Designing an underground nuclear waste repository is a complex process. Although many decisions are involved before the design is complete, the first three--what the target horizon is, what the underground boundary is, and where the entry point will be located--are important because they establish the basis for the entire repository design. Even more important than these decisions, however, is the data on which the decisions are based. Because the current data are limited, an aggressive data gathering program is needed during the next design phase to augment information about the intricate interplay among all facets of the repository design and the geologic medium in which the proposed repository is to be developed. Although unique to modern engineering enterprises, the challenges involved in designing a repository in the unsaturated zone are within current technology and engineering practices.

Introduction Grinding is the reduction of ore and similar raw materials to particle sizes below the practical limits of commercial crushing ma¬chines. This size is about 36 in. (1 cm), in most cases, although some finer crushing machines are in regular use. The feed size to grinding machines may range upward to S in. in rod mills, and 12 in. or more in autogenous mills. The finest particle sizes produced in mineral processing operations result from grinding. Ordinary grinding of brittle materials is the result of impacting, rolling, and abrasion of heavy bodies, moving freely under the influ¬ence of gravity. These falling and rolling grinding bodies, which are usually of metal, must be much heavier and larger than the ore parti¬cles they break. This weight relationship is usually in excess of 100: 1. The sustained fall of the grinding bodies is obtained by placing them, together with the rock particles they grind, in a rotating drum or cylinder with horizontal axis, called a tumbling mill. The mill is nearly half full of grinding bodies and ore particles, which may be fed into one end and exit from the other through hollow trunnions which usually serve as the mill bearings. The mill lining must be thick to absorb wear and rough to prevent excessive slippage of the charge. The breakage of brittle rock or ore is accomplished by compression. The compression may be a rapid impact, from the fall and roll of a grinding ball, or it may result from the relatively slow and constrained motion as in a jaw crusher. Breakage by shear is a secondary result of the compressive motion. Ordinary rock has an extremely heterogenous structure with innumerable zones of weakness in which cracks, fractures, and breakages can form. When a rock is subjected to com¬pression it deforms. If the compressive force exceeds a certain critical value an incipient crack appears in the most fragile zones of weakness. This crack tip may first form on the particle surface or in its interior. When the first crack tip forms the compressive stresses immediately surrounding it flow to it, and this concentration of forces extends the crack and splits the rock. Other adjacent cracks may form during this extremely rapid process. Because of the nature of brittle particles, the work done in breaking them consists essentially of the work input required to compress them to the point at which the first crack tip forms. Breakage requires no appreciable additional energy input be¬yond that required for the deformation, since the stress energy already imported to the rock flows to the crack tip and extends it to breakage. Types of Tumbling Mills The general term tumbling mill includes the rod mill, ball mill, pebble mill, autogenous mill, and tube mill. It is of cylindrical or cylindro-conical shape and rotates about its horizontal axis. Rotational speed, liner type, and size and shape of tumbling media are selected to provide the desired operating conditions for the specific grinding application. INTRODUCTION The tailings, or solid waste, remaining after uranium has been extracted from an ore and the liquid wastes associated with it contain both radioactive and other substances which, if released to the environment, may have a detrimental impact on man and his environment. Although the radioactivity of the waste is of natural origin, the mining and milling process results in bringing the radioactive ore to the surface, changing its chemical and physical form, increasing its mobility and, therefore, enhancing the potential radiological exposure to man. Exposure to radionuclides released from a tailings impoundment, while small as applied to any one generation, can be made large by counting far into the future, large enough to be the dominant source of exposure from the nuclear fuel cycle, Cunningham (1978). Increasingly it is being found that where the prime concern was initially the radionuclide releases, the release of other pollutants and contaminants may be of equal or greater concern. While there is a definite benefit, at least to present generations, resulting from the recovery of uranium, current and long-term concerns require that consequential present and future releases be kept as low as is reasonably achievable. Design practice, to minimize this release, is currently passing through a technical revolution; precipitated by public and institutional concerns. New techniques and methods are, therefore, being actively sought and continuously implemented. Because of the complexity of the pollutant release mechanisms and the sitespecific nature of each impoundment site and tailings product, a wide variety of site selection and design options have been implemented or considered. It is often possible to design a number of satisfactory tailings disposal schemes which differ widely in nature and cost. "This paper presents the evaluation Montana Tech completed for the Western Energy Company Rosebud Mine relating to the benefits of survey data collected using novel technologies over traditional methods for topographic surveys. These technologies include Unmanned Aircraft Systems (UAS), photogrammetry, and laser scanning/LIDAR. Utilizing these technologies, large areas such as reclamation areas and cast blasts can be surveyed in a timely manner for use by the mining operation. The areas that were evaluated were the improvements in the safety of employees and the time required to collect data. In addition, there is also a potential cost savings for the operation, all while not affecting the accuracy of the data that is collected. PROJECT BACKGROUND Accurate topographic survey data is critical to successful surface mining operations. It is used for mine planning and design as well as permit compliance. Currently, employees typically collect survey data using GPS equipment or total stations. These methods can be dangerous, as they require employees to work near large operating mobile equipment, edge of high walls, and on piles of stacked steep-sloped loose material. Aerial and satellite photographs, performed by a contractor, can be used to obtain some of this information, but it is expensive and may not be attainable during overcast conditions. Montana Tech, along with the Rosebud Mine, conducted research on the accuracy, cost, and other benefits of survey data collected using novel technologies. Some of the methods studied include, but are not limited to, Unmanned Aerial Systems (UAS) or Vehicles (UAV), photogrammetry, and laser scanning. These methods were evaluated to determine if these technologies provide mining companies with a safer, cost effective, and accurate method to collect data for surface mining operations. The project scope was to evaluate various surveying techniques to determine which techniques would be applicable for the Rosebud Mine and complete a trade-off study comparing the new techniques with currently used methods. The trade-off study included an analysis of the technological differences between the methods, safety and legal considerations for the new techniques, operational limits, and the costs associated with each technique. Working with the Rosebud Mine team, techniques were selected for field trial and accuracy comparison. This paper presents a literature review of applicable technical papers and a summary of the Federal Aviation Administration regulations for UAS, followed by a study comparing conventional GPS topographic surveys with UAS based systems and laser scanning systems. The comparison of the various methods was broken into the following four categories: operator safety analysis, time comparison, survey accuracy, and cost analysis. After all of these portions of comparison were completed a recommendation was provided based on the evaluation that was performed."

Published subsidence data for the western United States is limited in comparison with data for the east. This paper summarizes the results of a subsidence monitoring program above two longwall panels at the Foidel Creek Mine located in northwest Colorado. The monitoring area is characterized by overburden ranging from 1000 ft to 1100 ft in thickness. The surface slope parallels the dip of the bedding at approximately 5 deg. Average mining height is 9 ft. Smax averaged 3.4 ft. Draw angles averaged 15 deg for up-dip ribsides and 19 deg for down-dip ribsides. A site-specific profile function is developed from the data.

"Highwall miners continue to be implemented by operations to increase recovery, improve margins, and justify higher stripping ratios as high quality surface reserves become increasingly rare. Many times, operations facilitate projected underground operations by leaving an intact highwall for development purposes. These facts result in larger highwalls that are left standing for increased periods of time prior to reclamation. As a consequence, worker exposure and risk is also elevated, resulting in higher potential for accidents or fatalities relating to surface highwalls. Highwall stability is a complex issue, dependent on both geologic and mining factors. Dynamic numerical modeling offers the capability to assess possible stability issues related to blasting-induced ground vibrations. Research has been conducted to evaluate the effect of highwall stability due to ground vibrations from blasting events. Additionally, the relationship of amplitude and frequency, and their impact on highwall stability is investigated. The results of this modeling indicate that amplitude has little impact on stability. However, frequency has a significant impact on highwall stability. INTRODUCTION The number of mining fatalities has declined since 2010, and 2016 is currently on pace to continue this trend (MSHA 2016). This decline can be directly correlated to the decline in surface mining activity and the overall decline of the coal industry. However, since 2002 the percentage of surface coal mine fatalities associated with highwall activities remains relatively high, constituting approximately 15% of all surface mine fatalities. 2014 was the first year with a highwall failure fatality since 2011. Most recent surface coal mining fatalities are associated with machinery and haulage. Table 1 provides a summary of the total surface coal mining fatalities, and the number of highwall failure fatalities dating back to 2010.Highwall stability is a complex issue, dependent upon geology and geologic discontinuities within the rock mass, along with highwall geometry, standing time, and applied stresses. Another possible concern that has not been previously investigated is the effect of blasting-induced stresses on highwall stability and the stability of web/barrier pillar systems as a result of ground vibrations from blasting events. Many modern surface coal mines employ numerous extraction fronts that rely on blasting for primary rock breakage. This results in highwall and highwall pillar systems experiencing blasting-induced stresses of many different types and magnitudes."

The Bailey mining complex is located in Greene County, PA in the valley of Talley Run, a small stream tributary to the Enlow Fork of Wheeling Creek as shown on the location map insert found on Figure 1. The Bailey complex includes two Pittsburgh No. 8 Seam deep mines (Bailey and Bailey #2), a coal preparation plant, and two refuse areas (for disposal of coarse and fine processing waste). Clean coal is shipped from the complex via a 24.15 km (15 mile) rail spur, which connects to the Monongahela Railroad in Waynesburg, PA. In early 1981, Consolidation Coal Company (Consol) began a permitting effort aimed at beginning construction of Bailey, the largest underground coal mining complex to be built to date in the United States. Construction of the Bailey Mine began in December, 1981, less than six (6) months following the first application submittal. Clean coal was produced by the Bailey Preparation Plant in September, 1984. Effective project planning, including early formulation of a project planning team, identification of "red flag" issues, innovative responses to environmental questions and development of environmentally sound project designs, all contributed to the relatively quick permitting at Bailey.

The existing Central City Tunnel was built primarily in the 1930s with a small portion as old as the 1880s. It conveys stormwater in downtown Minneapolis. It is a 4,400-ft long tunnel located 80 feet underground. The Central City Tunnel has experienced surcharging and surface overflows during heavy rainfall events. This paper presents the details of tunnel and shaft design for the new Central City Parallel Tunnel to mitigate the overflows. The design considered hydraulics and geotechnical engineering for the structural geologic conditions including the weak Saint Peter Sandstone and overlying strong Platteville Limestone. Ground conditions resulted in tunnel designs including large flat-back box tunnels and unique cathedral-shaped tunnel sections.

Introduction The Relief Canyon gold deposit is about 24 km (15 miles) east of Lovelock at the south end of the Humboldt Range in northwestern Nevada. The deposit, is in the Relief-Antelope Springs mining district, which has historically produced silver, antimony, and mercury. There is, however, no mention in the literature of commercial gold production. Fluorite prospects at the gold deposit site have had no reported production. At Relief Canyon, the Late Triassic Grass Valley formation overlies and is in fault contact with the Late Triassic Natchez Pass formation. Epithermal disseminated gold mineralization is found within the various types of fault breccia between these two formations. Geology The Natchez Pass formation of Late Middle to Late Triassic age is composed of more than 300 m (985 ft) of massive gray to dark gray locally carbonaceous dolomitic limestone. Some minor beds of shale and siltstone up to 1 m (3 ft) thick are found in the project area. The limestone is locally silty or sandy. The color of this formation below the oxidation base ranges from gray to black and appears to be a function of carbon content. The Grass Valley formation of Late Triassic age is composed of more than 200 m (655 ft) of interbedded units of thinly parted argillite, hard gray to brown quartzite, siltstone, and shale. Within the oxidation zone, these units are olive gray. A few beds within this formation are slightly calcareous and a number of sections, especially those containing shale, are dolomitic. Below the oxidation zone, the quartzite beds are often slightly carbonaceous and the argillite, siltstone, and shale beds are often highly carbonaceous, giving them a black color. Two types of intrusive rocks have been recognized at the Relief Canyon deposit. Both appear to predate mineralization. Fine to moderately fine grained quartz monzonite dikes, up to 3 m (10 ft) thick, were encountered in several drill holes. In a number of intervals, these dikes have undergone either propylitic or argillic alteration. The age of these types of dikes is not known. It appears, however, that they are either Jurassic or Cretaceous. No gold mineralization has been found in this type of dike. Diabase dikes were also encountered in a number of drill holes. These dikes have almost always been propylitically altered. Although the exact age of the diabase dikes is not known, they are probably equivalent in age to the quartz monzonite dikes. Quaternary alluvium is found forming fans at the base of steep slopes and as recent fill in present day drainages. The alluvium is composed of either Natchez Pass limestone or Grass Valley quartzite and siltstone, depending on which unit served as the bedrock source. A significant portion of the Relief Canyon deposit is covered by Quaternary alluvium. Figure 1 shows a generalized geologic map of the Relief Canyon area. At the deposit's site, the Grass Valley formation appears to have been thrust over the Natchez Pass formation. The age of the thrust is probably correlatable with the Nevadan Orogeny, which gives it a Jurassic-Cretaceous age. The general strike of the thrust, referred to as the Relief Fault, is in a northwest direction. The strike of the bedding of both the Natchez Pass and Grass Valley formations roughly parallel the strike of the Relief Fault. The general dip of both the Natchez Pass and Grass Valley formations is in a southwest direction. The general dip of the Relief Fault, in the area of the Relief Canyon gold deposit, varies and has the appearance of a northeast-southeast striking anticline that plunges in a southwest direction. A small fold perpendicular to the plunge of this anticline forms a dome over the southerly portion of the Relief Canyon deposit. A number of northeast and northwest trending normal faults slightly offset the Relief Fault. Because of their small displacement, they are not shown on the generalized map. Gold Mineralization Gold mineralization occurs along the highly brecciated fault contact between the Natchez Pass and Grass Valley formations. Weak gold mineralization often occurs up to 2 m (6.5 ft) above the thrust in the Grass Valley formation. Most of the ore grade mineralization, however, is present below the Grass

Within the national and international strategy of the German based construction company HOCHTIEF, the majority of its business units is equipped with the comprehensive software package ARISTOTELES. This software is a powerful business information system for all accounting and controlling related processes in medium-sized and large construction and other related companies. Due to the complexity of the software, time constraints, and limited financial resources an implementation of this software package requires thorough project management. In this paper the relevant elements of project management are outlined based on practical experiences gained during this international IT - implementation project. Special emphasis is directed to the identification and management of potential risks. In this case particular acknowledgement was given to the multinational nature of the project and modernization of the business. This includes thorough reorganization of the company, significant changes of job requirements, and substantial trainings for its employees. At the same time key success factors like knowledge transfer, adoption of Czech legal requirements, commitment of management, networked thinking, and integrated project planning come into play. The costs for implementation had to be carefully evaluated because the software was implemented in a country with a considerably low cost I price level. All these impacts to the business had to be managed within the scope of transformation of business and political environment from socialist to market driven economy.

The application of remote sensing for environmental measurements is already being utilized. Aircraft mounted imaging spectroscopy has been utilized to evaluate areas of historical mining operations as well as active mine sites. To the extent that remote sensing can provide more sensitive, cost effective, and timely monitoring potential, the technology is of interest to the industry. Questions remain about the application and validation of the data and the availability of the technology in the private sector. This presentation will discuss some of the potential uses, benefits, and concerns related to remote sensing and efforts to monitor the technology's development.

These encompass all adverse effects of oil shale mining, processing, and ancillary developments on the environment. Specific problems concern: land, vegetation, wildlife, water, air, population growth, aesthetics and public emotion; and fall into four categories of: land, water, air and emotion. Land includes excavations, spent shale disposal, loss of vegetation and impact on wildlife and domestic grazing, plant sites, buildings and roads, necessary urbanization and the total aesthetic or visual Impact. Water considerations are: requirements for Industrial and domestic supplies, adverse effect of underground water on mining, avoidance of pollution or adverse effect on surface or near-surface water, and the utilization or safe disposal of liquids. Air problems include dust, smoke and stack gas, Public emotional problems include reaction to the above problems, and misconceptions of oil shale country and an oil shale Industry. Government and industry are aware of the problems, and are seeking solutions. Last year, the three affected states studied oil shale environmental problems and solution costs. Colorado estimated environmental costs would add approximately 7% to construction and 7% to operation. The report suggested research in: (1) Water availability and impact; (2) Disturbed lands revegetation and rehabilitation, including spent shale; (3) Environmental inventory and impact; and (4) Regional development and land use planning. Governor Love appointed a 47-person committee representing Industry, government and environmentalists to attack the problems. Research pro-posals were prepared to focus on each problem. $715,000 state, federal and industry money is being committed. Results should provide data for industrial solutions and equitable agency administration.

In 1991, LTV Steel Mining Company decided to close an open pit taconite mine in northeastern Minnesota, using a passive treatment approach consisting of limiting infiltration into the stockpiles and wetland treatment to remove metals. Over 50 million metric tons of sulfide-containing waste had been stockpiled adjacent to the mine during its 30 years of operation. Drainage from the stockpiles contained elevated levels of copper, nickel, cobalt and zinc. Nickel is the major trace metal in the drainages, and prior to closure annual median concentrations ranged from 1.5-50 mg/L. Copper, cobalt and zinc are also present but are generally less than 5% of the nickel values. Median pH ranges from 5.0 to 7.5, but most of the stockpile drainages have pH greater than 6.5. Based on the chemical composition of each stockpile, a cover material was selected. The higher the potential a stockpile had to produce acid drainage, the lower the permeability of the capping material required. Covers ranged from overburden soil removed at the mine to a flexible plastic liner. Predictions of the reduction in infiltration ranged from 40% for the native soil to over 90% for the plastic liner. Five constructed wetlands have been installed since 1992, and have removed 60-90% of the nickel in the drainages. Total capital costs for all the infiltration reduction and wetlands exceeded $6.5 million, but maintenance costs are less than 1 % of those for an active treatment plant. Since mine drainage problems can continue for over a hundred years, the lower annual operating costs should pay for the construction of the wetland treatment systems within seven years.

A booster fan is an underground fan installed in series with a main surface fan and used to boost the air pressure of the ventilation air passing through it. To accomplish this objective, the fan is installed in a permanent stopping and equipped with airlock doors, a monitoring system, and interlocking devices between main and booster fan controls. The stopping and doors are used to prevent flow recirculation, and the monitors to ensure safe operation of the fan. A booster fan, properly sized and sited, can be used to create safe work conditions and allow the extraction of minerals from areas that would otherwise be uneconomic to mine. In deep and large mines with heavy emissions of air contaminants, the required quantities of air can only be supplied by using high pressure fans. These fans will inevitably induce significant losses of fresh airflow through the stoppings and doors. For well defined ventilation circuits, booster fans can be used to decrease the main fan pressures and reduce the leakage flows. However, this will require a good understanding of the correct ventilation practice, from planning to operation and maintenance of booster fans. The objective of this study is to investigate the conditions under which booster fans can be used safely and efficiently in underground coal mines. Specifically, the study is directed at (1) collecting reliable information on airway resistances and flow requirements from two large U.S coal mines, (2) collecting fan performance data from one or more existing coal mine where booster fans are used regularly, (3) monitoring the performance of booster fans in a laboratory model and an experimental mine, (4) developing a booster fan selection method to assist the ventilation engineer at the planning stage, and (5) training six M.S. or Ph.D. graduate students in advanced mine ventilation.

The Blacklick Creek Watershed Association was awarded a $158,000 Growing Greener grant from the Pennsylvania Department of Environmental Protection in 2002 for the design and construction of a sulfate reducing bioreactor (SRBR) cell to treat acidic discharge from the Judy 14 abandoned underground coal mine near Indiana, PA. The vertical flow SRBR was designed to treat 38 liters per minute of MIW containing elevated concentrations of aluminum and iron. Other treatment systems at this site plugged due to aluminum precipitates; this problem did not occur in the SRBR. The bioreactor has been periodically overloaded with flows up to six times the design rate. To date, the only maintenance performed on the unit has been the addition of hay to the surface of the unit in response to less than expected performance. The periodic hay additions appear to have restored the SRBR to nearly post-construction levels. Since construction, the SRBR has treated about 136,000 cubic meters (36 million US gallons) of MIW.

This paper examines the cost elements associated with changes to gold mining practice over the last decade that result from the changes in environmental regulation and the heightened governmental and public awareness of environmental issues. The main experience base is Pegasus Gold Corporation's flagship mine, Zortman/Landusky, located in the Little Rocky Mountains of Phillips County, Montana. This operation was among the first mines that were permitted under the 1974 Montana Metal Mining Reclamation Act. In 1974, the Montana Metal Mine Reclamation Act was enacted, creating a permit system for metal and industrial mineral mines for the state of Montana. The act established the content of mine permit applications and defined parameters for the reclamation of mining disturbances. The Act can be viewed as implementing legislation for Article 9, Section 2, of Montana's Constitution, which provides that "all lands disturbed by the taking of natural resources shall be reclaimed." Pegasus Gold Corporation's Zortman/Landusky mine was among the first mines permitted under the new Act. In 1978, the initial permit applications were submitted for Zortman and Landusky, and a full Environmental Impact Statement was prepared by the Montana Department of State Lands; permits were issued in 1979. When opened later that year, the anticipated mine life for the combined Landusky and Zortman operations was approximately 18 years, based upon a proven and probable ore reserve of 43.2 million tons. Zortman/Landusky was the first large-scale heap leach gold mine in the United States. Its distinguishing feature was, and remains, a remarkably low ore grade, now .016 oz/ton. The ore is economic because it requires neither crushing nor agglomerating to leach effectively. Approximately two years after the initiation of the state's regulatory process, the Federal Land Policy Management Act (FLPMA) was enacted, establishing a mine regulatory framework for lands under the administration of the Bureau of Land Management.

Stillwater Mining Company is developing a second underground palladium and platinum mine approximately 21km (13 miles) west of their existing Nye operation in south central Montana. A 5650 meter (18,550-foot) tunnel is required to gain access to the ore bearing horizon (J-M Reef). Access and primary mine development can be accelerated through the use of two 4.6 meter (15-foot) diameter tunnelboring machines (TBM). One TBM was purchased new while the other was purchased used. Machine specifications, site support facilities, portal/launch chamber construction, TBM assembly, startup and operation are discussed in this paper.

An historic underground copper mine in Wyoming is discharging neutral but copper-laden water into a pristine creek. The EPA-deferred site qualifies for reclamation by the Wyoming Abandoned Mine Land (AML) program. The cleanup goal is to restore the discharge so that the creek can eventually support a trout fishery. Hydrological and geochemical investigations underground have suggested two sources of mine water: one clean and the other containing copper. Results of bench-and pilot-scale tests support the viability of using low-cost passive treatment techniques to reduce copper concentrations in the near-freezing mine discharge.

The advent of inexpensive computers has opened vast opportunities for improved planning and control of capital projects. The mining and mineral processing industries have welcomed the opportunity, and new and improved quantitative management techniques have abounded. This chapter will discuss commonly used computer applications for economic justification of the project, preparation of the cost estimate, planning the work schedule, monitoring work progress, and control of costs and productivity. Finally, there is a review of the degree to which the industry uses these applications. Our experience suggests that while we in the industry have been quick to adopt the new techniques, the quality of our input data has not always kept pace. During the next decade, our push should be toward improving the quality of the basic data and assumptions so that we can fully benefit from the sophisticated techniques. The GIGO (garbage in, garbage out) principle is a wellworn cliche, but it is especially valid here. One of the keys to getting good input is commitment. Unless the managers who are to use or benefit from the system are committed to it, the effort will fail. They must be com- mitted to the underlying principles of planning and control sufficiently to expend their time and resources on them; planning should be especially given emphasis. They can't be too busy to plan.
