In the United States, the occurrence of underground mine fires/explosions continue to decrease; however, they pose great danger to the miners and any subsequent mine rescue teams and/or fire brigades. Tragically, 19 coal miners lost their lives in 2006 at fires or explosions. Fires/explosions can devastate a mine and cause its permanent closure. It is vitally important to obtain accurate information on the gas content (concentration and composition) of the mine atmosphere after the event so that appropriate action can be instituted to rescue any trapped miners while not exposing the mine rescue teams to unnecessary hazards. Additionally, the fire fighting techniques (spraying water, sealing, etc.) will be dictated by the gas content. Finally, the gas content will determine when it is safe to recover the mine. The gas content of the air can be determined using detector tubes, handheld instruments, portable instruments, or gas chromatographs. No single instrument is suitable for all analyses. Each type of instrument has its advantages and disadvantages. This paper discusses these attributes.

The safe evacuation of miners during an emergency in the shortest amount of time is one of the most essential features of a mining operation. Despite advancements in mine evacuation research, the usage of mine vehicles during evacuation has not been considered. The majority of recent studies have been done on miners’ evacuation on foot. Mathematical formulations including Minimum Cost Network Flow (MCNF) models, Dijkstra's algorithm, Floyd-Warshall algorithm, and Ant Colony Optimization models have been used to solve mine evacuation problems. These models, which concentrate on determining the shortest escape routes during the evacuation, have been found to be computationally expensive and may not offer the best solutions in some cases. The goal of this paper is to incorporate light vehicles in the evacuation process using a mixed-integer programming approach. The methodology aims to minimize the total time required to evacuate the mine, ensuring minimal exposure of the miners to the adverse conditions that triggered the evacuation.

While computer assisted engineering, design, and planning have been accepted as tools for specific technical and engineering jobs within the industry, integrating mine-wide monitoring and control systems into mining operations has been slow. This paper reviews the state of the art of mine monitoring and control systems and provides insights into future trends and developments.

The emphasis in this paper is focussed on dry bulk car go or the same cargo converted to slurry form for ease of handling. It is this type of cargo which is of primary interest to the mining industry whose products it represents to a large extent. The design problems associated with the handling of liquid bulk and of unitized cargo are sufficiently different to be treated separately. This paper then will consider the port handling facilities of dry bulk commodities as part of a system consisting of (1) the movement of products to the port area, (2) the movement of products out of the port area and (3) the handling of products within the port area itself. Expanding within these three components of the total transportation system, the paper will discuss the various difficulties encountered concerning the mode of transport into the port area and the method of handling product from transport to stockpile. Secondly, and before discussing the port area itself and in order to complete the conditions under which the port must operate, the movement of products out of the port area will be covered dealing with such items as the accommodation of the ship, problem associated with the very large ships, optimum berthing arrangements and the need to consider the various costs associated with the vessel. Finally the paper will review within the port or interface area such items as stockpiles, method of recovery, inventory control and an outline of the common design difficulties encountered. In all cases the relative influence on the total transportation costs of each of these dry bulk transportation system components will be considered.

Introduction Borne out of the need for reductions in capital expenditure and increased production, several new and innovative carbon systems have been developed for small precious metal heap leach operations throughout the United States. Perhaps the most important aspect of these systems is the carbon column. Though diverse in design, these columns can be categorized into three basic types. The first is known as the gravity flow type or Cortez type. As the name indicates, solution flows via gravity, throughout 4 to 6 columns which are arranged in a normally stepped con- figuration which is conventionally upflow in design. The second type, known as the vertical column, is an arrangement whereby flow is established through pressurization in an upward manner, throughout 4 to 6 columns in a vertically stacked configuration. This arrangement is typically intended for use with small portable heap leach operations and employs a semi-continuous mode thus preventing gravity from occurring. The third type and newest development in carbon columns is an arrangement whereby the solution flows throughout 4 to 6 columns placed in a side by side configuration and pressurized by a single feed pump (Figure 1). A unique aspect to the third type, is that the adsorb and desorb cycles are accomplished in the same column, due to a fixed carbon charge. An in-depth analysis is warranted due to numerous advantages of this arrangement, and is therefore the subject of this paper. Advantages and Variations One advantage to the third type of carbon column is the fact that initial capital expenditures and operating man- power requirements are reduced. Another advantage is that the system can be made fully portable up to a 0.0315 m3/s (500 gpm) capacity. Systems of this nature are operational at several sites. Above this flow rate, the system's portability is one which can be maintained, but disadvantages (i.e. larger diameter carbon column and greater weights) far outweigh the advantages. There are several variations in each of these systems which allow for unique operation. For example, carbon columns made highly portable, can be moved from unitized heap leach operations to central stripping facilities. Although this method has been used in Colorado, transportation of these units has been known to be quite cumbersome. If distances exceed 5 km (3.2 miles) then special front-end loaders are required. This limits heap locations to within 5 km (3.2 miles) of the central processing facility. Another example transports the carbon charge from the heap leach locations to a centralized processing facility; this method is quite effective. For the past 5 years one mine has employed this technique of transporting carbon in 907 kg (1 ton lots), in DOT containers, towed by company pick-ups. This operation uses a vertical column with a 907 kg (1 ton) carbon charge. A third example uses static carbon columns with fixed carbon charges. Carbon Adsorption System The carbon adsorption system (Figure 1) is fed by a single preg solution feed pump. This feed pump pushes the preg solution through all four to six fixed charged carbon columns, which are on line. The sequencing of the carbon columns is achieved using valves. Expansion of the carbon charge is dependent upon the carbon selected. The carbon typically used is a 6 x 12 mesh size, with a nominal flow rate of 0.00135 - 0.00138 m 3/s (22-25 gpm) per square foot of carbon, based on a 40% bed expansion. With 8 x 16 mesh size,

Mill tailings from skarn-type base metal deposits were studied in order to ascertain potential element mobility in response to weathering. Hypogene ore minerals are sphalerite, galena, and chalcopyrite, showing minor supergene oxidation to smithsonite, cerussite, and covellite. Gangue minerals are pyrite, pyrrhotite, magnetite, hematite, andradite and grossular gamet, hedenbergite, calcite, ankerite, and quartz. Foremost of the eleven tailing piles studied, the hypogene sulfide minerals show no or only incipient post-mining oxidation. Iron oxides and hydroxides form the main oxidation products in the tailings and are enriched in heavy metals. A distinction between pre-and post-mining oxide phases may be obtained based on petrographic observations which distinguish whole-grain versus partial grain replacement. Zn and Cd do not appear to be enriched in the weathering derived oxidation minerals and will be more easily leached from the tailings than other metals.

"Challenges have emerged as subway systems age and as new tunnels are bored in congested corridors or in high-risk environments. To help public transportation agencies address tunneling challenges, the American Public Transportation Association has convened numerous independent industry peer reviews composed of top experts in their fields to come together and provide recommendations and solutions. This paper provides case histories of peer reviews that include topics such as boring through toxic soils, boring underneath existing tunnels, retrofit of tunnel ventilation systems, and mitigation of water intrusion. Peer reviews are applicable to all tunnel projects worldwide. The paper will highlight the conditions of these challenges, peer review recommendations, steps taken to reach agreement, and the successes that resulted, which led to major changes, new legislation and reduction of risk. INTRODUCTION Public transit agencies face many challenges in maintaining and expanding safe transit operations, especially as systems age, ridership expands, and budgets remain flat. The development of new industry standards and federal safety regulations places further demands on transit systems, with compliance often taxing in-house resources. Studies of the state-of-good-repair across US public transit systems indicate a current backlog of $84 billion in maintenance projects, which will require an investment of $18.2 billion per year to eliminate the backlog by 2030[1]. Systems not in a state-of-good-repair may not operate efficiently, may not be available to meet the growing ridership demands, and may not meet required safety goals or reduction of risk. Innovation is another clear need transit agencies have for improving system performance and lowering operating costs.To meet these challenges, transit agencies often turn to industry peer reviews for guidance and recommendations as part of their overall strategy to maintain and grow the safe operation of their systems. As a service to its members, the American Public Transportation System (APTA) has developed an industry peer review program designed to give agencies opportunities to learn from each other and help them address challenges in operations, engineering design, and construction of their systems. Over the past 20 years, APTA has performed hundreds of peer reviews covering all aspects of transit system operations from fare collection to agency organization, project delivery methods to safety culture, and engineering design including tunneling and tunnel fire ventilation. As rail transit systems expand to meet increased ridership, it is often necessary to bore new tunnels for alignments in congested areas where surface rights-of-way are lacking. Such proposed alignments can pose significant challenges for transit agencies, as they contend with various tunneling problems."

In simpler times, construction was a cooperative undertaking. The frontier tradition of barn-raising is the construction equivalent of the academic ideal of a single student seated on a log with Horace Greeley. In a more complex world, ideals become more elusive. Still, it was only a generation ago that toll revenue bond financed projects generally involved a team composed of investment bankers, engineers, and construction contractors, who all shared a common objective -- to create something useful, at minimum cost and in minimum time, with fair compensation to all involved. In an increasingly contentious public climate, the team has too frequently been splintered into separate camps of owners, engineers, and contractors, who have lost the old objective of creation and have, under the guidance and control of the lawyers, substituted two new primary objectives: 1. To protect one's own skin. 2. To detect and punish culpable negligence of one of the other parties. This process has become so ludicrous that a number of thoughtful observers from all of the camps (including even some lawyers) have come to recognize that there must be a better way to undertake construction works than to use them as wrestling arenas. The road to improved contracting methods starts with mutual understanding of each other's problems and viewpoints. To this end, discussions such as this RETC session make a useful contribution. To

The Fence Lake Project is located in the Salt Lake coal field, an extension of the San Juan Basin. Geologic formations exposed in the Project area range in age from late Cretaceous to Quaternary. Coal is encountered in the Moreno Hill Formation (upper Cretaceous). Salt River Project (SRP) followed the basic textbook approach for the exploration, regional appraisal, detailed reconnaissance, detailed surface appraisal and three dimensional sampling (physical exploration). SRP is exploring this property as a potential fuel source for the Coronado Generating Station. Therefore, for the physical exploration stage, the quality sampling program was designed from a utility company viewpoint to determine possible impacts to the Station. Exploration drilling was completed in spring, 1982; September, 1982, and summer, 1984. Engineering, environmental, and land acquisition studies were added in the Summer, 1984 Program to more closely evaluate the potential Fence Lake Project coal supply option for the Coronado Generating Station. Studies, including drilling, are ongoing-at this time.

The City of New Haven is planning to construct the Downtown Storm Sewer Infrastructure Improvement project to mitigate on-going stormwater flooding in the Long Wharf District. The proposed project includes a 685 cubic feet per second (cfs) stormwater pump station and a 3,200 linear feet (975 meter) long tunnel segment with an internal diameter of 120-inches (3.05 meters). This paper presents the aspects of the final design and the use of the cloud-based data management software to make better data-informed decisions. The software was used to create a spatially aware database of the subsurface conditions, as well as improve visualization and analysis of the soil properties.

Ground control analysis and groundwater inflow assessments for underground coal mines require in-depth field investigations including, but not limited to, geological and geotechnical core logging, downhole geophysical logging, laboratory rock strength testing, and packer (Lugeon) testing. Field and laboratory data collection are time consuming and expensive, and an initial understanding of the expected trends among various geotechnical and hydrogeological parameters can assist with the planning and optimization of geotechnical characterization studies and grouting plans. In this study, a comprehensive database is analyzed, comprised of important rock mass characteristics (hydraulic conductivity, rock quality designation (RQD), and lithology) for coal-bearing rocks in the Central Appalachian Basin. Statistical analysis of the data is completed to establish an enhanced understanding of geotechnical and hydrogeological conditions expected to be encountered as underground coal mining passes near and beneath streams and rivers. The results of the study provide valuable reference material for the coal mining industry for completion of shaft installations, mine stream crossings, environmental assessments, and grouting and mine dewatering designs.

Close integration of mine planning and operation is a long-sought goal. Success is achieved in varying degrees depending upon mine complexity, size, and sophistication, but too often is more limited than desired. Despite tremendous strides in the development of computer-aided mine planning, digital plans usually must still be converted to error-prone paper maps and physical ground surveys for actual excavation and reclamation. However, advances in GPS, operator displays, and mobile computers now enable equipment operators to work directly from on-board digital plans. CAES offers reduced survey costs, faster field transition time and improved excavation accuracy coupled with faster, more informed decision making regarding key mining operations.

According to Darcy?s law, the rate of filtration should increase with increasing pressure drop across a filter cake. In centrifugal filtration, the driving pressure is created by the centrifugal forces applied in the free water on the surface of a filter cake. However, the pressure drop can become negative when the free water surface disappears, which makes it difficult to achieve low cake moistures. In hyperbaric centrifugal filtration, this problem is overcome using air pressure to restore the pressure differential. In the present work, various mineral and coal fines have been subjected to hyperbaric centrifugal filtration tests. The laboratory tests show that the moistures of various mineral fines, such as copper and zinc concentrates, phosphate, talc, kaolin clay, and precipitated calcium carbonate, can be reduced substantially below that achieved by conventional centrifuges. Similar promising results have also been obtained with various coal fines in laboratory and pilot-scale test programs and in full-scale plant demonstrations.

Water ice pillars far underground mine roof support can be frozen and/or maintained and/or melted on demand. The system to do this consists of a refrigeration brine chiller, brine circulation system and disposable plastic containers. Fusion expansion, resilience to dynamic loads, plastic deformation under stress, and non-contamination of coal or ore are unique properties of ice. Lower labor and material costs are economic advantages of ice far mine structural support. Ice brattices can become ice pillars on retreat. For safety, ice pillars can be placed (by remote control, if necessary) in hazardous sites without human entry.

Introduction Coal is the US's largest indigenous fossil fuel resource and is used to power 57% of this country's electrical generation (NCA, 1986). Congress, however, is focusing its attention on the acid rain issue and public sentiment is leaning toward further curtailments of SO2, NO, and particulates from utility and industrial coal-burning facilities. The Cool Water plant has proven that integrated-gasification-combined-cycle (IGCC) technology can reliably produce economical electrical power while limiting SO2, NOx, and particulates to a rate of only one-tenth of the federal New Source Performance Standards for coal-fired plants. Process water requirements at Cool Water are 40% less than those of a conventional coal-fired utility plant equipped with flue-gas desulfurization units for stack gas scrubbing, thus reducing waste water treatment requirements (Clark and Shorter, 1985). The IGCC technology employed at Cool Water has now been demonstrated to efficiently convert coal to electricity in an environmentally superior fashion. The Cool Water Coal Gasification Program is an unincorporated California association of six partners whose commitment is proving that the integration of gasification with combined cycle power production (IGCC) is commercially viable and environmentally safe. The 120 MW Cool Water plant began commercial production on June 24, 1984. The Program is operating it for a five-year commercial demonstration period. Water chemistry data were used to identify the sources of ground-water and surface-water inflow to the IOZ block cave mine. Water samples were collected to obtain vertical and lateral hydrochemical profiles within different levels of the underground workings. Water chemistry data were evaluated in conjunction with geologic and structural information to define controls on locations of ground-water inflows, and to select targets for drilling and interception of water. Drilling has intercepted water-producing zones that were previously unidentified through mapping and drilling. The program has resulted in a reduction in water inflows to the block cave area.

The National Institute for Occupational Safety and Health (NIOSH) has been conducting research related to unconventional gas wells positioned in abutment pillars associated with active longwall mining in Southwestern PA. The Ventilation and Explosion Prevention Team at NIOSH is working toward predicting and characterizing a hypothetical casing breach and its effect on the safety and health of mine workers, gas well workers, and the general public. An important aspect of this research is to distinguish coalbed gas from shale gas in the mine environment as an indicator of a casing breach. Another noncoal gas source exists in the region in the form of underground gas storage fields which also have the potential to migrate towards mine workings. During a potential gas breach, the addition of excess natural gas to coal mine environments will exceed the anticipated ventilation loading and can create a mine explosion hazard. A methodology has been developed to distinguish these gas sources. Gas samples from the three sources were analyzed by gas chromatography, and interpretive methods were applied to distinguish the populations graphically and statistically. Bivariate plots using the hydrocarbon index and the normalized molecular ratios showed that the sources occupy different regions of the graphs. All samples of non-coal gas contained under 2% CO2, and all coal samples included greater than this amount. A multivariate T-squared (T2) test analysis relating comparing data in pairs showed a low p-value (dimensionality parameter) and a high T2 test statistic for all comparisons, indicating that these sources are different and distinct gas populations. Ultimately, stakeholders from the mining and gas production industries can utilize this method to identify gas sources and a potential casing breach.

INTRODUCTION Radioactive deposits were observed in 1972 in some of the Upper Silesian coal mines. They were located mainly in the drains in galeries and on the inside surfaces of water pipes. They also caused some problems by accumulating in water pumps. It has been postulated that the deposits are produced by natural radioactive waters seeping from the rocks. Investigations were initiated to answer the following questions: - What is the composition and the amount of radioactivity in the deposits? - What radioisotopes are present in the water? - How are the radioactive deposits formed? - Do the radioactive waters also occur in other mines? - How does the radioactivity of the water depend on chemical composition? - What is the origin of the radioactive water? - Does the water and the deposits cause radiation hazards for miners? -How can the radiation hazard be reduced? METHODS OF MEASUREMENT Determination of Radium Isotopes in Water The commonly used methods of radium determination in water are either based on measurements of the radioactivity of 222Rn which is in equilibrium with 226Ra, or on the detection of alpha particles of the radium radioisotopes after chemical separation of radium from the water sample. The method based on radon activity measurements is very sensitive and does not require any chemical Separation, but it can be used for determination of 226Ra from the uranium series only, because the thorium daughter 220Rn has too short a half-life (55s to yield the required accuracy. The method developed by Goldin, 1961 [2] involved alpha-particle measurements in thin layers of RaS04 and BaS04 separated from the water. This method is not convenient for saline water and water with high barium concentration because the amount of barium carrier in this case is too large to obtain a thin layer of precipitate with sufficient activity. The Upper Silesian carboniferous waters are often saline with high barium content, so the method described by Goldin was not convenient for this case and it was necessary to change the detection system and modify the chemical preparation. The procedure developed by the authors for the determination of radium isotopes in water was as follows: - Depending on the Ba2+ content and the required sensitivity of measurement, a water sample of 200 cm3 to 3 dm3 was taken. - 10 cm3 of 0.25 M citric acid and 5 cm3 15M ammonia was added to form complex Ba2+ ions and avoid the immediate precipitation of BaSO4. (This was repeated as long as the addition of BaC12 did not form a precipitate.) - 1 cm3 of 1N solution of Pb(N03)2 as a carrier for radioactive isotopes of lead and 10 cm3 of 0.1 N BaC12 as a carrier for radium were added. - The sample was heated to the boiling point and the precipitation of RaS04, BaSO4 and PbS04 with 50% H2SO4 was carried out. - After several hours the sample was centrifuged and the precipitate was purified by washing with nitric acid and distilled water. - The precipitate was then redisolved in 20 cm3 0.125 M Na2EDTA and 3 cm3 6M ammonia and reprecipitated from the solution by dropwise addition of acetic acid to d pH of 4.5. At this value of pH, precipitation occurs only for the barium and radium sulfates, while lead and all other radioactive elements remain in the solution. The date and time of deposit precipitation was recorded. - The final barium-radium sulfate mixture was washed with distilled water and transferred to standard measurement vials. - Each vial containing a deposit had 6 cm3 of distilled water added and was then shaken vigorously. 12 cm3 of liquid gelling scintillator (INSTA-GEL UNISOLV-1 type) was then added and the vi 1 was shaken again. After a while the scintillator turns into a milky gel in which the deposit is uniformly distributed. - The standard sample of 226Ra was prepared in the same way. - The activity of the samples was measured using a liquid scintillation spectrometer. (In this case the TRICARB 3320 produced by Packard Instruments, was used). Tests run on standard radium solutions provided by Amersham Radiochemical Centre indicated that this method of measurement enables one to achieve an efficiency of almost 100% (within measurement error). For alpha particles no quenching effect was observed for the BaS04 concentration in the range up to 80 mg of BaS04 per 1 cm3 of liquid scintillator coctail (Fig. 1).
