Loy Yang Power (LYP) owns and operates a 2160 MW brown coal fired, base load power station in the Latrobe Valley, Victoria, Australia (Loy Yang A). It also owns and operates a brown coal mine that supplies fuel to its own power station and a nearby 1000 MW power station owned by International Power (LoyYang B). The mine supplies 32 Mt of coal per annum from an open pit, which is currently about 4 km long by 2 km wide and 180 m deep. LYP has 500 employees and a substantial amount of work is also carried out by contractors and consultants. GHD Pty Ltd(GHD) has been contracted to provide mine planning and earth sciences expertise. GHD is an international professional services company that operates globally in many market sectors including mining, industry and the environment. The company has major offices in Melbourne and also within the Latrobe Valley. This paper sets out the experiences that GHD and LYP have gained in establishing a unique alliance arrangement for GHD to provide a range of mine planning, earth science, dam surveillance and environmental services to LYP. The underlying philosophy of the alliance is to closely align the objectives of the two companies such that GHDÆs recompense for service delivery is proportional to the benefit achieved by LYPÆs business. Quality of service, whole of life costs and risk management are important aspects and are reflected in key performance indicators against which GHDÆs performance is measured. Currently GHD provide 20 000 hours of labour to LYP per annum, which are delivered by up to 120 staff who possess the required diversity of skills. The paper explains how the contract was initially let as a conventional service agreement and explains why the contract was transformed into an alliance. It then illustrates the operation of the alliance with reference to the 2006 work program. The paper concludes with thoughts on how the arrangement can be further developed for the future to the benefit of both parties.

"Agglomeration of fine iron ore concentrates is carried out in two steps:Balling, which refers to the production of green pellets by tumbling moist fines powders in drums, discs, or cones, and Induration, which refers to the subsequent thermal treatment of the green pellets in straight grate or grate-kiln systems.This paper addresses computer simulation of balling or green pelletization step. The process of agglomeration from a mechanistic point of view can be described as the transformation of moist feed to well-formed species or pellets. The moist feed is composed of fines of infinitesimal size while well-formed species are of finite size and number. These well-formed species undergo changes in their size and number through different mechanisms of agglomerate formation and growth. Nucleation, coalescence and layering are the three main mechanisms that describe the formation and growth of granules during an agglomeration process. A population balance equation enables quantitative description of the evolution of agglomerate size distribution due to the occurrence of each of the mechanisms.A numerical solution for the population balance model is necessary and is obtained by the use of a sizediscretization approach. The numerical solutions provide a suitable basis for the analysis of the agglomeration process. Also a coalescence kernel has been introduced that is capable of describing the simultaneous occurrence of nucleation, coalescence and layering mechanisms. The effect of feed moisture has been described using a moisture factor with an exponential functional dependence on the moisture content. The effect of the feed to seed ratio is modelled by the introduction of a crowding factor. It was assumed that only the feed particles which are much more in number experience a crowding or restricted in space interactions effect. A computer simulation program has been developed with MATLAB as the simulation language."

"To remain competitive in an open market, mining companies are more and more requested to optimise their complex and highly multivariate processes. The increasing amount of process data, brought about by intensive use of instrumentation and the progress in computer data acquisition, enhances the need for more and more powerful and robust tools for the analysis and modelling of the process data. Now, with the emergence of multivariate data analysis (MDA) techniques, on-line clustering of mineral process behaviour is possible and could help in the extraction of valuable process operation indicators. MDA can be used in different mineral processes such as flotation, grinding, smelting etc. In this paper, the focus will be on grinding process as it is the one of the most costly node in the mineral processing scheme (i.e. power consuming) and it is a highly multivariable process. Particularly for primary grinding mills (SAG/AG), more instrumentation outputs and more powerful and significant process indicators are needed for efficient control and optimisation.MDA is a novel approach suitable for understanding mineral process behaviour compared to the traditionally approaches based on empirical and phenomenological modelling. Multivariate techniques can be used for several purposes. In this paper, the following objectives will be addressed:operation diagnosis: Shift differentiation and operation test differentiation can be showed by using MDA tools such as principle component analysis and factorial discriminant analysis.operation performance monitoring: operation regimes can be evaluated by clustering based on an economic criterion performance such as costs, tonnage, product quality, profit, etcIdentification of operation behaviour (monitoring) and selection of drift correction trajectories (control):MDA can be used to identify periods of unusual or abnormal process behaviour and to diagnose, if it is possible, causes for such behavior."

Mining is an industry of experimentation throughout human history. Recently, societies are giving a clear message about mining because many projects are being rejected around the world. These refusals are a generational reaction to the activity of mining. In practice, it generates the perception that mining is using the same methodology without attending to the gradual initiation of conflicts. This is in spite of the best engineering and technology of the time that are put in place at the presentation of those mining projects. Some of these rejected projects are geographically distant from each other, but the communities? rejection occurred during many cases under similar characteristics. This concern shows that the current model of mining projects needs to be replaced with a new one: A new Design, one within which the socio-environmental values of this millennium are inherent. This paper describes Mining Project 101 to help the industry to set the highest and cleanest standards for mining. It also presents its aspects to sustainability and nature, which provides the principles and procedures for designing, planning, and operating mining projects with sensitivity to nature. It offers methods of diagnostic, remediation, and extraction while at the same time preventing and preserving a physical, chemical, and biological equilibrium of nature. This emerging process will be a step up from having a mining industry unaccountable to the socio-environmental conflicts it perpetrates and will abandon the ?cosmetic? repair on the caducity of traditional models in today?s practice. INFACON conjures up many things for many people. For the fortunate few who have been actively involved with this event since its inception, it brings back memories of far places, stimulating debates and above all, the people who have over the years contributed to the outstanding success of the Congress and who have added to the wealth of knowledge on all aspects of ferroalloys. The International Ferroalloy Congress (INFACON) has been held every three years since 1974. INFACON X will be held in Cape Town in February 2004. Simple arithmetic shows that next year?s Congress should in fact be INFACON XI. Thus, one Congress was skipped. INFACON 74, as the name implies, was held in 1974, in Johannesburg, South Africa. The event was sponsored by the Ferro Alloy Producers? Association of South Africa (FAPA), the National Institute for Metallurgy (NIM - Mintek as it is known today) and the South African Institute of Mining and Metallurgy (SAIMM). You will see some of the same sponsors involved in INFACON X. Dr. Robbie Robinson, renowned academic and past president of the SAIMM, was the Chairman of the Organising Committee. The editor was Dr. Helen Glen. Anyone fortunate enough to possess a copy of the proceedings of this first Congress will agree that from a literary and technical perspective, it is still the benchmark for subsequent events. A unique feature of INFACON 74 was the use of rapporteurs (my first duty) to ensure that the discussions following the presentations were recorded (in direct speech) as accurately as possible. This involved time-consuming correspondence (can you imagine life before e-mail?) to all parts of the world between the author and the person posing the question, with the rapporteurs acting as go-betweens. It is understandable that the much-awaited proceedings only saw the light in 1975. The names recorded in the proceedings as the members of all six committees read like the who?s-who of the South African ferroalloy industry at the time: Dr. Peter Jochens, Mr. Harvey Reid, Mr. Piet Streicher, Prof David Howat, Mr. Sigurd Selmer-Olsen - to name but a few. The Congress was held in the new, very fashionable and upmarket Carlton Hotel in the CBD. In the Foreword of the proceedings, Dr. Robinson provides an insight into the event. Three hundred and thirty six delegates from twenty two countries attended the Congress, which was opened by the Honourable P.G.J. Koornhof, Minister of Mines. Again, the opening address makes fascinating reading. During the Congress an ad hoc committee was convened as the first International Committee on the Organisation of Ferroalloys Congresses, with representation from the main ferroalloy associations of the world. The following decisions were recorded: ? The Congress would be continued at three-yearly intervals under the name of INFACON ? Every third Congress would be held in South Africa ? NIM (Mintek) would provide the permanent secretariat. Six technical sessions were held, each preceded by a plenary address with a closing address by the session chairman. In all, thirty technical papers were presented. Prior to the closing address, a panel discussion on factors affecting the future of the ferrochromium industry provided stimulating debate in the form of a question-and-answer session. The hosting country for the next INFACON would be announced. Eventually, word got round that the next INFACON would be held in Japan. However, due to unforeseen circumstances, the event was cancelled ? thus no INFACON 77. INFACON 80 was subsequently held in Lausanne, Switzerland from 12th to 16th October 1980. The event was organised by IFPEO, Institut des Producteurs de Ferro-Alliages d?Europe Occidentale. The Congress was officially opened by the President of IPFEO, Mr. R. Björklund, who was also President of the Organising Committee. The technical sessions were held in the Palais de Beaulieu. The Congress was well attended by 400 participants from 28 countries as well as 100 accompanying ladies. A total of four plenary addresses and 18 technical papers were presented. As with the first event, an international panel discussion (questions and answers) preceded the closing address. In his closing address, Dr. Louw Alberts, Chairman of the International Committee on Ferroalloys and President of NIM, presented an insight into the factors affecting growth in the industry and where growth was likely to take place. Twelve exhibitors had stands at the Congress. Attendees could choose from four post-event tours to Belguim/France (SADACEM/Compagnie Universelle d?Acetylene et d?Electro-Metallurgie), France (CUAEM), Finland (Outokumpu Oy) and Norway (Elkem Fiskaa plant).

A simulation model RoadSIM using the ARENA modelling system has been developed to evaluate roadway development options for a given development panel configuration. The RoadSIM simulation system has provisions for variability/randomness in operations including cutting and loading at the face, tramming and discharge of coal to the boot end and availability of equipment. The modelling system provides a means for assessing the operational limitations of roadway development practices at a particular coalmine. It is a ?what if? tool that allows a range of equipment, configurations and operating practices to be assessed in terms of achievable advance rates and equipment utilisation. Output from the system is in the form of a dynamic visualisation as well as summary reports and detailed logs of operations over time.

The EMEM Awards of the Department of Minerals and Energy (DME) were formally launched on 3 March 2000 by Ms Susan Shabangu, Deputy Minister at the Department?s Mineralia Centre in Pretoria. The launch was attended by invited guests from the mining and aggregate industries ,representatives of the Patron Organisations (see below),non- government and scientific organizations, the media, other government departments involved with mining environmental management and members of staff of the DME both nationally and regionally.

"In Europe, and therefore in Hungary opening a new mine is harder and harder. Depletion of mines, unfavourable legal and economic changes, and growing public concerns are the main reasons. Social and economic interests require total utilization of mineral raw materials of the operating mines, and furthermore utilization of waste heaps of the former mines. There are 5-6000 waste heaps of the operating and the closed mines in Hungary. 2000 of these waste heaps have already been estimated, and researches show that total amount of waste heaps can be calculated to 1 billion tones. These researches left out of consideration waste heaps exploited and placed in deep lignite mining. In several projects and researches we analysed processing of waste heap and possibilities to use its components. A processing technology for utilizing waste heaps has been developed based on laboratory and pilot plant tests. Great amount of useful materials of quarrying waste heaps can be utilized with this technology. Tests were also done for processing waste heap of a former ferrous metals mining. The developed processing technology contributes to use these waste heaps as aggregate for cement industry, as dielectric and aggregate for construction. The essay presents in details main characteristics of waste heaps, technologies already used for processing waste heaps of quarrying and ferrous metals mining, mass balances and qualitative parameters of the end products."

"When executing offshore bored piles there are several specific factors and problems to consider in order to guarantee excavation stability. One of the methods employed to carry out this type of work consists in setting up a floating work platform, typically a barge, and implementing a soil stabilization system that combines a partial steel guiding casing with third generation polymeric drilling fluids. The main aspects to take into consideration when performing offshore pile boring works are soil stabilization, project design, work methodology and operational aspects. An example of a work methodology problem arises before any pile boring work takes place as the steel guiding casing contains water, sometimes salt water. What to do with this water in order to replace it by an adequate polymer fluid will determine the stabilization capacity as soon as the shaft advances below the protection of the casing. Another example of operational problem may derive from barge movements while executing boring activities. This study is the result of extensive field data collection and concrete logging analysis from marine projects using polymers in different continents. The bored pile stability target was set ranging between 2% to 15% of concrete overbreak. Values above 15% or below 2% mean that there is a stability problem. Then the off-target pile’s data is collected, analyzed and classified under categories. Thus, a direct correlation is established between the problem category and the final results. Modifying steps in the pre-established construction methods or operational variables guarantees target results without the need to replace the approved construction methods. As a general conclusion, the worldwide experience in large diameter marine works, allows to provide truthful information and solutions for these problems. In knowing how to follow a logical sequence of work and applying adequate work methodology will be the key for success.GENERALBackgroundTo carry out the drilling process of offshore bored piles there are two main options to take into consideration: drilling the pile by using full guiding casing until final depth; or using a combined system of partial steel guiding casing and support drilling fluids.The knowledge and situations described in this paper come from the experience acquired in different projects where the second method was employed. This construction method consists in installing a steel guiding casing by vibration and thus covering the water table and further stabilizing the soil below it with polymeric fluids until reaching the pile’s final depth. The Fig. 1 schematic shows an example of this method where H corresponds to the length of the steel guiding casing whereas the remainder of the shaft’s length is stabilized by polymer fluid. The entire bored length is full of slurry up to top of casing.In most cases this kind of civil works results from the need to build a bridge or executing port structures in places where the creation of temporary artificial peninsulas with fill material is impracticable or not allowed. Hence the need to use floating work platforms, commonly referred to as barges."

Splashing and wave formation has been studied experimentally by using one-seventh water model of CLU (Creusot-Loire Uddeholm) reactor with two different tuyere configurations by using paraffin and water as simulated slag and simulated metal respectively. Experimental results have been discussed in terms of total splash volume, relative slag volume in splash (dispersed-slag phase holdup in splash), wave frequency and wave amplitude with respect to gas injection rate and tuyere configuration at bath heights between 0.25m and 0.38m. Gas flow rates ranged from 0.00599m3/s to 0.01312 m3/s. The results of splash measurements showed that splash volume increased with increasing gas flow rate and decreasing bath heights for both tuyere arrangements. However, off-centre configuration resulted in relatively higher amounts of splash. The slag volume in splash (Dph in splash) was also found to increase with decreasing bath heights and increasing gas injection rates. The high speed photography revealed that the frequency and wave amplitude increased with gas injection rate. The experimental results also showed that the frequency and vertical displacement of the rotating wave increased when the tuyere orientation became off-centered. This might be used to explain why off-center configuration resulted in generating higher splash volumes than the center configuration.

It has been known that after initial pile driving, pile capacity gain over time (set-up) could constitute a significant portion of the total pile capacity. In the past, there has been very little guidance for incorporating pile set-up capacity in design. This may be due to large uncertainties involved in predicting the pile set-up. A comprehensive statistical database is developed to describe the increase of pile axial capacity with time, known as set-up, when piles are driven into sand. Based on the collected pile testing data, pile set-up is significant and continues to develop for a long time after pile installation. The statistical database shows that a lognormal distribution can be used to describe the probabilistic characteristics of the predicted set-up capacity using Skov and Denver?s equation. The main objective of this paper is to incorporate the set-up effect into a reliability-based Load and Resistance Factor Design (LRFD) of driven piles in sand. A First Order Reliability Method (FORM) is used to derive separate resistance factors that would account for different degrees of uncertainties associated with the measured short-term capacity and the predicted set-up capacity from the proposed semi-empirical equations. The incorporation of set-up effects in the LRFD helps improve the prediction of the total capacity of driven piles, resulting in more economical design. A practical design procedure within LRFD framework to incorporate the pile set-up effect is outlined at the end of the paper.

Construction of the drilled shafts for the Brightman Street Bridge Replacement Project were not only challenging due to working over the water but were also challenged by changed soil conditions, concurrent work being performed by an adjacent contractor on the same project, environmental restrictions and severe winter conditions. A total of 36 x 8 feet diameter drilled shafts with 7.5 feet rock sockets were installed for the East and West bascule piers. This project also included Osterberg Cell load testing on two production drilled shafts at each the East and West bascule piers. The results from the load test program were used to fine tune the design of the drilled shaft rock sockets. From a constructability standpoint the reverse circulation drilling method with a pile top drill rig proved to be an excellent choice for drilling the overburden and rock sockets of the large diameter deep drilled shafts.

Perimeter mining is a special form of very productive partial extraction method practiced at some mines in the United States. In the Illinois Basin mines where all major coal seams have weak underclay in the immediate floor, experience shows that any long-term ground control issues will arise due to floor failures rather than instability of the coal pillar itself. While there is a significant amount of work done on floor stability associated with regular pillars, no work has been done so far on the stability of perimeter pillars. This paper reports the results of a comprehensive study that was conducted for the first time on floor stability during perimeter mining in the Illinois Basin mines. A special plate template, which mimicked a common perimeter pillar configuration was created to conduct in-situ bearing capacity tests at five mines in three states of the Basin. Additionally, because of the complex shape of pillars created in perimeter mining that defies any closed-form solution, floor bearing capacity was studied using three-dimensional nonlinear numerical modeling. Based on these in-situ and numerical studies, some guidelines are provided for perimeter pillar stability analysis.

Improvement in work place environment by conventional methods viz., installation of higher capacity fan, fans in parallel operation or booster fan is a risky proposition in many coal mines in India because of difficult geo-mining condition such as shallow depth, multi seam workings having thin parting and inter connected goaves one above the other. The situation is further worsened if the mines have fire affected sealed off area connected to different ventilation circuits. On many occasions circulation of more air quantity by increasing fan pressure have resulted in initiation of spontaneous heating. To address these problems, authors have made some improvement in conventional Dynamic Balancing of Pressure Technique and worked out few ventilation schemes which are aimed for neutralization of pressure differential across sealed off area at the same time having improvement in ventilation in the mine. The excess pressure differential across sealed off area is mainly caused by introduction of higher capacity fan. Similar situation prevailed in one of the mines of Jharia Coalfield, India. The problem was solved by application of the above technique. In this paper, brief description of the technique, the problem in the mine, results of investigation, computer simulation studies of various schemes and methodology adopted for implementation of the technique in the mine have been discussed in some detail. Occupational exposure to hand transmitted vibration (HTV) arises from the hand held powered tools extensively used in the mining and construction industry such as rock drills, chipping hammers, chain saws etc. Regular exposure to HTV is the major cause of a range of permanent injuries to human hands and arms which are commonly referred to as hand-arm vibration syndrome (HAVS). In addition to this, the percussive tools generate overall sound power levels in excess of 110dBA in most cases. Such a high sound power level greatly exceeds the maximum permissible exposure limit (PEL) of organizations such as National Institute for Occupational Safety and Health (NIOSH) and the Occupational Safety and Health Administration (OSHA). Long term occupational exposure to this noise has been diagnosed as the main reason for permanent hearing loss in the operators. It is therefore important to develop an understanding of the mechanisms which lead to these high vibration and sound levels and in order to do this a detailed computational model of a pneumatic chipping hammer has been made. This paper presents a nonlinear computational model of a pneumatic chipping hammer. In order to better understand the dynamics of the chipping hammer, the hammer was subdivided into components that are shown in figure 1 (a) (based on a chipping hammer manufactured by Atlas-Copco). The hammer mainly consisted of a center body, a moving piston and a chisel. Compressed air is used to drive the piston inside of a cylinder and on the downward stroke this piston impacts the chisel to create the hammer effect. The machine has one pneumatic valve and this valve regulates the air supply either to the upper chamber or to the lower chamber. The valve changes according to the relative pressures in the two chambers and the supply pressure. There are also twelve different exhaust ports at two positions along the cylinder labeled upper ports and lower ports. As the piston moves the ports can be closed or open (allowing exhaust). Fundamentally, the computational model was made up of two different sub-models, a fluid model and a structural dynamic model as shown in Figure 3 (a) and (b) respectively. The first sub-model takes into consideration the fluid dynamics of the machine since the hammer is driven by compressed air. Equations for the mass flow rate though bleed orifices (assuming an isentropic process) 1 is used to determine the mass flow into and out of the upper and lower chambers. Diesel fuel fire experiments were conducted in NIOSH’s Pittsburgh Research Laboratory’s (PRL) Safety Research Coal Mine (SRCM) to determine the critical air velocity for preventing smoke rollback. Such information is necessary for the preplanning and implementation of ventilation changes during mine fire fighting and rescue operations. The fire intensity varied from 50 kW to 300 kW depending upon the fuel tray area. Airflow in the 2 m high and 2.9 m wide coal mine entry was regulated during the course of each experiment; measured upwind from the fire as an average over the entry cross-section with an ultrasonic airflow sensor; and recorded dynamically with a mine monitoring system. The extent of smoke reversal was monitored with light obscuration monitors, ionization smoke sensors, and visual observations. Experimental results for the critical air velocity for smoke reversal as a function of fire intensity compared very well with model predictions based upon a computational fluid dynamics (CFD) fire dynamics simulator.

"An estimated 600,000 tons of bentonite clay are used annually in the U. S. as binder for production of iron ore concentrate pellets. Since this is a significant cost item for the plants, and the addition of bentonite to the pellets contributes undesirable silica into the finished pellets, there is considerable incentive for finding methods to reduce bentonite use. One way to reduce bentonite levels is to selectively use those bentonites that are most effective in this application, so that a lower dosage will still produce a sufficiently strong pellet. Unfortunately, there are no satisfactory methods available for accurately predicting which bentonites are actually most effective, short of using them to actually make pellets. One of the popular methods for attempting to evaluate bentonites is the “Plate Water Absorption” (PWA) test. While some plant operators accept the PWA results as indicating the relative quality of bentonites, others disagree and claim that, over a fairly broad range of values, PWA does not correlate with bentonite performance.Since both Ca+2 and Mg+2 ions are known to reduce the swelling and water absorption capacity of bentonite, it was believed that the presence of these ions in plant recycle water could be changing the bentonite performance. Since the standard PWA test uses only distilled water for its measurements, it could not detect these effects. Experiments were therefore carried out on a number of different bentonites using a modified PWA tests, with plant recycle water replacing the distilled water. These experiments showed little effect of the plant water on the PWA value, and chemical analysis of the water showed that the levels of dissolved salts were quite low.Water and accompanying salts were then extracted from a magnetite concentrate filter cake by rinsing with distilled water. Analysis of this water showed an extremely high level of dissolved salts, particularly salts of calcium and magnesium. When concentrations were compared with the recycle water from the plant filters, it was determined that levels of Ca+2 and Mg+2 retained in the filter cake were over 500 times higher than levels in the recycle water. This extreme elevation of soluble salts in the filter cake is believed to be due to adsorption of these ions into the electrical double layer of the magnetite particles."

There is one large-scaled iron ore deposit in Inner Mongolia of China, but it is very complex which includes about 170 types of minerals and 71 elements. The hematite, magnetite are mainly iron ores. It is difficult that the iron mineral can be separated efficiently by common dressing methods due to the complexity, and the iron concentrates in the mineral processing factory contains many foreign substance such as K, Na and Si so that the process in iron mill is influenced because of the foreign substance, so it is vital reducing the foreign substance.
