With the coming of the month of 'October the various sections are beginning active work for the winter. The Colorado, Washington, Montana, and New York Sections are all doing good work in raising funds for the hospital bed at Rheims which is to be a memorial to the members of the A. I. M. E. who gave their lives in the great war. We hope that all the other sections will begin to work with this object in view and will make even a better record than they did with the Belgian Relief Fund. It was with much regret that the President, Mrs. James F. Kemp, and the Secretary, Mrs. Sidney J. Jennings, were obliged to forego the pleasure of attending the Chicago meeting in September. They were, however, ably represented by Mrs. Arthur S. Dwight who gave an informal talk after which was formed the Illinois Section, which has our best wishes for all success-" Over the top and the best of luck!"

INTRODUCTION From the lender's point of view, the greatest period of risk in a project financing occurs during the construction phase. Therefore, most projects are supported during this phase by completion guarantees supplied by some credit-worthy entity; for example, the project sponsors in the case of a joint venture, such as that of W.R. Grace, Hanna Mining, and Liberty Capital; or by a strong contract with a utility or foreign importer/investor, such as the way North American Coal Corporation has structured many of its transactions. THE PROJECT LOAN REQUEST A project financing is a more complex form of term loan than one using an ongoing corporation's balance sheet as a credit base and, therefore, a potential lender will subject the loan request to a more rigorous analysis. To support this effort, the financial institution will require a more detailed information memorandum to evaluate the credit and technical risks of a project - especially since much of the necessary information is not otherwise available. (See also Gibbs and Sroka paper above in this Chapter) A well-prepared information memorandum will impress prospective lenders with the planning ability and general competence of management. Also, the process of preparing the memorandum will help management understand the true extent of the opportunities and limitations of its venture. Appendix A outlines the topics which comprise a complete information memorandum for a loan request. Of some interest to those seeking to sell a currently-operating mining venture, a similar information memorandum should be prepared i.e., covering the same topics discussed here, for the investment banker to use with potential purchasers. For that purpose, though, one might not want to prepare quite as much detail as for a lender. Appendix B outlines the elements of a reserve evaluation and feasibility study, often called the "Bankable Document." Usually, these studies are prepared by independent engineering consultants for use by potential borrowers and sellers. (Potential purchasers will often contract for a similar study for their use in evaluating an acquisition.) ELEMENTS OF A LOAN INFORMATION MEMORANDUM 1. Outline: The information memorandum should begin with a one-page outline covering such topics as: a. The borrower's name, address, and phone number. b. Principal contact at the borrower. c. Amount of the proposed financing. d. Desired pricing and structure of the proposed financing. This should include a description of the amount and source of equity in the proposed financing. e. Use of the proceeds and timing. 2. Summary: The most important information contained in the memorandum should be summarized in two pages. Note - If the borrower is a recently-formed single-purpose company, then elements 3, 4, and 5 will apply to the guarantors of completion and to the project sponsors. 3. The Borrower: This section is a brief biography of the borrower including such topics as date and state of incorporation, founder(s), lines of business, etc. 4. Capitalization: The borrower's current debt and equity position, including leases and trade debt, with amounts, terms, names, and addresses enumerated. Equity owners, and percentage ownership, should be identified. 5. Historical Financial Statements: If available, a minimum of five year's worth of complete historical financial statements

The first practical and successful use of a laser-beam guidance system for a tunnel machine drilling to a remote target has been achieved at the Bureau of Reclamation's Navajo Indian Irrigation Project near Farmington, N. Mex. Using such a guidance system, the Hughes Tool Co.'s "Betti I" drilled a 10,000-ft long tunnel in eight months and 18 days to within 5/8-in, of established line and grade. The electronic system which guided the "Betti I" features a gas laser whose beam is aimed at two light-sensitive targets on the boring machine. From these targets, the operator of the machine receives electric signals on a read-out panel which tell him the machine's precise location within the tunnel. The operator can then make any adjustments necessary to maintain line and grade while drilling ahead.

SCREENED pipe is designed with the view of restraining the fine, free-running sands of the production zone from entering oil wells. Its successful use is dependent on a number of factors. The nature and effects of some of these factors can be determined through experiment and observation, but some of the elements that have a distinct bearing on the use of screened pipe can be evaluated only by estimate. The important subsurface conditions which affect the use of screened pipe are: 1. Depth of production zone. 2. Extent of production zone. 3. Reservoir pressure. 4. Character and relative quantity of oil and gas. 5. Character of sediments a. Consolidation of beds. b. Variation in beds. c. Grain-size gradation of sands. d. Free-running characteristics of sand from different levels. Aside from the use. of mechanical equipment and tools, the measures to be taken in the installation of screened pipe involve: 1. Size of liner. 2. Length of liner. 3. Design and mesh of screen. 4. Portion of liner to be screened. 5. Manner of setting liner. 6. Preparation of or washing of the well before or during the setting of the screen. 7. Manner of bringing in the well. 8. Manner of flowing the well. Values applicable to the actual subsurface conditions that exist at any well can only be approximated. The accuracy of the estimate will be measured by the amount and quality of the evidence at hand and the personal factor of ability to interpret the evidence fairly, whether

One of the best known of the early mining districts of Nevada was that at Eureka, where gold was first produced in 1864. While the most productive period for the district was during the early 1900s, production was maintained until World War II. During this time it is said that the Eureka district produced as much as $200 million from over 3,200 km (2,000 miles) of tunnels and workings. The Windfall Mine was discovered in 1902; and a 100 ton cyanide plant was operated there during the periods 1907 to 1912 and 1932 to 1940. Since 1974, however, Windfall Venture has been operating a unique heap leaching facility on the site of the old Windfall Mine. Gold at the Windfall occurs primarily in the Cambrian Hamburg dolomite which has been "sanded" and in which the original cementing material has been destroyed. The gold is micron sized and is accompanied by anomalous amounts of arsenic and mercury; however, the ore is low in base metals which distinguishes it from the typical Eureka district ores. Mining the ore causes it to break down into very fine sizes, approximately 50% minus 150 microns (100 mesh). Conventional heap leaching by spraying proved to be impossible; and extensive test work on alternate methods, aided by the United States Bureau of Mines, was conducted using 9 m (30 ft) high columns and then large tonnage heaps. The leaching procedure adopted was to build 10.6 m (35 ft) high heaps on a 50 mm (2 in.) asphalt pad covered with a layer of gravel for drainage assisted by perforated pipe drains and gravel-packed sumps. A berm is constructed around the top of each pad and cyanide solution is allowed to “pond” on top of the heap. The resulting percolation is at the rate of 24 liters per sq m per hr (0.6 gal per sq ft per hr), a figure about 2.4 times the average used in other heap leaching operations. The dolomite furnishes its own protective alkalinity and no lime or caustic is used in the solution which contains 0.4 kg per mt (0.8 lb per st) of NaCN. Pregnant solution from the heaps averages about 0.7 g Au per mt (0.02 oz per st) with a cyanide content of about 0. 2 kg per mt (0.4 lb per st) and a pH of plus 9. Addition of NaCN brings the pH of the leach solution up to 11 to 12. Carbon adsorption of the gold was originally done in six enclosed columns mounted in a trailer but five conventional columns have been substituted as the size of the operations has increased. OLIP-line observations on copper alloys, using the electron microscope, have been made by a number of workers,13 but this work has been confined to a brass. In a CuAl alloys Koppenaal4 and Koppenaal and Fine5 have made observations with the optical microscope and by the use of interferometry. They found that the observed slip step heights inside the Liiders bands accounted for only 42 pet of the total macroscopic strain. The suggestion was put forward that optically unresolvable slip in other parts of the specimen accounted for a major part of the macroscopic strain. This is surprising since it is known from other workers that slip in a brass is inhomogeneous; i.e., large amounts of slip occur on individual {lll) closelys paced than being shared by a large number of closely spaced planes. Furthermore, a brass and a CuAl alloys with high concentration of aluminum exhibit similar deformation characteristics and slip-line patterns. Prior to investigations into the behavior of copper and a CuAl alloys under reversed stresses in tension and compression, some preliminary experiments have yielded results which the authors think resolve this discrepancy, and throw some further light on the behavior of a CuAl in tension. An experiment was carried out on a 10 at. pet CuAl single crystal, of gage length 7.5 cm, diameter 3.1 mm, and orientation shown in Fig. 3 (inset), for the purpose of resolving the above discrepancy. The specimen gage length was electropolished for 10 min in a 50:50 orthophosphoric acid (SG=1.75)-distilled water system, with 2 v across the cell and a current density of 0.5 amp per sq cm. The cathode was made of copper. After a tensile strain of 0.067 ± 0.001, intense slip was observed over a length 2 cm of the gage length whilst the rest of the specimen was relatively undeformed. In the lightly deformed region, slip bands of mean width 20 /x were spaced about 1 mm apart on average. The transition from the heavily slipped region (usually called a Liiders band) to the lightly deformed region was gradual, the slip-band density increasing as the "Liiders band" was approached. In the latter, the slip bands became so close together that, to the naked eye, the specimen appeared to be continously slipped, and the typical microtopography of this region is shown in Fig. 1. Twelve electron micrographs were taken at random from replicas of the Liiders-band region, and the widths of the slip lines were measured. The slip lines account for an over-all tensile deformation of 7.0 ± 0.7 pet, after allowing for the lengths of the un-slipped regions, which is in good agreement with the macroscopic strain. The distribution of slip-line widths was also measured and is shown in Fig. 3. Since Koppenaal could not resolve slip lines with height less than 540A (limit of resolution represented by dashed line), then it was deduced that he could have measured only about 50 pet of the deformation within the 'Liiders Band'. It is concluded, contrary to the suggestion of Koppenaal,5 that virtually all the macroscopic strain is accommodated within the "Luders band" and that there is no need to invoke fine slip distributed uniformly over the gage length.

ENGINEERING COUNCIL has passed, not out, but upward! Therefore, its recent wake was conducted by itself as a joyful occasion somewhat in advance of its official demise. Council held its last meeting in Washington, Dec. 16, 1920. Business was transacted with dignified gravity in the forenoon. During the afternoon calls were made upon the chiefs of technical bureaus of the Government: the Chief of Engineers, U. S. Army; Chief of Yards and Docks of the Navy Department; Director of U. S. Reclamation Service; Director of U. S. Geological Survey; Director of Bureau of Mines. The Council pronounced them, each and all, able men and true. But what of the evening? Well, there was a dinner at the Washington Hotel. Twenty-six men gathered around a flower-strewn table-not a casket. As guests, there graced the festive board the hosts of the afternoon calls, and a number of members of the new American Engineering Council. The body about to be apotheosized-otherwise known as Engineering Council-was both jocular and reminiscent. Rewards were bestowed and appreciations expressed. To the man who had for three long years borne the burden of chairmanship and whose financial recklessness made possible the Washington office and the movement for a National Public Works Department, the following "note," duly engrossed and signed, was given, accompanied by "The Song of the Council Crew."

When a mixture of chalcopyrite concentrate and lime is heated in air, the following reaction takes place: 2CuFeS2 + 4Ca (OH)2 + 8 ½ 02 ; 2Cu0 + Fe203 + 4CaS04 + 4H20. Ca (OH)2 is the only common reagent that will adequately control SO2 evolution in roasting. Other additives tried, including CaO, CaCO3, Na2CO3, NaOH, MgO, Mg (OH)2, and MgCO3, were not effective. All reacted with sulfur, but not to the extent that will be required to meet the new control regulations for sulfur oxide emissions. For example: when the concentrate was heated with the theoretical amount of limestone (CaCO3), about 55% of the sulfur was retained in the calcine; whereas use of the stoichiometric amount of Ca (OH), converted approximately 99% of the sulfur to CaSO1. In most of the experiments, Ca(OH)2 was formed by adding CaO to concentrates containing enough water to simulate filter cake from flotation circuit. This eliminated the need for drying the concentrate and utilized the heat of hydration of CaO.

INTEREST in the sink-float plant operated by the Bunker Hill and Sullivan Mining and Concentrating Co. at Kellogg, Idaho, has recently been largely confined to the preparation and reconditioning of the galena medium. The ease and simplicity of these operations in a concentrating mill producing a flotation lead concentrate has occasioned enough comment to possibly justify a brief description. The subject is treated from an operator's viewpoint only; no effort is made to discuss it in a theoretical or technical manner. PLANT AT BUNKER HILL The sink-float plant was first operated in December 1941. It was built for the purpose of quickly increasing mill capacity with a minimum of equipment. It is the Huntington-Heberlein sink and float process using galena medium and is operated under license from the Sink and Float Corporation, New York city. Lead-zinc ore from the Bunker Hill mine is crushed to pass a I ¼ in. screen and is then washed and separated on vibrating screens having 4 ½ -mm. round-hole punched plates. The screen undersize, amounting to 33 per cent of the mill feed, is dewatered and sent to the ball-mill feed bins. The screen oversize goes to the sink-float plant, where 50 per cent of the oversize, or 33 per cent of the mill feed, is float, which is washed free of medium and disposed of as a tailing. The remaining 33 per cent is sink, which, after washing, is crushed to pass ½ in. and joins the undersize in the ball-mill feed bins. The normal plant capacity is 1700 tons per 24 hr. About 1.7 per cent of the total lead and 3.3 per cent of the total zinc in the feed is lost with the sink-float tailings (Table I). [ ] More complete descriptions of the H. H. process and Bunker Hill sink-float plant are given in several recent articles, listed at the end of the paper. PREPARATION OF MEDIUM AT BUNKER HILL New medium is made intermittently as needed, usually 12 hr. in each 6 days. A small portion of the current mill flotation concentrate is diverted from the lead cleaner cells to a I-in. vertical sand pump and pumped to a two-cell 36-in. Agitair flotation machine, where NaCn and ZnSO4 are added and the grade of concentrate is improved as shown in Table 2. Tailing from this operation is returned by gravity

ALTHOUGH not of the same importance as electrical conductivity, the capacity for conducting heat is nevertheless a very important property of metals and alloys. A knowledge of thermal conductivity is of value in selecting alloys for many purposes and in the calculation of the efficiency of apparatus which is being designed. Unfortunately, the determination of thermal conductivity is extremely slow and tedious, consequently few data have been obtained. A further reason for the lack of information is that there has long been an impression that the thermal conductivity of an alloy is directly proportional to the electrical conductivity and that it can therefore be calculated from the latter. The Wiedemann-Franz-Lorenz law of constant ratio of the two conductivities holds with a considerable degree of precision for all the pure metals, but appreciable deviations occur in certain alloys-particularly those containing nickel-and it seems difficult to predict exactly what the ratio will be. Therefore direct determinations of thermal conductivity should be made whenever the results are, needed with any accuracy. This research is intended eventually to cover all the alloys of copper that are of commercial importance, including the binary alloys of copper with zinc, tin, aluminum, nickel, silicon, manganese, cadmium and phosphorus, and the ternary alloys copper-nickel-zinc, copper-nickel-silicon, copper-manganese-silicon, copper-zinc-tin, etc. Most of these alloys are customarily used in the wrought condition and therefore were tested in the form of annealed rods. A limited number of sand castings were also obtained and examined. This paper contains a complete review of all the previous work that has been done on copper alloys, and includes a detailed description of the apparatus and method of procedure used in the present research, together with the new results obtained on the copper-zinc series, which is the only one completed at the present time. Subsequent papers describing the other alloys will contain the experimental results and discussion only.
