It is with considerable trepidation that I set out to defend "litigation" to Design Professionals (DPs), as a better method of resolving disputes than arbitration, in the light of my personal feeling that an increasing amount of America's productive process is being squandered in litigation. Newer methods of dispute resolution, particularly arbitration, are fashionable, and opponents of these schemes risk being viewed as cynical or self-serving. My quandary is heightened since for some smaller disputes, arbitration seems clearly the better choice. I must concede, for example, that when the cost of dispute resolution--i.e., the cost of the process (such as arbitrators fees, attorneys fees, etc.), plus the cost impact of the non-productivity of involved employees--approximates the amount of the dispute, controlling that cost may be as important as a correct resolution. This principle is particularly true for small disputes arising during the progress of a project; it is probably more cost-effective for all parties to resolve their disputes quickly than permitting the dispute to drag out.

The problem of corrosion of reinforcement in concrete structures is internationally recognised and represents the single biggest expenditure in the preservation of steel reinforced concrete structures. While the corrosion protection of the reinforcing steel is no substitute for design and the placement of good quality concrete, it does provide for a viable and economical extension of structural integrity and service life in the day-to-day and practical environment in which concrete structures are constructed. The mechanism of corrosion attack and consequent deterioration of reinforced concrete structures is well understood and documented. New structures can be designed and built to withstand corrosion. However, due to short-term economical restraints, many new reinforced concrete structures continue to suffer as a result of corrosion damage, which results from the corrosion of the steel reinforcing. This paper explores the economic and practical benefits offered by the application of hot dip galvanizing as a viable means of protecting reinforcing steel concrete structures. The paper also discusses technical misconceptions that exist with respect to the application and performance provided by the use of hot dip galvanized reinforcing steel.

Through a unique partnership between the Colorado Mine Safety and Training Program (CMSTP), the Colorado Rock Products Association (CRPA) and the Higher Education and Advanced Technology (HEAT) Center, a video packed, dazzling CD-ROM training program was developed for new miners entering the aggregate industry. Why this product was developed, and why the aggregate industry, will be discussed along with the challenges faced throughout the project. Cooperation from every one involved including MSHA made this the product of which all other training materials in the mining industry will be measured against in the 21st Century. This product's versatility and wide application makes it a tool that is as critical to a mine's success as any earth moving machine. Developed with both state and federal grant moneys allows this product to be affordable to small operators and independent contractors. The quality of this two CD-ROM set rivals any commercially made CD-ROM training.

The successful development of industrial minerals projects requires an integrated, holistic understanding of the metallurgical and product performance test work in the context of the geological setting of the deposit and applied to mining, processing and marketing of saleable products. The product specifications provide the essential starting point for geometallurgical studies. A sound understanding of the desired product is needed to design and interpret a program of test work. Examples are provided from recent studies on bentonite and graphite deposits.For bentonite projects, the naïve testing of only the cation exchange capacity (CEC) as a measure of purity can lead to unexpected outcomes when the deposit is mined. The CEC attribute may remain the same, while other important properties such as pH and swelling index change markedly with depth, due to weathering and oxidation, leading to disappointing production outcomes.For graphite projects it is not enough to report only total graphitic carbon content (TGC). Knowledge is required of the in situ flake size and textures in addition to purity and flake size distribution of extracted graphite, which may all vary from one domain to another across the deposit. Such geometallurgical attributes of the ore will impact on the ‘basket price’ used to estimate the value of marketable parcels of expected product.Disclosure of such information must be considered part of fully informing the market. As with all new project developments, consideration of the JORC (2012) and VALMIN (2015) Codes requires disclosure of all material information. The authors were involved in the Trial Blast work at Chek Lap Kok, the site of the new Hong Kong Airport. As part of that work a series of computer programs including 3x30, QFRAG, DESIGNER and 3DMUCK was employed to predict various aspects of the trial blast programme. These aspects included fragmentation and muckpiie shape. This provided an excellent opportunity for these programs to be calibrated, verified and compared under controlled conditions. The results indicated that computer simulation has reached a high level of sophistication and good correlation between prediction and measured results was found.

"Lakeshore Gold’s Bell Creek Mill is located in Timmins, Ontario. The mill has been in operation since 2009 and has undergone several small expansions since then. In 2012 - 2013 the first major mill expansion was commissioned raising the mill capacity from 2,000tpd to 3,150tpd. This was done through the installation of a new ROM ore truck dumping facility, jaw crusher, ore storage dome, SAG mill, leach tank, CIL tank, and electrowinning cell. This paper will cover the equipment installed to raise the tonnage as well as the commissioning of the new equipment including problems encountered and how these problems were solved.IntroductionLake Shore Gold acquired the Bell Creek Mill, along with the Bell Creek Mine, from the Porcupine Gold Mines Joint Venture, a joint venture between Goldcorp Canada Ltd. and Kinross Gold Corporation, in December 2007.The Bell Creek mill, which processed ore from the Bell Creek Mine has consistently achieved recoveries of over 95%, is a conventional gold mill circuit, involving crushing and two stage ball mill grinding, gravity and leaching, followed by Carbon-In-Pulp (CIP) process for gold recovery. The facility had been placed on care and maintenance in 2002. At the beginning of 2009, the mill had been refurbished with an initial capacity of 800 tonnes per day and was subsequently refurbished to a capacity of 1,500 tonnes per day near the end of the third quarter of that year. The Mill was then expanded in 2010 to a capacity of 2,000 tonnes per day.In late 2011, the Company commenced a 50% expansion of its milling facility, from a processing capacity of 2,000 tonnes per day to 3,150 tonnes per day. Phase 1 of the expansion, which mainly involved enhancements to the solution circuit (“back end”) and increased the mill’s capacity to 2,500 tonnes per day, was completed at the end of 2012. Commissioning of Phase 2 of the expansion, to a capacity of 3,150 tonnes per day, commenced at the end of July 2013."

Two wetland simulation experiments were carried out in order to determine the effects on manganese retention of several wetland design parameters, including flow rate, inlet pH, carbon supplementation, substrate type, and surface free water depth. The primary aim in each experiment was to determine if sustained manganese retention could be accomplished under the specific experimental treatments. If successful, these experiments could recommend design parameters for the construction of field wetland systems for manganese treatment. Crushed limestone clearly was superior to spent mushroom compost with respect to manganese retention. The presence of free surface water detracted from manganese treatment, while lower flow rates enhanced manganese treatment. Sustained manganese retention was achieved using crushed limestone as the substrate coupled with an absence of surface free water, under inlet water conditions of pH 7.0 and no appreciable iron. Sustained manganese retention was not achieved under reducing conditions using spent mushroom compost while varying flow rate, inlet pH, and carbon supplementation regimes. However, lowering the flow rate resulted in many significant beneficial effects on outlet water chemistry: lower outlet manganese concentrations (over the short term), higher outlet pH, lower outlet acidity, higher outlet alkalinity, higher outlet sulfide, lower outlet sulfate, and lower outlet redox potential. Supplementation of the wetlands with dairy whey resulted in lower outlet manganese concentrations (over the short term), marginally higher outlet sulfide levels, and acted to lower the redox potential under the high flow regime. Wetlands receiving a neutral pH had lower outlet acidity, higher outlet alkalinity, lower outlet sulfate, but equivalent outlet manganese concentrations than wetlands receiving an acidic pH. When manganese is the primary mine water contaminant and a passive water treatment system is to be used, it is recommended that crushed limestone with negligible surface water be used in place of composted materials. This recommendation assumes a source water with circumneutral pH and an absence of other metals.

The objective of this study is twofold, The first is to present the composition of the offshore petroleum industry in terms of lease bonuses and the value of hydrocarbons produced from Federal offshore tracts. The second is to present costs of producing petroleum (oil and condensate) in the Gulf of Mexico with a financial analysis of an offshore operation. To prepare a financial analysis of an offshore operation, a model was derived to show the costs necessary to explore, acquire, develop, produce, and abandon a 5,000-acre block and the estimated income from the sale of the hydrocarbons produced. To establish cost and income guidelines for the model, a group of seven oilfields in the Gulf of Mexico ranging from 7 to 75 miles from shore and in water 20 to 130 feet deep was selected for study. A net profit or loss statement was prepared for each field and a discounted cash flow rate of return was calculated. Discounted cash flow rates of return for the seven fields range from 1.1 to 19.5 percent. Under the two specified conditions set up for the model (a 20-year and a 30-year oil depletion model), the rates of return are 17.2 and 13.7 percent, respectively. To January 1, 1959, the top four operators in the Federal offshore areas had paid approximately 40 percent of the amount spent on all lease bonuses and produced about 56 percent of the total hydrocarbons.

Modern remote sensing provides a means for locating and characterizing exposed mineralized systems in many parts of the world. These capabilities are non-invasive and help target specific areas for more detailed exploration. An example of how remote sensing technology can be used is evident from a study of the Questa Mining District, New Mexico. Analysis of low spectral resolution data from the Landsat Thematic Mapper satellite system clearly shows the region-al distribution of two broad mineral groups often associated with mineralized systems: clay-carbonate-sulfate and iron oxides-iron hydroxides. Analysis of high spectral resolution data from the Airborne Visible and Infrared Imaging System (AVIRIS) shows the occurrence and distribution of many individual mineral species that characterize the pattern of hydrothermally altered rocks in the district.

The transportation of solids by pipeline is not new. In 1891 a United States patent broadly covering a method of pumping coal with water was granted to W. C. Andrews. His pilot plant was constructed on what is now the site of the New York Public Library in Manhattan. His process was applied to pumping coal mine waste back into the worked out portion of coal mines. On October 26, 1967, the world's first long distance iron ore slurry line was put into service by Savage River Mines. The commissioning of this 5.0 million dollar installation climaxed three years of development, testing, and construction and proved the Company's faith in pioneering this unique transportation method for iron ore. This paper will discuss some of the more pertinent items in connection with that three- year period. Also to be discussed will be the operation of this line during the past eleven months.

Editor's note: information for this feature was taken from the published APCOM proceedings. Computer trends, with special focus on the reasons for computer use, grabbed the lion's share of attention at the 23rd worldwide meeting on the Application of Computers and Operations Research in the Mineral Industry (APCOM 23). However, technical topics did not provide the meeting's sole focus. The last-minute inability of certain former communist countries to fund the travels of a few scheduled speakers was a reminder that science does not operate in a void. As with all technical progress, the APCOM presentations raised interesting questions regarding interrelated organizational dynamics and political and socioeconomic issues. Consider US Bureau of Mines (USBM) research to design an expert control systems to "duplicate" an experienced, "good" operator during automated underground roof bolting. In his presentation of the project, Takach, Jr. stressed the importance of preserving the ability to switch from automatic to manual drilling control. From a technical standpoint, this allows the expert system to "learn" from a good operator. As important, he said, is that this flexibility decreases the human operator's sense of being replaced by the machine. The question arises: Which will loom larger in union minds, increased operator safety through remote opera¬tion or the potential for total operator replacement? Like any new product, computer technology relies on marketing to aid its acceptance and use. Consider, too, a decision support system, by Schena and Gochin, for mineral resource management in a developing country. Most previous studies of coal flotation utilized chemically pure reagents. Since such reagents are not available in quantity, a study of various wmmercially available reagents as frothers was undertaken. Flotation procedures similar to those used in a large number of commercial coal flotation plants were employed. The reagents used were compared on yield-selectivity-wst basis. The selectivity was found to be relatively constant with yields above 70% but the reagent cost varied greatly. The types of reagents available were compared. In the past, a number of papers have been written on the use of various reagents as coal flotation frothers. For the most part, these have been an attempt to correlate the intrinsic chemical and physical proper- ties of the reagents or reagent groups to the floata-bility of various fine coals. Because of the type or nature of evaluations made, chemically pure reagents were normally used. Generally, these reagents are unavailable in commercial quantities. Therefore, the results obtained with these reagents were usually limited in usefulness to the plant operator or metallurgist. This paper presents the results of a study in which commercially available forms of various reagents were used as flotation frothers. Flotation procedures which would conform in general to those employed in a large number of commercial coal flotation plants were utilized. The objective of the test was to compare these reagents on yield-selectivity-cost basis, that is, 1) the yields obtained, 2) the ash levels obtained and 3) the reagent cost relating to these results. The Woodbury L-73 Tunnel involved the design and construction of a 96-inch tunnel driven through 8,080 lf of very difficult ground conditions. Anticipated ground and groundwater conditions consisted of potentially flowing silty sand with cobbles and boulders, mixed face of sand and sandstone and full face of the St. Peter Sandstone. Actual conditions were similar, although the quantities did change from bid quantities. This paper presents the approach used for development of the GBR regarding risk management. The means of arriving at a fair compensation for variances from the baseline values to address the actual encountered tunneling behavior of the soil, boulder count and its effect on production rates are presented.

Many different types of surface mining equipment use enclosed cabs to protect equipment operators from health and safety hazards. The overburden removal and mining process can be extremely dusty and can cause excessive dust exposure. To study this issue, a cooperative research effort was established between the National Institute for Occupational Safety and Health, U.S. Silica Co., Clean Air Filter Co., and Red Dot Corp. in an effort to lower respirable dust levels in an enclosed cab on an older surface drill at a silica sand operation. Throughout this research effort, a number of modifications were incorporated into the drill's filtration and pressurization system, as well as in other areas, to improve its design and performance. An average cab efficiency of 93.4% was determined with gravimetric sampling instruments when comparing the outside with the inside cab dust levels on the final design. Although this study considered just one operation, the goal was to identify cost-effective improvements that could be implemented on all types of enclosed cabs to lower respirable dust concentrations. Two critical components for an effective enclosed cab system are having a properly designed, installed, and maintained filtration and pressurization system, along with a method for maintaining structural cab integrity, which allows the cab to be positively pressurized. Another important component is maintaining cab cleanliness. Although this research was originally directed toward the mining industry, it is also applicable to agricultural or construction equipment.

This paper reviews the history of refractory materials, highlights the development of refractory technology over the years, draws attention to the technology behind these materials, and comments on future developments in this field. By walking the path with refractory materials, from their initial uses in BC times, to the composite materials that are used nowadays, and the nanotechnology developments that are currently taking place in this field, the reader will come to agree that refractory materials are indeed very ?cool?! The Juneau Gold Belt portion of the Juneau Mining District has historically had the greatest mining and exploration activity within the district. Between 1880 and 1983, the mines within the Juneau Gold Belt produced 6.7 MM oz gold, 3.1 MM oz silver, and 45 MM lbs lead, which had a total value of about $157,000,000 at the time of production. This report summarizes Bureau of Mines work completed in 1986, the second year of the Juneau Mining District study. Fifty mines, prospects, and occurrences were examined and 638 samples were collected for analysis during 1986. Metallurgical samples were collected from seven deposits and preliminary tests of cyanide amenability have been completed for five of these. The simultaneous discovery by private industry and the Bureau of gold-bearing quartz veins cutting diorite gneiss recently exposed by the retreat of the Herbert Glacier is the most notable result of work during 1986. This location yielded gold values up to 7 oz/st.
