The hydrophobicity of six coals ranked from lignite to anthracite is studied through contact-angle measurements, bubble attachment-time measurements, FTIR spectroscopy, and Hallimond-tube flotation. The preliminary study shows that the hydrophobicity of coals can be told by the bubble attachment times of coals (a kinetic criterion) or by the contact angles (an - equilibrium criterion). A general agreement between flotation response of coals and measured bubble attachment times or contact angles is observed in the present study. However, the study also shows that the hydrophobicity of coals can be predicted by FTIR spectroscopy work with proper manipulation of the spectra. Both hydroxyl and carboxyl groups in the coals are proven by FTIR work to be responsible for the change of coal hydrophobicity. A new criterion for the hydrophilicity index of coals from FTIR spectra is introduced through the study.

It can travel short distances or thousands of miles, picking up moisture, freezing, or drying. Rio Algom Corporation of Wilmington, Delaware is a wholly owned subsidiary of Atlas Alloys Inc., an Ohio Corporation, which in turn is 100% owned by Rio Algom Mines Limited of Toronto, Canada. Rio Algom is controlled by the Rio Tinto Zinc Corporation of London, England, which has subsidiaries and affiliated operations throughout the world. Rio Algom geologists first became interested in this Utah pro- perty in 1966, after preliminary drilling had indicated that a known orebody close to the surface appeared to continue on the dorm thrust side of a major local fault, known as the Lisbon fault. Accordingly, in 1968, arrangements were made to acquire what was known as the "Humeca Option", a total of 2,573 acres located in San Juan county in south-east Utah, 35 miles south-east of the town of Moab.

I chose the title "Let's Clear the Air" for this afternoon's presentation because it has two meanings, the literal and the figurative. Most of you know what MSHA is. Most of you know what MSHA does. And, for the most part, most of you know why. What I hope to accomplish today is to "clear the air" around our health standards, to clarify for you how MSHA views its congressional mandate under Title I Section 101(a)(6), (7), and (9) of the Mine Safety and Health Act. Asbestos, silica, radiation, noise, welding fumes, carbon monoxide, lead, hydrogen sulfide, nitrogen dioxide - the list of physical and chemical hazards encountered in the metal and nonmetal mining industry is as diversified as the industry itself, possibly even more so. In addition, miners are often exposed to several of these health hazards simultaneously.

The search for a more effective means of coping with methane liberation has resulted in the expanded use of seam degasification. Its advantages are measured not only in reducing the hazards due to methane, but also in producing a marketable commodity: .the gas, itself. However, the success of a methane drainage system is the culmination of many complex factors, the most important being the coal seam permeability. The two most popular drainage techniques used mining today are the vertically simulated borehole method and the in-seam horizontal borehole method. The objective of this paper is to determine the permeability range in which the selection of the degasification technique is based primarily on equipment and economic analysis. A discussion of the equipment involved will be incorporated into examples evaluated by the Penn State coal methane simulation model.

Contaminant transport of mine and mill tailings is controlled by the hydrologic flow regime and the geochemical mobility of the contaminants. Contaminant' mobility is primarily determined by chemical reactions occurring within an interface zone between the tailings and soil The large geochemical differences between tailings and groundwater create a disequilibrium in the groundwater with respect to the soils when seepage from tailings enters the groundwater. Precipitation and dissolution reactions involving the major chemistry occur to return the perturbed system to chemical equilibrium between groundwater and minerals. Retardation of trace elements depends upon the chemical character of the groundwater and the adsorption substrates. In the case of uranium mill tailings, the mobility of contaminants is controlled primarily by precipitation/dissolution reactions which neutralize the pH, modify the Eh (redox potential), and produce highly adsorptive substrate for retardation of trace elements.

SCHEME DESIGN London’s Heathrow Airport, as the world’s busiest international airport, is missing one vital aspect - a dedicated rail link which connects directly to the city. All this is about to change with the construction of Heathrow Express - a fast, high quality rail service between the airport and the centre of London. It was recognised in the mid 1980s that if Heathrow was to accommodate the forecast growth in passenger numbers and the resulting increase in road traffic, a dedicated airport rail service would be vital. The main access into the centre of Heathrow is via a road tunnel with a direct link to the M4 motorway. The airport has introduced a number of traffic management schemes, but these can only achieve so much benefit. Growth in air passenger traffic is predicted to continue at an average of 4% per annum well into the next century and it was clear that significant investment was needed. Heathrow Express at a cost of over £350 million will provide this when it starts its service in June 1998. The business case for the scheme is based on a rider ship of around 15% of air passenger traffic. The initial Heathrow Express service will be based on four trains per hour, up to 8 car train lengths, providing a high speed non-stop service between the airport and central London in just 16 minutes. Initially a joint venture between the British Railways Board and Heathrow Airport, by mutual consent of the two parties, Heathrow Airport recently purchased the British Railways Board share making this one of the largest private sector rail projects currently under construction in the UK. Leaving Paddington, the main rail terminus in West London, Heathrow Express trains will travel 12 miles on the newly electrified line to airport junction, north of the airport. At this point they will leave the mainline to enter a 5 mile tunnel section that runs underneath the heart of the airport. The railway companies are responsible for track work, signalling and electrification of the 12 mile main line section including a grade separated junction over the main tracks for the Great Western Railway which links London and South Wales. Natural lightweight aggregate may be defined as inherently low density natural mineral materials. In most all instances they are relatively young volcanic rocks which, because of their geologic environment, are limited to the Western U.S. These Tertiary and Quaternary volcanics are low-density glass and vesicular material including, but not limited to, pumice and volcanic cinder. The distribution is widespread throughout the West with the principal producers being New Mexico, California, Oregon, Idaho and Arizona. The primary user is the construction industry where weight reduction equates to cost savings. Principal products in which natural lightweight aggregate is utilized because of its lower density include lightweight portland cement concrete and lightweight concrete masonry units. In addition, due to location, some natural lightweights compete with normal weight constructions aggregates for uses such as road base and common backfill material.

"Tunnel inspections are increasingly needed to ensure that aging infrastructure does not fail in service. To this end the time between inspections is being reduced, the thoroughness of each inspection is being increased to provide for a more detailed assessment of conditions and inventory defects. The conventional Tunnel Report, containing hand-drawn maps and/or photos, and a log describing observed defects and areas of deterioration, is being increasingly replaced by LiDAR generated 3-D surface maps. The data collection process that traditionally supports development of a Tunnel Report is labor-intensive, taking crew-days of engineering effort, and requires partial or full stoppage of tunnel operations. In an urban setting, such multi-day interruptions in service are difficult to countenance for a near-capacity tunnel operation. Under time pressures, the detail and accuracy of the manual inspection process will inevitably be compromised, resulting in a high cost, low quality product. As the tunnel inspection window decreases the argument for incorporating laser scanning in to the inspection process is increased dramatically... The 3D scan technology allows detailed and accurate data to be collected within the tight time frames demanded by the owners and operators of critical infrastructure. Not only does the use of laser scanners improve the 3D accuracy of the data collected, it also, enhances the efficiency and safety of the inspection process, reduces data collection and processing costs and enhances the reliability of results over time. The paper will also demonstrate the value of adding photogrammetric data to the 3D Model to show surface defect discoloration. The accurate and detailed data collected by a combination of LiDAR and photogrammetric techniques provide superior data needed to inform critical asset management decisions related to maintenance, repair and replacement."

Traditionally, water removal has taken a backseat to many other coal mining functions. However, it is a vital part of the total mine support system. In many US coal mines, more tons of water are removed each year than tons of coal. An excellent discussion of general drainage characteristics can be found in Chapter 8 of Elements of Practical Coal Mining, published by SME-AIME. This chapter is organized into three major sections. These are: designing effective drainage systems; constructing the main mine pumping station (static system); and constructing a portable pumping station (dynamic system). Each topic presents a separate discussion of the elements a construction foreman or engineer should consider for effective installation and operation of the mine drainage system. In addition, a list of pumping equipment manufacturers is available to interested persons and follows these sections.

After accepting the invitation to make this appearance today, it occurred to me that the subject matter which had been assigned to me, namely, the purpose and role of an advisor, was, contrary to what; some people might think, a controversial subject. In my brief lifetime, I have discovered that the world is full of advisors; that is to say, there are many people who undertake to render advice concerning subject matters upon which they may, or may not be qualified to speak. It shall be my purpose today to set forth what now appears to be the function of the members of the Advisory Council to the U. S. Public Land Law Review Commission; and, in so doing, I hope that I do not offend the Commission or any other-member of the Advisory Council with whom I serve. It has always been my personal conception of the role of an advisor that he should tender advice when it is requested, and then only if he has prepared himself concerning the matter upon which the advice is being given. I am sure it was the Congressional intent at the time the Public Land Law Review Commission was established indeed it was the hope. of Congress--that those of us who were to become members of the Advisory Council were informed upon certain particular subjects and then at the proper time express our opinions upon these subjects-and, by the same token, not attempt to enter opinions upon problems with which we have no experience in theory or in actuality. Some wag once said that if Columbus had had an advisory council, he would still be waiting at the dock in Spain, and there is more truth than fiction in that statement. With this problem in mind, let us examine the purpose of the Advisory Council itself.

The title of this talk has brought some interesting responses - even before it was written - from different parts of the country. A geologist from the Western U. S, was deeply concerned with recent layoffs in his profession and the employment situation in general and wondered why "the AIME wasn't doing anything for the benefit of its members." A petroleum engineer in Texas said that a group in his field were studying "professionalism" and their professional status and wondered if there were any words of wisdom for him. A mining engineering professor from the East pointed out that the National Science Foundation did not include mining engineering as one of its recognized fields in one of its equipment funding programs. These are just a few examples of reactions received to date, but they serve to illustrate the broad image that the title has meant to various people. Actually the term profession is defined by Webster as "a calling requiring specialized knowledge and often long and intensive academic preparation." The word encroach means "to enter by gradual steps or by stealth into the possessions or rights of another", or "to advance beyond desirable or normal limits." The intention of this paper, as originally conceived and requested by the program chairman, was to combine those two words literally and talk about how the professional standing of mineral engineers is being eroded from people outside the profession. But the amazing preliminary response suggests that it may be timely to broaden the discussion by including some comments about professionalism in general. In the paper the terms "mineral engineer" or "mining engineering" are used frequently, but it should be clearly understood that much of what is said is valid and is intended for all fields covered by SME and perhaps for AIME in general.

The MSHA Technical Support, Roof Control Division's primary evaluation tool for coal pillar designs is the Analysis of Coal Pillar Stability (ACPS) program. However, ACPS is limited to evaluating interactions between two seams at a time, which is not ideal for complex multiple- seam scenarios. Further, it does not recognize the influence of strata properties in the interburden and cannot be used to evaluate individual pillars. We apply the Rocscience RS2 two-dimensional finite element program as a complement to ACPS. Complex multiple-seam scenarios can be characterized by a modified pillar stability factor where the ACPS single-seam development pillar stability factor is multiplied by the ratio of average single-seam development stress to the stress in the critical pillar at the multiple-seam stage, using the values of o as predicted by RS2. Several series of test examples involving two-seam analyses with isolated remnants, gob-solid boundaries, and high extraction areas of varying width were used to calibrate simulated gob properties such that the ACPS+RS2 method generated results that matched a traditional ACPS Stability Factor to within 13%. As high-extraction areas become wider and deeper, progressively stiffer gob is simulated by increasing the Young's Modulus property in RS2. After achieving calibration with the test series, three examples of complex multiple-seam scenarios were evaluated, using reasonable properties for strata types and thicknesses based on core log data. Resulting modified stability factors are reasonably close to those predicted by ACPS, although affected by units of sandstone in the interburden and gob shadows superimposed on remnant structures. This tends to show that even in complex multiple-seam conditions, applying ACPS to the worst-case interaction should usually result in an acceptable pillar design.

The Romanian mining and especially the salt mining industry is going through a restructuring phase; among others it has to respect the European Environment Act. One of the most important deficits of the salt mining industry is the implementation of monitoring systems for geomechanics phenomena, in order to develop an important information database and form a real base for salt mines stability, prediction and prevention measures. Monitoring system solutions, involving discontinuous and continuous measurements of displacement / deformation fields, around underground excavations, are presented and discussed. In addition, a case study for the stability prediction of an experimental salt off-set, located in the Praid salt mine, using DKRControl method, is presented. The two monitoring systems use different tools, namely measuring tapes (to determine distance between markers in T-D station) and ultrasonic transducers (SM-TDA equipment).

Under conditions of high methane content in the seams and the descending of exploitation to greater depths, methane hazard control is becoming more and more difficult. This is due both to the amount of methane released and to the technical possibilities of diluting and capturing it. The removal of excess methane from mine workings only by means of the ventilating current has become a problem. Therefore many countries designate large sums of money for research work in the field of controlling dangerous methane accumulations and for introducing this control into mining practice. In Poland the Central Mining Institute is leading in this field. Its Safety-in-Mines Institute, Barbara Experimental Mine in cooperation with collieries has recently carried out interesting investigations on the distribution of methane concentrations in gobs behind the front of longwalls mined with caving.

A general model which represents not only batch but also continuous flotation in multi-cell machines is presented. This model considers both the size distribution and the distribution of flotabilities in a size class for valuable mineral particles in the pulp. The general expression is shown to reduce to several previously reported models. In addition, a number of new models are found to arise for different specific assumptions concerning the flotability distribution and/or the size distribution of the particles undergoing flotation. Several of these new models are tested experimentally using laboratory-scale batch and pilot-scale continuous data. Model parameters are estimated from this data and a comparison of calculated recoveries and those experimentally determined are presented. Finally, the influence of the feed rate, aeration rate and valuable mineral content of the feed on the recovery is examined.

Attrition of activated carbon in either the carbon-in-pulp (CIP) or carbon-in-leach (CIL) method of gold extraction can lead to, at the least, loss of expensive carbon that has to be made up, and at the worst, loss of both the carbon and any gold that was attached to it. Carbon attrition therefore represents a significant factor in both the efficiency and cost of the extraction process, and efforts to reduce attrition through process and equipment selection pay dividends. In evaluating carbon attrition potential, one would note that an individual carbon particle is in jeopardy virtually any time it is in motion. Since the motivators of this motion are primary centrifugal pumps, the purpose of this paper is to review the current styles of these pumps now in use and to examine their performance in minimizing carbon attrition.
