Thank you Dr Barcza, President of the South African Institute of Mining and Metallurgy, for inviting me to share our experiences in Australia as regards the competency movement and my Association?s experience in assisting engineers become managers. This is my second visit to South Africa, and I am struck by the similarities between our countries. This extends to the professional issues associated with engineering and competencies in particular. I propose to outline two exciting stories today. ? Development of competency standards for professional engineers in Australia. ? Development of a management programme which has assisted professional engineers regain positions of leadership in Australian industry and government. First of all I would like to outline the Association of Professional Engineers, Scientists and Managers, Australia(APESMA).

The aim of this research was to study the absorption characteristics of thermally dried fine coal from South African collieries. After milling to ?150 µm and pressure filtration, the samples were subjected to either air drying or thermal drying at 150°C. The samples were then put into a climate box at 28°C and at three different relative humidity levels, namely 30, 60 and 94 per cent. It was found that the equilibrium moisture content of thermally dried coal at a specific relative humidity was lower than that of air dried coal. The relationship between the equilibrium moisture content and relative humidity is described by 1 ? RH = exp (-KTMen). There was no relationship between the volatile matter content and equilibrium moisture content, but there was an increase in the equilibrium moisture content of the coal with an increase in mineral content. The moisture uptake rate increased with an increase in temperature and a decrease in particle size. A model is discussed that fitted the experimental data and gave a good prediction for changes in the conditions. There was no evidence of greater moisture absorption by thermally dried coal. "Decisions regarding mining method and subsequent choice of excavator must take into account the quantitative factors of productivity, availability, and capital, operating, and maintenance costs. Dig performance was compared between a hydraulic excavator (HE) and electric rope shovel (RS) of similar size class (i.e., use the same amount of energy to excavate a unit quantity of the same material from a mining face), focusing on the quantitative factors above. Machine performance, normalized to bucket capacity, was assessed as a function of hours of service (60,000 hours per machine). Results showed higher production rates for the HE of similar capacity and age. In general, the RS exhibited lower service cost per volume capacity, though it had higher capital cost. Laboratory results from an initial study on the removal of SO2 from gas mixtures are reported using air-sparged hydrocyclone (ASH) technology. Tap water and alkaline solutions were used for absorption and the influence of gas flow rate, water flow rate and length of the ASH unit were investigated. Complete removal of SO2 was possible with very favorable kinetics. The efficiency of sulfur dioxide absorption from air using the ASH is compared with the efficiency of conventional technology.

Homestake Mining Company has developed an estimating model, based on other closed projects, to audit and prepare new estimating plans. The results of recent closure audits reveal that the original budgets were often insufficient to cover the present expected expenses. Some of the major areas where technical challenges and costs are increasing include heap leach pile detoxification and rinsing, tailings dam closure, water management and treatment, abatement of contaminated soils, and many others. Risk and sensitivity analysis of each category will develop a level of confidence in the estimate and allow management to focus on the pertinent issues. Periodic audits of closure plans and costs throughout the life of mine serves to focus management attention on the complete costs of production. This will result in improved overall planning and management, and reduce the number of missed opportunities for savings.

Many techniques that are used to characterize and monitor microbial populations associated with sulfide mineral bioleaching require the cultivation of the organisms on solid or liquid media. Chemolithotrophic species, such as Acidithiobacillus ferrooxidans and Leptospirillum ferrooxidans, or thermophilic chemolithotrophs, such as Acidianus brierleyi and Sulfolobus solfataricus can grow quite slowly, requiring weeks to complete efforts to identify and quantify these microbes associated with bioleach samples. Real-time PCR (polymerase chain reaction) assays in which DNA targets are amplified in the presence of fluorescent oligonucleotide primers, allowing the monitoring and quantification of the amplification reactions as they progress, provide a means of rapidly detecting the presence of microbial species of interest, and their relative abundance in a sample. This presentation will describe the design and use of such assays to monitor acidophilic microbes in the environment and in bioleaching operations. These assays provide results within 2-3 hours, and can detect less than 100 individual microbial cells.

Climate has an immense impact on the properties of Athabasca oil sands and the ease or difficulty with which it is excavated and extracted. During the winter months, exposed oil sands surfaces freeze. When hydraulic and electric shovels used in the various operations in the Fort McMurray area excavate the benches, large frozen lumps are created. These lumps are either destined for a lump dump where increased costs are incurred due to rehandle, or they are sent to the primary crushers where they can cause significant downtimes by jamming the crusher. The crusher down time can sometimes be in the order of hours of lost production. Studies on data from two consecutive winters at Syncrude Canada?s North Mine show a high correlation between climate and the generation of frozen oil sands lumps. Temperature, ground cover, traffic, bench exposure time, oil sands grade and moisture content all contribute to this problem. A 1D frost penetration model was used to predict the depth of frost expected in oil sands and the corresponding likelihood of frozen oil sands lumps. To combat the challenge of frozen lump generation, a number of proactive and reactive measures can be taken: artificial snow, shallow ponds, scheduling, blasting or ripping.

?It is in the interest of stability and investor confidence that the healthy and necessary debate on such a (minerals) policy should soon find its way to consensus.? (President Nelson Mandela at the104th (1995), AGM of the South African Chamber of Mines) Inauguration of the new political dispensation in South Africa initiated a dynamic period in the historical development of its minerals policy. The process of substituting the current South African mineral policy framework with an acceptable ?post apartheid? system, started soon after the 1994 election of the African National Congress (ANC) government. The Green Paper on a Minerals and Mining Policy for South Africa released for public discussion in February 1998, calls for radical transformation in mineral rights ownership. A shift towards exclusive state ownership of mineral rights, away from the present dual system of private and state ownership, is the most significant proposal. The current holders of mineral rights, or their nominees, who lawfully enjoyed security of tenure under past and present mineral laws are opposed to this transformation because mineral rights were often acquired at considerable cost. The situation is compounded by poor public record-keeping and passive mineral rights administration over a very long period. This paper represents a summary of the historical developments leading to the current legislative environment and forms the basis for any discussion on which future sculpturing of South Africa?s policy regarding mineral rights can take place. Introduction A subject long debated but rarely resolved involves the interaction between the academic community and industry in the sponsorship and conduct of research. The subject is, unfortunately, too often treated as a controversy involving ethics and the profit motive. But, in fact, the two branches of society - industry and academia - are necessarily part of the same system. In the last 25 years, the realization has developed that research alone is not sufficient to bring about use of those results to benefit society through productivity gains and economic growth. The flow of events shown in Fig. 1 was generally believed to be the steps required for reaping the benefits of research. Today, research still has the very important role of creating new information or new ideas. However, it is recognized to be but one of many steps in a process that we now refer to as technological innovation. Charpie (1967) said, "Technological innovation is the driving force behind economic growth in the US. In this context, innovation means the process by which a new idea is successfully translated into economic impact within our own society, by providing better products, and simultaneously creating new jobs in the manufacturing of those products. Only after an investigation is put into sufficient use to have an economic effect, is it termed an innovation." One of the best depictions of the technological innovation process is shown in Figs. 2 and 3. These are adapted from Haeffner (1975), and modified by the Committee on Mineral Technology of the National Research Council (1981). Figure 2 identifies the many steps involved in the process. It designates a generalized form for interaction between the academic community and industry. Figure 3 identifies the steps in the "innovation activity" box of Fig. 2. Academia is generally responsible for developing of new knowledge and ideas, as well as maintaining and enlarging the collected body of scientific knowledge. Industry is responsible for developing new products, methods, and processes. Both institutions operate for the benefit of society, but under different driving forces. "INTRODUCTION Extensive studies have been carried on pure gold to determine the various factors that affect its dissolution in alkaline cyanide solutions. With the extension of milling to refractory ores more intensive investigations on the effect of impurities in the ore on the dissolution kinetics are needed. The present work describes experiments carried on refractory flotation tailings with the object to determine how the recovery of gold could be increased. The effect of arsenic and antimony in the ore and the excessive use of lime are discussed. In the annual report under the Explosives Act for 1905, H.M.inspectors state that over 90 percent of the accidents causing death or personal injury occurred in the use of explosives and under miscellaneous conditions to which the controlling provisions of the Act do not apply, and that such accidents caused 43 out of the 50 deaths, and 312 out of 348 cases of injury. The number of accidents grouped under the heading of “Use and Miscellaneous” is less than that for 1904 - viz., 281 against 301. By these accidents 43 persons were killed and 312 injured, as compared with 39 killed and 343 injured in 1904

Voyageurs National Park in northern Minnesota, and a 30-mile radius area of influence on the United States side of the International Border, was examined for hardrock (nonferrous metallic minerals and diamonds) mineral potential and environmental sensitivity by the U.S. Bureau of Mines. The investigation also included an analysis of current Metallic Minerals Leasing Rules of the State of Minnesota, and the probable effects of changes proposed to the current rules by the State of Minnesota in order to "encourage mineral exploration and development." The study has determined that the proposed changes to the Minnesota State Leasing rules will have minimal, if any, impact on the likely, foreseeable levels of mineral-related activities in the State as a whole, and particularly, in the area of influence to the Park. Voyageurs National Park management was advised on the extent and character of the proposed rules changes, and on those items of concern meriting a specific and timely response by the National Park Service.

"Assessment of opportunities to improve mineral processing performance in existing concentrators and in describing undeveloped orebodies is key to improving the business case of a mining company. This assessment has traditionally been performed using the distinct and separate inputs from mineral processing and mineral science.More recently, process mineralogy has been used to integrate these two disciplines. This trend has been driven by the need to develop and process more challenging ore deposits, and has been assisted by the availability of modern automated instruments. Together with the acquisition of a QemSCAN (quantitative evaluation of materials by scanning electron microscope) from CSIRO in Australia, and with the use of a supporting SEM with EDX/WDX capabilities and an XRD, the development of process mineralogy at Falconbridge commenced in 1997.The sampling challenges in presenting a QemSCAN with representative sample material at the polished section level are significant, but have been effectively addressed. The full description of this aspect is beyond the scope of this paper.It is shown that, by use of this approach, the set nature of an orebody can be best exploited with selected flowsheet changes in a concentrator which address the generic characteristics of the orebody. In this way, the flowsheet provides a process that more effectively fits the mineral processing requirements of the ore. This leads to clear and tangible improvements in grade and recovery."

The presence of an extensive soft siltstone layer in the middle of the inter-burden sequence of rocks at Syferfontein Colliery in South Africa prompted tests to determine the effect of different mid-column decks of inert material in the siltstone layer. The objective was to achieve significant cost savings in explosives use whilst not degrading dragline productivity. An important factor that had to be considered was that the initiation systems available in South Africa are not accurate enough to ensure simultaneous initiation of explosives decks in a hole.

Mineral Resource Throughput Management is based on the extraction of the maximum potential value from an ore reserve with the emphasis to generate maximum ROI and ROR (return on reserve). A steel producing company in India implemented MRTM to significantly improve their ROI and ROR. The value chain of this company consists of their own iron ore and coal mines, ore washing plants, sinter plants, steel plants, and sales and marketing division. The target for the mines was to produce at a stable and predictable rate and at specific quality requirements. These requirements were set to improve productivity and ROI of the steel plant. The implementation constituted the alignment of the reserve potential, total production chain, human resources and management culture at the mines with the requirements of the steel plant. Many typical mining practices were challenged and changed. Production targets regarding lump vs. fines ratio, consistent product tons, quality targets such as Fe, Al content and moist, and standard deviation on the quality targets were not achieved. A reverse distribution model with release mechanisms to satisfy the demand were developed and implemented at the mines. A stable and predictable flow of mine product with quality standards well within the required standard deviation targets were achieved. The contribution from the mines to significantly improve the Net Profit, ROI and ROR of the company were reached.

Barrick Gold recently implemented an oxygen roasting process to treat carbonaceous ore from its Goldstrike property in Nevada. One of the key project challenges was the design of the roaster gas cleaning system, which was driven by the requirements of a strict air permit and the need to achieve very high reliability. The roaster gas systems include multiple stages of wet particulate collection, a dual alkali SO2 scrubber, mercury scrubbing, CO oxidation and NOx reduction. This paper describes the gas system, the influence of regulations on project implementation, and performance of the system.
