THE following short paper on the Blair Athol coal-field will no doubt have a twofold interest to members from the fact that its main seam, known as the "Big Seam" of a maximum thickness of 91 ft without a band, is unique, being probably the thickestseam of high-grade clean coal yet known, and also because of the interesting problem it presents the colliery engineer-viz., which system of mining is the best to secure the highest economical extraction.Location - Blair Athol is a mining township in Central Queensland, situated at an altitude of about 1100 ft. above sea-level at the end of a branch railway line 74, miles from Emerald, on the Main Central Western line, and 240 miles by rail from Rockhampton.Geology - The coal-measures appear to lie in a shallow basin of about four or five square miles in area, surrounded on all sides by slates and schists, which are overlaid oh three sides by alluvial deposits of up to 150 ft. in thickness, and on the fourth by a thick basalt bed, as yet unproved, some miles beyond which the auriferous slates outcrop. These alluvial deposits have been largely worked in years past and gave high gold returns, the chief diggings being Clermont and Macdonald's Flats in the south, the Springs and Black Ridge in the north-east, and Yankee Creek and others on the west. The surface of the coal-fields may be described as unbroken, but undulating, with gentle southerly dip, the watercourses opening out into wide flats. The Bureau of Mines established geologic factors affecting the mining of the Lower Kittanning coalbed to aid in coalbed minability studies and examined the occurrence of "wants" (places where coal is missing) and types of unstable roof rock strata. Trends established from mapping, including prediction of areas of high methane emissions, were extrapolated to unmined areas. 'Wants' in the coalbed are of two types: Erosional and depositional. Erosional features occur where north-south-trending sand-filled channels cut into the coalbed. Variations in depositional environments have caused the coalbed to "split" into several thinner units. Slickensides, commonly indicative of unstable roof, are adjacent to and on the underside of sandstone channels; they were caused by differential compaction and by soft sediment sliding along the contact between the sandstone and adjacent shale. The frequency of unstable roof also increases where the interval between the Middle and Lower Kittanning coalbed is less than 30 feet. The zones of weakness at the contacts above and below the Middle Kittanning coalbed are the controlling factors for unstable roof in these strata. Methane emissions from the coalbed are controlled primarily by depth, fracture permeability, and rank of coal. This work concerns the removal of zinc(II) and COD by means of sawdust obtained as a by-product from locally used wood. The zinc(II) and COD removal study has been carried out batchwise where the influence of physico-chemical key parameters such as tree species, pH value of solution, temperature and contacting time and dosage of adsorbent have been considered. The maximum percent removal was attained at pH 9 all for Zn(II) and COD after about 60 min. The adsorbent can be effectively desorption using 0.1 M HCl. The experimental results showed that ion exchange maybe the major adsorption mechanisms for binding the divalent metal ions to the sawdust. Sawdust was a potential adsorbent for the removal of Zn(II) from the effluent of electroplating industry.

Results of flotation tests on lead-zinc ore from Broken Hill, N.S.W., confirmed that flotation at pH 9 in the presence of cement gave poorer metallurgical results than flotation at pH 7. Additions of 2 kg/tonne wood raspings [e.g. blackbutt (Eucalyptus pilularis), blue gum (E. saligna), brushbox (Tristania conferta), or turpentine gum (Syncarpia laurifolia)l had little effect at pH 7 but greatly accentuated the deleterious effect of cement at pH 9. This was shown to be caused by e:xtractives (e.g. polyphenols and carbohydrate materials) derived from woods at pH 9. The proportion of extractives, as shown by DV absorbance spectra, increased with increase of pH and was affected by various salts.Additions of 1 kg/tonne Al2(S04)3.16H20 when cement or cement and wood were present showed that metallurgical results obtained by flotation were then very simHar to those in the absence of cement or wood or both. This was ascribed to lower pH values in the presence of aluminium sulphate and possibly to specific chemical effects.Additions of aluminium sulphate appear to offer an economic solution to the problem of treatment of ores contaminated with cemented fill at Broken Hill.

To improve mine health and safety conditions, there is need for a portable instrument that mine inspectors can use routinely for rapidly checking concentrations of dust in mine atmospheres. On October 23, 1969, Stanford Research Institute was authorized by the U.S. Bureau of Mines to conduct a study aimed at developing such an instrument under Contract No. H0100186. The results of that study are reported in Technical Report No. 1, "Development of Portable Instrument For Measuring Coal Mine Dust Concentration," August 1970. In that study it was demonstrated on bench-scale that a near-forward optical scattering device gives a linear correlation between mass concentration and optical readout over a range of 2 to 200 mg/m3 with excellent reproducibility. The same correlation was obtained for the Respirable* dust fraction of three different coal dusts within ± 10% and an extreme spread of ± 30%. Based on these results a prototype instrument was designed which was expected to meet all the necessary requirements of a portable instrument for mine use. Because of the excellent results obtained, a further study was authorized by the Bureau of Mines on May 10, 1971 under Contract No. H0111688. The prime objective of this study was to build, calibrate, and deliver to the Bureau of Mines two prototype instruments based on the design previously developed. The emphasis was to be on providing instruments which would meet certain minimum standards of size, weight, response time, sensitivity, ruggedness, reproducibility, permissibility, and cost (ultimate); optimization of the design was to be considered only insofar as it would not significantly delay the development. One instrument was to be delivered after initial calibration of both instruments with Coal Dust PGH. The second instrument was to be used for further calibration with a number of other coal and rock dusts and for assessing other relevant performance characteristics. This report summarizes all the results of this second study.

The conditions under which vanadium is rendered insoluble by silica in the alkali-roast process have been investigated starting with both slag and reagent-grade materials. The inert phase is a glass formed slowlyfrom soluble NaV03 produced at lower temperatures. It contains approximately 30 per cent V in a partly reduced state; iron is not a principal component. Some of the vanadium in the inert phase is slowly returned to a soluble form by heating in an oxidizing atmosphere below the temperature at which the glass is formed (750°C). As the reaction leading to the required, soluble form of vanadium is also slow between 600 and 750° optimization and control of the temperature profile and atmosphere in the furnace, and the residence time of the solids, are necessary to ensure high vanadium extraction during subsequent leaching.

Introduction In preparing this paper considerable time was spent attempting to find some upbeat data about the mining industry, so those of us in the field could feel somewhat better about future prospects. Much to my regret, I failed to uncover substantial evidence that our near-term or, for that matter, our long-term opportunities appear all that bright in North America. That is certainly not the kind of assessment anyone likes to hear or accept as even a possibility. Those remarks may, on the surface, appear far too pessimistic. This industry will experience a recovery and most likely will see conditions begin to improve later this year or early next. The kind and degree of recovery, however, will more than likely differ from those experienced in the past. Fundamental Changes Clearly, the fundamentals on a world scale of our business have undergone important changes. In recognizing these fundamental changes, mining authorities believe productivity advances are needed to change the direction mining has taken in recent years. The really tough question is whether increases in productivity will be enough to change the course of events that has dominated the mining sector for the past decade. Before one can provide an honest answer, an appraisal of what has and is happening now is necessary. Here are some changes and events that have taken place that effect domestic mining and will probably continue: • Mineral-rich lesser developed countries (LDCs) in Africa, South America, and Asia-Pacific have reached a point where they have developed the needed mining infrastructure to not only produce at a high rate, but in many instances, at a lower cost than fully developed countries. Just as importantly, these countries, even if they do not enjoy lower costs, will produce for world export with government subsidies because min¬ing products are key in obtaining badly needed foreign exchange. • These producing countries also have the distance advantage of lower labor, environmental, and other important regulatory costs. If that were not enough, these same countries have minerals with considerably higher grade ore and, in some cases, much lower cost accessibility. • Exporting North American commodities is impaired by a dollar that continues to strengthen against other important currencies around the world. There are other impediments to overcome, but these represent some of the realities our industry faces. Can those obstacles be overcome through improving productivity? In the past, this industry has offset the impact of these events to a sizeable degree through innovations of mining techniques, equipment and processes, and by increasing the size of its individual operations to reduce costs. Will further enhancements along these lines be enough to alter this changing balance in the future? While there is no answer, it is apparent that if we do not mount a full-scale assault in some key areas, our prospects will not be encouraging. Productivity improvements throughout the entire chain of the mining industry most certainly rates as a high priority. Every link in that chain from mine planning, equipment selections, and transportation considerations needs to be examined and reexamined to assure the lowest effective cost is developed. Quality, while oftentimes costing a little more initially, is still the most cost effective purchasing decision to make. Regulations Another area of concern is regulations, be they environmental or those that dictate what must or must not be done in running our business. Tradition has often dictated low design load stresses on piles. Such traditions often developed prior to modern static or dynamic pile testing methods and perhaps result from a few limiting situations. These low stress limits were then broadly applied, even in cases where the piles could carry substantially higher loads. With sufficient testing to prove the design, higher design loads may present significant overall savings to the project owner. The cost of the testing then becomes an insignificant cost compared to the potentially great benefit of increased pile loadings. To confirm higher load possibilities for driven piles, the pile is tested either statically or dynamically. Further savings and increased testing efficiency result from remote dynamic pile testing. This paper presents a project where design stresses were considerably increased as a result of additional testing and use of remote dynamic pile testing equipment.

The ISASMELT? top submerged lance (TSL) bath smelting process was developed in Mount Isa, Australia by Mount Isa Mines Limited (now a subsidiary of Xstrata plc) during the 1980s. By the end of 2011, the total installed capacity of the ISASMELT? technology will exceed 8 000 000 metric tons per year of feed materials in copper and lead smelters around the world. Commercial plants, operating in Belgium and Germany, are also batch converting copper materials in ISASMELT? furnaces. This TSL technology is equally effective for continuous converting processes, in which role it is called ISACONVERT?. This paper presents the recently patented ISACONVERT? process for the continuous converting of nickel and platinum group metal (PGM) containing mattes using the calcium ferrite slag system. The paper focuses on the potential application of the ISACONVERT? technology to existing nickel and PGM smelting complexes.

The Gippsland Basin is unique in Australia in that it is a major resource based industry centre within a sensitive and special environmental context supplying Melbourne, a major urban/industrial environment with most of its energy 'on-line'. The environmental effects of the supply systems are generally local and mostly affect only those who are directly or indirectly dependent on the upstream systems. The major urban metropolis which is served remains largely unaware of the environmental impacts of the system upon which it is dependent, except when specific attention is drawn to them as in the case of the Latrobe Valley Outfall, algal blooms in the Gippsland Lakes, etc. This paper discusses the environmental context within which the energy industries operate, the environmental legislative framework which applies, the likely environmental impacts and some solutions. The energy resources of the Gippsland Basin occur in an area where the physical environment exhibits a wide variety of inherent energy states in its physical and biological regimes. The off-shore regions of the oil and gas platforms has to be able to withstand the wind and wave energy generated in a shallow sea in a confined waterway lying athwart the main current and climatic stream. The coastline includes the delicately balanced quiescent environments of Corner Inlet with its 'wilderness' tourism industry and the powerful surf and long shore drift and dunes of Ninety Mile Beach.

Piling work for modification to the Charles Grimes Bridge in Melbourne, Australia required piles to be installed through 15 to 20 m thickness of very soft to soft silty clay overlying 10 m of stiff clays and sands in turn overlying siltstone. The presence of an old sewer founded at depth in the soft clays demanded that vibrations be kept to a minimum. Two pile type were used by Vibro-pile (Australia) to provide the client with the most economical piling price. The two pile types were CFA piles of 750mm diameter founded in the weathered rock and a full displacement concrete injected screw pile developed by Vibro-pile called the "Z" pile, founded on the rock. The development and features of the "Z" pile are briefly discussed, including the perceived applications and advantages of the pile type. On board instrumentation comprising a computer was used to monitor all aspects of the construction. The rig instrumentation provided an important quality control measure that gave confidence in the pile installed. Pile performance was proved on the cast in situ piles by dynamic load testing methods. Initially tests performed with a 120 kN drop hammer, which was not capable of mobilising the required loads. The performance was then satisfactorily proved by using a drop hammer of 20 tonne mass delivering blows drop heights of 1.5m. Low strain integrity tests on a number of piles were also used to confirm the structural integrity of the piles.

The United States Antarctic Program (USAP), through its principal support contractor Raytheon Polar Services Co. (RPSC), has recently completed a three-year project comprising nearly 936 m (3,071 ft) of undersnow utility tunnels at Amundsen-Scott Station, South Pole, Antarctica. The tunnel serves the new station facilities that are currently under construction. It houses the piping that conveys fresh water from current and future water well sites, as well as waste water to repositories in abandoned wells. The undersnow tunnels permit year-round access for system operations and maintenance. The network of tunnels is entirely unlined and unsupported. And, for the most part, it maintains a rectangular cross section of 1.8-m-wide x 3-m-high (6 x 10 ft).The tunnel runs from 6 to 14 m (18 to 45 ft) below the surface. Eight 1-m- (3.3-ft-) diam raises bored from the surface serve the network as emergency escapeways.

This paper presents the ground settlement monitoring system used during the construction of two tunnels bored by two EPB TBMs, beneath the existing and active railway embankment in Bologna (Italy). The tunnels run close to large buildings and beneath bridges and other infrastructure. Data are collected from remote total stations and from electro levels installed directly on the railway tracks. The automated monitoring system acquires and analyses data then sounds an alarm in the event that there is a problem. Alarms are sent out in case of excessive tilt or settlement. Data is provided through a dedicated web application for multiple-party access, to gather, manage and store monitoring data.

The only reported mineral production in 1977 was small output of alluvial gold, valued at an estimated $54,320.2 In addition, marine shells are gathered for use in lime manufacture, although output was not reported. Proposed development of a bauxite mine and smelter, involving Rennell and Vaghena Islands, was deferred in June. Conzinc Riotinto of Australia Ltd. (CRA), in partnership with Mitsui Mining & Smelting Co. Ltd., and the Solomon Government, with- drew from the project, and Mitsui, which conducted a feasibility study and metallurgical testing of the bauxite, decided to defer further work because of slack demand for aluminum in Japan and difficulties in arranging financing. The Mitsui feasibility studies reportedly indicated that the project could be viable despite technical difficulties and relatively high initial investment costs. The project was to produce 1.5 million tons of bauxite and 600,000 tons of alumina per year from reserves totaling 60 million tans at 45% to 50% A1203.

The mining industry has recognised for some time the importance of supporting programs which serve to educate the Australian public about the socio-economic benefits of mineral resource development. More recently, industry leaders have realised that the future development of the industry will depend on attracting sufficient young people to commit to a career in the industry. Apart from lending support to the traditional education institutions in Australia, the industry now has the opportunity to participate in the development of education programs in museums. Whilst historic, mining-related theme parks such as Sovereign Hill and Coal Creek in Victoria serve very effectively the objective of relating past mining activities to the socio-economic development of Australia, there still exists the need to provide a facility which, under the same roof, excites interest in geology, mining, mineral processing and the role of minerals and energy in modern society. The redeveloped Geological and Mining Museum (the "Mining Museum"), which is located in The Rocks area of Sydney, meets this objective. With the central themes of formation and transformation this new Museum, which aims to be the best of its type in the world, will use modern museum exhibit techniques and the resources of the Minerals and Energy Information Centre to educate the community including teachers and school children. In the best tradition of museums, outstanding mineral and other collections will complement a comprehensive range of interactive, high technology exhibits which will include a number of exploratory "hands on" facilities. Australian companies are joining with Government to fund this exciting new museum. There is still a need for industry professionals to realise that a modern "mining" museum is no longer just a repository for objects of mining heritage but is also an important centre which serves as an important educational and public relations interface. The Education Section of the new "Mining Museum", which is linked closely with the new Minerals and Energy Information Centre, will be working closely with appropriate mining-related Tertiary institutions to develop specific career programs aimed at secondary students who wish to pursue a career in the mineral resource industries.

The Awareness and Preparedness for Emergencies at the Local Level (APELL) program is a process that helps people prevent, prepare for and respond appropriately to accidents and emergencies. APELL was developed by the United Nations Environment Program, in cooperation with industry groups, governments and local communities. Since its beginnings in1988, the program has been implemented in more than30 countries. APELL is a tool for bringing people together to allow effective communication about risks and emergency response. The program provides a common-sense approach to accident prevention and response.

Historically, the selection of mining sequence for multiple seam conditions has been based on many factors other than ground control considerations and minimization of interaction effects. Today, numerous operations are finding themselves mining above existing or abandoned operations, some of which exhibit large scale caving, pressure arches and subsidence troughs. Development of design criteria for the upper seam that would alleviate damage due to lower seam interaction effects can contribute substantially to the safety and productivity of many mining operations. The primary objective of this re search has been to identify methods of improving ground control conditions in the upper seam when mining through either passive or active subsidence waves. These methods concentrate on improved ground control practices for the upper seam, rather than reducing the amount of subsidence in the upper seams by improved practices in the lower seam. Design factors such as pillar size, pillar and opening orientation relative to the subsidence trough, offsetting intersections, and different support methods have been studied for the upper seam in a variety of typical geologic environments. Analysis has demonstrated criteria for ameliorating negative interaction effects and facillitating design in the superincumbent seam.
