The purpose of this paper is to show how contractual problems are resolved in these countries. The focus will be put on describing the theoretical approach, several case studies will show how contractual problems were dealt with on site.

Recently, the North American mining industry experienced a severe recession, forcing managers to take dramatic steps to cut costs and compete in the difficult international market. Some of these steps were closing mines, reducing work forces, renegotiating wage agreements, and purchasing the most productive equipment. Managers are now looking beyond these traditional avenues and are focusing more on advanced technology. In the present environment, it is essential that mine operators obtain the maximum use of capital expended on equipment. However, mine workers do not obtain maximum efficiency or productivity from equipment because the adverse and hazardous mine environment impedes human performance. Also, the efficient use of large, complex machines calls for levels of precision that many times are beyond the capability of even highly trained miners. A possible solution to this problem is a machine that mines without operators - autonomous mining machines. However, numerous problems confront researchers who are attempting to develop such equipment. Some mining tasks are not always composed of a series of cyclic motions readily performed by factory floor robots. In addition, mining takes place in the geological environment where conditions are highly variable and unpredictable. As a result, these machines must be able to sense and adapt to variations in operating tasks and environment. Considerable autonomous vehicle research has been completed, especially for defense. However, autonomous vehicle (AV) technology has not advanced to practical application yet (King, 1988) and mining research is necessary in areas: representing mining specific knowledge; •analyzing and reasoning about sensor data in the mining environment; and •discovering completely new mining methods or new approaches to existing methods that become apparent when we remove the constraints imposed by the necessity of human operators. A specific machine, the LHD, can be used to show the problems for researchers who are attempting to develop autonomous machines for mining. This author chose the LHD because it can borrow concepts developed for autonomous navigation by military programs. But considerable mining research is also required. Furthermore, studies done at the Henderson mine, in Colorado, show autonomous LHD 's promise cost and safety benefits (King, 1988). At Henderson, LHDs load ore from draw points, tram to an ore pass, dump and return, or switch to another draw point. An autonomous LHD must sense vehicle position along the route, relate sensor data to stored-map information, to determine location, follow drift center lines, plan paths between dump position and initiate appropriate control commands, sense vehicle operating status and vehicle health, key on features or targets for special tasks like high speed turns, perform end of travel tasks (loading and dumping), and detect and avoid obstacles. These goals are similar to those for shuttle cars, trucks, and front-end loaders. Therefore, much of the technology is transferable. Each Henderson LHD extracts six to 40 dippers from each of a series of draw points. The LHD transports the ore to an ore pass within 55 m (180 ft) of the draw point, making the longest round trip 110 m (360 ft). The LHDs have very fast hydraulic dumping and loading systems that reduce the round trip cycle to less than one minute. Even though the LHD is capable of 500 trips per shift, the average production is 300 dippers. Man trip and lunch reduce available operating time to 6.5 hours per shift. Mucking difficulties (setting large boulders aside), operator breaks for activities like talking shop, and cleaning and smoothing roads further reduce operating time. Supervised autonomy can reduce the number of operating units by increasing operating time per shift since computer controlled machines can operate during lunch and between shifts and reduce operator errors. If dippers per shift increase from 300 to 350 (long-range goals are 500 dippers per shift), constant production requires only 10 operating LHDs and two spares. Manpower requirements drop from 24 to four by controlling five machines from one workstation. A review of technology available from the Autonomous Land Vehicle, the Advanced Ground Vehicle Technology, the Ground Surveillance Robot, and other programs, show the following differences between others work and mining industry needs: •If we focus initially on mobile haulage vehicles, we can navigate from a map. We do not need to explore. •We can modify the environment to reduce the navigation requirements. •We have a harsher environment than any of the research programs have encountered. •Our equipment must operate faster and more precisely than present AVs. •Our equipment must operate reliably over long periods of time. •We must have better onboard machine health monitoring and diagnostics. •The AV programs do not address geosensing. •The major AV programs are not cost-effective. For example, we cannot afford the computer power for robust image processing, yet. To computer control an LHD, we must replace the guidance and monitoring skills of experienced operators with sensors, computing hardware, interfaces, and several software mod¬ules. This proposal, based on the CIEMAN Cajamarca - Hualgayoc initiative, focuses on “Transforming Abandoned Mine Lands’’ We aim to study and assess the feasibility of an innovative rehabilitation method. Contaminated soils will be moved from the upper to the lower site, encapsulated with geosynthetic barriers, and covered with topsoil. The decontaminated upper area will be used for planting trees and large-stemmed plants for hiking and tourism, while the lower encapsulated area will support livestock and short- stemmed crops. This study will evaluate the economic viability and multi-use potential of this technique, promoting sustainable land recovery in Cajamarca, Peru.

Mine explosions are one of the most concerning risks related to underground coal mining, as a single gas explosion can cause injuries and fatalities among miners. Underground infrastructure seals and build-in-place (BIP) refuge alternatives (RAs) are employed to isolate an area from active workings to mitigate coal mining-related accident risks. They are designed to withstand blast pressures from a possible accidental detonation of the contained gas or a coal dust explosion. Crosscut seals and BIP RAs, typically consisting of steel-reinforced concrete, are prone to strong convergence and have a significant leakage potential due to high convergence damage near mined-out areas. The roof-to-floor convergence can change the structural integrity of these structures, and altered structural integrity can lead to less explosion resistance capability. Hence, a thorough analysis is needed to further understand their explosion response under various strata conditions.

In May of 1984, it was decided that Outokumpu Oy would design and build a new nickel flotation mill to process ore from the newly discovered Enonkoski mine in eastern Finland. Since there hart peen a number of successful process charges in the existing mills, the design effort included the study and incorporation of several new developments, including all-autogenous grinding, "flash flotation", lane cell roughing, large cell cleaning and a computer-based, profit optimizing, process control system. The paper discusses the background and results of those studies, and a description of the resulting mill which will begin production in 1986.

The Australian coal industry over recent years has experienced the situation whereby exploration and mine development are moving into geographical areas where the coal seams have never been mined to any extent in the past, if at all, and particularly where there is no history of experience in preparation of these seams. Additionally, the demands have been such that the development of a mine up to production stage should proceed with minimum delay. This is a situation which is of some importance and concern, in view of the coal quality requirements now experienced within world markets which can only be met, in most cases, by careful preparation. Costs are such that the preparation plant should operate as required by the situation and with maximum efficiency, which means that laboratoty information of breakage and washability characteristics which are required for preparation plant design should be accurate and available as soon as possible, even to a certain extent during the progress of the exploration.

The adaptation of pelletizing processes involves the coordination of various factors such as temperatures, gas flows, productions, etc., in order to obtain optimum performance. The consequent problems are considerable due to the large number involved as well as the lack of knowledge of their correlation. It is therefore essential to establish a fundamental theory which takes into account the heat transfer phenomena and the secondary factors which are relevant to the properties of the product. Straight grate and grate kiln pelletizing processes involve heating of a stationary bed on a travelling grate. The heat transfer conditions are therefore of primary importance. This is why this article pays particular attention to conditions which obtain when a stationary bed is heated, in which certain special reactions occur. The conclusions drawn from this penetration of the heat transfer phenomena can be expressed in postulates acting as guide-lines for the establishment of proto-typal processes. Examples of elaborating such processes are also given in the article. Some operational experience at LKAB are also given.

Knight Piésold?s annual roundtable discussion was held at the Red Lion Hotel and Casino in Elko, NV on March 14. This year the title was, ?Roundtable discussion on material co-disposal/ co-placement in the mining industry.? This topic was chosen because of the benefits that the mining industry could realize through the advancement of improved methods of storing tailings and mine waste and from reducing short-and long-term environmental hazards while reducing the footprint of these facilities and making strides toward attaining a walk-away solution. Knight Piésold had a local representative, Bryan Ulrich, as well as representatives from its Denver, CO office, including Tom Kerr, president of Knight Piésold?s U.S. practice, and Jeff Coffin, Ph.D., geotechnical engineer, to help facilitate the discussion. The event played host to about two dozen attendees from several western states. Attendees included personnel from more than 10 mining properties, various corporate offices and academia. The purpose of the roundtable was to exchange ideas and information pertaining to broad topics revolving around the subject of co-disposal/co-placement in the mining industry. Compared with traditional conferences and symposia, the roundtable forum tends to provide a less inhibited format for discussion. In the roundtable format, lively discussions and applicable tangential departures are encouraged. This was the seventh in the series of the Elko Roundtable events. Previous roundtables pertained to: ? Heap leach pad design, construction and operation. ? Design, construction and operation of tailings storage facilities. ? Site-wide water considerations. ? Mine closure and cover design. ? Strides toward sustainability in mining. ? High-density tailings, paste and filtered tailings. Acid rock drainage for engineers and environmental scientists.

"The “Reiche Zeche” mine in Freiberg, Germany, a 600-year-old lead-zinc-silver mine with extensive open mine workings, experiences severe ventilation losses due to leakage. Much air leaks into abandoned workings, decreasing the airflow available to active working areas. Usually, this leakage occurs in remote areas that lack transportation infrastructure like roadways or rail, making it difficult to haul construction materials to the sites to erect passive ventilation controls such as stoppings, regulators and seals. Transportation distances make it impractical to hand carry traditional construction materials, such as bricks and concrete. Alternative materials, such as brattice, foaming polymers, concrete canvas, and some innovative ventilation control designs have been investigated for this purpose. The suitability of the materials investigated depends on many factors including the pressure it can withstand, the ease of transportation, and workability. Impacts of mine water must be considered, as the Reiche Zeche is below drainage and experiences significant inflow of water. Researchers must consider the effects water inundation as well as how the stopping construction material reacts to being exposed to acidic mine water. INTRODUCTION Problem Statement Mining in the area around Freiberg, Germany began in the 12th century. The mine is used for research, mining engineering education, tourism and air conditioning for a local hospital. The first records of mining in the Reiche Zeche are from around 1384. Due to the strength and competency of the host rock, many of the oldest workings still stand and remain open today, although they may not be accessible. Reiche Zeche also connects to several other, closed mines in the area that are largely unmapped. This allows air to leak into neighboring mines, reducing the air available to ventilate to the working areas of Reiche Zeche. In order to improve ventilation efficiency, it is necessary to control the ventilation and reduce leakage by constructing seals, stoppings and regulators. A challenge with building traditional seals and stoppings in the Reiche Zeche is that the old workings lack transportation pathways or rails. Also, the lack of compressed air, water or electricity makes it difficult to operate power tools and drills. This means that construction materials must be hand carried – some over distances of several kilometers. Figure 1 shows a typical drift in the Reiche Zeche. Researchers investigated using lighter, more easily transportable materials including concrete canvas, expanding polyurethane and polyurea foams, and brattice. The applicability and utility of these materials depends on a variety of factors including the ventilation air pressure, chemical resistance to acidic and mineral-laden mine waters, ease of transport, and ease of construction. Stoppings and seals must be substantially constructed so that they remain tight and do not require maintenance. It is also important to consider the toxicity of the construction materials in case of a mine fire."

From a distance, the 0.75-km (0.5-mile) rail line that sits in the shadows of Vale-Inco?s Stobie Mine outside of Sudbury, Ontario could be mistaken for a standard conveyor belt hauling ore from the nearby mine. But with its large, yellow-painted loop and interconnected green rail cars that invert themselves on the loop before correcting with a smooth rollover further down the track, one might assume that this is some sort of test track for a new roller coaster. The fact of the matter is that it is the proving ground for Rail-Veyor technology, a technology that the company hopes will one day change the face of ore transportation in surface and underground mines around the world. With a line of linked, low-profile rail cars that are capable of carrying up to 1 t (1.1 st) per car of ore by way of simple, above ground, lightweight rail track, the technology is not groundbreaking. In fact, it was developed in the 1960s for the French State Railroad. A demonstration plant for the Florida Institute of Phosphate Research was installed in 2000 and the first commercial under-ground installation was in 2007 in South Africa at Harmony Gold?s Phakisa Mine. There, a 4.7-km- (2.9-mile-) long tram between two shafts operates three Rail-Veyor trains on a shared track. The difference is that the application that is being tested day-and-night in Sudbury is getting closer to wide production, thanks to the use of computer controlled automation that has helped turn an old idea into a cost-effective modern solution.

The disposal of hazardous chemical wastes will be one of the major environmental issues of the 1980's. Approximately 50 million tons of hazardous wastes are produced yearly. One of the major aspects of the problem is the siting, design and construction of environmentally acceptable disposal facilities to accommodate this huge volume of material. Surface mines have been considered attractive for development as disposal sires for several reasons: 1. Surface mines represent an open pit that can conveniently serve as a repository for wastes. This could represent a significant economic savings when compared with sites on undisturbed lands chat might require extensive excavation or embankment construction.

Effective risk management in major subsurface projects involves ways to mitigate adverse impacts to final design and construction approaches due to changed subsurface conditions. An Early Contractor Involvement (ECI) collaborated with Observational Method will be an effective contractual tool to address risk developed due to encountering differing site conditions. Observational Method (OM) can further be supported with artificial intelligence (AI) technologies with automated data-driven decision-making features in risk mitigation and implementation of proper design and construction approaches. This paper presents collaborative applications of ECI, OM, machine learning, and risk baselining in risk management and productivity enhancement in tunneling projects.

The following paper summarizes our observations on building response to mine subsidence and techniques for mitigation of building damage. The subsidence cases are located in Illinois. The general description of the geologic and mine conditions are primarily for those sites. Data on building response and mitigation measures were collected under grants supported by the Abandoned Mined Lands Reclamation Council (AMLRC) of Illinois and the U. S. Bureau of Mines, in Twin Cities, Minnesota. Case histories include pit and sag subsidence primarily beneath abandoned room and pillar mines. The majority of the paper deals with structures affected by sag subsidence. Most of the structures are one and two story homes. The first section of the paper summarizes the typical geologic and mining conditions at the sites. Building response to pit and sag subsidence follows the first section. Emphasis is placed on the behavior of concrete and masonry foundations, and wood frame and masonry superstructures. The third section describes mitigation techniques used to prevent or minimize building damage. A summary of the observations and critical parameters is given at the end of the paper.

The Bureau of Mines, U. S. Department of the Interior, is conducting research on a dewatering technique for fine particles generated during the mineral beneficiation process that will recover a portion of the water now being lost using conventional waste disposal methods and significantly reduce the time required for land reclamation. The technique utilizes a flocculant, polyethylene oxide (PEO), that forms strong stable flocs that can be dewatered rapidly on static and/or rotary screens. In field tests, phosphate clay waste has been dewatered from a nominal 2.5 percent solids to greater than 20 percent solids. In other field tests, coal-clay waste has been dewatered from a nominal 3 percent solids to greater than 55 percent solids, in addition, small-scale continuous tests have shown that bentonitic clays can be dewatered from 12 percent solids to 40 percent solids.

PT Kaltim Prima Coal's 13.1 km overland conveyor was commissioned in 1991. It is of conventional 3 roller 350 troughed belt type. Cost and performance optimisation during initial design ended up with 5.4m/s belt speed, 1,000mm belt width to convey 1,350tph, and 7mtpa of coal. Despite high initial figure, the belt speed was lifted to 6.5 mps in 1996 to accommodate mine throughput increase. In 2002, new low loss ST2100 1,100mm wide belt replaced the old ST2250 due for change-out. An upgrade project was initiated at the end of 2003 to further increase the belt speed to 8.5 mps, hence to increase the OLC capacity to 30mtpa. Performance data, experience of site personnel, site observation and tests, benchmarking, and information from equipment manufacturers were major inputs to the design review. The project fast track was another challenge in addition to executing modifications on a production lifeline. The project was completed within fifteen months and the OLC was successfully commissioned at 8.5 mps belt speed in February 2005. The OLC has been to date conveying 4200tph satisfactorily.

This paper presents an analysis of the heat transfer process between the mine ventilation air and the frozen rockmass. The heat transfer model takes into account not only by the mutual change in air and rockmass temperatures, but also by the phase change of ice-water- ice. Based on the analysis presented here it is concluded that the mine thermal regime can be regulated by having the air enter the mine through mined-out excavations or development airways.

DESIGN BASIS Size of Project The size of the project generally is expressed in tons of ore milled per day, but company policies differ widely in this respect with a few adhering to this set figure but many expecting the design capacity to be liberal. To some companies that follow the latter practice a 25,000-tpd milling plant that cannot reach 30,000 or 35,000 tpd with¬out major additions is a disappointment. The engineers responsible for planning the operation must know what is intended. Other projects are sized according to the tonnage of product rather than of mine ore; examples are iron ore mills that express size in terms of tons per year of pellets or high-grade concentrates, heavy minerals plants in tons per year of rutile or ilmenite, cement plants in barrels per year, potash in tons per year of muriate, phosphate in tons per year of washer rock and flotation concentrate, and others. However, tons per day milling rate is also the common denominator in most of those instances because the major equipment has to be selected on that criterion. Equally important are operating schedules, particularly the number of operating days per week and shifts per day for ore delivery, crushing, grinding, and processing. Hours per shift also are an impor¬tant factor in design, particularly in the case of ore delivery, and the lost time expected for maintenance, cleanup, inspection, preventive maintenance shutdowns, and many others, has to be taken into ac¬count. Frequently, the ore deposit will vary in hardness and grade to such a degree that the capacity of the mill will vary widely from year to year and cannot be expressed as a fixed figure, but rather as an average over a calculable period, such as ten years, or as a specific daily capacity over the first two years, next four years, etc., or some similar projection. A good example of this kind of situation is Asarco's Mission operation 15 miles southwest of Tucson, Ariz., described by Weiss and Vincent,1 where the major rock types differed widely in hardness, so that a change in the proportion of these types in the mill feed could have imposed difficult design problems if a constant tonnage rate had been expected. Expected Life The life of a mining operation depends upon the size of the deposit and the rate of mining. The latter is a policy decision based on an economic analysis2 which, in turn, is based on many factors. From the point of view of mill planning, the estimated life of the operation determines many criteria and affects many decisions on strength of structures and degree of protection of men and materials, the quality of the materials-handling and process machinery, the type of delivery systems for ore to the mill and concentrates to the smelter or market, environmental considerations, and many others. Costly installations that may be excellent investments for a 20-year project may be waste¬ful for a 5-year operation. An example is the comparison of different methods of crushing or grinding. Take single- vs. multiple-stage grind¬ing-the former may be found more economical for a 5-year operation, and the other, more costly method more economical for a 15- to 20-year life. Mining and Ore Transportation The mining method and the means of transportation of the ore to the first crushing stage have far-reaching effects upon mill design, particularly the crushing sections, and upon site selection (see Chapter 2, Situation of Mill). Consequently, mill design cannot advance until the mine planning has reached at least tentative decisions concerning these important matters, or reach the final stages until much is known about the ore that may be expected month by month and year by year for a reasonable period. Methods of ore transportation used in over 90 underground and open-pit mines are listed briefly in Section 32 (Table 1), and more detail is found later in this section and in Section 10, Storage and Transport. These methods include surface railroad, trucks, conveyors, surface skips, underground skips, and tramming from hoist or tunnel. In surface mining, transportation of the uncrushed ore by rail or truck to the primary crushing plant-conveniently located for lowest overall cost-is most common. Rail transportation provides low perton-mile costs. Truck transportation, though in some cases less eco¬nomical, is more flexible and more adaptable to mountainous terrain; furthermore, recent improvements have reduced the operating costs to keep trucks competitive on low-grade ores. The design of the primary crushing plant will be essentially the same whether delivery is by truck or rail, but the location of the plant is subject to more rigid restrictions in the latter case because of grade limitations, and these in turn may adversely affect the selec¬tion of the mill site as well. The influence of truck haulage in reducing the stripping ratio in open-pit mines is an added reason for predicting a minor role for rail transportation in the future. The use of conveyors to transport ore from the pit to the milling plant involves (in most cases) crushing the ore to a reasonable size (10 to 20 in. maximum with today's crushers) before conveying. The Twin Buttes system3 which went into operation in late 1969, utilizes primary crushers (two) and conveyors to receive rock waste, ore, and low-grade stockpile material from trucks, then transport them to the appropriate destination. Flexibility is dependent upon the porta¬bility of the primary crushers. In the face of this development, inclined skip hoists are no longer important to the mill designers. Underground mines generally pose fewer problems of design; these will be discussed in Chapter 2. Character of Deposit The degree of homogeneity of the ore in various parts of the mine is an important factor. The characteristics that concern the millman (approximately in order of importance) are: hardness, assay, metallurgical response, size distribution,4 and moisture content. Under metallurgical response may be included degree of oxidation, mineral¬ogy, clay content, and reagent consumption, as well as process re¬sponse in general. Short-term variations-hour-to-hour, day-to-day, or even week-to-week-make operation of the plant more difficult, require greater flexibility of process design and, perhaps, also require more instrumentation and manpower. Traveling grate is a widely used process for iron ore pellet production, but the thermal state of pellets in the drying section is still unclear. In this study, the temperature distribution of the drying section was investigated using computational fluid dynamics (CFD). The results indicate there is a coupling effect in the drying section of a traveling grate. Gas with higher temperature in down-draught drying (DDD) transfers heat to the up-draught drying (UDD) through the gap of the insulation board, and the temperature gradient of the pellet bed changes before reaching the insulation board. The characteristics of pellet bed expected to appear in DDD are displayed in UDD in advance. To verify the model, a contrast experiment was conducted.

The decision to accelerate development of Stillwater Mining’s East Boulder Mine was made in March of 1998. It required the completion of conceptual designs by July of 1998. This was accomplished through teamwork and close cooperation of mine personnel, engineering firms and vendors, all working toward the common goal of developing an efficient and workable design. Early in the project, representatives of Stillwater Mining, Kilborn International, Parsons Brinckerhoff Transit and RailSystems, Continental Conveyor, and H.A. Simons met to develop methods to bring the mine into production at a highly accelerated rate and to solve potential bottlenecks, including the movement of personnel, materials, and muck through a 5.6 km(3-1/2 mile) adit. This interaction, including companies not normally associated with the mining industry, led to innovative approaches and designs produced by Kilborn Engineering and Stillwater Mining.
