Arch of Illinois is a mining complex comprised of two surface and two underground mines located in Perry County, in southern Illinois. The company a division of Apogee Coal Co. of St. Louis, MO. Arch of Illinois' two surface mines, the Captain and Horse Creek Mines, use large stripping shovels and cross-pit bucketwheel excavators to remove overburden from three seams of coal, the Herrin No. 6, Harrisburg No. 5 and Danville No. 7. All are considered high sulfur reserves. The two underground operations are managed by Arch of Illinois. They are the Kathleen Mine and the newly constructed Conant Mine, which began production in 1991. Both underground mines are continuous miner operations. They mine the No. 6 coal, which is about 1.8 m to 2.1 m (6 to 7 ft) thick. All coal is currently transported by truck to a central preparation plant located at the Captain Mine. This preparation plant produces 27 kt/d (30,000 stpd) of clean coal. Production in 1992 reached 5.9 Mt (6.5 million st) of saleable coal. Of that, about 66% or 4 Mt (4.4 million st) are produced by the surface mines and the rest the by under ground operations. Change is in the wind for Arch of Illinois. In 1988, 100% of all production (6.2 Mt or 6.9 million st) came from surface operations. By 1995, only 38% of production is scheduled from surface mines. And by the year 2000, 100% of production will from underground mining methods. Dwindling low ratio reserves, compounded by increasing environmental and land acquisition costs, coupled with more efficient underground mining equipment, have started an evolutionary trend toward development of underground reserves. For Arch of Illinois to maintain profitability of remaining surface reserves and to compete effectively mining underground, it must improve efficiency, productivity and cost reductions. These efforts are essential for maximizing current surface reserves and to ensure a continued existence in the presence of clean air legislation and the softening of the high sulfur coal market.

Bacterial degasification of methane and conventional methane drainage for generation of power have become accepted practice. Comparative economies of both the techniques have been described. Authors have discussed an alternative technique, involving complete methane biocycle. The first stage of the entire process involves gasification of coal using a consortia of bacteria to generate methane. The generated methane has been proposed to be pumped,as in conventional methane drainage. Technique described is basically similar to underground coal gasification, with the difference that in place of coal combustion, degradation of coal to lower molecular weight compounds by one set of bacteria and then methanogenesis by methanogens, producing methane have been described. Brief account of communities of bacteria that may be employed have been dealt with. Three arguments in favour of proposed technology as an alternative to conventional coal mining are: 1.Total elimination of hazardous operation. 2.Availability of power plants based on methane drainage, assuring comparative economies. 3.Possibility of utilisation of fuel cell technology for power generation giving higher efficiency. All the three phases of complete blocycle viz (1) methane generation from coal (ii) conversion of methane to hydrogen and oxygen (iii) conversion of products so obtained to methane, thereby completing the cycle have been discussed. INTRODUCTION Drainage of methane by conventional pumping process (Boxho,et.al.,1980) not only is helpful in maintaining safe extraction of coal, but with utilisation of extracted gas for power generation, also helps in over all economy of coal mining. This is gradually becoming standard practice for mining of coal in highly gassy mines. An alternative technique (Thakur et. al., 1991) of bacterial degasification of coal seams is also gradually gaining ground. The bye products of this process that is carbondioxide and water, do not contribute towards economy of coal extraction process. However the technique has its own advantage particularly in goaf area for avoiding fire hazard and drainage of methane from coal seams prior to initiation of mining operation. Either of these techniques could be applied in specific situations with success.

The Blue Mountain Tunnel is a part of the Sultan River Hydroelectric Project. The Sultan Project is in the Cascade Mountain Range, approximately 56 km (35 mi) northeast of Seattle, Washington. The geology is structurally complex, consisting of graywacke and argillite, with lesser amounts of metaigneous rocks. The tunnel, excavated with a tunnel boring machine (TBM), is 4.32 m (14 it) in diameter and 6.3 km (3.9 mi) long. The average 24 hour advance was 41 m (134 it) with a maximum of 71 m (234 it). The tunnel is essentially unlined except for 383 m (1,257 it) in a low cover area and in the rocktrap. Inspection of the tunnel after one year of operation showed it to be in good condition with only a minor amount of rock debris in the rocktrap.

At the Duisburger Kupferhütte plant in Germany, pyrite cinder is collected from the sulfuric acid manufacturers in that country and processed to recover the nonferrous metals contained in the cinder, before charging it to the blast furnace for iron recovery. A typical analysis of the cinder is given in Table 9-1. The pyrite cinder is mixed with NaCl and treated continuously in a multiple hearth furnace. The evolved gases are scrubbed with water to form a weak acid which is used for the leaching process. Each batch requires about 2 days for leaching. The concentrated leaching solution obtained in the first 15 to 20 hr is sent for copper recovery, while that subsequently obtained, being poor ill metal content, is recycled. The residue, called purple ore, now a high-grade iron ore (61-63 % Fe); is sintered and delivered to the blast furnace.

INTRODUCTION The process of mining removes valuable and eco¬nomically recoverable minerals from the earth. In the case of hard-rock mining, this process involves breaking and removing ore, while leaving the waste rock or host rock as intact as possible. Prior to mining, ground stresses exist in the ore and the host rock as a result of weight and tectonic forces; for the purposes of this chapter, the ore is considered to support the host rock on both the hanging and footwall sides. Two basic phenomena accompany mining. First, the hanging walls and footwalls tend to move together as the ore is removed. Second, high stress gradients de¬velop in the rock periphery of the opening; the magni¬tudes of the stress gradients vary widely, depending upon the local geometry and conditions. At various times, mining methods have used square¬set timbers, waste-rock backfill, alluvial sand fill, and tailings backfill materials, with or without cement, to replace the loss of support caused by the removal of the ore. Cut-and-fill mining has evolved to use hydraulically placed tailings for the backfill. In the stope, this fill provides massive support to the walls, thereby reducing stresses in the back. It also provides a floor from which men and machines can work to drill and blast, to haul ore, and to scale and bolt the back. In many cases, the addition of cement provides a competent free-standing wall when the fill is exposed during mining of adjacent stopes or during pillar recovery operations. In most cases, the use of fill does not eliminate standard tem¬porary or local roof control measures such as roof bolts and wire mesh. Fill Characteristics It is important that backfill used for ground support be of maximum stiffness in relation to wall closure. The stiffness of the fill is related to its placement bulk density or void ratio. In the case of cemented tailings, this is enhanced by the cement bonds. During stope closure, individual fill particles experience rotation and crushing at point contacts, but they are subject to little relative translation. The stiffness approaches infinity as the void ratio approaches zero, until the ground forces reach equilibrium, and closure stops. The gradation of particle sizes and minimal segregation resulting from good hy¬draulic placement both contribute to a high degree of early stiffness in the closure history of classified tailings backfill. This also implies that the fill should be resistant to creeping under high static loads. All mines experience shock loading situations such as blasting, and many mines experience rock bursts that can apply sudden and very high loads to the fill. Certain conditions of void ratio, particle size, and moisture con¬tent can result in mass fluidization of unconsolidated fill during such shock loading. Two key factors in avoid¬ing fluid behavior are the provision of a well-drained fill through desliming or classification and the achievement of a small degree of consolidation through the addition of cement in ratios as lean as 40 to 1 (2.4% cement). The acceptance of classified mill tailings as backfill material has been enhanced by its relative economy, including its source, preparation, delivery, and stope distribution. Transportation from the backfill prepara¬tion plant on the surface into the stope usually can be accomplished with low power consumption, with low labor costs, with few capital costs, and at high tonnage rates. An additional benefit is a reduction of the storage volume required for surface disposal of the tailings stream, with a resultant improvement in the environ¬ment. The costs of placing cemented tailings backfill generally range from $1.65 to $6.61/t ($1.50 to $6.00 per st) of fill depending upon the cement ratio used. Scope This chapter examines a major backfill program at a mine and mill complex where the backfill facilities are included as a part of the original planning. The backfill preparation plant is intended to make maximum use of remote controls and automation. The logistics asso¬ciated with material storage, handling, and metering in the plant are outlined. Important considerations in specifying equipment for typical service conditions are discussed. The fill delivery system is described, includ¬ing the boreholes, level lines, and stope distribution lines. Stope preparations for fill confinement and drain¬age are described, as are the techniques of placement and distribution. Methods of controlling and directing the flow of drainage water and slimes are presented, along with the facilities and equipment for clarification, pumping, and sludge removal. As shown in Fig. 1, the fill program encompasses most aspects of the mining and refining facilities, so the discussion is brief in each area. The preparation of backfill of a uniform and con¬trollable quality is presented here as a material handling problem. The balance of the presentation concentrates on the logic of the system, the costs where meaningful (in 1977 US $ unless otherwise specified), and some operating "tricks" that have contributed to system per¬formance and reliability. SURFACE PREPARATION PLANT A backfill preparation plant is required on the surface. This plant generates suitable fill material from the stream of mill tailings. Among the functions of the plant are: 1) Slimes are removed to improve the percolation characteristics of the fill; typically, particles finer than 325 mesh are removed from the tailings. 2) Tailings and sand storages are provided so that the steady stream of tailings produced by the mill can be accepted. Provision is made to accommodate the cyclic high-volume demand from the mine. 3) The plant stores the cement and contains meter¬ing and mixing facilities to provide fill of a controllable and uniform quality. 4) The hydraulic backfill delivery system is a part

AVAILABLE MACHINES Machines discussed in this section include only rubber tire mounted kerf cutting machines of a self¬propelled electrically powered design. Such machines handle bars up to 4.6 m (15 ft) in length, cutting kerfs of from 115 to 191 mm (4.5 to 7.5 in.). The basic design concept of all machines currently in production is very similar. The chassis features dual driving wheels on the cutter-bar end, fixed directly to the main frame. The steering wheels on the outby end of the frame are articulated in some manner to keep all four wheels on the floor over uneven bottom. Machine power for tramming, and all other functions except powering the cutting chain, is furnished from a pump motor that drives the specific pump or pumps required by a given machine. The cutter chain is driven through a mechanical drive train from a separate electric motor having no duty other than driving the chain. The general arrangement of a cutting machine is shown in Fig. 1; two types of machines, with their specifications are shown in Figs. 2 through 5. A hydraulically powered cable normally is included to eliminate the need for manual cable handling and make this a one-man machine. A bug duster, though optional, is needed for most applications. The bug duster is an hydraulically driven scroll conveyor located directly behind the cutter chain drive sprocket. Its function is to move the cuttings away from the sprocket to prevent them from packing up in this area and consuming a lot of machine power to further pulverize them. Available machines vary from models 610 mm (24 in.) high that can cut horizontally only from 203 mm (8 in.) below ground line to 229 mm (9 in.) above, to machines 1143 mm (45 in.) high that can cut in any plane from 178 mm (7 in.) below the ground line to 3.7 m (12 ft) above it. Most currently manufactured machines fall in the 17 200 to 20 400 kg (38,000 to 45,000 lb) weight range, but can be dis¬assembled for underground installation where weight and size are a problem. Maximum teardown results in all pieces having a weight of 5400 kg (12,000 lb) or less and a size allowing passage through a 1.2 x 2.1-m (4x7-ft) opening. Further reduction in either size or weight of the parts becomes a serious problem. Machines currently being manufactured are avail¬able for use with power supplies of 250 v dc; 500 v dc; 440, 550, or 950 v ac (60 Hz). Also available are machines for use on 415, 500, and 950 v 50 Hz. De¬signs to allow operation on other voltages of either 50 or 60 Hz can be made available without any serious problems. As of September 1977, a typical medium-seam ma¬chine without the extra options needed for unusual conditions, but fully equipped to operate, was selling for about $185,000. Introduction In response to industry needs and requests, Joy Mining Machinery is aggressively evolving a "game changing" system of underground development mining machinery. This entry-development system (EDS) project is concentrated on providing clean, protected and ergonomic operator areas and a quantum leap in productivity. To meet these goals, a virtually continuous and automated mining system is needed. Operators must be able to efficiently and ergonomically perform required functions from a protected environment. Health-related issues, such as respirable dust and noise, must also be addressed. A new concept system of integrated face equipment, from the continuous miner to and including advancing the section belt and services, is needed. Phase I of the project was aimed at developing the bolting technology required. Through acquisition of Cram Australia and joint development efforts with Canyon Fuel Co., Joy now has this capability. The test platform, known as the Joy Multibolter, has successfully completed its trials at Canyon Fuel's SUFCo Mine (Fig. 1). These tests validated the bolting technology and operator protection and ergonomic issues. Phase II includes the development and testing of an integrated mining machine (IMM) capable of advancing a heading 1.5 m (5 ft) while simultaneously cutting a fullface width (single pass) and installing a complete bolt pattern. The IMM, unveiled at MINExpo 2000, incorporates the bolting technology of the Multibolter with automated full-face cutting. This machine was designed to meet Joy's stringent health, operator protection and 300m/d (1,000-ft/d) productivity goals. Phases III through V will include development of processes and integrated haulage, ventilation, power, material handling and section services advancing equipment. Processes and equipment developed will be designed for seamless integration into a complete entry development system. The focus of this paper is the new continuous miner (IMM) development, proposed testing and expectations for the EDS. The IMM is scheduled for commissioning and trials beginning in April 2001 at the SUFCo Mine. SUFCo Mine Canyon Fuel Co. is jointly owned by Arch Western Resources and the Itochu Corp. of Japan. It owns and operates three coal mines in Utah: the SUFCo Mine in Sevier County, the Skyline Mine in Carbon and Emery Counties and the Dougout Canyon Mine in Carbon County. Incorporating state-of-the-art-mining technology and advanced mine management practices, the SUFCo Mine is one of the most efficient underground coal mines in the world. The SUFCo Mine is located approximately 50-km (30 miles) northeast of Salina, UT, in the Wasatch Plateau portion of the Uinta coal basin. The mine property consists of 9,900 hm2 (24,470 acres) with approximately 118 Mt (130 million st) of recoverable reserves. Public utilities and industrial concerns purchase approximately 95% of the coal mined at SUFCo through short- or long-term contracts. Coal reserves are extracted by longwall mining, and the panels are developed using continuous miners. The longwall face at SUFCo Mine is 283-m (930-ft) wide, and the seam height ranges from 2.4 to 4 m (8 to 13 ft). The two development sections are in full operation using Joy 12CM12 continuous miners. Two super longwall panels, under development in the northeast portion of the lease block, are 4,270-m (14,000-ft) long with a 283-m (930-ft) wide longwall face. Arseno Processing Ltd. has developed process technology for the extraction of gold from refractory ores and concentrates. These ores, which do not respond to conventional extraction processes, are rapidly becoming the primary targets for mining companies wishing to become significant gold producers. It has recently been estimated that by the mid 1990's, the annual gold production from the Pacific Basin Epithermal Arc in southeast Asia could be as high as 550 tonnes. Within this area the Porgera deposit under development by Placer, Renison and MIM, and the Lihir Island deposit under development by Kennecott have been shown to be refractory and require pretreatment before the gold can be extracted. The additional deposits which are now starting to be developed in this area are also expected to require such pretreatment. The Arseno process promises to be an economical pretreatment for these ores and to result in the maximum achievable gold recovery. Numerous refractory deposits are also known in Australia, North America, China and other parts of the world. Samples from many deposits throughout the world have been tested using the Arseno process conditions and the consistently successful results have demonstrated its widespread application. The samples which have been tested include ores in which the gold is locked in pyrite, marcasite or arsenopyrite. The process is insensitive to the sulphur content of the feed. Feed materials containing from 1 % to 50% sulphur have been tested successfully with the process. In the Arseno refractory gold process, sulphide minerals are dissolved so that the contained gold becomes accessible for subs7qu7nt gold recovery. This gold recovery is achieved by cyamdat1on of the process residue. For many of the materials which have been tested, gold extractions in excess of 95% have been achieved.

Though sedimentary rocks comprise only about five percent of the volume of the continental crust, they cover about 80% of its surface, serve as important reservoirs for fluids, contain reserves of non-metallic minerals, and have in general been extensively drilled. However, most drilling has been shallow in comparison to the thickness of the crust and such deep drilling as has taken place is very strongly localized in sedimentary basins. This may be seen by reference to Figures 1 and 2 which show the location of wells that drilled deeper than 15,000' [=] 4.6 km. (Figure 1) and those that drilled below 20,000' [=] 6.15 km. (Figure 2). It is apparent that, even in regions of sedimentary cover, direct exploration below six kilometers has been very restricted. In the case of the metamorphic and igneous rocks which make up 95% of the volume of the crust, direct exploration has been much less extensive in terms of both area and depth. The present state of our knowledge of the crust below a' thin surface layer stands in marked contrast to our growing present need for raw materials and the needs of future generations. It also stands in contrast to our need for enhanced, scientific knowledge of the deeper crust, its configuration, its present state, its hydrothermal systems,-its evolution, and its materials. Lessons learned in exploring the third dimension of the sea floor, the vigorous prosecution of seismic profiling, the development of testable models for hydrothermal systems and mineral deposits, the need for better understanding of heat flow, state of stress, earthquake mechanisms, and a host of other phenomena all suggest that it is time to launch a national program for scientific exploration of the crust which uses drilling to test important hypotheses developed on the basis of indirect evidence.

Arizona Portland Cement Company's limestone deposit (called Twin Peaks) is approximately 4 miles southeast of the cement plant. The pant is adjacent to both the Southern Pacific Railroad and Interstate 10, about 17 miles northwest of Tucson. Placer claims were filed on the Twin Peaks deposits in 1923. From that time until the present, geologic data have been accumulated and evaluated to define more closely the quantity and quality of the limestones. The cement plant at Rillito was originally constructed as a one-kiln plant in 1949. Capacity was increased in 1952 and 1956, bringing the plant to an annual capacity of 44,000 tons of cement. In 1972 anther expansion program was completed, bringing annual cement capacity to 1.1 million tons. Geologically, the Twin Peaks contain formations ranging from the Precambrian Pinal Schist to the Pennsylvanian Naco Formation. Within this sequence, other exposed formations include the Cambrian Bolsa Quartzite and Abrigo Formation, Devonian Martin Limestone, Mississippian Escabrosa Limestone, and Pennsylvanian Naco Formation. Generally, the Escabrosa, Naco, and Martin Formation are the primary sources of limestone for manufacturing cement. The Martin Formation is basically a dolomite with bands of limestone, quartzite, and siltstone. These limestones are blended with outside source materials (clay and iron ore) to make a raw mix that will make specification cements. Several drilling programs were initiated between June 1946 and March 1982. Information derived from these programs provided the means to develop cross sections, geologic blocks, and grade blocks. The configurations of the geologic and grade blocks are the same. Block boundaries delineate the various formations on any particular level. Cursory inspection of the structure would indicate a broad syncline elevated on the west side. A more detailed examination shows that the structure has been complicated by several periods of faulting and intrusion of igneous rocks.

"Re-occurring face ignitions in U.S. coal mines are concerning and require a closer look at air quality monitoring systems and practices employed in these mines. The explosion disaster at the Upper Big Branch mine in West Virginia in 2010 caused 29 fatal injuries and was largely caused by inadequate water sprays and inadequate ventilation monitoring. In this comparison, the author compares ventilation system monitoring in Australian, German and U.S. underground coal mines and makes recommendations for improvements and best practices. Mines in Germany and Australia are adhering to more stringent requirements for monitoring air quality and quantity and for monitoring water spray systems on cutters to prevent frictional ignitions. Air quality should to be monitored for sufficient oxygen, toxic gases, explosibility and for fire gases indicating a potential fire. Ventilation monitors must also confirm that sufficient quantities of air are available. Fully automated, continuously recording atmospheric monitoring and alarm systems are established practices in Germany and Australia and should be mandated for U.S. mines as well, in addition to the current, regular spot inspections of the ventilation system by certified mine examiners. BACKGROUND: METHANE EXPLOSIONS, FACE IGNITIONS AND NEED FOR AIR QUALITY MONITORING Accumulations of methane in face areas of underground coal mines frequently lead to ignitions that can cause burns, traumatic injuries and, in the case of the 2010 Upper Big Branch disaster, cause major explosions with multiple fatalities. Table 1 shows the number of reported face ignitions in U.S. coal mines between 2010 and 2014, based on statistical data published by MSHA (MSHA 2010 – 2014). Although there appears to be a downward trend in such ignition incidents over time, ignitions continue to occur with some regularity; and each ignition may cause a potentially catastrophic mine explosion.Per regulation, all U.S. coal mining machinery, continuous miners and longwall equipment, is outfitted with continuously monitoring methane sensors wired to cut power to the equipment as the methane level exceeds 1%. Face ignitions keep occurring because these sensors are usually not positioned in sufficiently close proximity to the coal cutting drums or to the freshly exposed coal face where the methane is most likely released. Therefore, methane may accumulate in explosive concentrations near the coal face and the cutting drums long before the gas concentration reaches the 1% level near the monitor and creates an alarm."

Major societal and industry changes over the last four decades have influenced the management of technology in the minerals industry. From the authors' experiences in both private and public sector R&D, the paper analyzes the range of strategic and structural changes and provides examples of some key technology delivery responses. For those charged with managing technology, the two key challenges facing them over the next decade are (I) moving technology development from a cost focus to a value focus (that is, from "how much long-term research can we afford?" to "identifying and capturing the value created from R&D”) and (2) the recruitment and retention of key talent. THE NEED TO ADAPT "Change is slow and gradual. It requires hard work, a bit of luck, a fair amount of self- sacrifice, and a lot of patience (Greene 1998)." Since the 1960s the world has changed and the minerals industry has had to adapt to the changing circumstances. In the '60s, minerals were there to be discovered and fortunes to be made; in Australia, the World War I1 embargo on exporting iron ore was lifted and the Western Australian iron-ore boom commenced, to be followed by the exploitation of the Darling Range bauxites; copper, lead, zinc and nickel were discovered and mines developed. The Australian dollar was worth US$1.11 whereas today it is around US$0.65. The oil crisis of 1976 sharpened focus on the sensitivity of the minerals industry on energy costs. For at least five decades, a plume containing acidic metal-bearing water has been moving through the shallow alluvial aquifer along Pinal Creek in the Globe-Miami area. Two chemical facies of water are distinguished in the alluvial aquifer: (1) a metal-rich acidic plume with gram per liter concentrations of metals (primarily iron) and pH values between 3 and 5 and (2) neutralized water with a pH greater than 5, low concentrations of metals, and high concentrations of sulfate and manganese. Historically, the acid plume has moved through the aquifer at an average velocity of 0.6 m/day, ten times slower than the average pore velocity of groundwater in the aquifer calculated using the Darcy equation. The rate of migration of the metal-rich plume is retarded by pH-dependent chemical reactions between acid water and the aquifer matrix. As acid water is neutralized by reaction with calcite, rising pH conditions in- crease the oxidation rate of iron and decrease its solubility resulting in the precipitation of ferric hydroxides. The formation of ferric hydroxides is a proton releasing reaction which main- tains acidic conditions. The acidit of the plume and the neutralization capacity of tKe aquifer are best assessed in terms of the iron content of the water and not the hydrogen ion activity computed from pH measurements. The parameters controlling plume migration are: (1) the calcite content of the aquifer (2) the iron acidity of plume water, and (3) the rates of acid neutralization and ferrous iron oxidation. A numerical solute transport and reaction model based on the concept of iron acidity effectively simulates the historical development of acidic conditions, predicts the behavior of the plume, and was used as a management tool to identify the most efficient and cost effective remedial strategy.

Three rock fracture parameters define three points along empirical cumulative size (of rock fragments) distribution curves at Inspiration copper mine. These parameters are: rock quality designation (RQD), longest piece of intact rock and % of +1 inch. The RQD and the longest piece are actually measured on drill hole cores whereas % of +1 inch is visually estimated on the same cores. These size distribution curves are then utilized in a variety of engineering applications such as; slope instability analysis, blast design, copper recovery prediction from heap leaching, etc. The three rock fracture parameters for two dominant rock types (porphyry and schist) in the pit had to be estimated separately due to different rock fracture characteristics.' Both ordinary kriging (OK) with measured hard data only and soft kriging (SFTK) with hard and soft data were used to estimate each parameter. The cross validation of 100 measured sample values served as the-basis for evaluating the potential benefits of SFTK over OK. Use of subjective information during SFTK required obtaining (prior) probability distributions for all three rock fracture parameters. These distributions were obtained from the typical rock fracture parameters observed in drill hole cores falling inside the geologically interpreted structural domains with varying degrees. of fracture intensity and also through direct mapping along the exposed bench faces. Two different types of soft information were developed for this study; namely, Type "A" and Type "K". The former is based on sample distribution of fracture parameters whereas the latter is based on two step estimation designed to narrow the range of variation observed in data Type "A". The results of the cross validation were analyzed using a linear regression of actual values versus estimated values. The results confirm an improvement on the estimates made by SFTK with hard and. both types of soft data over those produced by OK with hard data only.

"On April 4, 2017, the largest earth-pressure-balance tunnel boring machine (TBM) ever built finally completed its 2.7-km (1.7-mile) journey beneath Seattle, WA, nearly four years after it began boring the SR-99 tunnel that will eventually replace Seattle’s Alaskan Way Viaduct.By now, readers of this publication are familiar with the ordeal that began on Dec. 6, 2016, when the machine overheated and shut down. Until that point, the TBM, named Bertha, had grabbed headlines for being the largest in the world with a 17-m (57.6-ft) diameter face. But after the incident that stopped the progress, the headlines suddenly stopped focusing on the engineering marvel of the tunnel project and began asking what went wrong. Just 300 m (1,000 ft) into the tunneling journey the machine was stuck, unable to move forward and impossible to retract.The project’s contractors, Seattle Tunnel Partners,(STP JV) – a design-build consortium comprised of Dragados - USA, Tutor Perini, say a 20-cm (8-in.) steel well-casing buried in the path of the machine caused the problems that halted the TBM. The Washington State Department of Transportation (WSDOT) disagrees, and the issue over who ultimately pays for the repairs is now with the courts.Eventually, engineers determined the best way to get Bertha back to work was to dig a 36-m (120-ft), deep concrete lined shaft pit in front of the machine and lift the 1.8-kt (2,000-st) cutterhead out for repairs. The repairs took two years but eventually the machine resumed mining in January 2016. In April 2017, the TBM finished building the tunnel, breaking through at the tunnel’s north end near Seattle’s Space Needle, with little to no ground surface movement measured on the entire alignment.While the cause of the TBM breakdown and who should pay for repairs was debated above ground, the work below ground continued. David Sowers, deputy program administrator, engineering and program management with WSDOT, told Mining Engineering during the 2017 Cutting Edge Conference in Seattle that in addition to the technical marvel that the tunnel became, the fact the parties involved were able to work through the unprecedented challenge is a great example of how to overcome challenges on massive projects."

It's 12:30 A.M. The day before had been a long one with problems ranging from proper application of shotcrete during cold weather and the follow-on precautions for curing, meetings with city officials to avert a job shutdown because traffic wasn't being maintained properly and finally a briefing before METRO's General Manager to bring him up to date on projections for meeting the operational date of June 1975. The phone rings and Officer Jones of the Park Police says "Mr. Lynch, this lady in the apartments overlooking the jobsite is complaining of noise and she wants the job shutdown". "Officer Jones, have you called the Project Manager or the Resident Engineer?" "Yes, sir, but there is no answer!" "O.K., Officer, I'll check it out." In calling the job, I can only get the guard, because the inspector is in the tunnel. After some time, the guard calls back and says he doesn't know the way down into the tunnel. I have since had a difficult time believing that one. In the interim I finally reached the Resident Engineer and explained the situation. And finally at 1:30 A.M. the inspector called the Resident to say that the Park Police stopped the job at 1:00 A.M. because we didn't respond promptly. A similar situation had occurred some 2 years previously. With great expectation, noise specifications were developed to correct the earlier situation that had occurred. These newly developed specifications were in force at the time of this most recent shutdown. Common sense would tell you that even though we had developed and implemented, we believe, some of the best and most practical noise specifications in construction practice today, we had not enforced them. "BACKGROUND In the event of an explosion or fire in an underground mine, workers can be exposed to a deficiency of oxygen, an excess of carbon monoxide, or both. These threats can occur as separate conditions or simultaneously. A lack of oxygen in the breathing air can only be addressed via the use of a self-contained breathing apparatus (SCBA) acting as a source of oxygen. An excess of carbon monoxide can also be addressed via the use of an SCBA, but if the threat occurs in isolation (that is, the atmosphere still contains sufficient oxygen to support life) and the concentration of the threat gas is not extreme (< 2%) then the carbon monoxide threat can also be addressed by the use of a filter self-rescuer (FSR). Used together, the SCBA and FSR offer a far more efficient and universally capable life support system than when used in isolation. However, the SCBA does not take advantage of the fact that the surrounding atmosphere likely contains some level of useable oxygen; i.e., the SCBA always supplies the total required oxygen from its limited supply, resulting in a ceiling on its useful life regardless of the level of oxygen in the surrounding air. To address this technology gap, what is needed is a ""smart"" SCBA that provides filtration and catalytic protection against threat gasses and has an extended duration life-sustaining oxygen inhale stream independent of the threat content and oxygen deficiency of the surrounding atmosphere. DEVELOPMENT Developed under contract with NIOSH the Smart Escape SCBA is comprised of three major components including; 1) oxygen supply, 2) oxygen sensing & dosing electronics and, 3) a CO catalyst and carbon bed broad spectrum FSR. The SCBA is designed as a hybrid system that provides non-toxic breathing air by using an approved Chemical, Biological, Radiological and Nuclear filter self-rescuer and a catalyst to convert high levels of carbon monoxide to harmless carbon dioxide (CBRN FSR/CO). In addition, the Oxygen Sensing & Dosing Electronics (OSDE) package adds sufficient oxygen to make up for deficiencies detected in the ambient air (Figure 1). By making use of the ambient oxygen, less oxygen is required for a one-hour unit life. This means that the Smart Escape SCBA fits in a smaller and lighter package than a similar-duration conventional Self-Contained Self-Rescuers (SCSR). Alternatively, taking advantage of available ambient oxygen could offer a significant increase in working duration in a unit with the same size as current SCSRs. The research performed under this NIOSH contract involved numerous tasks including: (1) definition of performance and system requirements for the Smart Escape SCBA, including keeping environmental stressors within acceptable ranges, providing at least one hour of breathable oxygen supply, and using a mask or hood that allows high-quality voice communication; (2) designing, building, and evaluating prototype units to support extensive bench top testing at Avon Protection and third party labs to demonstrate the device’s capabilities; (3) building sufficient quantity of Smart Escape SCBAs designed to be intrinsically safe (per MSHA criteria); (4) testing and evaluation by the National Personal Protective Technology Laboratory (NPPTL)."

More than 100,000 people from 110 countries involved in the construction aggregates and ready mix concrete industries are expected to attend Conexpo-Conlagg &apos;99 in Las Vegas, NV March 23-27. The exhibition, the largest of its kind in the Western Hemisphere, takes place every three years. It is held at the Las Vegas Convention Center, Las Vegas Hilton Center and Pavilion. The show serves as a venue for con- tractors and others involved in aggregates construction to view the latest in equipment, technology and services. More than 1,500 exhibitors will use more than 147,200 m2 (1.6 million sq ft) of indoor and outdoor exhibit space. Attendees include presidents and company owners, sales and marketing managers, general managers and project managers. An estimated 20% of the attendees will be from outside of the United States. New for the Conexpo-Conlagg &apos;99 show is a 3,715- m2 (40,000-sq ft) Information Technology Pavilion. This event, organized by AIEIC Systems, will showcase computer technology for the architectural, engineering and construction industries. Shown in the pavilion will be the latest developments in cost management, estimating, bidding, project management and accounting. In addition, the Information Technology Pavilion will demonstrate the latest in computer-aided design software, systems and services. Conexpo-Codagg &apos;99 will also emphasize live demonstrations of exhibitor&apos;s products. Individual exhibitors will demonstrate their machinery so attendees can see the latest technology in action. The is the 14th consecutive year for this column and the 13th in which the royalty data have been tabulated. Some holes still exist in the list of royalties that readers hopefully will fill. Construction aggregates - either sand and gravel or crushed stone - are the most common mineral commodity. In spite of their pervasive use nationwide, royalty information for these commodities has been difficult to acquire from some states. Readers can help. Share information about these missing states and next year there will be fewer states without information. Dennis Bryan sent a copy of a report, "Regional Appraisal of Mineral Materials: Carson City District, BLM." The report was authored by real-estate appraisers. It contains more than 50 references to leases of various construction materials in Nevada and nearby states. It gives a thumbnail sketch of each lease and is a good reference. However, the authors erroneously imply that the royalty rate and the in-place value are the same. Several of this year&apos;s new entries come from the report. However, the royalties for landscaping materials vary from state to state and by rock type. Some boulders used for landscaping in Nevada have a royalty reported at $1.10/t ($1/st). At the other extreme is lava from Idaho. Used for the same purpose, it has a royalty range of $11 to $18.70/t ($10 to $17/st). Chuanming Tian of Beijing, China has shared some information about the changing mineral royalty policies in China. China first implemented an oil and gas royalty in 1984. In 1992, the government expanded that to include iron ore. In 1994, the royalty policy was extended to all mineral commodities. At the same time, the royalty rate for iron ore increased tenfold.

INTRODUCTION The General Chemical Soda Ash Operation located near Green River, Wyoming produces about 4.5 Mt of trona per year. In July 1989, Mine Ventilation Services Inc. performed a ventilation survey of this complex trona mine which had thirteen active panels spread over 36 square kilometers. The ventilation survey and subsequent study showed that the intake shaft air velocities were at their practical limits (Wallace and Rogers, 1987). The need for additional intake capacity was immediate. The ventilation network modeling delineated the best location for this new intake shaft as it applied to the 5 year ventilation plan. Unfortunately, this location, 6.5 kilometers from the soda ash processing plant, would make heating this intake air very costly. Presently, the intake air is heated by heat exchangers which use waste heat from the plant. Air heating during the winter months is necessary for miner comfort and to prevent potential freezing of water lines in the mine. It was decided to examine the feasibility of heating the air geothermally by coursing it through an old production panel. This method of air heating has been used in this region with good results at the Stauffer Chemical Operation (now Rhone-Poulenc) (Moore, 1985). In 1990, a geothermal heating study examined four different production shaft/panel configurations and a workable design was found. The operators at the General Chemical Soda Ash Operations acted on this design and began raise boring a ventilation shaft in the Spring of 1991. This paper describes the ventilation system, briefly, and the geothermal heating studies performed. Findings of the 1990 geothermal studies are then compared to field data acquired in the Winter of 1992. THE VENTILATION SYSTEM The ventilation system at General Chemical had four shafts serving the mining horizon in July 1989; three of these shafts are located at the Northwest end of the mine. The active work areas had progressed to the South over the past years and supplying ventilation has become increasingly difficult. The 6.1 meter diameter #3 Production shaft and the men and materials compartment of the 6.1 meter diameter #2 Split Shaft had reached their air velocity limits. Conversely, the 4.6 meter diameter #5 Exhaust Shaft was under utilized. Ventilation studies showed the conversion of the 3.7 meter diameter #1 Exhaust Shaft to an intake would provide adequate intake capacity for two years. The next option to improve ventilation was the addition of an intake shaft at the southeast part of the mine at the intersection of H Mains South(H-M-S)and J Mains East(J-M-E) (See Figure 1). A service shaft has been planned for the extreme Southeast end in the late 1990&apos;s. Ventilation network analyses showed this interim intake shaft would have to be at least 2.5 meters in diameter to postpone the service shaft construction beyond 1995. The greater the size of the borehole, the further the construction could be postponed. In October 1991, General Chemical commissioned the 4.57 meter diameter #4 Ventilation Shaft near the junction of H-M-S and J-M-E as shown in Figure 1. The L95 panel would be used for air heating as described in the geothermal heating section to follow. GEOTHERMAL STUDIES Geothermal heating studies were performed by MVS Inc. in May 1990. Using a modified code of CLIMSIM, an underground mine climatic simulation model, several different shaft/panel configurations were examined to see which would provide adequate air heating during the winter months. CLIMSIM simulates heat flow into a single underground airway. The program was used to evaluate the heat flow to and from the airway surface and to calculate the resulting change in dry bulb temperature of the ventilating air. CLIMSIM uses inlet air conditions, airway characteristics, and rock thermal properties input by the user to predict the variation of psychrometric and thermodynamic parameters along an underground airway.
