Americans are taking a more critical view of various environmental laws because the effects of those laws are becoming more pervasive and intrusive, according to William Perry Pendley. And Secretary of the Interior Bruce Babbitt is seemingly so unpopular in the West, he no longer campaigns there for Clinton Administration policies. Pendley is president and chief legal officer of the Mountain States Legal Foundation, a public service, non-profit law association that takes on property rights cases for people who cannot afford representation. He was one of the luncheon speakers at the 101st Northwest Mining Association meeting, held in Spokane, WA in early December.

A modified coal flotation characterization procedure, referred to as the Advanced Flotation Washability (AFW) technique, has been developed which, compared to traditional procedures, provides a more accurate prediction of the optimum separation performance achievable by a froth flotation process. The AFW procedure uses a vertically-baffled flotation column which provides enhanced selectivity among particles of varying degrees of hydrophobicity due to a plug-flow environment and an improved carrying-capacity environment. In fact, the separation performance of the traditional procedures was enhanced by increasing the possibility of operating under improved selectivity conditions. The separation performance provided by the AFW procedure was superior to that obtained from multiple cleaning stages using commercially-available flotation columns under both kinetic and carrying-capacity limiting conditions.

The sedimentary western phosphate deposits of Idaho, Montana, Utah, and Wyoming tend to be calcareous and generally carry a significant amount of dolomite along with collophanite. In some cases, such as the Smokey Canyon Mine, Afton, Wyoming, the ore will also contain mudstone, and in this case the aluminosilicate minerals (clay, feldspar, etc.) together with some dolomite are floated from the collophanite in column flotation cells with an amine in order to meet product specifications (31 % P205) (Service et al.). In other cases, such as the SF Phosphates Limited Mine, Vernal, Utah, the ore is treated by traditional fatty acid flotation of the collophanite with mechanical flotation cells (Weber, 1986). Preliminary tests have now been conducted to evaluate air-sparged hydrocyclone (ASH) technology for the flotation of western phosphate ore. For this preliminary study, samples were taken from the hydrosizer overflow stream (18-21 % P205) at the SF Phosphates Limited Plant in Vernal, Utah for scavenger flotation testing with the 2-inch ASH system in laboratories at the University of Utah. Selected design and operating variables are being studied, and the initial results show that satisfactory separations can be achieved by high-capacity ASH flotation at appropriate operating conditions. For example, with single-stage ASH flotation 80% recovery can be obtained with a scavenger concentrate grade of about 26% P2O5. These results are comparable to, or better than, those obtained at SF plant operations with conventional flotation cells and suggest that ASH flotation technology can be used to good advantage in the phosphate industry. Of course, research should be continued to consider other process streams, optimize the separation efficiency, and evaluate larger diameter ASH units.

Heap leaching efficiency is reduced by poor solution flow characteristics (channeling and ponding), which result from compaction and fines migration. Agglomeration of the ore can prevent compaction and immobilize fines, but copper leaching requires an acid-resistant binder to stabilize the agglomerates. Until now, there has not been a satisfactory way to evaluate whether a binder was effective, other than squeezing a handful to see if it ?feels right.? Procedures have been developed to quantitatively determine whether a binder produces agglomerates that can withstand compaction in an acidic solution, and have identified several binders that will provide sufficiently compaction-resistant agglomerates for copper heap leaching. 18.1-RAILROAD JOHN W. BRAUNS Conventional railroad haulage can be employed at both open-pit or strip and underground mines-in the latter case, largely for transfer of ore from distant openings to processing plants, or processed material to loading points or docks, using standard hopper cars for bottom unloading or gondolas for rotary dumping. The major application, however, is in surface mining for moving ore and/or waste out of the pit to a crushing plant or dump. Consequently, the following will deal largely with this phase of railroad operation, though the conclusions apply equally, for the most part, to other rail-type surface haulage. In surface mining, trains consisting of a locomotive and gondola or side-dump cars suitable for loading by power shovels are used. Gondolas are restricted to hauling ore as a rotary dumper is required. Side-dump cars are more versatile, carrying both ore and waste, but because of their additional dumping mechanism they are likely to be more expensive to maintain.' Also they weigh up to twice a flat-bottom car of the same capacity and. therefore, fewer" cars can be hauled per train. Standard-gage track is most commonly used. Track systems incorporate low-quality temporary track where moves are frequent and permanent high-quality track on main lines. Rail haulage can be used alone, or in combination with other surface haulage methods, thus permitting a selection best adapted to the peculiar requirements of each mining project. 18.1.1---GENERAL APPLICABILITY, CONTROLLING PHYSICAL CONDITIONS For handling rough rock, the shovel-train system is unexcelled.' The ideal applica¬tion is in a large, but not excessively deep, open pit mine from which the coarsely blasted ore and waste must be transported over 3 mi. If. in addition, a high production rate is to he maintained, railroad haulage probably will afford a lower cost per ton transported. Grade must he relatively gentle-usually 3% uphill and 4% downhill. The greater the differences in elevation involved, the greater are the track grade space requirements; for example, a 3 c ramp out of a pit only 300 ft deep is almost 2 mi long. Main-line track locations should he selected carefully so that the number of moves during the life of the mining operation can he kept to a minimum. This applies both to the ore haulageway and that for waste. Such moves are not only expensive, but are difficult to execute without adversely affecting production rates. The large mine affords greater opportunities for judicious location of semipermanent trackage. Figs. 18-1 and 18-2 illustrate typical track layouts. The effect of terrain in considering railroad haulage is confined chiefly to the initial cost of the installation. Grade construction in mountainous territory is ap¬preciably more expensive. However, if that expense can be borne, the subsequent maintenance cost of trackage will not he much higher than in areas of low relief.

The pumice and pumicite review arrived too late for the June issue. Estimated domestic production of pumice and pumicite in 1992 was up compared with 1991, according to US Bureau of Mines statistics. The Bureau estimate of domestic production of 400 kt (440,000 st) for 1991 turned out to be 401 kt (442,000 st) of actual production, the lowest since 1989. In 1992, the estimated the value of pumice and pumicite sold or used in the United States was $11.6 million, up only $200,000 from the 1991 value. There was an increase in the mine, or mill, average price from the five-year low of $11.44/t ($10.37/st) in 1986 to $26.42/t ($23.96/st) in 1992. Estimated tonnage produced in 1992 was 439 kt (484,000 st). Apparent domestic consumption was 642 kt (707,000 st), up 135 kt (149,000 st) from 1991. Imports for consumption were estimated to be 215 kt (237,000 st) last year. Domestic production supplied 68% of the demand in 1992, with net imports supplying the remaining 32%. This compares with domestic production sup¬plying 53% and net imports supplying 47% of the apparent consumption in 1988. Exports were about 900 t/a (1000 stpy) for the period 1984 to 1988. In 1989, exports rose sevenfold to 7 kt (7700 st) and to 20 kt (22,000 st) in 1990. The Bureau of Mines reported that the amount of pumice and pumicite exported in 1992 was 12 kt (13,200 st). It is assumed that these exports were from the Pacific Coast because imports, mainly from Greece, continued to be a market factor on the East Coast and the Gulf Coast States in the United States.

The stockpiling and reclaiming of bulk materials can be a challenging task for engineers seeking the optimum solution for plant needs, reliability, and at lowest unit cost. The objective of this paper will be to expose advantages, disadvantages and limitations of many storage and reclaiming systems to the responsible engineer and management. The paper will emphasize the practical aspect of stockpiling and reclaiming methods. Many valuable and interesting papers are available dealing with the theoretical viewpoint and application of a particular manufacturer's machine. Several of these are mentioned in the bibliography. As many practical parameters as possible will be given. After twenty years in the field of designing and selling bulk materials handling systems, the needs of the user and the plant are recognized and reasonably understood. This paper cannot give solutions to all problems In this vast field but will stress practical applications and examples of various installations. The evolution of advancements in materials handling is based upon not only technological innovations, but learning from many experiences of others and utilizing them as stepping stones to improved installations.

Despite numerous empirical, numerical, and hybrid studies conducted on the subject of coal rib failure, mine fatalities related to rib failures continue to occur at around 1.5 per year between 2009 and 2021. To date, a standard methodology for the design of coal rib supports that can accommodate the wide range of unique conditions found in coal mines in the USA has not been developed, forcing mine operators to rely on the trial-and-error process or industrial legacy practices for the design of coal rib support patterns. In this study, to better understand the support systems’ effectiveness, various rib bolting scenarios were investigated. A coal mass constitutive model is implemented to a distinct element method (DEM) code, and rib factor-of-safety (RibFOS) analyses were performed by applying strength-reduction for the coal matrix and explicitly modeled face cleats. Ribs with various overburden depths and mining heights composed of solid Banded-Bright coal (BBC) were considered in this study. Different scenarios such as rib bolt length and the number of bolts were studied to quantify the effect of primary rib support density on rib stability. As a result of the unsupported coal rib analyses, a decaying exponential relationship is proposed between the mining height-overburden depth and the RibFOS. The developed coal rib models clearly show the coal-rib bolt interaction and illustrate how the addition of rib bolts restricts the movement of the coal rib. The results reveal that the strength reduction method in DEM code with the coal-mass model can aid in the development of practical primary support charts, which can help in the rib support design process. In addition, an unsupported RibFOS cutoff is proposed, beyond which the addition of primary support cannot stabilize the failed rib structure.

During the last decade, the increasing price of gold has renewed interest in the various metallurgical techniques for recovering precious metals. Much of the recent technology advance has been aimed at low grade deposits resulting in more complex processes and the necessity of tighter economic control. These factors along with more stringent environmental constraints have made it necessary to optimize each process to minimize energy and raw material consumption and reduce waste discharge. In most cases, detailed process analysis is required to detect inefficiencies and provide alternative solutions for process improvement. Also during this same period, the computer has become widely accepted and computerized mathematical modeling has been applied to an increasingly broader range of problems. Microcomputer based process modeling and simulation systems are routinely used to analyze and improve communition, hydrometallurgical, and pyrometallurgical processes for the recovery of precious metals.

The concept of risk management is applied to multiple aspects of the mining lifecycle including safety, mine design, business plan—anything that affects getting the ore to the mill for production. However, risk management is not a topic that can readily be taught in universities. Many situations require knowledge gained from experience to know how this impacts current and future operations. Recent graduates, who must develop and apply decisions based on geotechnical monitoring, likely have not developed “operational experience” and may not be aware of options and typical applications. Thorough resources that explain different monitoring systems, and when and how to implement them, are available for geotechnical professionals. Accessibility to this information can often cause information overload, leaving one unsure of where to start, without knowing where to start. This paper is intended to serve as a high-level overview of development practices, levels of risk, and risk tolerance for entry-level geotechnical and mining professionals who do not come from a geotechnical background. Summarized detail on typical monitoring practices, types of instrumentation, and how to communicate what the data indicates to key stakeholders are provided.

The Doe Run Company (Doe Run), a global supplier of lead (Pb), copper (Cu) and zinc (Zn) concentrates, and lead metal alloys, installed an enterprise expert control system— termed as Digital One—on the company’s Pb, Cu and Zn circuits at its Buick Mill in December 2022. Digital One was developed with Metso and deploys Metso’s product, VisioFroth™. This automated system is now running and optimizing the flotation processes for all three circuits (Pb, Zn and Cu), all plant air and methyl isobutyl carbinol (MIBC). In addition, Digital One also controls a second, newly built, modern flotation reagent system. Digital One also paves the way for automation and expert control of the entire mill, integrating grinding, thickening and filtration. Digital One is digitally immersed in a universal distributed control system (DCS); therefore, today’s mineral processing plants may be upgraded to it or designed around it. This presentation will explore the plant design and operation of this technology at the Doe Run Buick Mill.

The E-Power Pipe technology was originally developed for the trenchless installation of protective pipes and pipelines of 10" to 28" diameter, over long distances of more than 4,000 ft. The twostage process combines elements from Horizontal Directional Drilling (HDD) and microtunnelling technology. A microtunnelling boring machine (MTBM) excavates the borehole using a specially designed, temporary jacking pipe. A Rack & Pinion jacking frame pushes the equipment during the pilot bore and pulls in the prefabricated pipe string in a second step. The slurry microtunnelling machine is equipped with a jet pump, creating the so-called AVNS machine type. A new generation of small hard rock cutting wheels complements this considerable achievement for the tunnelling industry

Within the metal/nonmetal mining sector, fall-related incidents account for a large proportion of fatal and nonfatal injuries that occur in mining in the United States. However, the events and contributing factors leading up to these incidents have not been fully investigated. To help provide a clearer picture of these factors, an analysis of imminent danger orders issued by the U.S. Mine Safety and Health Administration (MSHA) from 2010 through 2017 at both surface and underground metal/nonmetal mine sites revealed that most orders are associated with fall risks. Of these cases, 84 percent involved the workers not using fall protection, fall protection not being provided or the improper use of fall protection. Fall risks for workers most frequently occurred when standing on mobile equipment, performing maintenance and repairs on plant equipment or working near highwalls. In most cases, a single, basic, corrective action — such as using fall protection — would have allowed workers to perform the task safely. Overall, these findings suggest that a systematic approach is needed to identify, eliminate and prevent imminent danger situations. Furthermore, to protect mineworkers from falls from height, frequently performed tasks requiring fall protection should be redesigned to eliminate the reliance on personal fall protection.

The roasting process of copper concentrates containing variable quantities of arsenic in a fluidized bed regime was analyzed, considering the technical literature published on the topic in the last quarter century. Although emphasis has been given to the analysis in the fluidized bed regime, other processes have also been considered, under a reducing, neutral or oxidizing atmosphere. The kinetic mechanisms of roasting, as well as the models that have been applied or those likely to be used to explain the kinetics of arsenic removal, are analyzed. Regarding the kinetic mechanisms, those that have been applied to copper concentrates with both high and low arsenic content are included. The roasting kinetic model includes the kinetic data analysis techniques, general models, equations and an estimation of the conversion degree through dynamic, differential and integral methods, as well as particular models for mineralogical components, such as smelter dust and copper concentrates with low and high arsenic content.

New Mexico Bureau of Geology and Mineral Resources (NMBGMR) has been collecting data on uranium mining districts, mines and mills since it was created in 1927 and has converted years of historical data into a relational database that can be imported in ArcMap. The database includes information on mining districts, mines, mills and geochemistry, as well as photographs and bibliographic resources. The available data includes location, production, reserves, geologic, geochemical, resource potential and other data. The National Uranium Resource Evaluation (NURE) stream-sediment data provides geochemical analyses for >27,000 samples collected in New Mexico during the 1970s. The NURE hydrogeochemical data provides analyses of water samples. ArcMap includes the location of individual ore bodies as polygons and incorporates the mines and NURE data as individual site locations. The purposes of these databases are to provide computerized data that will aid in identifying and evaluating resource potential, resource development and management, production and possible environmental concerns, such as physical hazards (i.e., hazardous mine openings), indoor radon, regional exposure to radiation from the mines, background geochemical data and point sources of possible pollution in areas of known mineral deposits.

The analysis of the results of metallurgical experiments is often complicated by experimental errors and uncertainty, the complexity of the system being studied, and the confusion of correlation with causation. Consequently, comparative statistics are used to determine if a difference exists between the outcomes of tests, an estimate of this difference, and the precision of the estimate. This paper reviews the use of significance tests and confidence intervals for the comparison of results from two tests, the use of reference distributions, and blocking and randomization techniques to reduce unavoidable sources of variability. These techniques are demonstrated using plant and laboratory data.

"PROJECT OVERVIEWThe Liantang/Heung Yuen Wai Boundary Control Point (BCP) and Associated Works will be the seventhland crossing between Shenzhen and the Hong Kong Special Administrative Region (HKSAR) of China.The project includes site formation of about 23 hectares of land for the development of the BCP and anapproximately 11-kilometre (km) long dual two-lane trunk road (the “Connecting Road”), connecting theBCP with the existing Fanling Highway. The route alignment is within a relatively rural area of HongKong, with very limited similar infrastructure works carried out nearby. It passes beneath bothmountainous terrain, and alluvial plains, and falls within an area of several major regional faults andassociated metamorphism, resulting in a complex variety of ground conditions.ALIGNMENTThe Civil Engineering and Development Department of the Government of the Hong Kong SpecialAdministrative Region carried out extensive public engagement in selecting the alignment of theConnecting Road. Over 70 consultation forums with public bodies, including the District Councils, RuralCommittees, local representatives, etc. were held during the alignment design process. In order toalleviate the concerns of various nearby villages, and to minimize land clearance and environmentalproblems, the original alignment of 10 km long (3.5 km of tunnels and 6.5 km of viaducts) was revised toits final alignment of 11 km long which comprises 5.7 km of tunnels, 4.3 km of viaducts and 1.0 km of atgrade roads.The finally adopted alignment commences at the southern end with an interchange with the existingFanling Highway, part of Route 9, which is a dual three lane expressway currently being widened to dual4 lane. Alongside the expressway is the main rail connection to the mainland of China, and theinterchange viaducts connecting to the southern portal of the Lung Shan tunnel must cross over thisrailway. The southern portal is located in the foothills of Lung Shan, and the 4.8km long tunnel is alignedin a north-northeasterly direction. The southern half passes under mountainous terrain of Lung Shan,and then crosses a valley containing the Kwan Tei river. The northern section comprises low hillsseparated by an alluvial plain and Tan Chuk Hang village area. At the northern end, the tunnel turns tothe north-west to connect with Sha Tau Kok road, an existing single carriageway road, with a newroundabout interchange. Mid-way along this tunnel there will be a ventilation building, connected to the main tunnel by a 330m long ventilation adit. To the north-western side of this interchange is the900m long Cheung Shan tunnel, and after this the remaining 4.3km of the highway connecting with theBoundary Control Point is to be constructed as an elevated viaduct. iliary agent was proposed. The mineralogical transformation and silicon extraction kinetics of laterite nickel ore in alkaline hydrothermal treatment were studied. The effects of reaction temperature (175 ~ 250℃), molar ratios of sodium hydroxide to ore (1.05 ~ 1.2:1), and laterite nickel ore particle size (44 ~ 178 μm) on the extraction ratio of silica were investigated by using the shrinking core model. The results show that the extraction ratio of silica increases with the increase of reaction temperature, sodium hydroxide to ore molar ratio, reaction time, and the decrease of raw ore particle size. The kinetic analysis shows that the separation of silica in laterite ore can be described by internal diffusion model. The apparent activation energy (Ea) of the reaction was 8.87 kJ mol− 1, and the kinetic modeling was established.

Beneficiation of coal is a water intensive process, and the water is recovered in downstream operations in the high rate thickener (HRT) and vacuum belt filtration (VBF). Clean coal particles entering the HRT have an inherent tendency to enter the overflow because they are extremely fine and hydrophobic. Hence, flocculants (polymers) are used to floc the ultrafine particles so that they settle and enter the underflow. Ultrafine coal particles (−37 μ), which are highly hydrophobic, if present in the stream, will not be efficiently captured by using flocculants alone. This is observed in the normal plant operation at one of the beneficiation plants in the Jharia region, Jharkhand, India. Approximately 6–7% of the feed to the HRT enters the over flow (supernatant water). Hence, this amount of clean coal particles is not recovered and account for production losses. A comprehensive settling and dewatering test work was conducted with clean coal slurry using several commercially available reagents. Studies were also done on different combinations of reagents, including coagulants and surfactants along with flocculants, to improve the settling behavior of the coal particles. The reagents were assessed based on their performance with respect to settling rates, overflow water clarity, and compaction of the underflow solids. Emphasis was given to the ability of the reagents in compacting thickener underflow to higher densities so that maximum water could be recovered from the thickener. Pretreatment of highly hydrophobic coal slurry with a combination of coagulant and surfactant followed by flocculation showed very good settling characteristics with clear overflow.

In this study, recovery of copper from solid material (obtained by leaching of chalcopyrite with oxalic acid in the presence of hydrogen peroxide) with a copper oxalate structure was carried out selectively using HCl. The chemical composition of the solid was as 29.3%, 9.7%, and 13.3% for Cu, Fe, and S, respectively. Selective recovery of copper by degrading the copper oxalate structure with a low-solubility product (Ksp = 4.43 × 10−10) was performed by conventional leaching in the presence of HCl. The optimum leaching conditions were determined as 5 M of HCl concentration, 318 K of leaching temperature, 120 min of leaching time, 25 ml/g of liquid–solid ratio and 400 rpm of stirring speed. Under these conditions, approximately 77% of copper and 3% of iron were taken into the solution. According to the characterization of the leach residue that was obtained, the oxalate structure was degraded. Moreover, the results of XRD analysis showed that the sulfur (S) and cubanite (CuFe2S3) phases were mostly observed in leaching residues, and this was supported by the SEM-EDX data. Based on the results, it may be stated that selective copper extraction can be obtained from a chalcopyrite concentrate by a two-step leaching method using a conventional hydrometallurgical technique.
