The only nickel smelter and the only active nickel mine in the United States is Glenbrook Nickel Co., a joint venture (50% each) of Cominco Resources International Ltd. and Cominco Ltd. In 1989, with the nickel price riding high between $2.30 and $2.70/kg ($5 and $6/lb), Glenbrook seized the opportunity to purchase and recommission a southwestern Oregon ferronickel smelter and the adjacent nickel-ore mine. This Douglas County site is only about 97 km (60 miles) due east of the Pacific Ocean, and California's border lies a similar distance to the south. Hanna Mining Co. had closed the operation in 1987. And the following year, the equipment had been largely stripped for salvage value. From November 1990 through August 1992, the mine supplied an average 5 kt/d (5500 wet stpd) of ore. Currently, with import ore supplying 40% of the smelter feed, the mine's daily tonnage averages 4.2 kt (4600 wet st). From November 1990 through August 1993, the mine has delivered 2.1 Mt (2.3 million st) of ore grading 1.22% nickel with an average moisture content of 26%. Buffaloed nickel? A nickel is not worth what it was in 1989 and neither is ferronickel, with recent prices hovering around $1.13/kg ($2.50/lb). To survive, Glenbrook has focused on increasing smelter production to lower its operating costs. And this strategy has triggered several bold moves: • a new, $30 million, port facility and • a 10-year importation contract for ore from New Caledonia, an island approximately 1000 km (625 miles) east of Australia. For a Glenbrook update, a May 25, 1993 visit was made to the company's Oregon operations - the mine and smelter near Riddle plus its new Coos Bay port facility. Unfortunately, as the rain came down that day, so did news of another temporary shutdown. The previous suspension had lasted from Dec. 20, 1992 until Feb. 22, 1993. Barely three months back to work on a wet May afternoon, more than 250 of Glenbrook's approximately 300 employees contemplated yet another shutdown, effective July 31, 1993.

INTRODUCTION There has been considerable discussion in recent years of the strained relations between owners, engineers and contractors caused by the rapid increase in costly litigation in underground excavation due to construction claims. These time consuming claims are not to the best interests of the industry. It has been a conclusion of some of the concerned parties that there could be a substantial reduction in these claims if a mutual respect for each other's roles could be maintained along with a practical contractual arrangement for sharing the risks of the unforeseen costs inherent in the business. This paper will touch on the overall problem of these relationships, but confine the major discussion to the role of geology in claims and, in particular, changed conditions claims, since they form the base for the bulk of those involving geology. Geologists can make a major contribution to the reduction of these claims if their particular abilities are recognized and used properly. CLAIMS AND GEOLOGICAL RISKS The tunnel contractor is strictly bound by the contract he signs, and the risks he assumes thereby must be priced. The most important variable factor on which he must base his price is the geologic data provided and his interpretation of it. Improvements continue to be made in rapid excavation and tunneling technology. There are several ways to examine the impacts of such improvements. The most common procedure is to monitor current developments and to evaluate prospects for expansion of present types of uses. Other approaches are called for, however, if the technology might be used in ways not now imagined, if the search is for information for managers of technology development, and if the issue is that of the wise use of the technology by society. The first section of the paper will pose these matters as questions. These questions will be examined from the point of view of the processes of technology development and utilization, and then further examined against the backdrop of processes at work within the urban area. Such an examination will provide insight into the way technology developments should proceed. The final section will present some comments that may be useful to those guiding the development of the technology and to those who might provide leadership for its wise utilization. THE QUESTIONS Three questions are posed: 1. Are there uses for the technology beyond further penetrations of its present markets? 2. Can information be supplied to managers of technology development so that they may improve the assignment of priorities among development choices? 3. How can society make wiser use of the technology?

Long before recorded history, man began to dig into the earth's crust in a never ending search for useful materials. It is well known that more than half of the earth's crust is composed of silicon dioxide (SiO2), also known as silica. Silica and silica-containing material have a great many uses in modern society. This material, however, is potentially an extreme health hazard. Silicosis: Not a New Disease Centuries before the Christian Era, Hippocrates wrote of a lung disease common to those who mined in hard rock. He was obviously describing silicosis. It is also apparent from ancient writings that the Egyptians were aware of this malady. Dioscorides also wrote on this subject in the fifth century B.C. It is undoubtedly the oldest and best studied of the occupational lung diseases. Silicosis was certainly described by Agricola in his De Re Metallica published in 1556. Here he described lung disease among hard-rock miners. The original document was written in Latin and then translated in 1912 by Hoover and Hoover. One of these translators was Herbert L. Hoover, a former US president who once made his living as a mining engineer. More recently, there are numerous references in medical literature in the 19th and 20th centuries relating silica exposure to silicosis. There are specific references to mining in hard rock, as well as to sandblasting and a host of other industrial exposures. In 1919, Winslow described standards for measuring the efficiency of exhaust systems in polishing shops using sandblasting. These standards were equally applicable in the mining industry. As early as 1920, Winslow explored the efficiency of certain devices used to protect sand-blasters against the dust hazard. These devices were equally applicable in the hard-rock mining industry. The medical community recognized the silica health hazard in the early 1900s. Middleton described the illness in the British Medical Journal in 1929. He noted the danger to health at that time. D. Hunter mentions in his book, The Diseases of Occupations (1969), the monumental work of Merryweather in 1936, in which he surveyed the silicosis risk in Great Britain. He showed statistically that the average employment length of sandblasters who ultimately died of silicosis was 10.3 years, compared to 40.1 years for all fatal cases, irrespective of occupation. Sandblasting and hard-rock mining and drilling, obviously, are very hazardous occupations. Weil and Zisking of Tulane University wrote in 1975 that "it was known as early as 1935 that the course of silicosis is much more rapid in sandblasters than in miners or foundry workers. This can be explained by the fact that sandblasters are exposed to an almost pure siliceous dust containing high concentrations of respirable particles within the range of 1 to 3 micron size." Protecting the Worker The medical community recognized in the early 1900s the need for proper protective equipment for all of those who worked with siliceous materials. Middleton, writing in 1929, said: "The worker is then protected by a close fitting helmet with an air feed, much as in the case of an underwater diver. In spite of these precautions, cases of silicosis among sandblasters are being met with today. It is a matter for serious consideration whether a substitute, such as steel or iron grit, could not be used to replace the siliceous grit as the abrading material." C. E. A. Characterization of ore and waste-rock material using automated quantitative micro-mineralogical techniques (e.g., QEMSCAN® and MLA) has the potential to complement traditional acid-base accounting and humidity cell techniques when predicting acid generation and metal release. These characterization techniques, which most commonly are used for metallurgical, mineral-processing, and geometallurgical applications, can be broadly applied throughout the mine-life cycle to include numerous environmental applications. Critical insights into mineral liberation, mineral associations, particle size, particle texture, and mineralogical residence phase(s) of environmentally important elements can be used to anticipate potential environmental challenges. Resources spent on initial characterization result in lower uncertainties of potential environmental impacts and possible cost savings associated with remediation and closure. Examples illustrate mineralogical and textural characterization of fluvial tailings material from the upper Arkansas River in Colorado.

"Anglo American operates 18 Weir GEHO piston diaphragm pumps (PD) in the two pump stations of the 52-km (32-mile) long Minas Rio iron ore concentrate pipeline. The pipeline is designed to transport 26.5 Mt/a (29.2 million stpy) of concentrate from the mine to the export terminal at the coast.During the commissioning of the pipeline in the fall of 2014, high pressure pulsation levels were experienced, with peak-to-peak levels as high as 20 bar. Based on pressure readings it was concluded that hydraulic resonances were present in the system, which were excited by the third and sixth harmonic of the flow pulsation generated by the pumps.Based on this observation, Weir Minerals Netherlands, manufacturer of GEHO PD slurry pumps, recommended installing a phase shift controller that controls the phase shift between the crankshafts of the individual pumps, thereby minimizing the effect of the hydraulic resonances.GEHO piston diaphragm pumps and pressure pulsation analysisPiston diaphragm pumps are used worldwide to transport abrasive and/or aggressive slurries against high discharge pressures in the mining, mineral processing and power industries. The basic operating principle of a piston diaphragm pump is shown in Fig. 1.A crankshaft is driven by an external electric motor via a gearbox. The crank mechanism transfers the rotating motion of the crankshaft into a reciprocating motion of the piston. The piston displaces a hydraulic fluid, called the propeling liquid, which displaces an elastic rubber diaphragm. When the piston moves to the right, the pressure in the pump chamber drops below the suction pressure and the nonreturn valve on the suction side will open, allowing the pumped fluid to flow into the pump chamber. When the piston moves to the left, the fluid is compressed, and when the pump chamber pressure rises above the pipeline pressure, the nonreturn valve on the discharge side will open allowing a displacement of fluid into the discharge line. The main objective of the diaphragm is to isolate the piston and the drive mechanism from the abrasive and/or aggressive fluid and create a hermetic seal between the pumped fluid and the ambient environment. Piston diaphragm pumps as shown in Fig. 1 are among the largest positive displacement pumps in the world and have been produced with stroke volumes of up to 100 L (26 gal) per pump chamber for flow rates up to 800 m3/h, discharge pressures up to 250 bar and hydraulic outputs over 2 MW per unit (van Rijswick et al., 2010)."

New approaches that increase hydrometallurgical recovery from refractory minerals in below-mill-cut-off-grade sulfide copper ore can add significant value, improve profitability and increase ore reserves. This paper describes the development and implementation of an engineered heap (EH) approach to leaching low-grade, chalcopyrite-bearing ore at Freeport-McMoRan?s mine in Morenci, Arizona. The technical evolution of the engineered heap concept is described together with the challenges and benefits following implementation.

This paper gives a brief overview of impacts of coal blending on coal-fired power plants performance and discuses the preliminary results of an on-going study aimed at evaluating the effect of coal properties on the effectiveness, compatibility and thermal reactivity of coal blends. Plant survey studies reported no significant impacts on an existing plant designed for a high rank coal when switched to a blend of low- and high- rank coal. However, slight modification of some aspects (handling, fuel storage/stockpile, transportation, preparation, and general housekeeping) of plant design and operation may be necessary. The preliminary results of an on-going study at the Mineral Industry Research Laboratory shows that more compatible and better blends could be made from coals where ranks are closer than from those where ranks are far apart.

This study investigates upgrading of low-grade banded hematite quartzite iron ore (Fe ~31%). Conventional beneficiation was found to be futile. The susceptibility of iron phases to microwave exposure and their selective absorption assists in the liberation of iron values. Microwave exposure of coarse particles at 540 W for 10 min yielded a concentrate with Fe 56.30% and recovery of 50.68%. Conventional carbothermic reduction at 500 °C, 60 min and 9% charcoal yielded a concentrate with Fe 57.6% and iron recovery of 68%. The presence of sufficiently bonded silica leads to an easy formation of a fayalite phase. The microwave reduction design yielded FeG of 57.6%, FeR of 47% and a yield of 24% at an optimal condition of 540 W, 8 min and 6% charcoal. It was found that a small fraction of microwave-irradiated ore-charcoal mixture melted rapidly, and pure ferrite balls were observed within 8 min. An optical micrograph of a ferrite ball reveals the retained austenite and martensite phase.

This is a new era for the minerals industry. Never before has there been more need for effective communication. So said Robert Anderson, chairman and chief executive officer of Hanna Mining Co. He was speaking to the American Mining Congress's Communication Workshop. The question is whether there is enough industry concern to meet the challenge. Anderson observed that increased workshop attendance, in continuing tough times, reflects the industry's concern for communication. But, why were students, faculty, engineers, supervisors, and managers not at the conference? Communication applies to every manager, Anderson said. But he was the only operating manager present. And only one company sent operating supervisors. The remaining conference participants were public relations personnel, generally with nonmining backgrounds. And the program dealt mostly with public relations issues. Role of Communication in the Minerals Industry. It is well known that the minerals industry faces economic, political, and social problems. Economic shifts and foreign competition have created an international minerals industry and an international marketplace. This, in turn, calls for worldwide communication. Other factors effecting communication are: • Governmental protectionism as well as regulatory reforms call for increased interaction with governing officials. • Changing social values have created environmental issues and anti-industry attitudes. This intensifies the need for improved public relations. • Traditional work values are shifting towards self-actualization and humanistic movements. The work force is better educated and more informed. Employees demand more satisfaction, equality, and job autonomy. • The mining industry's task of managing its human resources is complicated by layoffs, job uncertainties, and bleak outlooks concerning employee morale and motivation. Technology and Information for a New Era As noted, this is a new communications era, one propelled by technology and information. Technology has led to reduced demand for raw materials by developing substitutes. Copper demand, for example, will never fully recover. Copper cables are replaced by fiberoptics; copper transmission lines, with aluminum. Technology has shifted the US from traditional to high tech and service industries. The speed, frequency, and scope of information transmission have greatly increased. But the most significant characteristic of this information is not the pace of advancing technology. It is the dramatic increase in the importance and frequency of our personal transactions. Knowledge has replaced raw materials and capital as the strategic resource. Information has replaced energy as the transforming resource. And the game against nature has become an interpersonal game (D. Bell, Post-industrial society, Physics Today, '76). In Megatrends, John Naisbitt says that information will soon double every 20 months. So, professionals will become "information workers." And communication will be the life channel of the information age. Thomas Wolfe said you can't go home again. Hanna Anderson said we are, indeed, facing a new day. It will never again be "business as usual." We must move into the information age with the rest of society. We cannot trust that the world will continue to rely on our products. Nor can we place the responsibility and control for problems and solutions outside the minerals industry. Improved communication is not a panacea. But, Anderson said, it is critical to the minerals industry. What is Communication? The word communication is overused. It is applied to every aspect of our lives. Satirist Tom Lehrer got sick of hearing about the need to communicate. He said, "It seems to me that if someone is having all that trouble communicating, the very least he can do is shut up!" Obviously, we cannot follow that advice (though we might wish that some others would do so). Communication is always going on. It is inevitable. Yet we have many misconceptions about com-

GENERAL DESCRIPTION Block caving is a distinct caving method applied mostly to large, massive, ore bodies because of its in¬herent low cost and high production capabilities. Areas of sufficient size are removed by undercutting so that the mass above will cave naturally. Drawing of the caved ore at the bottom of the ore column causes the caving action to continue upward until all of the ore above the undercut level is broken into sizes suitable for handling. When properly applied, block caving results in a lower mining cost per ton than any other under¬ground method. There are three distinct forms: (1) dividing the horizontal area into rectangular or preferably square or nearly square blocks, drawing evenly over the entire area to maintain an approximately horizontal plane of con¬tact between broken ore and caved capping; (2) divid¬ing the horizontal area into panels across the ore body, retreating by undercutting manageable areas from one end of the panel to the other and maintaining an in¬clined plane of contact between the broken ore and caved capping (thus the name panel caving); and (3) no division of horizontal area of the ore body into defi¬nite blocks or panels (this is termed mass caving). Undercutting may be from wall to wall, retreating from one end of the ore body to the other, maintaining an inclined plane of contact between the broken ore and caved capping. The total active caved area is deter¬mined by the size of block that will not produce undue stress on workings below the undercutting level and by total production requirements. This type of operation is also referred to as panel caving at some properties. SUITABLE ORE BODIES Block caving in its various forms is applicable to deposits of various shapes and ores of various strengths. Its success is governed by rigid requirements and limi¬tations. In unsuitable deposits or where improperly em¬ployed, the loss of ore may exceed that of any other mining method. Good planning, systematic work pro¬cedures, careful supervision, and good judgment con¬tribute to its success. Ore Characteristics Included as a necessary characteristic in an ore body suited to a successful block-caving operation is a proper fracture pattern. Ore hardness should be another gov¬erning factor, and the toughness or softness of the ore should be considered. There must be sufficient horizon¬tal area available for expansion of the undercut, if neces¬sary, to start the caving process. Large, massive, ore bodies usually meet these conditions. Veinlike deposits must be wide and dip rather steeply to conform to the block-caving limitations. The capping must be of such a nature as to cave when the underlying ore is being removed since the weight of the overburden aids in crushing the ore. The most favorable capping character¬istic is that it breaks into coarse pieces and resists attrition as the block is drawn. Soft capping, by breaking into fine pieces and sifting into the ore or channeling through the ore to the drawpoints, can seriously dilute the ore and hinder the extraction of clean ore from the blocks. Types of Ore In block caving, a fairly uniform distribution of val¬ues in the ore is necessary. Grade values may range from low grade to high grade, but most often the sys¬tem is applied to low-grade ores. Wide veins, thick beds, or massive deposits of homogeneous ore overlain by ground which will cave constitute suitable ore bodies. The ore must be such that it can be supported while blocks are being developed and undercut but breaks up readily when caved. Some applications include porphyry copper, disseminated molybdenite, hematite in the Lake Superior iron district, limonite deposits in northern Spain, the diamond mines of South Africa, asbestos and nickel in Canada, and massive magnetite in Pennsylvania. Size and Shape Outline of the ore body should be fairly regular, and the sides of the ore body should dip steeply. It may not be economical to mine small portions of ore extending into the walls of the deposit, and low-grade inclusions in the ore cannot be left unmined. Some dilution of the ore, as mining progresses, by low-grade or barren cap¬ping is inevitable and, unavoidably, some clean ore is left between drawpoints. Determining Cavability The use of rock mechanics is sometimes advantageous in helping to determine the cavability of an ore deposit. The US Bureau of Mines has information and testing ability which can assist in determining the cavability of ore types. Several competent consulting orga¬nizations knowledgeable in rock mechanics can also as¬sist in evaluating the cavability of an ore body. Some recent work has been done to better define the cavability index of various ore bodies; an example of how this was determined is discussed by McMahon and Kendrick (1969). The intensity of the fracture pattern is a critical parameter to be analyzed. The question to be answered is, "How intense must the fracture pattern be?" Table 1 is a tabulation of the size of rock fragments that appear at the drawpoint of various block-cave mines around the world. These are indicative of the fracture-pattern spac¬ing and, as can be seen, they vary substantially from the almost sandy material at the Mather mine to fairly sizable blocks at the Grace mine. Several sets of fractures are essential to promote good caving. Ideally, two vertical sets at nearly right angles to each other and a third set nearly horizontal are required to insure a good caving ore body. Aguas Argentinas,1 a consortium managed by Lyonnaise des Eaux of France and operator of the world’s biggest privatized water supply and waste water collection system for the City of Buenos Aires, a city of 9 million people, was faced with the daunting task of providing new service to 1.6 million more people in the first five years of their 30 year concession. Aguas Argentinas elected to use the Negotiated Compressed Process - NCP - for the fast track implementation of a 15000 meter, 3,5 meter diameter tunnel, a key component of the infrastructure master plan. NCP was developed by Klohn Crippen for the $200 million international railway tunnel between Canada and the United States. The conceptual design of the project was performed by Safege Montgomery-Watson, who engaged Klohn Crippento assist with the NCP, the preparation of the tender documents, and implementation of theproject during construction. The process included the purchase by the client Aguas Argentinas of two sophisticated 4 metre diameter earth pressure balance tunnel boring machines from Herrenknecht of Germany. Construction of the tunnel is being performed by the consortium Wayss & Freytag (Germany) and Sollazzo Hnos S.A. (Argentina). The water tunnel is being built with a one pass, bolted segmented gasketed reinforced concrete liner. The purpose of this paper is to describe a transferable methodology for this innovative contracting procedure, the project organization and quality control plan for this important world class tunnel project which is designed to service one of Latin America’s largest metropolitan areas.

The use of column flotation was considered for the ?reverse flotation? of iron ore, where the gangue (quartz) was recovered in the froth product. This use of the froth for carrying the gangue mineral rather than carrying the valuable concentrate significantly changes the operational requirements of the column. The objective of this work was to determine which of several column flotation technologies would be most suitable for this type of flotation operation. Studies were carried out using both the Jameson column and the Deister column. Comparative results are presented that show the capabilities of both column types in this application relative to conventional Wemco flotation cells. Columns were demonstrated to have grade-recovery performance superior to what could be achieved with conventional cells. Two-stage flotation with the columns could produce a concentrate that was up to 70.2% Fe at 87.5% iron recovery, compared to 70.4% Fe at only 77.7% iron recovery for four stages of flotation in conventional cells. It was shown to be particularly important to operate the columns to recover a maximum of the quartz gangue into the froth. It was noted that there are often problems in scale-up of laboratory columns to plant scale, because the increase in height and the decrease in the ratio of height to diameter at the larger scale allows more axial mixing and bubble coalescence, both of which degrade the column performance. Horizontal baffling was shown to improve column performance by reducing axial mixing and breaking up large bubbles, and so the use of such baffles in the reverse flotation application was investigated.

Mining has one of the highest annual average fatality rates among major US industries. Health and safety dangers have been inherent to mining since the early days of picks and shovels. Even though miners’ health and safety has improved over the years, mining is still one of the most dangerous occupations. Mining was traditionally a low tech industry. It is now driven by competitive pressures to go high-tech by using programmable electronics (PE) for machine control, atmospheric monitoring and material processing. The industry’s experience with the functional safety of PE is limited compared with other industries. Thus, PE is an emerging technology for mining that can potentially create or worsen hazards.

This reflects a contact metamorphism that took place with the emplacement of the igneous Duluth Complex at tem¬peratures as high as 1200 °C. However, the mineralogy of the Biwabik Iron Formation also varies vertically through the stratigraphy of the unit. This variability in both the vertical and horizontal dimensions makes it difficult to predict exact horizons where specific minerals will occur. The iron-formation has been subdivided into four broad stratigraphic units (lower cherty, lower slaty, upper cherty, and upper slaty) and into four lateral mineralogical zones (1-4). Zone 1, the westernmost zone, is characterized by quartz, magnetite, hematite, carbonates, talc, chamosite, greenalite, minnesotaite, and stilpnomelane. The silicate mineralogy in Zone 2 of the Biwabik Iron Forma¬tion changes very little. However, the minerals begin to change dramatically in Zone 3. Most significantly, Zone 3 is characterized by the appearance of grunerite in both a tabular form and a fibrous form. In Zone 4, the original silicate minerals have completely reacted, and a new suite of minerals occupies the iron-formation. These include grunerite, hornblende, hedenbergite, ferrohypersthene (ferrosilite), and fayalite.

Eminent domain overview Eminent domain is the power of the Government or a municipality to take property for public use without the consent or acceptance of the owner. Typically, the agency taking the prop¬erty will make an offer, hoping the owner will immediately accept and allow work to begin. If a mutual resolution regard¬ing its value cannot be reached, how¬ever, the municipality will institute a condemnation action in court seeking possion of the property. This is when the problems begin. The power of the Government to take the subject property is limited by Federal and state constitu¬tional requirements to pay "just com¬pensation" for the property. The exact nature of an owner's prop¬erty has been the subject of much debate and discussion. It is generally under¬stood, though, that property is consid¬ered to be "every kind of right or inter¬est, capable of being enjoyed and recog¬nized as such, upon which it is practi¬cable to place a money value" (US vs. 53 114 Acres of Land). A taking, for condemnation purposes, is considered to occur whenever there is a substantial interference with the free use and enjoyment of the property. Rarely is the necessity for the taking ever challenged and more rarely is the taking ever successfully challenged. When a taking occurs, it is not only the fee owner who is entitled to compen¬sation. Every person holding an interest in the subject property will be recog¬nized. Thus, all persons who at the time of taking have a compensable interest in the property will be made parties to the case (Swanson vs. US). Minerals, like all other interests in land, are recognized as property rights, giving the owner the power to dispose of them as he or she sees fit. Thus, the only remaining considera¬tion is only "just compensation." Ex¬actly what "just compensation" is has been difficult to define. Generally, it is that amount of money that will "put the person in as good a position as the per¬son would have been in had the taking not occurred." The owner must not be forced to sacrifice or suffer by receiving less than full and fair value for the prop¬erty. Every element that effects the value of the land and that would influence a purchaser must be evaluated. Courts have employed a variety of techniques to determine just compensa¬tion but have generally relied on market value as the standard for measuring compensation to the owner. The deter¬mination of market value is based on sales, income, costs, and use. These factors have been employed in various ways but can be summed up as: -The highest estimated monetary price the property will bring if exposed for sale in the open market with a reason¬able amount of time allowed to find a purchaser who is buying with knowl¬edge of all the uses and purposes to which it is adapted and for which it is capable of being used. • The amount the property would bring if it were offered for sale by one who desired, but was not obliged, to sell, and was bought by one who was willing, but not obliged to buy. • What the property would bring in the hands of a prudent seller, at liberty to fix the time and conditions of sale. • What the property would sell for in negotiations resulting in sale between an owner willing, but not obliged to sell, and a buyer willing, but not obliged to buy. • What the property would be rea¬sonably worth on the market for a cash price, allowing a reasonable time to affect a sale. (Michigan Standard Jury Instructions). Special consideration regarding mar¬ket value is given when the taking is only partial, rather than complete. An example of this partial taking is when a state highway cuts across the northern half of a parcel of property, leaving the rest behind for the owner. A variety of problems can be immediately seen. In a partial taking, the owner is permitted to recover not only for the property taken, but also for any loss in the value of the remaining property. The measure of compensation for partial taking purposes is generally the difference between the market value of the entire parcel before the taking, and the market value of what is left of the parcel after the taking (Michigan Stan¬dard Jury Instructions). Determining the partial taking value for mineral bear¬ing lands is the difficult issue.

Accurate positioning information is a central step in the process of increasing automation and digitalization in the mining industry. Underground mine environments are prime examples for GNSS-denied environments that pose several additional challenges for the employed indoor positioning system (IPS). This work presents an ultra-wideband (UWB)–based system specifically tailored for underground mine environments. Initially, the UWB technology is reviewed and basic concepts of IPS are explained. Both software and hardware are described in detail, including positioning algorithms, electrical circuitry, and the mining-compatible enclosure. Finally, the results from field tests in an underground mine are presented and positioning performance and the influence of dilution of precision (DOP) on positioning results are empirically evaluated. The results show that the localization errors are mostly below 1 m. Individual zones of high localization errors are suspected to be caused by noise interference. Significant DOP influence due to the mining drift geometry can be confirmed. The system shows promising localization results for different mining applications, while influences negatively impacting the accuracy are presented as items for future research.

Recovery of rare earth elements (REE) from coal-related resources has recently received significant interest due to supply concerns and their key roles in critical industries and defense-related technologies. An integrated flowsheet consisting of sorting, crushing/grinding, physical separation, acid leaching, solvent extraction, and selective precipitation was designed to achieve continuous production of rare earth products from various coal-related resources such as coarse refuse and acid mine drainage. A pilot plant was constructed that enabled continuous testing of the circuitry on a range of different coal-based feedstocks. Despite achieving significant success in producing high-grade rare earth oxide products, low REE recovery values and high operational costs necessitated a re-evaluation of the process flowsheet. This article describes the circuitry improvements that were based on both laboratory and pilot plant test results. Roasting as a pre-leach treatment was found to significantly improve the leaching rate and overall REE recovery values. After roasting West Kentucky No. 13 and Fire Clay coal refuse materials at 600 °C, REE recovery increased by 60 and 40 absolute percentage points, respectively. Rare earth concentration in the pregnant leachate solution (PLS) was increased to around 700 ppm prior to solvent extraction using a staged precipitation method. REEs in the precipitate were re-dissolved, purified, and extracted from the PLS using solvent extraction and selective precipitation to values of around 80%. As a result of the improvements, chemical consumption in the acid leaching and solvent extraction processes was significantly reduced. A techno-economical assessment of the improved flowsheet indicated significant commercialization potential.

The most frequent causes of accidental injury and fatality are carelessness and ignorance; and the most common accidents are haulage accidents, fall, drowning, and fire. However, in this modern day and age, severe injury has become the dire consequence of an ever-increasing number of industrial and mining accidents as well as sport-, military- , etc. Mine accidents have declined dramatically in number and severity through decades of research, technology, and preventive programs. However, preventing recurrence of disasters like those of the past remains a top priority requiring constant vigilance by management, labor, and government. The goal of the present research is to investigate and identify root causes associated with types of mining accidents (victim being caught by an equipment, bodily motion, over exertion, etc) and nature of injuries such as (sprain and strains, fracture, dislocation, amputation, etc). Further, we hope to discover the impetus of the root causes occurring more and more often in this modern day of technology and quality awareness. With the different dimensions of accidents and injuries brought into the fold, there is the need for researchers and mining operators to comprehend and better still visualize significant patterns of associations among these variables of interest. We assume that, there is a high correlation between many dimensions of nature of injuries and types of accidents. This suggested a principal component analysis to reduce the dimensions for easy and amenable interpretation.
