The two contracts of the Big Walnut Augmentation/Rickenbacker Interceptor(BWARI) sewer project for the City of Columbus, Ohio total nearly 35,000 feet of 14and 12-foot diameter tunnel. EPB TBMs will install precast concrete segmental lining through difficult glacial soils ranging from clean granular to hard till with high groundwater and boulders, crossing roads, railroads, and a large stream. Construction of 12 shafts and a large Interconnect Structure involving major ground stabilization work is required. The paper will review design of major project elements and present an update on construction progress.

Active geothermal systems occur widely in Sumatra and in the Taupo Volcanic Zone (TVZ) ofNew Zealand. There are also many occurrences of epithermal gold mineralisation in Sumatra, some of which are economic. Minor sub-economic occurrences of gold have been reported in the TVZ but none have yet been mined. There are both similarities and differences in the nature of the active geothermal systems and mineral deposits in Sumatra and New Zealand, which can be systematically related to the tectonic setting. The thicker crust and consequent predominance of silicic volcanism in New Zealand leads to hydrothermal systems which are little eroded and with limited lateral outflows. The systems in Sumatra are of mixed character, with some of the characteristics of those in andesitic island arcs such as Java or the Philippines, e.g. a higher proportion of systems with identifiable acid magmatic volatiles, a greater potential for deep erosion and lateral outflows than in New Zealand; but modified by the more oblique component of subduction and thickened crust so that some are localised in volcano-tectonic depressions and consequently have high piezometric levels of primary hydrothermal fluid. The unusual occurrence of calcic zeolites in veins associated with gold mineralisation in Sumatra is thought to be indicative of æsatelliteÆ boiling zones along de-gassed hydrothermal outflows.

The demand for phosphate will continue into the future, because phosphate is currently irreplaceable as a plant nutrient and in many chemical applications. Phosphate is not recycled, so the supply must be replenished through a process of mining and purification. The most energy intensive part of the process, separation of phosphate from the ore, requires 54 to 78% (depending on the method used) of the estimated 0.5 quads of energy consumed by the U.S. phosphate industry. This paper provides data from a project designed to determine if a biotechnology can be developed to separate phosphate from its ore. Several hundred microorganisms (both bacteria and fungi) capable of solubilization of phosphate ore have been isolated from the environment. Work is ongoing to determine the mechanism for solubilization. In addition, how these organisms could be used in a bioprocess is being investigated.

"SynopsisLong before the environmental movement, coal miners were suffering from occupational diseases that became apparent in the later years of service, and especially during the retirement years. Chronic exposure to micro-fine dust in the respirable range (‘float’ dust) causes various lung diseases, referred to as coal mine dust lung disease. In the USA alone, 76 000 miners have died of coal mine dust lung disease since early legislation recognized the issue in 1969. Researchers believe that reducing float dust exposure limits alone will not reverse the increasing incidence of coal mine dust lung disease seen in the current generation of miners. Trace and radioactive metals are concentrated in the thin boundary layers of the coal seam (Roberts, 2013), and hence float dust includes silica and toxic trace metals. The production and quality of coal is also significantly impacted by the presence of these contaminants in the coal. In the combustion process, the trace metals are oxidized and become incorporated in the fly ash and flue gas. Since they are extremely water-soluble, they represent a significant danger to health and the environment. Coal preparation plants and power stations need to mitigate these contaminants as far as is practical, but the simple fact is that most contaminants should have been left un-mined.This paper describes an innovative coal-cutting solution to the longstanding technology gap in mining – the ability to measure uncut coal layer thickness to the boundary rock layer. Because of constant changes in geology, seam thickness, and seam undulation, the horizon sensor must be located in the bit-block of the rotating cutter drum of the mining machine. Contaminants in ROM coal must be minimized at the source – that is, at the rock/coal crushing cone directly under the bit-tips of the cutting drum. Bittip distances to the rock boundary layer must be automatically controlled in real time when mining in a complex and undulating coal bed. Horizon sensing (HS) technology enables the mining machine’s cutting picks to stop at a specified distance from undulating horizons of the boundary rock. The thin contaminated coal layer can be left in situ, significantly reducing the toxicity of the float dust. Preventing the metal picks from striking quartz-containing boundary rock also reduces the occurrence of methane ignitions. HS technology equipped with pick force vector sensing can allow optimization of the cutting pick lacing pattern for minimum coal and rock crushing, thereby reducing float dust. This technology may enable the mining industry to convert from automated machine control to autonomous during coal cutting and loading."

The National Institute for Occupational Safety and Health (NIOSH) mining research program at the Pittsburgh Research Laboratory (PRL), includes the areas of coal mine dust control and monitoring, and explosion prevention. One very important project at PRL is development of a continuous recording person-wearable respirable dust monitor. This Personal Dust Monitor (PDM) is a respirable dust sampler and gravimetric -equivalent analysis instrument that is part of a belt-worn mine cap lamp battery unit. Prototypes were successfully tested in the laboratory and in four underground coal mines. The PDM testing demonstrated that it was convenient to wear and use, robust, and provided accurate and timely data. NOSH is also conducting research in the program area of coal mine explosion prevention, suppression, and mitigation. Aspects of this research program include: full scale explosion research, laboratory scale research, frictional ignition of methane, mine ventilation seal construction, prediction of coal mine methane emissions, mine monitoring systems, flame cutting and welding operations, spontaneous combustion, and emergency preparedness.

In Part I of this work,1 equations of elasticity were formulated for transversely isotropic, axisymmetric, homogeneous, porous media exhibiting pore fluid pressure. Equations of elasticity and the thermal analogy method were used to determine transient horizontal, tangential, and vertical stresses and radial displacement in a semi-infinite cylindrical region when either a constant rate of pressure or a constant rate of flow is maintained at the wellbore. In this paper, the approach presented earlier is extended to finite reservoirs for the cases of (1) steady-state flow, (2) constant pressures at the well bore and outer boundary and (3) constant pressure at the wellbore and no flow at the outer boundary. Results of this work show that radial and tangential stress gradients are high near the wellbore but diminish rapidt; away from the well; the vertical stress gradient behaves in the same way but is less severe. Radial stresses are compressive or neutral, whereas tangential and vertical stresses may be tensile, neutral or com-pressive, depending upon the boundary conditions, the physical Properties of the system and the radial distance involved (vertical stresses are always compressive in an unbounded system1. For constant boundary pressures, both radial and tangential stresses increase with time whereas they both decrease for a closed outer boundary and constant pressure at the wellbore. The vertical stress decreases with time for both systems. For steady-state systems, radial displacement may be positive or negative, depending upon the dimensions of the system, the pressure differential and the porosity. Radial displacement may be positive or negative for a closed outer boundary but is positive for constant pressures at both boundaries. INTRODUCTION The importance, utility and complexity of a realistic appraisal of the stress state at and local to a wellbore were indicated in Part I. In this paper the analytical approach presented earlier is extended to finite, cylindrical reservoir geometry for the cases of (1) steady-state flow, (2) constant pressures at wellbore and outer boundary and (3) constant pressure at the wellbore and no flow at the outer boundary. Other than the outer boundary of the reservoir being finite, the physical system and assumptions pertinent thereto are the same as before. The reader may wish to review the mathematical development through Eq. 49 of Part I before proceeding here. This report summarizes all work performed under Phases I, II and III of U.S. Bureau of Mines Contract H0387006, "Development of a Prototype Retrofit Noise Control Treatment for Jumbo Drills." The noise and vibration levels of four jumbo drills were characterized and a survey of percussive rock drill usage is reported. A Gardner-Denver DH 123 drill was chosen as a demonstration drill, and extensive noise diagnostic studies were performed. Noise control treatments were designed, developed and evaluated in a reverberant drill test facility. The treatments consisted of an integral enclosure/muffler for the drifter, vibration isolation of the drifter from the enclosure and feed, and a drill steel sheath. A 19 dBA reduction in overall sound power level was achieved with no loss in drilling rate. The prototype retrofit treatments were field tested in an aboveground mine and in a production section of an underground zinc mine. Long-term durability and operator acceptance of the enclosure/muffler treatment were excellent. Preliminary evaluation of the drill steel sheath was encouraging, although additional testing is required.

"Zinc-iron alloy coatings can be produced by either thermally alloying hot-dipped galvanized steel or by electro deposition. Stelco Inc. produces a thermally alloyed Zn-Fe alloy-coated steel, which is mechanically wiped to remove free zinc.A more extensive use of Zn-Fe alloy-coated steel has been predicted for unexposed autobody and structural part applications, since this material is characterized by good spot weldability and formability, and provides superior corrosion resistance under automotive primers.This investigation has examined the coating composition, corrosion resistance, spot weldability and formability of Stelco's Zn-Fe alloy-coated steel and found its properties to be similar to those of Zn-Fe alloy-coated steel produced by post coating annealing.IntroductionRecently, there has been increased automotive interest in galvanneal, which is characterized by good spot weldability, good paintabilityt and good corrosion resistance when primed. Stelco produces a thermally alloyed zinc-iron coated sheet product similar to galvanneal. However, this product is produced by mechanically wiping the free zinc from the surface of hotdip galvanize to expose the underlying zinc-iron alloy.The surface of Stelco zinc-iron alloy-coated sheet is matte gray and has longitudinal streaks which result from contact with Kevlar wipers during production (Fig. I). This paper describes the coating composition, corrosion resistance, weldability, formability and surface appearance of Stelco zinc iron alloy coatings and, wherever possible, compares these properties to those of galvanneal."

Close economic cooperation was established among the countries in western Europe during the seventies. As a consequence, among others, a need for harmonized technical specifications for civil engineering works arose. Technical specifications for design and execution of building and civil engineering structures exist in most of the European countries. In some countries such technical specifications are part of the building regulations and in other they are independent codes of practice and standards. The works on the Eurocodes was initiated by the Commission of the European Communities about 1976. The Eurocodes are intended as common unified design codes for different load bearing structures constructed from different materials. They are also intended to cover design of geotechnical structures. They are established with a view to promote the free movement of goods and services within the member states of the European Community - the so called Internal Market - and within the member countries of the European Free Trade Association, EFTA by removing obstacles arising from different rules for calculation and design.

"Laboratory-scale hydrochloric acid leach tests were conducted on an Elliot Lake uranium ore. Hydrochloric acid leaches without an oxidant or with molecular oxygen (i.e., air or pure oxygen gas) as an oxidant favoured uranium and radium extractions. Conditions for maximum uranium, thorium and radium extractions with hydrochloric acid in the presence of sodium chlorate were determined. The highest extractions of uranium (96%), thorium (81%) and radium (91%) were obtained using a mixture of 44.0 kg HCI and 2.5 kg NaCIOJ per tonne of ore at 75°C with 18 hours ' retention.Flowsheets for two-stage leaching are proposed. The residues obtained from the second-stage leach contain uranium (0.002%), thorium (0.006%) and radium (15 to 20 pCi/g). Tailings of this nature are considered suitable for mine backfill, and, if pyrite is removed, suitable for surface disposal.IntroductionThe nuclear energy industry forecasts an increasing demand for uranium. Peng The highlights of this paper are : • The shield supports with lemniscate links will exert a tangential force on the roof strata, causing unnecessary and harmful roof movements, thus damaging the roof structure. The principal source of the tangential force is the horizontal movement of the point O, the pivotal joint between the canopy and the caving shield. When the support height is changed during setting, the point O will move along a curve upward and rearward toward the gob. As a result, it produces a vertical movement, causing the roof to move up a distance of ?d, and a horizontal movement toward the gob, creating vertical fractures in the roof. • The major purpose for employing the lemniscate-link system is to protect the hydraulic legs against the action of the bending moments induced by the tangential force that causes deformation or destruction of the legs. • Based on these two points, the author suggested that, in order to eliminate the harmful effects of the lemniscate-link system and strengthen its advantageous features, a shield support with a new design of that mechanism has been developed. With the new design, the conventional rigid lemniscate links are replaced by hydraulic rams. When the pressure inside the rams reaches a certain level, the ram will yield.

The kinetics of reduction of copper (cuprous) sulphide with CO-CO2-He gas mixtures, using an excess of CaO(s) as a sulphur-scavenging substance were investigated in the temperature range 855° - 950°C by a thermogravimetric method. Several gas compositions were employed at each temperature. Potential carbon deposition was overcome by preheating the reducing gas mixture. The phase-composition and the morphology of partially reactedsamples were analysed by a SEMlEDAX unit. The reduction rates showed strong dependence on the bulk gas compositions (CO, CO2) and, in most cases, the rate declined with rising temperature. The rate-controlling step appears to be the diffusion of CO2 gaseous species through the micropores of the CaS(s) - product layer which builds up around the CaOcore.

The government of India convened a precedent-setting meeting in New Delhi on Nov. 12, 2001.The meeting brought together regulators and the mining industry in an attempt to fix the industry’s mine development problems in that country. More than 150people attended the all-day session. Ram Vilas Paswan, Minister of Coal and Mines, chaired the meeting. Ravi Shankar Prasad, Minister of State for Coal and Mines, was also present. The secretary of the Department of Mines and the Joint Secretaries and Additional Secretary also participated. The Department of Mines’ mandate is for economic growth: to get new mine development going and to make investment in mining attractive for both domestic and foreign-owned companies.

"The worldwide demand of ores and the depletion of the high-purity deposits make it necessary to recover ores in increasingly finer size fractions in the feed material. The flotation technology of more than 40 years old plants was not able to recover the ultra fine material. Those slurry tailings ponds now have the chance to be re-processed with PNEUFLOT® technology.The bubble sizes of different flotation technologies have a huge influence of the results especially regarding the recovery of the ultra fine particle sizes.PNEUFLOT® technology of HUMBOLDT WEDAG Coal & Minerals Technology GmbH in Germany was applied to ultra fine Phosphate, Copper and Platinum ores. The results will be presented in this paper.Conventional technology like agitator flotation has its limits in the flotation of fines due to turbulences in the cell. The position of the agitator influences the recovery of the fines. A deep impeller generates a higher froth zone. This helps to catch the medium fines. Due to the static head of the slurry inside the cell, compressed air is required for such cell designs.Column flotation is well known for a good selectivity without having in the first cell a good recovery. This leads to invest in several cleaning stages to reach an acceptable recovery. Further more, compressed air is required to generate the air bubbles to the flotation process, which are much bigger than with PNEUFLOT® technology applied.INTRODUCTIONHigh metal prices are actually the basis to invest in poor deposits or deposits with very fine intergrown ores which have to be milled down to ultra fine powders less than 60 micron. The liberation grade has to be determined by a mineralogical analysis. Polish sections have to be prepared and interpreted by using of a microscope. Figure 1 and figure 2 are showing polish sections of a platinum-nickel ore from Petchenga Nickel at Zapolyarni Mine in Russia. The head grades for rich ore are for copper between 0.05 – 0.15%, for nickel between 3 – 7% and for platinum group minerals approx. 0.15 oz/t. With an efficient flotation technology it can be upgraded to 20 oz/t."

INTRODUCTION The honor of being the recipient of the Mining Society's Daniel C. Jackling Award for 1966 imposes on me the responsibility to search for the subject that I would be best qualified to discuss. It seems that my experience in the mineral industry — nearly 15 years in private and 30 years in public employment — should uniquely qualify me to comment upon the relationships between the mining industry, mineral engineering as a profession, and government, and the changing economic, technologic, political and social changes that dictate their relationships. Such conditions, the increasing knowledge of the world mineral resource base, the greater demands of an expanding population with a rising standard of living, shall be evaluated with respect to our profession — mineral engineering. In all of these forty or so years, I have been in close touch with many phases of the mineral and energy resource industries, especially those of the United States. Particularly during the past 10 years, I have had a ringside seat at the "goings on" in Washington. During all of this period I have observed and analyzed many of the problems of the industry and its relations with the government. During the past few years, I have had increased opportunity for doing research and have found a need to learn something about the mathematical techniques that are undergoing such a revival since electronic computers were developed. One of these techniques is multivariate analysis, which is a system for correlating a large number of complex variables. By applying this technique to the seemingly chaotic present-day situation, there emerges a course of steady improvement in the minerals resource industries that wars, depressions, and political strife have failed to obstruct for long. In short, I advocate a need for new concepts in mineral engineering to cope with the changes, pos- sibly adding many more specialized areas on one end of the spectrum, and broad engineer-generalist approaches at the other. The meeting place shall be where the intricate mineral resource problems at the frontier of knowledge merge into the socio-techno-logical problems of the world. HISTORICAL INVOLVEMENT OF GOVERNMENT IN MINERAL RESOURCE PROBLEMS Involvement of government in mineral resource problems undoubtedly is as old as government itself. But passage of the Mining Act of 1866, superseded by the Act of 1872, was the first major entry of our Federal Government into the problems of mining. Passage of the law was necessary to resolve many conflicting claims and disputes in mining. The General Mining Law of 1872 and the Mineral Leasing Laws of 1920 apply to millions of acres of public lands and to certain privately owned land on which the mineral rights have been reserved to the Federal Government. The extensive involvement of government in the mineral industry business today often comes as a shock to the mineral engineer who has begun to climb the ladder to the top in his company. He is often poorly prepared to cope with the situation and becomes frustrated and even hostile. Better knowledge of the role of government perhaps would ease his situation. In our political system, private industry is responsible for producing minerals. To make certain that the production is adequate for a peace-time economy, and to guarantee the Nation's security in an emergency, the Federal Government finds it expedient to develop policy and engage in regulatory, educational, and research activities. A few examples will illustrate the varied role of government in relation to mineral problems. In varying degrees many agencies of the Executive Branch of Government have responsibilities that influence the functioning of the mineral and energy industries. In addition, of course, Congress, the Judiciary, and State and local governments exercise great influence. Mining in China dates back at least 4,000 years. Today, with no less than 103,000 metal/nonmetal mines and between 40,000 to 80,000 coal mines, China’s mining industry is undoubtedly the largest in the world. Despite improvements in recent decades, seemingly endless mining accidents continue to make the news. Official coal mining deaths were 6,702 in 2003, and 6,027 miners died in 2004; actual figures may be much higher. Added to these were the 2,699 deaths in the metal and nonmetal industries. Most of these accidents were due to CH4 (methane gas) explosions and fires as a result of inadequate mine ventilation de-sign or practices. A good portion of these accidents occur in small, privately run and often technically illegal mines. During the past 10 years, the Chinese government has attempted to crack down on small and often technically illegal mines without much success. The number of accidents and associated fatalities has not significantly reduced. However, there appears to be a new urgency in China’s efforts to step up mine safety in the country. After its worst reported mine disaster in more than a half century, the government quickly paid reparations to families, suspended high-level officials in charge and announced additonal reforms. One of those was the elevation of the central government’s work safety office to cabinet-level status. There has been increased transparency in reporting and investigation of mine accidents and disasters in recent years. There has also been an increase in public criticism by labor leaders concerning the neglect of mine workersafety.1 This article examines the causes of China’s many mining accidents, current legal and enforcement structures, respective mining health and safety related laws and regulations, recent mining industry developments and the latest effort to curtail small mining operations.

Rheological Behaviour of Clay-Rich Gangue Mineral Dispersions During Hydrometallurgical Treatment Alumino-silicate minerals invariable may present an intractable challenge in hydrometallurgical operations employed in low grade nickel, copper and gold ore leaching or high level nuclear waste (HLNW) processing. The interactions and reactivity of alumino-silicate clay gangue minerals such as muscovite/sericite, chlorite, kaolinite and smectite under acidic (eg pH <3) or alkaline (pH >13) conditions can have a striking impact on the particle interactions. These may manifest in undesirable pulp rheology, poor extraction rates and challenges in the subsequent "handleability" and solid-liquid separation processes (eg dewatering). In the present work, a review of investigations involving the interfacial chemistry, interactions and rheological behaviour of aqueous dispersions of mica-group, layered alumino-silicate clay (muscovite / sericite) and chalcocite minerals as a function of pH in the range 2 - 9 and time at 25¦C, is presented. Particle zeta potential, reflecting interfacial chemistry, indicated a strong pH-history and particle volume fraction dependency. Pristine particles' zeta potentials measured from high to low pH indicated mineral-specific isoelectric point (iep) at pH range 2 - 5. Subsequent measurements from low to high pH showed pH-history dependency with iep shift to higher pH values, the extent of which also depended upon particle volume fraction and aging time. Pulp pH-mediated particle interactions revealed by shear yield stress analysis displayed a bifurcation behaviour and good compliance with DLVO theory. The maximum pulp yield values occurred at the iep whilst weak rheology was observed where the magnitude of the particle zeta potential was greatest. The pivotal role played by both pulp chemistry and suspension conditions in regulating the particle interactions and concomitant rheological behaviour is highlighted. The implications of the findings with regards to clay-base pulps' handleability and its control during aqueous processing are discussed.
