INTRODUCTION The support of openings in weak sandstones can be achieved by spraying on a liquid grout which will soak in and harden to form a shell. In the St. Peter sandstone of the Minneapolis-St. Paul area of Minnesota compressive strength is increased from about 0.7 MPa (100 psi) to over 7 MPa (1000 psi) to depths of 152 mm (6 in.). A shell of this strength and thickness can pro¬vide support much as shotcrete does but at lower cost. If the spray-grouted shell is inadequate for the support needed, it provides a good base for shotcrete application, which is often difficult in weak or friable sand¬stones because the fresh shotcrete peels off along with a thin layer of sandstone. The spray-grouted technique was initially developed at the Civil and Mineral Engineering Dept. of the University of Minnesota using funds provided by RANN Div. of the National Science Foundation. It was used as temporary support in a 3-m (10-ft) wide, 3700-m (12,000-ft) long storm water drain tunnel by the Minneapolis Sewer Construction Dept. Much of the field development at this construction project was carried out with the cooperation of the personnel of the city of Minneapolis. It also was used for temporary support in a 3.3-m (11-ft) wide, 1800-m (6000-ft) long storm water tunnel built in 1978-1980 for the Minnesota Dept. of Transportation in Minneapolis. In 1975, 2000 m (6500 ft) of 1.5-m (5-ft) wide utility tunnels were spray-grouted for final lining. A 50-m (150-ft) long, 1.2-m (4-ft) wide test tunnel built at the university in 1974 was sprayed for half its length and is being observed for long-term behavior which to date (1981) is good. GROUT MATERIALS The requirements for the liquid grout are more severe than those for injection grouting. Besides being able to penetrate the rock and develop sufficient strength, it must have the following properties: (1) be nontoxic, noncombustible, and have a low odor for spraying under¬ground; (2) have controllable viscosity and setting time for adjusting to the permeability of the sandstone and the required depth of penetration; and (3) must "wet" the sandstone and develop capillary "draw" to penetrate to the required depth. A sodium silicate-based grout with the proper setting agent meets these requirements in the local St. Peter sandstone which has a uniform grain size dis¬tribution curve with D,,, = 0.1 mm, permeability of about 10 to 20 darcys, a porosity of about 25%, and less than 5% of silt size or smaller. It is 97 to 99% pure SiO2. The grout mix consists of Philadelphia Quartz Co. Type N sodium silicate and Celtite 55 Terraset Spray Grade (SG) distributed by Celtite Inc., Cleveland, OH. A volume mix ratio of 100:9:125 for sodium silicate to setting agent to water produces a grout with two to four centipoise viscosity, and initial set at 20°C of 20 min. Setting time is temperature dependent, being longer at lower temperatures, but can be adjusted by varying the setting agent concentration a few percentage points. APPLICATION The application is simple. Spray the grout on the surface until the desired penetration is achieved. Penetration rates of about 5 mm (0.2 in.) per min. are realized in the St. Peter sandstone for up to 152 mm (6 in.) of penetration (30 min. of spraying). The set time must be longer than the spraying time. The spray nozzle should be moved back and forth at a rate that minimizes runoff due to surface buildup. Both a single large hand-propelled nozzle and multiple small machine propelled nozzles have been used successfully. The pumping and mixing equipment used consisted of: (1) a hand-held, hand-pumped, 11-L (3-gal) gar¬den sprayer for test patches (mix by shaking); (2) 76-L (20 gal) batch mixing in barrels with small electric pumps for spraying and mixing; (3) two component pumps consisting of Hypro Model 5300 piston pumps (Hypro Pump Co., St. Paul, MN) on a common shaft driven by an electric motor. The sodium silicate is premixed with a portion of the water and the setting agent is mixed with the rest of the water. The two components are combined and mixed just before the nozzle; and (4) a proportioner metering the setting agent just before the nozzle with the water and sodium silicate premixed and pumped from the surface. The proportioner permits the bulk of the grout to be pumped through a single pipe or hose with only the setting agent stored underground. This is efficient and low in cost. COST The grout mix costs about $0.20/L ($0.75 per gal) in 1978 dollars. Filling all the voids 100 mm (4 in.) deep (25% initial porosity) would have a materials cost of about $5.40/m2 ($0.50 per sq ft). The labor cost of application is usually less than the material cost for normal tunnel jobs. A pump and proportioner cost less than $1000. INTRODUCTION The placement of concrete by means of pumping is one of the fastest growing practices in the construction industry and is widely used in mining applications. In¬troduced in the United States in 1933, this method has been adapted to many aspects of the industry, especially where space for equipment is either limited or inaccessi¬ble. Concrete pumping offers many advantages over other methods of placement. Using pumping equipment, the concrete mixture can be transported in a single operation from a central mixing site to numerous forms in many remote locations, eliminating the need for rehandling the mixture and reducing the labor costs to a minimum. Pressurized pumping provides an extra mix¬ing and blending step, resulting in concrete of improved uniformity and greater density. In turn, this produces high compressive strength and increased durability. Various placement defects can be reduced or pre¬vented by pumping. The steady and even flow of the concrete minimizes the form distortion and delays caused by vibration problems that are common to fast dumping of the concrete mixes. Segregation, planes of weakness, bleeding, and surface faults are diminished considerably. Perhaps the greatest advantages of concrete pump¬ing are the distances and volumes that can be handled. Depending upon the equipment used, pumping rates of from 8 to 115 m'j/h (10 to 150 cu yd per hr) can be achieved, with a horizontal range of up to 460 m (1500 ft) and a vertical range of up to 140 m (450 ft). Theoretically, almost any concrete mixture could be pumped. However, consistency is an important consid¬eration for efficient operation. Mixes that are too wet, too dry, too hard, or poorly graded can cause difficulties that increase the costs. Similarly, mixes containing aggregate material that is over the maximum size or that is porous and highly absorptive can also result in diffi¬culties and increased costs. For the best efficiency, the mix formulation must have a well-graded sand and aggregate combination, with enough fines to provide flowability. If additional water is required for pumping, additional cement must be used to meet the design criteria of the structure. Each pump manufacturer can provide recommended mix formulations for the specific equipment furnished. Since the 1950s, many improvements have been made in pumping technology. Originally, only rigid steel pipe of 168 to 245 mm (6.625 to 9.625 in.) diam was used; today, both rigid steel pipe and flexible conduit are available in diameters of from 76 to 203 mm (3.0 to 8.0 in.). Improved pumps have been developed, and the introduction of power-coordinated booms has in¬creased the versatility of concrete pumping. The older and more conventional placement methods can no longer compete with the flexibility, efficiency, and econ¬omy of the pumping method, and continued research and development can only improve the system and expand its use throughout the mining industry. PUMPING EQUIPMENT The three major types of concrete pumping units currently available are the piston pumps, the pneumatic pumps, and the squeeze-type pumps. Table I provides a comparison of capacities, horizontal ranges, and vertical ranges for pumps of all three types. The coal mining industry is an important sector of Canada?s economy. The cost of mining and haulage of coal in Western Canada is a major focal point when compared to inexpensive coal from Australia. Spot coal price volatility affect contractual price arrangements and this creates pressure on companies? profit margins and their competitive edge. In order to alleviate this pressure, companies may have to take short-term drastic measures that may hurt their strategic positions in the long-term. Companies must also create a mix of their products to ensure effective maintenance of profit margins given various quantity and quality constraints. In this paper the authors provide extensive analysis based on detailed probabilistic production systems for coal extraction and haulage in Western Canada. An optimization model is formulated for typical coal mining operations, processing and haulage from mine sites to the Vancouver Ports using linear programming algorithm. A stochastic model is also formulated to analyze the associated risks and uncertainties. These models are validated using data from five operating mines in Western Canada with varying quantity and quality products and uncertainties. The results show that the five mines studied have to produce between 180,000 and 2.10 million tonnes of metallurgical coal and between 70,000 and 2.16 million tonnes of thermal coal to enhance their profitability given the underlying constraints. The average expected probability of success associated with production capacities from these mines is about 66%. This results in a failure probability of 36%, which is extremely high under contractual arrangements. The results also show that management?s profit expectation of $83 million can be achieved at a zero percent failure probability. With a higher risk of failure of 10%, this expectation increases by 21% to $100.3 million.

Horizontal stress is an important factor that contributes to roof failure during a long wall entry development, especially when the immediate roof is weak. In this study, the effects of the three factors, the stress angle between the maximum horizontal stress and entry development, the stress ratio of the maximum to the minimum horizontal stresses, and the sequence of entry development, on the stress distributions in the weak immediate roof of a three-entry system are analyzed using the finite element method, when the horizontal stress is fixed. The results have confirmed that the stress angle has a significant influence on the stress distributions. Generally, the three-entry system is in the worst stress condition when the angle is about 60°_75°. The stress ratio has little effect on the roof stresses. In addition, the sequence of entry development has also little effect on the roof stress for the specific case analyzed.

The two calcium sulfate minerals, gypsum and anhydrite, occur in many parts of the world, and gypsum has long been of economic importance in the family of industrial minerals. Gypsum, the dihydrate form of calcium sulfate (CaSO, . 2H20) and anhydrite, the anhydrous form (CaSO,) are frequently found in close association, and it is seldom that a calcium sulfate deposit will consist exclusively of one mineral or the other. Although known gypsum deposits are extensive, anhydrite makes up the larger part of total calcium sulfate resources. Although it has very minor economic use, it is important to the understanding of gypsum deposits and is referred to frequently in the following discussion. Calcium sulfate is one of the principal constituents of evaporite deposits, and when pure, has the following composition: [ ] Deposits of pure gypsum or of pure anhydrite which are large enough to be considered commercial have not yet been found because of both the metastable relationship between the two minerals, and the presence of impurities such as calcium or magnesium carbonates, chlorides, other sulfate minerals, clay minerals, or silica. Most gypsum produced ranges from 80 to 95% pure and beneficiation is normally limited to selective mining or quarrying or upgrading by crushing and screening during mill processing. END USES The largest use for gypsum is based upon the unique property which calcium sulfate has of readily giving up, or taking on, water of crystallization. With the application of a moderate amount of heat in a process known as calcining, gypsum is converted to plaster of paris, the hemihydrate of calcium sulfate (CaSO4 ½ H2O), which when mixed with water will set or harden as the calcium sulfate returns to the stable dihydrate form. This semifinished product, usually called stucco, is then manufactured into a large variety of plasters, wallboard, and block for construction use, or into plasters for industrial applications. About 75% of the gypsum used in the United States is calcined for these purposes. Uses of uncalcined gypsum are principally as a retarder for portland cement, as a soil conditioner, as a mineral filler, and other minor industrial applications. About 25% of the gypsum mined in the United States goes into these markets; however, in other countries with building practices different from those in the United States and Canada, relative usage varies widely. Calcium sulfate deposits are the world's largest sulfur resources; minor quantities of gypsum and anhydrite have been used to produce sulfur or sulfur compounds. This use is accompanied by a unique site-specific set of economics because sulfur is generally available from non-gypsum sources at lower cost.

Garnet is the general name for a family of complex silicate minerals having similar physical properties and crystallizing in the isometric (cubic) system. All garnets have the same general chemical formula but vary greatly in chemical composition. The name garnet is derived from the Latin word granatus, meaning like a grain, which refers to the mode of occurrence wherein crystals resemble grains or seeds embedded in the matrix. GEOLOGY Mineralogy Chemical Properties: The general formula for garnet is A3B2(SiO4)3, whereas A can be calcium, magnesium, ferrous iron, or manganese, and B can be aluminum. ferric iron, or chromium, or rarely titanium. The formulas and names of common garnet species are: [ ] Almandite and almandite-pyrope solid solution garnets are the best abrasive types, but andradite, grossularite, and pyrope also are used. All species of garnet have been used as gemstones. The structure of garnet consists essentially of isolated SiO, tetrahedra connected by oxygen-cation-oxygen bonds through the distinct A and B group cation sites. Within this structure magnesium, ferrous iron, and manganese easily interchange and substitute for each other in the A cation position, and calcium does so less readily. Additionally, aluminum, femc iron, and chromium substitute for each other to a limited extent in the B cation position. This ability to substitute or exchange ions without changing the crystal structure is called isomorphism, and garnet is one of the finest examples of a isomorphous series. Because of this isomorphism there is complete solid solution between certain garnet species but not between others. Fig. 1 illustrates these solid solution relationships. Some rare species of garnet are known that illustrate the wide range of cation substitution that the garnet crystal structure can accommodate. They include: [ ] These rare species are not of interest for industrial applications, but can be of interest to mineralogists and the gem industry. Physical Properties: Garnet displays the greatest variety of color of any industrial mineral. Garnets have been found in all colors except blue. For example, grossularite can be colorless, white, gray, yellow, yellowish green, various shades of green, brown, pink, reddish, or black. Andradite garnet can be yellow- green, green, greenish brown, orangy yellow, brown, grayish black or black. Pyrope is commonly purplish red, pinkish red, orangy red, crimson, or dark red; and almandite is deep red, brownish red, brownish black or violet-red. Spessartite garnet can be red, reddish orange, orange, yellow-brown, reddish brown, or blackish brown. A few garnets exhibit a color-change phenomenon. They are one color when viewed in natural light and another color when viewed in incandescent light. Because of the great variation in color of garnet within each species and similarities in color between garnets of different species it is recommended that garnet identification not be based on color alone. The Mohs hardness of garnet varies from 6.5 to 9.0. Grossularite and uvarovite have a hardness of 6.5 to 7.5; andradite is 6.5 to 7.0; and pyrope, almandite, and spessartite are 7.0 to 7.5 in hardness. There are reports of almandite having a hardness of between 8.0 and 9.0. As with hardness, the specific gravity of garnet varies considerably. The specific gravity may be as low as 3.2 or as high as 4.3 depending on chemical composition. Garnet crystallizes in the isometric system with rhombic dodecahedra and trapezohedra the most common forms. Crystals also form in combinations of dodecahedra and trapezohedra or either of these in combination with hexoctahedra. Crystals can have cubic or octahedral faces, but these are rare. Under favorable conditions of formation garnet will crystalize in nearly perfect forms that rival study models. Garnet also forms as irregular blebs, grains, knots, or masses, with or without distinguishable crystal faces, and as coarse- or fine-grained granular masses that appear to be totally lacking in crystal form. The fracture of garnet also shows great variation. In some garnets, particularly those that are well crystallized and glassy in appearance, the fracture is subconchoidal to conchoidal. Other, more poorly crystallized garnets exhibit a fracture that can only be described as uneven. Garnet occasionally has an indistinct dodecahedral cleavage. Certain species of garnet from specific locations have a pronounced laminated structure consisting of planes of weakness along which parting takes place. This parting may resemble cleavage, but since it is mechanical and not related to crystal structure it is not true cleavage. The optical properties of garnet are sensitive to even small changes in chemical composition or strain in the crystal structure. For this reason each species does not have a single index of re- fraction (IR) but has a range of 1Rs. Uvarovite in its pure form should have an IR of 1.870, but in nature samples vary from 1.74

Status of ISO 14000 standards. The ISO 14000 are voluntary international standards providing a frame-work that allows a company to integrate an effective environmental-management system (EMS) into its operations. The purpose of an EMS is to provide a systematic procedure to identify the environmental aspects of a company's activities, evaluate any significant impacts and use the information to set objectives and targets toward continuous improvement of the company's environmental compliance and performance. In addition to the specifications for certification, ISO 14000 can be used as a guide to develop an effective environmental-management system or for self-declaration. The International Organization for Standardization (ISO) is a worldwide federation founded in 1947 to promote the development of international manufacturing, trade and communication standards. The organization is now represented in 118 countries, with the American National Standards Institute (ANSI) representing the United States. The principal goals of the ISO is "to promote the development of standardization and related ac¬tivities in the world with a view toward facilitating the international exchange of goods and services and to develop cooperation in the sphere of intellectual, scientific, technological and economic activity." ISO develops standards with input from government and industry. Because the standards are voluntary, there are no legal requirements to pressure countries to adopt them. However, many governments, industries and US agencies are adopting the ISO standards as a requirement for business trans¬actions, thereby, compelling suppliers to adopt ISO standards. These business and market forces, which are likely to be strategic business issues in the 21st century global marketplace, are imposing the need to develop a systematic approach to environmental management. The ISO 14000 series evolved from a United Nations Conference on the Human Environment in 1972. It includes a broad range of elements: the basic environmental management system, environmental auditing criteria for internal and external auditors, criteria for environmental performance evaluation (EPE), environmental labeling criteria and life-cycle assessment methodologies. The standards comprise two categories: organization evaluation standards and product oriented standards (Table 1). The ISO 14001 specifications contain the requirements for developing an environmental-management system that may be objectively audited for certification. The ISO 14004 standard provides guidance on interpreting the ISO 14000 specifications for the development and implementation of the EMS and for coordination with the management system of the company. On Sept. 1, 1996, the American National Standards Institute (ANSI) and the Registrar Accreditation Board (RAB) signed a formal agreement to create a new entity called the National Accreditation Program (NAP). To obtain certification, a company must fulfill the requirements outlined in ISO 14001. It is required that "a third party give written assurance that a company's EMS meets all the requirements of ISO 14001." Preparing for ISO 14000 can include subscribing to voluntary environmental initiatives; learning from ISO 9000 quality-management experiences; and utilizing information from recognized training courses, publications and numerous Internet resources. Once committed to an EMS, the management should provide sufficient resources to achieve continuous environmental-performance improvement, as outlined in an environmental policy. A thorny issue now being debated concerns the potential liabilities of documenting the environmental performance of a company. General impact of the ISO 14000 EMS standards. With increasing stakeholder awareness, costly end-of-pipe pollution-control approaches and the success of ISO 9000 quality-management standards, the ISO 14000 EMS standards are being adopted by companies and governments worldwide. The United States and Canada have well-established programs. In Europe, countries differ but are firmly committed toward environmental-management standards (BS 7750, EMAS and ISO 14000). The Department of Environmental Protec¬tion of the State of Pennsylvania is using ISO 14000 as a vehicle to develop a closer working relationship with industry, and it is anticipated that this policy will eventually lead to fewer environmental site inspections for those companies with ISO 14001 certification. The subject of this lecture, a late century perspective on porphyry copper geology, is one of current interest and importance as the search for these ores remains intense. It is presented in the belief that an appreciation of our present understanding of the subject requires it to be viewed historically, thus providing a basis for evaluating appropriate directions for con¬tinued study. At the outset, it is important to note that the technology of mining and extractive metallurgy has developed ore from these low grade orebodies, starting with D. C. Jackling, and has continued to create them as copper grade and price have diminished. But the continued search for them is a geological problem that responds to growing expectations of people and societies; exploration based upon ever increasing knowledge of the habits of the ores has been very successful. This is the story of evolution of geological thought and practice in porphyry ore search across an interval of time beginning with the bulk mining of "low grade copper ores at Bingham and ending with late Century concepts. "How did we get here?" The lecture concerns the ideas of many different people. The ideas and events discussed reflect a bias on North American thought, where the great low grade orebodies were first recognized as such and where many of the basic geological ideas were developed. A very great number of geologists have contributed to this understanding. In no sense is it meant to minimize the contributions to the story that have evolved in the study and mining of ores of the Andes, whose development and expansion has been nearly synchronous with that in North America - nor to minimized comparable contributions made in the late century from studies of the newer discoveries of deposits in other regions, especially the southwestern Pacific regions. In expansion of this topic, I have found that many important concepts are marked by appropriate publication but some are not, or I have not been able to discover documentation. Many notions appear to have become conventional knowledge without publication, mostly being geological viewpoints developed synchronously from similar observation. Thus, apologies are extended in advance to those whose work I have might have missed and to those unknown to me whose unpublished ideas may have seeped into the pool of common knowledge without appropriate recognition. . The analysis here addresses events of two time segments, an older one extending from the developments at Bingham in the early 1900s through the Second World War, ending about 1950; the second period extends from that time to the present. This separation is seen in Figure 1, which traces numbers of publications through the period as extracted from some 700 publications, again with a North American bias, from an annotated bibliography of porphyry copper geology in preparation. During the early period, exploration was "immature" in North America, that is, geologists looked for new districts and sites of the deposits. Outcrops were sought that carried the signatures of former mineralization and regional controls related to structural geology were closely studied. In the later period, North American exploration had "matured" into a study of districts, rather than a search for them. As the studies of these ores intensified during the younger period concommitant with increasing demands for the metal, they did so with a broadened understanding of some habits of occurrence, of hydrothermal alteration, mineral zoning, petrology, and geochemical and geophysical signatures. The use of diesel engines in underground hard-rock mines dates back to the late 1940s. For the first several years, they were used only occasionally, being limited to a few metal mines that experimented with crawler¬mounted front-end loaders, tractor-trailer hauling units, a few tractors for drill-compressor mounts, and utility cleanup machines. By the mid-1950s, track loaders had become commonplace in limestone mines and uranium mines on the Colorado Plateau in the United States, as well as in Canada. Use of crawler-mounted tractors as drill and compressor mounts also increased. By the end of the 1950s, rubber-tired loaders and some haulers began to replace the track-type machines and rail-mounted cars that had been in use. About 1960, the rubber-tired machines brought about a new era of underground mining mobility and flexibility, centered on a method commonly known as "trackless mining." Ultimately, many of the underground rail-type systems for loading and hauling were replaced by the trackless mining technique. ECONOMIC CONSIDERATIONS The size and nature of mineral deposits, plus ground control techniques, historically had dictated small open¬ings to the surface from many underground mines. The small mine openings led to the development of special rubber-tired loaders and haulers designed specifically for access through the small openings. However, some mines, particularly those in massive mineral deposits, are able to excavate and maintain very large openings, and some use modified room-and-pillar systems. With the large mine openings, the use of larger, more produc¬tive equipment such as that commonly found in surface mining becomes economical. In fact, productivity gen¬erally increases at a more pronounced rate than machine size increases because many of the larger machines were designed for heavy-duty shot-rock applications in surface mines and construction sites where the handling of blasted rock is common. Combining greater productivity often inherent in larger machines, with reduced downtime resulting from using fully developed machines with fast parts and service backup, some mine operators have been able to reduce material handling costs appreciably while reduc¬ing manpower requirements for operators and main¬tenance men. Large mine openings increase the amount of rock that must be handled in the development work, and they sometimes increase the dilution in stopes or rooms, de¬pending upon the dimensions of the ore zone. Providing adequate space for the unrestricted operation of large surface mining machines could, therefore, lead to more waste segregation and handling costs. It could also cause greater ore dilution that would result in a lower grade of ore being delivered to the processing plant. The tradeoffs between opposing cost factors must be reconciled and balanced to achieve the best overall cost of the crude ore, concentrates, or product. EQUIPMENT MODIFICATIONS Loaders and haulers designed for surface mining are seldom used underground in their standard con¬figurations without some modifications. If done, the modifications generally are made by the equipment dealer and/or the user, and the modifications usually include one or more of the following items: 1) The exhaust stack is lowered, and its direction is changed. Usually, it is repositioned horizontally to the rear, or it is fed into the engine fan to diffuse the exhaust gases. 2) The operator's position is lowered by either lowering the seat or changing the seat to a side mount. 3) The operator controls are adjusted to fit the new operator position. 4) Other components, such as the radiator and loader tower, are lowered. 5) Special bumper guards are mounted at the base of the radiator area. 6) An exhaust conditioner is mounted and con¬nected, using either a catalytic or a water-type condi¬tioner, or both. This usually is controlled by the safety and health regulatory authority having jurisdiction. 7) The positions of other components are rearranged

The stresses in the heads and shell of a grinding mill are largely dependent on the bending moment produced by the trunnion bearing. By using spherical roller bearings in a special narrow housing a short moment arm is obtained and the bending moment is reduced. For large mills a hydrostatic shoe bearing which also gives a short arm, can be used. Spherical roller bearings also require less maintenance and have a long service life. As the bearings are grease lubricated an automatic lubricator is used instead of an oil lube system. Service data from two Swedish mining companys confirm the fact that the above arrangements provide a long service life.

INTRODUCTION The United States Uranium Registry (USUR) tissue program was funded in 1978 by the United States Department of Energy (DOE) through its Human Health and Assessments Division, and registrant enrollment began in 1980. It is operated by Hanford Environmental Health Foundation (HERF), Richland, Washington, with support provided by Pacific Northwest Laboratory (PNL).** The USUR tissue program is the first systematic effort to contact and gain assistance of workers occupationally exposed to uranium and to seek and study uranium deposition in human tissue. This paper describes the program objectives, populations selected for study, procedures for enrolling workers in the program, types of tissue to be studied, and analytical procedures to be used. PROGRAM OBJECTIVES The objectives of the USUR tissue program are to: 1) Determine the distribution and concentration of uranium, if any, in the tissues of occupationally exposed workers. 2) Compare bioassay measurements of exposed individuals with the results of analyses of tissues obtained at autopsy. 3) Seek evidence of histopathologic changes related to any uranium deposition that may be present. 4) Conduct analyses of whole bodies, when available, to obtain more precise data on the uranium burdens, if any, in the body and organs, and especially the distribution in parts of the body, such as the skeleton, that are not usually accessible for sampling. 5) Develop data that will assist in evaluating a) the accuracy of current in-vivo measurement techniques, b) the propriety of existing regulations, and c) the adequacy of current protection programs. SELECTION OF POPULATIONS FOR STUDY Selection of the populations for the USUR tissue program was based on studies of the United States Uranium Registry described elsewhere (0c81). Potential populations for study were quite varied because of occupational exposure to different chemical forms of uranium, different levels and eras of exposure, varying ability to identify populations exposed in the past, and the general interest and cooperativeness of the populations. Nevertheless, certain identifiable populations emerged that were both willing to participate in the study and likely to provide useful information. Among the targeted populations are individuals who were exposed to uranium prior to the existence of modern exposure standards. These individuals are presently being enrolled by the USUR. The reliability of concentration and distribution data and the demonstration of effects are more likely in such individuals than in those who have received less exposure. However, the targeted groups also include individuals who Have been exposed to permissible levels of uranium, and reference employees in uranium plants who have not worked with uranium. The lesser exposures are of immediate interest because of the rarity of heavy exposures under current standards. The sampling of potentially exposed individuals with negative in-vivo measurement results may serve to check the adequacy of in-vivo measurements in the detection of deposition. [ENROLLMENT PROCEDURE] The enrollment of participants follows three patterns. 1) Presently employed workers are enrolled by the cooperative efforts of USUR staff with the medical, industrial relations, and/or health physics personnel of the uranium facility. Volunteers may be enrolled by medical personnel at the time of their physical examination or by health physics personnel at the time of a bioassay or lung counting procedure. Follow-up after initial contacts with currently employed uranium workers is carried out by on-site personnel, but subsequent follow-up is the responsibility of the Registry. 2) Retired workers are contacted by mail, with a covering letter from their former employer supporting the principles of the study but leaving participation in the program on an entirely voluntary basis. 3) An alternate method of enrollment is to obtain a USUR autopsy consent after death from the next of kin. As part of enrollment in the program, permission is requested for access to the individual's medical and exposure data, and a short occupational history is filled out. The autopsy permission agreement signed by the individual is for an initial period of 5 years; the USUR ordinarily seeks renewal of the agreement upon its expiration. While this agreement provides

This paper describes a procedure for minimizing the operational costs associated with blending sodium in coal at a surface mine in the Powder River Basin. Mine site blending is performed by adjusting daily production rates for high- and low-sodium pits. These adjustments are designed to produce a consistent sodium value called the blending target. The mine's contractual limit for sodium is sufficiently close to the field average value that any decrease in the sodium blending target may result in an opportunity cost, if the number of potentially minable tons is reduced. Conversely, any increase in the blending target may result in a higher sampling cost if more information is required to keep the blend within contractual limits. Blending parameters were defined using a geostatistical block model of sodium content that was based on analyses of hundreds of in-pit sample holes. Variograms for these data were used to compute the marginal costs of opportunity and sampling for a series of hypothetical in-pit drilling patterns. These marginal costs provided a basis for selecting optimum values for key parameters such as the blending target, production variance and in-pit sampling density. The benefit of implementing these optimized parameter values is that operational costs of sodium blending will be minimized over the long-term. At the mine where this procedure was developed, each dollar spent to increase the sampling density to the optimum value was shown to generate a $10 savings in opportunity cost.

INTRODUCTION The determination and use of mechanical properties of rock in engineering and rock mechanics are rapidly developing. Many of these properties are determined on intact rock specimens; thus, their application and repre¬sentation of rock mass properties may be limited. How¬ever, relative information often provides useful guidance in the solution to mine design and stability problems. Summarized in this chapter are some of the stan¬dardized techniques and procedures currently used to obtain these mechanical properties. Typical applications of the use of these properties are also presented. Stan¬dardized techniques include those advanced by the American Society of Testing and Materials (ASTM), International Society of Rock Mechanics (ISRM), US Bureau of Mines (USBM), Canadian Dept. of Mines and Technical Surveys, South African Institute of Min¬ing and Metallurgy, and other individual investigators. Information on the mechanical properties of rock and the behavior of the rock under a given system of stresses represents a necessary part of the information for rational engineering design for any given mining op¬eration. The mining method, the type and extent of sup¬port, the extraction ratio, the overall dimensions of the mine, and the orientation of the rooms and pillars are all decisions that are influenced by the mechanical prop¬erties of the ore, roof, and floor material under various stress systems and the magnitude and direction of the in situ stresses (Hooker, Bickel, and Aggson, 1972). Initial mechanical property information regarding a structure or mine property is generally obtained by two basic techniques: (1) static and dynamic property tests are conducted on intact and fractured rock specimens of exploratory drill core, and (2) dynamic properties are obtained by borehole logging techniques. When mining access becomes available, and as the mining horizon is expanded, additional information can be ob¬tained to verify preliminary mine design values. This chapter presents some of the standardized tech¬niques and equipment currently used in obtaining me¬chanical property data in the laboratory. The properties considered are: (1) uniaxial compressive strength of intact rock core specimens, (2) uniaxial compressive strength of rock cores containing planes of weakness, (3) triaxial compressive strength of intact rock core specimens, (4) triaxial compressive strength of cores with a plane of weakness, (5) Young's modulus, (6) Poisson's ratio, (7) density or apparent specific gravity, (8) modulus of rupture, (9) indirect tensile strength, and (10) creep characteristics. Where possible, an at¬tempt will be made to evaluate each property measure¬ment in relation to the problems of rock mechanics and application of results. TEST SPECIMENS The selection and care of drill core for laboratory testing require some consideration. It is recognized that laboratory-determined properties are not necessarily rep¬resentative of an in situ rock mass property. However, relative information between beds or zones of interest is still valuable information in selecting mining horizons and preliminary design criteria. To provide statistical data the number of drill core samples selected to repre¬sent each of the areas of interest should be from a mini¬mum of three to a maximum of ten test specimens. A judgment must also be made on site as to whether the recovered drill core should be wrapped and sealed in plastic to preserve moisture. On the one hand investiga¬tions of air-dried and saturated specimens have shown that moisture significantly affects the elastic properties and strengths of many rock materials (Obert, Windes, and Duvall, 1946; Colback and Wiid, 1965); on the other hand it is apparent that most core drilling is done with water which may saturate the specimen to a greater extent than in the in-situ condition. Whether or not the decision is made to retain the moisture, the core should be delivered to the laboratory as soon as possible after recovery for subsequent specimen preparation and testing. Specifications Shape: The shape of the specimens influences lab¬oratory testing in two ways: (1) time and cost of sam¬ple preparation and (2) strength of the material. Cy¬lindrical specimens of drill core are by far the least time-consuming to prepare for static or dynamic labora¬tory testing. In addition, the cylindrical shape lends it¬self to a more uniform stress distribution throughout the sample than other shapes, such as rectangles and hexa¬gons. The compressive strengths of various shapes have been studied (Grosvenor, 1963, and Price, 1960), and results indicate that the cylindrical specimens usually provide the highest strength for a given height-diameter ratio. However, reduction in strength from a cylindrical shape to a rectangular in situ pillar is not regarded as significant in relation to other considerations such as planes of weakness in a pillar or safety factors in the design process. Length-Diameter Ratio: The length-to-diameter ra¬tio, LID, has a significant effect on the compressive strength. Various recommendations have been made to use standard LID ratios ranging from 2 to 2.5 to 3 (ASTM, 1975c; ISRM, 1972). However, past work by others such as Obert, Windes, and Duvall (1946) has shown that excellent results can be obtained using LID ratios from 2 > (LID) > >/s. In selecting an LID ratio for testing, one should keep in mind the amount of material available for testing. In many instances, this may be limited. Thus, a shorter specimen such as 1: 1 LID may be necessary to provide enough test data for statistical analysis of results. Sec¬ond, it may be desirable to obtain elastic constants dur¬ing the test. This generally requires instrumentation such as linear variable differential transformers (LVDTs) or strain gages near the center of the specimen. THE PENETRATION RATE BASELINE DILEMMA The penetration rate is the instantaneous advance rate of a TBM in a rock tunnel. Normally expressed in feet per hour. The production rate is the penetration rate multiplied by the number of hours worked and then factored by the actual utilization of the TBM. In a given rock formation, the actual production rate is a result of many factors some of which are within the control of the contractor and some of which are based on the route selected. Factors that are within the contractors control are cutter profile, frequency of cutter changes, thrust, rotation speed, cutter spacing and the efficiency of the operation. Factors that are site (route) specific are compressive strength, fracture orientation, fracture frequency, micro- fracturing, quartz content, Moh’s hardness, Cerchar Abrasivity Brazilian Tensile Strength and Youngs Modulus of the rock. In addition the following route speci?c conditions are beyond the contractors control; rockjointing, rock stress fault zones, water in?ow and rock decomposition; all of which effect production rate. Any one of the above defined rock properties, equipment specifications and actual operating usage will change the penetration rate. Furthermore, since the rock formation changes both in content and orientation as the tunnel advances, the penetration rate is constantly varying. The current industry practice in bidding tunnels is for each contractor to individually evaluate the rock hardness and other properties and from this information develop a penetration rate. All other factors being equal, the contractor using the most optimistic penetration rate will be the low bidder and be awarded the project. As this view is by definition optimistic, invariably the rock will be harder than the low bid assessment and the contractor will request additional compensation for the changed condition. The contractor will attempt to justify his optimistic assessment as reasonable by using expert supporting analysis. The above described example which is quite common at present in the industry tends to make the most optimistic contractor (at time of bidding) the contractor selected for the project whereas it is in the owners interest to contract with the most efficient contractor not the most optimistic. This situation is similar to the Geotechnical analysis that was prevalent in the industry over twenty years ago. Many projects have experienced a significant reduction of penetration rate from that which was originally estimated. In these cases the contractor often makes a claim for extra compensation based on the difference between the actual rock encountered

Imaging spectroscopy is a relatively new remote sensing tool that provides a rapid method to screen entire mining districts for potential sources of surface acid drainage. An imaging spectrometer known as the Airborne Visible/InfraRed Imaging Spectrometer (AVIRIS) measures light reflected from the surface in 224 spectral channels from 0.4 - 2.5 µm. Spectral data from this instrument were used to evaluate mine waste at the California Gulch Superfluid Site near Leadville, Colorado. Here, the process of pyrite oxidation at the surface produces acidic water that is gradually neutralized as it drains away from mine waste, depositing a central jarosite zone surrounded by a jarosite + goethite zone, in turn surrounded by a goethite zone with a discontinuous hematite rim zone. Leaching tests show that pH is most acidic in the jarosite and jarosite + goethite zones and is near-neutral in the goethite zone. Measurements indicate that metals leach from minerals and amorphous materials in the jarosite + goethite and jarosite zones at concentrations 10 - 50 times higher than from goethite zone minerals. Goethite zones that fully encircle mine waste may indicate some attenuation of leachate metals and thus reduced metal loading to streams. The potential for impact by acidic drainage is highest where streams intersect the jarosite and jarosite + goethite zones. In these areas, metal-rich acidic dace runoff may flow directly into streams. The U.S. Environmental Protection Agency estimates (U.S. EPA, 1998) that mineral maps made from AVIRIS data at Leadville have accelerated remediation efforts by two years and saved over $2 million in cleanup costs.

Any type of agitation within a confined vessel is primarily concerned with two parameters: 1) A level of agitation describing the homogeneity of the constituents (whether it be suspension or mixing) and, 2) the energy efficiency with which this level of agitation is accomplished. The following is an attempt to present a solution to the problem of adequately defining and optimizing these properties. First included is a discussion of the application of good design practices to the determination of a mechanically efficient shape to the blade elements of the propeller. These practices, excluding several appropriate modifications, have been known, but not well understood, in aircraft fluid mechanics for a number of years. Secondly, having optimized the direct impartation of energy to the medium being agitated, attention is turned to one of the more perplexing phenomena of multi-phase systems - definition and prediction of agitation levels. The result of recent study and testing is a method of scaling which the authors feel provides a lucid understanding of governing physical parameters within the agitator itself, allowing one to scale up and down with confidence.

6.1 INTRODUCTION A surface structure will suffer damage when the additional stresses induced by ground deformations associated with surface subsidence, plus the original stress introduced by construction de¬sign, exceed the strength of the structural elements. In this con¬text, there are two methods available for preventing and control¬ling surface structural damage: one is to strengthen the structure and the other is to design the mining operations such that ground deformations at the structure site can be reduced to an acceptable level. Mining operations include panel layout and mining tech¬niques. These methods are detailed in this chapter. It must be noted that most prevention/control methods men¬tioned in this chapter are used in the countries where the reference papers are cited. In the United States, the coal operators are not required to take those measures mentioned in this chapter. Some of the methods described in this chapter cannot be implemented with¬out changes in the current mining practice as permitted by laws. In addition cost of implementing those methods are not considered here. 6.2 PANEL LAYOUT As shown in Figs. 2.9, 2.10, and 2.11, permanent ground deformations in a subsidence basin mainly concentrate near the edges of the underground opening, and can be divided into four zones. A structure located in different zones will be subjected to different types and magnitudes of ground deformations. In laying out the panels, Table 5.1 and Figs. 2.9, 2.10, and 2.11 could be taken into consideration. Attempts could be made to avoid placing the structure on a location where the ground deformation to which that structure is sensitive is at its maximum. Therefore rational design of the panel is the simplest way to reduce structural defor¬mations. Panel design involves the determination of panel dimension, panel edge location, direction of face advance, and use of yield chain pillars. A. Panel Dimension Since longwalls in the US employ a multiple-entry system, where rows of chain pillars are left unmined, subsidence over those chain pillars is usually smaller. Therefore, whenever possi¬ble, the panel dimension could be designed such that a major structure or structures are over those unmined chain pillars, be¬tween adjacent panels, or some distance beyond both ends of the panels. At the center of the supercritical final subsidence basin, a structure will not be subjected to any final or permanent ground deformations. In order to create such a condition, the panel width must be such that the structure will be located beyond the major influence zone of the final subsidence basin, the minimum dimen¬sion of which must be: [ ] where L is the width or length of the final mined out gob, t is the width or length of the structure to be protected, h is mining depth and [ ] s is the angle of full subsidence. B. Panel Edge Location Wherever there is a permanent panel edge, there are large ground deformations induced on the surface on both sides of the permanent panel edge. Therefore whenever possible the panel di¬mension should be designed such that the permanent panel edges could be located in the areas with the least impacts. In terms of permanent edge location, it is best to eliminate any permanent panel edge under a structure or groups of structures. If this cannot be done, the panel should be lengthened to reduce the number of permanent panel edges, or narrower multiple panels advancing in the same direction in a staggered manner could be employed. If the structures are located in Zones II and III, the longer dimension of the structure must be parallel to the nearest perma¬nent edge (Fig. 6.1). But in Zone IV, the longer dimension should be tangential to the corner of the permanent panel edge. If the structure is inclined to the permanent panel edge, it will be sub¬jected to twisting and shearing. C. Direction of Face Advance The direction of face advance should be parallel to the long axis of the structure. But if the structure is to be located at or close to the center of the final subsidence basin, the direction of face advance should be perpendicular to the long axis of the structure. Careful choice of the direction of multiple face advance is the most effective way to reduce structural deformation and thus dam¬age. This applies the principle of overlapping and cancellations of ground deformations, due to multiple face advance, at the right time and at the right intensity, e.g., opposing tilts, concave and convex curvatures, tensile and compressive strains are induced simultaneously on the structure to be protected by two or more faces. D. Use of Yield Chain Pillars In US longwall panels there are generally two or three rows of stiff chain pillars between the panels. The combined width of the chain pillars ranges from 100 to 350 ft(30 to 107m). depending on mining depth. In general, surface movement above the chain pil¬lars after the panels on both sides have been extracted is much smaller, as compared to that in panel center. Thus in order to create critical or supercritical width of opening and eliminate sur¬face bumps over the chain pillars, yield chain pillars may be em¬ployed (Jarosz and Karmis, 1986). However if yield pillars are to be used, it must be designed such that it yields totally right after the panels on both sides have been extracted. Unfortunately cur¬rent yield pillar design techniques cannot predict when and how much it will yield. In summary, whenever possible attempts could be made to lay out the panel in such a way that surface structures are located above chain pillars between panels or above solid coal beyond both ends of the panels. In those areas the surface structures will most likely be unaffected, or if affected, the damage is so minor that no remedial measures are necessary. 6.3 CONTROLLED MINING TECHNIQUES Several mining techniques are available for reducing the sur¬face ground deformations of specific types. GENERAL DESCRIPTION The Granduc mine is situated on the west side of Granduc Mountain in the Leduc River area of north¬west British Columbia about 51 km (32 miles) north¬east of the town of Stewart. Entry is by means of a 16.6-km (10.3-mile) long haulage adit from the concentrator site at Tide Lake. The principal ore mineral is chalcopyrite. Ore mineralization varies from dis¬seminated to irregular semimassive stringers generally associated with highly folded and sheared biotite-rich sections of metasediments. The ore bodies vary in width from 3.6 m (12 ft) to over 18 m (60 ft) in a zone some 800 m (2600 ft) in length dipping at an average of 75° to the west and plunging steeply to the south. Capping varies in thickness from 0 to over 300 m (1000 ft). SELECTION OF MINING METHOD In the early stages of planning the primary require¬ments to be met by the mining method were: (1) suit¬ability to high output and productivity, (2) adaptability to mechanization in order to minimize operating costs, and (3) minimization of the costs and the development period for preproduction. Considering these, the selection of a mining method was narrowed to a choice be¬tween sublevel long-hole stoping or sublevel caving. A method utilizing backfill was ruled out as uneconomical, especially since mill tailings would not be readily available. At the time, the following facts about the ore body were recognized: (1) the average width of the ore body was 12 m (40 ft), (2) 30% of the stoping blocks were in areas of 6 m (20 ft) or less in width; (3) in many cases, ore zones were located in parallel lenses or were irregular in shape; (4) major faults were present in the hanging wall close to the ore, with minor faults within the different ore zones; and (5) the ore itself was lami¬nated with fractures and jointing crossing such bedding planes. Considering these factors, the two stoping meth¬ods were compared. Sublevel Open Stoping The characteristics of sublevel open stoping are: 1) It is generally not used for widths below 6 m (20 ft) since the ratio of waste development increases as level intervals are reduced to insure good control of long-hole drilling. 2) This method is used where ground is relatively competent. Otherwise more pillar support is required, increasing ore losses or mining costs with pillar recovery. 3) The method is not easily adaptable to parallel ore zones separated by relatively narrow waste bands. 4) Close control of pillar and stope design will per¬mit some degree of dilution control. Sublevel Caving Sublevel caving is characterized by the following: 1) The method can be used for a variety of ore widths, recognizing that 3 m (10 ft) in width may be an economical minimum. 2) It is particularly favorable where wall rock is weak. 3) The method has flexibility so that irregular ore bodies or parallel lenses can be mined. 4) The need to leave pillars for support is eliminated 5) Dilution and tonnage recovery are interrelated. With concern about the stability of the hanging wall and the geometry of the ore bodies, there was a growing favor to choose the sublevel caving method. However, this method was relatively new to Canadian mining practice. Teams were sent to Sweden to tour mines using sublevel caving and to study their methods and any extraction and dilution problems. The objective was to develop cost and performance data and ore recovery grades and tonnages for feasibility comparisons. Next, detailed mine plans were developed covering a three-year period using sublevel caving and sublevel open stoping. Extensive analyses of the development and production costs for each method were made. With sublevel caving, ore losses of 10% with a 20% dilution rate were used. The same ore loss was estimated for sublevel open stoping with dilution varying from 11 to 15%. As a result of these studies, the decision was made to use sublevel caving partly because slightly lower op¬erating costs, together with higher productivity, offset the adverse effects of higher dilution; and partly be¬cause, at the start, there would be less risk in being able to handle the ground, and the method offered more flexi¬bility. Open stoping was not ruled out for testing at a later date. It was recognized that some other method of mining would be required for mining the ore extensions below the glacier, where surface subsidence must be avoided. During the operating life of the mine, open stoping was tested in narrow width ore zones and found un¬satisfactory due to wall failure. A cut-and-fill stope, utilizing run-of-mine waste from development, was also operated on a trial basis. A sequence was finally estab¬lished that permitted ground control; however, produc¬tivity needed considerable improvement in order for open stoping to be considered as a sole alternative for mining below the main haulage level. At the termination of operations in June 1978 over 13 000 000 t (14,500,000 st) had been extracted from above the main haulage level at production rates varying from 3270 to 7250 t/d (4000 to 8000 stpd). Sublevel Caving Methods Two basic methods were used, transverse and longi¬tudinal. The transverse method was used mainly in the upper C ore body in widths greater than 18 m (60 ft), and occasionally as an alternative to the longitudinal method in localized areas where strike faulting inter¬fered with normal development. At the 1976 Annual Meeting of AIDE, Alan Merson reminded his audience that economic' success comes to those who understand things as they are, rather than as they have been or what ideology says they should be (1). He went on to say that, measured by this standard, the mining industry is in trouble. The mining firms had recognized long ago the importance of effective lobbying in Washington and the state capitals. But, he pointed out, those methods are nearly worthless anymore in coping with many land use problems because the critical decisions are likely to be made at the local level. There the tactics are far different as are the relations of the decisionmakers to the parties before then. Furthermore, in his estimation the trend is to leave land use regulation largely to the local level of government. All who are concerned for access to land for mineral development will be benefited by reading Professor Merson's paper lie is speaking effectively about the context of decisionmaking for specific cases, the shape of things in the here and now. There is, however, a longer-tern set of considerations that if pursued will be likely to foster the creation of public support for mining developments. At that sane meeting I spoke on two foundations of the long-term relationships: namely, the growth in requirements for minerals implied by projections of increasing consumption; and a rationale for fostering mineral exploration and development. I mentioned in passing the social decisionmaking process for public uses of land (2). This paper is intended as a complement. The growth of requirements for Minerals and the rationale for development based on the Entropy Law will be only mentioned. The main concern will be on the process of social decisionmaking in the context of access to land for mineral development.
