 annually. An investment at 5 per cent to yield this amount would require $200,000,000, which is equivalent to a capital investment of $0.40 per ton of coal, produced annually, on the basis of 500 million tons. These figures apply only to fatalities for which a fixed or stated amount is paid for compensation and do not include the compensation and hospitalization paid for the approximately 103,000 upon whom idleness is enforced by a lost-time disability injury. In one State having an annual production equal to approximately 30 per cent of the total bituminous production of the United States, the most recent data shows that for each fatality there are eight serious injuries causing 60 days or more lost time. The frequency rate of accidents for that State is less than the average for the United States, and so a conservative comparison may be made by using the figures of that State in estimating the total serious injuries, which gives 16,000 as losing 60 days or more. The average number of underground employees in the coal mines of the United States for the past 10 years has been approximately 570,000; the annual underground fatalities amount to approximately 2,000 and non-fatalities to 108,000, or a total of 110,000, which means that one out of every 5.17 employees ,or 19.3 per cent, receives an injury which results in either a fatality or a lost-time disability; this figure in a little over five years will reach a number equivalent to 100 per cent of all underground workmen. Against this is the record of many miners who have worked 25 years or more without a lost—time disability injury, indicating that coal mining is not necessarily productive of injury or death to workers.In the matter of falls of roof, it is found that 85 to 87 per cent of all fatalities occur at the working face, face of a room or entry, or in pillar work. It is at the working face that the greatest roof hazards are encountered, and when about 75 per cent of the underground employees spend approximately 90 per cent of their working hours at the face, it is logical that there is where injury is most likely to occur.Although the roof hazards may vary in different beds of coal, experience has proved that roof hazards can be successfully controlled in all coal mines, essentially regardless of the character of the roof if constant care and attention are given by the management and employees in applying the principle of safety. In almost every mining district some companies maintain an extremely low frequency rate of injury, whereas in the same district with essentially the same roof conditions the opposite is true.A study has recently been made of a number of reports upon fatalities in one district of one of the principal coal—producing States and it showed that 50 lives had been lost at 23 mines as the result of falls of roof or sides. These reports were made by the mine officials, safety engineers, and safety committees and an attempt was made to give both the cause and the person or factor responsible for the fatality. In order to assist the various Federal and State agencies using large quantities of coal to select coal best suited technically and economically to their use, the United States Bureau of Mines has placed at their disposal a fuel inspection service. As part of this service, inspections are made at the mines which propose to furnish coal to these agencies on contracts. Such inspections cover both the mine itself to ascertain its capacity to fur- nish the desired tonnage and quality of the coal, the preparation of the coal in the tipple, and the obtaining of samples for analysis to determine the quality of coal as shipped. To insure that the sample sent to the laboratory for analysis is representative of the average quality of the coal, increments are taken at intervals until a gross sample of about 1,000 pounds of coal has been collected from each of the sizes of coal shipped by the mine, while coal has been coming from all parts of the mine. In reducing this gross sample to the small sample which is sent to the laboratory for analysis it is necessary to crush and quarter the coal by a certain standardized method until only 5 or 6 pounds of coal small enough to pass through a 3/16-inch square-mesh screen remains. The ordinary method which the bureau has followed was to crush the coal by hand with a tamper, such as is used for tamping concrete, on some hare smooth surface and to reduce the volume by quartering and riffling. During the past few years the demands from various Federal and State agencies for this service have been increasing rapidly in respect to bituminous coals. In addition to this, which might be called the normal increase, numerous requests have been received for similar service in respect to anthracite. It was obvious that if this increased demand was to be met it would be necessary either to increase the force allotted to this work or to provide the present force with some means by which their work could be made more effective. A care- ful survey of the situation showed that the greatest amount of time was consumed in trans- porting the men and their equipment from mine to mine in the same district, and in reducing the gross sample to the small finely crushed sample which is to be sent to the laboratory. Both of these phases of the work could be greatly accelerated by providing a motor truck of suitable speed and capacity, carrying a power-operated crusher, and the proper auxiliary equipment to store the gross sample as collected and to reduce it in volume efficiently after it has been crushed. Such a truck has been provided and placed in service. In the eight months it has been in operation the desired results have been fully attained. About twice as many samples as usual have been taken during that time by the same 2-pan crew assigned to this work. Many of the mines in the eastern part of the United States are in hilly or mountainous regions and can be reached only over rough, practically unimproved roads. Hence the speci- fications for the truck were drawn to cover high-quality, long-life trucks, in order that

"Information gathered during recent months by field men of the U. S. Bureau of Mines shows that in one State alone there have been 71 fatalities from electrical causes during the last 51/2 years, of which 55 were from contact with mine trolley wires operated at 250 volts or less, direct current. The 1928 law relating to the guarding of trolley wires in the-mines of this particular State reads: ""All trolley wires carrying a voltage of class 2 must be properly shielded except where the same are at least 61/2 feet above top of rail."" Class 2 voltage is defined as being ""between 300 volts and 600 volts direct current, or 240 volts and 480 volts alternating current."" From this it may be inferred that no guards are required, for 250-volt trolley wires, and the natural conclusion to be drawn is that the lack of guards or shields must be held responsible for these fatalities. To prevent fatalities from this source, it has been advocated that every foot of trolley wire in mines should be guarded. While some such drastic step may appear to be amply justified, a closer examination of the records shows that lack of guards is not entirely responsible but rather that carelessness and neglect in the observance of certain well-established simple rules concerning installation and location of trolley wires must also bear a share in the responsibility. In -other words, if trolley wire is installed carelessly and its maintenance neglected, failure may be expected of any guards that have been put up.There are a-number of factors affecting safety as related to trolley wires in mines, among which the following may be enumerated.1. Installation relative to track and passageways.2. Guarding.3. Maintenance.4. Discipline.Acknowledgment is made to D. Harrington and K. L. Marshall of the safety division of the bureau for assistance given in securing data on cost of installing guards for trolley wires.The statement that fatalities should not be charged in every case to lack of guards is supported by the following example: A man operating a locomotive was electrocuted when the trolley wheel jumped the 250-volt trolley wire and allowed it to sag against his shoulder. He was sitting in the regular place provided in the locomotive, but the wire was 11 inches inside of the rail and only 39 inches above it where the wire touched him, or 11 inches from the roof at a distance of 12 feet from the nearest hanger. The accident occurred between two hangers 44 feet apart, and the trolley wire was inside the rail over the entire distance, being 2 inches inside at one hanger and 10 inches inside at the other hanger. A bolt in the roof indicated that there had been a hanger at one time between the two on the 44-foot span.This example is a violation of good practice in the installation and maintenance of trolley wire. In the first place the wire should have been outside instead of inside the rail. In the second place there should have been at least one intermediate hanger so that the span would not be so great and the sag would be reduced. Furthermore, it is possible that the wire was not taut enough even when the intermediate hanger was in place.To provide a degree of safety for men in the mines certain coal-mining States, recognizing the need, have enacted laws to regulate the installation of trolley wires. These limit the distance that the wire must be kept outside and above the rail. Thus, the 1927 mining laws of Ohio specify that:"

The Bureau of Mines as part of its research effort to minimize the generation of hydrometallurgical waste, investigated a sodium sulfide leaching-electrolysis procedure for treating hydrometallurgical residues for elemental sulfur and base-metals recovery. Research was conducted on a leaching residue from a lead concentrate. The following procedure was developed. 1. The elemental sulfur was dissolved as polysulfide with an Na2S solution. 2. The resultant metal sulfide bearing residue was oxidatively acid leached in a cationic membrane electrolysis cell; the metals were solu¬bilized at the anode, and a base was generated at the cathode. 3. The elemental sulfur was recovered from the polysulfide solution by neutralizing with the acid in the anolyte. Byproducts of the neutralization were H2S and a sodium salt solution. 4. Sodium sulfide was regenerated by reacting the H2S byproduct with the base in the catholyte. 5. Lead as PbCL2 was recovered from the anode residue by brine leaching, and the other metals were recovered from the sodium salt solution as metal sulfides. 6. The barren filtrate from the metal sulfide precipitation constituted the recycled electrolyte. Ninety-eight percent of the elemental sulfur, 98 pct of the lead, and up to 80 pct of other accessory metals were recovered from a residue obtained from the FeCl3-NaCl leaching of a lead concentrate.
