Two recent antitrust cases, coming from widely separated areas, different industries and involving wholly different facts were decided by the Supreme Court on June 7, 1965. The decisions in these two cases may well prove to be the most important and far-reaching decisions in the field of labor law that have been handed down in the last 24 years. These cases, although quite dissimilar factually, had one common element. In both, the gravamen of the antitrust violation was bottomed on the terms of labor agreements negotiated by a multiemployer group. These cases are usually referred to as Pennington1 and Jewel Teat. Since a number.-of references will be made to the antitrust laws, it may be well to state briefly the applicable portions. Section I of the Sherman Antitrust Act makes "every contract, combination in the form of trust or otherwise, or conspiracy, in restraint of trade or commerce among the several states, or with foreign nations, is declared to be illegal...". Section 2 imposes criminal sanctions against "Every person who shall monopolize, or attempt to monopolize, or combine or conspire with any other person or persons, to monopolize any part of the trade or commerce among the several states...". Under Section 4 of the Clayton Act a person who sustains damages as a result of a violation of the antitrust laws is entitled to recover treble damages plus costs.

LIX63 in combination with DNNS selectively extracts nickel and/or cobalt from acidic leach liquors with pH values as low as 1.0. Nickel/cobalt and cobalt/nickel selectivities are achieved by varying the relative concentrations of LIX63 and DNNS. Increasing LIX63 concentration retards both extraction and strip-ping rates while DNNS has the opposite effect. Slope analyses of equilibrium data indicate that both LIX63 and DNNS are present in the extracted complexes. Examples of possible flowsheets are presented.

Introduction Many discoveries have been made during the-past decade of low grade gold-silver deposits in the western US. This has stimulated development of low cost cyanidation procedures for precious metal extraction. Heap leach cyanidation techniques possess considerable potential for application to these low grade ores, small ore bodies, mine strip waste, and tailing materials where fine grinding is not necessary for good extraction. For heap leaching to be successful, these resources must have good permeability to achieve uniform distribution of the cyanide solution throughout the heaps. Some of the most difficult of the gold and silver ores to treat successfully by heap leaching are those containing excessive amounts of clays, or fines generated by crushing. Presence of excessive amounts of slimes, -50 µm (-270 mesh), in the heap leach feed will slow percolation, cause channeling, or produce dormant or unleached areas within the heap. This may result in unreasonably long leaching periods and poor extractions. In extreme cases, the clays or slimes can completely seal the ore heap. This causes the leach solution to run off the sides of the heap rather than penetrate the ore bed. The problem of heap leaching ores with fines can be aggravated while preparing ore heaps because of the natural sorting of coarse and fine material that occurs. This phenomenon results in concentration or ore fines in the center of individual ore piles and concentration of larger rock fragments of the lower slopes and base of the pile. When the individual piles within the heap are leveled off for the installation of the sprinkling system, additional segregation occurs as the fines sift through the coarser ore particles. This results in localized areas or zones with marked differences in permeability. Consequently, the leach solutions follow the course of least resistance. They percolate down through the coarse ore regions and bypass or barely wet areas that contain large amounts of fines or slimes. Effective use of marginal gold and silver resources by heap leaching required development of new methods to achieve more uniform size distribution when preparing ore heaps and better slime control during leaching. Early methods Agglomeration and balling of crushed ore to produce a porous and more uniform feed material for heap leaching is a viable method for treating clayey ores. Researchers from the US Bureau of Mines in Reno, NV began agglomeration pretreatment research in the mid-1970s for applications to and exploitation of these poor percolating feed materials. Little attention had been given to such methods before the Bureau's research. In 1905, T. C. Scrutton developed a unique technique for obtaining rapid vat leaching of a clayey ore where the gold was finely disseminated. His technique consisted of rolling the ore down a chute inclined at 60° to form agglomerates or balls readily permeable by the cyanide solution. However, these agglomerates lacked rigidity. And, to ensure good percolation leaching and washing, they could not be bedded in layers more than 1 m (3 ft) deep. If this depth was exceeded, it is difficult to obtain uniform leaching and washing. This results in reduced gold recovery. Shepard and others in 1937 studied the addition of lime and carbon dioxide or calcium carbonate to gold-bearing tailings to form agglomerates suitable for vat leaching. Satisfactory percolation flow rates were achieved in 90 g (3 oz) scale experiments, but the reagent requirements were cost prohibitive. A sophisticated process of extracting ultrafine sulfide mineral particles of under 1µm size suspended in clay slurry has been developed through studies of electrochemical properties of particle surface. Experimental procedure and data of the process applied to some clay ores containing sphalerite and pyrite, and molybdenite and other sulfide minerals are reported. Discussions concentrated on the function of process reagents, particularly on various modifying reagents, and on the effect of dispersed or flocculated state of ultrafine particles in slurry which affect significantly the performance of the process.

Mine valuation is a multifaceted, interdisciplinary process by which the economic viability of an old, existing, or new mining property or venture is determined. The problems associated with arriving at a representative and accurate value for a mining property are complex and numerous, and the procedures utilized in determining these values vary from simple, back-of-envelope calculations to sophisticated mathematical manipulations requiring computer modeling and analysis. Regardless of the complexity or the degree of sophistication associated with any particular project, the evaluation process must ultimately provide management with two basic types of information. First, the evaluation process should indicate whether or not the mining project is economically viable after careful consideration of all engineering, environmental, geologic, and other variables pertaining to the project. Second, the evaluation process should provide management in- formation on the relative attractiveness of the project when compared to other alternatives. In some cases, it may be extremely difficult to supply this information for a project directly. Nonetheless, the evaluation process should and must present all information necessary in a format which can be incorporated into the decision-making process as expeditiously as possible.

It is no secret that the upkeep of roads, tunnels, bridges, and water and waste water facilities has been neglected for decades. Cities, states and towns across the United States are now grappling with these issues, ones that will take decades and billions of dollars to fix.Because of this infrastructure issue, the North American tunneling industry is flourishing. Cities across the country are looking to go underground to alleviate traffic issues, transporting water and waste water to more people in more efficient ways.In October, the seventh annual Cutting Edge conference was held in Atlanta, GA. Put on by the Underground Construction Association of SME and Britain’s Tunnelling Journal, about 175 tunneling and underground construction professionals from around the world attended. Attendees included owners, designers and contractors. An accompanying exhibit included 28 companies.The theme of the two-day conference was Advances in Tunneling Technology. Speakers examined the latest advances in tunneling technology, its methodology and how these advances can be harnessed to assist upcoming major tunneling projects. The conference featured a tailored, high-end, single-track program of subject-specific presentations that focused on innovation and practical experience. Two in-depth panel discussions at the end of each day were also included.Patricia Mulroy was a keynote speaker on Monday. She is senior fellow for climate adaptation and environmental policy at The Brookings Institution. Like many others, Mulroy believes the U.S. infrastructure in in a state of disrepair. But, she said, no one wants to talk about it. “We need to have a conversation about infrastructure. We cannot be afraid to talk about building it and the cost.” For this to happen, though, the nation needs leadership."

It is calculated that since the beginning of last century, which practically coincides with the beginning of the Industrial Revolution, our civilization has consumed around 239.5 million tons of copper (see: Table 1). According to the most pessimistic projections of today, with only a 2.5% annual growth rate in demand, we are bound until the end of this century to consume another 200 million tons of copper in remaining 17 years. A recent study made by US Bureau of Mines (1) indicates that the proven ore reserves of 150 major operating mines and about 120 deposits sufficiently explored for development and feasibility studies accumulate a total mass of 49.3 billion tons of ore, assaying an average of 0.82% Cu and containing around 324 million tons of recoverable copper. Consequently, there is a high grade of probability that the bulk of our future ore supplies, for our demand of, say, next 25 years will cane precisely from these mines. The interesting point in USBM study is that it indicates the recoverable byproduct content of these ores and which is: 118.2 million troy ounces of gold 2277.4 million troy ounces of silver 7.1 million tons of lead 24.7 million tons of zinc 1.3 million tons of nickel 3.1 million tons of molybdenum 765 thousand tons of cobalt, and 720 thousand troy ounces of platinum. This information gives us a relatively reliable profile of our future ores for next 25 years, and thus makes possible evaluation of byproduct credits in our future copper mining and producing activities.

"The Greater Paris projects involves the creation of a 200km extension of the actual public transport network on the close outskirt of Paris. In 2011, SYSTRA has been awarded the Engineering studies of a 20km underground section in the densely urbanized southeast quarter of the Parisian suburb. In order to both guide the TBM technology choice and identify and mitigate the risk due to soil settlement during tunnel boring, several analysis have been carried out and integrated into a Geographical Information System to share and manage this risk during the successive design phases of the project. The geological context‘s complexity and the Owner‘ requirements have led to the necessity of using an innovative analysis approach, leveraging both the numerical modelling analysis’s accuracy and the analytical method‘s ease of programming and implementation in a GIS, by the mean of the calibration of the analytical approach’ parameters on the FEM results.INTRODUCTIONThe Greater Paris Transport Project foresees the extension of the actual public transport network to the close outskirt of Paris through the extension lines 11 and 14, the creation of a circular new line around Paris - line 15 completed by lines 16 and 18 linking developing territories - and line 17 to Roissy-Charlesde- Gaulle airport.The SOCIETE DU GRAND PARIS (SGP) is the public institution that promotes this project and awards SYSTRA as Engineering for the 15th Line southeast section.Line 15th – South-East sectionIn 2011, the Owner SGP (SOCIÉTÉ DU GRAND PARIS) awarded to SYSTRA the preliminary and detailed design of a 20km-long underground section of Line 15, between the stations of Villejuif-Louis-Aragon and Noisy-Champs. With ore grades continually decreasing and finer mill feed requirements, it becomes increasingly important to have the capability to handle the larger tonnages economically. With the 10 ft. Standard capable of reducing 1,633 metric tons per hour (1,800 short tons per hour) to 80 percent passing 50 MM (2 inches) and the 10 ft. Short Head following to produce a mill feed of all minus 12 MM (1/2 inch) at a rate of 608 metric tons per hour (670 short tons per hour), we feel significant savings will be realized in installation and operating costs. The largest concentration of cost in the secondary and tertiary crushing stations is the building itself that houses the process equipment. An example of the savings to be attained can be seen from an examination of a 40,820 metric ton (45,000 short ton) per day crushing plant. A total of nine 7 ft. Symons Cone crushers is used to generate 12 MM (1/2 inch) ball mill feed. The average center distance between units is 6.1 M (20 feet) and allowing a 6.1 M (20 feet) nominal distance from the centerline to the wails, the building becomes 61 M (200 feet) long. For this production rate, four 10 ft. Symons Cone crushers would be required. With the 10 ft. crushing plant requiring a center distance spacing of 7.6 M (25 feet), the building length totals approximately 38 M (125 feet). Construction costs vary depending on location, but a reduction in building length from 61 M (200 feet) to 38 M (125 feet) will result in estimated savings of between $2,500,000 and S4,000,000. While the 10 ft. Symons Cone has been involved in a number of feasibility studies for some time, the Process Machinery Division of Rexnord commenced detail design work on the 10 ft. Cone crusher in 1972. For comparison purposes, the 10 ft. and 7 ft. capacities are given in Table 1.

In recent years, junior mining companies, mostly listed in Canada, have taken a beating in the finance markets. Simply put, potential investors have been leery of sinking millions into exploration and mining projects due to volatile commodities prices and an uncertain regulatory climate in developed and developing countries. The 2014 edition of the Prospectors and Developers Association of Canada (PDAC), however, seemed to be a bit different for some juniors. Equity valuations have improved and metals prices appear to be stabilizing. So, for some of the stronger junior companies, there is some hope. Merger and acquisition (M&A) activity is picking up and, believe it or not, companies are raising some capital. Billed as the largest annual mining meeting in North America, the PDAC conference attracted more than 25,000 mining and exploration professionals from around the world. Organizers were anticipating attendance to break the 30,000 mark. But, given the state of the exploration end of the mining business, 25,000 is still a respectable number. Junior companies that are in the project feasibility stage, or have made promising discoveries that stand a good chance of proceeding to production, are being looked at by potential investors. Those are the survivors of the last three years of dismal M&A activity. On the other side are the juniors that are still around ? and there are plenty of juniors that were at the PDAC last year but have since disappeared ? but have little or no working capital. One analyst calculated that there are about 850 companies with less than $200,000 in working capital and about 600 with negative working capital. This will likely result in fewer junior mining and exploration companies as the year progresses but the ones that remain should be stronger.

Central to Newmont Gold's Mine planning system is the ability to interactively perform cut and fill operations on topographic contours and to accurately evaluate grades and tonnages within contour outlines using polygon set manipulation routines. This paper develops the applied geometry concepts that underlie these routines. Included are representation of volumes with contours, point in polygon test, block proportion in polygon calculation, polygon area and centroid calculation, and intersection, union, and complement between polygon sets.

The imposition of non-market regulations, such as the proposed SO2 standards for coal combustion, will typically lead to less efficient (thus more costly) production in a free enterprise system. For the coal industry these increased costs will occur in several ways, among which are mining less accessible low sulfur reserves and transporting low sulfur coal to distant markets. There are, of course, social benefits of reducing the S02 emissions from the use of high sulfur coal. The social benefits include decreased health risks, reduced damages to property, and certain unmeasurable benefits associated with the aesthetic appeal of clean air. Proponents of Federal S02 standards argue that the benefits gained from reduced emissions will exceed the costs borne by the coal industry and society in general in meeting the regulations. The purpose of this paper is to investigate the degree to which costs of meeting future energy demands from coal will change under different sulfur standards. No attempt is made to estimate the benefits of imposing regulations. Specifically, the impact of SO2 standards on the private costs of meeting regional coal demands, the competitive positions of the nation's major coal producing regions, the degree to which strip mining as opposed to underground mining will be feasible, the amount of coal being processed, and the amount of coal transported over major rail routes will be analyzed.

The high temperature lubricant molybdenite, MoS2, is usually produced by a complex sequence of processes involving mineral dressing of molybdenite concentrates followed by leaching with hydrofluoric acid to remove abrasive impurities such as silica (1). Many attempts have been made, mostly by techniques involving, direct fusion of molybdenum compounds with sulphur, to produce synthetic molybdenite. However, apart from some experiments of geochemical interest (2) in which aqueous solutions of sodium sulphomolybdate, Nat MoS4, were decomposed under pressure at temperatures between 300°C and 700°C, no attempts to produce the mineral by hydrometallurgical procedures have been reported. Since molybdenite is nominally a compound of tetravalent molybdenum with sulphur, and the most common state of molybdenum is +6, production of molybdenite is likely to involve reduction and sulphidization. The present study, therefore, describes the reduction, with hydrogen and carbon monoxide, of molybdenum in the hexavalent state in alkaline aqueous solutions containing sulphide ion. In these

Gold continued to be the primary focus of minerals exploration worldwide during 1995. Other targets, though, included primary diamonds and base metals, especially copper deposits amenable to solvent-extraction/electrowinning (SX/EW) processing. The discovery of nickel, copper and cobalt at Voisey Bay in Labrador, Canada was an unusual surprise. Meanwhile, exploration geochemistry continues to evolve to meet new challenges. The major event in this category during 1995 was the17th International Geochemical Exploration Symposium (IGES) held in Townsville, Queensland, Australia in May. The meeting was sponsored by the Association of Exploration Geochemists, which celebrated its 25thanniversary of service to the mineral industry, and the Economic Geology Research Unit of James Cook University, Townsville.

Every year thousands of people from all over the world come to Mount Parnasse, visiting Delphi, the Parnasse ski-resort and other sights in the area of Fokida, available to all ages all year round. This region of Greece, is not only gifted with natural beauty, but also with valuable underground natural wealth: inside Mount Parnasse and the adjoining Ghiona Mountain, there are rich bauxite deposits - the ore from which aluminium is made. In this magnificent part of our country, any mining activities undertaken must be adapted to coexist within such an ecologically sensitive area. This demands an enormous effort, knowledge and the use of technology. This is definitely our Company's primary objective. Our company's (Silver & Baryte Ores Mining Co. S.A.) activities in the area began in 1933, when Euripides Mavrommatis and the two Eliopoulos brothers, Elias and George, established "Bauxite Parnasse SA". Since then, ten thousand people have worked in these ore deposits, and 45 million tons of bauxite have been extracted. The full length of the underground excavations is more than 300 kilometers and 115 million cubic meters of limestone have been extracted on surface mining. In 1996, Bauxite Parnasse merged with Silver & Baryte Ores Mining Co. S.A. Now, the company exports more than 1.500.000 mt per year of bauxite to more than 15 countries around the world, offers a significant amount of job opportunities in the region, and imports valuable exchange into the country.

Flow in heaps and dumps is a two-phase flow phenomenon, though for many applications it could be simplified as unsaturated flow. Unlike saturated flow (typical of ground water flow), where permeability is independent of other hydraulic parameters, unsaturated flow permeability depends on the degree of saturation and/or on capillary pressure. Several recent field studies suggest that flows in heaps and dumps tend to concentrate in preferred pathways, bypassing much of the ore. Different preferential flow phenomena are triggered, promoted and influenced by different heap structures, by pretreatment, by the composition of the leach solution and by application rates and schedules. The structure of heaps and dumps is determined and affected by every stage of their construction -from blasting to crushing to conveying and stacking of the material. History of heap construction and operation combined with monitoring, mapping and certain field tests can reveal patterns of flow and transport in a given heap and can shed light on the physical mechanisms behind it. Such insight can provide a first cut on heap leaching enhancement by either eliminating or bypassing physical barriers to flow and leaching. Based on the understanding of the heap structure, advanced flow and transport models can be constructed and further enhance the insight. This insight is essential for understanding cause and effect and can provide a basis for decision making. Further, based on the physically-based models, an intelligent control agent, such as MRDS1, can learn and build a self-learning representation (or a model) of the complex heap leaching system, followed by dynamic optimization and planning of heap leaching and heap rinsing.

Air-sparged hydrocyclone (ASH) flotation technology has been evaluated for phosphate recovery from the central Florida phosphate deposits. As expected, it was demonstrated in pilot-plant tests that the ASH system has a specific capacity about 50-100 times higher than that of a traditional flotation cell. In the case of fatty acid flotation, single-stage ASH flotation produced a recovery of 75-77% in a rougher concentrate containing 24% P2O5 In reverse flotation with amine, the single- stage ASH system produced a phosphate recovery of 98% in a cleaner concentrate containing 31% P2O5. These results are comparable with those obtained at plant operations in the Florida phosphate industry. Based on these pilot-plant results, the effects of process variables are discussed in terms of separation efficiency. Subsequently, a 6-inch ASH system was fabricated and tested in a central Florida phosphate plant for reverse flotation in the amine flotation circuit. The high capacity of the ASH system was again demonstrated for the 6-inch ASH system. A single-stage phosphate recovery of 91% was achieved with a concentrate grade of 30% P205. During plant tests, it was established that porous tube plugging, the most significant engineering problem identified, was due to the poor quality of the plant water. Possible solutions to this problem are discussed.

Peabody Coal Company is the nation's largest producer of coal and is headquartered in St. Louis, Missouri. In 1978 Peabody divisionalized its operations to establish more responsive and effective mine management. Peabody Coal Company's Arizona Division operates two large surface mines, the Black Mesa and Kayenta Mines. Both are located in northeastern Arizona, approximately 30 miles from Kayenta, Arizona, on the Navajo and Hopi Indian Reservations. The Black Mesa Mine produces 4 to 5 million tons of coal per year and the Kayenta Mine produces 7 to 8 million tons per year. Coal from the Black Mesa Mine is transported 274 miles by coal slurry pipeline to the Mohave Generating Plant located on the Nevada/Arizona border at Bullhead City, Arizona. This plant is jointly owned by Southern California Edison, the Los Angeles Department of Water and Power, Nevada Power Company and Salt River Project Agriculture Improvement and Power District.

Precious metals are commonly believed to be recovered along with sulfide minerals in flotation, but a few neutron activation analyses showed that the recoveries of gold and silver were unexpectedly low. Recoveries of platinum group metals remained unresolved due to interferences in the analyses. Electron micro-probe, scanning electron microscope and scanning auger microprobe analyses have identified nickel arsenide minerals in the ore and confirmed a close association of platinum group metals with the arsenide minerals as minute inclusions. These results indicated a need for re-evaluation of flotation procedures which have so far ignored special problems related to arsenide minerals. The electrochemical and flotation behaviors of nickel arsenide and their implications to the flotation recovery of arsenide minerals from copper-nickel bearing Duluth gabbro are presented.
