The Research and development review arrived too late to appear in the May issue. The competitiveness of the US mining industry in a world market depends on many factors. The introduction of new and innovative methods, though, can have a significant, long-term impact. As industry cuts back its own long- term research and development efforts, the federal government continues to provide the major support for mining and minerals research. The US Bureau of Mines works with the mining industry and the academic community to develop innovative concepts for the mining and processing of non-fuel minerals. The Bureau’s research focuses on exploration and mining technology, minerals and materials science, processing technology, health and safety and environmental technology. Mine design A conical caving system, being designed by the Bureau, would allow the development of low-grade ore bodies, early startup at lower initial capital costs and increased safety and versatility in development and production. This method is a form of mass caving that allows the ore to be drawn from a central loading point at the bottom of the cone- shaped caving zone (Fig. 1). A simulation laboratory model and computer analysis show initial promise for predicted performance. For tabular, flat-lying ore deposits, the Bureau is investigating a version of the Finnish slot-and-fill system. For this total extraction method, a pattern of rectangular panels is laid out. One panel is extracted in a series of parallel slots and is replaced by alternating-row pillars of backfill. After one panel is mined, equipment and operations are transferred to another panel. By transforming this rectangular layout to a curvilinear geometry, one continuous spiral can be mined without re positioning equipment. Instead of parallel slots and pillars aligned in a rectangle, the slots and pillars are arranged in a spiral.

Introduction A new technology is evolving as a result of growing industry and government concerns over the potential impacts of possible airborne emissions from uranium tailings piles. A major component of the technology is the use of earth covers to stabilize the tailings after mill operations have ceased. While various analytical models have been used to predict the thickness of required covers, experimental validation of the models has been necessary. This paper presents the results of a field program to select and test cover material to determine its suitability for eventual reclamation of a currently active tailings pile. The two main criteria guiding the study were the U.S. Nuclear Regulatory Commission radon flux requirements (reduction to less than twice background pre-1979, and to 2 pCi/m2 -sec above background post-1979) and the desire to employ locally available material. The methodology chosen for this study consisted of three main elements: o Determination of the background radon flux. o Determination of the radon flux from the tailings pile. o Experimental determination of the cover material diffusion coefficient and and calculation of cover thickness. The first two elements of the study are relatively straightforward, the last phase is discussed in detail. Background Radon Flux Measurements of radon-222 emanation rates from the surface of the ground were taken at three sampling locations. Samples were collected by means of the accumulator can method described by Wilkening, 1977. Both morning and afternoon samples were collected at each site to obtain an average. The measured fluxes were fairly uniform and did not differ greatly among sites. The overall average flux for all sites was 0.63[+]0.28(o) pCi/m2 -sec. This value is equal to the average radium-226 concentration determined in the soil, thus yielding a one to one ratio of radon-222 emitted (in pCi/m2 -sec) to soil radium content (in pCi/g). OVERVIEW Blind drilled shafts are becoming increasingly popular, particularly in the Appalachian coalfields, as a secondary and sometimes primary means of ventilation. The reasons for the rebirth of the blind shaft are mainly due to it's economics, timeliness, safety characteristics and inherent independence from underground operations. Historically blind drilling has been used to a limited degree in hard rock and tunneling ventilation. With the recent advances in cutters, bit design, equipment and lining systems, particularly in the Appalachian coalfields, blind drilled shafts are once again the shaft construction technique of choice to the educated ventilation specialist. [ ] HISTORY OF BLIND DRILLING Blind drilling has it's roots in numerous places, including the Nevada Test site, the coalfields of Appalachia and Germany along with the uranium mines of Arizona. Early technology was developed using a variety of equipment mainly of oilfield origin with oilfield drillers entering the industry on a project basis only to "pull in their horns" and return to the oil patch. Shafts completed by oilfield equipment range from the shallow 5' and 6' lined shafts on the Nevada test site to two (2) 10' lined, 730' deep shafts in Alberta for heavy oil development. Several of these shafts were completed to extraordinary depths with the record being a 90" diameter, 6,150' deep shaft being completed in the Aleutian Islands of Alaska in 1969. EQUIPMENT Oilfield equipment is still being used on the Nevada test site but elsewhere specialized blind hole equipment has been developed to enhance the efficiency of particular applications. Where steel liners are required the A-leg derrick with a simple hoist and rotary system is used. The largest user of this type equipment in the world is the former USSR where blind drilling for mine ventilation is the norm. On applications where trip time and cutter changeout are a priority, top drive hydraulic rigs have been developed which are highly automated, efficient and mobile. These rigs are particularly well suited for tunneling applications where shafts are shallow and sites are usually tight.

A national survey, 1978-1980, found 180,973 waste impoundments used by industrial mining, municipal and other interests. Possibly 27,000 contain hazardous materials. The potential hazard of leaks polluting water supplies is a growing concern. An electrical technique was developed to efficiently and speedily detect and locate leaks in geomembrane-lined liquid impoundments without emptying the contents. A potential applied between the liquid and earth causes electric current to flow through leaks in the insulating geomembrane material to ground. The cur- rent density around the leak is used to detect and locate the leak. Field tests show single and multiple leaks 2.54 cm in diameter or less can be detected and located to within less than 30 cm.

It appears that all extractive processes involve, at one or more points, fluids (gases or liquids) and that the flow of the fluid is an essential part of the functioning of the process. Usually that flow is turbulent and the turbulent flow frequently determines the rates of mass and heat transfer as well as other important phenomena such as bubble/droplet breakup and coalescence, particle suspension, etc. Over the past decade many attempts have been made to model turbulent flows in metallurgical unit operations. The present paper summarizes some of that work. Amongst the operations considered are agitated leaching, ladle metallurgy, electrowinning/refin- ing, induction furnaces, Hall cells and electro- magnetic casting. Where possible, comparisons are made between model predictions and experimental results.

Mill ball charging systems have undergone little change during the past two decades. Most operations utilize a locomotive/ball car combination to load and haul charges from the ball storage bin to the mill charging boxes or, alternatively, transport charges to the charging boxes by means of a ball bucket handled by bridge crane. This paper describes a new concept in ball handling systems that is in operation at the Island Copper Concentrator of Utah Mines, Ltd. at Port Hardy, B.C. This system employs a narrow belt conveyor to convey a weighed charge to each of nine belt unloading stations at the mills. In operation, the system has proved to be practicable, trouble-free and economical of operating labor.

The Acid Drainage Technology Initiative (ADTI) was initiated in 1995 by federal agencies, the National Mining Association and the Interstate Mining Compact Commission to identify, evaluate and develop cost- effective and practical acid drainage technologies. In 1999 ADTI was expanded through the addition of the metal mining sector group, which began organization efforts in 1998. ADTI addresses drainage quality issues involving metal mining and related metallurgical operations and acid drainage from coal mines, for abandoned, active, and future mines. ADTI is a technology development program. It is not a regulatory or policy development program. The guiding principle of ADTI is to build a consensus among industry, federal and state regulatory agencies. ADTI is focusing these efforts on technology development and technology transfer in the areas of mine drainage sampling/monitoring, prediction, avoidance/remediation and modeling.

The solution mining review did not arrive in time for publication in the May issue. The term solution mining is commonly used to refer to heap leaching, dump leaching, in situ mining and bore hole slurry mining technologies. The US Bureau of Mines is continuing with research in these areas. Commercial application of these technologies is progressing. There is an ongoing cooperative research project between the Bureau of Mines and the Santa Cruz Joint Venture to evaluate in situ copper mining at a field site near Casa Grande, AZ. The project is currently in the environmental permitting stage. The Bureau is preparing an environmental assessment for the project as part of the National Environmental Policy Act. Simulation has established itself as an accepted tool for the design and optimization of complex minerals processing plants. This paper addresses the use of simulation as a tool for the design and optimization of carbon-in-pulp and carbon-in-leach (CIP/CIL) plants. The complex, interactive nature of CIP/CIL plants makes detailed experimentation an expensive and time consuming approach to CIP/CIL plant design and/or optimization. This paper discusses a simulation-based software tool that can make the process of CIP/CIL plant design and/or optimization much more cost effective. Many of the issues and problems pertaining to the use of simulation for CIP/CIL design and operation are generic. Thus, this paper also attempts to highlight generic issues that must be solved before simulation will become a more widely used design and optimization tool. Requirements for the application of simulation for CIP/CIL plant design and optimization are highlighted. Similar problems and issues can be identified for most mineral processing plants.

The control of soils has been found to be one of the highest priority factors influencing the return of reclaimed prime farmland to production. The compaction of soil is primarily a result of the movement of high ground pressure wheel scrapers and dozers over soils during the soils replacement and regarding process and occurs to a maximum depth of about 1.2 m (4 ft) The deleterious effects of soil compaction can be controlled by deep soil loosening to a depth of 1.2 m (4 ft). Most farm tillage equipment can only loosen soils to a maximum depth of 0.33 m (1.0 ft). Deeper soil loosening equipment, in the 0.33-1.2 m (1.0-4.0 ft) range is currently avail- able in the U.S. and abroad which may have potential for application on reclaimed prime farmland. This study has appraised such available equipment and the results indicate that a few manufacturers in the U.S., West Germany, and England market static and vibratory soil loosening equipment which have potential for deeper soil loosening of reclaimed prime farmland.

Introduction The reclamation of mine/mill tailings areas is undertaken for a variety of objectives including safety, appearance, economical use of lands and forests and long term storage of a future resource. The establishing of criteria for these objectives at any site is a shared task of the government and mining company. Our attention in this paper is directed to uranium mine/ mill tailings as they are handled in the Canadian industry and in the unique Canadian climate. We focus our attention on the state of the art. Uranium is a ubiquitous mineral forming an average of 4 g per tonne of the Earth's crust. Ores are mined at about 500 g per tonne so that the residual content of uranium in tailings is comparable to average background levels. However, as in most mine/mill operations, the ore contains other minerals that become readily mobile after milling operations. Thus the main objective of tailings impoundment is the stability both physically and chemically of the mobile materials. Since the requirements for the operation and construction of tailings areas in Canada have changed considerably over the past decade, there exists a great many mine/mill tailings areas which while considered adequate in their day, would not meet modern criteria. However, most of these installations pose no concern or hazard to the public. The proximity of mine/mill development to inhabited land areas has necessitated more stringent modes of tailings operations and provisions for tailings site reclamation. The more important of these have been: 1) the prevention of dyke failure, with large liquid-solid outflows onto adjoining lands, and 2) the prevention of seepage from the tails of pollutants such as chlorides, sulphides, heavy metals and radionuclides. Uranium mill tailings are discharged as a slurry from the concentrator after the removal of generally only about 1000 g, or less, per tonne of uranium from the as-mined ore. As a consequence, a great volume of low level activity waste is generated. Flocculation is an important step in the treatment of coal preparation waste waters. The effects of polymer charge and molecular weight and solution pH and ionic strength on the adsorption and flocculation characteristics of a series of polymeric flocculants on some typical waste water constituents have been studied experimentally. The results indicate that the nature and extent of flocculation are strongly system-dependent. For the case of coal, both adsorption and flocculation behavior can be correlated with the polymer conformation in solution. For the mineral constituents, on the other hand, adsorption and flocculation depend also on the surface properties of the solid.

There are about 1.8 Mt (2 million st) of discarded dolomitic-limestone tailings from the Gays River lead/zinc mining operation in Nova Scotia currently stockpiled in a tailings pond at the mill site. Neutralization effectiveness similar to an agricultural grade limestone and low contents of residual metals make the tailings a potential source of soil conditioner material for the local market. However, the fine particle size, 98% passing 147 pm (about 100 mesh), and a moisture content of 20% make their handling, shipping, and application to soils difficult. The tailings were agglomerated into small hard pellets with various amounts of soil nutrients, moisture content less than 13%, and pH values ranging from 6.5 to 8.7.

The processing of residues derived from various operations in the mining and metallurgical industry for by-product recovery is becoming more prevalent. A principal target for by-product recovery is flue dust produced by conventional smelting operations. Flue dust from zinc smelters has been processed for many years for the recovery of cadmium (1,2). The cadmium recovery technique which consists of a selective sulfation roast, followed by a water leach and zinc dust cementation, produces a lead cake residue (see chemical analysis in Table I), which consists primarily of lead sulfate.

The practice of transporting an ore or matrix from a pit area to the plant process area by means of a hydraulic pipeline has long been used by the mining industry. The industries which have classically used hydraulic transportation of ore to the plant include the phosphate mining industry, the heavy minerals mining industry, the clay mining industry, and the sand mining industry. As the advantages of this method become better known throughout the mining industry as a whole, and as techniques and expertise improve, its use will undoubtedly spread. Its use is presently being contemplated in iron mining diatomaceous earth mining, and several industries where massive removal of overburden is a predicate to economical mining. The widely recognized advantages of hydraulic transport at ion of ore from the pit area to the mines are: 1) Its relatively low initial capital costs. 2) Its speed of relocation at the mine site. 3) The washing and scrubbing action given to the ore by its hydraulic passage into the pit pump and the subsequent trip through booster pumps down the pipeline to the plant.

The identification of the major subsidence areas in the Western Kentucky Coal Field has been made to distinguish the subsidence phenomena on the basis of geographical location Further, this identification process is based upon selected critical geological, topographical, and mining features in the coal fields. The proposed identification of the regions is derived from a comparison of the subsidence potential in a particular area. The most likely severe subsidence areas are compared to those with the probable low subsidence severity. The combination of certain geological and mining parameters involved allows for the derivation of a classification of the subsidence potential. It is recommended that further site specific studies should be performed on this area.

DuPont’s Florida Plant has been mining in northeast Florida and supplying titanium-bearing minerals, zircon and staurolite for over 50years.The site has successfully implemented and “sustained” a land reclamation/habitat enhancement program that goes beyond regulatory requirements and standard industry practices. However, the term sustainability has been used by so many organizations, many with divergent viewpoints, that it is important for a mine to develop its over-all concept and approach to sustainable operation. As a foundation, the outstanding reclamation efforts at DuPont’s mine will be presented followed by a broader look at the overall sustainability strategies and tactics used at the site.

Data from about 3200 drill holes in the offshore area at Nome, Alaska was digitized and processed. Most drill hole files have associated lithology, gold value, and blow count descriptions for each drill hole. The gold intensity was used to present the potential gold resource in the study area on the world wide web. A web page was created that gives background information on the project, descriptions about the Nome area, maps of the claim blocks that include all the normalized slices of gold deposits, and links to other relevant sites on the web. Non-operational mine facilities are subject to placement on the EPA's National Priority List (Superfund). Once a mine site is undergoing investigation and/or remediation, MSHA regulations for health and safety may no longer be applicable. This paper addresses the changes in the applicable and relevant standards that apply to health and safety and public health related to site contaminants. The implementation of health and safety plans, and the development of public health risk assessments are described. Examples are presented from Superfund activities at the Eagle Mine, near Minturn, Colorado; the Anaconda Smelter near Mill Creek, Montana; California Gulch near Leadville, Colorado; and Bunker Hill, Idaho.
