"Acid mine drainage (AMD) has become a serious environmental problem in the mining industry in the last decade. Many efforts have been made in an attempt to find a better method to manage this problem in a proper manner, both through prevention and mitigation. One of the methods to prevent AMD generation is a dry dump cover system that has been proposed to minimize oxidation of sulphide waste rock in dumping sites. The performance of this system depends on the physical and geochemical stability of a barrier layer to minimize water and oxygen influx. In the mining industry, this barrier layer is formed by using Inert/Non Acid Forming (NAF) waste rocks to cover Potentially Acid Forming (PAF) underneath. However, the availability of NAF waste rocks, due to the geological condition, mining sequence and capability of equipment, is limited in some mines. This paper will discuss the acid generation mechanism, application of a cover system and its problem being faced in an Indonesian coal mine, and describe a preliminary laboratory result of a multi layer cover system in an attempt to overcome this problem."

A model has been developed to relate the velocities of seismic waves in unconsolidated permafrost to the porosity and the extent of freezing. The permafrost is idealized as an assemblage of spherical quartz grains imbedded in a matrix which itself is composed of spherical water inclusions in ice. The theory of Kuster and Toksöaz, based on wave-scattering considerations, is used to determine the effective elastic moduli, and hence the wave speeds. The model predicts Vp and Vs to be decreasing functions of both the porosity and the water/ice ratio, and Vp/Vs to be an increasing function of these two parameters. The theory has been applied to laboratory measurements of shear and compressional wave velocities in thirty-three permafrost samples from different sites in the North American Arctic. Although no direct measurements were made of the extents of freezing in these samples, the data are consistent with the predictions of the model. The theory can be used to infer the extent of freezing of the water in the pore spaces, based on knowledge of the porosity and either of the two wave speeds.

The insufficiency of Boolean Logic and ?hard? decision making to represent and manage spatial data in set with their spatial errors comprises a remarkable difficulty for widely accepted estimation procedures, in realistic planning of space geometric problems and management through a GIS. Fuzzy logic as well as other theories such as the theory of Probabilities, Bayesian theory etc., contribute substantially towards this direction. Data are accompanied by their accuracy and are managed through the applications and modules of Spatial Analysis, aiming to access a decision with known accuracy and fuzziness. As it concerns the cases of waste sanitary landfill sites designing, which are based on the construction of a bank, the problem shown by this paper, seems to be quite serious. The determination of the theoretical waste disposals body in the landfill is based on an uncertain Digital Elevation Model (DEM). As this model is a result of a procedure enclosing errors and inaccuracies, it is for certain a non - error free model. Thus, the geometric computation of the excavation quantities and the waste disposals solid body volume, misquotes the expected standard theoretical computation and imports the need to decide and set a risk level for the project.

A computer aided design software system for long range coal surface mine planning has been developed by the authors. The system is composed of two subsystems: a coal deposite sub- system and a long range mine planning system. The geological parameters are estimated and a grid model is formed, then a 3-D block model can be developed for mining design. The long range surface mine planning system is based on oriented graph simulation and combined approaches to seek for the optimal deign alternative. This mining model consists of a number of sub-models to realize mining design functions such as: calculation of mining volume and coal quality by graph scanning; determination of operational stripping ratio by interactive design; varification of annual coal production; delimitation and development of dumping site; optimization of material flow direction and volumes by Linear Programming; surface mine production scheduling by interactive iteration; etc. The software package was developed on PC computer 486. It features classified menu guide, module structure, figure and graph representation on the screen and flexible interactive functions. This system has been applied to an open cut coal mine and predicted functions have been obtained.

INTRODUCTION Tunnel construction has always been an extremely high risk form of contracting primarily due to the inaccessability of information concerning the ground conditions to be encountered during excavation. We certainly make every effort to overcome this problem through borings, geological research, site visits, etc.; but at best owners, engineers and contractors alike are only able to interpolate a relatively small amount of factual data from isolated sections of the project into a forecast of ground conditions for the entire project. In essence this becomes an "educated guessing game" with risk to reward ratios (and subsequently the bid price) in direct relationship to the contractor's confidence in the quality of the guess. In many instances it is economically or physically infeasible to obtain information and of course the total picture is never known until the project is complete. This problem effects the contract format as well as price. The contractor's ability to handle unforseen problems on the project become extremely important as to the project's overall success. The following pages contain an actual case history of a project which affords an excellent example of the entire spectrum of situations resulting from tunnel construction in difficult ground conditions.

INTRODUCTION The Wyodak Mine is located in the northern Powder River Basin of Wyoming and is thought to be the oldest continuously operating coal mine in the United States, having recorded yearly production since 1923. The mine has expanded over its 80-plus-year history from an underground room and pillar operation to a modem surface snip mine. Currently, the mine feeds four on-site power plants using conveyors, has a filly automated truck load-out, and ships coal by rail to nearby Wyoming power plants. Annual production of 4.8 MTFT is accomplished on a single-shift basis with 53 fill-time production, maintenance and administrative personnel. In 1990 a decision was made to modernize the coal feed system to the power plant complex with modular conveying equipment. The project involved constructing coal storage silos, overland conveyors, feeder breakers and modular conveyors to follow the mining benches. Total project cost in excess of $25 million was used to construe or commission: A 2,150-TPH 48-inch overland conveyor with horizontal curve A 2,150-TPH 48-inch plant feed conveyor 13 shuttle conveyors, each 150 feet in length 2 front-end loaders equipped with large coal buckets 2 crawler-mounted feeder breakers with compatible discharge conveyor 1 high-lift shuttle conveyor with adjustable discharge height 1 high-angle conveyor 2 4,500-ton coal silos with automated truck load- out capabilities. Conceptually, the plan was to develop 33 MTONS of reserve adjacent to the plant complex and use front-end loaders to tram ROM coal to in-pit feeder breakers. The primary crushing would reduce coal to 6-inch minus and feed through a series of shuttle conveyors to an overland supply conveyor. The overland conveyor would feed the secondary crusher, and the crushed product would be moved to any of four storage silos using conveyors. The in-pit crushing and conveying system is a unique fit for the power plants and provided many interesting challenges for the coal mine to overcome. System integration, maintenance windows, equipment availability and the like had a major role in engineering the system to a power plant complex having no emergency coal stock- pile and limited plant storage. In crediting the designers and operators, the in-pit conveying system at the Wyodak Mine has delivered coal to the power generators since 1994 with little or no downtime. ENGINEERING CONSIDERATIONS Yearly production for the mine is based on 3.5 MTPY which requires about 1,550 TPH on an 8 hour, one-shift- per-day, 5-days-per-week basis. Considering efficiencies for starting and stopping, crew transport, loader trams, and operational delays, a nominal conveyor feed rate of 2,150 TPH or 72% system utilization was used in engineering design application. This ton-per-hour basis is used to size and commission the remaining components of the in-pit system. Coal quality requirements also played a role in equipment selection. The mine reserve grades vertically and coal from Upper and Lower benches needed to be mixed in any given proportion. This required equipment to be filly variable and capable of producing all or part of the 2,150-ton-per-hour requirement. Bisecting the 80-foot- high coal face for quality required construction of a high lift module capable of reaching a single overland conveyor 40 to 50 feet above the pit floor. Designers built a high-lift, adjustable and portable module specific for this application Having two bench systems capable of each producing the required feed for the power plants required computerized control processes to control on-line production. RSLinx, RSLogix, and RSView were chosen as the communication and control software, and a Data Highway Plus serves as the communication backbone. Reduction bleaching is used to improve the brightness and color of the kaolin pigments sold to the paper and speciality industries. The bleach re¬duces the iron oxide associated with kaolin deposits to a colorless form by the following reaction: Na2S2O42+ 6Fe+3 + 4 H2O -> 2 NaHSO4 + 6Fe+2 + 6H+ (Conley et al., 1964). At present, sodium hydrosulfite is used by the kaolin industry as the reductive bleach. It is often purchased commercially as a liquid solution and added into an acidified slurry. Before the use of commercial sodium hydrosulfite, kaolin plants manufactured zinc hydrosulfite on site by adding zinc dust to sulfurous acid made by passing SO2 gas into water. This process was abandoned in the 1970s due to environmental concerns about zinc in waste waters. In the 1970s, Engelhard patented a process that made sodium hydrosulfate from an iron hydrosulfate (Tiethof, 1978). Difficulties with separating the iron hydroxide byproduct from the bleach and a decrease in the cost of commercial bleach caused the project to be abandoned.

Ion flotation of gold is a process continuing to be developed to selectively beneficiate dilute aurocyanide liquors using a novel surface­active complexing agent. Aeration of these liquors causes accumulation of the precious metal species in the froth concentrate produced in a flotation column. Successful development of ion flotation for concentrating solids-free liquors would offer a low--cost method for recovering specific metals from heap leach runoff or waste tailings solutions. The cost of constructing and operating a 100 tph gold ion flotation facility has been compared with the relevant carbon adsorption plant costs. Reductions in operating costs of 25% and installed capital of 40% are possible in relevant expenditure areas. For an 'average' processing plant, this equates to annual operating savings of A$ 170 000 and a capital saving of A$ 515 000, with a three-point increase in total (mine and plant) site DCF ROI. High gold inventories are eliminated and the number of processing steps is reduced. The application of gold ion flotation will initially be confined to heap leach operations in the western U.S.A., although use of the process in mine abandonment programmes elsewhere is also an area of future development.

This paper describes how a knowledge of inherent rock characteristics can aid the mining engineer in his design of a mining method for a massive domelike structure. The paper shows how the pertinent rock characteristics were measured and analyzed and how the data obtained was used for design purposes. This analysis was conducted in 1964 in a producing salt dome, since that time, mine management has tried certain of the recommendations for mine design changes. The results of such changes are presented.

In this paper, a computer program that has been developed for determining the capital and operating costs for coal preparation plants is described along with its applications. The logic of the computer program is based upon the results of a survey of existing preparation plants, operators, plant contractors, equipment manufacturers, and consulting firms. This survey provided information on plant performance, order-of-magnitude costs, and costing procedures. Additionally, an extensive cost data file for the major capital equipment in coal preparation plants has been developed. Using the washability data and the computer program outputs, the cleaning costs per million Btu can be calculated. Details about the program and its applications can be found in a report by the authors (Zigmond et al., 1979).

The clays in Eastern Washington occur in a variety of forms and are extracted for uses in Face Brick, paper coatings, and aggregates. Not in large volumes in comparison to other areas, not even from impressive large mines. However, mans utilization of these clays has progressed from historical clay tablets to the present technically oriented manufactured products of today. White Face Brick, perhaps the whitest produced anywhere is the unique product produced by INTERPACE CORPORATION's Mica Plant from these unusual clays. It is this basic characteristic feature of the clay's in the Mica area that differentiate them from the other clay's in this belt. ORIGIN The significant properties of clay's used in Face Brick are plasticity, fired color, fired strength, dry and fired shrinkage, the PCE or Pyrometeric Cone Equivalent, and extrudability. Testing clay's for these properties is standard laboratory procedure. No two clays are alike, and seldom can one clay be substituted for another. Mica White Clays respond favorable to all these properties, but more especially, the Mica Clays fire to a brilliant white color, from almost the natural state. The geologic history of Eastern Washington is largely conjectural because of the absence of rocks representing segments of geologic time. The oldest rocks in this area are the argillaceous and arenaceous sedimentary rocks which have been slightly metamorphosed. These rocks have been correlated with the Belt Series of the Pre-Cambrian age, although some may be older. The net acid generation (NAG) pH method is an important analytical tool that supplements static and kinetic tests for assessment of the acid generation risk of rock samples. This method is useful because it is simple, rapid and cost-effective; it combines features of the static and kinetic tests; and it can be conducted at mine assay labs. The NAG pH test is particularly effective for operational testing programs used to classify, selectively handle, and route potentially acid-generating waste rock. The NAG pH procedure is based on a 24 hour oxidation of a pulverized rock sample with hydrogen peroxide and subsequent measurement of the sample's pH. If the NAG pH is below a critical value, determined empirically, then the sample has the potential to generate acid in the field. The critical NAG pH value is typically within the range of 3 to 4.5, but the exact relationship between NAG pH and potential acid generation should be determined individually for each mine site, based on comparison with results of acid base accounting, humidity cell tests, and mineralogical analyses. Calibration and use of the NAG test for predicting ARD risk at several mines are described in this paper.

The Endako Mine is an open-pit molybdenum mine located in the north central region of British Columbia, Canada, about 960 km (600 road miles) north of Vancouver. Production for the latter part of 1992 was expected to averaged 63.5 kt/d (70,000 stpd). Of that amount, 27 kt/d (30,000 stpd) was the mill feed. This production is achieved with five 11.5 to 14.5 m3 (15 to 19 cu yd) electric shovels, six Euclid R190 and two Unit Rig M120 diesel-electric haul trucks, and three 320 mm (12.25 in.) electric rotary drills. There are three ore zones delineated into pit areas: the Endako, Denak East and Denak West. Present mill feed source is the southeast stage of the Endako Pit. Stripping is carried out in the south wall stage also of the Endako Pit. The mine high grade aggregate is reduced in the primary and secondary crushing circuits before processing in conventional RM-BM-flotation circuits. The majority of the molybdenum sulfide (MoS2) is roasted on site to produce technical grade molybdenum oxide (M003). A portion is further refined and treated to yield a 99.9% pure MoS2 product.

INTRODUCTION During the past decade, significant pro¬gress has been made in applying rock mechanics principles to mine design problems by a great number of researchers. Some of these new techniques have found their way into the engineering and planning offices of the operating mine. In spite of these advances, however, the application of rock mechanics in the day-to-day mine planning and design of our domestic coal mines is rela¬tively rare. There are a number of reasons responsi¬ble for this relatively slow progress, not the least of which is the question of how to measure the success or cost effectiveness of a sizable rock mechanics effort in an opera¬ting mine. Firstly, the properties of geologic materials generally vary over a wide range and it is, therefore, difficult to assess whether an improvement in the mining conditions is due to a design change or due to a change in the geologic conditions. A second reason for the slow acceptance of rock mechanics in engineering thinking is the fact that some of the concepts are quite difficult and that physical evidence of their validity to mine design is still rare. Thirdly, com¬munication between research, engineering and applications oriented people appears to function only intermittently. In our view, however, the most important impediment lies in the "state-of-the-art." Exactly how much can rock mechanics help the mine operator? The best that rock mechanics can do at present is determine whether one approach is better than another when weighed against some design objective (stress, strain, deformation). We cannot determine the abso¬lute best ground control design -- only what is better. If ground control is lost, the statement that "it's the best one we looked at" means very little to the harried operator. While the "state-of-the art" has advanced a great deal, it has certainly not been reduced to an engineering matter in that design hand¬books are available -- they are not. The success of a rock mechanics program, there¬fore, can be determined only over a long period of time of continuous effort.

he selection of mill design parameters to suit the applica­tion requirements can result in quite different operating parame­ters for each generic type of application, even though the basic mechanical layout of the mills may remain similar. The selection of the type and size of grinding media is very important to efficient and cost-effective operation, and to ensuring that the milled product achieves the required properties. Accordingly, the grinding media selection is seen as an integral part of the mill design. Consideration of the requirement for classification is important in order to achieve the optimum mill and circuit performance. This can lead to the circuit feed not being classified for a steady feed with minimal slimes and a low size reduction ratio. Feed containing on-size particles would be deslimed by open circuit classification. Closed circuit classification is performed where the feed fluctuates. The rheological characteris­tics of the circuit feed slurry can have an influence on mill performance, and needs to be allowed for. A common misconception frequently encountered is the belief that "a mill is just a mill". This is not the case with stirred types of mills, since the operating parameters selected for the mill can have a large effect on the product characteristics. For example, horizontal shaft high speed stirred mills have a com­pletely different grinding action to vertical shaft low to medium speed stirred mills, which results in large differences between the surface area produced at a given product size (Liddell, 1986). Hence, it can be misleading to apply test results or design procedures obtained from one type of mill to other types for scale-up. The Metprotech stirred mill, as applied in the mining and minerals industries, is a low to medium speed vertical shaft mill. The basic design has been discussed previously (Liddell, 1989). Currently, the largest mills that have been manufactured have an installed power of 400 kW. The largest chamber volume at this power is 6000 litres, containing IO t of grinding media. It is intended that the installed power will increase up to lMW as applications requiring larger sizes arise.

More than eighty years ago, in what we generally consider a more leisurely age, workers and engineers began the construction of the longest railroad tunnel in the world. When completed, the Simplon Tunnel ran more than twelve miles through the alps to connect Switzerland and Italy. Work began in 1898 and the tunnel was completed in 1905. In all it took about seven years to build one of the world's great tunnels. More than seven years ago, in what was hoped to be a rapid and constructive to the deaths of 38 workers in two spectacular tunnel disasters in 1971, the secretary of Labor's Construction Advisory Committee on Safety and Health began in January 1972 a search for an effective standard on tunnel safety. Much hard and useful work has been done, especially by the construction advisory committee' but more than seven years later, we still don't have a tunnel standard. We may speculate that, when the Simplon Tunnel was completed, workers and their bosses assembled to celebrate their achievement and to count their casualities. We have no need to speculate on the lack of achievement up to this time. An so far as I know, the bureaucrats have suffered no casualities except perhaps some unreported cases of ring-around-the-color. The only moral I can draw from all this is thai it is easier to penetrate solid rock than it is to get through bureaucratic fog. We can only hope that OSHA will finally take advantage of the work which was finished years ago and complete the actions necessary to give us a tunnel standard. At the beginning of the previous chapter, variation in the types of room-and-pillar stopes were briefly identified so that the reader could begin to understand the extensive application of this mining system. These same variations will be reviewed and elaborated upon in this chapter while discussing the methods by which the material is extracted. FULL-FACE SLICING BY DRILLING AND BLASTING When the entire mineralized thickness is taken in one pass of mining, it is known as full-face slicing. There is no mineral of economic value intentionally left either in the floor or the back. Theoretically, there is no limit as to how high the face could be in a single pass. But there are practical limitations to equipment size, pillar stability, and control of local loose slabs on the face, roof, and pillars that dictate current practices. The range of face height of the 15 typical room- and-pillar mines covered in Table 8 (Sec. 1, Subsec. 7) from the Dravo report, 1974 was 1.7 m (5.5 ft) to 9.8 m (32.1 ft), the average being 5.2 m (17.1 ft). In the Gaspe copper mine, Murduchville, Que., the drill jumbos were constructed with an extendable tower for full-face mining up to 15.2 m (49.9 ft) if necessary. However, a more common practice at that mine is to take the ore in multiple slices (Hall, 1959). In many metal mines the normal practice when starting stoping is to drive a single development drift into the ore zone a distance that will allow at least four or five rooms to be opened on each side of the initial drift. Since this opening will probably serve as the main haulage drift, it should be kept as straight and as level as possible. As to the other criteria for the stope developments, it might be well at this point for the mine planner to review the remarks presented earlier (Sec. 1, Subsec. 7) on drifts, entries, and crosscuts for production. After the initial drift is driven, it should be slabbed to the full room width if it is not that wide already. Next, the future pillars should be marked on the ribs and the rooms driven between them. If the ore extends beyond the length of the initial drift and is to be mined in the normal sequence of mining, care should be taken in a random room-and-pillar system to see that the extension of the initial roadway remains straight. If pillar "spotting" is left to the shift foreman or to the miners, they probably will not realize the importance of maintaining a uniform pillar line next to the roadway, and of keeping the line straight. Invariably, a pillar will end up in the middle of the future drift extension resulting in a "dogleg" in a possible main haul- age road. While this error is not catastrophic, too much weaving in and out of pillars will certainly slow down future production haulage and needlessly increase costs. Face or Breast Drilling and Blasting Practices To drill and blast the initial advances into the rock, usually some form of cut pattern must be used. In room-and-pillar mining, when a pattern is drilled in a face and that face is the only exposed surface to which all of the rock must be broken, the pattern is known as a "face round" or "swing." The face to which the rock must be broken is referred to as a "free face." Thus the most common way to advance a room into virgin rock with only one free face is by drilling swings. If, after breaking around a pillar, taking down back, or taking up bottom, there is a second (or third) face exposed, a group of holes drilled nearly parallel to a free face and breaking to it is known as a "slab round" or "slabbing." In some mining districts it is also known as "slashing." Obviously, because two faces exposed offer less resistance to fragmentation than a single face, slabbing requires less drilling and fewer explosives than required to break the same tonnage with the same degree of fragmentation with swings. Introduction Coal has been mined in the western United States since the mid-1800s. The resource is abundant in the West. Despite recent economic conditions, it remains an important part of the nation's energy warehouse. Many of the seams that comprise the western resource base are thick, some exceeding 61 m (200 ft). Multiple, closely-spaced seams or thick coals that split into two or more minable seams are also common. Historically, subsurface development recovered from less than 15% to 50% of these deposits (Matson and White, 1975). This resulted in a substantial loss of inplace reserve due to the limited height that could be mined using the available technology. In an effort to increase future recovery from such deposits, the US Bureau of Mines analyzed the potential for incorporating three thick-seam mining methods into western coal mines. These methods are high-face longwall, multislice longwall, and longwall caving. They were developed in Europe and are being used to mine thick coal seams in Europe and Asia. One aspect that will determine their success in the US is the geology of the individual deposit; namely, are the methods adaptable to the geologic conditions characteristic of western coal? This paper analyzes some of the geologic factors that would affect development of thick or closely-spaced seams using these mining methods. Occurrence of thick and closely-spaced seams Since mining conditions and methods differ around the world, a thick seam is often defined as a seam whose total thickness cannot be extracted using the available equipment. In the western US, the maximum extractable mining height is about 4.3 m (14 ft). For this research, a thick seam was defined as a minable seam 4.6 m (15 ft) thick or more. Since one of the seams is usually lost using standard mining methods, closely-spaced or split seams were also addressed. These were defined as two minable seams 1.5 m (5 ft) thick or more separated by 9 m (30 ft) of interburden. Thick or closely-spaced coal seams are common in the West. Their importance has not been documented due, in part, to the methods used to measure resources. In the past, all reserves greater than 1.1 m (42 in.) thick for bituminous seams and greater than 3 m (10 ft) thick for subbituminous seams were grouped together and were differentiated only by rank. Further differentiation by seam thickness or minability was not done. For this reason, reserve figures for thick or split seams are difficult to determine. By analyzing available published resource data, Ferm and Muthig (1982) addressed thick seam resources. They estimated a resource of 90 Gt (99 billion st) of coal (16% of the Western resource base) in seams 4.6 (15 ft) or greater at less than 610 m (2000 ft) overburden. Yet, a later study of Pierce and others (1982) on one thick seam deposit in the Powder River Basin estimated a resource of 103 Gt (113 billion st). Pierce (1986) reported that the overburden reached a maximum of 731 m (2400 ft). The resources in this single deposit exceeded the 90 Gt (99 billion st) total projected for the entire western US by 12.7 Gt (14 billion st). Due to such differences, this author chose to look at reported occurrences of thick or closely-spaced minable seams in place of resource figures, to verify the need to research thick seam mining in the West. An occurrence was defined as an isolated site where a thick seam or two or more closely-spaced seams were reported. The occurrences were derived from published material - mostly mine descriptions, measured sections, coal exploration logs, and oil and gas logs. Eight mine weather stations (MWSs) installed at the Waste Isolation Pilot Plant (WIPP) to monitor the underground ventilation system are helping to simulate real time ventilation scenarios. Seasonal weather extremes can result in variations in the natural ventilation pressure (NVP), which can significantly affect the ventilation system. The eight MWSs, which previously collected and stored temperature, barometric pressure and relative humidity data for subsequent NVP calculations, were upgraded to provide continuous real time data to the site-wide central monitoring system. These data can now be utilized by the ventilation engineer to create real time ventilation simulations and can indicate trends that assist in the prediction and mitigation of NVP and psychrometric related events.
