Loudoun Water is currently implementing a quarry to reservoir conversion that will improve water supply reliability in periods of drought and flexibility in water supply operations when turbidity in its Potomac River supplies are high. The Milestone Reservoir Project consists of an inter-tie to the existing Potomac River Pipeline; new pipeline and tunnel; and a pumped intake and outlet works. Planned construction involves significant risks due to underground conditions which includes hard, igneous rock and high groundwater at the creek crossing. In addition, the site is constrained by Goose Creek, an adjacent residence, active mining in a quarry next to the new reservoir, public use of adjacent park space, and the Washington and Old Dominion Trail. Working with these constraints will require close coordination with active mining operations and public and private property owners. Safety of personnel involved with construction also represents a concern with quarry high walls over 30 meters in height near the planned construction. In consideration of key projects risks, Loudoun Water determined that an innovative CMAR delivery approach provided the best opportunity to achieve its goals in quality, innovation, front-end cost and schedule certainty, and operational flexibility and reliability. What matters most to Loudoun Water is the value in having a builder participate in the design process where key decisions can be made based on consideration of risks, cost, schedule, quality, and operability and maintainability of the system. While a progressive design-build delivery model may have produced similar outcomes, Loudoun Water had already invested in substantial development of the design for the work, and ultimately, CMAR provided Loudoun Water the opportunity to retain the partnership with the design team while gaining valuable input from a contractor. Among the challenges with CMAR in the Commonwealth of Virginia is a substantial limitation on self-performance corresponding to 10 percent of the construction value of the work. A significant industry outreach program was initiated by Loudoun Water to encourage participation with incentives in contract terms that allowed for the CMAR Contractor to make a reasonable profit. This paper reviews the CMAR procurement process and discusses contract incentives that were adopted to promote the work within the constraints of contract law in Virginia.

The El Soldado copper deposit occurs in volcanic rocks of alkaline affinity of Lower Cretaceous age. The orebodies are discordant and show strong structural and lithological control. The mineralizing event was accompanied by hydro- thermal alteration expressed as carbonatization, silicification, and chloritization. Individual orebodies contain bornite-chalcopyrite cores which are surrounded by haloes dominated by chalcopyrite and pyrite respectively. The sulfur isotope composition of copper sulfides strongly suggests the sulfur is of magmatic origin. Fluid inclusion studies show the mineralizing fluid to be a highly saline NaC1-CaC12, brine. No evidence of boiling was found. The deposit is most likely of epigenetic origin. Hydrothermal fluids were produced during crystallization of a sodium rich trachytic magma during the waning stages of an episode of alkaline magmatic activity. Similar copper deposits along the Chilean Coastal Range may also be associated with alkaline host rocks.

Reconciliation of long-term block model reserves and mine production frequently shows significant discrepancies. This reconciliation can be done comparing the long-term block model reserves against a grade control model (generally, a model based on blast holes or production data). in this paper called an FI factor for tonnages, grade, and ounces; and also it should be done comparing the grade control model to the mill feed (or loaded to heaps) tonnages, grades and ounces (called an F2 factor). The long-term model usually contains blocks with dimensions larger than the size of the selective mining unit (SMU) of the operation. The smoothing effect of an estimator such as kriging will generally result in a grade-tonnage curve that does not match the grade-tonnage curve of the SMU's to be recovered. This problem is partly to blame for the reconciliation discrepancies found. In addition, in-pit perfect selection is impossible. and therefore the grade-tonnage predictions based on blast holes also need to be assessed, considering both unplanned dilution and the errors of estimation of the grade control model. This paper will focus on using conditional simulations to assess the uncertainty of the predicted grade-tonnage curve in terms of minable reserves, and in the framework of long-term mine planning. Quantifying the uncertainty in no uncertain terms is done in conjunction with a popular pit optimizer, which will yield not one, but several possible minable reserves, and therefore a range of possible minable tonnages and grades per pit shell or scheduled phase. This is a step further from the usual sensitivity analyses that are performed for deposit evaluation or development planning. Specifically, this approach takes into account the volume-variance relationship, the selectivity of the mining operation, planned and unplanned dilution. and carries the local uncertainty implicit in grade estimation into the mine design and mine planning phases. The motivation for the approach is discussed through an example, as well as a description of the procedures and steps involved.

Damage prediction during multi-seam mining is an essential precursor to optimizing mine design. Ground control problems associated with interaction are influenced by both fixed geological and site conditions as well as mining variables which may be controlled to varying degrees. To quantify interaction effects across an affected seam a hazard map approach was selected, which allows interaction data to be presented in a form that can facilitate future planning. Study mines were analyzed using boreholes as sources of geological and spatial data, together with information from mine maps which gives the extent of mining activity. To demonstrate the method the safety factor against interactively caused shear failure in the lower seam roof was computed. Input data included depth of cover, inner burden thickness, remnant pillar size, extraction ratio, immediate roof type, seam thickness, percent sand-stone, and rock strength values. These safety factors were then contoured to produce a hazard map. An assumption was made to assign a high safety factor at the outcrop line to permit realistic contouring of the safety factors. The software also allowed mine workings to be drawn onto the map to facilitate interpretation of the overall results. Hazard analysis permits delineation of unsuitable mining areas within a seam. The application of the method for refining mine design and improving reserve recovery is verified using case studies.

The City of Akron will construct the Northside Interceptor Tunnel project, a U.S. EPA/ DOJ CSO Long Term Control Plan Project. The system will provide at least 10.3 million gallons of storage in a 16.5-foot finished ID and 6,660-foot-long rock tunnel. The system will reduce both overflow volume and number of overflow structures on the Cuyahoga River. The project includes deep drop shafts and more than 3,000 linear feet of 48 to 96-inch I.D. sewers installed by trenchless construction methods. This paper will discuss the project background, ground conditions, and other challenges overcome during the design phases.

The purpose of these opening remarks is to establish a viewpoint, which will form part of the basis for later discussion between panel members and between the panel and the audience. Important issues will be identified. These ideas in the form of questions and answers, hopefully, will provide the necessary background for the ensuing dialogue. Is There An Urgency? We do not believe there is the urgency for immediate control legislation that has been depicted by some Congressional sources, environmental groups, and certain segments of the press. Emissions of sulfur oxides in the United States have decreased 15% during the 19701s, even though the use of coal by electrical utility power plants increased nearly 80%. That trend will continue as the older plants are phased out of operation and are replaced with newer plants, which must meet the New Source Performance Standards (NSPS) requiring the use of "scrubbers" to reduce sulfur dioxide emissions by 70% or 90%. The present Clean Air Act Amendments of 1977, by allowing the logical progression of economic events- -depreciation, retirement, replacement, and growth--will produce approximately a 50 % reduction in SOX emissions by the year 2015.

"This paper analyzes mine emergency management and rescue practices in German underground coal mines and compares them to those used in the United States. The German mining industry has developed these practices over more than 100 years, and they have successfully managed numerous fire, water inundation and ground control emergencies using these techniques. The authors interviewed German mine emergency professionals about rescue team and emergency operations. These operations were then analyzed to determine which of these German principles would be of interest to United States mine rescue teams. Implementing these programs into United States mine rescue and emergency operations was analyzed. INTRODUCTION Coal mining has become much safer industry than it has been in the past. Advances in safety and health regulations and company polices have improved working conditions for miners all over the world. Even with these advances there is still a need for continued attention to safety and health. It is also important for mine safety professionals to observe practices and procedures in other countries and cultures and learn what and how to apply this knowledge in their own systems. Coal mine rescue has been an integral part in improving coal mine safety. Mine rescue procedures have evolved with time, experience and technology development. Today, coal mine rescue teams are still needed and must be continually trained and prepared for any mine emergency. Although it is hoped that improved mine safety policies and practices will eliminate coal mine disasters in the future, accidents remind us that disasters can still happen today. In May 2014, Turkey experienced a severe coal mine disaster where 301 people were killed [G.Tuysuz, 2014]. Our industry must learn from these incidents, focusing on disaster prevention and making improvements in mine rescue operations. Mine rescue procedures differ from country to country due different regulatory environments and different historical evolution of emergency response. Sharing practices and procedures from one country to another enables learning from different experiences and cultural backgrounds. Sharing is also a way of preserving information, identifying and learning best practices."

"Mining used to be a business primarily focused on the technical aspects of getting valuable ore out of the ground and extracting the minerals efficiently. Without denying the importance of these skills, a narrow focus on technical issues is no longer enough to guarantee success when it comes to exploiting rare earth element (REE) deposits. Molycorp failed to enter the global REE market in a successful manner, while none of the many REE exploration projects has turned into an active mine so far and none is expected to commence operations in the near future. Accordingly, the world of REE is far more complex compared to other commodities. This paper looks into the REE industry to identify the factors that can connect potential U.S. REE mines to the market. The ability to break free from past thinking and become future-focused is a key driver. Mining of REE is pointless without a corresponding value-adding chain, while developing a value chain without first establishing an uninterruptible source of REE is also senseless. The mining sector must be based on the REE value chain and vice versa, along with the establishment of a market channel for the REE products that come out of the mine. INTRODUCTION It has been seven years since rare earth elements became the subjects of front-page headlines. It was when the controversial Chinese export policy for these critical commodities was epitomised in a maritime border dispute with Japan in September 2010 that resulted in the big REE crisis and price spike of 2011 (Barakos et al, 2016c; Mancheri, 2015). The world was dismayed, especially in REE-importing countries, such as the United States that was and is still totally dependent on Chinese production and exports (Barakos et al, 2016c; Kennedy, 2015). The short-lived alarm initiated a treasure hunt by way of exploration for REE deposits all over the world. The continuously growing demand on the one hand and the Chinese sovereignty of the REE-market on the other, led the rest of the world to explore their own REE resources. In just a few years, more than 400 projects were initiated to explore REE deposits outside of China (ERECON, 2015; Goodenough, 2016). The prices of REE, however, dropped rapidly and at the moment of writing this paper are in 6-year lows, at the level of the price average before the 2011 crisis (Barakos, 2017). The viability of even major established producers is being challenged, not to mention the development prospects of potential REE-market entrants (Barakos et al, 2016b; Rollat et al, 2016). Production cutbacks and industry consolidation in China impel REE market experts to forecast that prices have already reached their lowest point and have nowhere to go but up (Adamas, 2015; Roskill 2015). Yet, expectations for increased REE prices are limited and drastic changes are unlikely to happen in the near future, as there is still excess supply in the overall REE market (Barakos, 2017). Nevertheless, the low prices of rare earths are not the only reason that potential producers are struggling to enter the global REE market. Among other parameters, the separation of the individual elements seems to be the most important factor, as it is technically challenging and expensive to build and to operate."

Modern electronic devices and systems used to enhance miner safety and health are becoming commonplace in underground coal mines. The ability for these devices and systems to function properly in the presence of electromagnetic emissions from other electronic and electrical devices and systems is not entirely understood. To investigate potential electromagnetic compatibility issues of critical mine electronic devices and systems, researchers from the National Institute for Occupational Safety and Health (NIOSH) are conducting surveys of electromagnetic emissions in underground coal mines. This paper presents the measurement system, methods, and results of electric field electromagnetic emission surveys conducted in three underground coal mine environments in the frequency range of 10 kHz to 1000 MHz. The survey data show that in some environments electric field electromagnetic emissions in underground coal mines approached or slightly exceeded limits as defined by other industrial sectors.

Recently, liquid carbon dioxide (L-CO2) blasting technology has attracted attention due to its good fracturing effect and safety performance, especially in coal seam permeability improvement. This paper analyzes the blasting effect of L-CO2 based on experiments and studies the fracturing mechanism from the perspective of stress wave action via theoretical analysis and peridynamic simulations. The results indicate that L-CO2 blasting achieves a good fracturing effect without forming a crush zone, and the loading rate and strength of the stress wave are key factors.

"An acid bake-leach process has been identified and applied to an enargite concentrate containing ~67% enargite, ~27% pyrite (FeS2), ~3% chalcopyrite (CuFeS2), ~6% sphalerite (ZnS) and <1% galena (PbS). Sulfuric acid baking of this concentrate resulted in the transformation of the concentrate to S8, As2O3, HFe(SO4)2•4H2O, PbSO4 and Cu0.47Fe0.53SO4•H2O, all of which (except elemental sulfur and PbSO4) dissolved during the water leaching step. More than 87% Cu and 64% As were leached when the concentrate was baked at 200°C over 7 hours with a sulfuric acid-toconcentrate weight ratio of 1.6. Less than 1% As was lost to the gas phase. Upon water leaching, copper and arsenic were released to the solution at a concentration ratio of about 3:1. While enargite is very reactive during the sulfuric acid baking reaction, other minerals present in the concentrate such as pyrite, galena and sphalerite may compete to consume sulfuric acid and be converted into their corresponding sulfates at different concentrations. The purpose of this paper is to present our examination of the effects of sulfuric acid dosage on the extractions of Cu, Fe, and As from an enargite concentrate. In this regard, the concentrate, baked concentrate, and the leach residues are characterized and a conceptual process flowsheet is described for the acid bake-leach process for the treatment of enargite concentrates.IntroductionThe occurrence of enargite (Cu3AsS4) in copper ores and concentrates and the associated high arsenic values in such resources have resulted in a considerable decrease in the demand for such concentrates because they cannot be economically processed using conventional technologies such as smelting and atmospheric leaching (Mihajlovic et al., 2011). The exploitation of such problematic deposits through competitive treatment strategies will be required in the near future in order to satisfy increasing pressure from the copper market. It is expected that the average arsenic grade of copper concentrates will increase from 0.17% in 2008 to 0.22% by 2020 (Mayhew et al., 2011).The acid bake-leach process was identified and selected for further investigation at the University of Utah as a possible process alternative for the treatment of enargite concentrates. In this case, adequate amounts of concentrated sulfuric acid are mixed with the concentrate and heated to the temperature range 150-300°C. Subsequently, the baked material is leached with water/weak acid and the acid bake-leach process has some advantages over conventional sulfuric acid leaching (Prater et al., 1970). During water leaching, metal sulfates are released in solution, after which they can be extracted through well-known hydrometallurgical techniques. While the majority of the work has been done on oxide minerals, there is a limited record of sulfuric acid baking of sulfides."

Over the last many decades, a significant amount of research has gone into the domain of slurry transport. However, design engineers still face many challenges with respect to prediction of pressure drop, critical velocity and other design parameters as a function of Solids % and Particle Size Distribution (PSD). The industry requirement is to transfer the slurry at the maximum concentration as possible (above 30% (volume %)) to make slurry transport more economically viable and to reduce water consumption. To facilitate the design and scale-up of slurry transport in pipelines and in process plants, there is a need for a correlation that can predict slurry pressure drops over a wide range of operating conditions and physical properties of different slurries. The objective of this study is to overcome the limited range of applicability and validity of existing correlations and to develop a generalized but more rigorous correlation applicable to a wider range of slurry sys-tems. The existing Wasp et al. (1977) method is based on multi-phase flow modeling approach. This study attempts to modify this approach by considering material-specific values of Durand?s equation co-efficient and by defining flow regimes based on particle Reynolds number. When compared with experimental data, the modified Wasp method proposed in this study predicts the pressure drop for slurry flows more accurately than other available correlations. Also, the pro-posed method requires minimal test/experimental data for a particular slurry system and can be extended over different input conditions. An iterative computer algorithm is developed to calculate the criti-cal settling velocity and pressure drop in a pipe as a function of Solids % and PSD. The solution method can easily be implemented in de-signing slurry pipes, design validation, and studying the different slurry transport scenarios. The modified method can also be extended to accurately predict pressure drops in dynamic pressure flow networks used in commercial process simulators.

In considering slurry transportation for Consolidation Coal Company&apos;s Loveridge Mine in Northern West Virginia, many things were taken into account. The advantages of slurry transportation in comparison to shuttle car, belt and rail transport have been given in previous publications." These include increased safety and the potential for increased productivity. In addition to these considerations, the slurry transport system installed in an existing mine provides an alternate or additional transportation mode to the one already existing. In the Loveridge Mine, this is rail haulage. Since the rail system is a single track system and the distances involved are several kilometers, it is not always possible to provide for haulage of loaded cars, return of empties, supplies and maintenance in an efficient manner. Slurry transport of the coal from the production faces to the preparation plant allows the rail system to fulfill the remaining transportation needs in an efficient manner. Consol initiated development work in slurry transportation in the early fifties leading to the construction and operation of the 174-km (108-mile) Cadiz-to-Cleveland pipeline which carried 1,200,000 metric t/y (1,300,000 t/y) from 1957 to 1963. Development work on coarse coal slurry transportation for underground mines started in 1970 with feasibility tests on coarse coal at Conoco&apos;s Ponca City, Oklahoma, slurry test facility. A series of tests were conducted in several locations as development work proceeded on the various subsystems, mechanical equipment and controls required to produce a working system to follow a continuous miner in a room-and-pillar type mine, then to combine the coal production from several mine faces for mainline transportation to the preparation plant. The face system, including the crusher-pump vehicle, hose hauler vehicle, slurry booster pump units, return water unit and 900 to 1,200 m (3,000 to 4,000 feet) of pipeline was brought together for the first time and tested as a system at Consol&apos;s Robinson Run Mine in northern West Virginia in 1975. A pipeline wear test at the Loveridge Mine where 300,000 tonnes (330,000 tons) of minus 127-mm (5-inch) run-of-mine coal were pumped from the raw coal bin into the preparation plant and a large scale test in Ponca City on a multiple feed sump where several slurry flows could be combined to provide surge capacity and a constant reclaim rate for mainline transportation completed the preliminary testing for a complete system. A decision was made to commit the system to a mine, and the south half of the Loveridge Mine was chosen. This site required the transporting of coal from one longwall and two continuous miner development faces. To prevent startup and unexpected problems in the slurry system from shutting down production of coal from the longwall face, the rail car loading point from the main section belt was chosen as the feed point for the slurry system and the design would allow for rapidly switching from one transport mode to the other. Scheduling of required development entry work and the developmental nature of the system led to a decision to install only one continuous miner face slurry transport system rather than two for this first system. The type of continuous miner in use at the mine for the foreseeable future was the Joy 2BT6 twin boring machine. This machine cuts a stable, arch-shaped entry and was therefore allowed to mine about 26 m (85 feet) of entry before roof bolting was re¬quired. Since peak production from this type of machine was not high, a smaller transport system could be used with it.

The Bureau of Mines (BOM) evaluated the technology, capital investment, and annual operating costs of emission control for further reductions of lead in ambient air at the East Helena, Montana, smelter, and the Glover, Herculaneum, and Buick smelter-refineries in Missouri. This study seeks to analyze the technology available to the domestic primary lead industry for attempting to further reduce lead emissions below 1985 levels. Through enclosure of concentrate unloading and handling areas and all lead-processing buildings, followed by venting these enclosures to the atmosphere through baghouses and the application of appropriate local controls, emissions can theoretically be reduced by a total of 2,424 pounds of lead per day from 1985 levels at the three Missouri operations. Using conventional technology, aggregated additional capital costs of $250,014,000 and annual operating costs of $18,507,800 are estimated for the four operations, resulting in a total cost of $0.063 per pound of refined lead. Continuous drossing techniques would assist in meeting OSHA standards in process areas. Continuous drossing would change capital and operating costs to $258,344,800 and $16,104,700, respectively, for a total cost of $0.062 per pound of refined lead. First quarter, 1986 open market price for refined lead was $0.184 per pound.

The Cook Islands (CI) possesses within its Exclusive Economic Zone (EEZ) a massive field of polymetallic nodules representing one of the world’s largest undeveloped cobalt deposits, along with large quantities of other metals critical to achieving global energy transition targets. In February of 2022 the Seabed Minerals Authority (SBMA) of the CI granted Moana Minerals a license to conduct our nodule exploration program. This paper describes how Moana Minerals chose to approach conducting exploration activities, one of the greatest challenges to Deep Sea Mining (DSM) development and the securing of the social license to advance to eventual mining of the resources, in an unconventional manner. The remote location of the project poses logistical challenges in mobilizing to and operating in the region and is a significant cost driver. Historically, exploration campaigns mobilized large vessels from mainland Europe, the Americas, and Asia as this model works well when contemplating long duration and widely temporally spaced campaigns without the need to revisit. Moana Minerals, when considering these challenges determined a multi-year deep sea mining (DSM) exploration program conducted in such a remote location can be better optimized by the deployment of a smaller yet highly capable “exploration optimized” vessel that is dedicated to the task and is based full time in the Cook Islands. INTRODUCTION The paper describes the challenges of exploration in remote regions including the South Pacific, and how an unconventional consideration of the problem led to the solution. Completion of an Environmental and Social Impact Assessment begins with a detailed environmental scoping study, resource update sampling requirements, and engineering data and sample requirements, which identifies the exploration goals of the project and technology needed to accomplish those goals. The method walks the reader through vessel and technology selection, discusses the challenges of equipment selection considering size and capability, describes the final arrangement, and provides results from the initial exploration campaigns. We followed the project from conception through the shipyard conversion, mobilization, and initial operations in the Cook Islands. The result shows how a smaller vessel with limited budget makes a large impact on the exploration capabilities in the region while building public trust. The Anuanua Moana is the first dedicated deep sea minerals exploration vessel modified with a suite of technologies that allow it to compete technically with existing ships but operate locally in the smaller ports of the South Pacific. The unique combination of size and technical capability gives the Anuanua Moana advantages over other vessels. This paper shows the importance of the Anuanua Moana in the development of offshore exploration strategies in the emerging deep sea minerals space.

In the hard-rock mining industry, the generation of fines during blasting is an important issue because it has a significant effect on production processes. Although various approaches have been used to estimate fines generation in recent decades, as a practical matter, measuring the amount of fines is nearly impossible given the technical limitations and the scale of mine blasts. In this study, a dynamic PPV damagemodel was developed and applied to predict fines generation as a result of blasting. This modified version of the crushed zone model (CZM) considers dynamic rock properties and peak particle velocity (PPV), which represents the induced stress in blasting. Dynamic rock-fracturing tests were conducted using a split Hopkinson pressure bar (SHPB) to determine the parameters that represent the relationships between rock strength and strain rate as well as the relationships between fines amount and strain rate in the model. A case study was conducted that entailed determining the radius of the crushed zone for given blast designs and rock properties and then measuring the fines amount within this crushed zone. This case study indicated that the dynamic PPV model can provide a rough estimate of fines generation for given dynamic rock properties and blast design parameters and that this method has the potential to be a useful indicator, or index, of fines generation.

GENERAL DESCRIPTION Since the beginning of operations, with the exception of a small tonnage mined by slushing, ore extraction has been by full gravity caving. Formerly, a checkerboard sequence of block undercutting was followed with the even-numbered blocks in one panel and the odd¬numbered blocks in the adjacent panel being mined. As these blocks were depleted, the intermediate or pillar blocks were mined (Fig. 1). Following this checker¬board, the mining sequence went through a number of changes, finally evolving into diagonal retreat panel cav¬ing by blocks (Fig. 2). The numbers in Fig. 2 indicate the sequence in which blocks were undercut. Gaps in the numbering sequence indicate undercutting on the level outside the illustrated area. Geology The ore body is a low-grade deposit of chalcopyrite mineralization disseminated throughout structurally weak, highly fractured, strongly altered granitic host rocks. It takes the shape of a gently dipping elliptical cylinder consisting of an ore shell of variable thickness surrounding an interior waste core. Major and minor axes of the mineralized cylinder are 1524 m (5000 ft) and 762 m (2500 ft), respectively, and length approximates 2438 m (8000 ft). Ore is sufficiently fractured to break readily into medium-coarse size. The igneous rock complex containing the ore body is covered by a wedge-shaped blanket of Tertiary con¬glomerate which was brought into place by faulting along the major regional structure of the San Manuel fault. Thickness of the conglomerate cap varies from only 9 m (30 ft) at the east end of the ore body to more than 610 m (2000 ft) at the west. Structurally, the con¬glomerate is much more competent than the igneous host rocks and, when caving, it breaks into massive chunks. Conglomerate boulders seen in drawpoints underground are very coarse. The total rock column over the initial mining area of the 1415 grizzly level was 354 m (1160 ft) of which 122 m (400 ft) was ore, 79 m (260 ft) was leached igneous capping, and 152 m (500 ft) was conglomerate above the San Manuel fault. Diamond Drilling: From 4572 to 7620 m (15,000 to 25,000 ft) are drilled annually from underground workings to delineate the ore body. MINE DEVELOPMENT Haulage Level In the south or main ore body (see Figs. 3-6), with the exception of the draw and transfer raises, all the extraction openings are concreted (Seaney and Tobie, 1965). The haulage panel drifts, which are 18 m (60 ft) below the grizzly drifts, are first driven with pre¬concrete ground support. The drift, which has an arched section, then is concreted using mobile collapsible steel tunnel forms. The haulage drifts leading from the pan¬els to the hoisting shafts are not concreted. After the panel drifts have been concreted, the raise stations from which transfer raises will be driven are constructed and the raise-station ore-drawing chute is installed. The chute is prefabricated of A-36 steel with undercut guillo¬tine gates made of abrasion-resistant 2.5-cm (1-in.) steel plate powered by 20-cm (8-in.) air cylinder installed on each side of the raise station. Transfer Raises The transfer raises are lined with 15 x 20-cm (6 x 8-in.) cribbing and are 1.22 m (4 ft) in the clear. Each cribbing is protected from wear by a high carbon steel angle which is nailed onto the cribbing. The transfer raises are driven from each side of the raise station on an angle of 1.1 rad (63°). Each raise con¬sists of a main and a backover branch. The transfer¬raise driving crew consists of two men working one shift only. Grizzly Drifts After the transfer raise reaches the grizzly level, the grizzly drift can be driven. The grizzly drifts are spaced at 10.6-m (35-ft) centers and are driven parallel to the long axis of the ore body (see Fig. 2). This drift is driven by a two-man crew working on one or more drifts at a time using feed-leg machines. The eight grizzlies in the 42.7-m (140-ft) long drift are spaced at 5.3-m

The business of mineral exploration and development has become much more than simply a problem of locating orebodies and designing mines. Favorable economic analysis of mining and processing feasibility is no longer sufficient to justify the development of a mine. New laws, enacted by virtually every level of government, require comprehensive land use planning, environmental analysis, mineland reclamation, mine safety studies, and many other considerations. This profusion of new laws says in effect, that the mining company is no longer responsible only to its stockholders. Mineral development today can be compared to a partnership. As in all partnerships, the risks and liabilities as well as the benefits are held jointly by all the participants. In addition to the mining operator, this partnership consists of the public, through its many levels of government, interest groups, and individual citizens. Therefore, you&apos;d better know your partner very well - his responsibilities and capabilities. Mining is considered a high risk venture. The risk on the part of the operator and the lending institutions has long been recognized. The risk that the public and its government take in these mining ventures has now been recognized also. The people and their government have learned that they inherit, through abandonment or forfeiture, the mistakes and problems of individuals and companies regarding these natural resources. In looking through the "Mining Engineering Handbook" recently published by the Society of Mining Engineers, I noted that in their discussion of liability for excavations, the authors quoted from the book of Exodus, 20th chap., where Moses said to his people: "When a man leaves a pit open, or when a man digs a pit and does not cover it, and an ox or an ass falls into it, the owner of the pit shall make it good; he shall give money to its owner, and the dead beast

The understanding of public debates over mineral exploration and mining largely originates from exceptional situations such as mining accidents of conflicts. Less is known about how mining is portrayed and understood under more conventional settings. What storylines dominate the local day-to-day public debate? This article presents results from a comparative case study focusing on newspaper coverage of mineral exploration and mining in three European countries representing different geological and socio-economic contexts. Newspaper articles from the Geyer-Erzgebirge region in Germany, the Andalusia region in Spain, and Northern Finland are studied. The sample looks into the period between September 2018 and February 2020 and shows that regional newspapers report about mining issues relatively intensively even in the absence of major accidents or other media events causing peaks of attention. The tone of the articles is generally neutral to positive towards mining activities, reflecting the specific local settings, historical experiences, and future expectations. Despite the different contexts of the three countries, there were considerable similarities to the topics highlighted, including common themes of mining revival, mining events and social interaction, history of mining, and damages related to mining. Past, present, and future employment opportunities related directly or indirectly to the mining sector are key storylines. Another recurrent underlying theme is the need to balance environment and safety risks and socio-economic prosperity, typically covered through ordinary disputes among the mining sector, public authorities, regional non-governmental organizations, and local initiatives.

Recent catastrophic failures of heap leach facilities have revealed fundamental weaknesses in prevailing design paradigms, modeling toolkits, and oversight practices that continue to treat heaps as static, free-draining earthworks despite compelling evidence to the contrary. The core proposition advanced in this paper is that heap materials are intrinsically dynamic: their structure, permeability, and shear strength evolve under the sustained influence of irrigation, climate, and geochemical reactions, and these timedependent changes can precipitate abrupt transitions from granular stability to flow-like failure. Drawing on investigations of recent failures at Çöpler Mine in Turkey and Eagle Gold Mine in the Yukon, alongside earlier incidents in Peru, Arizona, Nevada, and Chile, the analysis identifies a recurrent sequence driving catastrophic behavior: progressive weathering elevates fines and suppresses permeability; drainage systems designed for initial conditions become overwhelmed; pore pressures rise heterogeneously within the heap; and static liquefaction initiates rapid mass movement with long runout. Current guidance, including ICOLD and ANCOLD frameworks and ASTM testing standards, provides a necessary foundation but is tailored to tailings and conventional soil mechanics. These documents offer insufficient direction for characterizing timedependent material degradation, quantifying rheology of weathered ore, and modeling post-failure mobility. To address this deficit, the paper proposes an integrated framework combining enhanced characterization, multi-physics numerical modeling that couples hydro-geochemical processes with large-deformation mechanics, and comprehensive monitoring with Trigger Action Response Plans. The conclusion argues for a heap-specific standard that embeds these elements from concept to closure, aiming to materially improve safety performance and reduce the likelihood and consequences of future failures.
