[THIS PAPER, tine of a series on placer ml n in iii Alaska, describes mining methods and gives unit costs at operations where hydraulic and mechanical excavation equipment is used with nonfloating washing plants. The mining methods described were developed during the last 30 years to copy with conditions peculiar to arctic and subarctic regions arid are now used by a large segment of the placer mining industry in Alaska. The operations described have been classified if m ii into three main categories: Those having sluices at a bedrock level, those having sluices above bedrock and those having mobile nonfloating washing plants (dryland dredges). Diesel-powered bulldozers and draglines convey or clevate gold-bearing gravel to the sluices, remove tailings, and strip waste gravel and other overburden. Diesel-powered centrifugal pumps supply water foe sluicing and hydraulic stripping. Detailed descriptions and unit cost arc presented for 14 operations to illustrate the numerous arrangements udder the first 2 categories.]

The Leeville underground mine has been in operation since 2006 and currently produces 3,200 tons of ore per day with an average gold grade of 0.4 opt. The mine has a large horizontal extent of 2,500 feet by 500 feet and a vertical extent of 20 to 200 feet. High density of joints occurs within the host rock. Based on Rock Mass Rating and field observation, the Leeville ground conditions are characterized as poor to very poor. As such, heavy ground support is required for the mining operation in Leeville. Ore zones with a height in excess of 10 m (35 feet) are considered for longhole stoping. A typical stope measures 6.0 m (20 feet) wide, 30 to 55 m (100 to 180 feet, depending on the ground conditions) long and 10 to 30 m (35 to 100 feet, depending the thickness of ore body) high, yielding 10,000 to 20,000 tons when completed. Narrow ore zones, less than 10 m (35 feet), are mined using cut and fill. These drifts are 4.6 m (15 feet) wide by 4.6 m (15 feet) high. Based on the afore-mentioned poor ground condition, the establishment of a ground control monitoring system is key to operating both safely and successfully. The ground control monitoring system is composed of comprehensive instrument design and installation. Instruments include Multi-Point Borehole eXtensometers (MPBX) and Stretch Measurement to Assess Reinforcement Tension (SMART) cables. The monitoring system covers the mining zones and infrastructure openings. After about two year?s applications and measurements, useful data has been and continues to be collected to use in future stope and infrastructure structure design. "The molybdenite associated with copper porphyry ores is generally treated in a flotation circuit consisting of a separation and a cleaning section. In the last few years column flotation cells have replaced the numerous counter-current stages that were previously used in the cleaning section. Despite this, little has been published regarding the number of column cleaning stages required. Therefore a Moly flotation database is assembled with the objective of verifying the existence of a common upgrading profile. This can then be used as a guide in the prediction of the number of stages required to achieve a given concentrate grade.INTRODUCTIONAlthough the first use of Column Flotation was on copper flotation products, the popularity and understanding of their operation was not really achieved until they were widely implemented in Moly circuits in early 1983. The use of columns in Moly plants has since left a legacy of information, both published and unpublished. The data collected since that time has been used primarily used to establish column operating parameters and to determine upgrading potential within the circuit.Byproduct Moly generally occurs with porphyritic copper ores in concentrations less than 0.1% MoS2. As such, piloting a new moly ore to produce, say 5 Kg/Hr MoS2, in a slurry approximately 1 Lt/min (at 10% solids), requires a moly plant feed of about 570 Kg/Hr, which translates to a mill feed rate of 200 to 800 Tonnes per day (depending whether you deal with Chilean or Canadian ores). Piloting Moly for any lower tonnage would reduce the accuracy of the testwork.Thus a need exists to collect operating data in order to establish the existence of process relationships that could be used for feasibility and design purposes.The object of this paper is to expose a preliminary relationship that could be used for the purposes described above and to apply the findings to a preliminary design of a moly cleaning circuit flowsheet."

Upon cessation of mining activity open-cast mine pits typically fill with water, forming a æpit-lakeÆ. The water in these lakes, in some instances, contains high concentrations of ædeleteriousÆ material. Containment and/or dilution typically requires an understanding of how stratification in the pit-lake will develop over a long timescale (say 100 years). Vastly different transport rates can develop due to differing hydrogeochemistry, basin morphology and climate. Numerical (computer) modelling is the most likely approach for successful prediction over long times. While lake modelling tools are available, useful numerical modelling requires improved understanding of transport in such systems because they are different to natural lakes in a number of ways. Notwithstanding the effort required to improve our understanding, the modelling provide a means of testing approaches to active management of pit-lakes.

U.S. Minerals Coordinating Council Advised. -The Critical Materials Act of 1981, H. R. 4281, introduced on July 27, would create a Council on Critical Materials in the White House Executive Office to oversee Federal materials programs involving $1 billion committed to research by 14 agencies, and to serve as the President's focal point to evaluate materials policy. It was introduced by Congressman Fuqua (D-Fla.) whose Committee on Science and Technology has over-sight over the implementation of P. L. 96-479, the National Materials and Minerals Policy, Research and Development Act of 1980. Bulgaria's Mineral Bank. -Recently Bulgaria established a mineral bank to facilitate receipt of foreign credits for exploiting Bulgaria's mineral raw materials. The bank has wide powers to enter into business arrangements with foreign creditors. Bulgaria's main interest in trading with the West is to import the technology for developing energy and mineral resources.

Includes a review of the state-of-the-art of explosives loading in the crushed stone and cement industries of South Florida and the development of a field test program for alternatives. Emphasis is on the loading of small diameter (2 1/4" or less) explosives. Test results ire evaluated for operational and economic feasibility. Details are described of an explosives loading method which involves placing cardboard tubes with external couplings through the hollow drill steel and then Loading explosives into the tube casings after the drill rig has moved off. This method eliminates the hazards peculiar to loading explosives Through the kelly bar. The alternative method can be performed by existing drill rigs with or without minor modification. With modification, improvement in yield per blasthole and/or primary crushing rate provides opportunity so offset some or all of the additional cost.

"SynopsisCost estimation for surface coal mines is a critical practice that affects both profitability and competitiveness. New mines require these costs to be estimated using available information before a project begins. The competitive advantage of a new mine depends on it being both efficient and cost-effective. Low-cost producing mines have a higher chance of survival in a low-price environment than do high-cost producers. The competitiveness and profitability of a coal mine is based on the costs of production and the supply position on the cost curve. There is no single method of cost estimation, and the available methods consider only one or a few variables, leaving out multiple variables that could significantly affect the estimation of mine costs. Mining companies are thus searching extensively for a method that will increase accuracy in the estimation and evaluation of mining projectsThis paper highlights the shortcomings of the available approaches and proposes a data envelopment analysis method to develop a frontier for effective surface coal mines, and the use of a parametric method for modelling the costs and productivity of new mines to ensure effective competitiveness. The models will extend the capability of estimation and the accuracy of estimates using the efficient decision-making units, by considering the optimal mine-specific and external variables affecting costs.IntroductionCoal contributes 25% of the world’s primary energy needs, after fuel oil, which contributes 35%. The world energy demand, estimated over the period 1990 to 2030, is expanding at a cumulative annual growth rate (CAGR) of 1.7% (Schernikau, 2010, p. 14). Complete details are given of the drilling method by which two shafts were sunk at the new Beatm'x mine of Staatsmijnen in the Netherlands. The nature of the rock strata in the Dutch mining district determined choice of the drilling rather than the freezing method. Data for each step and details of the equipment used are given in the illustrations. Staatsmijnen was founded in 1902 with government financial backing, but it is run as a private enterprise, on a commercial basis, with the normal fiscal obligations. The company now has four mines in operation with annual outputs amounting to 7 1/2 million tons of coal. In 1952 it was determined that a new mine—the Beatrix—would be opened. Details of the shaft-sinking operation are described in this paper. SHAFT LOCATION The coal-bearing carboniferous rock in the Dutch mining district is overlain almost completely by soft water-bearing strata, which at the site of the new shafts are about 1600 ft thick. The sinking of the new shafts through this soft water-bearing overburden (Fig. 1) is a costly and time-consuming affair. From the two availaible sinking methods: 1) Poetsch's well known freezing method or 2) the drilling method of Honigmann-de Vooys, the latter was preferred, not only because of its relative cheapness, under the prevailing conditions, but primarily because by using the drilling process, a special type of shaft lining of steel, concrete, and bitumen could be used. The new shafts, located 330 ft apart, have an inner diameter of 18 ft, 4 1/2 in. The boreholes, which have a diameter of 25 ft and which were drilled through nearly 1600 ft of overburden and some 100 ft of carboniferous, each contain more than 29,000 cu yd—by far the largest in the world. DRILLING METHOD The drilling method is based on the use of mud-flush—a thin mixture of clay and water—to keep the borehole filled during the entire drilling period and during insertion of the lining (Fig. 2). This Bureau of Mines report discusses the electric-arc reduction of zirconium and hafnium oxides with carbon yielding a metal-metallic carbide mixture. The carbon to oxide ratio in the feed determines the metal to carbide ratio in the product. A sample of this product was produced -or testing as a feed for the deBoer iodide-dissociation process. A new technique for producing pure carbides is described, which uses the intense heat of the arc to volatilize the carbide. Case studies are presented of three derelict sites in Kent and Essex that provide a good cross-section of opportunities for second-generation commercial uses of former chalk, limestone, clay and gravel workings. A 240 ha abandoned chalk quarry at Grays in Essex, now known as Chafford Hundred, is undergoing mixed development to include leisure facilities, a range of housing and commercial areas and an enhanced environment. The 120 ha of Stone Marshes now comprises the Crossways business park and the Dartford international ferry terminal. Reclamation and servicing required more work than had been anticipated and the fact that the area was within the green belt added to the delays, but Blue Circle was eventually able to provide a comprehensive development of the entire area to a high environmental standard. Stone Pit 1 landfill, at Dartford in Kent, is a former chalk quarry 40 ha in area and with an original average depth of 35 m. Landfilling commenced in 1976 and during the period 1979-1984 the site operator designed, developed and installed a gas collection and flaring system. From 1986 a gas plant supplied up to 5 000 000 therm/yr of landfill gas to a local cement works and in 1989 a 1 MW power generation scheme, later expanded to 3 MW, was commissioned. Gas is currently also supplied to a metal refining company for use in internal combustion engines

The void growth and coalescence in model materials involving a pre-existing three dimensional void array (i.e. multiple layers of a void array) was studied by X-ray computed tomography (XCT) coupled with in situ tensile deformation. To reduce the recording time, a new technique called fast tomography was employed. The model materials used in this paper were fabricated by the combination of an ultra-short pulsed laser machining system and a diffusion bonding technique, and two different types of arrays were prepared namely, FCC 1 and FCC 2 type array. This methodology allowed the authors to capture the entire process of growth and coalescence events of a void array embedded in the metal matrix. The failures in the both materials involved internal necking and shear localization. One of the highlights of this paper is that the plastic strain at the onset of void coalescence was measured for each model material. These values are in fact the adequate values to be compared with the coalescence strain predicted by existing void coalescence models such as the Brown and Embury model, the Thomason model and the Pardoen and Hutchinson model. The comparison suggested that the Brown and Embury model underestimated the coalescence in neither of the current model materials, while the Thomason model and the Pardoen and Hutchinson model showed a quite good agreement with the result for FCC 1 material. On the other hand the result from FCC 2 material agreed with none of the models probably due to the geometry of the void array that is not compatible with the existing models.

The most important development that has been taking place recently relating to mining operations in New Zealand would generally be regarded as being the Resource Management Law Reform. This has been widely publicised by the Government as a comprehensive review of the laws governing New Zealand's natural and physical resources. Submissions have been sought and a free phone provided to encourage public participation. Recently a Discussion Paper has been prepared by the Core Group coordinating the review to explain progress on Phase One (Ministry for the Environment, Directions for Change: A Discussion Paper, Wellington 1988). It outlines Government decisions already taken which impinge on the Review and describes the possible models for resource management laws. However, it is possible that some fundamental practical issues of significance to the mining industry will not be addressed and may be lost sight of in the much wider issues which are to be covered. The purpose of our paper is to address one of these issues namely, the interrelationship between any new resource management legislation and the Conservation Act 1987 (as recently amended) in the context of Ministerial consents. The importance of this issue can be seen from the fact that as at 7 June 1988 there were 279 mining licence applications and 223 prospecting licence applications waiting to be determined by the Minister of Conservation. Since April 1987 only 19 mining and 13 prospecting licences have been consented to. In addition a major proportion of New Zealand's mineral resources are contained with land administered by the Department.

The uphole bench extraction strategy at EKJV Management Pty Ltd?s Raleigh Mine, requires simultaneous horizontal and vertical exposure of paste filled stopes. In order to prevent excessive ore dilution, the paste fill must be of sufficient strength to prevent failure during exposure. A numerical modelling methodology has been developed to accurately simulate the initial stress distribution within paste filled stopes, together with the strain-softening loading response of paste fill material. Due to the narrow orebody width and high deformation behaviour of the host rock mass, high closure strains are likely to cause a stiff, brittle fill material to undergo crushing failure upon exposure. The stability of paste fill exposures at the Raleigh Mine was determined by conducting a series of three-dimensional numerical models that incorporate the extraction, filling and exposure sequence of paste filled stopes. Stability charts for 2.5 m and 3.5 m wide simultaneous horizontal and vertical exposures have been derived based upon the numerical modelling results. Implementation of the stability charts has proved successful in limiting the amount of ore dilution from paste fill and provides a basis to optimize paste fill cementation and stability throughout the life of the mine.

The Statnamic loading test is a new and innovative method for testing deep foundations. The test is relatively inexpensive, quick, easily mobilized, provides for direct measurement of applied load and corresponding displacement, and is capable of very high loading capacities. The long duration of the applied loading, as compared to a dynamic loading test, allows for a straightforward determination of the static behaviour of the foundation tested. A new method of analysis of the Statnamic loading test, the Equilibrium Point Method, is presented. A description is given of the pile-soil model and a demonstration of how the static load-displacement behaviour of deep foundations may be predicted from the Statnamic loading test data. The Equilibrium Point Method of analysis is applied to three types of deep foundations in soils which respond differently to fast loading rates. These case histories, from Canada and the United States, include data from static loading tests for direct comparison, and demonstrate the ability of the Equilibrium Point Method to predict static behaviour of the deep foundations.

This is the third in a series of reports on properties of commercial motor fuels, made in accordance with a cooperative agreement between the Cooperative Fuel Research (C. F. R.) Committee and the Bureau of Mines of the Department of the Interior. The first report gave data on motor gasolines sold during the winter of 1935-36.3/ The second report gave the same data for motor gasolines sold during the summer of 1936)4/ As was the case with the first cooperative gasoline survey, reports were received for some areas from only one company and in other areas from two companies that did not in all instances report on the same brands of gasoline. In still other areas reports were received from five or six companies on the same brands of gasoline. Thus, it can be seen that data on gasolines are unequal in regard, to the number of reports that were averaged in calculating the data shown in table 1. The data from the Pacific Coast were averaged by the Pacific Coast technical group before submission and are published exactly as they were submitted.

Temperature-dependent functions of various ten-sile flour stress and fracture parameters were investigated on iron and low composition alloys of Fe-C, Fe-Cr, Fe-Mn, and Fe-Ni. Data were obtained over a range of test temperatures from 200" to -196"C at an initial strain rate of 0.01 min". It was found that the strain-hardening exponent, n, for the Fe-Ni alloys increased significantly at very low testing temperatures with increased alloy addition. Also, the stress and strain at fracture followed a predictable transitional type of behavior. The flour stress-temperature dependence was evaluated employing the relation: M where it is shown that composition can strongly influence the constant M. An empirical formula describing this effect is as follows: M = MI (equivalent at. pct Ni)-'" Some preliminay, tests were run on several commercial steels to test the generality of this relationship. One of the phenomenological explanations of the ductile-to-brittle transition encountered in bcc metals is based upon the difference in the temperature dependence of the flow and fracture stresses.' It states simply that the fracture stress is relatively insensitive to temperature and that the yield or flow stress rises rapidly with decreasing temperature so that, when the flow stress reaches the fracture stress, brittle fracture occurs without appreciable plastic deformation. This behavior is illustrated schematically in Fig. 1 where the ductile-to-brittle transition is shown to occur at two possible temperatures. The lowest temperature, TB, represents essentially completely brittle behavior while the higher temperature, TN, represents "notch" brittle behavior. Support for this theory is obtained when it is observed that fcc metals, which do not commonly have a ductile-to-brittle transition, also do not commonly exhibit any strong temperature de- pendence of the yield stress. This relationship of yield or flow stress behavior with the ductile-to-brittle transition has been generally observed for most metals representative of these two crystallo-graphic structures. One exception to this generalization appears in the case of tantalum where no apparent ductile-to-brittle transition has been observed. However, this may simply be an indication that this type of behavior is not directly related to the flow stress and that some other mechanism such as twinning must also be operative. A comparison of the typical temperature dependence of the yield stress of some representative metals is shown in Fig. 2. Under the first phase of this contract as reported in the Phase I report it was determined that certain types of commercially available molded case breakers are capable of interrupting mine dc power supplies of nominally 300 volts or 600 volts rating. These circuit breakers incorporate conventional overcurrent trip units but also can be operated by means of low power signals fed to a shunt trip coil. Further development in the Phase I program produced a means whereby a discriminating circuit breaker detector unit could sense the presence of illegitimate loads on the dc electrical system and cause the circuit breaker to trip. The detector unit operated by detecting the presence of 3000 Hz currents which were generated in the illegitimate loads by means of a 12 volt, 3000 Hz signal applied to the dc system. Further development of the program has continued in Phase II with the aim of verifying the practicability of the complete discriminating circuit breaker concept and developing other types of equipments required to implement a system. These other equipments include electronic means for raising the apparent impedance of high power legitimate loads and static filters for smaller loads. The results of laboratory work and limited underground tests have been successful. This report describes the system and the tests that have been conducted on the various equipments that comprise the complete Discriminating Circuit Breaker Concept.
