The dressing of Bolivian tin ores has been done up to the present by classical. gravity methods, taking advantage of the high specific gravity of cassiterite compared with that of the accompanying gangue. For this purpose, jigs and shaking tables are used in the treatment of the various size fractions in which the ore is classified. Bolivian ores are mainly of the vein type and, to obtain a reasonable separation, crushing and several stages of grinding are necessary during the process to substantially liberate the cassiterite from the gangue. Gravity processes for cassiterite are effective for sizes down to 200 mesh. Below this size the efficiency of the gravity methods falls off very rapidly with increasing fineness of the mineral grains. The conventional treatment for this material is desliming followed by tabling on shaking tables various other types of machines have been designed for the gravity treatment of these fine particles but they have had limited success. Bolivian ores contain an appreciable amount of minus 200 mesh material constituted by "primary fines" caning from the mine itself, and "secondary fines" originated during the crushing and grinding necessary for liberation of the difficulty in the treatment of these fine particles is one of the causes why the recovery of tin in concentrates is only of around 50% in the mines owned by Corporacidn Minera de Bolivia, the State owned enterprise. The Gross Rosebel gold deposits are located in the Guiana Shield of north central Suriname. Initial discovery of surficial gold in 1880 by local artisanal miners preceded small-scale mechanized mining from 1885 to 1939. The first systematic exploration program was carried out by Placer Development from 1974 to 1977. In May 1992 Golden Star Resources optioned the property. Initial shallow reconnaissance diamond drilling of the extensive surface geochemical anomalies intersected sporadic gold mineralization with no apparent continuity between drill sections. Successive deep augering, trenching and systematic grid drilling based on information from surface mapping allowed development of a preliminary geological model. Further drilling of specific structural-lithologic targets and more complete synthesis of geological data from the trenching and deep auger sampling added to the geological model and defined the multiple controls of gold mineralization. Carefully planned infill drilling on a tighter grid spacing resulted in progressive definition of reserves within six discrete gold deposits. In a complex geological setting, the key to success at Gross Rosebel was persistent, systematic exploration, detailed mapping, careful core logging and perceptive geological interpretation. Reserves now stand at 48.6 Mt at 1.6 glt Au, or 2.4 million ounces of gold. The purpose of this paper is to describe the progression of exploration activity that led to the definition of substantial gold reserves and to summarize the geology of the deposits.

INTRODUCTION This submission was made to the Royal Commission of Inquiry into uranium mining in British Columbia. It discusses the stability of waste rock piles that might be developed in conjunction with uranium mining and the control of leachates that might be generated within these waste rock piles over the short and the long term. Short term refers to the interval during which a waste rock pile undergoes either continuous, or alternatively intermittent development, and in general can be considered to extend over the operating life of the mine. Long term refers to the postmining period, i.e. after the ore-body has been exhausted, and mining operations have ceased. Two major classes of waste material are generated in the course of mining and milling operations. Tails, which are the solid waste materials produced by the milling operations commonly exit the mill in slurry form and are stored in tailing retention ponds. Management and control of these slurried wastes are the subject of other papers to the Commission and this conference. In the course of the mining operations, it may be necessary to remove rock materials that are below cut-off grade. That is, ore concentrations within some of the mined rock may be lower than the concentrations which on the basis of economic considerations justifies milling the material. Rock which is removed in the course of the mining operations, but which is below cut-off grade is referred to as waste rock. This waste rock is commonly consigned to a specific area for disposal where it is placed in a mound or pile, i.e. a waste rock pile. Ore concentrations within the waste rock may vary from zero to just below cut-off grade. Since an increase in the market value of uranium could at some time in future result in reduction of the cut-off grade, it follows that waste rock containing ore concentrations slightly below today's cut-off grade could become ore grade rock at some time in future. For this reason, the mine operators may deem it advisable to separate waste rock according to grade, and to consign the waste rock to two or more individual waste rock piles. For purposes of clarity and simplicity, this submission treats the stability of waste rock piles and leachate control in a manner which assumes that these potential problems are isolated and separate from other aspects of the mining and milling operations. For many site specific cases, the problem of potential leachate control might be integrated with the tailings management aspect of the project, thereby realizing economic benefits while at the same time reducing the potential for adverse environmental impact.

Metallurgists are continuously striving to improve recovery. But optimization of profits and/or revenue dictates that recovery can be sacrificed at the expense of throughput. However, recently there has been significant interest in the concept of retreatment of tailings to enhance recovery and hence revenue while maintaining high throughput. The authors discuss the technical and economic factors that need to be considered in evaluation of the feasibility of retreatment of tailings including the potential feed streams (i.e., rougher tailings, cleaner tailings, etc.) and processing options (i.e., physical beneficiation, chemical processing, etc.). A case study for base metals is discussed.

The study of soft soil (wastes above the rock bed) an issue of great importance in civil engineering, is usually addressed by drilling boreholes. This method is rather expensive and time-consuming and although the information obtained is usually accurate, on the other hand it is much localized. Recently published researches have demonstrated the ability of the combination of geophysical exploration methods to estimate the thickness of deposited wastes, which provides the layered structure of the study area and certain, method depended, mechanical parameters as well. By theory, the frequency of resonance of an upper layer is a function of its thickness and the average shear velocity in it. Furthermore, the application of H/V spectral ratios of micro-tremors is a fast, straight forward and cost effective methodology, yielding the determination of the main resonant frequency of the soil. Based on this framework, 20 microtremor measurements have been carried out in a Landfill in Heraklion-Crete. Some of these measurements were deliberately close to drilled sites, where the basement had been reached. Three electrical resistivity tomographies were also used, in order to define the landfill structure such as, thickness, determination of different wastes distribution in the study area and other parameters. In addition, estimation of predictive Vs using empirical relationship between shear velocity and penetration resistance (SPT?s) were also conducted. Knowing the thickness and the resonant frequency, we estimated the shear (Vs) velocity of the waste cover. The final Vs model was confirmed using the results from the Vs-SPT correlation. The combinative implementation of the above mentioned geophysical and geotechnical methods have successfully defined geometrical and geotechnical/geophysical characteristics of the area under investigation in a fast and cost effective way.

The literature defines rockbursts in slightly different ways based on their generation mechanisms, field phenomena, and degree of damage, but in a way that is almost consistent. Generally, a rockburst refers to seismic events that mainly happen in underground excavations, for purposes such as underground mining, road and railway tunnels, nuclear power, etc., and that are followed by the collapse and outburst of rocks. Long-term rockburst prediction can be abstracted as a classification problem mathematically, in which we can introduce deep learning to solve it. Further, using deep learning in rockburst prediction can overcome drawbacks such as subjectivity and inconsistency brought from previous traditional approaches. A rockburst data-set, was employed to evaluate the current method for predicting rockburst grade, and the good results of overall success rate were obtained. The results indicated that the proposed algorithms can speed up parameter optimization search, the proposed method is robust model and might hold a high potential to become a useful tool in rockburst prediction research.

Deep tillage is used widely as a Means of alleviating excessive soil compaction. There has been some concern that the voids created by deep tillage may collapse before a more natural soil structure develops, resulting in recompaction subsequent to deep tillage. A laboratory investigation was conducted to determine the feasibility of pneumatically injecting organic material into the voids during deep tillage to prevent any significant recompaction from occurring. Various amendments were injected into the soil in the laboratory using a small-scale ripping and injection system. Measurements were made of selected soil properties to evaluate the feasibility of this method.

This paper offers an algorithm to determine the optimal panel size with the objective of minimizing the overall stripping cost. The approach is presented both in analytical form for regular layers of coal and overburden, and in graphical form for the cases of irregular and multiple coal seams. When the optimal panel width needs to be changed due to some circumstance, we prove in general that increasing the panel width is better than reducing it in both economics and operational efficiency.

Dump leaching and ,in-situ solution mining have received considerable attention during the past few years due to their apparent economic viability and minimal environmental impact. Solution mining actually dates back to the 17th century when leaching of copper ore was first reported. However-, modern day leaching didn't begin on a wide scale until the mid-1900's. In-situ mining for copper, nickel, salts, and oil shale is currently looking more attractive as the technology advances. Presently, about 15 percent of the copper production in the United States is from leaching operations at approximately 14 active sites, the largest of which are the waste dumps near the Bingham Copper Mine, Utah. To establish a common background, the discussion is centered around state-of-the-art conditions. For dump leaching, complications inherent to the physical conditions and chemical reactions such as channeling, porosity and permeability, sorption, air flow, rock alteration and pH control are discussed. Emphasis is made on those conditions which render solution recovery rates and solution mineral concentrations unpredictable. By illustrating typical and actual field conditions, the generally accepted flow theories for both dump leaching and in-situ solution mining, including rubblization, are presented. For in-situ mining, hydrogeologic techniques such as geophysical well logging, aquifer testing and digital computer modeling are also discussed. The presence of hard roof poses a significant threat to the safety of underground coal mining. In this study, a mechanical model is established for underground stopes to analyze the overburden structure with the advancing of the mining face. It is indicated that the load-bearing arch structure (LBAS) is formed above the stope for roofs with regular hardness, whereas the reversed-basin bearing structure (RBBS) is formed for hard roofs. Compared with the LBAS, the RBBS can induce an additional pressure at the foot of the bearing structure, and this effect becomes less as the distance between the hard roof and stope increases. The ultra-deep borehole hydro-fracturing technique (UHT) is proposed to weaken the hard roof for pressure release, and the associated equipment and procedures are also presented. The UHT is based on horizontal drilling along the axial direction of the roadway in the roof, and then the receding segmented hydraulic fracturing technique is used to achieve the purpose of fracturing (weakening) of the surrounding rocks. Field tests are carried out in 3022 roadway of Daliangwan coal mine in Yulin to assess the developed technique, equipment, and fracturing procedures. To evaluate the fracturing effect, deep borehole stress-meters are installed at different depths of the fractured and un-fractured zones of the roadway, along with hydraulic support pressure sensors placed at the mining face. The results show that compared with the un-fractured zone, the pressure on the wall and pillar sides is lower than that in the fractured zone, and the associated weighting duration and weighting area ratio of the fractured are reduced by 53.23% and 33.59%, respectively. This indicates that the presented UHT can provide a new solution for the prevention and control of mining disasters induced by hard roof failures in underground coal mining.

Activated carbon loaded with gold from different halide solutions has been characterized by thermal analysis techniques. The mechanism of gold uptake by carbon varies from predominately adsorption for gold iodide to predominately reduction for gold chloride. TGA and DT A measurements confirm the existence of adsorbed gold-halide species within the micropore structure of carbon. These results suggest that the ration of reduced; adsorbed gold increases for gold halides in the order Au-I > Au-Br > Au-Cl. In the case of Au-I, TA results for the loaded carbon were compared with pure compounds of 12, AuI and AuI3.

Production at Freeport Indonesia's Ertsberg open pit copper/gold mine started in 1972 at a rate of 7500 t/d. Mill throughput remained at that rate for a number of years until the discovery of the Ertsberg East (GBT) orebody. This discovery prompted three successive expansion stages from 1981 to 1988 that boosted production to 20,000 t/d. The discovery of the huge Grasberg porphyry copper deposit in 1988 launched a new era of much larger expansions. The first of these involved installation of a fourth primary mill in 1989 to bring production up to 32,000 t/d and was immediately followed by an expansion of the crushing and screening plant and the addition of a new south concentrator to bring production to 57,000 t/d in 1991. The addition of a primary ball mill and the changeout of the original Denver flotation cells in 1993 has served to optimize current production at a level of 66,000 t/d. A major expansion is now in progress. This includes construction of another new concentrator to house a SAG mill circuit and large Wemco flotation cells in an area created by the removal of 6,000,000t of glacial material. This current expansion, with a planned completion in 1995, will take production to 115,000 t/d. This paper describes the evolution of the Freeport Indonesia (FI) concentrator to-date and will then go into an in-depth discussion of the 66,000 and 115,000 t/d expansions.

The disposal of mine waste continues to be one of the main controlling factors in the economics and feasibility of project development. Particular to gold and precious metal mining, waste disposal is further complicated by the environmental and political implications of the use of cyanide. Regulatory compliance criteria have partially dictated and can be anticipated to further dictate the approach and methods of tailings disposal. To develop practical, economic, and environmentally acceptable tailings disposal systems within these criteria requires the use of common sense approaches and the application of available technology. Waste disposal is typically considered during the pre-feasibility stages of project evaluation. At this time, the main emphasis is on the economics and practicality of extracting the metal values from the ore. Frequently, the result of this is that the nature of the tailings and the ability to dispose of the tailings is prejudged. It is also frequently the case, however, that during the feasibility stage and project permitting, the requirements for tailings disposal become paramount.

A quantitative x-ray diffraction method has been developed for the analysis of alteration minerals in wallrock. Alteration data are plotted and contoured (analogous to geochemical data). Alteration trends outlined by this technique correlate closely with geochemical anomalies, and in some cases attend well beyond the perimeter of anomalous base metal values. "Monomineralic contouring," applied originally to porphyry-type mineralization, has been extended to other types of mineralization, including volcanogenic massive sulfide deposits. Equipment and techniques used in the quantitative measurement of alteration mineralogy are discussed.

About 45% of the contaminated sites are dealing with heavy metal problems. Metals are spread in the environment by mining activities, surface treatment and non ferrous processing. As heavy metals can not be degraded, removal or immobilization (leading to bioavailability reduction) are the only risk reducing measures that exist. The currently best available technique for remediation of heavy metal contaminated groundwater is to pump the contaminated water and to treat it in a wastewater treatment plant installed on the surface. Next to this often used, but expensive, pump and treat technologies, heavy metals can be immobilized by inducing sulfate reducing bacteria (SRB) to transform the sulfates, that are very often present in the same groundwater (due to the metal mining or processing activities), into sulfides. These sulfides will precipitate the metals as insoluble metal sulfides. At the moment several studies have demonstrated the feasibility of this In Situ Bioprecipitation Process (ISBP) for the removal of heavy metals from ground-water as well at lab scale (batch and column tests) as at field scale. However, some questions arise concerning the continuation of the process, the efficiency and the sustainability of the precipitates. The presented study will try to answer these questions. The study is based on more than 10 different studies, all done by the same authors, on different groundwaters and aquifer samples. The presentation will give an overview of the guidelines necessary for a correct and successful bioprecipitation process with stable metal sulfide precipitates. An important question in the ISBP is related to the sustainability of the heavy metal precipitates. It could be observed that the interruption in the carbon source delivery also stopped the in situ bioprecipitation process. Depending on the metal also some release from the precipitate could be observed. It was shown that release can occur with Co and Ni. Aquifers, on which the metals precipitated during the ISBP, were treated in a sequential extraction process under an-aerobic and aerobic conditions. It could be shown that especially under the anaerobic conditions the Zn and Cd precipitates changed from the leachable and the exchangeable fraction to the organic or Fe-Mn fraction (i.e. from the unstable to the stable fraction). The same could be observed for Co and Ni but still some fraction was present under a more available form. On the other hand it could be shown that large differences were observed concerning the heavy metal speciation on the aquifer in function of the used carbon source during the ISBP. The molasses treated systems showed a much more available heavy metal fraction on the aquifer compared to the lactate or HRC® treated groundwater. The different speciation forms based on the use of different carbon sources will be discussed in detail. It will pay attention to the influence of the carbon source, the efficiency of the induction of the bioprecipitation process, the influence on the competence between sulfate reducers and methanogenic bacteria and the influence of low pH on the ISBP. It seems that acetate, which is also a degradation product of fermentation of some carbon sources, can inhibit some sulfate reducers. Also the relation between slow release compounds and immediately available compounds will be explained. Finally a pilot study will be presented showing the problems that can be encountered during this process. Focus will be put on the induction of the process, the keeping on of the process and the follow up of the process by the installation of in situ mesocosm socks. These results will allow the correct implementation of the ISBP with an eye on longevity and sustainability of the process and present the ISBP as a much more sustainable alternative to the pump and treat technology as measure for heavy metals contaminated groundwaters.

I. INTRODUCTION Lawyers are a cautious breed; and it might be expected that a paper concerning a broad and complex area of legal regulation, prepared by lawyers for presentation to a predominantly non-legal audience, would commence with several caveats. Ours are the following: First, we have written a broad (and, in some instances, simplified) overview of the regulatory system and of some of the more important requirements generally applicable to uranium mine and mill wastes in the United States. Our paper is not a legal opinion setting forth all of the governmental requirements that would have to be met by any particular mine or mill. Similarly, we do not imply that the requirements we mention are necessarily applicable to each and every mine and mill in the country; depending on the facts, some of the requirements may be inapplicable or avoidable through exemption or variance proceedings. Compliance decisions and strategies for particular facilities must be considered on a site-specific basis. Second, we have undertaken merely to describe the regulatory framework and some of the generally "applicable" requirements which have been promulgated and proposed by administrative agencies. We express no opinion on whether, under the U.S. Constitution and statutes, the existing and proposed agency regulations are valid in general or as applied to any particular mining or milling operation. There are, of course, procedures for judicial review of agency action; and newly promulgated environmental regulations have frequently been challenged, with varying degrees of success, before the courts. For us even to begin to consider such issues would expand an already forbiddingly long paper to totally unmanageable proportions. Third, in light of the subject of this Conference we have limited our paper to the legal framework and requirements applicable to uranium mine and mill "wastes" -- primarily mine overburden and waste rock and mill tailings (including waste tailings solution). We treat operating discharges (e.g., emissions from yellowcake drying) only peripherally. Fourth and finally, it is important to note that this paper, at least in so far as it concerns the specific requirements of particular regulations, will likely soon be out of date in some important respects. Ilmenite concentrates prepared from beach and dune sands of Florida, India, Australia, and other localities deviate to varying degrees from the theoretical composition of pure ilmenite, and generally contain more Ti02 than the formula FeTiO3 would indicate, and some Fe203. This variation in composition is due to different amounts of altered ilmenite in the concentrates.(l) The alteration has been shown to take place by oxidation and leaching of the iron in ilmenite, to yield residual products consisting of amorphous or very finely crystalline titanium dioxide and ferric oxide, Other studies (2) have stressed that ilmenite may alter first to an amorphous titanium-iron oxide, or to an amorphous mixture of titanium and iron oxides, with later alteration to crystalline titanium dioxide. There has been some speculation as to whether alteration of ilmenite is usually caused by weathering or by hydrothermal processes,(3, 4, 5) Three main methods of approach were used to study the mechanism and rate of ilmenite weathering, (1) Etch tests were used to learn the relationship between crystallographic orientation and the rate of chemical attack on ilmenite. (2) Altered ilmenites in New Jersey sands were compared with ilmenite in rocks of the area from which the sands were probably derived, (3) Experiments were carried out to determine at what rate, and by what agents, originally fresh ilmenite could be altered in the laboratory under simulated weathering conditions.

Treatment of bentonite clay with mineral acids yields a modified clay product of high surface area and acidity which exhibits enhanced adsorptive and catalytic properties. A highly specialized segment of the clay industry based on this process has evolved into worldwide business with a capacity of about one-half million tons/yr. This paper will present data on the chemistry, mining, manufacturing and applications for acid- activated clays.
