Mining impacts to groundwater are being comprehensively regulated for the first time in Arizona with the implementation of the Aquifer Protection Permit Program. This far reaching program is one of the nation's strongest groundwater quality protection programs. Aquifer Protection Pennits (APPs) are required for almost all mining operations and will compel mining companies to pay increased attention to the potential groundwater quality impacts from their activities. All regulated mining operations will have to employ discharge control technologies and monitoring will be heavily emphasized. Technical requirements and relevant permit conditions are discussed.

During the past few years monitoring systems have been installed to measure the effects of environmental changes on the ground-water resource. The design of a monitoring system depends upon the designer's perception of how the environmental factors merge with his perception of the ground-water flow system. The validity and representativeness of measurements made during a monitoring program depend upon the validicy of the designer's perceptions and concepts. To optimize the design of a ground- water monitoring program the designer should make preliminary measurements to confirm his assumptions.

Low metal prices and increasingly stringent environmental regulations, coupled with the threat of higher governmental royalties are adversely affecting both existing and new operations. Existing operations must therefore be run at maximum operating efficiencies to enable mining companies to survive and grow. Well planned and executed "outsider" reviews can help achieve this goal. Many mine managers and those who direct them resist the idea of "outsider" reviews for a variety of reasons, some valid and some not. Those managers who do bring in the "outsiders" are nearly unanimous in reporting that the exercise in self-discipline was well worth the pain and effort and repaid the cost many times over. This paper makes a strong case for "outsider" reviews and gives recommendations on the kinds of reviews to undertake. The authors draw upon their nearly 70 years combined experience, much of which has been in operations.

The Candelaria copper-gold mine is located approximately 25 km south and east of Copiapo in Region III, Chile. The original concentrator was designed to treat 28,000 t/d (30,800 stpd) of chalcopyrite-bearing ore through a circuit consisting of a single 11.0 m (36 ft) diameter SAG mill, two ball mills, conventional rougher and scavenger flotation, column cell cleaner flotation, and ceramic disc filtration. The plant was commissioned in August 1994 and quickly reached capacity and expected levels of metallurgical performance. In May 1996, a decision was made to double the capacity of the concentrator by the addition of a second line of equipment. The expanded facilities were commissioned in October 1997, less than 18 months after the decision to proceed, and well within the budget. The original concentrator facilities were replicated or duplicated as much as possible, however, a number of important equipment changes were made to take advantage of industry developments since the original concentrator was designed. These included the use of Eimco 120 m3 (4,200 ft3) cells for rougher and scavenger flotation and the installation of a Svedala VTM -800 Vertimill for regrinding. This paper describes the rationale behind these changes and explores the reasons for the success of the project.

Stillwater Mining Company is developing a second underground palladium and platinum mine approximately 21km (13 miles) west of their existing Nye operation in south central Montana. A 5650 meter (18,550-foot) tunnel is required to gain access to the ore bearing horizon (J-M Reef). Access and primary mine development can be accelerated through the use of two 4.6 meter (15-foot) diameter tunnelboring machines (TBM). One TBM was purchased new while the other was purchased used. Machine specifications, site support facilities, portal/launch chamber construction, TBM assembly, startup and operation are discussed in this paper.

An historic underground copper mine in Wyoming is discharging neutral but copper-laden water into a pristine creek. The EPA-deferred site qualifies for reclamation by the Wyoming Abandoned Mine Land (AML) program. The cleanup goal is to restore the discharge so that the creek can eventually support a trout fishery. Hydrological and geochemical investigations underground have suggested two sources of mine water: one clean and the other containing copper. Results of bench-and pilot-scale tests support the viability of using low-cost passive treatment techniques to reduce copper concentrations in the near-freezing mine discharge.

"Intrepid Potash, Inc.’s Carlsbad East facility has refined sylvite and produced muriate of potash (MOP) since 1965. In addition to MOP, Intrepid Potash began recovering the mineral langbeinite from a mixed ore reserve in 2005. In 2011 a new langbeinite recovery process for the coarse (+850 micron) size fraction was constructed to enhance the overall langbeinite recovery. Based on the limited mixed ore reserve and an abundance of langbeinite ore reserves the transition of the East plant to a langbeinite only facility was targeted for 2021. Due to a decreasing grade of the mixed ore reserve, declining sales pricing, and high sylvite operating costs a strategic decision was made to accelerate this transition into 2016. To enable a successful transition, a fines recovery system needed to be developed, constructed and implemented. This paper describes the advancement of langbeinite processing at Intrepid Potash and the planning, development and successful execution of the transition to a langbeinite only operation. BACKGROUND Langbeinite (K2SO4·2MgSO4) is a double salt containing potassium sulfate (K2SO4) and magnesium sulfate (MgSO4). It is used as fertilizer and in the industry is described as Sulfate of Potash Magnesia. It is attractive as a specialty fertilizer and in addition to containing a ready source of a primary nutrient potassium, it also provides two secondary essential nutrients, magnesium and sulfur. It is especially attractive for chloride sensitive crops. Langbeinite has a specific gravity of 2.8, a Mohs hardness of 4.2, and is brittle thus very friable. It is the hardest of the saline minerals, and despite its relative softness on the Mohs scale can be very abrasive in process environments and in field applications, probably due to its conchoidal cleavage. Its solubility at 240 g/l is less than the solubility of sylvite (KCl) or halite (NaCl) and due to even slower relative dissolution kinetics washing with cold water has been a common practice for upgrading langbeinite ores. The solubilization/crystallization relationship for langbeinite is different from the majority of other evaporite minerals in that once langbeinite is solubilized it does not form langbeinite again. Instead it gives up one mole of magnesium sulfate, takes on various waters of hydration and precipitates out as either schoenite (K2SO4·MgSO4·6H2O) or leonite (K2SO4·MgSO4·4H2O) depending on temperature. Due to its partial solubility and phase transitions at its surface when exposed to moisture, there is strong cohesion between wetted particles; the resulting stickiness of the upgraded products can create significant materials handling issues unless processed in slurry form or at relatively low moisture levels. Langbeinite has been produced commercially from two locations, the Kalush and Stebnik regions in the Cartpathian Mountains of former Poland and now the Ukraine and from the Permian Basin in New Mexico (Garrett, 1996; Smith 1949). Current production is from two operators in the U.S., Mosaic and Intrepid Potash."

The objectives for closure of a hard rock mine include minimizing long term environmental liability, attaining regulatory compliance, and maintaining geotechnical stability, while closing as cost-effectively as possible. Proper planning for closure should come during the feasibility study, design and permitting phases, and during operations as updates. The lack of a proper or updated closure plan can result in severe environmental and economic consequences. Effective mine closure is the result of a combination of innovative concepts, long-term commitments, and multi-party cooperation. The purpose of this paper is to discuss concepts, commitments, and cooperation as they relate to an effective closure plan.

Remote sensing for environmental measurements is already being used. Aircraft-mounted imaging spectroscopy has been used to evaluate historical mining operations, as well as active mine sites. To the extent that remote sensing can provide more sensitive, cost effective and timely monitoring potential, the technology is of interest to the industry. Questions, however, remain about the application and validation of the data and concerning the availability of the technology in the private sector. This paper discusses some of the potential uses, benefits and concerns related to remote sensing. And it discusses efforts to monitor the technology's development.

The Bureau of Mines monitored the water quality in and near a copper/gold tailings impoundment. Samples were taken from the unsaturated %one. and dissolved concentrations of over ZO constituents were measured with respect to depth and moisture content, factors which influence oxygen content and sulfide oxidation. Samples from the unsaturated %one were drawn through a hypodermic needle sampler into individually evacuated vials fitted with septa, thus preventing oxygen contamination. Water quality was also monitored in the saturated tailings, underlying colluvial aquifer, and weathered andesite bedrock.

INTRODUCTION In any large earth-moving operation, good planning and management are necessary to complete the operational tasks promptly and successfully. When an earth moving operation is complicated by radioactive contaminants, normal earth moving techniques and procedures must be modified. Any planning and management, therefore, must include the radiological aspects of the operation. It was found that the radiological aspects dominated most of the planning and management activities and were extended to all facets of the decontamination work at the former Shiprock uranium millsite. These planning aspects are discussed and their use to develop a work plan is described. The management aspects are discussed and their use to establish a management structure are also presented. PLANNING Some method of procedure, formulated beforehand, was necessary to govern the decontamination work at the former Shiprock uranium millsite. This procedure was expressed in the form of a work plan which served several listed purposes. 1. It defined the work to be done and the sequence it would follow. 2. It was used as a yardstick to measure progress. 3. It was used to assign organizational responsibilities. Several factors were considered to aid in the development of the plan. These factors are discussed below: Goals It was established that radiation exposure was occurring to persons working at the millsite, and in an around the community of Shiprock, from airborne radioactive mill wastes and radon-222 exhaling from the tailings piles. The goal set for the decontamination work was to reduce on-site exposures to levels acceptable for the millsite occupants. The attainment of this goal would also have a substantial impact in reducing off-site exposures. The objectives necessary to achieve the goal were consolidation and containment of the wastes. The former objective implies decontamination of the millsite and environs, and the later implies stabilization of the wastes. In practice, a total and complete decontamination of the millsite and contaminated environs would be very difficult and costly. The costs for decontaminating them could be high enough that an alternative method might be more cost-effective for reducing human exposures (i.e, move the affected people away from the source). The interim guide "Radiological Criteria for the Decontamination of Inactive Uranium Millsites" was used for the decontamination criteria (EPA 74). Briefly, the criteria state that off-pile decontamination should be effective enough to reduce the net above ground exposure rate to less than 10 [u]R/hr for unrestricted use of the affected area. When decontamination cannot readily be achieved, the exposure rate levels could be relaxed to 40 [u]R/hr; however, the affected area has to be restricted. The second objective, waste containment, means isolating the wastes from the biosphere. Since no method of containment was available at the beginning of the millsite decontamination effort, temporary containment (interim stabilzation) became the objective. The tailings pile and decontamination wastes would be covered with clean fill. The interim stabilization should last from 5 to 10 years until the final disposition of the wastes will occur. The goal, therefore, would be achieved by decontaminating the off-pile areas to less than 10 uR/hr where practical. The decontamination wastes would be used to plate the surface of the tailings pile and would be covered with clean fill. Radiological Survey The radiologial survey is the key factor for planning a decontamination activity. The survey should delineate the spread and depth of the contaminants relative to the decontamination criteria. Surface wastes, in general, can be evaluated for spread and depth with reasonable radiation survey equipment. Subsurface wastes on the other hand can be missed entirely, as happened during the radiation survey at the Shiprock site, although numerous exploration holes were bored and dug. The survey results can be used to define areas that may not be amenable to decontamination because of complications or safety reasons. For example, no decontamination of the bluff base was to be attempted because of the possibility the bluff might collapse on the personnel and equipment. Contaminated bottoms of decant ponds on the flood plain were not removed because they would be slurried by ground water. Slurry removal was deemed inefficient because the contaminants would be scattered and no equipment was available for its transport. Comminution and/or scrubbing for liberation, coupled with separation of the liberated particles, is known as soil washing. Other metallurgical unit operations have found application in remediation and recycling: size classification, gravity concentration, flotation, magnetic and electrostatic separation, eddy current separation, and liquid/solid separation. This paper presents specific examples of the use of these technologies to clean up contaminated soils and plant residues, and to recycle valuable materials from waste streams.

"SUMMARY Investigations from tunnel face are part of risk mitigation measures during the excavation works. With the tunnel equipment, percussion drillings of up to 30-40m can be achieved. Core drillings are state of art method for investigation exceeding 50m. At Koralm base tunnel, up to 270m deep percussion drillings were performed with drilling rigs and accompanied by an intensive investigation program. These investigations consisted of monitoring during the drilling, field tests (with packer, using the preventer, borehole imaging) and in laboratory. Percussion drillings are cheaper and save time of interruption of the excavation progress. INTRODUCTION As part of a proper risk management, horizontal advance drillings during excavation of underground works can be seen as state of art and meet wide acceptance. Core drillings, deep and shallow percussion drillings can be differed. The selection of the type of drilling, meanwhile, causes intensive discussions. On the one hand, only a core drilling allows a direct investigation of the rock mass expected during later excavation works. On the other hand core drillings are expensive in both cost and time – if there is no excavation progress during the investigation measures – in construction time. Percussion drillings can be performed as rapid investigation measure with the excavation equipment (“Jumbo”) allowing two dimensional image of the ground around the cross section. There is some limitation concerning a reasonable depth of approximately 30m and a borehole diameter of 76mm. The applications of preventer, packer or borehole imaging are hardly applicable. By use of a drilling rig depths of percussion drillings of several hundred meters can be achieved relative easily and there is less limitation of the borehole diameter. Installation of a preventer is possible, as well as packer tests and borehole measurements (imaging, gyroscope, borehole geophysics). The gap of information between core and percussion drilling cannot be closed completely, but it can be reduced substantially and sufficiently by combination of an intensive program of measurements and analysis accompanying the investigation works."

Introduction The frigid regions of Canada's high arctic islands are well-known for major oil and gas explorations. But mining leads the way in development. Cominco Ltd.'s Polaris mine is in its second full year of commercial production, and outstripping the rated production capacity foreseen by its planners. The Polaris mine is located on the shore of Little Cornwallis Island, near the settlement of Resolute Bay. The mine property is compact. It occupies about 3 km2 (0.5 sq miles) of the vast Arctic landscape. A number of mining and technological firsts were necessary to bring a mine into production at this 76° North latitude. Development constraints that had to be overcome included climate, remote location, and the limited ice-free shipping season. Construction of the entire process plant and ancillary facilities took place on a barge in the South where labor and supplies are plentiful. The plant was towed through ice-strewn waters to its permanent location at the mine site 1450 km (900 miles) from the North Pole. Freighters moved the first shipments to the South during ice break-up in late summer 1982. Most of the zinc concentrate is sold to European smelters. The remainder is tolled at a custom smelter in Europe, and the resulting metal is sold by Cominco. Lead concentrate is sold to European smelters. The mine was designed to produce 177 kt/a (195,000 stpy) of zinc concentrate and 41 kt/a (45,000 stpy) of lead concentrate. Actual production in 1983 was considerably greater, with both mill throughput and feed grades being higher than forecast. Production was 217 kt (239,300 st) of zinc concentrate and 51 kt (56,300 st) of lead concentrate. Average milling rate was 2.3 kt/d (2500 stpd), well above the designed capacity of 2.1 kt/d of (2300 stpd). Arctic Climate Extremes The climate is typical of the Arctic: very dry with short, cool summers and long, cold winters. From November through February, there is continuous darkness. Continuous daylight prevails from April to August. Precipitation is light, rivaling the Sahara desert at about 127 mm (5 in.) of rain and snow a year. An almost continual wind forms deep snow drifts against any obstacle on the ground. Temperatures range from a winter low of about -50°C (-58°F) to a relatively pleasant 15°C (59°F) during sunny days in August. Freeze-up begins in September and ice thickness increases from less than 0.3 m (1 ft) in early October to a maximum of about 2.1 m (7 ft) in May. A sizable surface mining industry exists in Western Canada. There are the surface coal mines in the provinces of Alberta, British Columbia, and Saskatchewan producing the bulk of Canadian Coal. The two oil sands plants in Fort McMurray, Alberta producing synthetic crude oil are surface mining operations. Much of the metalliferous mining in British Columbia is carried out by open pit methods. This paper discusses the current surface mining methods in both of these industries with particular reference to Alberta. Issues relating to environmental impact assessment, mine reclamation and mine site closure have been dealt with.

INTRODUCTION Uranium production in Saskatchewan commenced in 1953 at the Eldorado Nuclear Mine in the Beaverlodge area of North Saskatchewan, followed over the next few years by nineteen other smaller mining operations. Production rose from 453 600 to 2 721 600 kg per annum by 1958. Over supply and the closure of the U.S. market to Canadian uranium led to an equally rapid decline to an annual production which varied from 453 600 to 907 200 kg during the years 1964 to 1976. As the market strengthened there was a resurgence of the Saskatchewan industry and production from one underground and two open pit mines reached 2 809 000 kg in 1980 for a return of 232 000 000 dollars (Table 1). [ ] Future output will be increased by a potential 4 536 000 kg from the Key Lake mine now under construction and scheduled to commence production in 1983. Three other projects are in an advanced stage of planning and are currently in the regulatory review process. Several other prospects are being evaluated. Figure 1 shows the location of uranium mines in Saskatchewan and table 2 illustrates the present status of uranium mines and deposits in Saskatchewan. At present, 1400 workers are employed directly by the uranium mining industry. Saskatchewan has diverse mining conditions ranging from the underground mine of Eldorado Nuclear Limited 1870 m deep with a low grade ore deposit averaging from 0.17-0.20% with extraction by carbonate leaching through an open pit operated by Gulf Minerals with a moderate depth of 110 m and 0.37-0.5% grade to the shallow open pit of Cluff Mining 30 m deep with a very high average ore grade of 7.0%. Extraction at both open pits utilizes acid leach extraction processes, the latter after gravimetric separation. Key Lake mining has commenced development of the next mine to come into production which will have two open pits to a depth of 80 and 175 m with an average 3% grade to be followed by the deep open pit of Canada Wide Mines Ltd. to a depth of 205 m with average grade of 1.5%. One existing mine will transfer its operation from the present open pit to another of slightly higher average grade. From the Saskatchewan point of view, these different operating conditions present varied problems associated with occupational health and safety and concomitant solutions to reducing worker exposure to radiation. REGULATION OF URANIUM MINES In 1946, the Government of Canada enacted the Atomic Energy Control Act which established the Atomic Energy Control Board (AECB) and vested in that board powers to regulate all aspects of uranium mining. In the early years, the AECB relied heavily on provincial occupational health and safety agencies for the surveillance of uranium mining and milling operations, particularly with regard to "conventional" occupational health and safety, the AECB having at the time no specific regulations covering the mining industry. There has been considerable dialogue between federal and provincial governments since, traditionally, occupational health and safety is a provincial jurisdiction. Saskatchewan is strongly opposed to the intrusion of the federal government into the provincial domain, particularly as there is little justification for a federal presence in occupational health and safety in uranium mining and milling. The province does, however, accept the need for federal involvement in certain aspects of the regulation of nuclear industry, for example, international sales, research and security of reserves for domestic use.

Ore was first discovered at the Kidd Creek mine site during the first few days of December 1963 when a diamond drill hole there cut sulfide mineralization. This event marked the end of the search started 11 years earlier with the conception of a geological idea. Economic forces provided the stimulus needed for the application of this idea but other-events, and legal considerations, also played arole in delaying the ultimate discovery. The location of Kidd Creek is shown in Fig. 1. Management of the then Texas Gulf Sulphur Co. had become concerned in 1951 at the company's declining reserves of native sulfur in Texas. This problem was to be alleviated by new discoveries and development of methods to recover sulfur from sour gas. At the time, however, the solution appeared to lie in the recovery of sulfur from pyritic ores. Canada was chosen as the best country in which to find these ores. Walter Holyk was hired in 1951 to conduct the search. By 1952, he was working in the area near Sherbrooke, Quebec, known as the "Eastern Townships" where mineralization consisting of base metal sulfides in volcanic rocks has long been known. His observations here led him to the then revolutionary conclusion that such mineralization could have formed as part of the volcanic process and not, as was generally supposed at the time, by replacement. On learning of the discovery of similar mineralization near Bathurst, NB, he moved there in the spring of 1953. He was able to utilize his new concept and found the Half-Mile Lake sulfide deposit.

The advent of inexpensive computers has opened vast opportunities for improved planning and control of capital projects. The mining and mineral processing industries have welcomed the opportunity, and new and improved quantitative management techniques have abounded. This chapter will discuss commonly used computer applications for economic justification of the project, preparation of the cost estimate, planning the work schedule, monitoring work progress, and control of costs and productivity. Finally, there is a review of the degree to which the industry uses these applications. Our experience suggests that while we in the industry have been quick to adopt the new techniques, the quality of our input data has not always kept pace. During the next decade, our push should be toward improving the quality of the basic data and assumptions so that we can fully benefit from the sophisticated techniques. The GIGO (garbage in, garbage out) principle is a wellworn cliche, but it is especially valid here. One of the keys to getting good input is commitment. Unless the managers who are to use or benefit from the system are committed to it, the effort will fail. They must be com- mitted to the underlying principles of planning and control sufficiently to expend their time and resources on them; planning should be especially given emphasis. They can't be too busy to plan.

"Reiche Zeche is a lead-zinc-silver deposit in Freiberg, Germany, that was mined for over 800 years. Since 1969, Reiche Zeche has been a teaching and research mine with numerous adits for dewatering large amounts of inflowing water. Infrequent metal water quality monitoring in the 1980-1990s and flooding of the mine in 2002 led to a lack of relevant data. New measurements were taken at different level adits and ore veins for comparison to historical values, revealing pH levels as low as 1.95, conductivity as high as 22000 µS/cm, and an overall trend towards less acidic waters. INTRODUCTION Reiche Zeche is part of the Himmelfahrt Fundgrube, a former iron ore mine in Freiberg, Germany, in the Erzgebirge mining region of Saxony. The polymetallic sulfide ore found in Freiberg was mined from 1168 to 1969, and though it is no longer producing ore, Reiche Zeche remains as a teaching and research mine for the Technische Universität Bergakademie Freiberg. The most important ore minerals mined were sphalerite, galena, pyrite, chalcopyrite, and silver, and important gangue minerals include calcite, fluorite, barite, siderite, and quartz (Zänker et al 2002). Over one thousand ore loads were mined from this region during operation, which was ceased in 1969 after the lower part of the 700 meter depth was flooded, leaving only the top 200 meters under the surface open for research and teaching. Mined materials from this region can be separated into high grade ore and waste rock. High grade ore, composed of pyrite, sphalerite, galena, chalcopyrite, and arsenopyrite, was brought to surface for smelting during mine operation, and spaces were backfilled with waste rock, which is the primary site of sulfide oxidation and acid mine drainage (Haubrich and Tichomirowa 2002). The waste rock includes remnants of ore from ore loss, veins which were too small to mine, or ore minerals within host rock. Waste rock is primarily composed of biotite gneiss, with sulfides including jarosite, gypsum, minor anglesite, scorodite, and sulfur (Haubrich and Tichomirowa 2002). When weathered, the gneiss forms clay minerals such as illite and kaolinite (Haubrich and Tichomirowa 2002)."
