Organized efforts toward the prevention of injuries and occupational diseases have been of comparatively recent origin in the mining industry, dating generally from the beginning of this century. Mining-and particularly underground mining- is more hazardous in many respects than most other major industries, and continual and increasing attention has been given to its health and safety aspects. The importance of the physical well-being of those engaged in mining was recognized by Agricola, who, after describing the hazards encountered in 16th century mining operations, stated that "Some of these evils, as well as certain other things, are the reason why pits are occasionally abandoned." In the past 50 yr particularly, mine managements and labor organizations, separately or collectively, have mounted productive efforts toward the prevention of accidents and industry-associated diseases and illnesses. A statistical study of this period indicates that increasing awareness coupled with the endeavors of all concerned agencies has resulted in decreasing frequency of occurrences of injuries and illnesses. In recent years particularly the mining industry has used the services of safety engineers, industrial hygienists, inspectors, ventilation engineers and other specializing in locating and correcting deficiencies affecting the welfare of employees. Concurrently, the labor movement has incorporated into its organization individuals working in the fields of health and safety, many devoting full time to these responsibilities. Others serve in behalf of their fellow workmen as on-the-job safety representatives. Most authorities agree that accidents are caused by (1) unsafe acts, (2) unsafe conditions and, exceptionally, (3) Acts of God. The "unsafe act" often is cited as the prime cause. but many accidents, and attendant injuries, are the result of a blend of "unsafe acts" and "unsafe conditions," with each chargeable in varying proportions. It therefore is necessary to consider both the physical elements of the mine plant and the training, mental attributes and actions of all personnel involved. Analysis of an accident, if based on hasty reconnaissance and unduly hurried questioning, seldom will disclose more than surface causes and consequently will result in inadequate measures to prevent repetition. Mining involves unavoidable and calculated risks, as in all facets of life. It is most important then that men employed in mining be schooled in the hazards and develop fully the ability to evaluate and minimize risks. The environment, of underground mining often is harsh and strange compared to the more natural surface conditions man has learned to cope with as a part of established life patterns. The miner. therefore, must adapt to unusual situations and conditions and must develop a mental attitude permitting acceptance of change. 3.1-INDUSTRY-AFFILIATED SAFETY AGENCIES L. S. Liquid oxygen explosives are ordinarily made from a carbonaceous absorbent and from liquid oxygen of high purity. These explosives have a limited but definite field of usefulness; their properties have been described in the literature, which includes several publications of the Bureau of Mines, the most recent dealing with fire-retardant treatments.3/ It seems generally conceded that the outstanding hazards in the use of these explosives are their high inflammability and their relative sensitivity to mechanical action. Each of these topics has been studied, and some interesting practical results have been obtained. Treatments have been described[7] that render liquid-oxygen explosives prepared from granular carbonaceous absorbents practically immune to the action of igniting agents representing or exceeding practical hazards in violence.

Several problems exist with the present design of coveralls used by miners in low coal (seam height 48 inches or less). The back portion of the coveralls often tears when roof bolts or rough areas in the roof are hit. Movement in the shoulder area is restricted. Female low coal miners find it difficult to purchase coveralls that fit properly, and must remove both their hard hat and safety belt in order to urinate and defecate. The objective of this research was to design coveralls which would alleviate these problems. The following features were incorporated into the coveralls; padding in the upper back area to avoid tearing, an action pleat in the shoulders to increase mobility, an inseam zipper to more easily allow miners to perform their bodily functions, and reflective tape to increase visibi¬lity of the miner. A heavyweight denim fabric was used to increase warmth and durability of the coveralls. The coveralls were assessed K long four parameters (comfort, safety, worker productivity, and fabric suitability) using both an in-field assessment by low coal miners and simulation studies. The experimental coveralls proved superior to conventional coveralls along all four parameters. Work clothing sizes for female miners were developed.

The flash induced combustion of Sewell and Pittsburgh coals was studied in air and in oxygen. The primary decomposition and combustion processes occur within the first 300 ~sec in oxygen and slightly later in air. Strong absorption spectra of CN and OH are indicative of the decomposition and combustion processes, respectively. Kinetic spectroscopy and combustion product analyses indicate that only about 35% of the coal dust is consumed in the explosive combustion which takes place in several (1-5) distinct but similar steps. The combustion-modifying effects of (NH4)2HP04, NH4H2P04, KHC03 and Rock Dust were studied in the 1-20 wt % range in coal dust flash com-busted in air and oxygen. The study reported herein shows Rock Dust to be the most efficient coal combustion inhibitor. KHC03 is the least effective agent, with the phosphate salts showing marginal effectiveness.

This paper presents the details and results of a preliminary investigation into the response of borehole pressure cells (BPCs) in soft coal. Two parallel approaches, laboratory calibration and nonlinear finite element simulation, were adopted for deter- mining the BPC K-factor, which was defined as the ratio of cell pressure change to the corresponding change in external pressure. Results from both the laboratory calibration and the nonlinear finite element simulation revealed a nonlinear response of cell internal fluid pressure to external loading. The K-fact& also is shown to increase with increasing setting pressure and decreasing medium modulus. -Depending on the setting pressure, the K-factor for coal having a Young's modulus of 1.6 x lo5 psi ranges from nearly 1.2 at 2,000 psi of external pressure to 1.485 at 8,400 psi of external pressure. The improved under- standing of BPC behavior leads to the more accurate calculation of BPC K-factor in coal which significantly improves the correlation between pillar pressures measured in underground coal mines and those predicted by nonlinear finite element simulations of these pillars.

The U.S. Bureau of Mines conducted a water-jet-studies program using a single-bit, in-seam test unit to determine effects of a moderately high-pressure (up to 10,000 psi) water-jet-assisted cutting system on rock weakening. The in-seam test unit was used to obtain cutting force data in tangential, normal, and side force directions. Conical continuous miner and radial longwall miner bits were used to penetrate test samples of coalcrete, Berea sandstone, and Indiana limestone with unconfined compressive strengths of 4,600, 8,000 and 10,000 psi, respectively. Depth of cut in the coalcrete tests was 1 in, with 2-in cut spacing (2:1 ratio). Because of cutting equipment and instrumentation limitations, the Berea sandstone and Indiana lime-stone were cut using a 0.5-in depth of cut and 2-in spacing (4;1 ratio). Bit velocity was maintained at 25 ft/min for both bits. Each specimen and bit type was tested using 0.3-, 0.6-, 0.8-, and 1.0-mm-diam nozzles and water-jet pressures of 2,500, 5,000, 7,500, and 10,000 psig. Water-jet-assisted cutting decreased average resultant conical and radiallongwall bit cutting forces 6.4 and 8.4 pct in coalcrete, 5.5 and 1.4 pct in Berea sandstone, and 2.0 and 5.5 pct in Indiana limestone. Slight reductions of power requirements resulting from water-jet assist were ascertained during these experiments.

The Bureau of Mines, in its effort to promote greater utilization of domestically abundant materials, conducted reasearch on an alternate mold material that has commercial potential for titanium investment casting. Using variations of the conventional lost wax molding process, investment shell molds were formed entirely of fused, calcia-stabilized Zr02 and a Zr02-forming binder. Optimization of binder/slurry properties', stucco grain size and dis¬tribution, and curing practices resulted in a structurally sound investment shell that was distortion free and thermally stable. Small titanium castings, weighing up to 10 pounds, were prepared in unheated molds by both static and centrifugal casting techniques. Microstruc¬tural examination of the castings revealed that mold fill and surface quality were enhanced by centrifugal casting, although good results also were obtained from the statically poured molds. Microstructural and electron microprobe examinations showed that excessive, brittle case formation could be avoided by curing the dried shell molds in air for at least 2 hours at 1,400° C. Increasing curing temperature and time above these levels yielded added bene¬fits. Molds fired in vacuum at 1,500° C for 4 hours yielded castings essen¬tially free of case formation. The tensile properties of as-cast test specimens (no surface conditioning performed) id the chemical composition of representative metal samples showed that castings produced were comparable to Grades C-1 and C-2 unalloyed titanium This indicated that no sifnificant degradation of metal properties resulted from mold/metal interaction.

This report is volume 2 of an eleven-volume final report for a Grant completed by The Pennsylvania State University for the Bureau of Mines to develop a dynamic general purpose computer simulation model for underground coal mining. The simulator developed under the Grant has a wide range of possible applications in the design and evaluation of underground coal mining systems from the standpoints of health and safety, productivity, and mine environment. The Master Design Simulator consists of nine free-standing function-oriented subsystem models linked together into an integrated, comprehensive model of an entire mining system. The subsystems comprising the Master Design Simulator include geology and reserves, methane generation, roof support, subsidence, production, rail haulage, cost, water generation, and ventilation. This volume of the final report describes the Geology and Reserves subsystem of the Master Design Simulator. The two functions of this subsystem are: 1) the design of a geological data library to provide input to the other subsystems of the simulator; and 2) the calculation of coal reserves and associated values and grades under various user-specified conditions. The subsystem uses a weighted moving average method to interpolate between the borehole values, and provides output in report format, graphical plots and/or storage on magnetic tape or other storage devices for later retrieval. The application of the subsystem as an independent model with test results and comparisons with other methods of computing reserves is also presented. The appendix comprises a users manual for the model, and includes a program listing.

The end of the war in Europe and the Pacific failed to curb the upward trend of production in Venezuela,- which easily surpassed that of any previous year. The total production for 1945 amounted- to 323,369, 430 bbl., which was 26 per cent over the total for 1944, the previous peak in the history of the oil industry of the country. This increase was caused mainly by the greater demand for petroleum in the last stages of the war; the fact that the danger from enemy submarines had been overcome, which allowed all oil companies to use increased shipping facilities, and the fact that more materials were available for drilling operations. However, the materials supplied were by no means adequate and considerable credit is reflected on the Venezuelan petroleum industry for the increased production obtained by utilizing all available equipment to its fullest extent.

Water-swelling fluormicas and fluormontmorillonoids were synthesized and described. They were found predominantly in the system Mg0 - MgF2 - Si02, with varying amounts of Li+ or Na+, Some water-swelling synthetic minerals were prepared with only strontium or lead in the twelvefold position, Water- swelling compounds containing either K+ or Ba+ were not found. The synthesized water-swelling products were shown by electron microscopy, X-ray diffraction, and chemical analysis to be typically two-silica-layer, platy compounds, Except for the complete substitution of fluoride for hydroxyl, the compounds were similar to the natural micas or montmorillonites. The stability and properties of the compounds were further established by electrodialysis, by differential thermal analysis, and by anion and cation exchange methods. Fluoride in the interlayer positions was nonexchangeable except through decomposition of the product. Exchanging the sodium or the lithium of the synthetic fluormicas or fluormontmorillonoids with potassium ion, particularly those derived from KOH provided a product from which a completely inorganic paper of extraordinary flexibility was fabricated. This paper had excellent mechanical and electrical properties except for water adsorption and a high power factor. Neither of these problems was solved during this investigation. However, papers with dielectric strength from 1,500 to 5,000 volts per mil were readily fabricated, particularly from the lithium containing fluormicas or fluormontmorill onoids.

The most important parameters affecting the solubility of ulexite (sodium calcium borate) in H2SO4 were found to be reaction temperature and solid:liquid ratio, in that order. Dissolution increased with increase in temperature and stirring speed and with decrease in solid:liquid ratio, particle size and acid concentration, the last effect as a result of decreased precipitation of CaSO4 on unreacted particles. Optimum conditions, in which around 99.5% of the ulexite could be dissolved, were a reaction temperature of 60 degrees C, a solid:liquid ratio of 1:8 g/ml, an acid concentration of 8 mol/l, particle size smaller than 425 micrometres, a stirring speed of 52.33/s, a reaction time of 1 800 s, a calcining time of 3 600 s and a calcining temperature of 170 degrees C. These conditions, determined by the Taguchi method, are reproducible in a commercial production environment

The Bureau of Mines is responsible for a broad spectrum of programs for meeting the diverse and changing mineral resource needs of the Nation. These programs are managed by the Director and two Deputy Directors, who formulate general policy and program direction from the Washington, D.C., headquarters. Bureau program activities are classified into two major functions, minerals research and minerals information and analysis. A senior advisory staff, consisting of the Chief Staff Officer and Chief Scientist, provides advice and consultation to the Director on a wide range of scientific and technical matters and acts on behalf of the Director to maintain liaison with other government agencies, both foreign and domestic, mineral industries, and professional societies. The Minerals Research Directorate Technological research and development in minerals have long been cornerstones of the Bureau of Mines. The Minerals Research Directorate performs this work. Re-search functions cover the extraction, processing, use, reuse, and disposal of mineral materials; the reduction of health and safety hazards in mining and processing; and minimizing undesirable environmental effects. The production, conservation, sale, and distribution of helium is also conducted under the Research Directorate.

This paper describing the milling practice at the concentrator of the Harmony Mines Co. is one of a series being; prepared by the Bureau of Mines on milling methods and costs in the United States. For the period February 15, 1929, to June 1, 1929, the concentrator treated 200 tons of copper ore per day containing 3.84 per cent copper and recovered 99.2 per cent of the total copper in concentrates averaging 26.61 per cent copper. Milling practice at the Harmony Mines is in most respects similar to the usual practice at the average flotation concentrator producing bulk flotation concentrates. The exceptionally high recovery is due to a number of minor conditions. These minor details will be stressed throughout this paper.

INTRODUCTION The LG-2 project is one element of the La Grande Complex, an integrated development of hydro-electric potential being constructed in north-western Quebec by the James Bay Energy Corporation. The project is located on the La Grande River about 65 miles east of Fort George on the James Bay coast and 600 miles north of Montreal. It comprises a 525 foot high dam, 81,000 feet of dykes, spillway and river diversion works and a 16 unit underground powerhouse that will have an installed capacity of 5,328 MW. The power installations at LG-2 represent approximately half of the total potential for the complex. When completed in 1982, LG-2 will rank as the largest underground powerhouse in the world. Studies and site explorations for the project were begun in 1971, construction commenced in 1973 and the roll date for the first machine is scheduled for February, 1980. GENERAL ARRANGEMENT OF POWER INSTALLATIONS As shown in Figure 1, the power installations are located on the south bank of the river about 4 miles downstream from the main dam. This report presents the results of a program demonstrating the technical and economic feasibility of hydraulic borehole mining of uraniferous sandstone. This mining technique involves the drilling of a borehole from the surface down into the ore body. A borehole mining tool consisting of a high-pressure cutting jet and a slurry jet pump is lowered down the borehole. Water from the high-pressure cutting jet cuts into the sandstone formation generating a water-sand slurry which flows to the slurry jet pump and is pumped to the surface. The cutting jet is rotated and moved up and down from the surface, thereby generating a cavity in the formation. When the cavity size reaches a point beyond the effective radius of the cutting jet, the mining tool is moved to an adjacent borehole and the process is started again. This program was carried out in four phases. Phase I included modifications to the borehole mining system (built and tested under a previous contract, No. H0252007, for the mining of coal) and factory tests of the jetting system. Phase II covered the field tests and a public demonstration. Phase III involved nozzle and equipment modifications and factory tests. Field testing continued under Phase IV along with an evaluation of this method. The field tests were conducted successfully on Rocky Mountain Energy Company's Nine Mile Lake property near Casper, Wyoming. Results indicate that; hydraulic borehole mining of uranium is technically feasible (300 tons of uraniferous sandstone were mined from a depth of 90 ft) and the hydraulic borehole method is economically attractive. However, additional testing is required to clearly define the economic feasibility.
