Mining and processing activities which are proposed on private land, state leases, or unpatented mining claims are governed by numerous local, state, and federal laws which identify the procedures and conditions which must be met before resources can be developed. The respective government agencies responsible for the administration and enforcement of these laws have promulgated supporting regulations and guidelines, and have implemented certain permit and approval processes to ensure compliance. Each exploration project has a unique environ- mental setting and location which further dictates the types of air, water, hazardous waste, and wildlife laws and regulations which must be complied with before development commences. The environmental planning process should be the first step in the evaluation of existing company properties and the potential acquisition of other mineral properties. However. many company don't consider the environmental requirements for a project until the decision is made to develop the property for mining and processing. If a mining company wants to expedite the environmental planning process, it must first develop an in-house process for evaluating the project and determining the environmental approval procedures in the state where the project is located. The first stage of environmental planning involves general information which can set the overall company philosophy for development of projects.

The use of soil nailing has grown steadily in the UK over the last 15 years and it has recently become more popular in the Republic of Ireland. This paper presents three soil nailing temporary works case histories where the technique has been used to support steep excavations in difficult ground conditions. It demonstrates the effectiveness of soil nailing when applied in appropriate conditions. Details of design methods and construction techniques are described and those aspects of soil nailing that will benefit from further study and development are identified.

The Caltrain Downtown Extension (DTX) project will extend commuter and future statewide high-speed rail service into the Transbay Transit Center, which will be located in the business district in downtown San Francisco. The DTX project includes 1.5 miles of underground construction, comprising complex sections of mined and cut-and-cover tunnel. As part of the DTX preliminary engineering process, development of appropriate contracting practices, including contract packaging, procurement methods and contract terms for the underground construction, has been initiated. This paper provides a summary of the evaluations undertaken, preliminary conclusions reached, and proposed next steps to promote industry interest and maximize bid competition.

The robustness of the large-sections correction procedure, Hill's fast approximation, Barbery's correction and the PARGEN correction was examined by comparing their ability to reconstruct the true liberation distribution using sectioning data from computer-generated spheres. The results indicate that the flexibility of a correction procedure is related to the assumptions it makes about the continuity of the liberation distribution, locked-particle characteristics and ore texture. Overall, the large-sections procedure appeared to be the most generally applicable. The Hill fast approximation performed well, but this was probably because it partially incorporates the sphere model; the performance of the PARGEN and Barbery corrections varied from case to case.

Pulverized Fuel Combustion The apparatus shown in the illustration is a complete equipment f r supplying coal to boiler and metallurgical furnaces, cement and lime kilns, dryers, and to all furnaces requiring a temperature and quality of fame under prompt and easy control. It is claimed that the Aero Pulverizer makes practicable the highest efficiency obtainable from burning coal. It makes coal burn like a gas, a flame, the physical and chemical character of which is regulable- a flame that may be elongated or shortened, thus placing the zone of highest temperature where needed- a flame that may be made oxidizing, reducing, or neutral, as occasion may require. The coal is burned as pulverized, and there is no storage of the powder with its attendant hazard. Artificial drying before pulverizing is not necessary if the coal supply be sheltered from rain and snow. Where the Aero is used, it is wholly a furnace question whether a dryer should be installed; it is not at all a pulverizing or storage question. Labor is reduced to a minimum. Slack coal at low cost yields its last B.T.U.

Over the past 5 years the Department of Mining and Metallurgical Engineering, McGill University, has been involved in the performance monitoring of both percussive and rotary drills. Studies conducted in open pit coal and iron ore mines using microprocessor-based research and commercially available instrumentation resulted in the monitoring of at least 6 performance parameters while drilling vertical production blastholes.

Rolling disc cutters are the business end of hard-rock and mixed-face tunnel boring machines (TBMs). Since their first successful employment on a TBM more than 50 years ago, disc cutter technology has constantly evolved, allowing modern TBMs to excavate very hard and abrasive rock efficiently. Disc cutters have also been employed successfully on earth pressure balance (EPB) and slurry machines, cutting rock under water and ground pressure. The range of materials excavated by machines today is broader, excavation rates are higher and cutter costs are lower than ever before, proving the value of investment in cutter development. Disc cutters are used on a range of tunneling equipment, from pipe jacked slurry micro-TBMs less than 1 m (3.3 ft) in diameter to 15 m (49 ft) in diameter, hard-rock boring TBMs. The geological conditions under which they are employed range from sands and gravels, with several bar of water pressure, to extremely hard, massive rock with UCS up to 420 MPa. Regardless of the type of machine or geology, one thing remains constant: changing worn out cutters is costly. When cutters must be changed in the middle of a tunnel, the contractor incurs the cost of downtime as well as the cost of refurbishing or replacing the cutters. In the case of catastrophic cutter failures, the project can be stopped completely for long periods, and the costs mount up rapidly while tunnel production is at a stand still. Catastrophic cutter failures include the occasion when hard-rock disc cutters are failed in groups (called a ?wipeout? phenomenon) and the operator fails to stop the machine, which results in severe damage to the cutterhead. The cause of this can be either an undetected failed cutter propagating damage to surrounding cutters or operator error in steering. Regardless of the cause, the resulting damage can take days or even weeks to repair. When cutters fail prematurely on EPB or slurry machines in certain geological conditions, it is impossible to evacuate the chamber and, therefore, impossible to get [ ] into the chamber to change the cutters. The solution is frequently an unplanned intervention shaft that must be sunk at great cost. The importance of being able to predict cutter life accurately, and in all geological conditions, cannot be overemphasized. For these reasons, cutters have been developed for specific machine types and sizes, as well as for specific geological operating conditions. Different size cutters are required for different size machines. For example, while 483- and 508-mm (19- and 20-in.) cutters are used on large diameter TBMs, it is impossible to employ cutters so large on a small micro-TBM. Also, the cutter must be designed for the specific geological conditions under which it will be operating. The disc cutter rings required to bore extremely hard rock are the most expensive of cutter rings. However, they provide little advantage in weaker rock formations where less expensive rings will do the job as well. It is important to choose the correct cutter for the machine and the geological conditions in order to get the best balance of cost and risk.

The 9th International Symposium on Rock Fragmentation by Blasting was held in the Granada Conference Centre, Granada, Spain from the 14th - 17th September 2009. The Symposium was preceded by a 1 ½ day Workshop on “Vibrations from Blasting” organized by the initiator Dr. Alex Spathis and his colleague M. J. Noy, both employed at Orica Mining, Australia. Prof. Josè Sanchidrian at the “Universidad Politécnic de Madrid” in Madrid, Spain was the main organizer for both the Workshop and the Symposium. A record number of participants came (292) from a record number of countries (41). There were a total of 14 papers in the Vibrations from Blasting Seminar and 96 papers and 2 Keynote Addresses in the Fragblast 9 Symposium itself. The aim with this paper is to present some results from Fragblast 9 which are of interest for a large target group. One very important result from the Fragblast 9 meeting was that it was decided there that Fragblast 10 will be held in November 2012 New Delhi India.

Results of a comprehensive investigation of the impact of underground mine waste disposal on the health and safety of miners are presented. Information was gathered through an extensive search of American and foreign literature and personal communication with professionals in private industry and government. All conceivable health and safety hazards directly or indirectly related to underground mine waste disposal are analyzed, catagorized, and ranked on an industry-wide basis. Positive health and safety effects are analyzed and ranked in a similar way. Both potential and known hazards and positive impacts are included. Recommendations on abatement techniques for the various hazards are presented. Case histories of a fill-related accident in a metal mine and a health hazard associated wtih coal waste backfilling are included and causes and possible abatement procedures are discussed. The rule of management in the promotion of health and safety in backfilling operation is discussed.

The involvement of concerned parties in all aspects of the Lihir Project from an early stage has promoted good relations between all groups. Activities involving landowners, the Lihir community, the New Ireland Provincial Government (NIPG) and the prospective developer include the Lihir Liaison Committee, Lihir Working Group, Environmental Planning Committee, Provincial Mining Task Force and the Lihir Mining Area Landowners Association (LMALA). With modifications, the Lihir Liaison model may be of use in promoting good relationships among parties in other mineral developments.

The 1,000 MW Hydro Power Station Masjed-e-Soleiman (formerly called Godar-e-Landar) in Iran is under construction since 1992. The rock engineering aspects of the major underground structure, i.e. the powerhouse cavern shall be reported on in detail. The geotechnical investigations are described and results given. The results of several geotechnical analyses are presented. The designed and executed rock support is given. A description of the monitoring systems and typical measurement results obtained during and after excavation are presented. The lessons learnt during construction of the Stage-I powerhouse cavern were applied on the extension of the powerhouse cavern, which is to house an additional 1000 MW. Details regarding the unexpected behaviour of the Mudstones are given. Die 1000 MW Wasserkraftanlage Masjed-e-Soleiman (vormals Godar-e-Landar genannt) befindet sich seit 1992 in Bau. Dieser Artikel berichtet im Detail über die felsbaulichen Aspekte der Untertagebauwerke, insb. der Maschinenkaverne. Die geotechnischen Untersuchungen werden beschrieben und deren Ergebnisse wie die Ergebnisse verschiedener Berechnungen werden präsentiert. Die geplante und die ausgeführte Felssicherung wird angegeben. Die eingebauten Überwachungseinrichtungen werden beschrieben und typische Ergebnisse während des Aushubs und danach werden dargestellt. L’ancrage dans la roche tel que projeté et réalisé est présenté. Une description des systèmes de contrôle ainsi que les résultats de mesures typiques obtenus au cours des travaux d’excavation sont donnés. Les leçons tirées lors de la construction de la Phase 1 de la caverne de la salle des machines furent appliquées à l’extension de la caverne de la salle des machines, qui doit abriter une unité supplémentaire d’une puissance de 1.000 MW. The link between artificial ground freezing and the mining industry stretches back more than 140 years, and across an ocean. Patented by the German scientist F.H. Poetsch in 1863, the technique is reported to have first been used circa 1862 in the coal mining valleys of South Wales. In the United States, the first ground freezing application, to a depth of 30 m (100 ft), occurred in 1888 for the Chapin Mine Co. in Iron Mountain, MO. In England in 1901, the Poetsch method was used for the first time to successfully sink two shafts through 24 to 27 m (80 to 90 ft) of wet sand and boulder clay at the Washington Glebe Colliery, near Sunderland. British mining engineer T.H. Cockin, in his 1905 Class-Book of Practical Coal-Mining, noted that, ?This method of sinking through thick beds of very wet quicksand has met with great success; it is one of the recognized methods of sinking on the Continent.? Mine shaft freezing soon became relatively common in Europe where the project could bear the cost of a major refrigeration plant construction. However, it was not until 1952 that the second North American ground freezing project was completed to facilitate the sinking of a 4.5-m- (15-ft-) diameter, 233-m- (765-ft-) deep shaft at a Potash Company of America (PCA) mine in Carlsbad, NM. Nowadays, ground freezing is used worldwide for both mining and civil applications. In small mine shafts of 3 to 6 m (10 to 20 ft) in diameter, excavations have been carried out to depths of more than 820 m (2,700 ft) within the protection of unbraced or unlined frozen walls. In fact, for deep mines, no better method has yet been established for sinking production shafts through deep, water-bearing ground. Major deposits of coal, potash and salt would still be inaccessible if not for artificial ground freezing. There are several advantages of ground freezing unique to the construction of shafts. Proper instrumentation can provide complete assurance of the integrity of the freeze to full depth prior to excavation. The frozen wall allows construction to be scheduled without evaluating the in-shaft time necessary to probe ahead, place additional sup-ports or deal with ground water. The freeze can be implemented perfectly through the soil/rock interface, which is often the most difficult geology in which to create a ground water cutoff by other methods. "Sediments in the vicinity of the hydrothermal seafloor massive sulphide (SMS) mounds are characterized by high concentration of metallic particles. They result from a long process of weathering of the primary mineral deposits and have been accumulated in depressions by mass wasting and hydrothermal plume fall-out. We present here the first results obtained on pore waters analyses of such sediments in distinct geological seafloor environments (in low-temperature hydrothermally active zones, on extinct hydrothermal mounds and in a remote depositional channel). Vertical concentration profiles suggest that the pore fluid composition is affected more by seawater circulation compared with hydrothermal fluid flow in all environments. The composition of pore fluids is affected by diagenesis and redox processes in the distal depositional channel where Mn2+ is released at depth with Cu2+.IntroductionMarine hydrothermal fields, hosting seafloor massive sulphides, are potential resources for future deep-sea mining and might become economic reserves for the industries. They are widespread at mid-oceanic ridges, arcs and back-arc spreading centers (Hannington et al., 2011; German et al., 2016). Sediments in the vicinity of these fields can contain unusually high concentration of Fe, Mn, Zn and Cu among other metal elements (Shearme et al., 1983). These hydrothermal, or metalliferous, sediments result from a combination of processes such as collapsing and weathering of chimney material, filling of the channels by turbidite-like mass wasting, in situ authigenic mineralization and hydrothermal plume fall-out (Goulding et al., 1998; German et al., 1990). The sediments contain important indicators reflecting the development of the hydrothermal systems. Because of their widespread distribution and metal content, they themselves can be considered potential mineral resources. Circulation of seawater through these deposits, however, often modifies the sediment composition by oxidizing the sulphides into oxyhydroxides and clays causing mobilization of the metals. To address the importance of alteration and diagenesis of these hydrothermal sediments, including the result of seawater circulation, we investigated the post-depositional processes occurring in the hydrothermal sediments at the TAG Hydrothermal Field (Mid-Atlantic Ridge, 26°N), focusing on the mobility of metallic cations in a number of different seafloor environments."

Gold recovered on the strikes at the Central Norseman mill, Norseman, Western Australia, has an approximate assay fineness of 850. Bullion recovered from the cyanide plant at the mine is of much lower value, and occasionally its assay fineness has been as low as 250. This indicates either that the fine gold particles in the ore consist of an alloy richer in silver than the coarse particles or else that a silver mineral, as well as the gold, is dissolved by the cyanide solutions.It had been observed at the mine that the amount of silver in the bullion appeared to increase when galena appeared to be more abundant in the stoped ore. Interest was, therefore, attached to the possible occurrence of a silver mineral associated with galena and, at the same time, soluble in cyanide.Four specimens of ore from different horizons in the mine were collected by the mine staff for examination as to whether any marked difference in the fineness of gold was apparent on a polished surface and for determination of the silver minerals. As the Norseman ore-body is a quartz reef containing a very small percentage of sulphide, the specimens were selected either because they cont;:lined free gold or because they were, relatively rich in sulphides. They were obtained from the following localities at the Phoenix shaft.1. Level 16, section 28.2. Level 16, section 31.3. Level 8, section 31.4. Level 14, section 38.Specimens Nos. 1 and 2 were thus obtained from different positions at the same mining horizon, while specimens Nos 2 and 3 were obtained from different levels in the same vertical section of the mine.All the specimens consist of quartz characterized by thin, discontinuous seams of sericite and the presence of a little ankerite. Gold and sulphides tend to be localized along these seams, but particles of gold and sulphides are also scattered throughout areas of white quartz. This scattered distribution of the sulphides in relatively wide areas of quartz has involved the preparation of two or more polished sections from each specimen.The outcome of the microscopical examination of these specimens has been to determine that there is no appreciable variation in the colour of the polished particles of gold and, therefore, no marked difference in the amount of silver alloyed with the coarse and fine particles. The presence of small quantities of the tellurides sylvanite, hessite and altaite has been revealed, and found to vary in abundance with the abundance of galena.

A discussion of frequently asked questions may help individuals trying to interpret subsidence regulations or prepare permit applications. The subsidence permitting process involves just one part of the mass of Surface Mining Control and Reclamation Act regulations. But of the 18 main SMCRA sections, subsidence is critical to the permitting process for coal operators. It's an area in which applicants have had problems interpreting regulations and preparing permit applications. Of 22 western states, only Wyoming, Montana, Colorado, and Utah heave thus far received approval for their mining and reclamation plans. The other states are now involved in the permit application process and will be dealing with SMCRA regulations for the next year or so. Some state programs, when approved, may differ substantially from the federal SMCRA program. But, to be approved, the state programs must be deemed equal to or more stringent than the federal regulations. SMCRA regulations apply to any coal operation "that exhibits surface effects." Thus they apply to surface strip mines as well as underground coal operations. The regulations do not apply to hardrock mining operations. Since August 3, 1977, the government, industry, and the public have wrestled with SMCRA. They have struggled through an initial program with the US Geological Survey; a new agency, the Office of Surface Mining Reclamation and Enforcement (OSM); an interim program; and a "final" permanent regulatory program. Even now, OSM is reluctant to publish formal program guidelines because: •The regulations are still in the process of judicial review. • Some approvable state programs will supersede the federal regula¬tions. • The flexible regulations are open to interpretation, which is desir¬able to maintain. •Guidelines could be misleading until regulations and interpretations are revised and finalized.

In his 1978 monograph ‘Lognormal-de Wijsian Geostatistics for Ore Evaluation’, Professor Danie Krige emphasized the scale-independence of gold and uranium determinations in the Witwatersrand goldfields. It was later established in nonlinear process theory that the original model of de Wijs used by Krige was the earliest example of a multifractal generated by a multiplicative cascade process. Its end product is an assemblage of chemical element concentration values for blocks that are both lognormally distributed and spatially correlated. Variants of de Wijsian geostatistics had already been used by Professor Georges Matheron to explain Krige’s original formula for the relationship between the block variances as well as permanence of frequency distributions for element concentration in blocks of different sizes. Further extensions of this basic approach are concerned with modelling the three-parameter lognormal distribution, the ‘sampling error’, as well as the ‘nugget effect’ and ‘range’ in variogram modelling. This paper is mainly a review of recent multifractal theory, which throws new light on the original findings by Professor Krige on self-similarity of gold and uranium patterns at different scales for blocks of ore by (a) generalizing the original model of de Wijs to account for random cuts; (b) using an accelerated dispersion model to explain the appearance of a third parameter in the lognormal distribution of Witwatersrand gold determinations; and (c) considering that Krige’s sampling error is caused by shape differences between single ore sections and reef areas.

"Permanent magnets have been applied extensively to several electronic products such as printers, TV sets, microphones, microcomputers and headphones, presently manufactured in large scale by industrial economies. Sm-Co alloys represent about 20% of the world market for permanent magnets and their industrial processors generate 20-30% of magnetic scraps which can be recycled. This paper discusses a process route to recycle SmCo5 using acid treatment, solvent extraction of Sm and electrowinning of Co. The results confirm the feasibility of the alternative proposed. Basic operational variables are suggested as guidelines to design a plant for recycling magnetic scraps.The use of hydrometallurgical processes to recycle scraps from the industry of permanent magnets has been suggested in some recent papers related to recycling of metallic alloys [ 1 ]. These research efforts might be understood as a worldwide tendency towards the development of self sustainable metallurgical processes which mean the reduction of environmental impacts.CETEM -Center for Mineral Technology leads in Brazil several research programs concerning recycling and treatment of industrial residues. The work on samarium purification and concentration by solvent extraction, producing also a solution of cobalt sulfate as partially reported here is one of these programs. Previous results related to the sulfuric acid digestion of SmCo5 are presented somewhere else [2]"
