Six potential locations along the west shore of Lake Mead were evaluated to site anew water intake pumping station for the SNWA. The evaluations were based upon geotechnical exploration results and conceptual intake pumping station designs. The exploration included geologic mapping, geophysical testing, underwater ROV inspections and borings. Ground surface and underground chamber pumping station designs were considered. Sites at Saddle Island, Black Canyon and Hoover Dam are geotechnically suitable. A Saddle Island site was selected because it has the most favorable conditions for the intake pumping station and the aqueduct to the Las Vegas valley.

Remining of abandoned coal mines in Pennsylvania requires the implementation of pollution abatement and mining techniques called Best Management Practices (BMPs). Water-quality data from over 100 remining sites with more than 230 abandoned discharges were analyzed with respect to the types of BMPs employed to abate the pollution loadings of acidity, iron, manganese, aluminum and sulfate. Discharges exhibiting a significant decrease in acidity were most highly associated with sites where large volumes of alkaline materials were encountered (66.7%) or added (63.7%). The best results for iron loading were achieved with large-quantity alkaline addition (54.6%) and water handling systems (47.8%). Water handling systems (47.4%), daylighting (40.7%), and revegetation (40.2%) were associated with significantly lower manganese loadings. The decreases in acidity and sulfate loads associated with increasing the amount of alkaline material in the backfill indicates that the production of acid mine drainage can be retarded by adding large quantities of alkaline materials.

The Ore Mountains in Germany have a history of more than 850 years of underground mining activity. This has created a situation where thousands of old mine shafts and adits are due for rehabilitation. While no long-term stable rehabilitation was executed in previous centuries, those abandoned mine sites which date back to the uranium mining boom from 1945 to 1962 were rehabilitated immediately after mine closure according to state-of-the art technology. Over the years, however, it has become obvious that most of these sites are not long-term stable and thus it has become necessary to rehabilitate them a second time. Technical University Bergakademie Freiberg is carrying out a research project on the optimization of this process. 70 mine site rehabilitation projects, the technology and the materials used have been assessed. A technical guideline for future rehabilitation projects, based on the outcomes of this assessment, is under development with the goal to make it easier, faster and more economical to select and apply suitable designs and construction materials for dams, plugs and other rehabilitation structures in former uranium mines.

With the advent of the environmental "green" movement of the 1960s, eventually leading to Earth Day 1970, Congress responded by passage of the National Environmental Policy Act (NEPA), 1970. NEPA gave impetus to a flood of federal acts and laws in the subsequent three decades. Many of those protecting man's environment, health, and well-being also affect mining. For purposes of this chapter, a current mineral law summarization lends itself to a division into two parts: viz., Part I, General Mining Law, and Part II, Enviromining Law. The word enviromining has been coined by the author and is defined and used herein as those federal and state statutes and regulations that were created to provide protection and preservation of man's environment, health, safety, and welfare, and they have particular application to and affect on mining activities. They are listed and treated under Enviromining Laws in Part II. Mining, as a basic industry to provide the essential minerals for mankind's necessities and well-being, truly reflects the mining industry's slogan, "If it can't be grown, it must be mined." Without the basic minerals and rocks won from the earth by mining and mineral processing for their valuable physical properties or chemical constituents, man would soon be forced to revert to the cave-dwelling age. Unfortunately, for man to survive in the "manner of life to which he has become accustomed," he is caught between the demands of cleaning up his deteriorating environment and a continued supply of his basic requirements and amenities for daily living supplied by mining of the earth's minerals. He must have "clean living" at the same time with "good living;" neither is expendable. A very high pricetag accompanies this essential and critical choice which must be paid by society. The United States is internationally recognized as the world leader in environmental matters. Many countries are following suit, principally the other Anglo nations. Because US law is founded and based on English law, on occasion, Anglo-American law is referred to and cited as authority in litigation anywhere in the Anglo-American world of jurisprudence. For this reason, and because mining and the industry is international in nature and operations, some British Commonwealth cases will appear in various topics. If the case is of interest to the reader, further inquiry at a law library may be made through use of the case's style and citation given. "Style" refers to the name of the litigating parties. "Citation" refers to the law publication in which the case and decision may be found, as well as the jurisdiction and court of decision. Citation of cases from the United States and British Commonwealth nations is explained under Case Citation Explanation. Space and time limit exhaustive treatment of subjects and covering all geographic and jurisdictional areas. This chapter is intended as a broad outline and is based on the author's master's thesis at the University of Missouri-Rolla, 1992. Sequential excavation of the Beacon Hill Station has been accomplished in highly complex and inter-layered sand, silt, and clay soils with multiple perched groundwater tables. Successful excavation has required the installation of a deep dewatering well system used to depressurize sand layers above and within the excavated tunnel faces. In addition, the presence of sand layers in the crown of the Platform Tunnels required jet grouting at depths of up to 49m (160-ft). This paper discusses the design intent, construction, and effectiveness of the dewatering system and the selective jet grouting of sand horizons and shaft break outs for the successful construction of the deepest SEM station excavation ever completed in the United States.

In 2004, management at Unimin’s Gleason, TN operation began implementing ergonomic interventions specifically targeted to reduce risk of musculoskeletal injuries (MSIs). Together with corporate and site management, Unimin identified work site hazards and began to modify work practices/equipment. Some interventions were relatively simple and were implemented immediately. Others, like improvements to a mobile shredder, were more complex but were eventually resolved through a participatory approach with employees, management, manufacturers and NIOSH. This paper discusses ergonomic interventions that were successfully implemented using a bottom-up approach to reducing the risk of injury.

The flow behavior of bubble-particle aggregates in separation tanks is important for many flotation systems, particularly for wastewater treatment. These aggregates can be considered as the dispersed phase in a continuous liquid phase of water and the flow characteristics determine the efficiency of the bubble separation process. In this work, a general methodology for the computational fluid dynamics (CFD) simulation of a bubble separation tank is described. This system is analyzed by Eulerian-Lagrangian approach. The momentum transfer from the dispersed phase to the continuous phase is quantified using the Particle-Source-In Cell (PSI-Cell) method. With CFD simulations, the effectiveness of different tank design parameters are evaluated in terms of the extent of bubble separation.

Shaft 26B of New York City’s Third Water Tunnel was constructed by Frontier-Kemper Constructors, Inc. of Evansville, Indiana. The 176.8 m (580 ft) deep shaft will serve as the construction shaft for the Manhattan spur of Water Tunnel No. 3. Twelve m (40 ft) of over-burden was supported by a rectangular cofferdam. This shaft was excavated in 13 months, through 164.6 m (540 ft) of rock, using 24,040 kg (26.5 tons) of explosives. Concrete lining cycles included the installation of stainless steel pipes embedded in the lining as the shaft advanced. A total of 635 m (2,084 linear feet) of stainless steel pipe was installed.

An extensive programme of ground instrumentation and observation was carried out for the West Duff in Outfall Sewer tunnel project prior to and during construction, to establish the performance characteristics of the rock through which the tunnel and appurtenant openings were dug and to examine the nature of the lining-to-ground interaction. The existence of high horizontal residual ground stresses was confirmed, and values established by overcoring. Rock deformations and stress changes were monitored during tunnelling. Permanent stress and strain monitoring devices were set into the final lining and these are continuing to operate. INTRODUCTION The site is located on the north shore of Lake Ontario at Pickering, some 20 miles (32 kilometres) east of Toronto, Canada where a variable thickness of glacial or interglacial sediments overlies bituminous shale bedrock of. the Collingwood Formation which is lower Ordovician age. Approximately 50 feet (15 metres) of glacial cover exists at the shaft, though this thins abruptly at the regressing cliffed shoreline such that several small areas of exposed bedrock exist in the lakebed. The general location, overall geological section and detailed site plan and profile are illustrated in Figs.1,2 and 3 respectively. General properties of the rock as established during an extensive test drilling and site investigation programme are listed in Table 1, while stress determination by USER overcoring stress meter device are given in Table ll. These data formed the basis of analyses which were done to examine the intended outfall design, and to detail the construction procedure and the observational instrumentation programme.

In-situ Fourier transform infrared/internal reflection spectroscopy (FT ?IR/IRS) has been extended to study oleate adsorption at a calcite surface. The birefringent and transmission limitations of calcite were overcome by using an appropriately designed optical setup and a near-infrared (NIR) spectrometer. An adsorption isotherm was determined at pH 9.2 and room temperature. Comparison with the fluorite/oleate adsorption isotherm determined by the same technique indicates that oleate abstraction by calcite can be as much as one order of magnitude larger than that by fluorite. Nevertheless, the hydrophobicity of the fluorite/oleate surface is greater for equivalent adsorption densities as indicated by contact angle measurements and flotation results. The monolayer region has been confirmed to be chemisorbed oleate at both calcite and fluorite surfaces. Furthermore, multichannel laser Raman spectroscopy (MLRS) showed that chemisorbed oleate at the fluorite surface undergoes a double-bond reaction with oxygen to form an epoxide/polyether complex. Such a reaction, however, could not be detected at the calcite surface. These phenomena are discussed in terms of the intrinsic surface properties of the mineral systems as well as the adsorption density and the cross-linking/polymerization reaction of the adsorbed oleate film.

Construction of Ontario Power Generation?s 12.8-m diameter, 10.4-km long water diversion tunnel in Niagara Falls, Ontario, is underway. The tunnel is being excavated by means of a 14.44-m diameter open gripper Tunnel Boring Machine. The tunnel lining is constructed as a two-pass system with the initial lining consisting of rock bolts, mesh, steel channels or ribs, and shotcrete, and the final lining consisting of pre-stressed cast-in-place concrete with a waterproof membrane. Many, if not most, of today's pollution liability claims are related to events ("occurrences") that happened in the past. This fact creates an opportunity to obtain a large amount of insurance coverage at essentially no cost. Furthermore, in many cases, this insurance coverage is readily available. Scenario #1 For some 15 years, an underground gas tank has had a slow leak. The leak has now been discovered because the gas has contaminated nearby wells. As a result, an expensive $1 million cleanup is required. In addition, a liability suit has been filed for damages due to the contamination of nearby wells. Consequently, legal expenses are being incurred. Are all of these actual and potential costs insured? Obviously, if you have a pollution liability policy in place, the above costs will probably be insured. I say probably because business liability policies are not uniform. But, what if you don't have a pollution liability policy and what if your current general liability policy excludes all pollution liability (as most of them do today)? Under these circumstances, it first appears there is no insurance for this $1 million cleanup and liability suit. But this is probably not the case. You may well have insurance coverage, and you may well have much more insurance coverage than you ever expected. And, the insurance that I'm referring to is already in place. You simply need to find it and learn how to use this insurance - I'm referring to your old policies. In many cases, old liability insurance policies provide coverage for claims made today, because these policies were written on an "occurrence" basis of coverage. In fact, most still are written this way. This means that the insurance policy covers bodily injury or property damage liabilities (as defined in the policy) arising out of' "occurrences" or accidents that happen during the policy period regardless of' when the claim for damages is made. Therefore, for insurance purposes, the key question is: when did the "occurrence" take place? If someone falls and breaks a leg, that is clearly an "occurrence." The broken leg occurrence is, therefore, insured by the liability policy that was in existence at the time of the fall - regardless of when the claim or suit is filed, if ever. However, the answer to this question is seldom an easy one when you are looking at a pollution claim. In our scenario, the tank had a slow leak over 15 years, but property damage was not discovered until now. The question of when the "occurrence" (as defined in the insurance policy) took place has been litigated and continues to be litigated in many courts across the country. But, most often the answer has been that, for insurance purposes, the "occurrence" is the entire period that the tank was leaking (15 years), even though the contamination to the water was not discovered until 1987. This means that the person or company that is insured can potentially use all of its general liability policies (if they are "occurrence" policies, and most were), which were purchased during the 15 years from 1972 until 1987. And, these policies will potentially insure all of the claims and related exposures that arise out of this leaky underground gas tank. Scenario #2 In our first scenario, the claims and expenses were insured by past general liability policies because the claims arose out of events in the past, which, in turn, caused damage. Let's look at another example. In this scenario, Company XYZ has received a request to help clean up a landfill site because 10 years ago, XYZ dumped some toxic substances at the site, which was totally legal at the time. XYZ has not dumped anything at the site since this time. Nevertheless, XYZ is now being required to contribute $2 million to the cleanup of this site. In this scenario, if you had purchased "occurrence" general liability policies 10 years ago, these 1977 policies would (potentially) apply to the current $2 million cleanup claim. And, the reason is that the "occurrence" leading to the 1987 claim took place in 1977.

Using mines in Canada, Boart Longyear, a leading provider of drilling services and products, has put its Stage 3 Coring Bit to the test and each time the bit has passed the test with great success. After more than a year in the field at a major mine operation in Sudbury, Canada, the Stage3 coring bit broke life records to become recognized as the most productive design in the industry. In addition to the proven advantage seen in regular bit life increases of as much as 300 percent in some cases, the design is quickly being recognized for its cost-saving operational impact. In Sudbury, the mine operation realized actual cash savings of more than C$45,000 within an eight-month period by making the switch to Stage3 bits. For years, the Sudbury Basin team has relied on the Alpha Extended Crown bit with the Express Waterway geometry option, ordering approximately 500 units per year. This 07 COM ECEX configuration performed well in medium-hard, non-abrasive to ultra-hard, non-abrasive formations with an average bit life of 150 m (490 ft). While satisfied with the performance of the Alpha Ex-tended Crown, the team agreed to put the new Alpha Stage3 to the test. Boart Longyear?s field engineers supplied five drill sites with Alpha Stage3 bits in a 07 COM configuration. After thoroughly testing the Stage3, the results were clear. Even with the well-known performance and versatility offered by the previously preferred configuration, the Stage3 set a new standard of bit performance. The new bit maintained its cutting edge for up to three times longer than the Alpha Extended Crown, a significant performance increase when compared to the 07 COM ECEX.

Project Description The Ok Tedi Mine is located approximately 18 km east of the Papua and New Guinea-Indonesia border, on the southernmost extremity of the Star Mountains Range, it is situated almost equidistant from the north and south coastlines. The headwaters of the Fly River system are in the Star Mountains. The open pit mining activities are on Mt Fubilan with a (pre-mining) elevation of 2,095 metres (6,871 Feet) in the Western Province. The mine is in an area characterised by very steep topography and dense tropical rainforest. The pit has been free draining but will cease to be so in the first quarter of 2009. Ok Tedi Mining Limited (OTML) required a drainage tunnel to be driven under the mine, if possible before free drainage was no longer possible. The tunnel was required to be at least 5 m in diameter and 4,200 m (13,776 ft) long, with a possible extension of 1,100 m (3,608 Feet) if the mine decided it was required for additional drainage and underground exploration. The tunnel is being driven up grade at 0.67%, and will be connected to the pit by the raising boring of two 1.1 m (3 Ft. 6 In.) diameter shafts from the tunnel level 250 m (820 Feet) below to the pit. In Tabubil, the adjacent township at an elevation of 640 m (2,100 feet), air temperatures range from a mean at night of 20 (68°F) degrees centigrade to a daytime aver-age of 27 (81°F) degrees. Extremes of 12 and 39 (54°F?102°F) degrees centigrade have been recorded. Rain falls, on average, 339 days each year and totals 8,000 mm (315 inches), and have been known to approach 12,000 mm (472 inches) making the area one of the wettest places on earth. The portal site is at an elevation of 1,200 m or 4,000 ft and the air temperatures are a little cooler and the rainfall a little greater. Access to the mine is by air for personnel and light freight and by ship for heavier goods and materials. The port is at Kiunga on the Fly River 153 km from the portal site. The program for the project was tight, the decision to purchase the required TBM was made in July 2007 and the final decision to go ahead with the construction of the tunnel was made in November 2007.

Introduction The Homestake Mining Co. has always been big on gold. After 108 years in the business, the company and its principal product are almost synonymous. The relationship continues. On Sept. 28, 1985, Homestake held formal dedication ceremonies for its newest gold mine - McLaughlin. The McLaughlin open-pit operation is located in northern California, some 113 km (70 miles) northeast of San Francisco. It lies near the boundaries of three counties - Napa, Yolo, and Lake - and a portion of its facilities are located in each. McLaughlin was originally the site of the Manhattan mercury mine that produced nearly 80,000 flasks of the quicksilver from the 1860s to 1978. At the September dedication, Homestake renamed the mine in honor of the late Donald H. McLaughlin. McLaughlin was with Homestake for nearly 60 years. He rose from exploration geologist to his ultimate positions of chief executive officer, director, chairman of the board of directors, chairman emeritus, and chairman of the executive committee. The discovery of the McLaughlin deposit occurred in 1978, the last year of operation for the Manhattan mine. Homestake geologists used a newly developed model and found surface gold at the mine site. That same year, Homestake signed an agreement with the property owner and began a two-and-a-half year exploration program. An initial discovery announcement of 31.1 t (1 million oz) of gold was made in 1980. In 1981, this was revised to 93.3 t (3 million oz), or 18 Mt (20 million st) of ore grading 5.2 g/t (0.152 oz per st). Expected mine life is 20 years. Construction began in September 1983, following the issuance of stage one permits. Start-up of operations took place in early 1985 and the first gold-silver dore bar was poured on March 4. Since then, more than 540 kt (600,000 st) of ore has been milled, producing about 1.6 t (50,000 oz) of gold. Of special interest at McLaughlin is the use of three autoclaves for gold extraction. According to Homestake, this is a first. The autoclaves are designed for a 90% gold recovery rate. Early results have proven yields at this rate and higher. Stillwater Mining Company is currently developing a second underground palladium and platinum mine approximately 21 km (13 miles) west of their existing Nye operation in the Bear tooth Mountains of southern Montana. Portals for the two access tunnels required at the new site were excavated in limestone talus to accommodate4.6 m (15 feet) diameter tunnel boring machines. A review of the technical design, field conditions and construction of the portals is presented.

Next year marks the tenth anniversary of the Surface Mining Control and Reclamation Act (SMCRA). As the U.S. coal industry scrambles to cope with serious economic difficulties, it is appropriate to examine some other difficulties that have their origin in certain provisions of that ten year old law, and that bear directly on the economic viability of surface coal mining in the west. This paper focuses briefly on three technical issues in the reclamation of surface coal mines in arid regions, and suggests that innovation can resolve these issues. The coal industry operates within a narrow legal context, defined in 1977. In enacting SMCRA, Congress listed among the purposes of the Act ?... to...strike a balance between protection of the environment, agricultural productivity and the Nation's need for coal as an essential source of energy." I maintain that such a balance has never been struck, particularly with regard to the reclamation of mines in the west. One reason is that when SMCRA was enacted its supporters were aware of uncertainties about the potential for successful reclamation of western surface mines. Over the intervening years, as a recent Congressional study report (OTA, 1986) points out, "...the risks these uncertainties may pose to the long term success of western reclamation have been reduced significantly." Unfortunately, SMCRA's enforcement agency, the Office of Surface Mining (OSM) has not yet recognized this fact, and the western coal industry is paying the price.

The Deep Underground Science and Engineering Laboratory (DUSEL) is to be constructed at the defunct Homestake Mine, in South Dakota. As a cornerstone of DUSEL?s research program, it is intended to conduct experiments into the fundamental nature of neutrino and proton particles. The experimental apparatus required to con-duct these experiments will be housed in large rock cavern(s) sited at depths of over a kilometer. As conceived, these cavern(s) are planned to have mined volumes of up to half a million cubic meters, and spans of approximately 50 meters. The paper will describe key end-user requirements, and outline the in situ rock conditions and mine site constraints that are likely to play determinant roles in identifying candidate sites and developing cost-effective design options(s).

The extraction and processing of minerals from surface mines and quarries can produce significant fugitive emissions as a result of site activities such as blasting, unpaved road haulage, loading, primary crushing and stockpiling. Uncontrolled fugitive dust emissions can present serious environmental, health, safety and operational issues impacting both site personnel and the wider community. Simulation technology is finding increasing use for the purposes of advanced warning of potential problem emissions in addition to providing a basis for future planning applications where demonstrable compliance with regulatory requirements are necessary. The initial re-entrainment and subsequent dispersion of fugitive dust presents a process complicated by the combination of the in pit topography, the surrounding natural topography and the dynamic nature of emissions from these sites. These factors impact upon the accuracy and reliability of the conventional Gaussian plume based computational prediction methods employed for regulatory compliance and IPPC applications. This paper proposes that optimal modelling of open pit emissions may be more accurately achieved by the use of a multi-scale predictive modelling approach utilizing computational fluid dynamics (CFD) methods for high resolution near source dispersion and conventional Gaussian based methods for far field dispersion modeling. This paper presents a numerical based flow and dispersion analysis of a typical UK based open pit utilizing CFD in conjunction with a conventional Gaussian plume based methods. Typical operating emissions and meteorological conditions are obtained from long term data records collected at a large operating quarry extraction operation in the UK. Emissions are modelled using a Lagrangian framework within conventional atmospheric boundary layer (ABL) profiles expressed as functions of turbulence and velocity parameters under assumed neutral conditions. Results are presented in terms of the impact of site topography on in pit retention as compared to the Gaussian based method.
