Rising costs have affected the cost of operating and install­ing crushing circuits, just as they have affected every other area and there is little possibility that the cost cycle is about to be reversed - power costs, wear materials costs and labour costs continue to increase but a basically stable gold price makes little allowance for these cost increases. Additionally, lower grades of ores being worked, and harder feed materials have a significant effect on the potential for higher processing costs. There are, of course, options for size reduction - some of them newer than others - some are suitable for certain types of ores and less suitable for others and it can sometimes be difficult to ascertain the accuracy of anticipated results before plant design and con­struction are completed - by which time the capital outlayed will preclude a change to another method ofreduction. Since the production prototype continuous vat leaching pilot plant was installed at Ariel Resources in Costa Rica in 1995, the test results and lessons learned have been invaluable in plotting the future of this method. Vigorous test programs in base and precious metals as well as design developments for studies have shown the advantages, economically, technically, and environmentally that favor this method over current practices in heap leaching and stirred tank leaching. Much larger individual vats have been developed with throughputs as high as 5000 t/d with larger vats envisaged, and there has been a trend towards using vats with ground ore. Five projects are slated to begin detailed engineering this year, three in precious metals and two in copper. Of particular interest to future producers is the ability to deposit d,y, detoxified tailings at a fraction of the cost of conventional methods. Proprieta,y work is ongoing which promises to eliminate the need for tailings dams when using other methods of processing such as flotation. This is of particular importance in light of dam failures around the world in recent years.

A novel solvent-extraction route for the production of high­purity gold has been successfully demonstrated on a pilot-plant scale, and the first full-scale production plant is being commissioned. This plant, at Harmony Gold Mine in South Africa, is designed to refine 24 tons of gold per annum when operated for one shift per day. The commercial implementation of this process represents not only a significant advance in gold­refining technology, but may also be instrumental in initiating important changes in the legislation regulating the marketing of gold in South Africa. The Minataur™ Process (Mintek Alternative Technology for Au Refining) is able to produce gold of either 99.99% or 99.999% purity from intermediate process products having a wide range of gold contents. The process comprises oxidative leaching of the feed material, followed by selective solvent extraction of the gold from the leach liquor to reject impurities, and then precipitation of high-purity gold powder. This paper introduces the process, presents selected results of pilot-plant trials in which high-purity gold was produced from two significantly different feed materials, and illustrates some of the applicable cost benefits.

In order of increasing gravity: Captions for Figs. 3 and 4 are transposed. • Purported to be a more accurate method of rope selection than the process of successive approximation, the direct method assumes linearity between a given rope's minimum breaking strength, T, and unit rope weight, Wv. Because of the sensitive location of the constant, K, in equation (8) for breaking strength, the significance of this nonlinearity is magnified. For a typical 6 x 37 class fiber core wire rope (Wire Rope Corp. of America, 1985), K actually varies from 43,650 to 52,190, depending upon rope diameter. The success of the industrial minerals end of the mining industry is often overshadowed by the high price of copper, the glamour of gold, and the nation's huge reserves of coal. Those three segments of the industry, however, along with every other business in the world, could not function without the products that are composed of a variety of industrial minerals. And, according to Haydn H. Murray, past president of SME, the value of industrial minerals in the United States is more than triple that of metals, about $19 billion a year versus $6 billion. In the developed countries of the world, he said, the value of industrial minerals is nearly always greater than the value of metallic minerals. Murray, also a professor of geology at Indiana University, was the luncheon speaker at the SME-sponsored Grinding of Industrial Minerals conference held in Asheville, NC this past September. Producers of industrial minerals know they must squeeze the maximum value out of the industrial mineral being mined and processed, Murray told the audience of about 100 people. Grinding and particle size, then, are vital to a commodity's profitability.

Sewage sludge contains heavy metals, pathogens and bears annoying characteristics that limit its land application. For the sewage to be applicable on land, several stabilization methods can be used. Stabilization with lime (CaO) is used to raise pH and temperature and therefore, according to ASTM standards, reduce pathogen levels and achieve compliance with regulatory requirements. Although the process results in the production of a stabilized material, its direct application to soils is rather limited mainly due to the improper product texture. Inert materials can be further added to sewage sludge stabilized with lime to tackle this problem. The objective of this study is to investigate the potential use of dried bauxite residues as an inert material together with lime for the stabilization of sewage sludge from a municipal water treatment plant. It was indicated that the addition of bauxite residues and lime to sewage sludge apart from meeting the requirements of ASTM standards, it further reduces moisture content, improves material texture and eliminates odors. It was also found that although some elements leachability increased due to the treatment with lime, it further decreased when bauxite residues were also added.

In a joint exercise, the European Commission, (led by DG Enterprise), the EU Member States, the various sectors of the Extractive Industry, and WWF have developed a set of Sustainable Development Indicators specific to the non-energy extractive industries. Of equal significance, a Voluntary Scheme for publicly reporting the data has been created. This paper presents these indicators at the company level and explains the role of companies and trade federations in establishing the reporting process. This has been achieved in just 18 months and the paper identifies 6 Success Factors, which have made this possible. It is believed this is the first Scheme of its kind to be put into place and to have begun operation. It is a model for co-operation between government, the NGO sector and industry. The first set of data, based on the reference year 2001, has been gathered. The SD performances of the European Minerals Industry will be publicly reported on for the first time, on the basis of these 2001 data by industry sub-sector. The Member State level Indicators will follow to complete the picture.

Sulphide mineral flotation is known to be affected by oxidation-reduction conditions in the pulp, although there is some doubt as to whether it is the oxidizing environment or the type of oxidant which influences flotation. Variations in the oxidizing conditions of the pulp and their subsequent effect on flotation were examined for two types of natural sulphide ore, a galenasphalerite ore and a complex pyrite ore. Different gas mixtures ranging from pure nitrogen to pure oxygen were used to control the oxidizing conditions. Zinc recovery increased with a more oxidizing environment, and nitrogen gas acted almost as a depressant for sphalerite in the flotation of the Pb-Zn ore. For the complex pyrite ore, the selectivity between chalcopyrite and both gangue and pyrite improved when the environment was oxidizing, resulting in higher Cu recovery in the copper rougher concentrate. The use of an oxygen rich flotation gas was found to be a suitable method for changing the oxidizing conditions and improving flotation under controlled conditions. The flotation results were correlated to the oxygen content and the redox potential, parameters which describe the pulp chemistry conditions.

Land reclamation and rehabilitation of depleted coal mines in the wider area of Ptolemais-Amynteon is practiced by the Division of Mines of the Public Power Corporation of Greece in order to conform to the concept of environmentally sustainable economic development of its operations. Detailed chemical and mineralogical studies were performed on reclaimed soils and their crops in order to evaluate the results of land reclamation and rehabilitation while similar studies were undertaken in adjacent, regularly cultivated, soils. Results indicate that trace element concentrations as well as concentrations of elements of environmental concern to be higher in regularly cultivated soils than the reclaimed ones. However, the concentration of the elements in wheat grains harvested from both, regular and reclaimed, group of soils is the same. The reason for this behavior is the very low water solubility, of the elements in the soils, due to their high pH values and the nature of their occurrence. As a result, wheat crops produced from reclaimed-rehabilitated soils developed on depleted lignite mines in the wider area of Ptolemais-Amynteon do not pose any health problem on either humans or animals when consumed.

Bechtel Civil and Minerals, Inc., one of the Bechtel group of companies, is a large engineering and construction firm that services the mining industry, among others. The firm's head, S. D. Bechtel Jr., comments on how his E&C company is dealing with the recessionary economy. First, he offered a historical perspective. About a half century ago-in the middle of the Great Depression-W. A. Bechtel and several business partners drew up a fixed price bid to build the Hoover Dam. At that moment in history, the W. A. Bechtel Co. was a modest success, but the times were troubled and uncertain. Money was scarce and a lot of contractors across the country were one project ahead of bankruptcy. The bid for Hoover was a make-or-break proposition for Bechtel, and it turned out successfully. The Hoover Dam was a no-frills operation in an isolated and harsh environment. There was plenty of hard work, long hours, and not many amenities. Controlling costs was critical. Everyone knew what had to be done, and why and what the consequences were. Today's Challenge Bechtel is now a bigger, more complex organization whose management views the current economic recession as a challenge to be met in much the same way W. A. Bechtel met the challenge of the Hoover Dam: by pulling together with a sense of purpose and direction. In many respects, Bechtel's situation today has a number of parallels to that which faced my grandfather. The company is eminently successful, but times are tough and there are plenty of signs that they could get tougher. My grandfather bet on the Hoover Dam to insure the future health of his company and I think we can work together again in that same tradition, make some tough decisions together, and the company's future can be just as promising. The first and most important requirement is to make certain that everyone understands the situation. The Bechtel group of companies are in an excellent financial position now. Its workload hit an alltime high in 1982 and it is well positioned in its principal markets. But the next two years may be critical for the company. Traditionally, Bechtel's work load lags behind general developments in the economy. Although many of its clients continue to suffer serious business difficulties, Bechtel is only beginning to feel the impact. The worldwide market for basic metals remains soft; relatively low prices and abundant supplies of oil and gas have flattened the petroleum market and made once promising synfuels projects economically unattractive; utility clients are still caught in the vise between overregulation and escalating costs. And persistently high, long-term interest rates have made capital investments expensive and difficult to justify. The company maintained a healthy workload through 1982. In some areas it has had little new work and consequently has been forced to lay off some staff as projects have been canceled or concluded. In other areas new work has tided the company over and more people have been hired. But new work bookings have fallen off, creating some uncertainty for the near future. 1983 requirements are clear, although seemingly contradictory. Belt tightening and cost reduction are necessary for Bechtel to remain healthy and competitive, enabling it to handle a possible further downturn with a minimum of turmoil and dislocation. At the same time, we need to allocate resources and funds in areas that will keep us positioned for the turn-around marketplace.

Why did it fail? My first reaction when assigned this topic was to say: because somebody "goofed"--then thank you all for letting me say those few words, then promptly sit down. All of you have been bandying this problem around for many years--so all of a sudden I should come up with the solution. Well, While I might not provide you with your particular answer, I think I can show you some of the resolutions to it. Somewhere along your path of experience you may have discovered that a good formula for starting a fight is to tell a group of dedicated (Nordberg Crusher) users they should be using (Allis-Chalmers), or a group of (Allis-Chalmers) 'users they should be a (Traylor). Now, if you really want a melee, get both groups together and tell them they should be using a (Stedman Cage Mill). This is one sure way you can learn how great minds arrive at logical, well thought-out conclusions, based on all the relevant facts. Why did it fail? I could go on for hours giving you specific reasons why. One of my engineering professors used to start his new class off each year by writing on the blackboard--four and two, then turn to the class and ask: What is the problem? One brave scholar would venture to answer 8. His head would shake no. Another would dare 6. Again, a head shake. Now that the ball had gotten rolling, a number would vocally decide it had to be two, which produced only another shake of the head--no. All of them had missed the question he had asked : What is the problem? What he had gotten ,were some of the possible answers to the problem.

This paper discusses some of the problems involved in predicting the productivity of a shovel and truck fleet in a new set of operating conditions. More specifically, it concentrates on the problems of predicting the travel times on the haul and return portions of the truck cycle under new profile conditions and the prediction of the interaction effect between the shovel and trucks at the loading point. The ability to calculate the travel times for a new road profile is not new. Additional corrections of these calculated times for expected actual operation can be made. In considering the interaction between the loader and the hauler, there are two approaches that can be taken. Probably the most accurate method of predicting the shovel-truck interaction is a simulation of the step-by-step operation considering the variation in cycle times of the shovel and trucks. This is usually called a stochastic simulation and requires input describing how these cycle times vary. However, by understanding the causes of this shovel-truck interaction it is possible to make sufficiently accurate predictions with much simpler methods. For the purpose of this discussion let us assume that the problem involves trying to predict the productivity of a single shovel-truck fleet at some future time in an existing operation. Let us also assume for simplification that the new operation to be simulated has the same loading and pit conditions and the same dumping conditions as did the existing operation. Therefore, the only difference would be the difference in the hauling profile for the new operation. The problem then becomes one of predicting the change in the travel times on the haul and return portions of the cycle, and in determining the change in interaction between the shovel and trucks with the new truck cycle times.

INTRODUCTION In response to the Uranium Mill Tailings Radiation Control Act (Public Law 95-604, Section 114c), a report has been prepared by the U.S. Environmental Protection Agency (1980) which describes the potential health and environmental effects associated with uranium mine wastes. The author was responsible for the geology, hydrology and aqueous pathways analysis portions of the report. All potential sources of contaminants, solids, liquids, and airborne emissions, which might cause adverse impacts upon the environment or health of nearby populations were considered. Wastes at both active and inactive uranium mines (Hans and O'Connell, 1981) are described and assessed with respect to dose and health effects (Blanchard et al. 1981). The emphasis of this paper is on the liquid emissions and the aqueous pathway. Model uranium mines were developed for surface and underground mines. The model underground mine was placed in New Mexico while the model surface mine was in Wyoming. Development of a generic assessment was complicated due to the inherent variability of uranium mines. Also, most information available relates to uranium mills rather than to mines, or reported measurements were often influenced (biased) by wastes from a nearby mill and did not specifically reflect mine discharges. Consequently, the assessment presented is often based on conservatve (maximizing) assumptions which are identified as such, and which were based on knowledge from field investigations, available literature, and consultations inside and outside the U.S. Environmental Protection Agency. Maximum use was made of available data, supplemented with limited field studies in Colorado, Texas, New Mexico, and Wyoming. PREVIOUS INVESTIGATIONS Stream survey work in Colorado by the Water Pollution Control Commission and the U.S. Geological Survey (Moran, 1974; Wentz, 1974) mentioned a portion of the Uravan Mineral Belt and uranium mines therein, but the work did not emphasize uranium mines. Significant amounts of acidity and total trace metal concentrations were found in streams from 18 different mining areas. Dilution and chemical precipitation below mine drainages decreased concentration and increased the pH. Given enough time and distance, the streams recover naturally, but the accumulations of trace metals in the sediments increase. Field observations in 1971-72 of streams in most of Colorado indicated that approximately 724 km of streams in 25 different mining areas were adversely affected by mine drainage (Wentz, 1974). Discussions of the impacts of uranium mining on water quality or quantity are incidental in numerous impact statements and environmental reports prepared by industry and (or) the U.S. Nuclear Regulatory Commission as an integral part of licensing or relicensing uranium mills. Coverage on mining is usually minor as the principal focus is on milling impacts. The same is true for the recently prepared generic EIS on regulation of uranium milling (U.S. Nuclear Regulatory Commission, 1979). Radiochemical assessment of surface and groundwater in uranium mining districts of New Mexico is done by self-monitoring programs associated with NPDES permits. Also, radiochemical assessment studies have been funded by the New Mexico Environmental Improvement Division and U.S. Environmental Protection Agency. Unfortunately, there has been no concerted effort to prepare broad assessments of the cumulative impacts of mining and milling in areas of interest in Texas, New Mexico, and Wyoming. Critical review and synthesis of these types of data can produce rather useful information. For example, the publication "Water Quality Impacts of Uranium Mining and Milling Activities in the Grants Mineral Belt, New Mexico" (U.S. Environmental Protection Agency, 1975) addresses the groundwater and surface water changes as the result of extensive uranium mining and milling production in a relatively confined area. A more recent report by the Wyoming Department of Environmental Quality summarizes 16 years of aqueous radium and uranium data. The study reports significant amounts of radium-226 and uranium were present in surface water in the Shirley Basin as a result of inadequate mine water treatment (Harp, 1978). In Texas, surface water and groundwater monitoring conducted by industry, as well as by State and Federal agencies, reveals little or no change of chemical quality attributable to uranium mining and milling (Gesell, 1977; Kallus, 1976). This conclusion is based on 586 samples collected from 198 stations over a period of 39 years, but primarily from 1961 to 1975. The State monitoring program by several agencies is continuing, but data reporting and interpretation is lagging. One survey (Itin, 1975) showed that none of the mine water from the 10 lakes that were sampled was suitable for human use. The lakes were also unsuitable for irrigation due to mineralization of the water by sulfate, chloride, and TDS. One of the 10 was suitable for stock watering.

The purpose of this paper is to investigate trends in exploration expenditures of a selected group of mining companies for the interval 1968 through 1971. The paper also compares these trends with other financial factors that are associated with various groups of companies and comments on the implications of these trends. Although a four-year interval is hardly enough time to establish a long-range set of trends from which operating rules can be derived, the fact that the four years selected are in the immediate past gives some sense of relevance to the matter of exploration expenditures at the present time and in the near future. The sample under study here consists of 21 mining companies. Of these, 19 are listed on the New York Stock Exchange and 2 are listed on the American Exchange. Twenty are American, one is Canadian. All are fundamentally "mining companies" in that they derive the bulk of their income from the extraction, sale, and at times, fabrication of metals from their own mines. This is in contrast to companies which have mineral exploration departments but derive the bulk of their revenues from sources other than mining; for example, from oil and gas sates, Also, no companies which can be considered strictly as exploration companies are included in this study. Although this definition held up fairly well when studying this list in 1968, the strict application of this definition became more difficult through the years up to the present time. In 1971, three or four of the companies were changing their character in that they were phasing out of the mining business, and either deriving their income or planning to derive a substantial part of their income from activities other than mining. The underground mining evolution for block cave mines in Chile and worldwide has made important strides in the last decades. Nonetheless, reserves determination in the initial stages of these types of projects—mainly for long-term planning—is not studied in as much detail as it should be, especially regarding the impact on the final value of the enterprise. Today, the first estimation of the size of a block cave mine, typically expressed in tons, tends to determine very large footprints and ore bodies. The resulting large-scale mine is obtained by applying the marginal cut-off grade (COG) to determine reserves. Yet, in many cases, it is possible to obtain an equal or higher benefit, extracting fewer reserves in less time, with a smaller active area, which significantly reduces the project’s uncertainty. To explore scenarios obtained by applying a higher marginal COG in the initial phases of the project, the Hill of Value methodology is used to estimate the net present value (NPV) in relation to the production rate and the COG. However, the application of this methodology considers certain simplifications that generate results which are not completely satisfactory in specific cases. This paper suggests an improvement of this method to obtain more reliable results regarding determination of a COG profile that will optimize the NPVof a block-cave project. The methodology was developed and applied in a massive polymetallic deposit with zinc, lead, and silver mineralization, corresponding to a real block caving project. The methodology provides NPV results that differ by approximately 15% in comparison to the real mine plan, while also being considerably simpler and faster to calculate. In summary, the proposed methodology provides a reasonable and fast procedure to estimate higher than marginal COG that increases the NPV of block cave mine projects.

The Ozarks has been called "a diamond in the rough". In this region streams have steep gradients, sparkling clear flows of cold water fed by many springs, and a wildness that is almost unique in the central part of the United States today. The Current River and its tributary, Jacks Fork, have been set aside for preservation by the National Park Service as a "Wild River" in the first park of its kind in the country. It is called the Ozark National Scenic Riverway. Similarly, responsibility for the preservation of the Eleven Point River has been assigned to the U. S. Forest Service. Protection of other streams in the Ozarks has been considered by State agencies. The hydrologic system of the Ozarks is a complex network of gaining and losing streams, caves, conduits, and large springs. Increased sewage loads derived from the growing towns and expanding tourist trade are a potential hazard; effluents may flow underground for long distances, polluting springs and wells. To add another dimension to the hydrologic picture a new lead industry is also flourishing in the Ozarks. Although the history of lead mining in the area goes back to 1701 (U. S. G. S., p. 43), the area has not seen a revitalization like the one that has been developing in the last 10 years; and the economic growth promises to continue indefinitely. Although this brings capital expenditures and wages into the area, it also brings potential hydrologic problems. Chemicals, wastes and other substances either stored on the surface or transported across it are subject to accidental spillage. In an area where these substances remain on the surface their effects are subject to surveillance. In the Ozarks, however, this may not be possible.

A wide variety of subsidence prediction methods exist. They can be classified into empirical methods and mechanistic models. The empirical methods include profile functions and influence functions (Brzuner, 1973a,b; Kratzsch, 1974; Berry, 1978; Hood et al., 1981), the two empirical approaches of most practical value, if only be- cause they are readily programmed on calculators or computers. The profile functions have the advantage that they allow for ready determination of the necessary empirical parameters from field observations. They have the disadvantage of being restricted to subsidence calculations at a very limited number of points or lines above very simple (rectangular) mine geometries. This reduces greatly their practical applicability for damage predictions, which usually require estimates of strains, slopes or curvatures at structures that have arbitrary position and orientation with respect to planned mine excavations. Influence functions can be used to calculate subsidence at any point near an excavation of any in- seam outline. The main difficulty associated with empirical influence functions is the lack of uniqueness in the relation between subsidence and its cause, the convergence distribution over a mined excavation and its immediate surroundings. A secondary practical difficulty is the need for fairly arbitrary adjustments near the excavation edges, usually in the form of compensation zones (e.g. Brsuner, 1973; Hood et al., 1981). Determination of the appropriate empirical constants in influence functions is facilitated greatly when a direct mathematical connection exists between influence and profile function (several examples are given by Brauner, 1973 and by Hood et al., 1981), so that field data can be used to determine the parameters through backfitting of the profile functions, which is considerably simpler and more direct than backfitting of influence functions.

"INTRODUCTION The existing Baltimore and Potomac (B&P) Tunnel accommodates Amtrak (National Railroad Passenger Corporation) and MARC (Maryland Rail Corporation) service between Baltimore, MD and Washington, DC and occasional local freight service. The Baltimore and Potomac Tunnel Replacement Project proposes new tunnel construction through Baltimore, Maryland along the Northeast Corridor (NEC) that maintains connections to Baltimore Pennsylvania Station. After the Replacement Project is constructed and operational, the disposition of the existing tunnel must be determined. The tunnel could be abandoned; however, considering its location in a congested downtown, alternative uses have been considered to take advantage of this unique piece of infrastructure by repurposing it. Alternative uses for the existing 140-year-old B&P Tunnel may end up being cost effective and should be considered, as the tunnel can be made accessible to construction crews for extended periods of time that will allow for efficient work activities unlike when it is fully operational. Possible alternatives include conversion for non-rail use, rehabilitation, or complete modernization for continued rail traffic. The following paper describes the four potential fates of the conceptual designs for the existing B&P Tunnel. The four concepts include: • No Build – rehabilitate to keep the tunnel operational. • Abandonment – complete or partial sealing of the tunnel. • Adaptive Re-Use –repurpose the tunnel with sustainable building practice. • Full Rehabilitation and Modernization – bring to current fire-life safety aspects. Of the four concepts, only the no build addresses maintaining the tunnel while it is under traffic. The remaining fates address the existing tunnel after the new tunnel is operational and railroad traffic has been diverted to it. Development of these conceptual designs were provided in a concept design study (Parsons Brinckerhoff/Parsons, 2015) that supports the National Environmental Policy Act (NEPA) review process for the Project, which includes evaluation of possible alternative uses of the existing B&P Tunnel."

Everyone forms his own mental picture when the subject of copper is mentioned. To an architect, copper is a warm, enduring metal with a quiet beauty; to the historian, man's first metal; to the product engineer, the best electrical and thermal conductor of all commercial metals; to the investor, a volatile stock; to the speculator, the daily price quotation; to those in the mining industry, the challenge of producing copper for rising needs in the face of rising costs and lower grades of ore. At this meeting, we will look upon copper as a key raw material in industry, in national defense, in technology, in world trade, and as a principal commodity in the economies of several developing countries. As miners, and most of us here are miners, we are prone to view our role as suppliers of copper. We locate, mine, smelt and refine the metal. In the complexities of today's world, however, following a period of the longest domestic copper strike in history which caused critical world-wide shortages and widely fluctuating prices; it becomes necessary for all of us to concern ourselves with the whole spectrum of copper affairs -"from mine to consumer " But first we need to look at the miner's side of the picture -- capacity and production. We will examine these functions in terms of the whole world -- not simply the free world. Nature did not endow all regions of the earth equally, and copper in world trade has a way of ignoring political boundaries. Science and technology, as well, know no national boundaries. It is said that the "Engineering & Mining Journal" has as many readers in the Communist World as in the Free World. Nor is this a one-way street. We presently have available to us in the. U.S., cover-to-cover translations of many Communist World mining and metallurgical journals.
