Squeezing ground conditions in hard-rock tunneling are associated with fault zones containing brecciated rock and gouge. Gouge is a stiff clay-like soil that exhibits a propensity to creep. The ground loads applied to tunnel supports in squeezing ground are known to be significantly time dependent. Accordingly, an experimental and analytical study is presented that deals with soil creep and its application to the prediction of tunnel support requirements in squeezing ground conditions. Relatively undisturbed samples of fault gouge obtained from Straight Creek tunnel in Colorado and Pacheco tunnel in California are classified as very stiff to hard clays of low plasticity. Constant-load undrained triaxial compression tests are performed on these materials. A simple, three-parameter creep equation is developed that adequately describes the observed deformation of fault gouge with respect to applied stress and time. The equation is shown to fit existing creep data of various soil types. The creep equation is used to modify an existing continuum-mechanics solution to the time-dependent behavior of unlined and lined cylindrical openings in a creepsensitive medium under a hydrostatic state of stress. Assuming properties for the medium that are representative of the fault gouge materials tested, parameter studies are performed for unsupported and supported tunnels in squeezing ground. The analyses permit estimates to be made of the steel set supports required for tunnels at different depths in various squeezing ground conditions.

Wayne Anderson Regarding the technical paper by Thomas E. Finch and Edward L. Fidler, "Recovery of Stray (Thin) Seams in Western Coal Mining." I would like to comment on this subject. In western Canada, most strip mines encounter thin seam coal or rider seams. Although the paper addresses the problems and costs associated with the recovery of this coal, it does not take into account what the savings are. Without looking at the savings, the "Total Objective" is of course not clear. I feel that in a stripping operation the mine can spend per ton (of the thin seam) up to their dragline stripping costs per ton to recover a rider seam or thin seam. The reasoning behind this is simply that this is the price the mine will have to pay to expose an equivalent amount of coal without the recovery of these thin seams. If the mine can recover a rider seam or thin seam for less than the dragline operating costs per ton, a savings will be realized. By recovering a thin seam or rider seam, the life of an ore body is extended by that amount of coal not thrown away. In addition, the cost of land acquisition, associated permits, capital, and reclamation will be reduced as more coal is delivered for a given area. When the above points are considered, the recovery of these thin seams can be very profitable and indeed worth recovering.

In many ways a government could be regarded as a macro business enterprise. Its shareholders are its peoples, the productivity of the nation depends on them, and, indeed, the profits or losses of a nation's balance sheet can be linked to the surplus or deficit in its balance of payments. International loans need to be repaid, and in most developing nations the noose is tied so tightly that one wonders if such debts will ever be repaid. In their endeavour to meet such obligations, their currencies may be devalued [sometimes in frightening proportions], in the hope of boosting the export potential. However, this is a vicious circle, since exports will not be achievable unless sufficient technical expertise and infrastructure exist to address the opportunities which may have been created through devaluation. Many of the poorer countries have exportable resources of minerals, which are supplied on the international market. This may be the good news, but, unhappily, steps were seldom taken to enhance the value of the mineral products through further beneficiation and the production of high-value sophisticated products. That is where the vicious circle comes in: inadequate infrastructure is created, competent and well-trained manpower is not generated, and the result has inevitably been that the GDP slips backwards, and the nation becomes progressively impoverished. To exacerbate the problem, it is unfortunate that the more impoverished a nation becomes, the greater is its birthrate, and hence the greater the need to create wealth at the very time that the nation is becoming poorer and poorer. Within this scenario, one may well reflect that this is exactly what nations on the African Continent are experiencing, namely exploding populations, although most of the poorest nations in the world are found on this continent. Yet they often possess a superior mineral production potential. Africa still suffers from what may be called the colonial influence, in that the developed world has regarded this continent as a source of raw materials to feed its own factories. The colonial powers gave only secondary attention to developing the nation's peoples and its infrastructure, such as railways, roads, harbours, and other services. These problems all naturally fall within the ambit of government interest, and it is therefore obvious that the state should play a dominant role in addressing them. The reasons for governmental involvement in mineral-related research and development differ considerably, depending on the state of industrial development of that country. Thus, in the highly industrialised world, government's interest will lie mostly in the fields of strategic minerals, which may not be economically exploitable. An example would be the exploitation of American low-grade chromites during the Second World War, or minerals which need to be imported from unfriendly or unreliable sources, such that disruption would not be in the national interest. Colonial powers like the United Kingdom and France established R&D facilities to assist, inter alia, in the exploitation of mineral resources in their colonies. The approach of developing countries would differ from that of the industrialised nations, in that their primary quest would be to promote, support and encourage the development of infrastructure, and the establishment of major industries in order to create and provide employment opportunities, as well as to support small operators who cannot afford to undertake their own research and development. On the debit side, it is a sad fact that, however good their intentions may be, underdeveloped countries are invariably unable to provide the requisite financial support to sustain their own research-and-development laboratories. In a high-tech world, the cost of sophisticated equipment is steep and cannot be afforded. Again, the proverbial vicious circle comes into play. The competent researchers find themselves without rewarding employment and would therefore shun such institutions. Recent trends in the developed world have been to privatise research-and-development institutions, the argument being that they should draw closer to the industry they serve, and that the provision of taxpayers' money for strategic purposes is no longer as important as it may have been once. Complete state withdrawal has had its negative effect in that long-range, high-calibre research has tended to be replaced by short-term problem-solving projects. Industries engaged in the minerals business differ somewhat from major ones, like motor, computer or pharmaceutical industries, which are large enough to support their own internal research and development, and whose work is highly confidential, so that any leakage could have disastrous consequences. Furthermore, private companies are answerable to their shareholders and costly long-range, 'blue-sky' research would be difficult to justify. Since mineral research has become of lesser importance in the sophisticated First World, this trend has persisted. On the positive side, R&D institutions which are totally financed by government, suffer because they tend to forget the reason for their existence. They have often become a form of auxiliary to an academic institution where higher degrees are collected by scientific boffins who, in their quest for academic excellence, tend to disregard the benefits that industry may ultimately gain from this research endeavour. The trend in recent years - and South Africa is no exception - has been for the state to progressively reduce its subsidy, whilst at the same time encouraging research organisations [for their ongoing survival] to interact closely with industry, and to conduct work directly for them on a contract basis. Organisations such as CSIRO in Australia, CANMET in Canada, the USBM in the United States and Mintek in South Africa all generate income from the private sector. If enthusiasm is a requirement, the coordinator of the Total Concept program is a dynamic, exciting leader with a lot of potential to keep the program a vital and progressive effort for many years. Art Meyer is entering his third year as the leader of the Total Concept. He is using his years of experience in the industry to emphasize the basics required for the course, and has also instituted new programs. Meyer began his career, after graduation from CSM as geological engineer in 1950, with St. Joe Lead. He held other responsible positions with Amax and Rocky Mountain Energy. He can answer any questions that may crop up or find the right resource person for those questions. Additions to the 18-year-old curriculum instituted since Meyer became coordinator are the study of industrial minerals and strategic minerals. The industrial minerals portion of the course includes visits to a major sand and gravel operation, in addition to lectures on the subject. Much of the strategic minerals requires study and lectures, since Colorado is not a big production state in these commodities. How does the director arrive at new additions or deletions to the program? "It's very simple," he says. "We listen to questions posed by the students, recommendations by industry people who know what is important, and feed-back from course alumni." Alumni feedback from this course has been extremely gratifying, according to Meyer. Other ideas are constantly surfacing, ideas that will be implemented as time and resources permit. One of the most gratifying results of the Total Concept program from an alumnus was the development of a complete teacher and student package by John Christiansen, a teacher at Cherry Creek High School near Denver. The course so excited Christiansen that he envi¬sioned an energy and minerals course to fill a perceived gap in science education on the high school level. The draft package was so attractive that it was sponsored and the publication costs guaranteed by the Society of Mining Engineers. Today, under the leadership of the Mineral Information Institute, the package is in use in several states and has gained enthusiastic acceptance. Other alumni have launched their efforts to broaden the scope of the existing science education by instituting courses or special seminars. One recent alumnus, Dick Will, class of 1984, who was sponsored by the Denver Mining Club, is conducting a science seminar based on his experiences with the Total Concept program. Meyer will be speaking at this seminar, as well as other industry speakers from the SME GEM Committee Speaker's Bureau. Jane Dianich, another alumna, brought her students at Kent Country Day school, also near Denver, into the mainstream of resource education by taking them on abbreviated field trips similar to those she experienced while in the program. She also has been a vocal supporter of the organization and available to speak to other teachers on the value of the experience. George Wright, of the Lake School and a second sponsoree of the Denver Mining Club, admits he came into the program because the six credit hours given toward his continuing education requirement were attractive. He then stayed on to become an ardent advocate of the mining industry. In his own words, "I'm a convert." Wright has developed a slide presentation and has lectured to teachers and students as well as presenting his views to the Denver Mining Club. He has also indicated a willingness to participate with other organizations who need speakers. The value of these speakers and teachers is obvious, according to Meyer. "They represent a respected segment of the public and are not too `tainted' by association with an industry that is too often under criticism from various groups. They represent, in effect, a citizen's advocacy of the industry, which is an invaluable asset to us all." One of Meyer's concerns about the program is that the out-of-state student rate attendance is declining. He is hoping that more AIME sections around the country will become involved in the scholarship program of the Total Concept. Total cost is about $1200 per student. "The rewards to their sections could be tremendous, with the same kind of participation we get here with speakers, citizen advocates, and interested persons," he said. Teachers say that the course improves their teaching and knowledge in a number of subjects including biology, history, economics, career planning, environmental data, science, math, geography, physics, and chemistry. The recent interest in hazardous waste management has sharpened the desire to learn more about this. And Meyer foresees another segment of the course to emphasize this subject. "One of the most valuable resources we have is the field trip program. The course would probably be meaningless without this opportunity to get out into the field where these folks can see what actually happens. George Wright, for example, was amazed at the very small amount of area actually involved in the mining operation - something contrary to what he had heard in the past." The 45 students are taken by van on eight trips, one each week, and the long trip to Colorado's Western Slope. During this long adventure, the students visit underground mines, including CSM's Edgar, open-cut and underground coal mines, precious metals mines, and oil shale properties. They also have opportunities to meet with mine personnel at each of these stops. These field trips fill another function. Living together and exchanging ideas helps the teachers come up with new concepts for the classroom work - expanding their horizons. "As long as we have a mining industry, this effort will continue to grow," Meyer said, "and will fulfill a need within the public education and public relations area of the industry. We need the support. I have dozens of comments from teachers who attest to the value of this program. They understand. The mining industry must continue to do its part."

This paper focuses on the use of a numerical tool known as the discrete element method (DEM) to study the motion of ball charge in ball mills (14-18 ft). DEM is employed to simulate the motion of individual balls. While doing so, the effect of liner design on the grinding performance of the mill is studied. Two important factors such as the configuration of the liner and the geometry of the lifting surfaces are correlated with the overall mill performance. An attempt is made to show the effectiveness of the lifter bars in transmitting power from the mill shell to the interior of the mill with particular emphasis to large diameter mills.

Liberation of valuable minerals from a gangue matrix during size reduction of multiphase mineral particles is an important objective in mineral separation processes. A methodology for the prediction of volumetric grade distribution from one dimensional, linear intercept image analysis is being developed using a transformation function to describe the relations hi p between the linear and volumetric grade distributions. As part of this research effort it has been found that a transformation function, derived from Monte Carlo simulations of irregularly shaped particles, mainly depends on the volumetric grade and the dispersion density, i.e., the number of nuclei (or grains) per particle. A possible mathematical form for the transformation function is described in detail.

Real-time GPS position monitoring of mining equipment is becoming more and more commonplace. Digital mining plans can now be used onboard properly equipped earthmoving equipment and excavation status is available in real-time via high bandwidth data radio systems. These systems provide a closely integrated link between operations and planning. No longer must operations wait for or be hindered by insufficient survey marks, nor is engineering delayed by lack of timely mine status information. Unprecedented efficiency gains become feasible -from the engineering office, to drilling and mucking, to reclamation, as well as in mine construction projects. Direct economic benefits of these systems will be explored as will the less tangible, but very significant, indirect operational efficiency gains.

A critical demand exists to develop new mineral resources, and the need for exploration techniques to supplement costly test drilling is becoming; more acute. In the past few years more industries have begun experimenting with geophysical methods to locate and define mineral deposits and delineate reserves. The new techniques have proven profitable in many instances. As a part of a broad long range program to study the mineral resources of Alabama, and in response to requests from land owners and mining companies, the Geological Survey of Alabama is investi¬gating the occurrence of bauxite and kaolin deposits in the Eufeula area. This project is supported by special funds appropriated for this purpose by the Alabama Legislature.

Mine planning at Consolidation Coal Company's (Consol) Glenharold Mine in North Dakota is being constrained by environ¬mental concerns that did not exist when the mine opened in 1965. One such concern which developed in the mid-1970's is the impact of mining on woodlands that are considered impor¬tant wildlife habitat. To better coordinate mine planning with permitting, a cooperative task force was created to evaluate woodlands for their wild¬life habitat potential. The task force included representatives from Consol and state and federal agencies. This cooperative process is seen as a method of communication between industry and government and as a way of developing decision-making tools for mine planners and regulatory agencies.

The word "research" has been used in the title of my presentation somewhat against my better judgement. There are many definitions of the word. But the one I like best comes from Webster's New World Dictionary. It reads: "Careful, systematic, patient study and investigation in some field of knowledge, undertaken to discover or establish facts or principles. ..." I like that. In only 9 words, the definition conveys to me the very essence of what should be going on either in or for the coal industry. Unfortunately, not enough coal-related research is going on. And much of what is being done is, in my view, not really as effective as it might be.

The transportation of mine products incurs a cost which can have a significant bearing on the competitive position of the product. This statement not only holds true for the transportation of the finished product but certainly as much for the in- plant haulage of the raw materials. Extensive literature is available both in North America and Europe on all aspects 02 these questions and to cite only a few of them: Pipelining of slurries, oil and gas, shipping of minerals and oil from the Arctic by icebreaking tankers, airlifting of metals or concentrates, etc. This paper is concerned with movable crushing plants as opposed to stationary and their influence on the in-plant transportation, that is trucks vs. belts.

BHP Copper has grown, in just over six years, from a minor participant to the world's largest privately owned copper producer. BHP Copper's major asset is the world's largest copper mine -Escondida in Northern Chile. Ten years ago investing in Chile was considered high risk. Today, Escondida represents an investment of approximately US$2 billion. Reward is the result of managed risk and Escondida is a clear demonstration of both. The Ok Tedi copper and gold mine in Papua New Guinea represents a Rubicon of risk and a retrospective on reward in a developing country on the doorstep of a developed one. The story of these two mines encapsulates risk in the mining industry.

Rico is a small town in an old zinc mining district in a mountain valley of southeastern Colorado. Mine waste rock and mill “tailings” remained after over 100 years of mining in the area, leaving associated surface water and groundwater impacts. Atlantic Richfield Company is proposing an innovative approach, which uses lime precipitation and wetland ponds (semi-natural system, also called treatment lagoon in a wetland setting) to treat adit water in the Rico area. Besides using a non-conventional treatment approach, a non-conventional (non-Superfund) regulatory/administrative approach is being proposed. This paper will focus on the water treatment issues and solutions, as well as describing the innovative “watershed” regulatory process.

An accidental fire load is one of the major loads considered in design of segmental linings in transit tunnel. Typically, a two-dimensional coupled thermo-mechanical finite element analysis (FEA) is conducted. The conventional approach involves using standard fire curves (temperature-time curves) which can lead to a significant overestimation of fire load and tunnel lining thickness in metro tunnels. The focus of this paper is on the cutting-edge approach, using 3D computational fluid dynamics (CFD) analysis of real train fires in metro tunnels and coupled thermo-mechanical finite element analysis (FEA) to accurately and cost-effectively design fiber-reinforced concrete (FRC) segmental tunnel linings for large-scale metro projects.

An operational 9 meter (30-foot) high gold heap leach pile was investigated by excavating test pits up to 6 meters (20 feet) deep, obtaining bulk and relatively undisturbed thin wall drive samples, and observing the ore distribution patterns exposed in the test pit walls. The clayey ore is crushed, agglomerated with lime and cement, and deposited on the leach pads using a radial stacker. Laboratory tests performed included moisture-density, gradation, compaction, Atterberg limits, permeability (constant and falling head), and triaxial strength tests. Discussion is presented on the effects of agglomeration on the permeability and strength characteristics of the in-place ore. Also discussed is the effect of deposition of the ore using the radial stacker.

For decades, the internal rate of return (IRR) project-evaluation criterion has been under increasing criticism. Torries (1998a) defends the beleaguered criterion. He claims that, as a project-evaluation and ranking instrument, the IRR is as suitable as the net present value (NPV). Torries also maintains that using the IRR to rank projects does not require the incremental approach and introduces his own alternative ranking approach. This paper disputes Torries' pro-IRR arguments and demonstrates that the IRR is a theoretically flawed and operationally dysfunctional criterion whose true meaning has persistently been misinterpreted. In a forthcoming paper by the author it will be shown that Torries' IRR-based project-ranking approach is flawed as well.

Gold deposits in Hebei and Shanxi provinces in northeast China fall into three general classes: - Placer deposits - Mesothermal vein deposits - Disseminated and oxidized volcanogenic deposits Past production dating back thousands of years has all but exhausted the placers. The mesothermal vein deposits, incorrectly considered in the past as "greenstone" type, are small to moderate in both size and grade. Production from these granulite and amphibolite hosted veins, at present greater than from the newly discovered disseminated deposits, is expected to wane. Production from the disseminated deposits achieved only in the past few years is expected to equal or surpass that from the other classes of deposits. At least one "world-class" deposit is being developed.

Bauxite is currently produced at three centres in Australia: - Weipa in northern Queensland; Gove on the northeastern tip of Northern Territory; and in the Darling Range near Perth, Western Australia. At each of these centres the bauxite is of Tertiary age and occurs as blanket-like, lateritic crusts in which gibbsite is the predominant mineral. Development was essentially in situ although possibly the deposits, particularly at Gove, are in part of transported origin. All of the deposits formed from quartz-rich parent rocks with those at Weipa and Gove being derived from kaolinitic sands while in the Darling Range, granite and other crystalline rocks of Precambrian age immediately underline the lateritic bauxite.
