This paper presents a regulatory perspective of the design and construction of the Exploratory Shaft Facility which may become part of the future high-level waste repository. Site characterization concerns and long-term waste isolation concerns require the consideration of various shaft design and construction aspects quite different from that of conventional shaft sinking.

"The third phase of the Bagram Drainage System project at Bagram Air Force Base in Afghanistan included construction of a shallow, 540-m long, 1.8-m inside diameter drainage tunnel. The tunnel penetrated mostly stiff to hard clayey and silty soils. The contractor’s Value Engineering Change Proposal (VECP) to use pipe-jacking with a microtunnel boring machine (MTBM) instead of the specified two-pass Earth Pressure Balance method was evaluated and supported using hand calculations. Contractor support was provided throughout the project by providing design reviews and instrumentation monitoring during construction. This paper compares the value-engineering proposal to the specified method and describes the construction conditions encountered. INTRODUCTION As part of a larger improvement project at the Bagram Air Force Base in Afghanistan, a shallow, 540-m long, 1.8-m inside diameter drainage tunnel was constructed to provide additional capacity for Coyote Creek to pass below several critical structures, including taxiways and the main runway, for mitigation of recurring flooding (see Figures 1 and 2). Overburden over the tunnel crown ranged from about 3 m to 5.5 m. An existing cast-in-place twin barrel concrete culvert runs approximately parallel to the new tunnel and is within about 8 m at its closest point. The contractor’s Value Engineering Change Proposal (VECP) to the specified two-pass Earth Pressure Balance (EPB) method (steel ribs and lagging or steel liner plate with a carrier pipe later grouted in-place) called for installation of the required drainage pipe by pipe-jacking (one-pass installation) using a slurry microtunnel boring machine (MTBM). The critical nature of the operations at the air base resulted in significant construction coordination challenges and a greater than usual need to avoid excessive settlements. Substantial restrictions were placed on drilling of investigative borings and installing instrumentation near runways and taxiways due to drill mast height. The prime contractor was SERKA TAAHHUT INSAAT A. S. (SERKA), the microtunneling subcontractor was Ludwig Pfeiffer Microtunnel GmbH & Co.KG (Pfeiffer), the jacking pipe designer was Gollwitzer Pipe and Shaft Technology GmbH (Gollwitzer), and the contractor’s tunnel engineer was Lachel & Associates, Inc. (Lachel). Lachel provided contractor support throughout the project including preparation of a VECP/Design Summary (including interpretation of existing and new geotechnical information), design reviews for jacking pipe, estimating settlement of an existing drainage structure above the new tunnel, and instrumentation planning, monitoring, and analysis during construction."

A liquid and solid waste management plan for an operating uranium ore processing mill was developed to efficiently and effectively dispose of existing solid wastes and related, affected surface and ground water resources. The goal of this management plan was to achieve satisfactory clean up of these existing wastes ad their by-products as well as to prevent similar situations from occurring in the future. An existing, modern system of synthetically lined tailings ponds, constructed after many years of mill operations, now provides an approved site for the disposal and containment of waste streams currently generated by the mill. This system was thought to be readily adaptable to serve as a key element of the waste management plan. The potential presence of extra capacity in these ponds could eliminate or reduce expenditures for new facilities required solely for proper management of liquid and solid wastes generated by operations prior to construction of the modern tailings ponds as well as for a range of anticipated future operations.

Recent events pertaining to U. S. energy needs and development of alternative energy fuel resources have made the American public more aware of past and present coal mining operations, and their impacts on the nation's economy and environment. This awareness has developed rapidly due to increased government involvement and consequent media coverage. This is true particularly in the Western states and in Texas. One of the consequences of this increased public awareness is public concern over the perceived and real consequences of mining operations. Emphasis has been placed on potential releases of toxic and hazardous substances, and possible carcinogens. The result of this public concern is a mounting effort at both state and Federal levels to promote stricter laws regulating the mining industry.

It is a transitional region in which it is difficult to ascertain the mechanisms of adsorption of ions, molecules, etc. on mineral surfaces, as well as other secondary reactions which occur in interfacial regions. Thus, in this paper the authors deal with conceptual considerations from which hypotheses are set forth to describe the environmental- interfacial relationships for sulfide minerals.

The West Seattle Tunnel is part of a regional sewer conveyance system located in Seattle Washington. The tunnel was constructed for the Waste Water Treatment Division of the King County Department Of Natural Resources, from June of 1995 through the first quarter of 1997. The Geologic setting for this soft-ground tunnel consists of glacial, interglacial, glacio-lacustrine, and alluvial soils. This paper, prepared jointly by the owner and con-tractor, will describe project-related site geology, engineering considerations, construction, and dispute resolution/avoidance practices.

INTRODUCTION The tailings, or solid waste, remaining after uranium has been extracted from an ore and the liquid wastes associated with it contain both radioactive and other substances which, if released to the environment, may have a detrimental impact on man and his environment. Although the radioactivity of the waste is of natural origin, the mining and milling process results in bringing the radioactive ore to the surface, changing its chemical and physical form, increasing its mobility and, therefore, enhancing the potential radiological exposure to man. Exposure to radionuclides released from a tailings impoundment, while small as applied to any one generation, can be made large by counting far into the future, large enough to be the dominant source of exposure from the nuclear fuel cycle, Cunningham (1978). Increasingly it is being found that where the prime concern was initially the radionuclide releases, the release of other pollutants and contaminants may be of equal or greater concern. While there is a definite benefit, at least to present generations, resulting from the recovery of uranium, current and long-term concerns require that consequential present and future releases be kept as low as is reasonably achievable. Design practice, to minimize this release, is currently passing through a technical revolution; precipitated by public and institutional concerns. New techniques and methods are, therefore, being actively sought and continuously implemented. Because of the complexity of the pollutant release mechanisms and the sitespecific nature of each impoundment site and tailings product, a wide variety of site selection and design options have been implemented or considered. It is often possible to design a number of satisfactory tailings disposal schemes which differ widely in nature and cost. Published subsidence data for the western United States is limited in comparison with data for the east. This paper summarizes the results of a subsidence monitoring program above two longwall panels at the Foidel Creek Mine located in northwest Colorado. The monitoring area is characterized by overburden ranging from 1000 ft to 1100 ft in thickness. The surface slope parallels the dip of the bedding at approximately 5 deg. Average mining height is 9 ft. Smax averaged 3.4 ft. Draw angles averaged 15 deg for up-dip ribsides and 19 deg for down-dip ribsides. A site-specific profile function is developed from the data.

Advanced remote sensing can be a powerful new information tool to help private and public entities make better environmental and resource management decisions. However, some regulated entities are reluctant to develop or use this tool because of their concerns that it will lead to increased risks and costs of environmental legal liability. They fear that new ways of monitoring the environment will increase liability, undermine existing enforcement agreements, reopen compliance agreements, and generally provide a competitive disadvantage to early adopters by accelerating environmental cleanup costs. Others counter that the increased risks are marginal, and that several advantages outweigh these risks, including the opportunity to more effectively manage environmental operations, target and set priorities, measure and track management and compliance effectiveness, provide more defensible environmental assessments and baseline conditions, make and defend optimal siting decisions, and avoid or resolve environmental disputes. This paper offers strategic advice on ways regulated entities can enjoy the benefits of these powerful new information tools while mitigating down-side legal and compliance risks as much as possible.

Depending upon which of two letters describing the theme of the session I chose to honor, the subject choices because either one or three. They were: "Applied Research and Exploration and Discovery" or "Applied Research in Exploration and Discovery." The final choice; to partially ignore both of them. That minor difference in meaning may be appropriate here, inasmuch as very minor research/exploration differences may also have profound impacts on discovery. To further set the stage, I consider myself an Industrial Minerals geologist, and more specifically primarily associated with basic construction materials crushed stone and sand & gravel. My remarks will apply primarily to those materials. Therefore, when the discussion instructions included emphasis on beneficial aspects (to name a few): "drill target definition; elimination of ore potential; ore forming environments; alteration studies, and isotope analysis," problems became apparent. Evidently, and although this was a form letter, the drafters of that letter had no idea what was involved in research for a construction materials source. My task may be great.

The application of remote sensing for environmental measurements is already being utilized. Aircraft mounted imaging spectroscopy has been utilized to evaluate areas of historical mining operations as well as active mine sites. To the extent that remote sensing can provide more sensitive, cost effective, and timely monitoring potential, the technology is of interest to the industry. Questions remain about the application and validation of the data and the availability of the technology in the private sector. This presentation will discuss some of the potential uses, benefits, and concerns related to remote sensing and efforts to monitor the technology's development.

Introduction The Relief Canyon gold deposit is about 24 km (15 miles) east of Lovelock at the south end of the Humboldt Range in northwestern Nevada. The deposit, is in the Relief-Antelope Springs mining district, which has historically produced silver, antimony, and mercury. There is, however, no mention in the literature of commercial gold production. Fluorite prospects at the gold deposit site have had no reported production. At Relief Canyon, the Late Triassic Grass Valley formation overlies and is in fault contact with the Late Triassic Natchez Pass formation. Epithermal disseminated gold mineralization is found within the various types of fault breccia between these two formations. Geology The Natchez Pass formation of Late Middle to Late Triassic age is composed of more than 300 m (985 ft) of massive gray to dark gray locally carbonaceous dolomitic limestone. Some minor beds of shale and siltstone up to 1 m (3 ft) thick are found in the project area. The limestone is locally silty or sandy. The color of this formation below the oxidation base ranges from gray to black and appears to be a function of carbon content. The Grass Valley formation of Late Triassic age is composed of more than 200 m (655 ft) of interbedded units of thinly parted argillite, hard gray to brown quartzite, siltstone, and shale. Within the oxidation zone, these units are olive gray. A few beds within this formation are slightly calcareous and a number of sections, especially those containing shale, are dolomitic. Below the oxidation zone, the quartzite beds are often slightly carbonaceous and the argillite, siltstone, and shale beds are often highly carbonaceous, giving them a black color. Two types of intrusive rocks have been recognized at the Relief Canyon deposit. Both appear to predate mineralization. Fine to moderately fine grained quartz monzonite dikes, up to 3 m (10 ft) thick, were encountered in several drill holes. In a number of intervals, these dikes have undergone either propylitic or argillic alteration. The age of these types of dikes is not known. It appears, however, that they are either Jurassic or Cretaceous. No gold mineralization has been found in this type of dike. Diabase dikes were also encountered in a number of drill holes. These dikes have almost always been propylitically altered. Although the exact age of the diabase dikes is not known, they are probably equivalent in age to the quartz monzonite dikes. Quaternary alluvium is found forming fans at the base of steep slopes and as recent fill in present day drainages. The alluvium is composed of either Natchez Pass limestone or Grass Valley quartzite and siltstone, depending on which unit served as the bedrock source. A significant portion of the Relief Canyon deposit is covered by Quaternary alluvium. Figure 1 shows a generalized geologic map of the Relief Canyon area. At the deposit's site, the Grass Valley formation appears to have been thrust over the Natchez Pass formation. The age of the thrust is probably correlatable with the Nevadan Orogeny, which gives it a Jurassic-Cretaceous age. The general strike of the thrust, referred to as the Relief Fault, is in a northwest direction. The strike of the bedding of both the Natchez Pass and Grass Valley formations roughly parallel the strike of the Relief Fault. The general dip of both the Natchez Pass and Grass Valley formations is in a southwest direction. The general dip of the Relief Fault, in the area of the Relief Canyon gold deposit, varies and has the appearance of a northeast-southeast striking anticline that plunges in a southwest direction. A small fold perpendicular to the plunge of this anticline forms a dome over the southerly portion of the Relief Canyon deposit. A number of northeast and northwest trending normal faults slightly offset the Relief Fault. Because of their small displacement, they are not shown on the generalized map. Gold Mineralization Gold mineralization occurs along the highly brecciated fault contact between the Natchez Pass and Grass Valley formations. Weak gold mineralization often occurs up to 2 m (6.5 ft) above the thrust in the Grass Valley formation. Most of the ore grade mineralization, however, is present below the Grass

Mining companies, as developers of natural resources, are being forced to deal with the potential long-term liabilities of past, present, and future mining operations. As discussed in a previous paper (Cobb, et al., 1987), these liabilities can include solid waste disposal corrective action programs (state or federal actions), Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (CERCLA), (Superfund) (state or federal actions), or natural resource damage claims (typically filed by state agencies and provisions specified in CERCLA). These potential liabilities are very real, and should dramatically impact the way a company views its exploration and development programs, and operating mines.

Recent ore pass failures have underlined the need for improved designs, standards, structural monitoring methods, and better hang up prevention and removal techniques. Researchers at the Spokane Research Laboratory of the National Institute for Occupational Safety and Health (NIOSH) are investigating methods to improve safety during transport of ore in ore passes. Design criteria and hang-up prevention and remediation strategies involve studies of the effects of static and dynamic ore and waste rock loads on chutes, walls, gates, and support structures. Particle flow analysis methods were used to simulate the response of various ore pass designs to a wide range of ore loading conditions. A full-scale mock-up of actual ore pass and chute assemblies was duplicated and tested for load response. Data from a particle flow code and the mock-ups were com-pared. Loads on an active ore pass chute were measured.

Introduction Grinding is the reduction of ore and similar raw materials to particle sizes below the practical limits of commercial crushing ma¬chines. This size is about 36 in. (1 cm), in most cases, although some finer crushing machines are in regular use. The feed size to grinding machines may range upward to S in. in rod mills, and 12 in. or more in autogenous mills. The finest particle sizes produced in mineral processing operations result from grinding. Ordinary grinding of brittle materials is the result of impacting, rolling, and abrasion of heavy bodies, moving freely under the influ¬ence of gravity. These falling and rolling grinding bodies, which are usually of metal, must be much heavier and larger than the ore parti¬cles they break. This weight relationship is usually in excess of 100: 1. The sustained fall of the grinding bodies is obtained by placing them, together with the rock particles they grind, in a rotating drum or cylinder with horizontal axis, called a tumbling mill. The mill is nearly half full of grinding bodies and ore particles, which may be fed into one end and exit from the other through hollow trunnions which usually serve as the mill bearings. The mill lining must be thick to absorb wear and rough to prevent excessive slippage of the charge. The breakage of brittle rock or ore is accomplished by compression. The compression may be a rapid impact, from the fall and roll of a grinding ball, or it may result from the relatively slow and constrained motion as in a jaw crusher. Breakage by shear is a secondary result of the compressive motion. Ordinary rock has an extremely heterogenous structure with innumerable zones of weakness in which cracks, fractures, and breakages can form. When a rock is subjected to com¬pression it deforms. If the compressive force exceeds a certain critical value an incipient crack appears in the most fragile zones of weakness. This crack tip may first form on the particle surface or in its interior. When the first crack tip forms the compressive stresses immediately surrounding it flow to it, and this concentration of forces extends the crack and splits the rock. Other adjacent cracks may form during this extremely rapid process. Because of the nature of brittle particles, the work done in breaking them consists essentially of the work input required to compress them to the point at which the first crack tip forms. Breakage requires no appreciable additional energy input be¬yond that required for the deformation, since the stress energy already imported to the rock flows to the crack tip and extends it to breakage. Types of Tumbling Mills The general term tumbling mill includes the rod mill, ball mill, pebble mill, autogenous mill, and tube mill. It is of cylindrical or cylindro-conical shape and rotates about its horizontal axis. Rotational speed, liner type, and size and shape of tumbling media are selected to provide the desired operating conditions for the specific grinding application. A booster fan is an underground fan installed in series with a main surface fan and used to boost the air pressure of the ventilation air passing through it. To accomplish this objective, the fan is installed in a permanent stopping and equipped with airlock doors, a monitoring system, and interlocking devices between main and booster fan controls. The stopping and doors are used to prevent flow recirculation, and the monitors to ensure safe operation of the fan. A booster fan, properly sized and sited, can be used to create safe work conditions and allow the extraction of minerals from areas that would otherwise be uneconomic to mine. In deep and large mines with heavy emissions of air contaminants, the required quantities of air can only be supplied by using high pressure fans. These fans will inevitably induce significant losses of fresh airflow through the stoppings and doors. For well defined ventilation circuits, booster fans can be used to decrease the main fan pressures and reduce the leakage flows. However, this will require a good understanding of the correct ventilation practice, from planning to operation and maintenance of booster fans. The objective of this study is to investigate the conditions under which booster fans can be used safely and efficiently in underground coal mines. Specifically, the study is directed at (1) collecting reliable information on airway resistances and flow requirements from two large U.S coal mines, (2) collecting fan performance data from one or more existing coal mine where booster fans are used regularly, (3) monitoring the performance of booster fans in a laboratory model and an experimental mine, (4) developing a booster fan selection method to assist the ventilation engineer at the planning stage, and (5) training six M.S. or Ph.D. graduate students in advanced mine ventilation.

Within the national and international strategy of the German based construction company HOCHTIEF, the majority of its business units is equipped with the comprehensive software package ARISTOTELES. This software is a powerful business information system for all accounting and controlling related processes in medium-sized and large construction and other related companies. Due to the complexity of the software, time constraints, and limited financial resources an implementation of this software package requires thorough project management. In this paper the relevant elements of project management are outlined based on practical experiences gained during this international IT - implementation project. Special emphasis is directed to the identification and management of potential risks. In this case particular acknowledgement was given to the multinational nature of the project and modernization of the business. This includes thorough reorganization of the company, significant changes of job requirements, and substantial trainings for its employees. At the same time key success factors like knowledge transfer, adoption of Czech legal requirements, commitment of management, networked thinking, and integrated project planning come into play. The costs for implementation had to be carefully evaluated because the software was implemented in a country with a considerably low cost I price level. All these impacts to the business had to be managed within the scope of transformation of business and political environment from socialist to market driven economy.

Some of you may be old enough to remember -- as I do -- the early days of World War II. A highly prepared, well-equipped Japanese striking force had moved like lightning across the South Pacific islands and Southeastern Asia. As the invasion force pushed its way down the Malaysian Peninsula, Singapore stood serene and beautiful, protected by its natural moat of water, busy as ever with its commercial pursuits. One can see its captains of trade and industry now, sitting com¬fortably on the veranda of the "Singapore Country Club", sipping scotch between cricket games, convinced that the weary, logistically extended Japanese force couldn't possibly cross over to their island which had been so secure for a hundred' years or more. No need to remind you what happened. The brave men in their ships at sea and in the gun emplacements ashore were hopelessly out-gunned and out-maneuvered.

The efficient management of the distribution of goods and services is important throughout the minerals industry. From the scheduling of processing plant operations, to the routing of work crews in mines, to the planning of product development, vast amounts of time, energy, and money are wasted due to poor planning and scheduling. Thus, the U.S. Bureau of Mines is investigating computational algorithms that can be used to minimize the economic losses related to scheduling and allocating resources. Although there is commercial software available for tackling many scheduling problems, there has been little relief provided for solving the difficult traveling salesman with time windows problem (TSTW). The TSTW problem is a "derivative" of the classic traveling salesman problem, and can be used to minimize the distance traveled by vehicles or personnel to visit all points on a tour, with the additional constraint that each point on the tour must be visited within a specified time window. This paper is a survey of published work in which genetic algorithms have been used to efficiently solve the traveling salesman problem and its more difficult derivative, the TSTW problem. A genetic algorithm is a search algorithm based on the mechanics of natural genetics, and has been used to solve a broad spectrum of engineering optimization problems. Results indicate that the versatility, searching power, and simplicity of genetic algorithms can be used to provide substantial improvement in the area of scheduling and resource allocation.
