All underground operations have limiting factors that influence overall profitability. Hoisting, hauling, available headings, labor, milling capacity and other factors limit how much material can be removed from an underground mine. Consequently, when mines use limited labor to handle the additional rock from overbreak and to perform extra ground support tasks, productive activity is replaced by nonproductive work. Mining economics are further penalized when overbreak causes dilution of ore grades. This paper reviews the organizational systems that mines have been using to create environments that foster the creation of successful overbreak-control programs. Actual case histories document the various quality-improvement techniques, worker incentives and practical project-management systems used by these mines. A brief review of controlled-blasting technology sources and overbreak-measurement tools is also included.

The depletion of high-grade phosphate ores is bringing about a search for a suitable, economically viable technique that con process the abundant low-grade phosphate reserves. About 75% to 80% of the world's low-grade phosphate reserves are associated with carbonate gangue that is not amenable to treatment by the simple techniques of physical separation. The processing of sedimentary dolomitic/calcareousphosphate ore has numerous problems, including similar surface properties of the carbonate and phosphate. Two-stage reverse anionic flotation of carbonates (dolomite/calcite) has appeared to be a promising separation technique ,for the removal of carbonates from sedimentary rock phosphate. In reverse fatty-acid anionic flotation, the depression of phosphate mineral with orthophosphoric acid produces satisfactory results for calcareous as well as dolomitic phosphate ores from several locations of sedimentary origin.

Recent studies conducted at Virginia Tech have shown that ultrafine coal particles can be selectively coagulated and separated from mineral matter without the use of traditional agglomerants or flocculating agents. This technique utilizes hydrophobic interaction forces to induce coagulation of coal particles, while particles of mineral matter are dispersed using pH control. After selective coagulation, the coal coagula can be recovered by a sedimentation technique. In the present work, factors such as pH, particle size, and solids concentration have been examined. A wide range of coal samples have been successfully upgraded using this technique.

Advancement in automation intensifies the need to remove tramp iron from bulk materials being processed and carried on belt conveyors. Although magnets have long been employed for this purpose, it becomes increasingly necessary that magnetic equipment of appropriate types and sizes be selected and advantageously installed -- if maximum benefits are to be derived Tramp iron present in bulk materials consists of ferrous trash, such as wire, bolts, nails, equipment parts, tools, and machine cuttings. The results, if the iron is not removed, are damaging to equipment having close clearances, explosions, or fire, En the case of flammable materials, production downtime losses, and contaminated products.

The US coal industry has been using continuous room-and-pillar mining (CRPM) machines for more than 30 years for longwall development. This equipment has also been used for production mining in areas that are not appropriate for longwall mining. From 1977 to 1987, the portion of annual US production mined by continuous miner (CM) sections grew slightly from 65% to 70%. Over this time, mine operators and manufacturers have made some advances to attain the full production potential of this method. This is evidenced by the fact that average tons per eight hour shift for continuous miners in the US grew from 180 t (200 st) in 1977 to 431 t (475 st) in 1987. The authors (1990) reported that the increase in productivity was due to several factors: • a drop in prices; • a more mature workforce; • union stability and incentive programs; •procedural improvements; and •technological advances. The authors estimated that about one-third of the increased production came from the first three and other unaccounted for factors and one-third each for the last two. Even though improvements were considerable, continuous miner capacity is much higher than 431 t/shift (475 st per shift). For example, the machinery is capable of mining more than 9 t (10 st) per machine for the 6.5 available hours per shift or 3.5 kt (3900 st). However, this has never been attained on development. The averages of most mines are less than 900 t/shift

Agriculture in the United States today is becoming more and more a business, rather than a way of life. In the light of this, it behooves the farm-supply industries that provide the American farmer with his tools of production--feed, fertilizer, machinery, and the like--to give even greater attention than they have in the past to meeting the needs of the farmer-businessmen they are serving. Increasing competition among the companies that make up these industries merely accentuates this need for better service. An opportunity for such improved service, not yet fully realized, exists in the fertilizer industry today. That opportunity lies in the increased transportation of fertilizer ingredients by water. However, before the benefits inherent in this increased water movement of fertilizers can be fully realized, certain obstacles must be met and overcome. It is the purpose of this paper to outline the nature and magnitude of this opportunity, to point out some of the roadblocks and the steps that can be, or are being, taken to remove them, and to indicate some of the rewards that would logically stem from success in these efforts.

Under the circumstances, the role of drainage networks grows ever more important. The paper describes an original mathematical model and software developed on its basis, with enables the ventilation engineer to assess the configurations of different systems, as well as to test their reliability and prognose their future performance before conceiving another methane drainage system or changing the existing one. The paper also includes the underlying principles of an optimization program for methane drainage networks, which will enable the detection of the optimal methane drainage system, both from a technical and an economic point of view.

With all of the publicity, criticism, and notoriety that the mining industry has received over migratory birds, it is diffi­cult to remember that six years ago no one even suspected that this issue would'emerge. After all, cyanide had been used in Nevada mining for 20 years without significant effects on wildlife. Although the mining industry has been buried in unjustified criti.cism for not having a clearer crystal ball, most of those critics forget that no one else predicted this problem either. In fact, the Nevada Department of Wildlife reviewed and had no objections to the Paradise Peak Plan of Operations before they began production. As we now know, Paradise Peak had one of the first and most severe avian mortality prob­lems in the State. It should also be noted that Paradise Peak has done more to research and solve the migratory bird problem than all of the rest of the Nevada mines put together. It is not possible to review all of the research and field work that has gone into investigation of the avian mortality problem over the past five years in this short paper, but a synopsis can be presented. In most instances we can say that we have solved the problem, We have learned what works and what does not. Let's start with what does not work. Unfortunately, the list is long and elaborate, but can easily be summed up in one word: hazing.

There has been a surge of exploration activity and interest in mineral properties located in cold Northern climates, with gold and copper properties as the two most attractive targets. There are already a number of mining operations located in the Arctic, for example, Red Dog, Polaris, and Lupin, all located in the Canadian Arctic. The logistics of sustaining operations, the engineering design and construction methods for such inhospitable regions are now relatively well understood. However, at least three of the proposed new mines in the Yukon Territory, Canada are designed to be heap leach operations. Rescan Engineering has recently completed Feasibility studies for two heap leach operations in the Yukon, one of which, the Brewery Creek Mine, is now in operation. The purpose of this paper is to explore some of the engineering and operating concepts that have been developed to make heap leaching an appropriate process method for gold recovery in a cold climate. Many of the readers will be familiar with the general and specific details of heap leaching, and it is not the intention of the authors to deal with any of the established "do's" and "don'ts" that have been addressed in numerous previous papers, but only with those pertaining to cold weather operations. This paper also examines these design concepts in specific relation to the results of the first winter's operation at Brewery Creek Mine, the first "far" North heap leach operation.

Permanent magnets are used in most electromechanical and electronic devices to convert electrical to mechanical energy and vice versa. More than fifty are commonly found in the average American home and car. A new species of permanent magnet composed of iron, neodymium, and boron has recently been developed which combines superior magnetic properties with compact size. The reduced size of the magnets has enabled significant new developments in such areas as robotics and consumer electronic, among others. The objective of the present work is to efficiently and economically separate valuable rare earth materials from the relatively worthless iron constituent in NdFeB magnet scrap. Several magnet producers have expressed interest in the development of such a process and have provided information and scrap samples to aid in research. Scrap is generated in a variety of forms from different stages in the processing stream. Pieces of magnetic and non-magnetic metal as well as sludge and ribbon from jet casting must all be treated. Beneficiation techniques have been studied and size distributions developed for the different scrap types. Slag from the casting process is resistant to crushing and may need to be embrittled first, but all other types are amenable to crushing and ball mill grinding using stainless steel balls and water. This is the 10th annual tabulation of US mineral royalties published in MINING ENGINEERING. The first year, 1982, the author solicited information about royalties and the cost of reserves. That column contained only a few royalties - not enough to tabulate. Since then, the response has been sporadic but the entries have grown to more than 300. Some have been deleted. Some of the older information has been deleted to make room for new entries. All indications suggest that the readers enjoy and use the information. But more information is needed. Russian practice In 1989, this column gave a brief history of mineral leasing and royalty payments as the concept applies to mining in the United States. This year's narrative deals with information about the mineral ownership in Russia. That country is in political and economic turmoil, including administrative systems and methods. And many laws are likely to change. What follows describes the Russian system of mineral ownership as of early 1992, according to Kirill Kavun. He begins "All the subsurface space of the Russian Federation with minerals contained belongs exclusively to the state. This forms the Common State Mineral Fund. Land parcels may be state, municipal, public or private property. They may be let to be owned and used by individuals, juridical persons, national/territorial or administrative/ territorial formations." This seems to apply to surface rights, as known in the US.

Thin-seam mining presents unique challenges when management or economic conditions require significant productivity increases. These challenges can be further amplified depending on such factors as labor unions, federal and state regulations and market characteristics. This article explores the turnaround situation occurring at Tanoma Mining Co. (TMC), a medium-sized, underground coal mining company in central Pennsylvania. The company has used a systematic approach of improving management controls and direction, labor relations and communications to improve its cash flow from negative to positive within a projected five-year span. An intensive upgrade-rebuild-replacement program for mining equipment and systems has also been established to support other management activities. Discussion Thin-seam coal mining is an industry within the broader industry of coal mining. Thin seam mining faces the same cost pressures and engineering problems as its higher-seam competitors, without the advantages of moving volume per foot of extracted material. To stay at economic parity with others requires additional creativity within the management team to extract higher productivity gains from the existing workforce and mining systems. The Tanoma operation is a deep mine in Indiana County, PA, about one hour northeast of Pittsburgh. Coal is extracted from the Lower Kittanning "B" seam. Environmental protection, economic prosperity and respect of the need for social equity promotion, constitute a prerequisite for any modern industry aiming to operate in a sustainable manner. The Natural Stone industry in Europe, a sector comprising mainly of SMEs, despite the fact that consists a dynamic extraction sector, often lucks the resources to apply novel techniques and management schemes towards achieving sustainable performance. I-STONE, an EU Integrated Project funded by the 6th Framework Programme, is aiming to contribute in the improved performance of the Natural Stone industry. A primary project objective is the re-engineering of the stone production chain, in order among others to considerably in-crease its efficiency and productivity, and minimise the amount of stone wastes disposed. The present paper, resulting from the research con-ducted on environmental management within I-STONE, is focusing on the use of sustainable indicators as a tool for the assessment of the stone industry?s performance. Based on Commission Decisions and reported studies, a list of indicators was selected and used within I-STONE, including environmental and socio-economic indicators. A set of selected environmental indicators were quantified based on operational data of a number of Greek and Portuguese quarries examined as case studies. The analysis indicated that an integrated strategy, including the application of novel operation techniques and equipment, waste minimization and systematic environmental monitoring and reporting, constitute key factors for the sustainable operation of natural stone industry.

For 30 years, mining operations worldwide have used diesel-powered mobile machinery to mechanize the mining process. South African diamond mines and some US coal mines have 15 years of experience with this type of equipment. During the past eight years, most of the new gold production from underground mines outside of South Africa has been mined by bulk methods using diesel-powered machinery. The underground mining industry, then, has secured and institutionalized the larger benefits created by a technology that was new to mining engineers in the early 1960s. The state of mechanized diesel-powered underground mining is now mature. To survive, though, mine operators -regardless of commodity mined and position in the commodity cycle-must maximize the benefits of diesel technology. The benefits gained in the next seven to 10 years will be realized by tweaking this component, fine tuning that piece of machinery and demanding optimum use of the technology. Manufacturers of diesel-powered machinery share the condition of maturity with their customers. Larger scale and easy market development have occurred. Much has been made of the potential size of the US coal segment as well as markets in China and the Confederation of Independent States (CIS). Indeed, opportunities do exist in these regions. However, these market development opportunities do not imply the market size trend line remains unchanged. They simply mean the potential market size is within reach. In fact, the market size for the product is shrinking.

INTRODUCTION Frontier-Kemper Constructors, Inc. is an Evansville, Indiana based heavy construction contractor engaged in projects for both the public and private sectors of the underground construction industry. Construction activities range from conventional shaft, slope, tunnel and chamber excavation through state-of-the-art mechanical excavation, ground freezing, standard support and structural concrete operations. Conventional excavation and concreting equipment, as well as raise boring machines, road headers, tunnel boring machines, and freeze plants are owned, operated, maintained and modified "in-house" to suit the needs of individual projects. The balance of this paper wilt present a general overview of the Frontier-Kemper planning and construction operations on the recently completed Phase II of the U.S. Army Corps of Engineers, John Day Dam, Juvenile Fish Bypass Project. General Project History The U.S. Army Corps of Engineers is responsible for designing, constructing and maintaining various navigation and impoundment structures on the nation's inland waterways. Maintenance involves both the work required to maintain the structure in fully-operable condition and the ongoing work required to maintain a positive impact on the environment. John Day Dam is located on the Columbia River approximately 95 km (60 miles) upstream of The Dalles, Oregon. It was constructed to: provide electric power to the Pacific Northwest; provide Locking for up-and-downstream bound commercial and private watercraft; act as a water impoundment structure to control flooding conditions; and to provide a source of irrigation water

This paper describes an integrated procedure for the very short term production planning of an open pit and the execution of this plan: the truck dispatching. Integration of plan and dispatch means that the plan is realistic so that its objectives can be realized by the dispatch. This realism is obtained by supplying the plan optimization, which involves mixed integer programming, linear programming and non-linear programming, with experimental O.R. models of waiting and blending. The arrangement of these models in the computer programm has made it possible to obtain very short computing time for the planning in spite of the width of the optimisation. The dispatching of a truck is made by solving a classical assignment problem for each dispatch over a horizon of the expected*next 10-15 trucks to request dispatches. This deep-reaching dispatch procedure uses the continuously arriving information about trucks' positions and shovels situations and models by probability functions the expected waiting time of shovels and trucks. In this manner trucks and shovels are synchronized and last moments' opportunities for productivity gains can be obtained. The dispatch procedure takes .5 second on PDP11. This integrated planning and dispatch procedure gives high productivity while ensuring good blending. Results from the Mount Wright mine of the Quebec-Cartier Mining Co., where the integrated procedure has been installed on the existing computer equipment PDP11, are included.

As orebodies being mined globally are of ever-decreasing grades, the focus on the concentration process has moved increasingly to the challenges faced in management of the gangue minerals. This is especially so in the flotation of platinum group minerals (PGMs), where head grades are typically in the region of 4–7 g/t. Hence, in PGM operations, a typical recovery of about 80 percent requires depressing about 85 percent of the gangue minerals. In a flotation cell the main control parameters are reagent type and dosage, froth depth and air addition rate. This paper reviews research projects carried out over an extended period aimed at optimizing the depression of gangue minerals: both those that are naturally floatable and those, such as chromite, that are entrained.  This has involved comparing the two major depressants used in the industry — guar and carboxymethylcellulose (CMC) — in the depression of the relevant gangue minerals, as well as investigating their consequent effect on the behavior of the froth phase. Because most PGM flotation plants treat the ore as if all the PGMs are associated with sulfides, copper sulfate is widely used as an activator, but this can also lead to inadvertent activation of gangue minerals. Finally, chromite levels must be kept below 3–5 percent to avoid any negative effects on smelter performance, and thus it is important to reduce chromite recovery which mainly occurs due to entrainment through, for example, froth depth control.

The MPTM was first applied in the U.S.A. in 1950 as described by Lewis, W.E., 1951. The method was then abandoned in the USA and rediscovered some 20 years later in France where it was greatly improved and widened in its scope of application. It was subsequently successfully introduced to Italy and Spain. The technique, at its present stage of development, provides solutions to tunneling in soil and in the softer rock types, which often were troublesome geological environments for tunneling. When used in conjunction with drilling-and-blasting, over break, excessive vibration, noise and fissuring of the rock can all be avoided. When used as an alternative to the New Austrian Tunneling Method (NATM), the MPTM provides safe, full face tunneling in stead of multiple headings, excavated sequentially; in addition, surface settlement can be virtually eliminated. When used as an alternative to a TBM, the method's flexibility and low capital cost make it attractive. This attractiveness is enhanced when ground conditions are erratic or when the length of tunnel to be excavated is limited. The method holds promise for tunnels of large cross section, to be excavated in soft ground or rock with unconfined compressive strengths of less than 80 MPa (11 600 psi). While in itself not new, recognition and development of the method's potential are. Further development work, aimed at increasing the range over which the MPTM can be applied, is in progress.
