From Alaska to Florida and California to Maine, the National Forest System (NFS) is host to unprecedented levels of prospecting and development. The NFS is large (191 million acres), geologically attractive from the mineral standpoint and relatively unexplored. Significant recent finds and developments involve silver, gold, platinum group metals, molybdenum, cobalt and phosphates. Exploration and development are closely regulated, but most of the NFS is open. The Forest Service endeavors to be a good host to the mineral industry, but increasingly is asked or forced to delay or disapprove mineral projects to protect the environment.

Short Historical Review Tunnelling in Germany is as old as it is in other industrial countries. Until the middle of this century German contractors had no chance to work continuously in this business except if they were operating internationally. Since 1960, however, tunnelling has been a growing market domestically. The reasons for this growth have been both in the growing demand of traffic routes and also in an increasing environmental consciousness, which tries to transfer any cause of disturbance underground. Tunnelling engineers of course don't complain about this trend. As almost every German city is built upon water-bearing soft ground, shields have been used soon after they were first successfully utilized in Great Britain and the United States. Until the seventies lining systems for shield tunnels were predominantly either cast iron segments or concrete segments for primary support combined with different sealing systems and a secondary concrete lining cast-in-place. Steel ribs and timber lagging for primary support has not been utilized in Germany, since the owners don't accept timber to be left in the ground. In 1973, for the first time, permanent linings were constructed with watertight segment rings of precast concrete (Fig. 1). This lining was developed as an economical solution for use with slurry shields in noncohesive, water-bearing soils that required an immediately watertight lining. A unique type of grinding mill liner has been developed by Waagner-Biro A.G. of Austria. This liner system, termed an angular spiral lining (.ESL), was, successfully tested by Magma Copper Company's San Manuel concentrator in both their 10 Ft x 10 Ft (3.05m x 3.05m) and 12 Ft, 6 In x 14 Ft (3.81m x 4.27m) grate discharge wet grinding ball mills. Magma Copper's savings in power and grinding balls justified conversion of more than half of their twenty-six ball mills to the ESL system.1,2 The ASL system was provided by the Capitol Castings Division of Midland Ross Corporation, the exclusive licensee for such conversions. Capitol Castings proposed the following as expected benefits from installation of an ASL system in an 18 Ft x 21 Ft (5.49m x 6.40m) overflow discharge wet grinding ball mill at the Pinto Valley Operation of Cities Service Company: "(a) Reduction of power consumption per ton of ore milled = 12%, (b) Increased throughput = 6%, (c) Reduction of ball consumption = 6%."

The designers of the new Arafertil concentrator in Brazil provided for complete automatic control of the grinding circuit to meet the operating objective of maximum throughput at a specified grind. Analog control methods were selected because of proven reliability and simple maintenance, and in order to minimize commissioning time and effort. This paper summarizes the step-by-step effort required to progress from local loop control of certain individual parameters to an integrated system capable of achieving the design goal. Emphasis is placed on the practical aspects of commissioning a control system.

Automatic digital phase imaging should yield unbiased and representative characterizations of gold ores. However, this is not a simple tusk due to low gold grade, fine grain size, possible complex mineralogy, nugget effect, etc. Using the same sections of a gold-rich ore, a critical test was performed using an optical microscope (OM) and an electron microscope (EM). In general, the two methods are consistent and useful for ore processing. There are some minor differences, such as the detection of very fine gold grains is enhanced by EM. The flotation response to amine collector and its adsorption on the mineral surface was studied as a function of pH and collector concentration. The flotation response increased in the order anorthite + intermediate plagih clases + albite, while adsorption of amine obeyed the Freundlich equation r = A.Cn. This adsorption is proposg to be due to a covalent bonding between the AlOH surface pups of the plagioclase altered outer layer and the amino group of the collector. Finally, the study showed thatmtial dissolution of the solid phase provides the necessary conditions for amine attachment on the mineral particles and consequent flotation.

Reserves of potash are more than adequate to meet future world demand for this primary fertilizer nutrient. The bulk of both reserves and current production is located in only a few countries. Recent attention has focused on potential development of smaller reserves to supply local markets in developing areas of the world. However, most new capacity in the next decade will be built in countries with large current production and reserves. The paper reviews current and future projects that will add to the world supply of potash.

In recent years, market rates of interest have risen well above their historical long-term average. Also during this period, the short-term variability of interest rates has been greater than in prior years. Interest rates have a significant effect on the operation of our economy. They influence the extractive industries in a number of ways. Their major long- range impact is on investment decisions - specifically the valuation of mineral deposits. An understanding of the factors that influence interest rates is important to the engineer or businessman who makes the investment decisions for the mining company. The effect of changes in the market rate of interest on the value of mineral reserves is critical to the future financial success of the mining enterprise. The most common simplification of the factors determining the level of interest rates is that they are a function of the demand for and the supply of money. While this is an oversimplification, most businessmen would be hard- pressed to provide a better explanation. The purpose of this paper is to explore certain fundamental economic aspects of interest rates and to examine their effect on the analysis of investment in mineral deposits.

Many underground metal/nonmetal mines are using enclosed cabs on mining equipment to reduce the exposure of miners to diesel particulate matter (DPM). However, some enclosed cab systems may not be meeting their expected efficiency in capturing DPM, which could be a result of inappropriate filter use, cab leaks or insufficient pressurization. NIOSH investigated several types of filters for reducing DPM to determine which type had the best capture efficiency. The laboratory results indicated that a MERV 8 (minimum efficiency reporting value, as defined by the American Society of Heating, Refrigerating and Air- Conditioning Engineers) filter captured about 50% of the DPM, a MERV 16 filter collected 96-98% of the DPM and two HEPA (high efficiency particulate air) grade filters captured over 99% of the DPM. NIOSH also performed a field study to measure the efficiency of two cabs at a limestone mine. The cab filtration systems of a loader and haul truck were found to be over 90% effective in removing DPM, except under certain operating conditions when the efficiency was as low as 41%. A possible reason for the low efficiencies is an open window in the cab, but more studies need performed to obtain a better understanding of the cause and solution of the problem.

The abstract discusses the importance of reliable mine monitoring systems for preventing accidents. It focuses on diagnosing ventilation system failures caused by roadway faults that alter airflow resistance. The paper proposes using an improved Support Vector Machine (SVM) method to identify the fault location based on changes in air volume detected by wind speed sensors. The approach involves building a sensitivity 0-1 matrix and establishing a roadway fault scope library. The improved SVM method is tested on the Daming coal mine, demonstrating its effectiveness in diagnosing fault locations, reducing training time, and improving accuracy compared to traditional SVM.

The accurate estimation of ore reserves along with capital and operating costs are two key components to the successful outcome of any feasibility study. In recent years, there have been many project failures caused by improper estimation of ore reserves. The accurate estimation of ore reserves for any deposit relies heavily on understanding its geology and underlying assumptions unique to the estimation techniques being used. The assumptions unique to commonly used traditional and geostatistical reserve estimation technique will be reviewed. The shortcomings of the estimation techniques and their possible impact on a given project's economic outcome will be discussed. The latest developments in geostatistics in overcoming existing reserve estimation problems will be presented.

As far back as 1939 state laws have required reclamation of mined lands. Reclamation has been the topic of many discussions and presentations, especially since the late 1960's. In the past ten years many states have added legislation concerning the reclamation of coal-mined lands. In the near future, it seems certain that some federal regulations will be passed that will set minimum guidelines for the states to regulate. Besides the requirement of returning the land to the approximate original contour, future regulations will more than likely demand replacing topsoil from one to five feet thick. As regulations become more stringent, costs will rise accordingly. Since no one has developed a machine that can do all reclamation work by itself, it is necessary to review in detail the tools available and to select the most economical means.

Kimberlite contains a unique assemblage of minerals and exhibits a characteristic pattern of spectral reflectance in the visible and near-infrared wavelength region. This spectral pattern is readily discerned in well-exposed kimberlite outcrops, but becomes increasingly difficult to identify when outcrops are partially covered by vegetation or soils derived from non-kiaberlitic materials. Detection of poorly exposed kimberlite diatremes is possible using multispectral imaging techniques in which spectral bands are chosen to optimize contrast between he kimberlitic soils, non-kimberlitic soils and vegetation. Careful processing of the multi-spectral data is also essential in order to separate the spectral signature of kimberlite from the signatures of other components of the scene.

State geological surveys promote sound procedures for evaluation of mineral resources before development-procedures that protect the environment and accrue maximum benefit to citizens. Sophisticated laboratories have been equipped for geophysical, geochemical, petrographic, and mineralogic characterization of materials to assist citizens in land-use planning and optimum development of natural resources, activities clearly within purview of the state. Proper use of these facilities in support of exploration in a competitive, free-enterprise system should be based on achieving ultimate benefits to the public, but, in general, should not entail competition with commercial laboratories.

Ore microscopy has been applied to the complex lead-zinc-copper-cobalt-nickel ores from the Madison Mire in the Fredericktown subdistrict of the Southeast Missouri Lead District to predict potential beneficiation problems. It has been found that in some portions of the ore deposits, textures are present which may result in metal losses. In ores from the Bonneterre Transition Zone the intimate association of siegenite with chalcopyrite may result in cobalt and nickel losses to the copper concentrate. In ores from higher stratigraphic horizons, this association is relatively uncommon, and siegenite is commonly associated with bravoite. This latter association will increase the recovery of the cobalt and nickel in bravoite, even though some of the fine-grained bravoite will not be recoverable. Other textures which may result in potential beneficiation problems include coatings of covellite on chalcopyrite and inclusions of sphalerite in galena.

Bayer-process alumina hydrate becomes in turn the source of a host of special products in addition to the calcines that feed aluminum reduction cells. Though relatively smaller in tonnage, specialty aluminas serve important industrial markets in an exciting and growing variety. Production methods and applications are discussed for: (1) trihydrate as flame retardant in organic materials; (2) high-surface-area transition aluminas as desiccants and scavengers, catalysts and substrates; (3) calcines for industrial ceramics, refractories, and abrasives; and (4) tabular alumina for refractories, bed supports and other uses.

Explosives are probably the most widely used and most mysterious large scale' mining tools of modern times. The post black powder explosives were primarily nitroglycerin-based straight dynamites, ammonia dynamites, blasting gelatin, gelatin dynamites, ammonia gelatin dynamites, etc. Of these, the strongest and highest velocity explosive used in industrial operations is blasting gelatin, which is nitroglycerin colloided with a nitrocellulose of medium nitrogen content in proportions which give the product a plastic character, or about 93 to 7. Many variations of the basic groups above were developed by substituting ammonium nitrate and/or sodium nitrate for some of the nitroglycerin. The nitrates being insensitive to caps required a certain percentage of nitroglycerin to sustain detonation in smaller quantities or diameters. Paralleling the development of industrial dynamites was the development of more expensive, highly sophisticated explosives which were developed for specific military purposes. Such explosives as Amatol, RDX, Composition A, Composition B, Composition C, Lead Azide, PETN (Pentaerythritol Tetranitrate), Tetryl, Pentolite, TNT, etc., were primarily military explosives. Amatol, which is a cast mixture of ammonium nitrate and TNT (Trinitrotoluene), and identified by percentage of AN versus TNT as 50-50 Amatol, 80-20 Amatol, etc., was a favorite World War I explosive. RDX, or Cyclonite, was widely used in World War II. Also used during WW II were compositions A. B, and C, which were mixtures of RDX (Cyclotrimethylene trinitramine), TNT, and other nitrotoluenes. These high explosives, along with nitroglycerine, are exact chemical compositions or mixtures of exact chemical compositions which are individually explosive, or in other words, individually capable of explosive chemical decomposition when properly initiated. These chemical decompositions result in the formation of simpler compounds and/or large quantities of common combustion gases, and large amounts of energy in the form of heat. Of these, the most powerful is RDX which, based on the ballistic mortor test, is 1.5 times as powerful as TNT. Chemically, the decomposition of TNT releases about as much energy as the reaction of ammonium nitrate and fuel oil.

Pilot plant grinding and concentration test results indicate that conglomerate native copper ore can be ground and concentrated using conventional techniques. Single stage autogenous grinding and rod mill-ball mill grinding required the same amount of energy far the required comminution. Metallurgical results were comparable for both types of grinding investigated.

I know this is, at best, a frustrating period for the coal mining industry. About 20,000 miners have been laid off, mostly in the Appalachian and mid-western areas, and several mines are working less than 5 days a week; however, the industry is experiencing modern growth and, at least, there is the potential for future growth. The coal industry is probably only operating at about 80 percent of its present capacity, and it is certainly capable of helping this country solve its energy problems. Growth, as a rule, does not come easy, and growth in the coal industry is no exception to this rule. Many formidable challenges have to be overcome. As we all know, mining relies very heavily on the earth sciences, which have advanced significantly in the past few years, but we are always working in a changing environment which in most cases is a hostile environment. Large quantities of material are quickly extracted and rapidly moved in, generally speaking, a very confined area. The very nature of the mining business directly and constantly impacts our environment during this period in which the Nation and the world has become increasingly smaller and more concerned about protecting our environment. In addition, growth brings about an expanding work force which is increasingly younger and less experienced.

The region of metalic ore deposits in northern Chile, southern Peru, western Bolivia, and northwestern Argentina occurs in arid zones at altitudes as high as 4,600 meters. Because surface water supplies are meager, new mines require unexploited sources of water. Prolific groundwater aquifers occur in salar basins in this region of the Andean Highlands. Exploration water wells have been constructed and aquifer characteristics have been tested in eight salar basins. Results indicate groundwater quality is good. Aquifer transmissivity and storage computed from results of pumping tests indicate maximum production water well capacities in excess of 170 liters per second.
