About a year and a half ago, at the San Francisco meeting of the American Chemical Society, in connection with the excursions to local smelting-works, I had occasion to show some lantern-slides illustrating the recent commercial development of electrical methods for precipitating the suspended matter from smelter-smoke, the underlying phenomena of which were clearly brought to the attention of the technical public by Sir Oliver Lodge as long ago as 1884. In the .Journal of Industrial and Engineering Chemistry, August, 1911, most of these views were reproduced, together with an account of the work from its beginning up to July, 1911. To-day I wish particularly to show you some of the further developments of the work since that time; but in order to make these clear they will be prefaced by a brief abstract of the article above referred to. The removal of suspended particles, from gases, by the aid of electric discharges is by no means a new idea. As early as 1824 we find it suggested by Hohlfeld ' as a means of suppressing ordinary smoke, and again a quarter of a century later by Guitard.2 These suggestions, which do not seem to have stimulated any practical study of the question, were soon entirely forgotten, and only brought to light again by Sir Oliver Lodge: many years after he himself had independently rediscovered the same phenomena and brought them to public attention4 in a lecture before the Liverpool Section of the So-

Part I of this chapter is concerned with the description of and metallurgical data pertaining to the flotation circuits used in the London mill of the Tennessee Copper Co., at Copperhill, Tenn. The ores treated at the London mill are massive complex sulfides, in which pyrrhotite and pyrite are the predominant minerals. Other sulfides are chalcopyrite and sphalerite; magnetite is also of economic value. The approximate mineralogical analysis of the ore is shown in Table 1. [ ] The chalcopyrite and sphalerite are closely associated with pyrrhotite as shown by the tracings of micrographs (Fig. I), which are representative of the mill feed. Fig. la illustrates the type of locking between pyrrhotite and chalcopyrite; Fig. lb illustrates the way in which sphalerite is attached. Thesephotographs indicate that it is not practical to break all of these attachments. Hence, in order to produce concentrates with satisfactory grades and recoveries, most of the locked chalcopyrite particles must be recovered into the copper concentrate, and the locked sphalerite-pyrrhotite particles must be separated from the iron concentrate. A copper concentrate, a zinc concentrate, and an iron concentrate are made. Typical metallurgical results are tabulated in Table 2. HISTORICAL In 1922 the London mill started as a copper concentrator, with a capacity of 300 tpd, and in 1926 an additional flotation circuit was added to recover the iron sulfide remaining in the copper tailing. The title of this study may fairly lead to misunderstanding unless its basal viewpoint is explained at the start. There is of course no chance of misunderstanding the term strategic minerals-for some years past it has been rather generally used to cover those mineral supplies, important for war use, which do not occur in adequate amount on the territory of the Power under consideration. Even here, however, I might add a note of warning. It is commonly understood that the list of strategic minerals will vary, according to what country we are considering; but it is rarely understood, even in Staff studies, that it varies equally according to the particular adversary we happen to be considering. In the present study I have stated the definition in the broadest possible terms, and have at this stage purposely avoided limiting it to any one country or war situation, with the express purpose of being free to bring out certain implications which are commonly, if not always, overlooked. The more important opportunity for misunderstanding is, of course, that my views on the phenomena war and peace do not coincide with those currently fashionable, particularly in advanced intellectual circles. For we must face the fact that for a decade past the natural reaction from war conditions has shattered the public mentality so completely that our public discussions of such questions have very little relation to fact; they are excursions into ideal rather than Realpolitik. WHEN the A.I.M.E. was formed 75 years ago the bituminous coal industry was in its swaddling clothes, although it had been operating for more than a century and coal was being mined in every state now producing it, and its output had long passed that of anthracite. In 18/1, the value of bituminous coal was about seventy per cent of the value of all metals produced and more than one fifth of the value of all products of mines, both metallic and nonmetallic.[1a] While many of the operating mines then shipped by rail, most of the development was along waterways, although the canal era of transportation was nearly at its end. Coal mining is a heavy industry and one of the best measures of its progress is its output throughout the period. Fig. 1 shows this graphically from 1800 to 1945. From 1870 to 1910, the production-which is very nearly the consumption-almost doubled every decade, a most amazing growth. In 1918, in World War I, a peak was reached and a decline began, which ended in 1932. A gradual recovery then started, interrupted in 1938 but culminating in the record output of 1944, when, owing to World War II, a tonnage of 619,576,000 was produced. It is evident that the forces leading to the continuous increase ending in 1918 have spent themselves and that only unusual conditions will require so large a production again. It may surprise some of our members to learn, that, among the industries based on the mineral resources of the United . States, clay now ranks third, being exceeded in value of product only by pig-iron and coal. The present annual value of clay-products exceeds the value of the outputs of gold or silver, and also exceeds the combined values of copper, leacl, zinc, aluminum, mercury, antimony and nickel. These facts are shown in Table I. which gives the statistics for the year 1902 :

I bring this investigation to your attention to emphasize the needless waste attendent upon the use of tin plate with an unnecessarily heavy tin coating. With our present knowledge, we are unable commercially to produce coatings as light as the lower weights used in this test. If, however, future research should develop means to this end, the resultant product would meet all practical requirements, and a very considerable saving in pig tin would result. DISCUSSION G. H. Clamer.-—The National Canners' Association is studying the action of fruit juices, etc., on solders. Of course these tests will take quite a long time, and we hope by that time the war will be over and there will be no need for conserving tin for war purposes. Germany for a great many years has prohibited the use of more than 37 per cent. of lead in alloys used in contact with food products. The eutectic composition is 37 per cent. of lead and 63 per cent. of tin; alloys containing more than that percentage of lead have some free lead. J. W. Richards,' South Bethlehem, Pa.—A great deal of conservation can result from the packing of dry foods in cartons and in fiber packages instead of using sheet tin. Many of the boxes used for packing things other than food are frequently made of sheet tin because it prints and lithographs well; these could be made of sheet iron coated with copper or some other substitute metal which prints equally well. The Aluminum Bronze Industry W. M. CORSE,† Mansfield, Ohio.—The conservation of tin, in view of the shipping situation, is one of great importance. Several methods of conservation can be employed: 1. Reduction of the amount of tin in an alloy or compound. 2. Substitution of an entirely different metal or compound for tin. 3. A combination of the first and second methods. The second method is the one that I wish to discuss. Metallic aluminum, has been known for a long time, and its use in copper alloys was discovered about 1855 by Lord Percy. The high cost of production of metallic aluminum retarded its commercial development, and it was not until the discovery of the electrochemical processes for its production that it came to be known as a common metal. I have been particularly interested, for the past few years, in working with the alloy known as aluminum bronze, which is usually composed of approximately 90 parts of copper and 10 parts of aluminum, by weight.

SOMEONE has divided mankind into two groups: (1) those who have the willingness and imagination to weigh the future gain over against a present indulgence, and (2) those who cannot do so. The former have self-control, patience, foresight and a capacity for sustained effort. Those having these homely virtues become the, possessors of capital and hence employers of others. Those lacking these qualities and owning no capital must seek it from those of the first class, and therefore are employed by others. The human qualities, which divide men into two classes-employers and employed-are, however, capable of change by education, training, environment and by all agencies which tend to develop character. These words of the economist have stuck in my mind for many years and the more I see of men in my business contacts the more firmly I am convinced of their truth. The earth in some respects resembles its inhabitants. When we stroll over the fields and hills we are impressed by the unorganized masses of sand and rock which make up the ground beneath our feet. When by chance we come upon a bit of mineral matter in crystalline form we are impressed by its beauty and symmetry and probably have it polished and call it a gem. Gems constitute a minute portion of the earth's crust, and those intellectual gems, worthy of polish, who brilliantly reflect the incident rays of education and experience that have fallen upon them are few among the masses of mankind.

In connection with some recent professional work in the coalfields of Western Pennsylvania, with special reference to results of coking operations, I was asked to compile a statement giving the estimated cost of mining coal and manufacturing coke at two hypothetical plants of 500 ovens each, giving the relative yield of coal in coke at each plant; and, upon the average number of working days in each of the past five years, from 1899 to 1903, together with average selling price of coke at the ovens, to prepare an estimate of the relative commercial returns in each district. What seemed at first sight to be a comparatively simple proposition, involving only the ordinary elements of mining and coking costs, became complicated by the lack of standard published records of mining costs and sales, which would be applicable to the subject at issue. Upon searching through the usual channels of Government publicatious and the files of our technical societies and mining periodicals, I was surprised to note the absence of fundamental factors that would approximately meet the case in point. The very elaborate and interesting statistics annually published by the National Government' do not supply the required data for the following reasons:—1. Being reported by arbitrary districts, the average values are too general to be applied to special fields. 2. The value of coal charged to the ovens is apparently based upon the regional average value of the coal if sold in the market, and not upon the cost of production. 3. THE means relied on to attain uniformity in Bessemer steel may be enumerated as follows : I. The appearance of the flame. II. The appearance of the slag. III. The spectrum of the flame. IV. Examination of the steel itself. At present, I wish briefly to bring forward a few considerations with reference to the last two mentioned, namely, the conditions favoring the employment of the spectroscope and examination of the steel. From the amount of careful investigation which has been devoted to the examination of the Bessemer flame by the spectroscope, both on the part of scientists and practical metallurgists, one might reasonably expect some results definite and satisfactory in their nature, first, as regards the nature of the flame, and second, as to the practical value of the spectroscope as a guide in conducting the process. We find, in fact, however, that uncertainty and confusion still exist. In Germany, where this subject has received the greatest attention, it is now very generally conceded that manganese is the cause of the well-known groups of dark bands that characterize the Bessemer spectrum. Nor is it easy to see how we can avoid accepting this conclusion, when Wedding and Von Lichtenfels have produced the manganese spectrum and found it to correspond closely with that shown by the Bessemer flame. But it is evident, on a moment's reflection, as Roscoe has recently brought forward, that manganese cannot be the only cause of the Bessemer spectrum, for we notice the characteristic bands quite as

There exists an unconfirmed opinion among many ironmasters that the combination of a small quantity of manganese, chromium, titanium, tungsten, aluminium, nickel, and some of the metalloids with iron has a beneficial effect upon the quality. And the impression prevails in some localities that the excellence of steel greatly depends upon the influence of some of these elements. Brit as the recorded experiments are so meagrely described, and made under such various conditions, the student in search of information upon the subject is somewhat bewildered by the contradiction of the opinions expressed. Observing some interesting phenomena while experimenting with an alloy of iron, copper, and nickel, I was led to determine the effect of some of the metals upon iron as free from contamination by other elements as it is possible to procure in practice, in order that the result of an alloy of an individual metal with iron might be more closely studied; for it is almost an impossibility to determine the influence of a small amount of one element upon a metal combined with a large amount of another, and the mere presence of another sometimes makes this difficult. And as most of the experiments recorded upon this subject have been made with iron containing sufficient carbon and other elements to interfere with the effect of that metal the influence of which it was desired to observe, I have endeavored to avoid these sources of error as far as practicable. The thermodynamics of the set of functions including the activation enthalpy. the activation free energy, and the activation entropy for the motion of dislocations at low temperatures is formulated without a specific model or a mechanism. The behniiior near absolute zero of all these functions and of other relevant quantities related to dislocation mobility Is examined in the light of the third law of thermodynamics. The velocity measurements of Stein and Low for edge dislocations in Si-Fe are used .for illustrotion. In the plastic deformation of crystalline materials, a fundamental assumption, which is supported by direct measurements using etch-pit techniques,'-4 is that the average velocity of a certain mobile dislocation is a single-valued function of temperature and the effective shear stress exerted on the mobile dislocation: Sometimes under certain assumptions, even without direct dislocation-velocity measurements, an activation volume can be obtained from a change in strain rate in a simple tension test. Similarly an ac tivation enthalpy can be obtained by changing the temperature in a creep test. However, the assumptions involved should be studied carefully before using the results of these tests. Consider, for example, a tensile specimen at some stage of deformation with a distribution of mobile dislocations. Let the total length of dislocations of type i be pi per unit volume. The Burgers vector of these dislocations is hi which makes an angle ?i with the tensile axis. With respect to the same tensile axis, let the normal of the slip plane of these dislocations

A. E. ROSS*—Mr. Armstrong in his paper stated that they had experienced considerable difficulty in drilling the quartz-feldspar intergrowths. The dia-mor~d loss was excessive and the diamond bits polished quite rapidly. Mr. Davidson, who presented the paper, stated that bortx stones in the range of 20 to 30 per carat had been used in the bits on this job. I would like to suggest the use of bits employing stones in the range of 60 to 100 per carat, an average of possibly 80 per carat. If these stones had been used the bits might have lasted longer and not polished so quickly. As a basis for this suggestion I would like to point out that in northern New York State we had at least two examples where bits employing stones in the range of 80 per carat had solved a difficult problem. Bits set with stones in the range of 20 to 30 per carat had been used previously and had failed. With the finer stones, the cost per foot of drilling decreased material1y. It should also be noted from a technical standpoint that the smaller stones require higher drilling speeds than the larger stones. Greater pressures are not normally necessary, and it is the higher speed which seems to be the major factor of importance. It should also be noted that the finer stones afford a greater number or cutting surfaces for the same carat weight in a bit. Then too, the smaller stones, by virtue of their size, serve as sharper cutting edges than larger stones. There is no doubt that the diamond bit employing smaller stones costs more to set than the bit using larger stones. However, with the technique developed at the shops of Sprague and Henwood, Inc., we feel that the relatively slight additional cost required to set these bits is more than paid for by the resultant lower drilling cost. We feel that the highest quality stone available is the most economical to use when hard fine grained rock is encountered. In summary, I would suggest that it might be possible to solve the problem presented in this paper by using a diamond bit employing stones at least as small as 80 per carat of the highest grade possible and by using the diamond bit at the highest speed available with modern drilling equipment. ARMSTRONG (author's reply) —It is generally agreed that the use of smaller, high-grade diamonds and of higher drilling speeds, as suggested by Mr. Ross, may be the best approach to the solution of the problem.

Discussion of the paper of J. V. EMMONS, presented at the Pittsburgh meeting, October, 1914. and printed in Bulletin No. 93, September, 1914, pp. 2233 to 2248. ALBERT SAUVEUR, Cambridge, Mass.-Mr. Emmons is to be congratulated for having placed before us in so forcible and satisfactory a manner a question of much importance-that of the surface decarbonization of steel. Of course, both manufacturers and consumers have known for many years that during the heat treatment of high-carbon steel, surface deca.rbonization is always likely to occur to a greater or less degree, but the subject does not seem to have been investigated with the method and thoroughness it deserves. I am in substantial agreement with Mr. Emmons's conclusions, and I have but little to add to what he has so well said. His statement that carbon dioxide is just as effective an oxidizing agent as pure oxygen is likely to cause surprise and some will wonder whether his investigation has been carried far enough to warrant so unexpected a conclusion. The reaction C + 0 = CO, expressing the oxidation of carbon by pure oxygen, is decidedly exothermic, whereas the reaction C + C02 = 2C0, expressing the oxidation of carbon by carbon dioxide, is endothermic. Decarburization by pure oxygen, therefore, should take place much more readily than by carbon dioxide. One cannot help regretting that the author does not mention' the best way of preventing in a practical manner surface decarbonization while treating tool steel and other high-carbon steels.

Many have been prone to credit the decline of professional interest in some branches of mineral industry education to the industrialists and other agencies who use our graduates. We hear the cry that industrial salaries are too low, opportunities for advancement do not exist, and the mineral industry specifically and generally is not interested in the engineer's efforts. Perhaps the time now has come when we should "dress-ranks," examine our practices, and publicize and encourage advanced technical training instead of laying all our troubles elsewhere. There can be no doubt but that industry is interested and stands ready and willing to co-operate. This is demonstrated by the numerous grants-in-aid and co-operative industrial projects which have been made available to those relatively few schools which have been encouraging graduate study and research. There is no dearth of research problems in any of the mineral industry fields and the sooner we realize the great opportunities for constructive, technical research in all areas of our profession the sooner we will reap the benefits of our engineering enterprises by closer liaison and broader understanding with industry. The use of the verb in this mood is not as common as formerly: at the time, for example, when the Bible was translated and the plays of Shakespeare were written. Nevertheless it is an essential part of literary English. In editing the 'Mining and Scientific Press' I do not insist upon the use of the subjunctive in articles that are contributed from the outside, but it is deemed proper in all our editorial writing. To speak plainly, the subjunctive is a mark of scholarship; it is ignored by those that are not particular in such matters, and unfortunately it is a source of perplexity to many that are entirely unfamiliar with the use of it. Therefore, as an editor, I think it well to allow the indicative mood to be used by contributors in sentences in which, to be strictly correct, the verbs should be in the subjunctive mood. The fact that most subjunctives are indistinguishable in form from indicatives is another cause of trouble to the uninitiated.* For example, the verbs in such phrases as "Suffice it to say", '(So help me God ", and "God save the King" are in the subjunctive. One reason why the subjunctive is becoming uncommon is the growing habit of expressing the subjunctive meaning by aid of auxiliary verbs that are coupled with the infinitive; thus: "It will sate to say" and "May God save the King". The subjunctive is common in subordinate clauses, and that is how it obtained its name, 'subjunctive', meaning
