Strategic mine planning is concerned with the decisions that determine the value of the business, while tactical planning deals with the tasks to realize that value. When tasked with formulating a strategic mine plan, the mining engineer often turns to commercially available software. However, these software packages have limited applicability to the RBM situation. Adopting a simpler, back to basics approach founded on a deep understanding of the economics of the orebody has the advantage of providing a clear logic to guide tactical planning. By creating a coherency between strategic mine planning, and tactical planning the likelihood of successfully executing the plans and attaining the value promised by the strategic plan is increased. This paper describes the reasons why RBM embarked on a strategic mine planning process, the rationale of choosing the process, and the process itself.

When coal properties are estimated geostatistically for mine planning in the hardcoal industry, there is one important supposition which influences the reliability of prediction of economically profitable parts of the deposit. This is the fact that activities in hardcoal exploration and mine planning are characterized by distinct levels of information and knowledge upon which decisions of economic import must be based, for example, whether exploration should proceed or not, or which methods and strategies should be used to maximize search efficiency. To get more reliable results for mine planning, in particular, advanced kriging methods (e.g. conditional simulation) have to be introduced and checked for their reliability in historical analyses (post-mortem studies). By using this feedback, kriging results from underground samples or production data can be compared with results gained by advanced geostatistical methods from exploration boreholes.

Alternative procedures for the recovery of gold from old sand dumps are discussed, with emphasis on the use of heap leaching. The modification of material to improve its permeability prior to heap leaching is not currently receiving much attention in South Africa. The channeling of solutions through heaps and the high consumption of reagents sometimes ascribed to heap leaching can, as shown by the results described in this paper, be lessened by desliming of the sand prior to heap leaching and the treatment of the resulting slimes fraction by agitation leaching and carbon-in-pulp. This combined procedure results in a higher overal recovery of gold. Alternatively, the sand can be heap-leached as it is after agglomeration with lime and cement, which improves the mixing and neutralization of the material, as well as lessening the probability of channeling.

By use of models based on the South African gold-mining industry, analyses are made of the effects of changes in the mining tax structure on the .State's tax income from potential new mines; also on the percentage of such mines likely. to be proceeded with. The percentage is affected by the correlation between changes in taxation and in the flotation pay limits !or new mines. It is shown that the State stands to gain both directly and indirectly from raising the level of the capital allowance and from its extension to all mines; and that the reduced taxation resulting from a lowering of the discriminatory high tax formula for the gold mines, would, in respect of potential new mines, be compensated for by a significant increase in the percentage of such mines that would be proceeded with.

Fugitive dust from mineral extraction and processing activities can significantly influence air quality, the environment, and the health and quality of life of workers and surrounding communities. Poor engagement and communication between experts and lay persons, disciplinary silos and polarised viewpoints have made it difficult to develop a holistic understanding of the complex health issues associated with environmental emissions of mine dusts, and consequently to design meaningful and integrated approaches to address such issues. The collaborative Global Challenges Research Fund (GCRF) Mine Dust and Health Network, hosted by Minerals to Metals at the University of Cape Town, serves as a collaborative think-tank to inform research directions within and across disciplines, government policy and regulations, health monitoring programmes at public clinics, industry best practice, community healthcare and impact prevention programmes. It focuses initially on the southern African region, but with the intention to expand to mining-intensive developing countries within the rest of Africa, South America and Asia. This paper outlines the approach and activities of this global transdisciplinary and intersectoral network and presents some of the key outputs and achievements to date. Underground transport and communication in collieries was the theme selected for the 1983 mining school conducted by The South African Institute of Mining and Metallurgy. The response from the industry was so good that three separate schools of one week each were arranged, and a total of 222 delegates attended. Skorpion Zinc, an integrated zinc mine and refinery located in the south of Namibia, has a production capacity of 150 000 t/a of special high grade (SHG) zinc. The Skorpion zinc oxide resource will be depleted by 2017. Extensive exploration drilling for additional zinc oxides was conducted without success. With the abundant availability of zinc sulphide concentrates regionally (Black Mountain and Gamsberg in the Northern Cape or Rosh Pinah Zinc and new deposits in the Rosh Pinah region) the life of the operation can be extended by processing of zinc sulphide concentrates. The leach kinetics of zinc sulphides is vastly slower than for oxides, preventing the processing of zinc sulphides in the existing process under current conditions, and Skorpion Zinc faces the challenge to identify a suitable zinc sulphide treatment process that can be integrated with the existing plant. Various zinc sulphide processing options were identified through an extensive literature search and non-viable options were eliminated. Mass and energy balances were established for potential options and an economic evaluation (including capital and operating cost estimation) was conducted to identify a suitable process. It is concluded that ferric leaching of sphalerite in a sulphate medium under atmospheric or pressure leach conditions are suitable processes for Skorpion Zinc. These processes present advantages over all other zinc processing options when elemental sulphur is preferred as the final deportment for sulphide sulphur. Both these processes can be integrated into the existing refinery and will be able to process concentrates with a wide composition range.

"Flotation plant design, construction and start-up can be challenging tasks, because multiple factors and disciplines have to be combined in an efficient manner, in order to execute a project that meets the technical, financial and timeframe expectations. Key considerations that need to be addressed when designing a flotation plant are process requirements, equipment integrability, automation, and up- and downstream processes/designs. Furthermore, several other lifecycle factors need to be considered, such as servicing and maintainability, operational costs, future expansions and decommissioning, among others. To address these challenges, Outotec has developed a new approach to designing flotation plants that targets eliminating most of the inherent risks that can be found in these types of projects. The new Outotec® plant is a fully modular approach in which the above-mentioned challenges have been taken into consideration in the design phase. As a result, the cPlant concept can give several benefits for new and experienced companies involved in the minerals processing business, such as lower risk investments, fast and cost-efficient flotation plant delivery, faster ramp-up period, easy plant expansions, fully automated processes and operation and maintenance ease. As well, dismantling and transportation of the cPlant to a new location is easy and fast, hence the new cPlant concept makes possible to exploit small, short-lifespan ore deposits and also retreat old tailings ponds that might contain valuable minerals and where the ore quantities are limited. Furthermore, cPlant is easily implemented for brownfields and temporary expansions during bigger expansions."

Methods for the prediction of seepage quality from waste-disposal facilities are evaluated for input to the design of desalination treatment facilities. This is done by reference to a waste dump seeping into a near-surface aquifer, the contaminated seepage being collected by scavenger wells. As the quality of contaminated water intercepted by the wells will vary with both space and time, it is necessary for predictive methods to accommodate such variations. One-dimensional and two-dimensional predictive solute transport models are described and applied to the seepage and scavenger-well example mentioned above. The advantages and disadvantages, interims of overall applicability, data requirements, and possible accuracy, are described and discussed. While one-dimensional models have the advantages of speed, simplicity, and cost, the frequent requirement of prediction in both space and time necessitates more complex, two-dimensional simulation.

Without minerals, man cannot possibly hope to maintain his present standard of living. Professional mining men throughout the world, particularly in mineral-exporting countries like South Africa, are faced with the increasingly difficult task of ensuring adequate supplies of minerals. The problems of gradually diminishing mineral reserves and rapidly rising mining costs can to a certain extent be overcome by the use of more-sophisticated technological techniques and by the improvement of efficiency wherever possible. However, there is growing concern in some quarters, that, despite the ingenuity of engineers, geologists, metallurgists, and scientists, the earth's mineral reserves will eventually become insufficient to meet man's needs. In order to ensure the continued well-being of the earth's population, it is therefore imperative that more attention should be paid to mineral research and the training of specialists in the field of mineral reclamation.

Ancillary smelter operations and sulphuric acid manufacture at Impala Platinum Limited by R. P. PLASKET. Pr. Eng.. M.Sc. (Chem. Tech.). Natal (Fellow) and D. A. IRELAND. Pr. Eng.. B.Sc. (Chem. Tech.). Natal (Member) The de-watering, spray drying, and converter operations at Impala are described, aspects that may be new to the minerals industry in South Africa being elaborated. Air-pollution control necessitated the installation of a sulphuric acid plant to limit the emission of sulphur dioxide to the atmosphere. Closer control of the smelting and converting operations was required for successful operation of the acid plant on the inherently Iow and varied concentration of feed gas from converter blowing. Approximately 82 per cent of the sulphur entering the smelter is converted to sulphur dioxide, of which 67 per cent is fed into the sulphuric acid plant.

This paper deals with procedures used for designing pillar systems in hard-rock tabular mines operating at shallow depths, typically less than 1000 m. A comprehensive review if current practice identifies four types if pillars, namely non-yield, yield, crush and barrier pillars, and the main principles for designing these pillars are outlined. It is shown that the current design methods for pillar systems in South Africa are mainly empirical, each mine developing its pillar-design methods based largely on practical experience. This results in varying pillar layouts, even between neighbouring mines, despite similarities in geology, and depth if mining. It is suggested that some current layouts may fall short if being the best as regards safety, the maximum safe extraction percentages, or flexibility in accommodating future mining scenarios in deeper or otherwise different geological conditions.

Currently, in several caving operations, the spacing between the drawpoints is determined by consulting Laubscher's design guide (Laubscher 1994, 2000), a methodology based on the gravity flow characteristics of the caved rock. Laubscher's methodology is based upon the height of interaction between adjacent flow zones, but does not allow calculation of primary recovery for a given layout. In this paper the authors present a technical and economic methodology based on the flow that occurs near the drawpoint and the associated development costs to estimate the optimal spacing. The flow model at the drawpoint was validated at the El Teniente mine, which extracts coarse caved rock. To validate the flow model, small-scale simulations using drawpoint clusters were conducted and results compared to extracted grades, marker recovery, and drill holes to determine ore remnants that are part of the production control programme at the mine. The results indicate that primary recovery depends on the height of interaction, which varies with the friction angle of the caved rock and the spacing between adjacent drawpoints. Primary recovery estimations indicate values from 85 per cent to 97 per cent depending on the drawpoint spacing used. Extrapolations were then conducted to estimate the primary recovery for different drawpoint configurations planned to be used in the New Mine Level of the mine. The results indicate that the optimal drawpoint spacing is 32 m x 20 m with a through length of 18 m. The methodology developed may be used to estimate optimal drawpoint spacing for block caving mines under different metal prices and mine cost conditions.

Over the past few decades the commercial application of heap bioleaching technology for the extraction of base metals has become increasingly important, due mainly to the depletion of high-grade ore reserves. Heap bioleaching is widely used for the extraction of copper from secondary copper sulphide ores. The design and engineering aspects of the process have received considerable attention, but issues related to the microbiology of the process have been subjected to less rigorous scrutiny. The major role of micro-organisms in bioleaching processes is to catalyse the regeneration of ferric iron and protons, from ferrous iron and by sulphur oxidation respectively. It is accepted that even the most carefully engineered heaps are heterogeneous in terms of temperature, pH, the presence of anaerobic pockets, irrigation efficiency, and dissolved solutes. Since interactions between solution chemistry, mineralogy, and microbial populations exist in heaps, a better understanding of the correlation between microbial numbers and types with changes in these chemical and physical profiles with time would be beneficial during process design and operation of heaps, and could result in faster start-up times and higher metal recoveries. This paper reviews the role of microbiology in heap bioleaching processes. Aspects such as microbial diversity, identification and monitoring of cultures, inoculation strategies, colonization behaviour, and tolerance to metals and salts are discussed, and the potential contribution of the knowledge to the improvement of the operation and design of heap bioleach processes assessed. Conclusions are drawn with respect to the role of genetic engineering, heap inoculation practises, and remaining areas for future heap bioleaching research and development.

"In previous work by the authors, it was established that additions of 0.2 at.% Ru to an Fe-40 at.% Al alloy improved the corrosion and oxidation resistance of the alloy. The alloy was produced by mechanical alloying and spark plasma sintering and the work showed that nonequilibrium processing was able to significantly refine the grain size of the material. The sintered material had a higher hardness than the as-cast material and the change in grain size did not significantly affect the oxidation and corrosion. In the present research, the mechanically alloyed powder was coated onto a mild steel substrate using cold-spray coating at a gas pressure of 10 bar and a temperature of 500°C. The coatings were found to be 5–10 um thick, although thicknesses of up to 30 um were observed. The coated materials were subjected to oxidation and corrosion tests to determine the effectiveness of the coating in increasing the oxidation and corrosion resistance of mild steel. This was done to determine the effectiveness of cold-spray coating as a technique to coat these mechanically alloyed powders. IntroductionPrevious work conducted by Mintek (Couperthwaite et al., 2013, 2015) investigated the effect of precious metal additions on the structure, oxidation and corrosion properties of an Fe-40 at.% Al (Fe- Al) alloy. Initial work determined that additions of more than 0.5 at.% precious metal did not improve the oxidation and corrosion properties of the materials and in some cases even decreased the resistance to corrosion. Further work identified Pt and Ru as beneficial additions to the FeAl alloy. Four alloys were then produced by mechanical alloying and sintering (FeAl–0.2 at.% Pd, FeAl–0.2 at.% Ru, FeAl–0.5 at.% Ag, FeAl–0.5 at.% Pt). These alloys were all successfully produced by melting and casting and mechanical alloying sintering and it was found that the nonequilibrium processing greatly decreased the grain size of the materials compared to the ascast materials. It was found that the additions of Ru and Pt were still the most beneficial to the oxidation and corrosion properties, with Ru being considered the most beneficial."

Performance testing is often used by project owners and financiers to provide protection from, or assessment of, technical aspects of project design, procurement, construction and commissioning. The performance tests can range from comprehensive performance warranties relating to process performance and production in the case of lump sum turn key (LSTK) projects to less onerous demonstration tests for cost reimbursable contracts. This paper will discuss performance testing from both the contractor's and owner's perspectives and focuses on: ? when performance tests are required, ? what type of performance test/warranty is optimum for each type of project, and ? how project performance should be evaluated. The requirement for performance testing can be driven by the project financiers, particularly in the case of smaller resource development companies. In such cases, differentiation between owner's risk and contractor's risk can become contentious. At the other end of the spectrum, larger mining houses may choose to heavily influence the engineering and design process with the contractor supplying services on a reimbursable basis. In that case, the performance testing process is often limited to demonstration tests that validate performance for the owner's corporate governance requirements. This paper was prepared due to the lack of published benchmarking of performance testing and the resultant differences in expectations between a contractor and a project owner that often surface late in the contract negotiation process. The paper provides a checklist of requirements for both the owner and the contractor that may be used to provide `common purpose' early in the contract negotiation process.

Many mines engaged in deeplevel gold mining in South Africa are experimenting with the use of tailings fills, or are implementing tailings backfilling programmes on a limited scale. The approach varies from mine to mine, depending on circumstances and available fill materials. Several mines are backfilling with a cyclone underflow product; the cyclone overflow is then combined with the balance of the tailings stream and directed to surface disposal. As the extent of backfilling increases, the proportion of the surface tailings stream composed of overflow material will rise, and the properties of the tailings requiring surface disposal will approach those of the cyclone overflow. As the latter will be finer, less permeable and possibly weaker than the total tailings currently being disposed, the design and operation of surface tailings dams will have to be modified. Dams may have to be designed with flatter outer slopes of a reduced maximum height. Lower rates of rise may be required and, as a consequence, larger disposal areas may be demanded. To offset the negative aspects is the fact that the quantity of tailings requiring surface disposal will be reduced. The paper explores the dam-building properties of two cyclone overflow products. It shows that although these materials are inferior in dam-building characteristics to the corresponding total tailings, their geotechnical proper- ties still fall within, or close to, the range of properties typical of gold tailings. Although the design and operation of tailings dams may have to be modified, existing technology is adequate to handle these changes.

The gas-based CO reduction of Panzhihua vanadium titanomagnetite concentrate from 1100°C- 1250°C was investigated in this paper. The reduction degree increased with increasing temperature and increasing reduction time. At a temperature of 1250°C and a reduction time of 20 minutes, the metallisation degree reached 92%. The iron-titanium oxide phase transformation during reduction process was Fe2.75Ti0.25O5→Fe2.5Ti0.5O4→FeTiO3→FeTi2O5 according to the X-ray diffraction analysis. The SEM and map scan by energy spectrum of results of reduced samples at different temperatures indicated that the metallic iron particle size increased gradually as the reduction temperature increased. Abstract A new approach is introduced for study of the behaviour of geotechnical strength parameter prior to slope analysis to ascertain whether strength parameters of slope materials are homogenous or heterogeneous at different mine depths. The strength parameters used for the study are uniaxial compressive strength, tensile strength and shear strength. The analysis is based on statistical analysis of variance technique for one-way classification. The application of the technique is given through a case study in an openpit mine. Die Stärke Parameter, die für die Studie verwendet werden, sind einachsige zusammenpressende Stärke, Dehnfestigkeit und Scherstärke. Die Analyse basiert auf statistischem varianzanalytische Technik für Einwegklassifikation. Die Anwendung der Technik wird durch eine Fallstudie in einer openpit Grube gegeben. Abstrait Une nouvelle approche est présentée pour l'étude du comportement du paramètre géotechnique de force avant l'analyse de pente pour établir si les paramètres de force des matériaux de pente sont homogenous ou hétérogènes à différentes profondeurs de mine. Les paramètres de force utilisés pour l'étude sont résistance à la pression uniaxiale, résistance à la traction et résistance au cisaillement. L'analyse est basée sur statistique la technique de l'analyse de variance pour la classification à sens unique. L'application de la technique est donnée par une étude de cas dans une mine à ciel ouvert.

The paper will place into perspective the contribution that platinum makes to the South African economy. It will use statistics from official sources, namely the Department of Minerals and Energy, the Department of Customs and Excise, the South African Reserve Bank and Statistics South Africa. Surprisingly few people are aware of these statistics, especially Supply and Usage tables, published by Statistics South Africa, and trade statistics, published by the Customs and Excise division of the South African Revenue Service. The paper will therefore contain a concise explanation of input-output tables and supply usage tables, as well as the derivation of gross domestic product and an outline of the System of National Accounts, of which Input-Output Tables and supply and usage tables are components. GDP is a commonly used, but poorly understood, measure of the wealth of an economy. The paper will explain the methods used by SSA to calculate this indicator and its place in the System of National Accounts (SNA). South Africa exports almost all its platinum production (87.5% in 2002). Exports are a final demand, as opposed to intermediate demand from secondary industries, and therefore do not enter the value-adding process, which is the essence of GDP. By definition, therefore, platinum on its own is not a major contributor to GDP. The platinum industry does, however, have an impact (known as the multiplier effect) on other sectors of the economy. The paper will explain the meaning and derivation of these multipliers, using a model based on an Inverse Leontief Matrix.
