"1. INTRODUCTIONDo contractual practices affect project outcome? Can better contractual practices improve the likelihood of project success? The consensus amongst experts is that better contractual practices really do improve project outcomes. With this in mind the members of the International Tunnelling Association (ITA) Working Group 3 on Contractual Practices (WG3) pooled their collective knowledge to publish in 2011 the document entitled The ITA Contractual Framework Checklist for Subsurface Construction Contracts (ITA Working Group 3, 2011). Written for projects involving significant subsurface works, e.g. tunnels and caverns, the ITA Framework Checklist explains the major contractual issues that must be considered to ensure a successful project. Its goal is not to specify how each issue should be resolved, but rather to highlight the issues and give recommendations on how they should be addressed. The Checklist is compatible with, and provides guidance for reviewing, standard contracts such as FIDIC and NEC. One of the authors is a co-author of the Checklist and has contributed to previous papers describing the Checklist and its applicability to hydropower projects (Hodgkinson & Wilson 2014, Hodgkinson & Wilson 2015). The Checklist identifies a series of issues that should be contractually defined, which can be summarized as follows: •,Methods for dealing with geotechnical uncertainties should be defined in the contract •,There should be an appropriate level of geotechnical/geological investigation •,Sufficient mobilization periods should be allowed •,Sufficient time should be allowed for testing and commissioning •,Procedures for timely dispute resolution should clearly defined •,Quality and performance requirements should be clearly defined and measurable •,Provision should exist for cost consequences of unforeseen circumstances •,Dispute resolution processes should be clearly defined •,Payment processes should be fair and clearly defined •,Risk should be clearly allocated and parties should be able to bear the risks they carry •,There should be a mechanism for adjusting payments according to conditions •,The risk management approach should be clearly defined •,Admeasurement or unit price approaches are recommended •,The responsibilities of each party must be clearly defined •,The consequences of non-performance should be clearly defined •,The construction programme (schedule) should be realistic."

Water only cyclones, sometimes referred to as hydrocyclones, are one of the newest types of coal processing equipment. These devices have achieved wide acceptance as fine coal cleaners in the past decade. Many metallurgical coal plants employ water only cyclones to process 0.5 mm x 0 size coal. Some of these plants have as many as 40 to 50 305-mm-diam units with each unit receiving as much as 9 t/h of raw feed. The growth in the utilization of hydrocyclones is due partly to the energy shortage, partly to the general increase in over-all coal preparation, and also because of a need for a simplified fine coal (0.5 mm x 0 size) gravimetric separator. Large diameter water only cyclones are also available and in use to process feed sizes up to 32 mm in size. However, the size normally employed for cleaning 0.5 mm x 0 coal are 356 mm or 305-mm-diam for single-stage circuits. In two-stage circuits, the secondary units are normally the same diameter as the primary units or smaller, such as 203-mm-diam. By using the small diameter cyclones and treating a closely sized feed, 0.5 mm x 0 only, it has been found that the probable error or imperfection of the water only cyclones is comparable to that obtained on the same size fraction treated in a large 610-mm-diam heavy media cyclone washing 38 mm x 0. The water only cyclone can approach the efficiency of a heavy media cyclone when cleaning fine solids because it creates its own dense media by accumulating high specific gravity particles in the wide angle conical section of the cyclone. A cut-away cross sectional view of a water only cyclone is shown in Fig. 1. It is also true that when treating a wide range of sizes (38 mm x 0) in heavy media cyclones, the smaller size particles (0.5 mm x 0) separate in proportion to the split of the media through the cyclone rather than by particle density.

Before you begin mining aggregates in Oklahoma, you must first look at the market and ask these questions: (1) Is there a need for additional aggregate production? (2) Can we produce the aggregate efficiently enough to compete? (3) Is the deposit close enough to the market? If you can answer "yes" to each of these three questions, then you are ready to start the process for mining aggregates in Oklahoma. The first consideration to be made is whether the aggregates produced will need to meet state specifications. If you do not want to meet state durability standards, there are numerous formations you can mine and produce aggregates. We will deal only with the formations that will meet state durability standards. These formations are located in the southern half of Oklahoma and in the Tulsa area. Some of the formations that contain limestone, dolomite, and sandstone that will meet state durability tests are West Springs Creek, Kindblade, McKenzie Hill, Butterly-Royer, and Rush Springs Formations. Granite and rhyolite also are found in Oklahoma and can be used as construction aggregates. Once an area has been identified as having durable material, and drilling has verified its properties, a permit must be secured from the Oklahoma Department of Mines, Oklahoma Department of Environmental Quality, and any other applicable agency before construction of a plant occurs. There are many different brands of crushers available, but all work on one of two crushing principles-either compression breakage or impact breakage. Each type has its application in different industrial-mineral types and the desired end product. A typical small crushing plant would start with a jaw crusher for primary reduction, and then employ one standard cone and one shorthead cone for secondary reduction. One grizzly would be in the circuit with one finished-product screen and three to four finished-product stackers. Natural sands and gravels are found in rivers and old river channels. These too need to be tested to see if spec product can be produced. All of our sand operations have very little gravel; thus, we do not process the gravel. The sand is processed through classifying tanks for gradation.

The coal industry is ever changing and complex. This article discusses some problems that must be faced and their projected economic effects. Coal's dominant market is for electric power generation. While growth rates in the 1980s will be nominal compared to historic growth rates, such growth will be substantial in absolute terms because it comes from a very large base. Higher growth is expected in the 1990s. History When looking toward the future, an examination of the past is helpful. Figures 1 and 2 present production and consumption statistics (expressed in short tons) on bituminous coal and lignite in the US from 1945 onward. After an all-time peak of 572 Mt (631 million st) in 1947, total production dropped to 356 Mt (392 million st) in 1954. Sustained growth in total production did not begin until the 1960s. Coal production from under-ground mines declined from more than 400 Mt (440 million st) in 1947 to about 295 Mt (325 million st) during 1965 to 1970. A further decline ensued until a strike in 1978 reduced production to only 218 Mt (240 million st). Underground mines produced 283 Mt (312 million st) in 1983. Coal production from surface mines has increased steadily since the early 1960s. While some of this increase has come from mines east of the Mississippi River, most has resulted from surface mines developed in the West. Production from surface mines west of the Mississippi River was 224 Mt (247 million st) in 1982. Total coal production from under-ground and surface mines, other than Western surface mines, continues to approximate levels of 40 years ago. In spite of several wage increases, increasing productivity in surface and underground mines enabled the coal industry to hold the average value f.o.b. mine to about $5.50/t ($5 per st) from the end of World War II to 1969. Under-ground mine productivity peaked at more than 13.5 t (15 st) per man-day in 1969. Introduction Mine operators are interested in energy conversation in two ways. With our finite sources of energy, we are concerned for future generations. In addition, as mine operators, we want to minimize energy costs. Moving material represents a substantial amount of the energy used in mining operations. Wheeled vehicles are used extensively to move materials. And they derive all their energy from fuel. Energy is also required to overcome the vehicle's inertia, and internal and external frictional forces. Included in the vehicle's frictional forces is its suspension. Tires are an important part of this suspension. What influence do tires have on the overall fuel consumption of the vehicle? Does tire construction affect this influence? As far back as 1896, it was apparent that tires were a factor in fuel consumption. A test was devised in France using a coal-fueled steam-driven auto. The test measured whether there was any fuel savings with the new pneumatic tires rather than of the then commonly used solid tires. The result was a 28% savings in water and a 29% savings in coal on pneumatic tires. Today, the pneumatic tire is accepted, but there are differences in present constructions. Tire Construction: Bias vs Radial There are basically two types of tire construction, bias and radial. Bias tires have been around for about 60 years. Radial tires are more recent. They were developed to improve a tire's ability to withstand higher speeds and loads, as well as to improve tire life and vehicle handling. Another advantage of the radial tire is its lower rolling resistance. This characteristic results in lower fuel use by a vehicle. This has been demonstrated with passenger cars and over-the-road trucks. It is now being demonstrated with earthmoving equipment. A basic description of both types of tire construction should now be reviewed: The casing of a bias-ply tire is made up of crisscrossed textile plies or layers. The cords of these plies run on a bias, from bead to bead. The cords of each ply run on an angle relative to the cords of the adjacent plies. As the tire rolls and deflects, the angle between the cords changes, like the blades on scissors (Fig. 1). The cords of one ply pull one way, and the adjacent ply pulls another, straining each other. Introduction In modern society, vanadium is defined as a strategic metal. Some 90% of the global consumption is used as an alloying agent for carbon steels, tool steels, and high-strength low-alloy steels (particularly for pipelines). Advanced titanium-aluminum-vanadium alloys are seeing application in the aerospace industry. Small but ever growing amounts are finding application as catalysts or in electronics. New uses are continually being discovered for this metal. One example of a new application is the vanadium-redox battery for use in generation plants and back-up power sources. Vanadium is found in a large number of minerals, of which the most important are carnotite, roscoelite, vanadinite, mottramite, and patronite. Just over a third of the world's vanadium is produced as a primary product; the balance is a by-product of the iron and steel, oil refining, power generation and uranium enrichment industries. Vanadium can also be sourced by recycling spent catalysts from the petrochemical industry and ash produced by the combustion of oil emulsion in power stations. However, recycling activities are believed to account for only a small amount of total world supply. Vanadium is recovered from these ores largely as the pentoxide (V2O5) [1]. The major sources of vanadium-bearing magnetite ores are scattered throughout Australia, China, Russia, and South Africa. Current estimates of world’s Proven & Probable vanadium reserves are of the order of 41.3 million tones [2, 3]. Commercial vanadium-bearing titaniferous magnetite deposits can be found in Kachkanar, Russia; Pan Zhihua, China; Bushveld, South Africa; and Windimurra, Western Australia [4]. Other deposits have been found in New Zealand, Canada, and India, among other countries. Vanadium consumption in the steel sector has increased some 7% per ton of steel over the last 10 years as new alloying applications have been found to improve steel's strength-to-weight ratio. Future demand from the aerospace and nuclear industries for non-ferrous vanadium alloys such as titanium and super-alloys is also likely to grow. Vanadium is usually added in the form of ferrovanadium, a vanadium-iron alloy. Vanadium compounds, especially the pentoxide form, are used in the ceramics, glass, and dye industries, and are also important as catalysts in the chemical industry. While established approaches may be used at an industrial scale to treat vanadium-bearing titaniferous magnetite ores in several countries, new alternatives are being developed worldwide. This review will give short overview of the treatment of vanadium-bearing titaniferous magnetite ores, an overview of direct reduction and direct smelting processes and an approach to determine technical alternatives for the property.

Geochemical laboratories are commonly criticized by geologists about poor analytical reproducibility and erratic anomaly patterns, especially when gold and trace metals from resistant minerals are reported. Geochemical analysis in mineral exploration is a compromise between high productivity on the one hand, imposed by large numbers of samples, and analytical precision and accuracy on the other. However, the physical properties of resistant minerals, such as cassiterite, gold, beryl, chromite, zircon and others, interfere with both of these requirements. Therefore, the degree of sample homogeneity that can reasonably be achieved in sampling and sample preparation must be considered. Subsequently, the understanding of its effects on analytical data quality and the consequences on data interpretation will provide a basis for understanding the problems common to exploration as an interdisciplinary science. Complaints about poor and inadequate analytical performance are not confined to exploration geochemistry. They are a common feature in mining and metallurgy and wherever sampling and analysis of "grains" are concerned - the "nugget" or "grain size effect." The "grain size" effect Poor analytical reproducibility is normal for gold and a well-defined group of other elements usually found in resistant placer minerals. Those who use and interpret geochemical data must realize and appreciate the chemical, the physicochemical, the physical and the mineralogical properties of the elements and their minerals. Especially for the "placer" minerals and their elements, such comprehensive interpretation is crucial. The most important factor to consider is the behavior of a mineral and its metal component(s) during weathering and their integration into the sampled medium, in exploration mostly sediments and soils. (Data interpretation for samples of water, gas, to a certain extent rock, follows different patterns.) A mineral may be chemically and physically stable or it may easily disintegrate physically or decompose chemically, or any combination of such processes, at varying degrees. The breakdown products, in turn, may or may not, interreact with the environment. If the nature of an element or a mineral predestines it for a heterogenous distribution in the sample medium, then nature, size and number of grains likely to occur should be considered in relation to the sample portion taken for analysis. This allows the estimation of their effect on analytical precision and accuracy. Elaborate and sophisticated statistical calculations exist on this subject. But these approaches do not cope with the complexity of the natural surface environment. The miner alogical, chemical and environmental behavior of elements and minerals can be estimated but not calculated. However, the mineral grain sizes and their influence on analytical precision can be precisely calculated if certain conditions, assumptions and idealizations are made. If the geochemical and mineralogical characteristics of minerals and elements are understood, such calculations demonstrate the grain (or nugget) effects that mineral properties and (geo)chemical behavior of minerals and elements cause on the precision and accuracy of geochemical analysis through their influence on sample homogeneity. Two other factors that influence the sample homogeneity and the nugget effect are the efficiency of sample preparation and the sample portion taken for analysis. In this way, certain element- or mineral-specific parameters can be established as a guide for the sampling program. The information, for example, may assist in determining sampling procedures in the field, especially the sample weight to be taken for "representative samples." Also, it may help assess whether analytical data, as provided by the laboratory, are acceptable. Finally, it may help determine the approach in data interpretation. However, all such simplified calculations are based on idealized, that is, unreal assumptions and conditions. As such, they represent one extreme end on the scale of probabilities. The reality is found somewhere away from this extreme, towards homogeneity. An example from a study of an eluvial gold prospect may be given for illustration: •Original sample weight: 20 kg (44 lbs) of rock gravel, crushed and ground to -0.18 mm (-80 mesh). •Au content: 20 grains of Au, average size of about 0.5 mm3 (0.03 cu in.) each = 7.5 mg each, making a total of about 150 mg Au in the sample = 7.5 ppm Au. Assumptions •Au occurs in the sample as free, discrete grains only. •Not more than one grain, if any, goes into each sample split (analyte) portion (20 grains of 7.5 mg Au each). •Analysis of original rock sample: 100 g sample for analysis, 20 kg/100 g = 200 samples 20 samples with 1 grain each: result, - 75 ppm Au. 180 samples with no grain: result, 0 ppm Au chances 1:9 •10 g sample for analysis:

Introduction Since the beginning of operations at the pellet plant at Ponta Ubu ES, Samarco Mineração SA has produced pellets for direct reduction and blast furnace processes. Of the total amount of pellets produced from 1977 through 1993, 55 % are used in the blast furnace, about 45 Mt (49.6 million st). The principal components of pellet gangue are calcium oxide, magnesium oxide, silica and alumina. They should be added in adequate quantities to guarantee the mechanical resistance of the fired pellets under blast furnace conditions. Over the years, the pellets produced by Samarco had a silica content between 2.5% and 2.8% and varying binary basicity preferably between 0.8 and 0.85. On the other hand, the increasing amount of industrial waste in siderurgical plants caused by the increase of steel production has caused some countries to put into practice methods to reduce the volume of slag produced in the blast furnace. This paper's goal is to find an alternative for decreasing the amount of slag produced in the blast furnace. It is possible to decrease pellet gangue by decreasing the silica content to about 2%, leaving the metallurgical properties and quality of pellets unaltered. For this work, Samarco pellets were used with Si02 between 2.5% and 2.8%, pellets with high silica and pellets with Si02 between 2.0% and 2.3% low silica. Both were partially fluxed by the range of varying basicity CaO/SiO2 from 0.8 to 0.95 during production. Experimental tests on pilot scale Thhis work began in January 1986 in the pilot plant (pot grate, Fig. 1) at Samarco. Its goal was to obtain preliminary data that would indicate the bybility of the project. It also formed a solid base to extend the studies in tests on an industrial scale of production for blast-furnace pellets. The pot grate is a test furnace composed of a gas burner, a combustion chamber and a grate, connected by hot air ducts. The burner is fed by a mixture of LPG and air. It reaches high temperatures through oxygen injection. The combustion chamber heats the air that comes from the turbocompressor. This hot air flows through the ducts to the grate on which the pellet samples are fired. During updraft drying, downdraft drying, preheating, firing and afterfiring, the upward and downward direction of the air flow can be controlled by valves driven by pneumatic cylinders. The pot grate indurator was fully automated in August 1989. Positive and negative pressures measurements resulting from gas passing through the pellet layer, as well as temperature readings, are recorded in graphs in relation to time for all tests. The tests depend on the various steps carried out in sequence that can influence the results of the tests. Therefore, some criteria were adopted to restrict the number of variables in the process. This was done to facilitate the results of the analysis. The pellets were composed of concentrate, bentonite, hydrated calcitic lime and metallurgical coal, all regularly used in the pellet plant. The material balance of the pellets mix was determined from the chemical analysis of the components. Table 1 shows the chemical characteristics of the concentrate and the additives used in the pilot plant and industrial tests. The basicity has a marked influence on the metallurgical properties of the pellets produced by Samarco with a silica content between 2.5% and 2.8%. However, for pellets with low silica (about 2%), it was necessary to study the variation in the parameters of quality in a wide range of basicities to deliniate with precision a scope of work. A large variety of low-silica blast-furnace pellets were produced at the pilot plant with binary basicity varying between 0.8 and 0.95. After chemical analysis, those pellets were separated into five groups of different binary basicity (0.8, 0.84, 0.87, 0.90 and 0.95). Each was then split, one part for metallurgical tests in the laboratory at Samarco and another to be evaluated in a laboratory for metallurgical tests in Germany. The traditional way of generating open-pit mine production schedules has several limitations. This work addresses the design and production-scheduling problem by considering minimum operational space requirements under a Direct Block Scheduling approach to generate extraction sequences that satisfy the operational space required. For this, traditional formulations were extended by including a new set of constraints that generate operating spaces for mining equipment to move and extract material. Then, a heuristic algorithm produces close to optimal practical pushbacks. This proposal was applied in a case study, and the results show its ability to generate practical production schedules without sacrificing expected return, obtaining differences in terms of Net Present Value (NPV) lower than 1% when compared to the traditional approach.

In assessing the future markets for a mineral from a producing district, three key aspects must be considered: 1) the future growth in markets, 2) the competitiveness of the district in terms of production costs and reserve adequacy, and 3) the competition from alternative sources of supply. This paper will focus on the first issue by developing a method of predicting the demand for phosphate from the trends in the major markets for phosphate products, primarily the fertilizer and agricultural markets. The paper will show how broad changes in the final end use markets for phosphate products have evolved over time and how this has affected the needs for phosphate rock. These trends are then projected into the future to make an assessment of future phosphate requirements.

There are approximately 1,800,000 t of discarded dolomitic-limestone tailings from the Gays River lead/zinc mining operation in Nova Scotia. Neutralization effectiveness similar to an agricultural grade limestone and low contents of residual metals make the tailings a suitable source' of soil conditioner material for the local market. However, the fine particle size, 98% passing 147µm, and a high moisture content make their handling and application difficult. Agglomeration of the tailings into relatively small hard pellets was investigated and difficul¬ties were overcome. Pellets with a range of pH values and various amounts of soil nutrients and moisture content less than 10% were obtained, from tailings containing 20% initial moisture, through the addition of less than 15% selected materials.

In order to improve handling of subsidence damages the Illinois Mine Subsidence Insurance Fund supported the development of novel cost-effective methods of repair. The research in developing the repairs was directed towards the most common and costly damages that had been observed. As a result repair techniques were designed for structurally cracked foundations in the tension zone; structurally cracked foundations in the compression zone; and damaged or undamaged tilted foundations. When appropriate, the postulated methods would result in: 1. significant cost savings (over conventional procedures); 2. a structural capacity greater than when the foundation was untracked; and 3. an aesthetic appeal. All the postulated repair methodologies were laboratory and/or field tested. The paper will summarize the essentials of each technique developed and the test results.

Two modes of collector addition techniques are applied in the column flotation for cleaning ultra fine coal. The collector can be: 1) added directly into the coal slurry through the feed system; and 2) gasified collector and transported in the gas phase through the bubbles. Operating parameters of the column flotation were investigated through three phases of work plans for Pittsburgh No.8 seam coal. In present study, the column flotation using two modes of collector addition techniques were tested and compared. Ninety percent or higher combustible recovery can be achieved by using both methods. However, utilizing the gasified collector addition technique in column flotation has more potential than direct liquid addition technique to obtain the higher recovery at same collector dosage.

As part of its research on wear of mining and mineral processing equipment, the US Bureau of Mines evaluated the erosion-corrosion characteristics of 12 alloys in phosphoric acid waste water. Tests were conducted on 2- and 5-cm-diam specimen8 in 12- and 60-cm-diam ball mills by grinding phosphate rock in gypsum pond water with an initial pH of 1.6. For comparison, grinding tests also were conducted in tap water. Static corrosion tests in gypsum pond water also were carried out. For all alloys tested, the wear by erosion-corrosion was greater than the sum of erosion plus static corrosion. A low-alloy, high-carbon steel and a high-manganese, nitrided stainless steel were the most cost-effective materials

Extensive exploration has resulted in delineation of a massive sulfide district on the north flank of the east-central Alaska range. The district covers approximately 400 mi2 and contains numerous stratiform, transposed and some replacement type sulfide deposits ranging in size from less than 1 million st to 20 million st. Five types of ores were sampled for the study. Mineralogical analysis revealed that the minerals are too fine grained for conventional grinding and beneficiation. Hydrometallurgical studies were conducted using ferric chloride as a lixiviant. Ore microscopic studies as well as electron microprobe analyses of minerals in the raw samples and leach residues explained the low recoveries for certain elements as well as sources of impurities that need to be eliminated from the process streams.

Support characteristics of in-cycle trusses are analyzed using a photoelastic model loaded by tightening a truss in the sequence normally used in an underground mine. Stresses in the roof at its center point and at the junction of the roof and rib are examined. Effects of zero tension and unequal tension in the inclined anchor rods are presented. Effects of simulated subsidence on stress in the roof surface and on tension in the separate truss members are examined. Conclusions are drawn relating to (1) the effects of tension in the inclined anchor rods on uplift and compressive stress parallel to the roof surface, (2) the effects of subsidence on stress in the roof surface, and (3) the effects of subsidence on tension in the truss members.

Geoenvironmental models are compilations of geologic, geochemical, and hydrologic information that describe both the pre- and post-mining environmental signatures of mineral deposits. The environmental behavior of seafloor massive sulfide deposits varies according to deposit type. This study has divided massive sulfide deposits into six categories: (1) Noranda-type, (2) Kuroko-type, (3) Cyprus- type, (4) Bathurst-type, (5) Besshi-type, and (6) sedimentary-exhalative deposits. In addition to Fe and Al, the heavy metals most commonly associated with drainage from these deposits are Cu, Zn, Cd, Pb, and As. Metal ratios of mine drainage and natural background waters tend to reflect the primary character of the ores. Variations in pyrite and pyrrhotite contents are reflected in lower pH values associated with pyrite-rich deposit types.

Artech Recovery Systems, Inc has developed a low pressure and temperature chloride leach process called the "Caslumu1 Process" to extract metals from arsenical flue dusts and residues and fix the arsenic in an environmentally stable form as ferric arsenate (scorodite). The process was pilot tested at Hazen Research in an integrated plant including continuous recycle from August 1989 to October 1989 during which several tons of flue dust were processed. Based on this pilot program, the process was deemed technically feasible and produced commercially salable products. Residues from this pilot program were subjected to a long-term stability test jointly designed by Prl environmental services and the USEPA. The process, its versatility, and the nature of the products ls discussed in some detail.

Metallurgical processing of gold ores in positive water balance environments has been facing decreasing discharge concentrations in permits and additional requirements to pass acute toxicity testing before discharges will be allowed to native fisheries. In response to the challenge to meet 0.005 mg/L free cyanide guidance for discharges to fresh water fisheries, the American Society of Testing and Materials (ASTM) International Cyanide Task Group has undertaken an interlaboratory study for the free cyanide method in the metallurgical processing cyanide detoxified reverse osmosis effluent to determine if the quantitation limit for the method could be lowered from the current 0.009 mg/L free cyanide (1) to less than the 0.005 mg/L guidance concentration. Results of the testing are presented below.

The Conveyor Equipment Manufacturers Association (CEMA) specification B105.1 "Welded Steel Conveyor Pulleys" adequately defines pulley assembly standards for light material handling applications. However, most mining applications demand pulleys of higher reliability and load capacity than that offered by CEMA standard pulleys. Various sources have published specifications for "Engineered" conveyor pulleys. Typically, these specifications require T-section type pulleys applicable to operating belt tensions exceeding 439 N/mm (2,500 lb./in.). This paper examines the application of CEMA standard pulleys, T-section pulleys and also a mining duty pulley design. The mining duty pulley fills the void between CEMA standard pulleys and T-section pulleys and can eliminate the high cost and long lead times associated with T-section type pulleys.
