Built-in-place (BIP) refuge alternatives (RAs) are designed to provide a secure space for miners who cannot escape during a mine emergency. Heat and humidity buildup within RAs may expose miners to physiological hazards such as heat stress. To minimize the risk of heat stress, Title 30 Code of Federal Regulations (CFR), or 30 CFR, mandates a maximum allowable apparent temperature (AT) for an occupied RA of 35 °C (95 °F) (MSHA 2008 [1]). The National Institute for Occupational Safety and Health (NIOSH) has conducted extensive research on the thermal environment of occupied RAs intended for use in underground coal mines. NIOSH research has demonstrated that a fully occupied BIP RA can exceed the AT limit by > 5.6 °C (10 °F) in mines with elevated mine strata and air temperatures (Bissert et al. 2017 [2]). In this circumstance, an RA cooling system could provide a solution. This paper provides an overview of test methodology and findings as well as guidance on improving the performance of a cryogenic air system prototype by optimizing the flow rate, increasing the tank storage capacity, and improving the efficiency of the heat exchanger of the cryogenic system. This may enable BIP RAs to meet the 35 °C (95 °F) AT limit in mines with elevated temperatures. The information in this paper is useful for RA manufacturers and mines that may choose to implement a cryogenic air system as a heat mitigation strategy

Beneath some of New York?s most iconic buildings ? The Met Life Building, the Helmsley Building, the Waldorf Astoria ? crews are busily at work on the Metropolitan Transportation Authority?s long-awaited East Side Access (ESA) project. In fact, it is 14 floors beneath the famed Grand Central Station where one of the centerpieces of the project, the new Long Island Railroad (LIRR) station terminal, is being blasted and carved into shape. When completed in 2016, the $7.3-billion ESA project will increase LIRR?s capacity into Manhattan and significantly relieve congestion at Penn Station. Currently, 37 LIRR trains per rush hour roll into the crowded Penn Station where many riders must then transfer to subway trains to complete their commute. When completed, the ESA tunnels will bring an estimated 160,000 riders directly to Grand Central Station, saving those riders 30 to 40 minutes. Studies have found that more people work within walking distance of Grand Central than Penn Station. ?The benefits of the project are tremendous,? MTA Capital Construction President Michael Horodniceanu told more than 340 industry professionals attending the UCA of SME?s George A. Fox Conference in New York on Jan. 26. ?The ESA is the first expansion of the LIRR in 100 years. It will increase the East River tunnel capacity by 50 percent and will help support job growth around Grand Central.?

Continuous developments in tunneling require knowledge transfer between designers and suppliers to optimize the application of support systems. This collaboration allows the designer access to the latest research results, technical innovations, and support specific measurement techniques as well as the supplier?s experiences on recent projects. Project specific requirements determine the information that can be used to increase support system efficiency, advance rate, degree of safety, or decrease costs. This cooperative effort results in not only an unambiguous tender document, but also an optimized design with reduced risk that is coordinated with safe and high performance construction techniques. This paper will address the benefits of an early collaboration to both the design and the specifications in the tender document by using the A3 Hindhead project (UK) as an example.

A hydrogeologic characterization and impact analysis was performed for a proposed quarry at the Hitch Rack Ranch located in the Little Turkey Creek watershed southwest of Colorado Springs, Colorado. Continuous multiple channel tubing, nested piezometers, stream flow measurements, and mapping of known seeps were used to define the three-dimensional potentiometric distribution and areas of groundwater recharge and discharge. Water balance considerations, mass balance calculations, and potentiometric response to earth tides and barometric fluctuations confirmed that the granite fracture system in the ridge area of the proposed quarry has an extremely low bulk hydraulic conductivity resulting in minimal groundwater discharge to sustain the baseflow of Little Turkey Creek. The Little Turkey Creek valley forms the major conduit for groundwater flow exiting from the upper part of watershed underlain by granite. This conclusion has significant implications with respect to mine planning to minimize projected impacts to the hydrologic system and preserve this recharge component to downgradient Denver Basin sedimentary deposits.

Introduction The Cannon mine at Wenatchee, WA has recently been brought into operation to recover gold from the sandstones of the Swauk formation. The mine is a joint venture between Asamera Minerals (US) Inc. and Breakwater Resources. A tailings impoundment was constructed to impound 2.7 to 3.6 Mt (3 to 4 million st) of tailings at 1.8 kt/a (2000 stpd) over about five years. This paper describes the design and construction of the impoundment. In particular, it describes the 100 m (300 ft) high earthfill embankment that is the main feature of the facility. Project environment The project is located on the outskirts of Wenatchee, a town of about 40,000 people. The town is situated on the flat alluvial terraces beside the Columbia River. The Cascade Mountains rise from the terraces in a series of ridges and valleys. The mine is at the foot of the Cascades. The tailings impoundment is in one of the steep valleys. The climate is mild and dry (Table 1). Site selection Twelve alternative sites within a 16-km (10-mile) radius of the mine were examined. Decision making theory was used to select the most suitable site. Advantages of the chosen site include its proximity to the mine and its low visibility from points of common public access. Also, the area was already heavily impacted by an existing silica quarry. The major disadvantage of the site is the need to pump tailings over a distance of 1.5 km (1 mile) and against a static head of 200 m (655 ft). Also, it is located in a gulch just upstream from the town of Wenatchee. Site geology The impoundment is generally underlain by interbedded sandstones and siltstones. The siltstones are often shattered. The sandstones are often friable. Both rock types are extensively jointed. Some isolated faulting of the sediments occurred before the area was covered with basalt flows. About 10,000 years ago, at the end of the ice age, the basalts were covered by 3 to 10 m (10 to 33 ft) of wind blown loess - a fine sandy clay and silt. River deposits filled the base of the valley to depths between 5 and 25 m (16 and 82 ft). Under the main part of the embankment, these materials were removed to expose bedrock. Ground water flow is generally through the more permeable layers. The permanent water table is about 5 m (16 ft) beneath the ground surface. "Fiber reinforcement has emerged as an alternative to steel bars in precast concrete segments due to advantages such as saving cost and reducing production time while developing a more robust product with improved handling and long-term durability. ACI recently drafted a new report as the first design guideline on FRC tunnel segments to provide specific guidance for this emerging technology. ACI document offers general information on the history of FRC precast segments from tunneling projects throughout the world; a procedure for structural analysis and design based on governing load cases, and a description of the material parameters, tests and analyses required to complete the design. This paper summarizes the design considerations in this ACI guideline prepared by the authors of this paper as the main contributors. Application of this guideline to design of a tunnel with an internal diameter of 5.5 m (18 ft) results in elimination of steel bars.INTRODUCTIONPrecast concrete segments are installed to support the tunnel excavation behind the Tunnel Boring Machine (TBM) in soft ground and weak rock applications. The TBM advances by thrusting off the completed rings of precast concrete segments that provide both the initial and final ground support as part of a one-pass lining system. These segments are typically designed to resist the permanent loads from the ground and groundwater as well as the temporary loads from production, transportation and construction. Tunnel segments are generally reinforced to resist the tensile stresses at both the Serviceability (SLS) and the Ultimate Limit States (ULS). With traditional rebar, a significant amount of labor is needed to assemble the cages and place the rebar, which results in higher production costs.Fiber Reinforced Concrete (FRC) can be used to enhance the production, handling, and placement of precast concrete segments. This is because of the uniform dispersion of fibers throughout the segment to include the concrete cover, which is very advantageous for resisting the bursting and spalling stresses. These stresses develop as a result of the high loads induced on the segments during the TBM jacking process. The presence of fiber in the concrete matrix helps mitigate against unintentional impact loads during segment handling and tunnel construction operations."

South Africa (SA), a country in which all three commercially important asbestos minerals have been mined and milled, has retained proven cases of mesothelioma linked with environmental exposure to asbestos. This study illustrates the importance of fiber type in the occurrence of environmental mesothelioma. Four studies have reviewed the source of occupational or environmental asbestos exposure in 504 histologically proven cases of mesothelioma in South Africa. One hundred and eighteen cases (23%) were thought to be related to environmental exposure to asbestos. In the vast majority of these cases, exposure was linked to crocidolite mining activities in the Northern Cape Province. Two cases were thought to have occurred in relation to amosite and Transvaal crocidolite exposure in the Limpopo Province. In the balance of cases there was some uncertainty. No cases were reported with exposure to South African chrysotile. Consequently, in the vast majority of cases of mesothelioma, environmental exposure to asbestos occurred in the Northern Cape Province, in proximity to mines, mills and dumps where crocidolite was processed. Crocidolite appears to be far more mesotheliomagenic than amosite, and chrysotile has not been implicated in the disease. Introduction The US Office of Surface Mining (OSM) is proposing changes to the Code of Federal Regulations in the interest of minimizing the adverse effects of excess-spoil-fill construction on the “prevailing hydrologic balance, fish, wildlife and other environmental values” (70 FR 35112). The proposed changes will require: (1) minimization the amount of excess spoil generated at a mine site; (2) minimization of the size of the fills constructed; (3) consideration of alternative configurations for disposal; and (4) development of a disposal plan that would minimize adverse impacts to the environment.1 To achieve those objectives, mining companies operating in steep-sloped Appalachia will likely build excess spoil fills (also called valley fills) that toe out at higher elevations in the hollows (i.e. to prevent or limit burial of streams). Consequently, the slopes of fill foundations will generally be steeper. Whereas the authors of this paper support these measures to protect the hydrologic balance and general environment, we wish to point out that placement of fills on steeper foundations can negatively impact the stability of the fills if proper care is not taken during their construction. It is important to note that in addition to impairing human safety, valley fill instability can negatively impact streams, the riparian habitat etc., and thus defeat the very purpose of the spoil minimization measures proposed. We do not, however, propose additional regulatory requirements pertaining to valley fill stability. Rather, we intend to emphasize the importance of engineering requirements already on the books, especially as they apply to the predominant type of valley fill constructed: the durable rock fill. We believe that the practice of restricting valley fills, to higher elevations in the watershed leaves less room for error in the design and construction of stable structures. This paper gives a quick review of the nature of excess spoil generation; methods and requirements of excess spoil fill construction, and the to-date stability record of the fills. The interest in excess spoil minimization and how it affects valley fill construction is also discussed. Most importantly, we will review long-standing issues pertaining to proper design and construction measures with respect to durable rock fills and discuss how they will become more critical as spoil minimization is practiced.

Yucca Mountain Overview The U.S. Department of Energy?s Yucca Mountain Project is a geologic repository project designed to receive, handle, package, transport, and emplace spent nuclear fuel and high level radioactive waste. The planned repository would be located in Yucca Mountain on the western edge of the Nevada Test Site, about 90 miles northwest of Las Vegas, Nevada, and would include both surface and subsurface areas. Yucca Mountain rock formations consist of successive layers of volcanic rocks (called tuffs) approximately 14 to 11.5 million years old, formed by eruptions of volcanic calderas to the north. With the volcanic rock the potential for methane emission is not an issue and the subsurface repository is a non-gassy (methane) classification. This paper will provide a summary of the development ventilation system design that provides fresh air for subsurface construction activities, and the emplacement ventilation system design that removes heat generated by the waste packages. The subsurface layout, illustrated in Figure 1, contains 108 emplacement drifts, one Performance Confirmation(PC) observation drift, nine intake/exhaust shafts, and three access ramps. The existing Yucca Mountain facilities, shown in bold lines in Figure 1, include a 7.8 km long, 7.62 m (25 ft) diameter U shaped tunnel that is formed by the North and South Ramps at both ends of the Exploratory Studies Facility (ESF) drift and a 1.5 km long, 5.0 m (16.4 ft) diameter Enhanced Characterization of the Repository Block drift (ECRB) that were constructed from 1994 through 1998. These drifts were used for site characterization activities and have been incorporated into the subsurface repository configuration. The unexcavated perimeter access main and exhaust main drifts are typically 7.62 m (25 ft) diameter TBM excavations and the emplacement drifts are 5.5 m (18 ft) diameter TBM excavations. The turnouts leading into the emplacement drifts are to be excavated by either mechanical, or drill and blast methods and serve as the launch chambers for the emplacement drift TBM excavations.

The condition-based monitoring system is an important innovation for reducing the downtime of costly, heavy earth- moving machinery (HEMM). Vibration severity measurements were made on the HEMM located at the Gevra Project, the largest coal opencast project in India. Whenever the vibration severity levels exceeded the permissible limits, necessary actions were taken to replace the defective parts of the ma- chine. The systematic vibration monitoring of 120-t (132-st) dumpers, followed by corrective measures led to a substantial increase in component life (8.18% for an 445E Dressor and 28.44% for an MK-30 Unit Rig). The associated costs (including spareparts) were reduced by 21.55% and 25.74%, respectively. Because of the reduced downtime, savings for these two dumpers over the period from March 26 to June 25,1998, were of the order of Rs.26.47 (US$0.649) million.

Paper 1: Risk of gastrointestinal cancers from inhalation and ingestion of asbestos, John F. Gamble Selikoff suggested the hypothesis that asbestos exposure is causally associated with increased risk of gastrointestinal (GI) cancers in an early study of insulation workers. In this paper, John Gamble reports on his extensive review and reanalysis studies that address the relationship between asbestos exposure and GI cancers. The purpose of the review was to evaluate the association between asbestos exposure and risks of stomach, colorectal, colon, and rectal cancers separately. Gamble evaluated exposure?response (E?R) relationships using surrogate exposure methods ??because few individual studies of GI cancer have reported exposure? response analyses.?? The principal asbestos exposure surrogates are: (1) the rate ratio (RR) for lung cancer; and (2) the percent of mesothelioma among exposed workers. Analyzing SMRs for GI cancers from individual studies versus the risk of lung cancer and mesothelioma provides crude estimates of E?Rs for asbestos exposure and GI cancer. The Fairmount Minerals, Inc., Maiden Rock underground sand mine historically delivered air to ventilate diesel-powered equipment at its working faces through high-resistance, 15-inch-diameter PVC distribution lines. In support of plans for expanded production, three new, low-resistance ventilation design alternatives were analyzed. The study determined that adequate ventilation for expanded production was possible with various commercially-available, high-volume/low-pressure fans combined with a systematic layout of control structures. The recommended re-design was implemented in 2001, resulting in a significant increase in flow volumes and a noticeable improvement in the mine environment.

"The Chatham Rock Phosphorite project is situated 450 km east of New Zealand at approximately 350 to 450 m water depth. The deposit occurs as a thin layer of phosphatebearing glauconitic sand at the surface of the sea floor and has a thicknesses typically ranging from 0 to 1 m. The sand layer consists of mainly silt and sand-sized sediments, with phosphatised chalk nodules up to 15 cm in diameter. Phosphate nodules were first discovered on the Chatham Rise in the 1950s by a New Zealand Government survey. During the 1960s to 1980s several private and government sponsored cruises explored the Chatham Rise and surrounding seafloor area. A total of 1174 samples were collected over a 600 km2 area with the majority of the samples collected using a pneumatic -or large Van Veen-style grab-sampler.Since acquiring the licence in 2010, Chatham Rock Phosphate Limited has conducted six cruises in two programs in the Project area. A total of 261 samples were collected using a Van Veen grab, box core and grab samples.Sample quality and QA/QC measures varied considerably between the cruises and within each cruise. A critical part of the assessment of the data collected in the Project area was to determine what quality thresholds to use to allow or disallow data to enter into the estimation process. As part of the data verification process, the relative and absolute quality of the data was assessed in as much detail as practically possible. The best samples were those that were collected using the pneumatic grab, sampled the full sand horizon, had a small location survey error and had no other apparent data ambiguities. This paper describes the challenges for mineral resource estimation for an unconventional style of mineralisation using unconventional sampling techniques."

In order for MSHA to require the use of a noise control, the control must be proven ?technologically feasible?. Technologically feasible controls must reduce a miner?s noise overexposure to the permissible exposure level (PEL) or achieve at least a 3 dBA reduction in the miner?s noise exposure. The miner?s total noise exposure should be examined from an occupational viewpoint and not solely on a machine or equipment basis. This examination requires a field evaluation of the occupation as opposed to an equipment test conducted in a laboratory. The operator of a Hilti TE MD20 LS electro-pneumatic drill realized a full shift noise exposure (TWA8) reduction exceeding 8 dBA as compared to when operating a Gardner Denver S83F pneumatic jackleg drill while installing an equal number of drill holes into the Idaho Springs Gneiss rock formation. However, the Hilti drill?s penetration rate was only 27% of that of the jackleg drill. Although the Hilti drill was proven to be technologically feasible as a noise control, its slower penetration rate would require its economic feasibility to be evaluated on a case-by-case basis.

Sensors are everywhere in the mining industry, with sensor information being used to monitor and operate processes. Therefore, when sensor information is wrong, economic losses can occur. Unfortunately, sensor errors are usually not detected till they become large. This is problematic as most calibrate their sensors no more than once a year (Beamex, n.d.). Using principles of data mining, where all relevant information is tapped to glean hidden information, Pothina [8] designed an algorithm to detect errors in temperature sensors in gold stripping circuit in Pogo mine, Alaska. This paper continued his work by analyzing the behavior of the algorithm on baseline data and testing the algorithm in new data and under more rigorous conditions. It also made a change to the algorithm. The modified algorithm performed very well in the new data. It also worked well under the new error conditions. Three types of errors were seeded, a fixed additive error (+ 2%), a fixed subtractive error (− 2%), and a noisy, normally distributed error, with a mean value of + 2%. Artificially seeded errors were detected within about 20 gold stripping cycles. Inherent bias in operation impacted algorithm performance by increasing the number of cycles needed to detect errors. This paper reinforced Pothina’s [8] conclusion that when data mining approach is used, sensor errors can be detected even when they are pretty low. Significant economic losses can thus be minimized.

The primary use of coal in the US is for electric generation. The problems associated with the use of this vast amount of coal is the central theme of these sessions. The problems discussed include: production capacity, mining problems, coal cleaning, transportation, combustion, and various environmental problems, such as health effects of coal combustion, water and air pollution, and solid waste disposal.

"Float dust deposits in coal mine return airways pose a risk in the event of a methane ignition. Controlling airborne dust prior to deposition in the return would make current rock dusting practices more effective and reduce the risk of coal-dust-fueled explosions. The goal of this U.S. National Institute for Occupational Safety and Health study is to determine the potential of open-air water sprays to reduce concentrations of airborne float coal dust, smaller than 75 µm in diameter, in longwall face airstreams. This study evaluated unconfined water sprays in a featureless tunnel ventilated at a typical longwall face velocity of 3.6 m/s (700 fpm). Experiments were conducted for two nozzle orientations and two water pressures for hollow cone, full cone, flat fan, air atomizing and hydraulic atomizing spray nozzles. Gravimetric samples show that airborne float dust removal efficiencies averaged 19.6 percent for all sprays under all conditions. The results indicate that the preferred spray nozzle should be operated at high fluid pressures to produce smaller droplets and move more air. These findings agree with past respirable dust control research, providing guidance on spray selection and spray array design in ongoing efforts to control airborne float dust over the entire longwall ventilated opening. IntroductionCoal mining processes produce airborne dust that naturally deposits on the floor, roof and ribs of mine airways. These fine dust particles, termed float coal dust when smaller than 75 µm in diameter, are deposited in the return entries of coal mines and can be reentrained by pressure waves induced by methane-air explosions (Rice et al., 1911; Nagy, 1981; U.S. National Institute for Occupational Safety and Health (NIOSH), 2006). These particles are also those most likely to participate in coal-dust-fueled explosions, which can potentiate and propagate explosions resulting in extensive damage. In order to meet compliance requirements of at least 80 percent incombustible content in the composition of material deposited in mine entries (U.S. Mine Safety and Health Administration (MSHA), 2016), coal mines apply an inerting agent, specifically, rock dust (Harris et al., 2009). Should methane be present in the mine atmosphere, the required fraction of incombustible content is further increased by 0.4 percent for each 0.1 percent methane. The removal of airborne float coal dust (AFCD) prior to deposition is an approach intended to make current rock dusting practices more effective by increasing the proportion of inert material to combustible material, resulting in a lower risk of coal-dust-fueled explosions."

For several recent TBM tunnel projects, unexpected ground conditions have been encountered, causing extra cost, considerable delay, and in some cases major claims. Undoubtedly, insufficient and/or irrelevant site investigation and testing are among the main causes of such incidents. The purpose of this paper is to review the main investigations and tests relevant for hard rock TBM projects, with particular emphasis on the considerable development that has taken place over the last few years. Also, guidelines for defining optimum scope and extent of site investigations and testing are discussed, as well as the importance of adjusting the investigations and tests according to complexity of the ground conditions and project type.

At the beginning of the 20th century, barite was a mineral of minor importance in the United States. Its primary use was to extend lead oxide in white paint. Barite also added the special qualities of hiding power and flatness to paint. Because white lead sometimes turns black or yellow and barite does not, ground barite became a pigment on its own merit. Barium chloride was added to bricks before fi ring to stop efflorescence when exposed to weather. Barium carbonate or nitrate added luster and brilliance to glass. Barium chemicals were added to refining sugar, enameling iron, making oilcloths and paper collars, and in the manufacture of paper, artificial ivory, rubber and lithopone. Lithopone became a major paint ingredient in the 1920s; its use lasted until the 1950s, peaking at 150 kt (165,000 st) of barite in 1937 and 1947 for the manufacture of lithopone. Later in the 20th century, titanium dioxide replaced lead oxide, barite and zinc oxide in the coatings industry. In the 21st century, barite is used as a filler, extender or weighting agent in products such as paints, plastics and rubber. Some specific uses include its use in brake and clutch pads for automobiles, automobile paint primer for metal protection and gloss, to add weight to rubber mud flaps on trucks and to add weight to the cement jacket around petroleum pipelines under water. In the metals casting industry, barite is part of mold release compounds. Because barite significantly blocks X-ray and gamma ray emissions, it is used as aggregate in high density concrete for radiation shielding around X-ray units in hospitals, nuclear power plants and university nuclear research facilities. Ultra-pure barite consumed as liquid is used as a contrast medium in medical X-ray examinations. Barite is the raw material for barium chemicals, such as barium carbonate, which is an ingredient in faceplate glass in the cathode-ray tubes of televisions and computer monitors. In the 21st century, barite industrial uses accounts for an estimated 78 kt/a (86,000 stpy) in the United States.

The design of the Caldecott 4th Bore, located along State Route 24 in Oakland, California, is based on the principles of the New Austrian Tunneling Method (NATM). Typical NATM initial support design practices used in Europe were adapted for this project to account for U.S. conditions and requirements, such as degree of experience with NATM construction, the prevailing contractual environment, and preferences for contractual simplicity. Key design features are: (1) support selection criteria based on ground behaviors and ground conditions; (2) a prescriptive design with allowance for support adjustments based on observations during construction; and (3) organization of support requirements into only four major support categories, while permitting some adjustment for variations in ground behaviors and conditions using a few subtypes and additional support measures.
