Fatalities caused by highwall/spoil bank failure in the surface mines, coal and non-metal, increased to an alarming rate of seven during 1999. To determine the causes of slope failure and successful mining practices, the National Institute for Occupational Health and Safety undertook a study. The study included: 1.A review of accident statistics; 2.A review of Federal and state mining laws pertaining to surface mining; 3.A literature review, and; 4.Mine visits. The study emphasized surface mines in the states of West Virginia, Ohio, and Pennsylvania. The review of a decade’s accident statistics using the mine Safety and Health Administration’s (MSHA) database showed that approximately 40% of all ground control related incidents reported to MSHA occurred in just four eastern states: Kentucky, West Virginia, Pennsylvania, and Ohio. The comprehensive literature search provided a historical perspective of highwall stability issues. Eleven mines we visited to obtain data on their mining practice or design. Commodities included coal, sandstone, and limestone. Based on the visits, five case studies were developed to represent typical mining methods and effective ground control practices used in eastern surface mines. Benching was found to be a common technique to reduce the overall highwall slope angle. Decking in the softer zones, such as shale, proved useful in controlling damage due to blasting.

Enhancement of Energy Efficiency in Fine Grinding of Copper Sulfide Minerals Using a Pilot-Scale Stirred Media Mill - IsaMill The mineral liberation size of run of mine ores has dramatically reduced over recent years. As a result, the demand for fine grinding which is the most energy-intensive form of grinding has markedly increased in the minerals industry. Furthermore, the fine grinding costs increase exponentially with decreasing product particle size. As a result of the increased energy requirement for fine grinding, it is desirable to optimise fine grinding processes such as stirred media milling (ie IsaMill) to enhance energy efficiency, throughput and the product fineness. In the present study, the influence of slurry rheology, grinding media type and grinding media-to-feed size ratio on energy efficiency in a pilot-scale IsaMill was investigated under certain industrially relevant pulp processing conditions. It was shown that a critical rheological state existed, below which the energy required to achieve an 80 per cent passing (ie P80) 20 ¦m product size was unaffected by shear rheology (ie apparent viscosity and shear yield stress) whilst above which the grinding energy required increased dramatically with increasing shear rheology. Colorado River sand (3.35 mm) showed higher energy efficiency than MT1 ceramic media (2.5 mm) for a target P80 of 20 ¦m in the solids concentration range of 38 to 55 per cent by weight, but the former experienced more than four times the wear rate of the later. The high wear rate of the Colorado River sand may be due to its much lower hardness. For feeds with an 80 per cent passing (ie F80) 70 to 110 ¦m, 2.0 or 2.5 mm MT1 media appeared to be more energy efficient than 3.5 mm MT1 media whilst a media-to-feed size ratio of 41 to 53 is applicable for ~50 ¦m (ie F80) feeds for efficient grinding.

"Drilling and blasting are fundamental operations in the mining cycle and constitute an important component of the mining costs. Problems associated with improper drilling and blasting practices can create losses of several millions of dollars per year. For this reason, a Blasting Technology program was initiated in 1984 at the Noranda Technology Centre (NTC). In this paper, advances made at NTC in drill and blast technology are reviewed. Impacts of drilling and basting for Noranda are assessed in terms of dilution and ore losses. Future challenges are addressed. The excavation of ramps and tunnels often requires high-speed development with (or without) the use of high-energy mining equipment such as loaders, dump trucks, TBMs and roadheaders. This high-speed development creates a challenge in terms of providing a safe and productive working environment. For example, heat from continuously exposed surrounding rock, heat from broken rock, heat generated by mining equipment, potential in flows of hot ground water, pollution from associated diesel equipment and the distance of the advancing face from fresh through-ventilation all have to be taken into account when designing ventilation systems for high-speed ramp and tunnel developments. This paper discusses methods of achieving acceptable environments at the face and along the length of the tunnel. The methodology has been successfully implemented in the development of long (up to 20 km) TBM drives in the Lesotho Highlands Project and in mining projects in hot rock using drill and blast methods as well as mechanized methods using continuous miners and roadheaders. The determination of heat loads includes calculation of the heat flow within the surrounding rock, evaluation of the operating cycle of the equipment and the contribution to the overall heat load of the broken rock as it travels out of the tunnel. The determination of heat loads from surrounding rock in new tunnels required a modification of the algorithms generally used for established excavations. The paper also examines the use of, for example, mobile duct and fan systems to ensure that fresh air is delivered to the specific areas where workers are located.

The replacement of the dry mining method at Guajú Mine by the dredging method was a means of ensuring its feasibility by maintaining the production levels. Dry mining increased the cost of the deposit with the distance and presented a limited mined volume, while the decreasing grade of the deposit led to a production drop. With the new methodology, there was a considerable reduction in unit cost of the mine and an increase in the production level of a deposit with low heavy minerals content.

"INTRODUCTIONRio Algom's involvement with the Enviro-Clear thickener began in May 1975, when tests on a laboratory waif were carried out by our Research and Development group. Commencing in June, further tests were carried out using a 3 foot diameter pilot unit. By December, a 30 foot full-scale thickener had been installed. In the near future, 3 more Enviro-Clear thickeners will be commissioned. With in the space of a year, almost $2.5 million had been committed to liquid/ solid separation facilities using the Enviro-Clear thickener. This paper briefly traces the extent and development of this commitment.BRIEF HISTORY OF QUIRKEQuirke Mine started operating in September 1956 at a rated capacity of 3,000 TOD. Because of market conditions, Quirke was shut down in December 1960. The facilities were re-opened at an increased capacity of 4,000 TPD in July 1968, by which time the demand for uranium had returned. Also, a second shaft was sunk, and by 1970, all of the ore treated in the concentrator was coming from the new Quirke II mine. The Quirke I stopes were allowed to fill with natural seepage. As well, acidic barren solution from the concentrator was pumped underground.With increasing demand for uranium, the capacity of Quirke will be further expanded to 7,000 TPD by 1978. Studies of how this expansion could best he carried out led to the consideration of a fairly new piece of equipment, the Enviro-Clear thickener, for certain operations in the concentrator. Recent epithermal gold discoveries in Chile and Bolivia provide increasing evidence of a belt of intermittent, epithermal, precious metal mineralization east of the main Andean porphyry copper belt. This relationship may be the result of an easterly decrease in the age of magmatism and erosional levels, in¬crease in depth above the underlying Benioff zone and consequent changes in magma chemistry, or some other unrecognized factor. "INTRODUCTION Abnormal material requirements of the nation at war impose an intensive demand upon many irreplaceable natural resources. Natural-3as reserves) for example, are being subjected at the present time to extensive depletion by large-scale withdrawals of gas to supply unprecedented demands for fuel and raw materials for the synthesis of strategic products. Fluids produced from many so-called gas-condensate type reservoirs have become an important source of hydrocarbons vital to the war effort.Development of gas-condensate type reservoirs in Arkansas, Louisiana, and Texas in recent years created many problems not common to ordinary gas-producing operations. Early in the development of condensate-type gas fields, general practices were evolved and applied to insure efficient re¬covery of the hydrocarbons existing in the gas phase under initial reservoir pressures and temperatures, put often the practices were predicted mainlyregardingupon generalized theory regarding the behavior of the fluids and were not always the most efficient, because field and laboratory procedure for testing these hydrocarbons had not progressed as rapidly or as far as field development. Specific information regarding the composition and properties of fluids ultimately recoverable from many gas-condensate reservoirs, especially, is lacking."

For research and test data to serve a useful purpose, it is essential that it be derived from some known standard test procedure that allows for comparative analysis as well as independent replication and verification. Fan performance data provided by manufacturers is not absolute, and is influenced by the geometry of the test installation. For these reasons, fan test standards have been prepared in order to establish a clearly defined test procedure that allows for comparison of different fan designs, and also allows for the independent verification of test data. Internationally recognized Standards such as BS848, ISO5801, and AMCA 210 etc. are highly prescriptive, and precisely specify test duct configurations, measurement procedures, measurement planes and instrumentation to be used. Provided the laboratory tests are conducted strictly in accordance with the relevant Standard, the performance data will accurately reflect fan performance within the appropriate tolerances for efficiency, pressure and flow when tested in the defined configuration. Major differences in performance exist between a fan tested in accordance with a Fan Test Standard, and an identical fan installed in a mine ventilation system. The aerodynamic performance of any fan will be influenced by the quality of the fan manufacture, the flow system within which it is operating, the location of measurement planes, and the system stability. The flow distributions present in a standardized Laboratory test are unlikely to be repeated in mine ventilation systems, and this will also disadvantage fan performance. Unless the fan supplier takes all of these influences into account, there will an inevitable reduction in fan aerodynamic performance, and the end user will experience a shortfall in expected flow through the mine. The effect on fan performance can range from minor inconvenience to catastrophic fan failure resulting in major rectification costs and significant loss of mine production.

Several common ratios used for determining spontaneous combustion activity rely on comparing the amount of various products of oxidation with the amount of oxygen consumed to produce these products. As coal gets hotter, oxidation reactions become more efficient meaning more products produced for less oxygen consumed. There are many problems associated with accurately determining the true amount of oxygen used. These problems relate to the monitoring technique (and its associated uncertainties) used to generate the results, deficiencies in the established equations utilized in calculations, dilution with other gases and other sources of oxygen depletion. Typically the oxygen deficiency is over estimated, resulting in the under estimation of the indicating ratio. For this reason the use of ?one off? calculations to determine the status of the underground environment is not recommended. Instead trends of these ratios should be used to identify increases which indicate an increase in oxidation intensity. This paper outlines problems associated with the monitoring techniques and equations used to determine the oxygen deficiency.

Coal that meets customer specifications is often stored in silos before being loaded into cars. It is often found that coal in a particular car does not meet customer specifications due to the mixing of coal inside the silo. Some new contracts require meeting specifications on a per car basis. Silo flow models are used to predict quality in such cases. However, coming up with an accurate silo flow model for each case is very difficult and time consuming. This paper examines the viability of using an online analyzer at the loading end of the silo in conjunction with a feedback circuit, to optimize the quality of the coal being loaded into trains, so that each car meets quality specifications.

SME supports the mission and purpose of the U.S. Mine Safety and Health Administration (MSHA), which is to prevent all injuries and disease from mining and to promote safe and healthful workplaces for the Nation's miners. SME supports the National Institute for Occupational Safety and Health and university research geared toward prevention of all occupational injuries and illnesses. SME maintains that laws and regulations governing the mining industry need to be based on sound scientific principles to ensure that workplace solutions can be readily implemented and that solutions to safety and health problems are fully realized.

Simulator technology has advanced to the point where the cost of mining equipment simulators is beginning to make commercial sense. Simulator-based evaluation allows operators or potential employees to be assessed in a pseudo-real environment under surface and underground mining conditions. Simulator training also allows operators to be exposed to emergency and advanced situations such as brake or steering failure or a tireblowout. ThoroughTec, of South Africa, provides simulator equipment to the mining industry. The company’s various packages of simulator products provide an unbiased evaluation score that removes human error from the assessment process. This same evaluation score is also presented at the end of normal training or refresher training sessions. In this way, the simulator helps eliminate bad habits and improve efficiencies.

"Black calcium cyanide is utilized mainly as a reagent for gold extraction. It is produced by reacting calcium cyanamide, sodium chloride and calcium carbide at temperatures in the range of 1200°C to 1400°C in a smothered arc furnace. The equivalent sodium cyanide content of the product is in the range of 45% to 50% and the calcium cyanamide conversion efficiency is in the range of 90% to 95%. Since black cyanide contains impurities such as salt and lime and also because the conversion efficiencies are below 100%, the product contains unwanted materials which significantly increase the shipping costs.The impurity content of the raw materials can not be lowered without increasing their cost and/or the processes to produce them, and therefore the present research was focussed on studying those factors which affect the cyanide grade. The major variables investigated were: the heating rate, the reaction temperature, the salt to cyanamide ratio, the nitrogen content of the calcium cyanamide, moisture additions and calcium carbide additions. It was found that each of these variables had a significant effect on the product grade. The highest cyanide content of the product was obtained for salt to cyanamide mass ratios of 0.55 to 0.60. The salt reduces the decomposition rate of the cyanide and, therefore, at low salt to cyanamide ratios and at higher temperatures, the product grade is decreased. It is likely that the salt evaporates at the higher reaction temperatures and this decreases the cyanide capacity of the melt. High heating rates minimize the residence time and thus salt evaporation is reduced and higher grades can be obtained. As expected, the cyanide content increased with the nitrogen content of the cyanamide. Calcium carbide additions resulted in an increase in the product grade. The presence of small amounts of moisture in the charge caused a significant decrease in the cyanide content of the black cyanide. An equilibrium reaction is postulated in order to explain the black cyanide process and in particular the effect of calcium carbide on the product grade."

Once the heavy work of mining, supporting and completing an underground structure is finished, there is frequently the problem of handling unwanted water infiltration into the opening. Methods of controlling the infiltration vary from collecting and channelling the inflow to shutting off the water at the surface of the opening or within the ground formation. Discussed are various methods of controlling ground water inflow from within the structure including collector pipe systems, shotcrete, cement grout, bentonite, and various chemical grouts. Case histories illustrating some of the methods and materials will be presented.

The paper presents a design case study for a four-story correction facility addition in south Boston, Massachusetts, supported on friction piles driven into the Boston Blue Clay. 356 mm (14-in.) square prestressed-precast (PSPC) concrete piles were selected as they were found more effective and economical. A static load test was performed where the pile was brought to "failure". The load test data were evaluated to estimate the Ultimate Pile Capacity as well as the Ultimate Unit Skin Friction (Adhesion) to serve as a design tool for friction pile projects in the south Boston Area.

At one time explosives were the only economical means of rock tunnel excavation. Except in relatively long tunnels in the right rock explosives are still the cheapest means of rock excavation where they can be used. Today the most economical means of rock tunnel excavation is increasingly not the choice of the contractor. A good part of our work is for public agencies in urban areas and the public today is increasingly less tolerant of the disruption caused by our efforts. Owners in many cases have to direct their engineers to write specifications which severely restrict noise and vibration levels during construction. Sometimes specifications allow drill-and-shoot for starter tunnels only or even eliminate powder by fiat. Recent advances in the use of explosives such as sequential firing have made blasting more palatable to the public but are not enough in all situations. Thus the roadheaders on construction projects. In recent work I have seen the Alpine Miners, a Paurant Miner and the Robbins Mobile Miners used in several rock formations and now believe this type of equipment has a place in the tunnel constructor's choice of equipment. Rudy and I have not attempted to present a formula for choosing the best alternative excavation method in any given case because, of course, of the variables involved. We have simply tried to describe our experiences on a particular project and hope our observations will be of some value to tunnel constructors.
