Introduction Hard rock mine closure (often referred to as decommissioning), mined land reclamation and financial assurance requirements are receiving considerable attention by governments and organizations around the world. In the United States, federal agencies and the states continue to consider and make changes to laws governing mine closure and mined land reclamation, most of which were originally enacted in the mid-1970’s through the mid-1990’s. Internationally, a number of prominent groups and various countries currently are considering new laws, regulations and policies for mined land reclamation. For example, the European Union has conducted a review of existing European laws concerning mining wastes and mine water and is considering new directives concerning mine waste and mine water management and liability schemes that are likely to significantly impact mine closure and mined land reclamation. Many countries, particularly those outside of North America, Europe, and Australia, have recently adopted or are considering new mine closure and reclamation legislation and regulations. These include significant hard-rock mining countries such as Chile, Peru and South Africa. This paper identifies recent developments in hard-rock mine closure and mined land reclamation laws in the United States, focusing on several of the more significant and controversial developments. It also discusses some of the more significant international efforts to consider mine closure and mined land reclamation laws and policies and some of the notable conclusions and trends from those efforts. The focal issues discussed in this paper include requirements for the reclamation of open pit mines, including backfilling; consideration of and measures to address the mining of sulfide ores and potential for acid mine drainage; and new requirements for the estimation of closure and reclamation costs and for financial assurance for closure and reclamation.

In 1989, worldwide total mineral industry activity registered advances from 1988. The advances may not have been as noteworthy as in 1988, but they can be regarded as a worthy theme for this article. The momentous political events throughout the centrally planned economy world had only a modest impact on actual 1989 industry performance. But these events have such potential for worldwide changes in economic activity in future years that they dwarf the actual happenings of 1989 in the minerals industry. Perhaps most significant factor here is the rapidity with which these changes have occurred. The end of World War II saw the almost immediate division of the world into major economic blocs. Since then, mineral industry activities and other industrial operations have been governed, to a considerable extent, by this partitioning. The developed market economy nations have operated as a group, the centrally planned economy states as another group. And these two groups essentially have vied for recognition in mineral industry operations in the developing economy states of Asia, Africa, and Latin America. The boundaries of these country blocs were fixed in the late 1940s and early 1950s. They were not markedly altered in the ensuing 40 years. We have seen the establishment of the Organization of Petroleum Exporting Countries, the continued Arab-Israeli confrontations in the Near East, the upheavals surrounding the rise of Moslem Fundamentalism in Iran, and the establishment of Soviet-oriented governments in Cuba and Nicaragua. These events have had notable effects on the world economy. But they have done little to change the pattern of market economy states functioning as a competitive bloc with the centrally-planned economy countries.

Tunnel Boring Machine Instrumentation A 9.17 m. diameter tunnel boring machine presently in operation in Chicago, Illinois, has been instrumented to continuously monitor and record machine thrust, torque and penetration rate during boring. A micro-processor-based data logger capable of monitoring up to 60 channels of data digitizes and converts into appropriate engineering units the signals from various transducers mounted on the machine. The output from the data logger is sent to a teleprinter, providing a permanent record of measured data. The program control enables the data logger to scan all data channels at desired time intervals. Data obtained to date have been analyzed to determine the interrelationships of the parameters measured. Penetration rate was found to increase linearly with machine thrust with a unit increase in thrust causing more than a unit increase in penetration rate. For low thrust levels corresponding to the initial stages of a boring cycle, the penetration rate was observed to behave erratically until the thrust pressure was sufficiently high for the cutters to establish full contact with the tunnel face. Torque showed a curvilinear increase with machine thrust, reaching the design rating at about 70% of maximum available thrust. No-load torque was approximately 20% of the machine's rated torque capacity. Overall, the trends observed in measured machine parameters correlated closely with those predicted from experimental and theoretical boreability studies. In summary, the instrumentation system has mett two basic goals. First, it provided extensive and accurate boring data and secondly, it has proven that an automatic data acquisition system can be installed on a TBM and can function under adverse environment.

A mineralogical and geochemical characterization study was carried out on arsenic-bearing Ketza mine tailings to complement a column extraction test program with the purpose of assessing the potential of arsenic mobilization from the tailings. Two types of tailings samples (i.e., exposed tailings from the impoundment area and water covered tailings samples) were subjected to column tests under standing water cover and with no water cover but weekly flow-through flushing. The tailings have a uniform size distribution. The samples are characterized by high Fe2O3 (44.0 to 68.2 %) and As (3.7 to 4.4w%) concentrations. Ferric hydroxides are the dominant species that are mostly amorphous or cryptocrystalline. Arsenopyrite, scorodite, an Fe-Ca arsenate hydrate phase, an Fe-Bi-As phase and ferric hydroxides are the arsenic-bearing minerals. Arsenic is essentially contained in Ca-As goethite, Fe-Ca arsenate hydrate phase and scorodite. Goethite, although containing low levels of arsenic, could be a significant arsenic-bearing phase because of its high abundance. There does not appear to be any significant chemical or mineralogical difference between the original exposed tailings and the material left underwater with no flow-through for over a year. There are differences in terms of CaO, Fe2O3, SiO,, As, goethite, scorodite, calcite and dolomite concentrations between the exposed tailings and the column material after undergoing approximately two-year flow-through and aggressive leach tests. These differences are likely to be resulting from a combination of different column test conditions and sampling or heterogeneity of the material.

INTRODUCTION The literature on project management considerations and techniques for large rail rapid transit projects in mid-1979 was fairly large and getting larger. UMTA was establishing special organizational elements to deal with the subject as it related to those properties requesting capital assistance, and comprehensive project management plans were being requested from those properties as an early step to build confidence in UMTA that the particular project could be planned, designed, and executed efficiently and effectively, thereby using critically short capital assistance funds to best advantage. In the late 60's and early 70's, the choices of models for heavy rail construction would have been quite limited.., and perhaps much simpler than was the case in 1979. One of the writers was with an agency in 1979 in the process of finalizing its organization for project implementation after several years of study and had the opportunity to review the experiences of others at length, presumably to build on the success and to try to avoid the pitfalls and failures. The properties that were surveyed all reported more or less success stories. One could only conclude that there are many ways to organize for a major transit (construction) project and that there is a great variety of viable management structures, but it seemed that chances for success were best where the executing property had prepared a comprehensive project management plan, then resolved to follow it. Perhaps more important, a commitment or prior approval had been sought from UMTA as to the validity of the project management plan, and the property was allowed to proceed without detailed prior UMTA review or approval of all specific intermediate steps. Most important, however, an early overall UMTA funding commitment had been obtained that permitted some reasonable expectation of the rate of funding, perhaps by commitment

The Colorado Geological Survey completed an inventory of environmental degradation associated with abandoned and inactive mines on National Forest System lands in Colorado. In the course of the inventory, areas with naturally occurring acid rock drainage were also noted. Approximately 18,000 abandoned mine- related features were inventoried, including about 900 features that are considered significant enough environmental problems to warrant further investigation. Water quality data, such as pH and conductivity were gathered at all features where water was present, such as draining adits, seepage at the toe of dumps and tailings, and standing water in shafts. Samples were taken where field tests indicated low pH andlor high conductivity, including several areas with naturally occurring acid rock drainage. Samples were analyzed for dissolved and total metals, and for selected anions. All mine locations and data collected by the field geologists were entered on field forms and, subsequently, into a computer database and GIS format. With the information provided by the inventory, the Forest Service, in cooperation with other agencies, has been able to prioritize abandoned mines for reclamation. In most cases, cleanup is approached on a watershed basis. Mines in priority watersheds have been selected for reclamation first. Watersheds where studies prerequisite to cleanup are occurring include the upper Anirnas River, Willow Creek (tributary to the upper Rio Grande), Chalk Creek (tributary to the upper Arkansas River), the Uncompahgre River, and the Alamosa River. During the inventory, evidence of naturally occurring water quality degradation was found in areas where little or no evidence of mining activity exists. These areas include the upper Alamosa River, the Middle Fork of Mineral Creek, Peekaboo Gulch, and Handcart Gulch. Water from these natural sources has been found to significantly exceed Colorado water quality standards for several metals.

The Ouachita, Ozark-St. Francis, and Mark Twain National Forests are located within the Ozark and the Ouachita Mountains regions of southern Missouri, central and northern Arkansas, and eastern Oklahoma- an area generally referred to as the Ozark-Ouachita or Interior Highlands. These national forests share many similarities in geography, biotic resources, and areas of shared public, market, and user interests. The three national forests have joined together to evaluate the natural resources within the Highlands and to study the impacts of the forests on local and regional economies and on the people who use these national forests and their resources. Other federal, state, and local government agencies and universities have joined with the Forest Service in this project, broadening the assessment area beyond the national forest boundaries to include 107 counties in Arkansas, Missouri, and Oklahoma. The diverse, resource-related data for the as- sessment area address social, economic, terrestrial, and aquatic issues and conditions throughout the Highlands. The assessment report currently is being developed by the Forest Service and will include an accoMpanying CD-ROM. The Ozark-Ouachita Highlands assessment has provided a forum for minerals- and geology-related resources, industries, social significance, and potential to be profiled and discussed along with other critical assessment resources. The state geological agencies in Arkansas, Missouri, and Oklahoma were active contributors to this effort. Their reports and other key data bases developed and used for the minerals sections of the published assessment report will be available either as a supplemental CD-ROM or on the Internet. Updated information on the progress of the assessment report can be found at the Ouachita National Forest Website, at <http://www.fs.fed.us/oonf/ouachita.htm>. This will also include a matrix displaying the minerals in the assessment area, their occurrence by assessment-area counties, and a potential ranking, as well as information on interesting geologic features. The state and federal reports, resources, and data bases, have helped answer key questions concerning mineral resources and related issues in the Highlands:

Mr. Garrett brings up several interesting points with respect to the proposed API specification for "nontreated bentonite." However, although not explicitly stated, these specifications are being written based strictly on bentonites from the Wyoming/South Dakota area. Other sodium bentonites may be suitable for use as drill mud but will be unacceptable since the specifications are designed for Wyoming bentonites. Regardless of the API&apos;s intent that its specifications are intended only as guidelines, they are generally adhered to on an international basis and, for practical purposes, might as well be chiseled in stone. Estes (1986) notes that the quality of bentonite available from Wyoming producers has steadily declined since the early 1960&apos;s. The plastic viscosity: yield point (PV:YP) ratio was included in the current API 13A specification primarily to prevent excessive polymer treatment of lower quality bentonite to make drill mud. However, with development of polymers designed to control YP, this specification cannot ensure that only high-quality bentonites are used for drill mud. Nor will the new specifications for untreated bentonites. Other sodium bentonites are available. Bentonite produced in southeast Oregon demonstrates superior performance characteristics without addition of polymer or other chemicals. However, the exceptionally high purity of these deposits leads to a relatively high YP:PV ratio since the naturally high YP probably results from the higher purity and smaller particle size of this bentonite (Rath. 1986 and personal communication). These bentonite; typically have a smectite component exceeding 90% (Rath, 1985), compared with 70% to 75% smectite for typical Wyoming bentonites, as determined by X- ray diffraction and tests for colloid content. As evident from the accompanying table, the untreated Oregon bentonite has excellent rheological properties, though different from Wyoming bentonites due to the high purity. Additionally, this bentonite reacts well with polymers typically used in the oil industry, making it eminently suitable for use in a low-solids mud system. The extremely low grit content, less that 0.5% on a 75 mm (200-mesh) wet sieve, greatly exceeds the standards set for Wyoming bentonite. Optimum rheological properties are obtained at a higher moisture content than Wyoming bentonites. At 10% moisture, API 13A maximum, the clay is overdried, again reflecting the high smectite content. Under the theme “Empowering the Future of Mining,” the conference served as a dynamic platform for professional development, knowledge-sharing and cross-sector collaboration. Organized by Women in Mining USA (WIM USA), whose mission is to foster equity, sustainability and leadership in mining, the event featured an extensive agenda including workshops, keynote speeches, panel discussions and networking opportunities. Attendees ranged from industry veterans to emerging professionals and students, united by a shared commitment to progress within one of the world’s most essential and traditionally maledominated sectors.

An oolitic phosphate ore composed of phosphate (mainly francolite) and carbonates as gangue has been tested for the suitability of the reverse flotation process. The samples were first ground autogeneously followed by the reverse flotation process. While the carbonates were floated by sodium oleate the phosphate was depressed by phosphoric acid. The effect of particle size, reagents type and concentration on flotation recoveries have been investigated to determine the optimum conditions. By this process, a run-of-mine ore containing 16.72 % P205 was upgraded to 28.00% P205 with a recovery of 77.0% The mechanism of optimum flotation with phosphoric acid observed at pH 6.3 is explained based on a relationship involving surface potentials and the ratio of required collector concentrations for the respective minerals.

For the desulfurization of weak SO2 gas streams, Degussa developed a process using dilute H2SO4 solution containing H2O2 instead of conventional gas scrubbing with all solid absorbent medium (limestone, MgO). The process is based on fast reaction of H2O2 with SO2 yielding H2SO4 up to 70% strength, depending on off-gas tem­perature. Compared to the conventional systems with typically < 95% efficiency, independent on the raw gas SO2 concentra­tion, residual SO2 concentrations of less than 20 mg!Nm3 can be easily achieved, corresponding to nearly 100% removal. These features render the H2O2 process a very attractive, low capital cost technology to retrofit existing conventional desulfurization plants.

The products of the coming decade will possess such stringent design criteria that it is unlikely today&apos;s monolithic materials will be able to meet them. The discovery, characterization and cost- effective manufacture of a whole new generation of highly engineered materials therefore have become essential requirements for participation in the materials marketplace of the 1990s and beyond. Meeting these challenges will require advances on a broad variety of scientific and engineering fronts, including: strengthened fundamental understanding of materials behavior; composite and laminate programs offering the compatible and synergistic combination of metals, ceramics and polymers; advanced engineering and structural design techniques; processing technologies capable of producing advanced materials efficiently; and, the development of new products taking advantage of the availability and cost-effectiveness of these highly engineered, advanced materials.

During the decade of the eighties, the mining industry was able to take advantage of numerous advancements in computing technology. The development of the desktop workstation and the tremendous increase in power of minicomputers have cause many of the technical computing applications to be taken out of the "glass house", or central computing facility, and distributed to where the work is actually performed. This trend, combined with the significant price/performance improvement being experienced, has resulted in computers becoming more readily available at a reasonable cost for research and development activities, thus increasing the amount of new development taking place. A key component of the Inland Feeder Project is the Riverside Badlands Tunnel, a7.9-mile stretch subjected to high internal and external hydraulic pressures passing beneath highly eroded hills in a semi rural environment. The tunnel presented significant design and management challenges to the project team. This paper describes the formula for project success used to manage the design of this complex pressure tunnel, from team member selection to the completion of all contract documents, on schedule and below budget. The project team dealt with sensitive regional and local community issues and won the trust of the community. The team included participation by senior management and recognized experts from inception to finish. The team worked diligently to build quality into design and adopted a claims avoidance approach to management and preparation of documents.

In a study using butyl diglyme as an organic extractant, essen­tially complete extraction of gold from chloride leach solution was achieved. The extraction kinetics are so fast that the process could be completed in 30 seconds. Except for iron, co-extraction of other ionic species was insignificant. Co-extracted iron species were successfully scrubbed from the loaded organic using 10% HCl solution. High grade, >99.9%, gold was recov­ered from the loaded organic using 5% oxalic acid solution as the stripping agent at a temperature of 70°C to 80°C. Over 99% of the organic-loaded gold was stripped from the organic phase. The butyl diglyme extractant is being tested on a variety of gold-bearing feedstocks. Presented here are results obtained from two gravity concentrates.

In its 110-year history as a mining camp, the Boleo copper district of Baja California has weathered significant changes in its operation, ownership, and profitability, despite an inhospitable environment and unique ore body. For some 65 years, under the operation of Compagnie Boleo, the area ranked as the second largest copper producing district in Mexico, with over 560 km of underground workings. As its ore grade-and profitability-declined, operations continued sporadically and with varying degrees of success. Today, operations at Boleo are maintained -despite the economics -while work is underway to devise a viable metallurgical process. Lab tests on a hydrometallurgical method look encouraging and, though this may end the district&apos;s days as a mining camp, the feasibility of the process may result in an 18-kt/d full-scale operation.

Vertical slot raise driving from bottom up has always been a hazardous, inefficient, high cost operation. The introduction of the Simba 5 drill rig has enabled this type of raise to be drilled accurately from the top down and to be blasted in stages from the bottom up. Safety, high efficiency and low cost were the main criteria in opting for this method. Drop raises with the Simba 5 at Geco have been successfully drilled and blasted up to 115 feet, and this is close to the maximum length of raise that can be drilled and blasted efficiently with Simba 5. A look into the future would indicate a rig capable of drilling up to 200 foot raises with the same accuracy of Simba 5 to 115 feet.

The extraction of gemstones, except for diamonds, continues to be a more or less handpicking type operation all over the world. However, considering the physical properties of gemstones such as density (sp.gr.), color, size, shape, luster, brilliance, reflection of light and the like in contrast to the relatively ‘dull’ physical characterization of the associated gangue minerals, it should be feasible to recover several gemstones using modern mineral processing techniques. This paper illustrates the unique physical characterization of several gemstones and suggests appropriate mineral processing techniques that could be used to recover these precious stones. Special emphasis is placed on the versatility of the Heavy Media Separation (HMS) process for processing of the gemstones. Finally, a few examples of commercially viable operations involved in the recovery of emeralds and rubies are presented.

Bauxite mine rehabilitation is an important stage of today’s bauxite mining activities. To get an overall picture on those activities the International Aluminum Institute (IAI) has been carrying out Bauxite Mine Rehabilitation Surveys since 1991. The most recent survey from 2003 covers 70% of the world’s bauxite production and 23 corresponding companies from 12 countries. The survey activities show that nearly all operations refer to a sophisticated environmental management strategy. By setting up a review scheme based on the principles of the Global Reporting Initiative the compliance of this survey to aspects of Sustainable Development has been reviewed. The Clarification of a multitude of aspects based on the GRI guidelines helped to structure recommendations and relate them to the survey as such but also to the different stakeholders involved.

"Data and information from sustainable development (SD) reports can be seen as a promising and easily accessible source for an Life Cycle Assessment (LCA), i.e. for generic Life Cycle Inventory (LCI) data in particular. The reliability and comparability of LCA results crucially depends on the quality of LCI data, that is defined by specific normative requirements. In parallel the GRI (Global Reporting Initiative) provides a set of guidance documents for enhancing the quality, rigor, and utility of SD reporting with specific reporting principles that address similar issues on a company level comparable to LCI data quality requirements on the process level. In order to assess the general suitability of the fundamental reporting principles for LCI data quality purposes selected reports from mining and minerals (M&M) sector are assessed within a detailed analysis."
