Review of the mining legislation in New Zealand has coincided with a number of radical changes. These include a redirection of economic management towards a more open and competitive economy; major reform of the state sector aimed at greater efficiency, transparency and accountability; a new environmental administration; and a fundamental review of policy for management of natural and physical resources. These changes provide an opportunity to develop a consistent and coherent approach in the minerals and related statutes that will achieve objectives of economic efficiency, equity, practicability and good environmental management.

Revegetation success on surface mined lands is dependent upon the nature of the plant growth media. Soil physical and chemical properties dictate the needs for specific reclamation and subsequent management practices. Field experiments were conducted at six coal mine sites in Oliver and Mercer Counties, North Dakota to determine the subsequent effects of a single application of selected amendments on spoil and topsoils over the five year period, 1974-1978. Considerable variations in the physical and chemical properties were found in mine spoils from site to site. The texture of spoils ranged from sandy clay loamy at North Beulah I to loamy at Glenharold, and from sandy loamy at North Beulah 3 and South Beulah sites to loamy sands at the Center site. The pH of the sites ranged from 6.5 at South Beulah to 8.2 at North Beulah 3. In many cases, the pH values of mine spoils were not significantly different from the topsoils. The electrical conductivity (ECe) did not exceed 6 mmhos cm-1 at the test sites even though in other studies much higher values were recorded in the same vicinity. The spoils from Glenharold and North Beulah test sites can be classed as moderately saline, and those from Center and South Beulah as non-saline. The sodium adsorption ratios (SAR) varied from less than 1 to 32, with highest values in the spoils of North Beulah 3 followed by Glenharold; all other sites were nonsodic. Lowest SAR values (less than 1) were found in the topsoiled sites at South Beulah and Center. Spoils of North Beulah 3 test site were highly calcareous, followed by North Beulah 2 and Glenharold. Center mine spoils which were the least calcareous of the test sites, showed the calcium carbonate equivalent three times higher than that of the topsoil. The average calcium concentrations in the spoils of North Beulah 3 and South Beulah test sites were -13 and 14 me 100g -l while at North Beulah 2 and Glenharold test sites 25 and 22 me 100-1-1 were recorded, respectively. The overall magnesium concentrations ranged from an average of 4 to 16 me 100g 1. Sodium concentrations in all sites never exceeded 10 me 100g-1. Phosphorus concentrations on the average at North Beulah 1, North Beulah 2, and Center were 10.2, 4.6, and 22.2 µg g -1 spoil, respectively. Concentrations of potassium ranged from 200 ppm at South Beulah site to more than 375 pp in at the Glenharold site. High concentrations of sulfates (239-2778 µg g-1) seem to contribute to the salinity in these spoils. Chloride concentrations of spoils were low and never exceeded 40 µg g-1 spoil. Based on established critical levels of deficiency for micronutrients in agricultural soils, it seems that none of these were deficient. However, controlled environment experiments did reveal increased plant growth responses when some micronutrients were added to the mine spoils. Treatment effects were highly site specific depending on the nature of the soil/spoil characteristics and, of course, the properties of the various treatments. While slack coal amendment to the spoils at North Beulah 2 site affected significant increases in a large number of variables (both major and trace elements), amendment of the topsoils at the South Beulah test site with leonardite resulted in significant decreases in a number of variables, particularly trace elements. Spoils at Glenharold and North Beulah 3 demonstrated the fewest significant changes due to amendments. Calcium, magnesium, strontium, organic matter and nitrogen were consistently increased from site to site with the addition of lignitic materials. Other spoil/topsoil physical and chemical properties (30 variables) as affected by amendments and time are discussed.

OK Tedi Mining Ltd. (OTML) is in the process of optimising the concentrator performance. One aspect that has been recently implemented is an upgrade of the existing expert control philosophy on the grinding circuit and this will be the topic of this paper. Ore grinding in SAG mills is a multi-input multi-output (MIMO) process subject to several disturbances, most typical being quick acting disturbances such as changes in ore characteristics like hardness and particle size and slow acting disturbances such as ball charge variations and liner wear. The OTML SAG mills treat ore from diverse ore bodies and receive fresh feed subject to large changes in particle size. These circumstances make these mills particularly challenging to control. In this paper, a comparative analysis is presented between the performance of the OTML SAG mill #2 before and after the commissioning of a hybrid control strategy. The strategy uses Expert Knowledge combined with advanced disturbance rejection to reduce the variability of the main process variables, especially pressure and power. It further optimises the overall operation by driving the SAG mill #2 against process constraints (e.g. high power, high motor temperature and high scats recycle rate) and maintaining the operation at or near this point. This strategy is implemented by a combination of the manipulated variables (i.e. fresh feed tonnage and % solids) at any given time.The paper will present trends and a statistical analysis of the comparative results of the mill operation over a period of months, showing a 30% reduction in mill power / pressure variability and a 12% improvement in average power drawn. An increase in throughput was also observed, but cannot be conclusively attributed to the change in mill control due to other changes that were made to the SAG mill #2 during the period of comparison. An additional benefit includes better acceptance from the operators with improved consistency of the SAG mill #2 operation across shifts.The paper will also discuss further improvements envisaged in the continued optimisation of the grinding control circuit.CITATION:Savage, C, Rodriguez, R and Metzner, G, 2013. The increased focus on best practice environmental management has led to mining and mineral processing companies developing a variety of procedures to ensure that the environmental impacts of their operations are minimised, and that company managements are fully aware of these impacts and the policies and procedures established to ensure this process. Parallel to this, international standards for the development and implementation of environmental management systems are being promoted as necessary for companies to demonstrate their due diligence. Good environmental management systems should be built upon the systems already established within companies, and should ensure that the process of continual improvement is integral to their operation. An outline of the basic components of environmental management systems is provided, along with examples of the way various mining companies have implemented such systems. The benefits of best practice environmental management to mining companies are also considered.

"The Functional Performance Equation calculated from a plant grinding survey defines two distinct ball mill circuit efficiencies and how they relate to total production rate through the target grind size. The survey data are also used to calculate a complete ball mill size distribution model, represented by the energy specific grinding rates, not just through the target grind size, but through all the size classes. Cyclone separation performance is represented by individual size recoveries to underflow. When these two unit operation performances are entered into the circuit modelling program (Streamline™), along with the circuit feed rate and size distribution, all the circuit survey size distributions and mass flows are perfectly regenerated by the program. The many issues associated with the historical Epstein (breakage-selection) models are eliminated. Once the circuit program is populated, pump and cyclone performance changes can be evaluated using a step-by-step procedure in order to maximize Classification System Efficiency. Mill water use and media sizing opportunities are also diagnosed in order to maximize Mill Grinding Efficiency at the size of interest. An example is provided. This circuit analysis and modelling system, and related training, is provided through a web-based application.IntroductionSince its development (McIvor, 1988), the Functional Performance Equation for ball milling has facilitated new understanding of industrial circuit cause and effect relationships, leading to significant strides in operational performance. Success stories of this refreshing approach to plant circuit performance improvement are now too numerous to list. Finch and McIvor (circa 1986) also discovered that the Functional Performance “Mill Grinding Rate” at the size of interest was the same cumulative grinding rate that is calculated from mill feed and discharge size distributions using a first-order rate equation. By calculating these cumulative grinding rates for all screen sizes, a complete ball mill model is generated (as used by Finch and Ramirez, 1981). Others in industry, Hinde and Kalala (2009), for example, have noted the same. Lacking the complexity needed to maintain their interest, most researchers have ignored this model, broadly opting instead for Epstein’s (1948) characterization of grinding as a chemical reaction, combining “selection rate” and “breakage size distribution” functions. The much simpler ball mill model presented here has previously been incorporated into a proprietary circuit modeling program (McIvor, 2005) and used for plant improvement work (for example, see McIvor and Finch, 2007, and McIvor, 2014). Now, by combining this extremely business-friendly ball mill model with optimization criteria from Functional Performance Analysis, a circuit modeling system (including the needed supplementary steps to assure successful plant implementation of circuit design changes) is at the disposal of every plant metallurgist, grinding equipment/material provider, and circuit designer."

In the design of explosives devices, an understanding of the behavior of explosively propelled matter is one of the most important steps in maximize the performance of these devices. For instance, an explosively driven metallic liner in LSCs (Linear Shaped Charges) creates its functional effect of penetration after a finite distance of travel (before collapse), thus the detailed study of the projection mechanism of the flat liner after detonation helps in the optimization of the design of LSCs. In a typical metallic flyer driven by explosive detonation, the detonation gas propels nearby matter including flat flyers. After a certain degree of expansion in the detonation gas, the flat flyer reaches its maximum velocity and slows down afterward. These typical behaviors are well investigated and numerically studied by many researchers. However, the rarefaction intrusion (detonation gas expansion) near the surface of the explosive charge creates significant deformation of the flat flyer , and produces U-shaped bending or deformation near the edge of the flyer during projection, creating unexpected behavior in explosive devices of interest. In this paper, a preliminary investigation of a localized Ushaped deformation of flat metallic flyers during projection is studied utilizing a theoretical approach and computational modeling facilitating an understanding of a general tendency of the deformation behavior.

A number of people have expressed concern, understandably, that if mining operations take place in the Coromandel, the flows of mineralised ground water which exist will be intercepted. This water in many cases contains toxic metals including mercury, arsenic and lead and it is thought that if this water is allowed to enter streams or the waters of the Hauraki Gulf, it could endanger natural marine life and possibly established fisheries. This paper seeks to explain in simple terms the geology and the process of deposition of the various mineral deposits in the ground, the chemistry of the reactions between these minerals and the rain water falling on the ground, the hydrology and behaviour of this mineralised groundwater as it moves through the ground until it eventually enters the sea.

The Takasima Coal Mines comprise four islands near the entrance to Nagasaki Harbour, and are owned and worked by the Mitsu Bishi Company.There are several unusual features in the occurrence and working of these coal seams, the steep angle of "dip," the numerous seams of good coal separated by hundreds of feet of sedimentary rocks, the extensive faulting of the strata, and the way in which the coal is won, when so little surface is available for works, and where there is the ever present danger of subsidence of the roof and consequent flooding of the workings by the ocean. The author trusts that short notes on these few points will be of interest to members.The Islands are named respectively Hasima (Extreme Island), Nakanosima (Middle Island), Takasima (High Island), and Yokosima, and are situated about one mile from the main land.

In some parts of the world explosions in mines are more commonplace events. Even in the more developed nations explosions have occurred in recent times. In some cases these mines have significantly lowered their lost time injury frequency rates and as such considered themselves to be ?safe? operations. The consequence of these explosions has been devastating. It is not just the loss of those underground, but also to the families that have lost people in them and the broader community that has lost friends, income, business opportunities, and in many cases support and sponsorships. It begs so many questions, ?What went wrong??; ?Why were the circumstances not foreseen??; ?What could have been done to prevent it??; ?How is it that no one stopped it, reported it, fixed it etc.??. Being held accountable for negligence, should not be overlooked, however this may not aid the processes required to find all the answers. If the nature of explosions is understood, the circumstances and tools to prevent them are readily available then the occurrence and reoccurrence are due to weaknesses or inadequacies of the systems of work or in the implementation of them. This paper restates the fundamentals of gas explosions, examines the options to control the underground environment through ventilation, gas management and monitoring, education and training. Case studies have been used to examine systematic failures in ventilation management. In some of these cases it is not so much, the system that had been developed, but the interpretation and implementation of the system that resulted in the failure and subsequent loss.

Blasting activities on the surface or underground necessarily involve the most sensitive aspect of environment remediation, human response or annoyance. Such effects are unavoidably characteristic of those activities. For this reason, blasting activities are governed by law and official regulations under surveillance of authorities, where companies and explosives engineers have to proceed within proper limits. Subject of the paper is a practical way of handling some necessary vibration standards being focused on blasting activities. Application of the carbonate leaching process to carno-tite ores has often been limited by the difficulty of obtaining simultaneous high recoveries of uranium and vanadium. The chemical aspects of this problem are discussed and the effect of prior roasting procedures on this discovery is described. IN treating carnotite ores by carbonate leaching it is often necessary to subject the ore to a prior roast. Among the advantages that may result from roasting are: 1) improvement in settling and filtering characteristics of the ore; 2) destruction of carbonaceous impurities that would otherwise contaminate the leach solution and consume carbonate reagent; and 3) substantial increase in extraction of vanadium, which is usually low when the un-roasted ore is leached. Recovery of vanadium may be an important factor in processing carnotite ores, and the fact that vanadium is usually recovered in good yield by acid leaching has often been an economic advantage over results obtained with carbonate leaching. It has been found that response of an ore to carbonate leaching, following roasting, depends primarily on its composition and on the conditions of the prior roast treatment, particularly with regard to the roasting temperature, the atmosphere maintained above the charge during roasting and cooling, and the presence of certain reagents. These factors, especially the last, virtually determine the extractions of uranium and vanadium attainable by carbonate leaching, as well as the reagent consumption on leaching, whereas adjustment of the leaching conditions has only a limited influence. These variables were examined systematically to elucidate roasting and carbonate leaching of carnotite ores and to establish a treatment yielding high recoveries of both uranium and vanadium. Tests were conducted on samples of four different Colorado Plateau ores, described in Table I. Roasting Procedure: The roasting tests were conducted in an electrically heated furnace in which the temperature was controlled to ±15°C. The ore (usually a 500-g charge) was ground to —100 mesh, mixed with the desired reagent, and spread in a silica tray to a bed depth of about 1/2 in. During the roast the charge was rabbled at intervals of 15 min. To provide free access of air the furnace was usually ventilated; however, in a few experiments a controlled atmosphere such as carbon dioxide or hydrogen was maintained above the charge. Leaching Procedure: The pulp, generally comprising 500 g of ore and a 2000-cc solution containing 80 g per liter of Na2CO8 and 20 g per liter of NaHCO3, was agitated in an autoclave at 120°C, under 30 psi 02. Developing the Generation IV nuclear reactor is an international collaborative effort. One of the most promising Gen IV nuclear reactor designs is the supercritical water (SCW) concept, in which the water coolant runs at about 625 oC at the outlet. Under this temperature and high pressure condition, the cooling water is at supercritical state, which poses significant demand for both in-core and out of core materials. High-temperature mechanical properties, corrosion resistance and radiation damage are some of the key challenges. At present, no single commercial material can meet all the requirements of the severe SCWR conditions. Corrosion experiments per-formed under SCW condition yield various kind of corrosion modes, some are very challenging to characterize using conventional techniques. A combination of various advanced characterization techniques proofed to be essential to understand the root cause of materials? degradation.

IN dealing with this subject the intention is not to write a detailed description of the various methods in vogue on the Kalgoorlie field, but rather to give a brief outline of three of the methods which are most universally in force, and from which, ultimately, a few comparisons may be drawn. The three methods which the writer proposes embodying in this article are known as "The Rill," "The Flatback," and "The Shrinkage." For comparative purposes each method will be applied to a block of ore 500 feet in length, and opened up by levels 200 feet apart."The Rin" System. It is necessary in this system, for facilitating mullocking, to make connections between levels by rising and winzing at about every 100 feet or 150 feet along the orebody. After the leading stope is beaten off for the full length ofthe drive, the level is timbered. Single stulls are put in up to a width of fourteen feet. If the span is too great for stulls, set timbers or saddleback stuUs are used. Stulls are lagged over with 4-in gimlet poles, and wooden chutes are built at intervals of 50-feet. Ore passes are cribbed up through the filling directly above each chute, and are constructed of 7-in. round timber or 9 in x 3 in square timber, the passes measuring 4 ft x 4 ft in the clear.Occasionally a double pass may be carried up, one side serving as a travelling way. Since the early 1980s, when the Road Construction Authority of Victoria authorized the dynamic proof testing of roughly 100 drilled shafts of 1.5 m diameter and typically 60 m length in Melbourne Australia, dynamic load testing has been applied worldwide for quality control of drilled shafts. Today, test capacities of 4000 tons or more are not unusual. On numerous occasions the authors have been involved in similar tests in the United States and test engineers from other countries have reported on experiences in many different countries. Without doubt, generating high test loads is most economically accomplished by dynamic load testing and this method is particularly well suited for testing piles founded in rock because of the rocks low energy dissipation. However, deep foundation professionals have on occasion expressed reservations about subjecting a drilled shaft to impact loadings fearing, for example, a degradation of the shaft ? rock interface properties or potential error sources due to uncertain concrete properties or shaft geometry. This paper will present numerous case studies, demonstrating the performance of rock socketed drilled shafts under dynamic loads. It will discuss the mechanics of the dynamic tests and the method of data interpretation, addressing the concerns stated above and investigating the limitations of the test method. The paper will formulate a set of recommendations for the design and execution of these tests.

Zinc ore (sphalerite) occurs in limes tone- dolomi te beds of the Kingsport Formation and is mined by modified room and pillar method. Utilizing trackless mining equipment which incorporates a high degree of flexibility, this operation has had a steady increase in productivity.

The dominating technologies for steelmaking are the basic oxygen furnace (BOF or LD process, Linz-Donawitz) and the electric-arc furnace (EAF). The main iron input materials for both are liquid iron as hot metal, or solid iron as pig iron, DRI (direct reduced iron), HBI (hot briquetted iron) and scrap. Hot metal, pig iron (i.e., solidified hot metal) and DRI/HBI are virgin iron materials, which have to be produced from iron ore by so-called ironmaking technologies. The family of ironmaking technologies includes three process routes: blast furnace, smelting reduction and direct reduction. Driven by steadily increasing costs of raw materials in the last two decades, the sector has seen a number of new developments in ironmaking technologies, developments based on fluidized-bed technology. The main advantage of a fluidized-bed technology is that fine iron ore can be directly charged to the process without prior treatment; it does away with agglomeration and its concomitant cost, a step practised in blast-furnace, COREX® and MIDREX® processes. With Posco of South Korea, Siemens VAI Metals Technologies has successfully developed the FINEX® process, a smelting reduction based on the direct use of iron ore fines to produce hot metal. The key technology is the four-stage, bubbling fluidized-bed-reactor system, in which fine iron ore is reduced to DRI fines in a countercurrent flow with a reducing gas generated by coal gasification. Beside surveying the current state of the art, this paper discusses the technological principles of smelting-reduction and direct-reduction processes. The status of FINEX® and the outlook for further developments are described. Crucial to the successful development of the new ironmaking technologies for the direct use of fine ore was the scaling up of the fluidized-bed reactor system, which demonstrated new design features.

Hard times continued to plague the industry when the calendar rolled over to 2000. During 1999, the United States economy had grown vigorously, capping the longest economic expansion in United States history. However, the mining industry was not so fortunate. Commodity prices remained in a slump in the “new-economy” that was fueled by excitement and speculation about the power of the Internet during the infancy of the Information Age. Much of the investment money that once went to mining and exploration was now headed to the world of virtual gold mines. SME President Donald E. Ranta implemented new technology into his plans for SME. His two major goals were new membership growth and to foster the establishment of the comprehensive Internet presence for the Society’s technical information. His strategic priorities included enhancing the quality and quantity of publications, programs, meetings and short courses. “The Internet is the vehicle that will advance the priorities,” he said.

This paper presents a unique method of monitoring the effectiveness of the planning process as well as the execution of mine plans. The method primarily determines the degree of deviation from the original mine plans by comparing actual mined areas to initially planned mining areas. The performance of mining operations is also measured by comparing actual and planned tonnages for a particular period. Once the degree of deviation from mine plans has been established the cause/s of the deviation can be determined through a simple fault tree analysis. Accurate identification of the reasons of deviation can aid the mine in selecting possible methods to correct the deviation. It is, however, beyond the scope of this paper to discuss the methods employed in correcting such deviations, as each mining operation will have unique causes of plan deviation and methods of remedying them. Deviations from the plan greatly affect the yields obtainable, which in turn affects the life of mine, thus having negative economic and financial implications. Accordingly, this paper presents a project management method which aims to reduce risk by improving planning systems to ensure optimum overall extraction of coal reserves.
