In Maryland, coal mining is confined to Garrett County and the western portion of Allegany .County. Terrain in both counties is predominately level with rolling hills; state law prohibits surface mining in steep slope areas. The Conemaugh and Allegany geologic formations contain five major minable fields or basins. These include: Upper Youghiogheny, Lower Youghiogheny, Castleman, Upper Potomac, and Georges Creek. Maryland's coal reserves are estimated to exceed one billion tons. Approximately 490 million tons of bituminous coal are considered recoverable using conventional mining methods. After World War 11, deep mining declined in Maryland, and by 1977 surface mining accounted for 91 percent of the total production. Since then, production at underground mines has recovered, accounting for 69 percent of the coal production in 1991. Maryland's permanent regulatory program was fully approved February 18, 1982. Its Abandoned Mine Land Program was approved June 16,1982.

The mining law of the Belgian Congo does not cover the Province of Katanga nor the District of Kivu (in Eastern Province). Regulations of the Comité Spécial du K tanga are in force in Katanga and those of the Comité National du Kivu in Kivu. The three laws differ only in detail, and grants made by the Comité Spécial du Katanga or by the Comité National du Kivu must be approved by the Ministry of Colonies. The following résumé is designed to coordinate the three sets of regulations.

The Bureau of Mines, through research and development contracts with the FMC Corp., has developed and tested two automatic fire sensing and suppression systems for large haulage vehicles. This work was undertaken to enhance driver safety, to lessen substantial property damage from fires on large trucks, and to increase the vehicle operator's productivity. One automatic truck fire protection system protects both the engine compartment and brake rid areas, while the second system is used in the engine compartment and fuel tank area. Both systems have redundant fire-sensing capabilities and manual override controls. Upon sensing flames and/or heat, the systems suppress the fire with pressurized, E-C class dry chemical. Both fire protection systems are flexible in design and can be modified for use on other mobile minim' equipment. Prototypes of both systems have been subjected to long-term, in-mine validation testing and actual Eire tests on 100-ton-capacity trucks at the Puma mine near Tucson, Ariz., and the Erie mine at Hoyt Lakes, Minn. During the 4-month endurance test of the first system at Pima, an accidental flash fire occurred in the test truck while it was working in the pit. The system successfully sensed and automatically extinguished the fire with no injury to the driver and little damage to the truck.

The United States Bureau of Mines has within its ranks a group of engi- neers who are engaged in working out quarry problems, the solution of which will be of general benefit to the industries involved. The problems undertaken are approached in a systematic and thorough manner, all the evidence for and against any proposed change or new development being collected as carefully as an attor- ney would prepare his data on an important case. Unlike the attorney, however, the Bureau engineer does not take sides; his judgment is based entirely and in- partially on the array of facts presented. In order to gain the desired infor- mation he visits many plants, consults with the leaders in the industry, works out experiments in his laboratory, and supplements this information with a stu- dy of all available literature already published on the subject in any part of the world. As an engineer who has for eight years conducted such inquiries in the stone industry, I propose to discuss the Bureau of Mines viewpoint; and it may be of interest to consider with me in a brief and general way the engineer's method of looking at quarry problems, and some of the results attained through past and present labors. While the Bureau has conducted no investigation directly for the crushed- st one industries, two years of investigative work at cement-plant quarries, and work now being conducted at lire-plant quarries, has a very direct bearing on the problems of the crushed-stone industry, since stripping, drilling, blasting, loading, and transportation are similar in many respects in all stone quarries. The results of cement-plant quarry investigations are to be found in Bureau of Mines Bulletin #160. State governments are increasing their efforts each year toward promoting the safety of miners .. Accidents underground are being avoided and mines made safer by means of revising and adding to their mining laws , by enforcing them through mine inspection departments , and by hearty co - operation with other agencies working miners ' safety . The U. S. Recognizing the dynamic nature and possible range of toxic concentrations in the impending fume cloud prior to undertaking explosive blasting can reduce potential hazards and mitigate related incidents. The scaled cloud model was formulated to predict the relevant (major) toxic components in fume clouds released by nonideal mining explosives used for surface blasting. Natural turbulence unceasingly disperses the toxic molecules, widening (inflating) the fume cloud while diluting the concentrations, ultimately rendering nonhazardous conditions. The threshold cloud size depends upon the type and quantity of total explosives used and the cloud's thermodynamic condition. Though the scaled theory works for fume clouds with irregular (odd) shape, an equivalent upright cylindrical form is useful for rendering simple riskhazard scenarios. The cylinder's projection downward on the underlying terrain yields a circular 'shadow' marking the region threatened, thereby permitting a rough estimation of the potential hazards, were the cloud to settle down there. Wind causes the cloud to drift while it expands, so the shadow travels while it grows, until the risk hazard process is truncated at the nonhazardous threshold. The overall relative fume toxicity (RFT) is taken from the traditional Russian RFT rule, which utilizes only the two fume components that tend to dominate the resultant toxicity: carbon monoxide (CO) and total nitrogen oxides (NOx). Tabulated constants that characterize the fume spectrum in the cloud model were resolved for ammonium nitrate (94%) with fuel oil (6%), ANFO-94/6, using a refined thermodynamic work-principle. Comparable results were found with the reduction factor technique, when test results from the underground fume chamber were readjusted to reflect nominal field shooting conditions.

The necessity for protection against the hazards of lightning manifests itself from time to time in the mining industry by reason of loss of life, damage to electrical equipment, fires in surface structures at mines, and accidents in the handling and use of explosives. This paper is intended to assemble, correlate, and present some of the salient. points embodied in the available literature on the subject and at the same time give some factual data concerning instances of such loss of, life and damage to property, with special application to the mining industry The annual loss of life and destruction of property by lightning is considerable; the former may be prevented to a limited extent, though use of common sense as to exposure is required and not always followed; the latter can be prevented to a considerable degree. The manufacturers of electrical equipment,, through improved types of lightning arresters,, have done much toward the protection of electrical equipment, with consequent safeguarding of life and of property. Education based on unfortunate experiences has gone far to discourage the handling of explosives and blasting accessories during thunder storms, especially in open pits and quarries, and to a much smaller extent in underground workings. The lowly lightning rod plays an important role in the protection of certain types of buildings (especially isolated buildings), stacks, monuments, and other structures. LIGHTNING PHENOMENA In 1751, Franklin proved that lightning was simply a visible display of electricity - an extended spark; and until a generation ago little had been added to his exposition, to define the various phases of the phenomenon. "Welfare endeavor in connection with both the metal and the coal mines of Utah has shown gratifying progress during recent years, and in most mining towns of the state, both the operators and their employees deserve much credit for the efforts put forth to better the living, working, educational and recreational conditions. Progress has been and is being made, but there are still a few important towns where purer water and better sewage disposal are pressing needs.In the older metal-mining towns that are incorporated and are independent of the mining properties operating in the vicinity, less opportunity is presented for the companies to exercise efforts looking toward improved welfare conditions than in company towns controlled by the mine operators.However, even in such towns the companies can do much to better welfare conditions, as shown by the progress in Bingham Canyon during the past several years. The Utah Copper Company has spent $800,000 since 1920, in the erection of modern brick cottages, apartment houses and the Germnell Memorial Club. The cottages and apartment houses have every convenience to be found in up-to-date city homes. The Gemmell Memorial Club erected and equipped at a cost of $175,000 was provided by the company for the benefit of the Utah Copper employees living in the canyon and has been made the recreational center for the camp. Another improvement is the $100,000 fireproof hotel built by the United States Mine of the United States Mining, Smelting and Refining; Co. in the Copperfield section of Bingham Canyon. This hotel will accommodate 105 men exclusive of hotel help and has all the conveniences of a city hotel."

A line of cordeau detonating fuse was placed in hole No. 2, no electric detonators being used in the hole. After 12 or 13 cases of 40 per cent nitro starch powder had been poured into the hole in loose form, it was found that a space of only 17 ft. remained for stemming. It was decided that space for an additional case of powder might be obtained by tamping the charge. The tamping was done with a heavy plunger, about 3 or 3 inches in diameter and 10 inches long, made of lead with an iron core with an iron eye in the top to which a 3/4 inch rope was attached, and weighing between 30 and 40 pounds. This weight was intended for use in sinking explosive in wet holes, and not for tamping. It is estimated that the tamping had continued at least 10 The quarry superintendent had gone a considerable distance for a box of powder, returned, and reached a point about 10 feet from the hole, minutes.

"The General Leasing Law, which provides for the leasing of deposits of coal, oil, oil shale, gas, phosphate, and sodium in public lands, was approved February 25, 1920.One of the outstanding features of this legislation is the fact that it opens for prospecting and exploitation lands and deposits which have been withdrawn from public use, some of them for several years, pending enactment of legislation better fitted to control the mining and utilization of the particular mineral deposits referred to. These lands are not only made available to the public, but they are opened up under a system which defines better than was ever done in the pas the rights which may be acquired under it.The oil operator, for example, under this legislation will know definitely the extent of the rights he has acquired, as well as the legal conditions under which his expensive drilling and other work of exploration are to be conducted. No longer will he be harassed by the possibility that while he is spending his capital in drilling operations in an effort to make a discovery of oil, his legal rights be contested, in which event the superiority of his claim can only be upheld -- if at all -- after long and expensive litigation. By the same token the coal operator will now be free from the embarrassing restrictions of the old coal-land laws respecting the amount of such land which may be purchased by one person.At the same time that these advantages are being enjoyed by the operators, the public will be guarded against wasteful methods of drilling and mining the oil and gas, and coal deposits, and the other mineral substances enumerated in the act, to the end that these products of Nature, which can not be replaced, may be utilized with a minimum of loss."

Bureau of Mines laboratory tests show that ilmenite concentrates with titanium dioxide contents as low as 33 wt--pct can be beneficiated to produce a crystalline substitute for natural rutile suitable for direct chlorination. The synthesized product prepared by a three-step procedure was comparable with natural rutile in titanium content. Reduction smelting of ilmenite removes iron as a pig iron byproduct, and the remaining slag phase is greatly enriched in titanium. Oxidation of the slag in the presence of phosphorus¬bearing slag additive converts the titanium-bearing phases to discrete rutile crystals and a glass phase containing most of the associated impurities. Rutile is separated from the glassy impurities by attrition scrubbing ground slag in dilute phosphoric or sulfuric acid solutions. Tests made in a laboratory fluid-bed reactor show that synthetic rutile responds to chlorination at the same rate as natural rutile and that more than 95 pct of the titanium contained in the feedstock was extracted as titanium tetrachloride.

An evaluation was made of one of several improved underground communication systems sponsored by the U.S. Bureau of Mines. The system evaluated was installed in a typical metal/non-metal room and pillar mine and utilized UHF repeaters connected to a unique distributed antenna and passive reflector system which provided mine-wide communications. A microprocessor controlled data collection system was assembled and installed for the evaluation. Data consisting principally of times and durations of messages and identities of the originating transceivers was collected between February and August of 1982 (6 mos.). Analysis of the data shows that the principal benefits are reduction in time required for unscheduled maintenance and repair, enhancement of safety, and better coordination of production activities. A cost benefit analysis shows a net benefit over cost, although it is also concluded that the capacity of the system is greater than can be justified by current activity in the mine.

Since the passage of the Coal Mine Health and Safety Act of 1969, the Bureau of Mines has made many advances in mine communications. These efforts have resulted in the following developments and demonstrations: • Surface-to-surface electromagnetic transmission of baseband voice signals through overburdens as deep as 600 feet. This transmission was achieved with equipment from the Interim Mine Rescue and Survival System Program, and demonstrated that baseband voice communications could be obtained through these overburdens in the absence of mine-generated noise; that is, when the mine power system was shut off. However, during mine operational conditions, the mine-generated noise proved to be so large that effective baseband voice communications to the desired depths could not be effected. • The development of beacon transmitters for locating trapped miners. This work was again the outgrowth of the Interim Mine Rescue and Survival System. Extensions of this work have led to reliable detection and location of trapped miners to depths of 1000 feet. The system, which makes use of a loop antenna deployed where the trapped miner is located, uses low-duty-cycle, tone-burst transmission. Portable tuned receivers and loop antennas are used on the surface to determine the location of the trapped miner. An extension of this work has led to a call-alert paging system concept, wherein a transmitter, similar to that used in the trapped miner system, is used to audibly and/or visually alert key mine personnel carrying pocket receivers that they are wanted at the nearest mine telephone. In addition, a roof-bolt paging system has been developed, wherein commercial paging and mine carrier phone equipment are used in conjunction with a long-wire "roof bolt" antenna to page individuals and relay to them short voice messages.

During a mine fire or other emergency, it may be desirable to reverse the airflow in order to provide an escapeway or to isolate a fire. Also, (in colder areas, the airflow may be reversed to prevent ice buildup. When reversing main mine fans, the mine operator usually does not know what operating characteristics of flow and pressure to expect. Laboratory a field tests of vane axial main mine fans in the 7- to 9-ft diameter size range were conducted to establish forward and reverse performance characteristics under controlled conditions and at typical mine installations. The data obtained suggest that reverse performance characteristics are dependent upon the blade angle and the hub to tip ratio. There is also evidence that reverse performance can be predicted for a family of blade angles and a given hub to tip ratio. Generally, quantity of air is 30% to 65% less in reverse than when operating in the normal forward mode.

Fire has long been a concern for underground mine workers. A mine fire can occur at any time and can result in a partial or total evacuation of mine personnel and the loss of lives. Fires can grow rapidly. Time is the critical element. Prompt detection, timely and accurate warnings to those potentially affected, and a proficient response by underground miners can have a tremendous impact on the social and economic consequence of a small underground fire. Fire preparedness and response have components of technology and people. These components can work synergistically to reduce the time it takes to bring the system back in balance. This report deals with the preparedness of miners to respond to underground mine fires. It is intended to aid the mining industry in understanding the various roles of emergency responders and the training techniques used to increase their skill levels. The report also presents a technology overview to assist in effective response to mine fires.

Exposure to excessive noise over time can cause permanent hearing loss. Workers in the mining industry are frequently exposed to A-weighted sound levels in excess of 90 dB. The A-weighted sound level at the roof bolter operator’s location can exceed 100 dB while drilling. The National Institute for Occupational Safety and Health (NIOSH) measured the sound pressure at the roof bolter operator’s position and utilized a phased array of microphones with beamforming software to identify noise sources on a roof bolting machine while drilling. The test data indicates the sound level at the operator’s position is dominated by the 2000 Hz through 5000 Hz one-third­octave-band sound levels. The beamforming results indicate that the drilling noise is primarily from two areas: the portion of the drill steel just below the rock and the drill steel-chuck interface. This paper will discuss the methods used to identify the primary noise sources.

Develop a machine which can accurately simulate both the breathing and metabolic functions of a human being. The advantages of such a machine over a human being for testing of respiratory protective devices lie in its ability to quantify metabolic input, its repeatability, and the lack of a need to deal with the vagaries of human subjects. Breathing simulation has been widely achieved throughout the world but metabolic simulation has not. Approach Utilize the latest computer technology and place the complex portion of the system in software, leaving the mechanical portion as simple as possible. How It Works The concept for the automated breathing and metabolic simulator (ABMS) was developed through a research contract with the Pennsylvania State University. The ABMS utilizes a continuous removal/replacement concept to simulate metabolic functions, with breathing and metabolic functions being controlled by a computer. The mechanical portion of the machine is simple; the complexity of the system lies in its computer software which is not subject to maintenance problems.

This paper details the computer hardware and software integrated to provide computer-assisted control and monitoring of four different coal mining machines. The backbone of each system is a U. S. Bureau of Mines integrated distributed microcomputer control network called BOM/NET. The network provides connections for intelligent sensors and systems that provide for navigation, diagnostics, and computer control. Many different computer systems using various operating systems (including RMX I, UNIX, VXWORKS, DOS and DCX51) have been connected to the network and each have had complete network functionality. A description of the network's integration to Joy' 16CM, a Joy 14CM, a Jeffrey 102, continuous mining machines, and a custom built auger machine is provided. The networks for the Joy 16CM, the Joy 14CM, and the Jeffrey 102 have been installed and extensively tested at the Bureau's surface test facility. The Jeffrey 102 system has also been tested in a highwall coal seam. The Joy 14CM will soon be tested underground.
