COAL, like most other minerals, only exceptionally occurs in a sufficiently pure state to he directly available for general manufacturing purposes. And even where this is the case, the small coal or slack is usually more impure than the lump coal, as the slate, clay, etc., from the roof and bottom of the vein become mixed with it in the handling it undergoes. These impurities often exceed ten or more percent in addition to the impurities of the coal itself. The most common impurities of the coal are slate, or shale, clay, and sulphur. The latter occurs in different forms, but most frequently as bisulphide of iron, or iron pyrites, and as sulphate of lime, or gypsum. In both cases the impurities add greatly to the amount of ash, and where they are present in considerable quantities the raw coal, and still more the coke made from it, is unfit for the, manufacture of iron. Coke will contain on an average at least ;fifty per cent, more ash and sulphur than the raw coal from which it is, made. To the manufacturer of iron every additional per cent. of ash which his coal or .coke contains is a source of additional expense, seemingly small, and yet very important in the aggregate. In the blast-furnace, for instance, the ash must be heated up to the melting-point, and, since it is composed largely of refractory substances, the consumption of carbon in melting it will be equal to at least one-half of its weight ; that is, a certain part of the coke is consumed for the melting and fluxing of the ash and is lost. Besides this, it is well enough known to the-iron-master that coke containing less ash makes the slag or cinder more liquid and less inclined to stick to- the walls of the furnace. Fuel containing much sulphur produces generally a white iron, poor in carbon, while from the same ore and flux, with a pure fuel, a good foundry iron might be obtained. In preparing a paper on coal washing in Colorado and New Mexico, it is difficult to refrain from entering into a discussion of the historical aspects of this subject, for the story of coal washing in these states goes back well into the last century. This phase of the subject could well make a complete paper in itself, and of necessity this present discussion must be limited to current operations. Therefore, we are taking into consideration only those washing plants which have operated for some period during the years of 1947 and 1948.

Coal washing assumed an important role in the mining industry of the Pacific Northwest long before washing practice became firmly established in the Appalachian field. A Scaife washer was operated in the state of Washington in 1887; and by 1927, the fist year for which complete statistics were compiled, nearly a third of the state&apos;s coal production was washed, in comparison with only about 5 pct for the country as a whole. Mechanical preparation was adopted in Alaska in 1922 in a plant constructed by the United States Navy at Chickaloon to provide bunker coal for naval forces operating in northern waters. Many of the coal beds mined in Washington and Alaska contained more impurities than those mined elsewhere, and this circumstance contributed to the early interest in mechanical cleaning. A much more important factor, however, was the inclination of the coal beds. With steeply pitching beds, hand sorting by the miner at the face is impossible; consequently, all material must be loaded and dealt with on the surface, just as is now proving the case with mechanical mining of flat beds. Thus "full-seam" mining afforded the same stimulus to the early development of coal washing in the Northwest that - it is providing under mechanization in the rest of the country today.

Alabama washes a larger percentage of its total coal output than any state in the Union. For producing coking coal, three-compartment jigs are favored; mines providing, steam and commercial coal use single-compartment jigs exclusively. Chemists are as necessary to washing plants as recording gages are to power plants. Experiments in Alabama indicate that the sludge released by coal-washing plants can be deposited in streams and on agricultural lands without disastrous results. CAMPBELL, 1 in 1896 said: "The Birmingham district in Alabama has certain great advantages for there are few places in the world where fuel and ore are so near together, although, unfortunately, both are of inferior quality; the ore being low in iron and high in phosphorus and the coal giving a weak and impure coke." This statement could not have been, questioned in 1894, but by 1896 several Robinson-Ramsay washers had been put into operation and weak and impure coke was a thing of the past. The Warrior coal field of Alabama contains six seams that yield coking coal of excellent quality. In descending- order, they are Brookwood, Milldale, Pratt, America, Mary Lee, and Black Creek. In each of these, however, bands of rock and bone coal of varying thickness are stratified with the coal; and while some of these impurities can be separated from the coal by the miner, much of it must be loaded out with the coal: Consequently, unless the coal is washed before being coked, it will yield a coke of varying ash and sulfur content quite unsatisfactory, for blast-furnace use. At present, the Gulf States Steel Co. is producing run-of-mine coal at its Virginia mine, from the America seam, that is uniformly low enough in ash to permit of coking without washing, but this is the only exception to the above statement. Alabama was the first state to experiment seriously with coal washers, was the first to install washers on a large scale and, up to the present, has maintained the lead. The Alabama State Mine Inspector reports that during 1923 20,919,303 tons of bituminous coal were mined in Alabama; 12,858,499 tons of which were delivered to coal washers for treatment.

THIS paper will not be a technical paper, because, although I have been in. the business of mining and selling coal for 30 odd years, I am neither a mining engineer nor a practical miner. If I digress from time to time from my thesis, I must be forgiven by the expert engineers and highly technical gentlemen for whose proceedings this article is written. Waste of the wonderful store of power that the Creator placed at our disposal appears to have been the theory and the basis of our methods of extracting this power-waste from the time the coal is mined to the time it is consumed. Let us consider the prime causes of this wastage which has been the heritage of the coal mining industry. In the early days-about 150 years after "Stone Cole" was discovered in Illinois by Joliet and Marquette, and Father Hennepin noted a, "sole" mine on his map-the mode of mining prevalent among farmer land-owners, on whose property coal was discovered near the surface or outcropping on the hillsides, was to enter the seam by a shallow shaft or drift into the hillside and remove the coal by wedging it down until a large room was left. The roof without support would fall and our primitive coal operator would then sink another shaft or drive another drift. In these early operations only the large lumps were taken and all small pieces and screenings were left to be covered by the fall of the roof-in fact this condition prevailed in Illinois up to about 1885. Gradually the method of mining changed from the open chamber, to a single entry with rooms turned to the right and left. Later, as the demand for coal increased and the necessity for larger mines became evident, the "room and pillar" system grew to be regular practice.

THE CHAIRMAN (CARL SCHOLZ, Chicago, I11.).-Coal wastage is undoubtedly one of the most prominent topics before the coal operators of the United States today. Even those who have been in the business only 25 years, like myself, know that the exhaustion of coal is something that should and must, be curbed. If it is not, before long we shall discover that the great coal resources of the country are not what we-thought they were; we have been so accustomed to work at the best and thickest coal alone, that it will be difficult for us to realize one of these clays-and that (lay is not far distant-that we are no longer the rich nation in coal that we thought we. were. In this connection I feel obliged to attach a little blame to the Geological Survey for misleading the people. There are several members ,here who assisted in that work, and I am going to ask them to defend themselves. The Geological Survey deals with coal seams of much less thickness than we could now expect to, mine, particularly with the present high wages, excepting at a prohibitive cost. The Geological Survey, in its estimates, does not discriminate between thick and thin seams, but simply estimates our resources at so many hundred thousand billion tons of coal. I believe they include seams from 15 to 18 in thick, but you all know that a vein below 3.5 or 4 ft. is not considered economical to mine at this time. R. V. NORRIS, Wilkes-Barre, Pa.-Mr. Peabody has evidently been thinking almost entirely of Illinois conditions, with which I regret to say I am absolutely unfamiliar. In some West Virginia mines the total recovery at present is considerably over 90 per cent. and extraction-, as high as 97 or 98 per cent. are claimed.

Reclamation of potentially acid producing coal processing waste requires a 4-foot cover, and/or treatment to allow vegetation establishment. If not planned properly, soil covering alone does not prevent refuse acidification or formation of acid seeps. Adequate neutralization enhancement prior to soil covering can maintain an alkaline environment in the soil refuse interface and prevent acidification. Direct vegetation establishment using only limestone amendment (without soil cover) can successfully reclaim aged and weathered fine (Blurry) and coarse (gob) refuse if adequate neutralization treatment is provided for the oxidized surface zone. Acid seeps, representing an "after-the-fact" verification of an imbalance of acid-base equilibrium may also be corrected using upslope alkaline recharge techniques. Concentrated alkaline recharge pools have been constructed above previously soil covered acid gob at the Peabody Will Scarlet Mine to abate acid seeps. Preliminary monitoring results (1989-1992) from a concentrated alkaline recharge pool demonstration project in the Pit 4 area of the Will Scarlet Mine have documented a 50 to 80 percent reduction in acidity in the principal recharge pool groundwater zone. A 22% reduction in acidity has occurred in the primary seeps located downslope from the alkaline recharge pools. The initial improvements in water quality are seen as a positive indication that groundwater acidity will decrease further and amelioration of the acid seep will continue.

Coal water mixture (CWM) is a mix of finely ground coal with water and a small amount of chemicals. It is a new way of transporting and handling coal. CWM can be transported, stored and burned like fuel oil in steam generating boilers. It also has some environmental advantages over both oil and bulk coal. A group comprising Ube Industries Limited, Nissho Iwai Corporation (both from Japan) and Coal & Allied Industries Limited has been working in Japan and Australia since 1987 on a joint feasibility study into the production, transport and marketing of CWM from Australia to Japan. The group has been studying the development of a large-scale CWM plant on Kooragang Island at the mouth of the Hunter River at Newcastle, NSW. The project concepts and engineering plans for the CWM plant are well advanced and other studies related to the project are continuing.

Introduction In the U.S., about one-quarter of the fuel oil and natural gas consumption is associated with power production in utility and industrial boilers and process heat needs in industrial furnaces. Coal has been an attractive candidate for replacing these premium fuels because of its low cost, but there are penalties associated with the solid fuel form. In many cases pulverized coal in unacceptable as a premium fuel replacement because of the extensive cost of retrofitting an existing boiler designed to burn oil or gas. In the cases of synthetic fuels from coal, research and development still have a long way to go and costs are very high. Another option, which appears very attractive, is the use of solid coal in a liquid fuel form - coal slurry fuels. Occidental Research Corp. has been developing coal slurry fuels in conjunction with Island Creek Coal (ICC), a wholly-owned subsidiary. Both coal-oil mixtures and coalwater mixtures are under development. ICC is a large eastern coal producer, engaged in the production and marketing of bituminous coal, both utility steam and high quality metallurgical coals. There are a number of incentives for potential users of coal slurry fuels and in particular for coal-water mixtures (CWMs). First, CWM represents an assured supply of fuel at a price predictable into future years. Second, CWM is available in the near term; there are no substantial advances in technology needed to provide coal slurry fuels commercially. Third, there is minimal new equipment required to accommodate CWM in the end-user&apos;s facility. Fourth, CWM is nearly as convenient to handle, store, and combust as is fuel oil. Several variants of CWM technology could be developed for different end-users in the future. One concept is to formulate slurry at the mine mouth in association with an integrated beneficiation process. This slurry fuel may be delivered to the end-user by any number of known conveyances such as barge, tank truck, and rail. Slurry fuel would then be stored on-site and used on demand in utility boilers, industrial boilers, and potentially for process heat needs or residential and commercial heating. An alternative approach is to formulate a low viscosity pre-slurry at the mine mouth and to pipeline it for a considerable distance, finishing up slurry formulation near the end-user&apos;s plant. Finally, at the other extreme of manufacturing alternatives, washed coal would be shipped to a CWM manufacturing plant just outside the end-user&apos;s gate. Depending on fuel specifications and locations of the mine and end-user facility, any of these alternatives may make economic sense. They are all achievable in the near term using existing technology or variants thereof. The Coal-Water Mixture CWMs contain a nominal 70 wt. % coal ground somewhat finer than the standard pulverized ("utility grind") coal grind suspended in water; a complex chemical additive system gives the desired CWM properties, making the suspension pumpable and preventing sedimentation and hardening over time. Figure 1 shows the difference between a sample of pulverized coal containing 30 wt. % moisture and a CWM of identical coal/water ratio. The coal sample behaves like sticky coal, while the CWM flows readily. The combustion energy of a CWM is 96-97% of that associated with the coal present, due to the penalty for vaporizing water in the CWM. Potentially any coal can be incorporated in the CWM, depending on the combustion performance required and the allowable cost. CWMs are usually formulated using high quality steam coals containing around 6% ash, 34% volatile matter, 0.8% sulfur, 1500°C (2730°F) initial deformation temperatures, and energy content of 25 GJ/t (21.5 million Btu per st). Additional beneficiation to the 3% ash level can be accomplished in an integrated process. There are a number of minimum requirements which a satisfactory CWM must meet: pumpability, stability, combustibility, and affordability. In addition, a CWM should be: resistant to extended shear, generally applicable to a wide variety of coals, forgiving/flexible, and compatible with the least expensive processing. It was found that a complex chemical additive package and control of particle size distribution are necessary to achieve these attributes simultaneously, while maximizing coal content in the slurry fuel. Formulation of Coal-Water Mixtures A major consideration in the manufacture, transportation, and utilization of a slurry fuel is its pumpability, or effective viscosity. Most CWM formulations are nonNewtonian, i.e., viscosity depends on the rate and/or duration of shear applied. Viscosities reported in this paper were obtained using a Brookfield viscometer fitted with a T-spindel and rotated at 30 rev/min, thus they are apparent viscosities measured at a shear rate of approximately 10 sec-1. The instrument does reproducibly generate a shear field if spindle size and rotation rate are held fixed. By observing the apparent viscosities of several slurries at fixed conditions it is possible to obtain a relative measure of their viscosities for comparison purposes. A true shear stress-shear rate relationship at the shear rates at which the CWM will be subjected in industry may be obtained using the Haake type and a capillary viscometer. These viscometers are used for specific applications. However, for comparison purposes, apparent viscosities are reported.

"Horizontal wells in coal seams, Qinshui basin, China are prone to wellbore instability problems induced by drilling, completion and production operations due to the presence of natural cleat network, anisotropy with regard to permeability, brittleness and mechanically weak property of the coal rock. The mechanism of wellbore instability in coal seams is very different from that in conventional formations, the traditional wellbore stability study methods therefore, are not proper for wellbore stability analysis in coal.In this study, the mechanism and controlling of wellbore stability of coal seams in the Qinshui basin was investigated through theoretical modeling, laboratory experiment and field operation. Firstly, a new physical model of wellbore stability for highly-cleated coalbed was proposed, considering the combined effect of mechanical mechanism and reservoir characteristics, specifically, taking the effect of reservoir pore pressure in the vicinity of the wellbore on the wellbore stability into account. Then experiments on the triaxial stress evaluation were conducted at laboratory where rock mechanical parameters such as Poisson's ratio, Young's modulus, compressive strength, tensile strength, angle of internal friction and cohesion ability were measured respectively. The in situ stress at different depths in four wells of Zheng 1-303, Zheng 1-308, Zheng 1-309, and Zheng 1-310 in the Zhengzhuang were calculated, and the collapse pressure and formation breakdown pressure were predicted through the theoretical model we developed. Finally, by comparing the maximum collapse pressure and minimum breakdown pressure of the four wells in the coal as well as in the roof and floor of the coal seams, the fluid weight window for safe drilling in each coal seams was determined, and appropriate approaches against anti-sloughing in coal seams, Qinshui basin were applied in the field operation.The wellbore stability was found not only related to the wellbore pressure, but also affected by the pressure in the reservoir through the theoretical model. The fluid weight window for safe drilling in each coal seams varies with the coefficient of wellbore stability in the model. The laboratory experiment results indicate that the roof and floor of 3 # coal in Qinshui basin has high breaking strength, high heterogeneity, and are easy to collapse and breakdown. In addition, the whole rock mineral analysis shows that 3 # coal in the Duanshi block has high clay content, resulting in the phenomenon of hydration swelling as clay encountered water, and leading to unstable coal and extreme large drilling uncertainties. Due to the effect of the unstable rock mechanical properties of the roof and floor formation on the wellbore stabilizing, drilling parameters, drilling fluid performance and BHA were optimized during the drilling process according to the formation properties, rock mechanical properties and drilling techniques in the field operation."

The surface properties of eight coal samples were studied by measuring contact angles, coal oxidation, equilibrium moisture and film flotation. The penetration tests were carried out with do de cane, while dodecane and MIBC were utilized in batch flotation tests and in the simplified release analysis. Coal floatability results from the properties of coal organic matter and coal liberation. While the wetting of coal by water seems to be determined by the surface properties of coal organic matter, wetting by hydrocarbons correlates very well with the content of coal mineral matter.

Although rates of pneumoconiosis in coal miners have declined substantially in the United States since the passage of the Federal Coal Mine Health and Safety Act of 1969, new cases continue to occur, including cases of rapidly progressive disease. In contrast, Australia?s underground coal mining industry has reported few new cases of pneumoconiosis for over twenty years. Mortality from Coal Workers? Pneumoconiosis in official health statistics and the prevalence of pneumoconiosis among miners screened in x-ray surveillance programs are also lower in Australia. To understand this disparity, the National Institute for Occupational Safety and Health was requested by both industry and labor stakeholders to examine this issue, with the ultimate aim of reducing the rate of pneumoconiosis among United States coal miners. A number of factors, including coal dust exposure, silica exposure, and coal rank were examined as potential contributors to the above observed differences. Comparison of coal rank data from each country did not show any significant differences. Air sample data from the coal mining industries in both countries show that coal dust levels in Australian mines are somewhat higher than those reported in similar U.S. mines; however, quartz exposure for Australian miners is lower than for many U.S. miners. Assuming that quartz is contributing to the greater number of cases of advanced pneumoconiosis in the U.S., more effective dust control measures, as well an independent exposure standard for respirable quartz in coal mining, need to be implemented to prevent this potentially disabling condition.

In contrast, Australia&apos;s underground coal mining industry has reported few new cases of pneumoconiosis for more than 20 years. Mortality from coal workers&apos; pneumoconiosis in official health statistics and the prevalence of pneumoconiosis among miners screened in X-ray surveillance programs are also lower in Australia. The U.S. National Institute for Occupational Safety and Health (NIOSH) was requested by both industry and labor stakeholders to examine this issue, with the ultimate aim of reducing the rate of pneumoconiosis among U.S. coal miners. A number of factors, including coal dust exposure, silica exposure and coal rank were examined as potential contributors to the above noted differences. Comparison of coal rank data from each country did not illuminate the issue. Air sample data from the coal mining industries in both countries show that coal dust levels in Australian mines are somewhat higher than those reported in similar U.S. mines; however, quartz exposure for Australian miners is lower than for many U.S. miners. If quartz is contributing to the greater number of cases of pneumoconiosis in the United States, more effective dust control measures, as well as an independent exposure standard for respirable quartz in coal mining, should be implemented to reduce this potentially disabling condition.

AMONG the main interesting developments in the coal market have been the changes that have taken place between the consumer groups. Important signs of these changes began to appear many years ago, but in a modest way, and were apparent only to the few fuel experts making broad statistical determinations. It is doubtful, however, that any of these experts appreciated the significance of their early findings, and perhaps none had the imagination to consider how extensive these changes might be eventually with respect to solid fuels sales and distribution. (Reference here will be principally to bituminous coal.) Railroad Fuel Major changes in coal use did become pronounced after World War II, and it did not take an expert to see what was taking place and how serious the impact was likely to be. First, was the case of the steam and diesel locomotives. The railroads had been considered the best coal customers; they were steady and large purchasers and usually paid a better price than most others. Railroad fuel provided the basic mine realization and it often was the source for operating cash during general market slumps. It was the outlet for 20 pct of the bituminous coal production, as much as 110 million tons in 1946.

A number of gases, such as carbon dioxide, methane, water vapour, nitrous oxide, ozone and chlorofluorocarbons are transparent to incoming short-wave radiation, but are relatively opaque to outgoing longwave radiation. Variations in the concentration of these gases in the troposphere can alter the thermal balance of the earth&apos;s atmosphere. Outgoing terrestrial radiation which would otherwise escape to space, is trapped within the inner layer of the atmosphere, resulting in a greenhouse effect. It is estimated that at present greenhouse gases other than carbon dioxide, contribute about 50% to the greenhouse effect. However, in the future, the contribution made to the greenhouse effect by gases other than C02 will become increasingly more significant. Greenhouse gases arise from a wide range of sources and their escalating increease is largely related to an increase in the world&apos;s population, an increase in the standard of living of many areas and changes in lifestyle. The effect of increasing man-made greenhouse gases in the troposphere is unknown but it is proposed that it may increase temperature and may modify climate, agricultural response and land use. The sources of greenhouse gases are identified and found to comprise a wide range of activities. The contribution that coals use makes to the greenhouse effect is examined in detail. It is concluded that coals total contribution is small being about 10% of man made greenhouse gases. Envisaged expansion of coal&apos;s use will only cause a small increase in greenhouse gas emissions. Whilst developing technology for coal&apos;s use for power generation has the potential to reduce greenhouse gas emissions from new plants by approximately 25%.

In a future world of 8.5 billion people in 2035, the Energy Information Administration&apos;s (EIA) projected 50% increase in energy consumption will require true "all of the above" energy resource use from oil, gas, renewables, nuclear, and coal. In particular, coal will continue to be the world&apos;s energy cornerstone, providing more incremental energy over that same time period than any other single fuel. Coal has long been a centerpiece of a low-cost, high-reliability electricity grid. Today there are 1.3 billion people across the globe without access to electricity and 2.7 billion people who do not have clean cooking facilities. The problem is spread across the developing world, but it is particularly severe in sub-Saharan Africa and developing Asia, which together account for 95% of people in energy poverty. Without a commitment to achieve universal energy access it has been estimated that by 2030, there will be an additional 1.5 million premature deaths per year caused by household pollution from burning wood and dung and through a lack of access to clean water, basic sanitation and healthcare. Modern energy sources are essential to meeting these challenges.

THE NRA Administrator&apos;s casual reference to the coal code as the next "pineapple" to be fixed was a conservative estimate of his job. This thorny and adamantine morsel now looms as a critical test of NRA. A failure in coal supplies would have the gravest potentialities in the Administration&apos;s program at this time. And the loss of prestige from a breakdown of the enforcement machinery in this initial large-scale test of strength would accentuate the incipient indications of insurrection in other directions. General Johnson has had a difficult task. It involves problems festering for a quarter of a century. A succes¬sion of Presidents have been glad to tide over their respective regimens with inconclusive expedients; they have been baffled by the complexities of the technical angles and hopelessly irreconcilable concepts of powerful conflicting interests with large issues at stake.
